Muvi TV Journalist Njenje Chizu has narrated how he was beaten up and assaulted by police in Kasama for covering the opposition UPND.

Chizu who was released last evening revealed that he was punched by police officers who also broke his camera accusing him of having filmed UPND leader Hakainde Hichilema and his Vice Geoffrey Mwamba at Radio Mano.

This was at a time that police officers stormed Radio Mano to stop the radio station from interviewing a scheduled interview with the two opposition leaders.

At the time they were arresting me, I had not filmed anything at the radio station. The officers saw me during the installation ceremony for Chief Mwamba earlier in the day and they knew I was assigned to cover the UPND by my office but when they saw me at the radio station, they picked me up and dragged me to the police station,” Njenje said.

He added, “At the station, I was assaulted me, beaten up, they also broke my camera lens and they were forcing me to sign the charge sheet and I refused because they wanted to charge me with conduct likely to breach the peace.”

“Now I don’t understand if filming has now become conduct likely to breach the peace,” he said.

Njenje said the police also refused to give him a medical report.

Police released Njenje after he was made to pay K50 as admission fee.

And Hakainde Hichilema has condemned the conduct of the police in Kasama.

“As you may be aware, we were slated to appear on a paid for radio program at radio Mano here in Kasama. However, the state police stormed the radio station and begun interrogating the officials on whether we had obtained a Police permit to appear on radio,” Mr Hichilema said.

Mr Hichilema said this is a clear indication of media clampdown by Mr Edgar Lungu and PF.

“Since when did one had to go and get a permit in order to appear on a radio station? However, this does not surprise us and nor should it surprise you because Mr Lungu is now deep rooted into dictatorship.”

“As though that was not enough, the state Police went further and arrested a Muvi TV Journalist while others had to run for their lives after Police threatened to shoot and beat them just at radio Mano premises. This is a sorry story for the media and indeed individuals as it is now clear that Mr Lungu has designed a way that no one should say anything,” he said.

“We understand that this Journalist (Njenje Chizu) and others were only doing their job but in turn police decided to arrest him with conduct likely to cause the breach of peace. As a peace loving party, we strongly condemn this arrest because it holds no water, in any case Journalists have rights to inform, educate and entertain us as they were trained to do so,” he said.

He added, “We wonder why Mr Edgar Lungu and his PF have taken this path of wanting to close up the media in the country. From our end, we believe in media freedom and therefore such acts make us wonder whether our country is still a democratic state or monarchy.”

“We wish to remind the country that this battle of stopping others from saying anything by Mr Edgar Lungu may today not only affect Journalists but tomorrow it will be any of you citizens out there. However, we stand ready to defend justice and democracy for the benefit of our country.”

ZRA warns the Mast Newspaper, says the paper is operating illegally

The Zambia Revenue Authority (ZRA) says it is illegal for any company in Zambia to operate without tax registration.

ZRA Corporate Communications Manager Oliver Nzala said this comes after a search on the ZRA TaxOnline system revealed that the newly launched newspaper called The Mast is not registered for taxes.

“Without registration for taxes, The Mast Newspaper is an illegal publication,” Mr Nzala said.

He said ZRA will not allow individuals and business to evade tax at liberty because such acts defraud the national treasury.

He said ZRA is strongly warning all business entities that are not registered for tax to do so in order to be on the safe side with the laws of the land that relate to tax.

“Businesses operating without tax registration are encouraged to visit any ZRA office across the country and get guidance on how to get registered. The Income Tax Act Cap 323 of the Laws of Zambia requires anyone in receipt of an income to register with the Zambia Revenue Authority,” Mr Nzala said.

Nkana and Zesco United clash in critical showdown

Nkana’s battle for a top-two finish in the Super Division will come under scrutiny when they visit champions Zesco United at Levy Mwanawasa Stadium in Ndola on Sunday.

Kalampa have never beaten Zesco , since the latter was promoted to the top flight league in 2004.

