HIV Positive MP Challenges fellow MPs to publicly announce their status

AN HIV/AIDS activist, Princess Kasune Zulu has challenged Members of Parliament (MP) to take bold steps in testing for HIV/AIDS as this would help reduce the stigma, discrimination and fears associated with living with HIV/AIDS.

Ms Zulu, who is United Party for National Development Keembe MP, also urged her fellow lawmakers living with HIV/AIDS to publicly announce their status to encourage their electorate to go for Voluntary Counselling and Testing.

In what ‘appeared’ to be one of the most ‘touching’ and ‘keenly’ listened to maiden speeches, among MPs since creation of Parliament, Ms Zulu, has become the first law maker to publicly known to be HIV positive in the House.

Clad in an ‘eye-catching’ chitenge outfit , the MP seemingly ‘shocked’ other MPs as she happily disclosed that she has lived with HIV/AIDS since 1997, and was saddened that some people are not living ‘freely’ owing to fear to go for VCT to know their status.

“Not only did I lose my brother and parents to HIV/AIDS, I have been living with the HIV since I was diagnosed in 1997.Mr Speaker, history has been made as I have become the first law maker who is publicly known to be HIV positive, and the first female MP for Keembe constituency since Zambia’s independence in 1964,” she said as scores of MPs hugged her when the House went on a tea-break.

She was disappointed that many people, who have tested positive, were taking their medicines in secrecy due to fear of being stigimatised and discriminated.

The ‘fear’ to go for VCT, she said, should not to be the case considering strides being made in Zambia, and the fact that there was no family not being infected or affected to HIV/AIDS.

She has talked about her status worldwide to leaders like former American President, George W. Bush, leading to authorisation of US$15 billion that came to be known as President’s Emergency plan for Aids Relief (PEPFAR) and the reauthorisation of the US$51 billion global fund for malaria, tuberculosis, and HIV/AIDS.

With disclosure of her status in Parliament, she was confident that it would serve as a ‘beacon’ of hope for those living with HIV/AIDS and other people that being positive was not a ‘death sentence’.

“Mr Speaker, it is for this reason that we as law makers and leaders have a great responsibility at hand to lead in the fight against HIV/AIDS. In so doing, we will be able to reduce the stigma that perpetuates in our society,” she said.

The nation, she said was counting on MPs to show leadership and work together in taking the necessary steps to support the Government’s efforts to fight HIV/AIDS.

On children born with HIV/AIDS, the MP urged Government and other stakeholders to increase sensitisation to young people to appreciation their status with care and support.

In her constituency, she bemoaned the lack of development and called for an increment to Constituency Development Fund to rural constituencies like hers to speed up delivery of development.

She appealed to Government to build more clinics, upgraded road networks, increased beneficiaries of farming inputs, and adequate water provision in Keembe to uplift the welfare of her electorate.

I was recently asked to give remarks at a Media Institute of Southern Africa (MISA) event on the need to protect the social media space from political interference. I began to think about why the media, particularly social media, is so important and what its impact has been on the world. The media is called the fourth estate because it provides checks and balances on government. Traditionally those checks and balances are provided through spoken or written word. It was the writer Edward Bulwer-Lytton who coined the phrase “the pen is mightier than the sword” or, as Mark Twain put it, “never fight with people who buy ink by the barrel”.

The modern-day advent of the internet and the smart phone has made social media a phenomenon. We only have to think of how social media initiated the Arab Spring, mainstreamed the #BlackLivesMatter movement, or even much closer to home, ended #Lintonlies to see just how powerful it can be. Now anyone with an internet connection has the power to send information all across the world at the touch of a button. In an article entitled ‘Something Extraordinary is Happening in the World, and Most People Haven’t Noticed’ Brazilian writer Gustavo Tanaka says, “The internet is an incredibly spectacular thing, and only now – after so many years – we are (sic) understanding its power. With the internet, the world is open, the barriers fall, the separation ends, the togetherness starts, the collaboration explodes, the help emerges”. It is that powerful.

