Flashback:Mugabe takes a swipe at the UN,whites and Obama

January 30th,2016 Zimbabwean President Robert Mugabe received a standing ovation from his peers at the African Union (AU) summit in Addis Ababa, Ethiopia, on Saturday as he handed over the chair of the body with a rousing speech, filled with more than his usual invective against former colonisers, imperialists, westerners, US President Barack Obama, the United Nations and whites.

UN Secretary General Ban Ki-moon squirmed in his seat on the podium when the 91-year-old Mugabe – still feisty despite the annual eruption of rumours about his death this month – threatened that Africa would walk out of the UN unless it was given permanent representation on the UN Security Council.

“We have asked and asked and asked for Security Council reform,” he said, adding that Africans were tired of making “hollow speeches” at the UN with no results.

He said Africans were not real members of the UN — only those with white skins were members — and if they decided one day “down with the UN” they would walk out of it.

“If the UN is to survive, we [Africa] must be equal members of it,” he said to loud applause.

“You’re a good man, Mr Ban Ki-moon, but we can’t make you a fighter. That’s not what your mission was. But we shall fight for our own identity and personality as Africans.”

He told Ban to tell the UN that Africans “are also human, not ghosts. Tell them, that we also belong to the world.”

The UN’s headquarters should not be in New York but in a more populous country, such as China or India, or in Africa, Mugabe said.

Yet Africans and others were placed there [New York] with the “white faces and pink noses next to us – yet how many are they compared with us?”

But Mugabe also thanked Ban for working with Africa in fighting Ebola and helping to fight terrorism and in other crises.

He suggested Obama was a puppet of whites. After berating whites for “dragging Africans across the ocean” as slaves, he said those blacks might now seem free – particularly Obama.

“But what is he? A voice made to speak their language, to act their act and not our act. They are still superior.”

Mugabe said that in America black people were still inferior, living in places such as Harlem in New York where education and healthcare were inferior.

Black people were shot in the streets “and nobody seems to talk about it, but today instead they still want to talk about us”.

Even after colonialism, the former colonisers were still everywhere in Africa, “if not physically then through NGOs”, a comment that drew much applause.

He said colonisers were also on the continent as “spies, pretenders, some say they are here in Africa to assist us, even in armed groups in our territories” effecting regime change.

At the end of his speech, which was scheduled to last 10 minutes but continued for close to an hour Mugabe handed over the AU chairmanship to Chad’s President Idriss Deby, giving him a mock bang on the head with the chairperson’s gavel as he did so.

He assured Deby that he would still be around if he wanted to call on him. “I will still be there – until God says, ‘Come to join the other angels’,” he said to loud laughter.

Mugabe raised his fist twice in a black power salute when he returned to his seat.

South African President Jacob Zuma seemed uneasy about the standing ovation, rising to his feet slowly and only after nearly everyone else had.

PATRIOTIC Front (PF) deputy secretary-general Mumbi Phiri has unearthed a plot in which some individuals have conspired to form a group called “Dr CK Solidarity” on social media platform WhatsApp in a bid to discredit the ruling party and bring President Lungu’s name into disrepute.

Mrs Phiri said it is unfortunate that the WhatsApp group she has allegedly linked to Roan PF member of Parliament (MP) Chishimba Kambwili has insisted on her joining the group.

She has discredited and distanced herself from the WhatsApp group.

Mrs Phiri said in an interview yesterday: “My dear, actions speak louder than words, why should somebody who claims to be loyal to President Lungu administer the so called ‘Dr CK Solidarity’ page which is trying to undermine the PF and the President?”

She was reacting to Dr Kambwili’s pledge of loyalty to President Lungu and call for unity in the PF.

“We the senior members of the PF are privy to information and know what is happening.I want to advise Honourable Kambwili to question the agenda of Dr CK Solidarity page. We want to hear his comments.”

She said it is unfortunate that the messages posted on Dr CK Solidarity group are against President Lungu’s decision to appoint opposition MPs to his Cabinet.