Zesco beat Nkana 1-0 in the first round match played in June in Wusakile.

Nkana have declared they are not feeling the pressure despite their winless record against Zesco.

Zesco are fourth, 17 points behind leaders Zanaco, with five games in hand.

“We have told the players not to be under pressure and not to think about the record between us and Zesco,” Nkana assistant coach Zeddy Saileti said.

“They should just treat it as any other normal game but, it’s important for us to get a positive result because we need to play continental football next year.”

Second placed Nkana are currently five points behind leaders Zanaco, on 63 and 68 points respectively with three games left to play.

Players and officials from FAZ Division 1 Zone 2 side Chingola Police on Friday cheated death when their team bus overturned near Chembe District in Luapula.

17 players, 11 officials and two drivers were on the bus when the accident occurred as Chingola Police were traveling to Mansa for Saturday’s Week 30 match against ZNS Lwamfumu.

Club secretary Japhet Zulu confirmed that everyone on the bus escaped unhurt except midfielder Bruce Mtengo who sustained minor injuries.

“I want to notify you that Chingola Police FC had an accident 8 kilometres away from Chembe en route to ZNS Lwamfumu for the last game,” Zulu said.

“The driver lost control after a steering lock. Only one player had injuries but was checked and discharged from Mansa General Hospital,” he said.

The Police club has since proceeded to play the match at Kaole Stadium in Mansa.

The annual Senior Experts Dialogue on Science, Technology and the African Transformation Agenda continued in South Africa last Thursday with participants agreeing on the need for local government leaders across the continent to ramp up investment in technology and innovation to drive growth in cities, particularly at municipal level.

African innovators attending the SED 2016 believe that innovation needs to start at municipal level where governments engage directly with communities.

“It is good to talk about hubs of innovation in cities but hubs of innovation in dysfunctional cities will not work,” said Stellenbosch University’s Professor Mark Swilling.

He said from a governance point of view, most cities in Africa were dysfunctional with congestion, energy, water cuts and related issues that could hamper the progress being sought after.

“But from a people point of view, we have extraordinary abilities so the key to survival in African cities is how we learn and learn and re-learn in the blink of an eye to adjust, shift, take an opportunity and innovate. Africa has the extra-ordinary capacity for innovation but we have to love ourselves, our culture and capacity first rather than look elsewhere because we can do this,” said Mr. Swilling.

SED 2016 seeks to identify key elements and issues, based on local experiences, that African governments, along with their international development partners, can take into account in formulating action plans to turn their cities from manufacturing and trade hubs into innovation hubs and centres.

Participants emphasised the need for increased development of infrastructure for information communication technology (ICT) in order to empower the continent’s millions of young people.

While the world embraces the Internet of Things, African youth cannot be left behind, they agreed with Gideon Adogbo, Advisor and Special Assistant in the Office of the Head of Civil Service of the Nigerian Presidency, telling experts and representatives of member states attending the SED that without investing in the youth, Africa will lag behind in the ICT arena.

“Innovation must be turned into money or should help cities save money,” he said, adding over 152 million Nigerians were connected to the internet through their GSM phones creating huge opportunities for innovators.

Speaker Jonathan Muringani said African cities should be proactive in having the right policies that give innovators direction.

“Beyond a policy perspective, cities must move towards a management perspective and say how do we go about it and the how goes beyond just writing and talking about it into doing, identifying challenges that must be addressed, identifying needs of the citizens but also involving citizens in the process of innovation,” Muringani said.

Innovation, he said, should be sustainable, inclusive, ethical, responsive and futuristic, aiming to improve the quality of lives of the ordinary people otherwise it would not be worth it.

SED 2016 is expected to produce a policymaker’s guide and recommendations for consideration and adoption by African governments, their development partners and the private sector; a research and analytical report on “Cities as Hubs of Innovation in Africa” and policy briefs and working papers on STI on the continent.