With power comes responsibility. I have recently watched a video about poet and writer Maya Angelou in which she begins the story of her life by quoting the book of  John Chapter One which begins, “In the beginning was the Word and the Word was with God and the Word was God”. Angelou believed that words were so powerful that they were things, actually tangible. She warned us to be careful with how we use words. Social media users have the power to launch a missile that can have the cataclysmic effect of forever destroying lives without recourse. Whilst many good things have come from social media, it can also be a place where hateful, bigoted, deceitful and ignorant people hide behind anonymity; a place of ugliness. In Zambia, nowhere was that more apparent than when that ugliness reared its head in the run up to the August 2016 general elections making it impossible to discern fact from fiction and truth from deceit. It sowed seeds of division and “otherness” that threatened the “One Zambia, One Nation” narrative. It threatened us Zambians as a people. Despite that, I do not believe that social media freedoms should be clamped down on. The benefits of social media far outweigh its deficiencies. It gives us beauty for ashes.

Social media allows for the easy dissemination of information. I have said in other fora that, in a democracy, the market place of ideas should be allowed to flourish as ideas create different options and it is only when you have a wide choice of options that you have the best possible solutions to any challenge. We have many challenges on our continent and in our country: poverty, disease, illiteracy and unemployment being at the top of the list. We cannot afford to allow the space for the creation and dissemination of ideas to shrink in the face of such massive challenges. I am encouraged by recent proposals by government to again put an enhanced Bill of Rights before the people of Zambia at a national referendum. I hope and pray that the proposed Bill of Rights will be the same as the one proposed in the 2016 referendum. That Bill of Rights contains the right to freedom of information, freedom of the media, freedom of association and the right to protection against arbitrary detention amongst others. Guaranteeing these rights will ensure that the voice of the people is heard, that ideas are shared and that therefore democracy thrives.

There is a well-known Bemba saying; “umwana ashenda atasha nyina uku naya”. Loosely translated it means, “a child who never leaves home thinks his mother’s cooking is the best”. The comedian Trevor Noah put it another way, “We tell people to follow their dreams, but you can only dream what you can imagine…”. Your imagination is only limited to what you are exposed to. Imagination is the key to creativity and innovation. By restricting the voice of the people, whether on social media or by any other means, we risk denying our people the freedom to dare to dream of, and thereby realise, a better future for us all.

City of Lusaka, Konkola Blades, Real Nakonde and AM Welding football clubs have been promoted to the 2017 MTN FAZ Super League after finishing as champions in their respective FAZ Division One Zones.

FAZ Division One Zone One Champions City of Lusaka return to the top flight for the first time since their demotion in 2010.

Zone Two champions Konkola Blades won promotion at first attempt following their demotion a season ago while Real Nakonde and AM Welding from Zones Three and Four respectively will be debutants.

Real Nakonde will become the first side from Muchinga Province to play in the Super League.

This year Lumwana Radiants became the first team from North Western Province to play in the Super League following their promotion last year from the defunct FAZ Division One North League.

While the four teams which have been promoted are now known, the line-up of demoted teams is not yet complete in the Super League where Mufulira Blackpool are the only side whose relegation has been confirmed.

With survival prospects out of their hands, Lusaka Tigers’ demotion could be confirmed if they fail to win their next match.

Lusaka Dynamos and Mufulira Wanderers are third and fourth from bottom and still harbour hopes of survival but only if they win their respective matches in the run in.

Southern Province Minister Edify Hamukale has called on members of the community in the region to assist government track down individuals bent on causing destruction to public facilities through arson.

Dr. Hamukale says government does not stand aloof and watch individuals with ill motives burn public facilities meant for the common good.

He assured people in the province that government is determined to provide security by bringing to book arsonists who have been torching public facilities such as markets.

He was speaking in Choma when he visited Lynns Matebeto restaurant where one room was gutted by fire whose cause has been described as mysterious.

The restaurant is managed by a senior official of the Patriotic Front (PF) party.

Restaurant Manager Sandra Moono informed the minister that the cause of the fire was difficult to understand.

Meanwhile, Dr. Hamukale said the burning down of Maramba cultural village in Livingstone and the Ministry of Agriculture offices in Mazabuka has further raised serious concern to the provincial administration.