Mrs Phiri dismissed as untrue reports that the opposition MMD has taken over the PF and is running affairs of the ruling party.

She said the alliance between the PF and MMD is aimed at making the ruling party stronger for the 2021 general elections.

And PF Lusaka Province youth chairperson Kennedy Kamba said President Lungu’s decision to appoint opposition MPs to his Cabinet cannot be questioned because winning an election is about numbers.

“We will not allow confusion in the PF. The dispute about President Lungu’s appointments of opposition MPs to his Cabinet is neither here nor there. These appointments started with the late President Michael Sata,” Mr Kamba said.

But Dr Kambwili said people linking him to Dr CK Solidarity WhatsApp group should keep quiet if they have nothing to talk about.

“I am sick and tired of some PF members accusing me of things I don’t know and I have no control over people who are showing me solidarity over what I am going through,” Dr Kambwili said.

GOVERNMENT has challenged employees working as casuals in parastatal companies to take management to court as the law to ban casualization has already been passed.

Labour and Social Security Minister, Joyce Nonde-Simukoko, said the role of the Government was to formulate and enact laws and it was up to the affected parties to act when their rights were infringed upon.

The minister said the law did not have specifications as to who it applied to, but was universal and Government institutions were not an exception.

She was reacting to allegations from the Zambia Union of Financial and Allied Workers (ZUFIAW) general secretary Chingati Msiska that Government had more people employed on casual basis than the private sector.

Mr. Chingati said there was need for both the Government and the private sector to understand the labour laws and work towards implementing them.

“There are more casual workers doing jobs of permanent nature in Government institutions than the private sector and this is regrettable because Government is supposed to be the first to adhere to labour laws’’, Mr Msiska said.

He said there was need for the Ministry of Labour to strengthen their inspections in companies to find out if labuor laws were being adhered to. The minister, however, said Government passed laws and the mandate for them to be effective rested upon the different stakeholders.

“It is up to the people working as casuals in Government institutions to take management to court if they are doing jobs that are permanent in nature since the Government cannot know if they do not take a step,’’ she said.

She advised trade unions to be proactive in ensuring that the laws Government passed were implemented.

Government to probe Spouse, Lover Killings

Ministry of Gender Permanent Secretary Edwidge Mutale says government was concerned at the increasing number of spouse killings.
She said the recent reports of women killing their spouses made sad reading and required that measures were put in place to stop the killings.

She said necessary research was required to help put in place measures to address the rising vice.

Ms Mutale said the problem required a multi-sectoral approach and her ministry would work closely with other ministries and government departments and agencies to establish the root cause behind the spate of spouse killings.

“We [Ministry of Gender] intend to work with the ministries: of Health, of National Guidance and Religious Affairs and of Chiefs and Traditional Affairs to counsel these women involved in spouse killings because no-one can just wake up and kill someone they love,” Ms Mutale said.

She also called on families and society to help with this matter.

She said that when society faced increasing cases of child defilement and other sexual crimes in the 90s, society, civil society and government came together to address the carnage that resulted in Parliament passing a law prescribing punitive measures to curb the vice.

Parliamentary inquiry on maizegate off to Zambia Tuesday

A 10-member parliamentary inquiry on maizegate leaves the country on Tuesday morning, the first time that the Malawi parliament has moved to another country.

Chairperson of the inquiry Joseph Chidanti Malunga confirmed the members of parliament will be flying to Zambia on Tuesday to meet all those involved in the procurement of maize which include Kaloswe, ZCF and officials from the Zambia government.

“We failed to travel on Sunday because we had not yet received clearance from the ministry of Foreign Affairs. But now the trip is on, we are just doing the preparations,” said Malunga.

He said officials from the Malawi mission in Zambia are on the ground doing the contacts and communication.