SED, an initiative of the ECA, is being hosted by the Department of Science and Technology in South Africa. The initiative is designed to support Member States to harness STI to drive their economies

Experts from 21 African countries are attending the SED 2016. South African metros such as the Cities of Tshwane, Johannesburg and Cape Town are also attending.

THE Industrial Development Corporation (IDC) of South Africa has signed a US$20 million Line of Credit (LoC) with the Development Bank of Zambia (DBZ) which will be used to support emerging enterprises in Zambia.

This was disclosed by IDC Senior Business Development Manager in charge of Rest of Africa Support, Mr. Ashley Petersen at the ‘Invest in Zambia Business Forum’ held at Sandton Convention Centre in Johannesburg on Thursday.

The LoC, which will be processed through DBZ is meant to support small and medium enterprises and is expected to trigger economic activity and consequently help create employment in Zambia.

Mr. Petersen made the disclosure during a panel discussion which was looking at the various sectors of the Zambian economy which included agriculture, energy, manufacturing, construction, financing, tourism and mining.

Zambia’s High Commissioner to South Africa, Mr. Emmanuel Mwamba welcomed the gesture saying: “We are happy that strong and direct financial support to small and medium enterprises has received a strong boost with this line of credit.”

A line of credit, abbreviated (LOC), is an arrangement between a financial institution, usually a bank, and a customer that establishes a maximum loan balance that the lender permits the borrower to access or maintain.

And the ‘Invest in Zambia Business Forum’ has been described as a ‘momentous success’.
Mr. Mwamba, has said that the event was over-subscribed with an unexpected turn-out of over 300 business executives.

“This was an initiative of the Zambia-South Africa Business Council (ZSABC) and the Zambian High Commission to South Africa. Turn-out was beyond expectation, with over 300 investors, representatives from various financial institutions, individuals and firms that have invested in Zambia or are prospecting to,” Mr. Mwamba said.

The Guest of Honour and Key Speaker at the event was Minister of National Development Planning, Mr. Lucky Mulusa, who commended the Zambian High Commission in Pretoria for taking up such an initiative and urged other Zambian Missions to adopt the concept.

Mr. Mwamba has said that the success of the event has shown that it was imperative that Forums such as this were held as they contributed to helping the country achieve its objectives.
He has, however, expressed concern over the trade imbalance and existence of trade barriers between Zambia and South Africa.

“South Africa is Zambia’s biggest trading partner with annual trade volumes amounting to over $3.8 billion”. It is sad that Zambia’s contribution to this trade is only 10%. Further Zambia has some concerns regarding non-tariff barriers, and the imbalance in trade, and labour issues regarding casualisation of labour and high volume of South African products.”

Mr. Mwamba is hopeful that a forum such as the ZSABC would help address these concerns and those which South African businesses might have so that the continued good and sound bilateral relations that exist between the two countries were not harmed.

“There are also concerns relating to issues of how easy it is to do business in Zambia vis-a-vis corruption and bureaucratic processes regarding work permits for expatriate staff. It is hoped that the Business Council, which was created as a not-for-profit organisation, will act as a chamber of commerce, as a vehicle to encourage business and investment between the two countries and further help resolve these and any outstanding issues,” the High Commissioner said.

Mr. Mwamba tabulated the successes that have been achieved in the last one year noting that; “We found that Zambia’s honey, which is considered as one of the best in the world and 100 per cent organic, was banned and could not enter South Africa by a non-trade tariff. The seven-year ban has since been lifted and Zambia is now struggling to fulfill its export commitments that we have arranged.”

He said it had also been learnt that some products in the Zambian poultry industry, such as Quails, were not allowed into South Africa and that engagement processes with the relevant South African authorities have begun to ensure that the ban was lifted.

Mr. Mwamba said there were over 200 South African companies registered in Zambia out of which about 120 were active.

