South Africa’s Astral weighs job cuts as drought, imports hurt poultry producers

South African poultry producer Astral has to cut jobs, it said on Wednesday, under pressure from high feed prices due to drought and from an over-supplied domestic market.

Maize prices in South Africa have hit record highs as an El Nino triggers the largest rainfall shortages in over a century, while cheap chicken imports flood in with the ending of punitive duties on U.S. chicken imports in 2015.

The company employs about 13,000 people across operations in South Africa, Zambia, Mozambique and Swaziland, with a combined processing capacity of nearly 5 million broiler chickens a week.

Astral said it had implemented an import strategy to hedge against maize shortages and high prices, but if conditions did not improve it would have to consider further cuts to production and jobs.

Analysts said production cuts were likely to be accompanied by mergers and acquisitions as companies across the food sector scramble to offset falling revenues.

“A lot of producers are suffering under current conditions and a lot them will be forced to become very, very competitive,” said Global Trader equities analyst Paul Chakaduka.

Shares in Astral slipped more than 4 percent on Wednesday after the firm delivered its operational update.
It said the impact of rising feed costs, record poultry imports and a weak consumer market was more severe than it had originally anticipated.

“The impact of the planned production cutbacks will unfortunately negatively impact on the labour force due to the reduction in hours to be worked,” Astral said.

The South African Government expects the 2016 maize harvest to come in 28 percent lower at 7.16 million tonnes, with an improved harvest only in 2017 with a return of more rainfall.

Copperbelt Police Commissioner, Charity Katanga, has expressed concern over the increased levels of political violence in the country.

Ms Katanga says it is for this reason that the police called for a stakeholders’ meeting to find solutions to the matter.

ZANIS reports that Ms Katanga says it is important that political parties and other stakeholders meet to find solutions to the matter before political violence escalates to unmanageable levels.

Ms Katanga says the police wants to ensure that campaigns are without intimidation and are done in a peaceful environment.

She said this during a stakeholders’ meeting on peace ahead of the August 11 general elections.

She further said the essence of the meeting is also to ensure that conflict mechanism resolutions are put in place and to address the issue of political party cadres contravening traffics regulations.

Ms Katanga has since warned aspiring candidates and political cadres not to use false registration number plants on their campaign vehicles.

She warned that perpetrators of this act will have their vehicles impounded whether they are from the ruling party or opposition political party.

She also urged political parties on the Copperbelt to collaborate with the police when placing notifications of political meetings.
Ms Katanga further expressed disappointment over the poor attendance of the meeting by stakeholders despite being invited.

United party for National Development (UPND) has complained that the ruling Patriotic Front (PF) has continued to harass UPND and its supporters.

According to the statement released to the media today, UPND said that President Lungu was greeted in Kasama with banners claiming that HH is a Satanist and while campaigning in Northern Province the PF paraded coffins covered in UPND regalia and displaying images of the Party presidential candidate Hakainde Hichilema.

The party said that such acts revealed the truth about their pretence to condemn the use of hate speech and derogatory language.

PF Continue To Harass UPND and Our Supporters

As preparations for national prayers are underway, we appeal to the ECZ to address the fact that despite last weeks meeting between parties it is clear that the PF is not serious about taking the necessary action to secure peace.

This week the opposition has continued to face harassment and provocation at every turn. President Lungu was greeted in Kasama with banners claiming that HH is a Satanist and while campaigning in Northern Province the PF paraded coffins covered in UPND regalia and displaying images of our presidential candidate Hakainde Hichilema. Such acts reveal the truth about their pretence to condemn the use of hate speech and derogatory language.

This is the difference between PF and UPND. The PF is happy to sign any document but they have little intention of following through, as with their manifesto promises.

The UPND on the other hand is considered and thinks ahead to implementation. We asked for the addendum on rights and obligations to the proposed peace treaty at the ECZ meeting precisely because we have seen how those in power have abused such agreements in the past. While it was agreed that such an addendum would be drafted we are still awaiting notice from the ECZ on this matter.

Zambia battle Kenya in Cosafa U17 opening game

Holders Zambia opens the 2017 COSAFA Under-17 Championship with game against East African guest nation Kenya on Friday afternoon in Mauritius.