Two committees of Parliament—the Public Accounts Committee and the Parliamentary Committee on Agriculture, Irrigation and Water Development—are conducting an inquiry into the procurement of maize by State grain marketer – Agriculture Development and Marketing Corporation (Admarc) – to establish whether there was an element of fraud and corruption in the deal.

Malunga also said the inquiry is expected to meet embattled Agriculture minister George Chaponda when the legislators are back.

“He communicated through the office of Clerk of Parliament that he received communication for him to appear before the inquiry late so when we come back we might create time for him just for a few questions,” said Malunga.

The minister was expected to appear before the inquiry but failed. Parliament public relations officer Leonard Mengezi says Cisanet has funded the trip by the legislators to Zambia.

Chaponda and Admarc CEO Foster Mulumbe are accused of suspicious dealings in the procurement of the Zambia maize.

They deny any wrong doing.

Indian Butter chicken is one of my favourite meals.  It is so delicious and funnily enough the first time that I ever tasted it, was when I visited Lusaka about 2 years ago.  So me being me, I decided to learn how to make it at home,  I wanted to get restaurant quality butter chicken – sweet, succulent and tender, and that’s exactly what I got, after days of research and experimenting I finally found the perfect recipe.  So for your homemade butter chicken try this recipe, and give your guests something exciting and scrumptious to eat.  This meal is perfect with Naan bread and rice, so make sure that you either make your naan bread, or buy some.

Prep time 10 mins | Cook time 20 mins

Serves: 4

Ingredients

  • 6 tablespoons butter
  • 900g chicken breasts, cut into chunks
  • 1 onion, diced
  • 3 garlic cloves, finely chopped or minced
  • 3 tsps garam masala
  • 1 tbsp fresh grated ginger
  • 1 tsp chilli powder
  • 1 tsp ground cumin
  • ½ tsp cayenne pepper
  • 200mls tomato sauce
  • 450mls cream (double cream preferably)
  • Salt & pepper
  • lime & coriander for garnish (optional)
  • Naan and rice for serving

Method

Melt 2 tbsp of butter in a large pan, over a medium-high heat; fry the pieces of the chicken so each side is browned. They do not need to be fully cooked all the way through yet; you can work in batches, and set aside when you’re done.

Melt another 2 tbsp of butter in the pan.  Add the onion, and cook until soft, about three minutes. Add all the spices; garlic, garam masala, ginger, chilli powder, cumin, and cayenne. Stir to combine, and cook for about 45 seconds then add the tomato sauce.

Bring the mixture to a simmer and allow it to cook for five minutes before adding the cream. Continue to simmer, add the browned chicken, and let it simmer for 10-15 minutes. Keep the heat low.  Now stir in the remaining 2 tbsps of butter, and season with salt and pepper, to taste.

Serving

Serve garnished with lime and coriander if you want to, alongside rice and naan. Enjoy!

Radio Stations want licence fees reduced after they were increased from K 2 000 to K 20 000

SOME Radio Stations in the country are appealing to the Independent Broadcasting Authority (IBA) to consider reducing the newly hiked annual radio broadcast licence fees.

The IBA recently increased the annual radio broadcast licence fees for Commercial and Community Radio stations.

IBA Director General Josephine Mapoma said a few community radio stations had requested her organisation to consider reducing the new revised fees.

Ms Mapoma said IBA was still waiting for Byta FM of Choma to submit its request in writing which would be taken to the board.

“A few community radio stations have requested IBA to reduce the licence fees but those submissions will be tabled during the board meeting,” she said.

Byta FM proprietor Joe Pandwe made the appeal to IBA to consider reducing the increased fees recently when Information Minister Kampamba Mulenga toured the Radio Station.

Mr Pandwe said the fees were too much for a commercial Radio Station considering the fact that they were in Choma which was a peri-urban area.

He said IBA should come up with different fees for Radio Stations that operate out of Lusaka because they had a smaller market compared to Lusaka.

He said Byta falls in a category of commercial radio stations and for this category the fees were increased from K2,000 to K20,000.