He cited Massmart Holdings, the retail giant that owns Game Stores and Builders Warehouse, operating in Zambia, as one entity about which good stories could be told.

Massmart Holdings Board Chairperson, Kuseni Dlamini announced during the ‘Invest in Zambia Business Forum’ that his organisation was already attending to some of the concerns that Zambia has had.
Mr. Dlamini said his companies had continued to source stock from local companies for their Builders Warehouse outlet.

Mr. Mwamba also said that the High Commission has been persuading large commercial farmers so that their investment should incorporate support and growth to small and medium farmers and establish out-grower farming schemes.

He assured that concerns over malfeasance and corruption were being attended to from the highest level as evidenced by President Edgar Lungu who has taken a strong stance against the vices and committed to fighting them.

“On the concerns regarding acts of corruption and abuse of office, we are happy that the President, His Excellency Mr. Edgar Lungu has recently spoken strongly against the vices and has committed to dismissing anyone engaged in acts of corruption and abuse of office or resources”.

“He has also encouraged law enforcement agencies to pursue these vices as provided for by the Constitution and statutes. Clearly this serious political commitment and will at the top is encouraging for businesses and investors,” Mr. Mwamba said.

And Zambia Energy Forum Chairperson, Mr. Johnstone Chikwanda assured the investor community that a number of interventions were in place and underway in Zambia and as such load shedding will diminish and ultimately wiped out. Mr. Chikwanda encouraged investors to consider focusing on quick to deploy generation facilities such as waste to energy and portable hydroelectric power plants which could be off grid systems and co-located with end users without pestering ZESCO for a power purchase agreement (PPA).
He told the audience that the Zambian Government has identified blocks with interesting potential for oil and gas and that these were available to interested investors.

Mr. Chikwanda praised President Lungu for his relentless call for the diversification of the energy mix in Zambia saying? “We have never had a Zambian president who has pushed so hard to diversify the energy mix the way President Lungu has done.”

UNICEF Commends Zambia for Social Cash Transfer

The United Nations International Children’s’ Emergency Fund (UNICEF) has commended the Zambian government for scaling up the social cash transfer (SCT) scheme in an effort to reduce extreme poverty among selected beneficiaries in the country.

UNICEF chief executive officer, Mike Penrose made the observation after his seven man delegation paid a courtesy call on Kalomo District Commissioner, Cosmas Chiiba and later visited some SCT beneficiaries in Magrimond and Mawaya compounds in the district to assess the impact of the scheme.

Mr. Penrose observed that it was gratifying that beneficiaries are now able to send their children to school with the dependency on relatives and neighbours having drastically reduced while investment in small livestock has also increased resulting in improved household food security.

And Mr. Chiiba has thanked the international cooperating partners for supplementing government’s efforts to improve the livelihood and provide services to its citizens in various sectors.

The UNICEF team had delegates for Eastern and Southern Africa (EASR) management drawn from Spain, The United Kingdom, U.S.A, Finland, Kenya, and Zambia.

The SCT is a government programme funded by several international donor agencies where selected incapacitated and vulnerable households receive cash transfers of K140.00 bi-monthly.

The scheme was piloted in Kalomo in 2004 under the social welfare department and has since rolled out to 50 districts with a target to put about 242,000 beneficiaries in 78 districts of the country by the end of this year.

Meanwhile, Kalomo district social welfare officer, Jean Hamonga bemoaned the irregular release of the funds to her office saying for this year alone, only two bi- monthly payments have been paid to the beneficiaries.

Chambeshi Water to increase water tariffs by 45%

Chambeshi Water and Sewerage Company has proposed an upward adjustment of water tariffs for districts in Muchinga and Northern Provinces effective January next year.

The company which operates in Northern and Muchinga Provinces plans to increase the water tariffs by 45% for all metered customers and 40% for unmetered customers.

Chambeshi Water and Sewerage Company, Kaputa District Manager Sunny Banda has attributed the proposed increment to imminent increase in electricity tariff, inflation rate and high operational costs.