He said the provincial administration has also decided to offer a reward of K100, 000 to individuals who will provide information to law enforcement agencies about the cause of the strange fires.

Dr. Hamukale, who unveiled contact details through a special email address and telephone number, urged the people in the province to cooperate with government to help bring the arsonists to book.

He said it was the duty of government to protect its citizens against harm from individuals who have hidden motives.

And Dr. Hamukale expressed confident that the Zambia Police Service will corner thieves that stole cameras and other equipment from the Zambia News and Information Services (ZANIS) provincial office in Choma.

He said he has been in touch with the police command in the province over the matter to ensure speedy investigations.

A week ago, thieves broke into the ZANIS offices housed at the provincial administration block in Choma district and got away with two professional cameras and other equipment worth thousands of Kwacha.

AU team arrives in Lusaka for retreat

The Peace and Security Council (PSC) of the African Union (AU) has arrived in the country for a retreat that will focus on the root causes of violent conflicts on the continent.

Chairperson of the Peace and Security Council of the African Union (AU) Osman Keh-Kamara has revealed that conflicts hinder development in Africa hence finding ways to resolving these disputes enable economic growth.

Ambassador Keh-Kamara said countries in Africa need to double up their efforts in order to end the conflicts.

He said this year’s retreat is being held under the theme ‘Practical steps to silence the guns in Africa by the year 2020’.

Amb. Keh-Kamara said the retreat will be held from the 7th to the 9th of November 2016 at Mulungushi International Conference Centre in Lusaka.

He thanked the Zambian government for the integral role it has played in promoting regional peace.

He further said the council remains committed to fighting for peace and stability which are two of the main components of the Agenda 2063.

Amb. Keh-Kamara has meanwhile congratulated President Edgar Lungu for his re-election as President and commended Zambia for holding peaceful general elections.

Zambia recently became a member of the African Union Peace and Security Council and is hosting the 2016 retreat.

President Edgar Lungu has described the European and Developing Countries Clinical Trials Partnership (EDCTP) as a blessing and an opportunity for Zambia.

President Lungu noted that EDCTP will provide Zambia and Africa an opportunity for dialogue and exchange of great ideas among scientists, policy makers, funders, donors and global health advocates.

He said when he officially opened the eighth global forum for the (EDCTP) at new government complex in Lusaka yesterday.

The forum is being held under the theme, “Defeating Poverty-Related and Neglected Diseases in Africa”.

The President challenged the delegates to ensure that EDCTP becomes a spear-point for research and brings beneficial change in tackling poverty and diseases in Africa.

“As a nation, we are proud to be a preferred destination for health research because of our strategic geographic location, good infrastructure, stable political environment and a good track record in health care,” he said.

The Head of State further hoped that the forum will engage openly and candidly in dialogue that will result in a transformative health research agenda.

And EDCTP Executive Director Michael Makanga said EDCTP was committed to defeating poverty related infectious diseases worldwide.

Dr. Makanga explained that EDCTP has expanded scope that covers all phases of clinical trials evaluating diagnostics, drugs, microbicides and vaccines.

He said ECDTP takes pride in promoting the power of sharing science that include the generation of research evidence and promoting the translation of research findings into policy and practice.

EDCTP is a funding initiative established in 2003 by a co-decision of the European parliament in order to bring together health researchers in Europe and Africa.

YALI Governance Adviser Isaac Mwanza has condemned the continued detention of UPND Lusaka Province official Gilbert Liswaniso saying his continued detention is uncalled for and a gross violation of his Constitutional rights.

“I have read about the continued detention of Gilbert Liswaniso with sadness and a heavy heart. First, I was told Liswaniso had said that he and the UPND will not accept President Lungu as Republican President and for that reason he was arrested after the program and now incarcerated at Woodlands,” Mr Mwanza said.

“My first reaction is that this makes a very very sad reading. I have said it before that we all know that President Lungu was declared duly elected and was duly sworn in as President of Zambia even though other players have refused to accept his re-election.”