“We are in a rural set up and only able to broadcast in Choma but how can we be paying the same fees with other Radio Stations that have a wider radius compared to us who are in one area.

“We are disadvantaged at least let them come up with a flat fee for Radio Stations outside Lusaka,” he said.

Apart from Byta FM, other Radio Stations in Choma were YGF, Choma Maanu and Macha Radio.

Agro-dealers now free to set floor prices

Kafue District Agriculture Coordinator (DACO) Mwanji Chella says the e-voucher system is being operated under a liberalized economy and as such the agro-dealers are free to set floor prices for their commodities.

Mr. Chella was responding to complaints by farmers in Kafue District over the low packs of fertilizers they were receiving from the agro dealers.

Recently , few farmers in the District have only benefited 6 packs and not the expected 8 pack as some agro dealers have increased the prices of the fertilizers.

However, the DACO said the e-voucher system is very different from the conventional system in that farmers need to make agreements with the suppliers of the inputs and understand the terms and conditions of the services available.

Attributing the increase of fertilizers to the disturbance of operations at the National Chemicals of Zambia (NCZ), Mr. Chella said this led agro dealers to source for the fertilizer from elsewhere thereby resulting in increased prices as a result of transportation costs.

He however noted that government cannot dictate floor prices for any commodity but will not sit idle and let traders exploit farmers in any way.

Meanwhile the DACO revealed that Kafue District received 8,380 depositors under the e-voucher out of 95 cooperatives.

He said 4553 cards have since been activated and farmers have begun swiping and collecting inputs from different agro-dealers.

He stated that the District expects 2500 cards to be activated by Wednesday reaching their target of over 7,000 farmers.

He said the program is on course and most farmers are benefiting from the system.

A commercial farmer in Mazabuka has appealed to Government to protect the dairy industry in the country by restricting the importation of milk and other products which have flooded the local market.

Owner of Kushiya farms Guy Robinson says the dairy industry is facing unfair competition from imported milk and other dairy products that have flooded the Zambian market.

Mr Robinson says jobs in the local dairy industry are seriously threatened unless government institutions measures that will restrict the inflow of imported dairy products.

He says while Zambia needed to comply with trade protocol of regional organisations to which the country is a member, there is need to institute remedial measures that will protect the local dairy industry from collapse due to unfair competition.

Mr Robinson said dairy producers in the country are facing a lot of challenges selling their produce because most chain stores and other retailers are flooded with imported milk and other products.

He said this will make it difficult for the local industry to expand and increase the number of job opportunities for the locals.

Mr Robison was speaking when Southern province minister Edify Hamukale visited the farm in Mazabuka today.

He told the minister that dairy farmers in Mazabuka and other parts of southern province were also experiencing difficulties in getting laboratory results for the mandatory testing of dairy animals from the Central Veterinary Research Institute based in Lusaka.

MR Robinson complained that this situation was making it difficult for dairy farmers to market their produce which could only be sold after animals have been cleared of any disease.

But Dr Hamukale said he will engage the ministry of livestock and fisheries to consider building capacity at the Zambia Institute of Animal Husbandry in Mazabuka so that farmers in the province will not be inconvenienced by taking animal samples to Lusaka for laboratory tests.

It is mandatory that dairy animals should be tested for endemic diseases such asFoot and Mouth Disease, East Coast Fever and also ontagious bovine pleuropneumonia (CBPP), an infectious disease of lungs in cattle caused by Mycoplasma mycoides subsp mycoides

Dr Hamukale said the provincial admininstration is working on a programme of promoting the setting up of processing industries in areas of high milk production so that milk is not sold in its raw form but finished products as put of the thrust to implement value chains.

A SHOPPING Mall near National Heroes Stadium has been earmarked under a public private partnership (PPPs) for development to enhance economic activity and to give the surrounding area a facelift, the Zambia Development Agency has disclosed.

ZDA acting director of investments Robert Banda said in an interview that Government will soon undertake feasibility studies on the Independence Mall project to pave way for the development of the project.