The Junior Chipolopolo tackle Kenya in the 14h00 kick-off match at the Stade Saint Francois Xavier in Port Louis hoping to get the championship underway on a high note.

“Our team has just been in place for the past three weeks. We will use this tournament to look at our players so that we can prepare well for other upcoming tournaments,” Zambia coach Oswald Mutapa said.

Under new German technical advisor Andres Spier, Kenya are hopeful of going deep into the tournament.

“Our target is at least to get out of the group stage,” Spier told reporters.

Zambi and Kenya are in Group B with Malawi and Madagascar.

Only the top two teams in each pool advance to the semi-finals, with the final to be played on July 31.

Zambia’s next match will be against Malawi on July 24 while the final group match against Madagascar will be played at Stade George V in Cureton on July 26.

Meanwhile, Group A comprises hosts Mauritius, Seychelles, Namibia and South Africa.

FODEP castigates UPND for telling People to ignore the referendum

THE Foundation for Democratic Process (FODEP) has castigated the United Party for National Development (UPND) for allegedly telling its supporters not to participate in the referendum process.

When contacted for a comment, UPND Livingstone district spokesperson, Neto Halwabala said his party had made it clear that it would only participate in the referendum if it was conducted as a stand-alone and not alongside the general elections.

FODEP Livingstone chairperson Gideon Musonda said his organisation was very disappointed that some senior UPND officials were going round telling people not to participate in the referendum process, claiming that the process was meant to help the ruling party to rig the 11 August general elections.

Mr Musonda said it was unfortunate that a political party, which claims to have a huge following, could be peddling lies on an important national exercise such as the referendum.

He said the referendum was a very important exercise in any democracy as it enabled citizens to make informed choices on matters that concerned them.

He was speaking in an interview in Livingstone yesterday.

“I was disappointed and disheartened when I attended a UPND rally that was addressed by a very senior official from Lusaka where he was peddling lies that the referendum was a gimmick by the ruling party to rig the elections, telling people not to participate in it.

“Such kind of lies should not be entertained and it is unfortunate that political parties are not willing to help educate the citizenry, ”Mr Musonda said.

Mr Musonda however said FODEP would not relent in its referendum sensitisation campaigns because the nation needed about 3,750,000 people for the referendum exercise to be a success and called on political parties to help civil society organisations in educating the masses on the importance of the referendum.

“Political parties need to help by sensitising their members on the need to participate in this year’s referendum and we urge them to also participate in the referendum unlike misleading people because it is their democratic right to have a voice in the whole process,” he said.

And Mr Halwabala said his party had made it clear that it would only participate in the referendum if it was conducted as a stand-alone and not alongside the general elections.

“Our position as a party is, we can only participate if the referendum is done as a stand alone, not alongside general elections. We are not going to spend time on this stage managed referendum to confuse voters,” he said.

Meanwhile, Mr Musonda also disclosed that FODEP plans to train 119 election monitors on 3 August in readiness for the 11 August general elections.

The FDD says rumours linking them to a pact with the PF are malicious lies concocted by the enemies of the party who are feeling the heavy presence of the FDD on the ground and have realised that they cannot win this election with the necessary 50%+1 due to the FDD factor.

Party Spokesperson Antonio Mwanza described the people perpetrating the rumour as charlatans bent on discrediting Party President Edith Nawakwi and mislead the voters as well as make party members believe that the party has been sold to the PF.

“The rumours that FDD is entering in a pact with PF are malicious lies concocted by the enemies of FDD who are feeling the heavy presence of FDD on the ground and have realised that they cannot win this election by 50%+1 due to the FDD factor.

“These charlatans are trying their best to discredit President Edith Nawakwi and mislead the Zambian voters and confuse the FDD membership by fabricating all sorts of political hogwash to paint President Nawakwi as a sellout who has abandoned the cause to liberate Zambia from the the jaws of poverty with a ministerial position. They want to confuse our members into believing that FDD has been auctioned to PF,” he said.

He further stated that there are number of reasons why people should dismiss the rumour with the contempt it deserves among them that constitutionally anybody who loses an election is not eligible for appointment as a Minister.