“He is President. But President Lungu must ask his men and women in uniform to stop being overzealous. If people like Liswaniso and his party will not want to recognise President Lungu, you can’t force them or use the whip of the law to have them recognise him. He must let them continue to speak that they don’t recognise him while he continues to govern otherwise the President will get distracted with such fights and citizens and the world will view him his Presidency with question marks.”

He added, “If somebody does not like me or doesn’t want to recognise me as an Business or NGO leader or Farmer when I am one, that is his business. I have no need to chase after them.”

Post Newspaper owes over K 187 million

The Post Newspapers is owing over K 187 million to creditors.

According to creditors list released by Post Newspapers Provisional Liquidator Lewis Mosho of Lewis Mosho and associates, the newspaper company owes among other entities Investrust Bank Plc, NAPSA, Development Bank of Zambia and the Zambia Revenue Authority.

The list shows that the 187 million excludes employee claims.

And Mr Mosho has written to Inspector General of Police Kakoma Kanganja claiming that the Mast Newspaper is infringing copyright owned by the Post Newspaper.

He claimed that some unscrupulous people have rebranded the Post Newspaper as the Mast and are publishing, selling and marketing the newspaper under the name of Mast.

“Publication of the Mast constitutes copyright infringement of the Post Newspaper (In liquidation) and violates the Copyright and Performances Rights Act of, Chapter 406 of the Laws of Zambia. The activity also amounts to fraud on the creditors of the Post Newspapers in liquidation,” the letter read.

Mr Mosho has since asked the Office of the Inspector General to investigate the matter of all persons involved in the production, publication and distribution of the Mast Newspaper.

Winston Kalengo to miss Cameroon clash

Winston Kalengo will miss the Zambia-Cameroon clash.

The striker from AC Leopards in Congo-Brazzaville limped into camp with an injury.

Zambia team manager Stanley Kaseko said despite travelling with the team for the Zimbabwe friendly, it was decided to release Kalengo.

In addition, eight home-based players have been dropped after Zambia’s 1-0 friendly loss on Saturday away to Zimbabwe in Harare.

Midfielder Kelvin Mubanga, defender’s Lawrence Chungu and Billy Mutale including striker Patson Daka have failed to make the cut.

The Power Dynamos quartet were dropped together with Jack Chirwa of Green Buffaloes, Nkwazi striker Justin Shonga, Zanaco midfielder Richard Kasonde and Nkana defender Donashano Malama.

Vice President Inonge Wina has expressed disappointment at the illegal land allocation in Ndola along the Kafubu river banks and the reserved land for the construction of a car park at Levy Mwanawasa stadium.

Mrs. Wina, who arrived in Ndola this morning, inspected the two pieces of land in question and wondered why people went ahead to construct houses on illegal land.

She said it was sad that people have built their property with impunity even after relevant authorities warned about the illegality of the land.
The Vice President also wondered why the Ndola City Council has not taken any action to stop people from constructing houses knowing fully well that both areas were not designated for residential houses.
She noted that illegal land allocation was not just taking place in Ndola alone but also in other parts of the country.
Mrs. Wina said this has also become a source of concern to President Edgar Lungu and his government.
She strongly warned that government will not tolerate such levels of indiscipline in all the councils adding that it was working hard to instil sanity to land allocation in the country.

Meanwhile, the Vice President has urged Patriotic Front (PF) party officials in the Copperbelt province to work in unity and have tolerance towards one another.

This follows the squabbles that took place between two party factions that hold different opinions over land matters in Ndola before Mrs. Wina’s arrival at Simon Mwansa Kapwepwe airport in Ndola today.

Mrs. Wina, who held a closed door meeting with party officials later after inspecting the two pieces of land in question, said she was confident that the party in the province will grow stronger than ever.

Government has recalled some diplomats following revelations of financial irregularities in the 2015 Auditor General’s report.

Minister of Foreign Affairs, Harry Kalaba says his Ministry has also cautioned mission staff against flouting financial regulations saying government will not hesitate to instill discipline.

Mr. Kalaba says the ministry will adhere to the directive by President Edgar Lungu to ensure austerity measures are implemented to cut down on government expenditure and curb financial irregularities.

He told ZNBC News in Lusaka that the ministry has also recalled 38 accountants from various missions for failing to adhere to the financial rules and regulations for missions abroad.