“We have taken this measure because we are projecting a 100% increase in electricity costs as at December 2016 due to increase in ZESCO tariffs. The other reason is that we expect an increase in water production volumes because of expansion of the network in new project areas, so this will mean employing more people and also result in increase in the cost of production” he said.

Mr. Banda added that the increment will only be effected if the regulator, the National Water Supply and Sanitation Council (NWASCO) approves the proposal.

Speaking at a stakeholders meeting in Kaputa today, Mr Banda said that the company has made the proposal adding that it will forward the discussions to NWASCO for considerations on whether or not to allow the increase.

“We have invited you our stakeholders so that you can support our proposal to increase the tariffs, NWASCO demands that before effecting any increase the company should hold meeting with you (our clients) so that you can also have a say,” he said.

Mr. Banda has since appealed to Kaputa residents to support the proposal for the increment.
He stated that the company has one of the lowest tariffs among the commercial water utility companies in the country.

“The company has the lowest tariff amongst all the 11 Commercial utilities in Zambia and this has affected service delivery to its esteemed customers. The company does not meet its operations and maintenance costs hence failing to improve its services to the customers. The increase in tariff will therefore help the company improve service delivery,” Mr. Banda said.

Meanwhile, several customers in Kaputa district who attended the meeting have expressed dissatisfaction with the company’s failure to install meters at their homes.

The customers said it was unfair that the company has continued to charge them money when they only receive water for about two days in a week.

Mr Joseph Kamalondo said while customers may not object to the increase, they wants the company to install meters so that they can pay for what they use.

Another customer, Paul Nkatia further advised the company to put the proposal on hold until it works on their concerns.

Mr. Nkatia said customers in Kaputa are receiving poor quality water adding that the company should only consider increasing the tariffs once it improves the quality of water.

Meanwhile, another customer said the 45% and 40% increase for metered and unmetered customers respectively was too much saying the company should consider increasing the tariffs by anything not more than 30%.

And in responding to concerns, the District Manager said the company has already procured the meters and is only waiting for the constructor working on the water rehabilitation project in the district to install them.
Mr. Banda said the company plans to install meters to all its customers by the end of this year.

All the customers including domestic, institutions, or commercial will have the same increment of 45% for those with meters and 40% for all those without meters.

Government starts relief food distribution in Eastern Province

Government has started the distribution of relief maize to hunger stricken areas in some parts of the Eastern Province under the Disaster Management and Mitigation Unit (DMMU).

Speaking in an interview with ZANIS, Permanent Secretary, Chanda Kasolo, said government has been very proactive in the distribution of relief maize this year in all the districts.

Mr. Kasolo named the districts that benefitted from the programme as Lundazi, Nyimba, Mambwe, Vubwi, Petauke, Katete and Sinda.

The PS however noted that the relief budget is restricted, thereby making it impossible for management to meet the target.

Mr. Kasolo appealed to people in the affected districts not to worry as more stocks are coming for the province, saying, the province has no problem in distributing the maize.

He however said the challenge is that people expect DMMU to distribute maize even to the people that are not faced with hunger.

The Permanent secretary further said the unit is not there to feed the whole nation but those in disaster situations such as droughts, floods and human/animal conflicts.

The PS noted that the region is expected to receive enough rain for the 2016/17 farming season, adding that there will be less need for relief maize.

He has however bemoaned the smuggling of maize to other countries by some citizens saying many people in the country need the same maize and that government is also trying to reserve maize to enhance food security.

UPND Lusaka official still in police cells a week after his arrest

Opposition UPND Lusaka Province Spokesman Gilbert Liswaniso is still locked up in Woodlands Police cells almost a week since he was arrested.

Mr. Liswaniso was picked from UNZA Radio where he was featuring on a Special program called the Lusaka Star earlier this week.