Mr Banda said Government will also tender for a private partner to co-develop the project that is expected to generate a number of jobs for the community.
He, however, said the cost of the project will be determined once feasibility studies are concluded to the socio-economic benefit.

“The Independence Mall project will be significant because of the jobs it will generate,” he said.

Mr Banda said once developed, the project will accelerate PPPs in the country and spur development.

He said PPPs remain critical in the development process agenda noting that most developed countries have witnessed due the initiative.

Meanwhile, ZDA director general Patrick Chisanga said ZDA will continue to assist in the facilitation of PPPs as they are key in accelerating growth.

Mr Chisanga, who recently appeared before the parliamentary committee on Economic Affairs, Energy and Labour said the agency has in the last six years facilitated two PPP transactions including the border crossing at Kasumbalesa Border between Zambia and the Democratic Republic of Congo and lease of the University of Zambia land for the construction of the East Park Mall and students’ hostels.

PATRIOTIC Front (PF) secretary-general Davies Mwila has directed party members of Parliament (MPs), mayors and council chairpersons to actualise and re-enforce President Lungu’s campaign promises.

And Minister of Housing and Infrastructure Development Ronald Chitotela has urged MPs to regularly visit their constituencies to enable them to have accurate information on the progress made on development projects before issuing statements in Parliament.

Mr Mwila said PF leaders at all levels should strive to actualise President Lungu’s development agenda across the various sectors of the economy.

This is according to a Zambia National Broadcasting Corporation (ZNBC) news bulletin monitored in Lusaka yesterday.

And Mr Mwila has warned that members bent on bringing the ruling party and the President’s name into disrepute will not be spared.

He said members must defend the President and explain the PF development agenda at all cost.

Mr Mwila said President Lungu must be credited for initiating various infrastructure projects and inclusiveness in running affairs of the state.
He was speaking at a PF fundraising dinner dance in Kabwe.

And PF deputy spokesperson Frank Bwalya urged heads of Government departments to feel free to interact with Mr Mwila as a custodian of the party manifesto on which government policy is anchored.

Mr Bwalya said civil servants are duty-bound to implement Government policy derived from the PF manifesto.

Meanwhile, PF Central Province chairperson Chanda Mutale said the general membership in the region has resolved to rally behind President Lungu’s candidature in 2021 because of his exemplary leadership.

Mr Mutale also said the creation of four more districts in the province is aimed at taking development closer to the people while creating more jobs for the locals.

Mr Mwila later pledged K10,000 during the fundraising dinner dance.

And CATHERINE MUMBA reports from Ikelengi that Mr Chitotela urged members of Parliament (MPs) to regularly visit their constituencies to have accurate information on the progress made on development projects before issuing statements in Parliament.

During the previous sitting of Parliament, Ikelengi MP Elijah Muchima told the House that Freca Mining and Construction Company, the contractor engaged to work on the 100-kilometre Mwinilunga-Jimbe road at a cost of US$105 million, had demobilised and left the site.

But Mr Chitotela found the contractor on site when he inspected the road construction works on Sunday.

Mr Chitotela found that Freca Mining and Construction Company had done earthworks covering a stretch of 93 kilometres of the project.

Company managing director Fred Kasongo told journalists that Mr Muchima has allegedly never visited the construction site since he was re-elected in last year’s general elections.

Mr Chitotela said MPs should visit their constituencies to ensure that they do not issue statements which are contrary to situations on the ground.
The minister said Mr Muchima’s statement to Parliament prompted him to visit the site to see what was obtaining on the ground.

And Mr Chitotela said he is happy with the pace at which Freca Mining and Construction Company is working on the project.

He said Government is determined to open Jimbe border, which connects Zambia to Angola.

“It is a critical border and we are happy that the contractor has demonstrated that Zambian contractors can perform well,” Mr Chitotela said.

Zambia Police Service has detained one of its own officers in Kapiri Mposhi, Central Province, for allegedly losing a government rifle allegedly in a drunken stupor at a local pub.