And Mr. Kalaba says Government will soon embark on constructing and rehabilitating infrastructure for missions in order to save money spent on rentals.

He says two teams have already been sent abroad to carry out feasibility studies on the project.

A female student air crew officer from the Zambia Air Force (ZAF) has called for more women to join the aviation industry for the benefit of the country.

Second Lieutenant Florence Mbewe says Zambians, particularly women, should consider taking up aviation as a career choice to not only increase the manpower but also foster gender equality in the industry.

Lieutenant Mbewe told ZANIS in Port Alfred of South Africa that women should be actively involved in the aviation industry and should not feel inferior to their male counterparts.

Lieutenant Mbewe leads a team of eight air crew officers undergoing training in commercial Pilot course at 43 Air School of South Africa.

Members of her team include second lieutenants Joseph Kauseni, Simwala Maiba, Willie Mayaba, Andrew Monde, Nsofwa Njilika, Costa Nsemukila, and Kankinza Tolodi.

And 43 Air School Flight Manager, Kyle Menin, lauded the students saying they were determined and committed to their work and responsibilities.

Mr. Menin called for increased collaboration between Zambia and South Africa in terms of boosting aviation standards in both countries.

Meanwhile, ZAF Chief of Training Brigadier General Henry Nyundu said he was impressed with the performance of the air crew students who have shown resilience and commitment to their work and careers.

Brig. General Nyundu disclosed that the eight officers had undergone intensive training which has fully equipped them to handle various weather situations in their respective flying careers.

Nkana finally manage to disconnect Zesco United

Nkana ended their eleven-year jinx against Zesco United when their beat the ten-man defending FAZ Super Division champions 3-2 away at Levy Mwanawasa Stadium in Ndola.

The record 12-time champions have lost 11 and drew six league games since five-time champions Zesco were promoted in 2004.

Walter Bwalya exorcised the jinx with a brace after Nkana came from one-down when Zesco striker Idris Mobombo had put the home side ahead in the 16th minute.

Bwalya equalized via a controversial penalty in the 42nd minute off a Ben Banh ball-to-hand when Austin Muwowo’s shot came off the post to hit the Zesco defender’s arm.

Simon Bwalya made it 2-1 in the 46th minute and six minutes after the hour mark Zesco were reduced to ten men when midfielder Cletus Chama was sent off for dissent.

Walter Bwalya completed his brace in the 87th minute to take his tally to 22 goals and firmly cement his path to winning the 2016 Golden Boot.

Zesco, though, wrapped up the game with some dignity in stoppage time when Mbombo made it 3-2.

Nkana are now two points behind leaders Zanaco who were not in action this week on 66 and 68 points.

Zesco stay riveted in fourth place and a draw or defeat in their remaining eight matches enough to see them relinquish the title they have were battling to hold on ot for a third successive season.

And in the lunchtime kickoff, Lusaka Dynamos survival hosts were hit when they lost 1-0 away to Forest Rangers with Graven Chitalu there sealing the home sides stay in the top flight after lifting them to 43 points.

Dynamos remain third from bottom on 32 points with two matches left to play.

Mulongoti wants perpetrators of violence prosecuted

Opposition People’s Party (PP) president Mike Mulongoti says the commission of inquiry on electoral violence that President Edgar Lungu has instituted must ensure that perpetrators of the vice are prosecuted.

Mr. Mulongoti stated that it will be a waste of tax payers’ money if those that will be found wanting are not prosecuted as has been the case in the past.
He said President Lungu did well to constitute a commission of inquiry to look into the post-election violence so that what was experienced during the 2016 general elections should not happen again in future elections.

“It will be interesting to know who was behind the violence that characterized the 2016 elections because this is the first time that the country experienced such a thing,” Mr. Mulongoti said.

The opposition leader said this on the side-lines of the Universal Peace Federation International Leadership Conference at Continental Hotel last evening.

President Lungu appointed a 15-member team headed by Justice Munalula Lisimba to examine the causes of political violence before and after the August 11 general elections and tasked the commission to submit its report within 120 days from the date of appointment.