It is alleged that Mr. Liswaniso issued disparaging remarks against President Edgar Lungu and has since been charged with seditious practices and inciting violence.

And UPND Lusaka Province Vice Chairman for administration Nonde Sikasote has described the continued detention of Mr Liswaniso as an act of injustice.

Mr. Sikasote believes the Patriotic Front will aim at nothing but to silence divergent views in order to remain in power forever.

Zambia Police have arrested Muvi TV Journalist Njenje Chizu with conduct likely to cause the breach of peace.

According to the UPND, Njenje was picked from Radio Mano studios by over 100 police officers who stormed the station in a bid to stop UPND President Hakainde Hichilema and vice Geoffrey Bwalya Mwamba from appearing at the radio station.

The Zambia Police stopped Njenje and other Journalists from filming their sealing of the community radio station.

Meanwhile other Journalists ran for their lives after Police threatened to beat them up.

And Zambia Police has since summoned Radio Mano management for interrogations.

UPND President Hakainde Hichilema and his vice Geoffrey Mwamba were on Friday evening slated to appear on a paid for radio program on Mano FM but police objected and threatened to arrest them.

And police officers told Radio Mano management that the station should not air a live paid-for UPND meeting for unknown reasons.

The meeting was addressed by Mr Hichilema and Mr Mwamba.

Dambisa Moyo’s younger sister, Marsha Moyo, dies

Multi-Award winning, Zambian song bird Marsha Moyo has died.

Ms. Moyo died Saturday morning after an illness.

Sources have revealed that she had collapsed a week ago in the UK and had been in a coma since.

She was the younger sister of international business consultant Dambisa Moyo.

She entered the music industry in 2002 with her debut album Dark Child which earned her a South Africa Music Award) nomination for Best African artist and two Kora All Africa Music Awards nominations for Revelation of the Year and Best Female Artist-Southern Africa.

In 2004, she released her epic song Women Celebrated for which she received another two Kora Award nominations for Best Female African Artist-Southern Africa and Best African Video.

In 2006, she released her album The Fine Print which earned her a Ngoma Award in for Best Vocal Recording followed by her 2013 album, Vested in Love.

Marsha was also the author of the publication Zambia: Women Celebrated (2001, 2011 UNFPA) on the positive achievements and community contributions of several women in Zambia.

While, in 2009, she wrote Wheels of Change: Champions in the SADC Gender Agenda (UNECA, SADC) which sought to honour and recognise the SADC heroines and heroes who contributed immensely to the achievement of gender equality and equity in SADC.

In 2008, the United Nations appointed her to advocate the Millennium Development Goals, the UN appointment saw her become the first-ever celebrity jointly appointed by all UN agencies resident in a single country and Zambia’s first UN honorary appointee and in 2011, the Zambian Government appointed her as a lifetime Tourism Ambassador.

FDD suspends Chairperson for Differently Abled and Deputy National Secretary

FDD LogoThe opposition FDD has with immediate effect suspended their party’s Deputy National Secretary Musenda Kaluba Simuyemba and the Chairperson for Differently Abled Persons Bwalya Ng’andu for engaging in activities which are inimical to the party.

The two are accused of illegally engaging in Party activities without the knowledge of the party’s National Secretary Nathan Mulenga.

Mr Ng’andu is said to have delivered a document to the Chief Registrar of Societies and clubs purporting to act on behalf of the party an action, the party says is tantamount to bringing the name of the party in odium and disrepute.

He is further said to have petitioned the National Secretary for a meeting when such a meeting has already been set and that he has engaged in matters which are a preserve of the National Secretary.

His counterpart is said to have without authorization from the National Secretary submitted to the Registrar of Societies unedited minutes of a meeting held at Golden Peacock Hotel. The minuets were not only unedited but not approved nor signed by appropriate authorities.

Mr Simuyenda is also said to have been receiving party correspondences from the members and acted upon the correspondence without delegation from the National Secretary.