The officer may, however, escape severe punishment because a Good Samaritan found the deadly weapon and handed it over to the police.

The adventurous constable of Tazara Police Station, who was expected to be keeping criminals at bay, could not resist the lure of liquor as he conducted his patrols past the pub.

He allegedly took one too many, later found the gun too heavy and threw it away on Saturday night during the drinking spree.

Central Province commissioner of police Lombe Kamukoshi said the constable would face disciplinary action for being drunk while on duty and losing the government firearm.

“The officer is in custody. The officer will be dealt with accordingly,” Ms Kamukoshi said.

She said the weapon was taken to the police by a member of the public who found it abandoned.

The African Union elections for Commissioners has yielded a Zambian delegate.

AU Commission for Trade and Industry commissioner has been scooped by Zambian Ambassador Albert Muchanga.

Muchanga is Permanent Secretary at Cabinet Office in charge of Parliamentary Affairs.

Muchanga is also a former Ambassador to Ethiopia with extra accreditation to the African Union.
However Dr. Austin Sichinga(Commissioner for Agriculture and Rural Development) was not successful.

Earlier the Summit elected Chad’s Foreign Affairs Minister Faki Mahamat has been elected as African Union Commission Chairperson.

Ghana’s Kwesi Quartry was elected Vice .

Mahamat won with 38 votes against Kenya’s Cabinet Secretary for Foreign Affairs Amina Mohamed’s who got 26 votes in the hotly contested elections held on Monday at the African Union headquarters in Addis Ababa, Ethiopia.

The AU Summit has accepted the application and also readmitted Morocco as a member of the African Union

And the 28th ordinary session of the African Union (AU) Heads of State and government officially opened today in Addis Ababa Ethiopia. President Edgar Lungu was among Heads of State and government that attended the official opening ceremony.

In her opening remarks, Chairperson of the African Union Commission Nkosazana Dlamini Zuma congratulated President Lungu on his re-election as President of Zambia and called on him to work hard and uplift the people of Zambia and Africa as a whole.

“A special welcome to excellences, members of the assembly whose mandates were renewed and to the newly elected Heads of State. President Edgar Lungu of the republic of Zambia, congratulations on the renewal of your mandate,” she said.

Dr. Dlamini Zuma said in one of the Zambian languages (bemba) that “Abantu benu mu Zambia nabena Africa bonse, balefwaya mu bombe na maka uku basumbula mu mikalile yabo , ukukosha ichibote, nokwimya ubukta bwa Zambia na afrika yonse,”

( This translated into English means that,” the people of Zambia and all Africans, want you to work hard to uplift them, to strengthen peace and to raise the dignity and wealth of Zambia and Africa.” )

The Chairperson of the African Union Commission also welcomed President Nana Ado Dankwa akuffo ado as following his election as Republican President of Ghana.

And United Nations Secretary General Antonio Guterres said commended African countries for being generous to host refugees and pledges to work closely with the African union.

Mr. Guterres said he was looking forward to working with the AU in empowering women because when you empower a women you empower the whole world.

He also commended African countries for the role they were playing towards peace keeping by sending peace keeping troops to war torn countries.

Katebe seeks trophies at Nkana

Defender Aaron Katebe is seeking to win trophies at his new FAZ Super Division side Nkana.

Katebe this month joined Nkana on a one-year deal from league champions Zanaco.

“I want to do my best here at Nkana. Nkana is a big club if you do well things will go well for you,” he said.

“I want to work hard and win more trophies with Nkana. Nkana is a good team with good players and good supporters,” Katebe said.

Katebe has previously played for Morocco’s Moghreb Tétouan, F.C. Platinum of Zimbabwe and Afrisport.

He believes playing for Nkana will help him realize his vision of bouncing back into the Chipolopolo squad.

“I want to work hard so that I can go back to the national team. When I do well here I think I will go back to the national team,” Katebe said.