He also called on Journalists to check for facts before publishing whatever comes out of the mouths of politicians because most politicians just say things to save their interests.

Highlighted below are what Mr Mwanza says should be taken as facts.

I want to categorically state the following

1. There is no pact between FDD and PF. It’s all lies.

2. President Edith Nawakwi is running for the Presidency of the Republic of Zambia on the singular FDD ticket

3. Madam Nawakwi is not interested in being a Minister. She has served this country as a full cabinet minister in four different ministries and she is now ready and able to serve as the Republican President. She is not going to relegate herself to a minister.

4. Constitutionally anyone who loses an election is not eligible to be appointed Minister

5. FDD has grown and cannot be ignored anymore. We are in this race to win and not just to participate. We have fielded credible and strong candidates countrywide and we will win lots of seats in Parliament and the Local Government. There is no doubt about that.

6. Our opponents are feeling our presence and they have realised that FDD is a force to reckon with. They can’t ignore us. They can only pretend but they know that in this election FDD is a serious factor and an equal competitor that is why they are now panicking and fabricating all sorts of lies to try to derail our momentum. Bola nayikosa. It’s 50%+1

7. We want to urge our members, sympathisers and all the voters nation wide to treat these lies with the contempt they deserve. Do not despair. Soldier on. Don’t get discouraged. We are matching to the finish line. Nimayofye

policePOLICE in Chipata have arrested United Party for National Development (UPND) Rukuzye ward Chairman in Chipangali Constituency Tumeyo Phiri who is village headman Mbobo and Alaina Phiri who is village headwoman Katamanda and charged them with the offence of illegal Practices relating to the poll contrary to section 86(1) and section 87 of the Electoral Act number 12 of 2006.

And two female teachers of Katete Primary School in Katete Districy namely Punji Chona Malata and Caroline Munyumbe were on the run over the matter.

Eastern Province Police Commissioner Alex Chilufya said in a statement yesterday that information gleaned by the investigators suggest that voters cards have been collected from areas considered to be strongholds of the Patriotic Front(PF).

“The two suspects,Tumeyo Phiri and Alaina Phiri have been arrested and charged with the offence of illegal practices relating to the poll.The two will appear in court soon,”he said.

Mr Chilufya said the collaborative action of the UPND and the Post newspaper in the case was meant to disenfranchise the voters and ultimately disadvantage the PF in the forthcoming elections.

He said the village headman informed the police during the investigations that the teachers in question,had gone to the area to conduct a voters sensitisation workshop under the UPND at a Church building in Mafuta village.

That it was then when they asked the village headman to take them to the village headwoman Katamanda’s house of which he did.

Mr Chilufya said the the teachers approached headwoman Katamanda with a proposition that she would be paid a sum of K 2,500 if she collected as many voters as she possibly could from her subjefts and delivered the cards to the two women.

He said the initial amount of K500 was paid to the headwoman as a down payment.

The police said Headwoman Katamanda went on to procure the services of Mary Manda and Lena Nkhoma of Yakuda village within Katamanda area and they collected over a hundred voters cards details of which they recorded in an exercise book.

Mr Chilufya said on the 1st of July,the two women went back to the headwoman to collect the cards but without the agreed balance of K2000 and when she refused to give them the cards,they took them by force.

Three armed men bearinv a firearm and sickle suddenly appeared on the scene and ordered headwoman to give up the cards which she did.

Mr Chilufya said the following day,the headwoman reported the case of aggravated robbery at Mgubudu police post indicating that two women and three men armed witb unknown type of firearm and using two motor vehicles went to her house threatened to harm her and her spouse then stole her travelling bag in which she had put K5000 cash she had collected from the sale of tobacco and the voters cards she had received from Nkhoma and Manda plus the ones she personally collected from some of her subjects.

He said both Nkhoma and Manda stated that the headwoman promised to pay them alot of money once they have gone round the villages collecting voters cards.

He said the entries made by Nkhoma and Manda of the collected voters cards into their exercise books had been found to match with the names and particulars listed in the Post Newspaper.

He said the scheme was both unconstitutional and criminal, consequently the security of the state risks being compromised on the back of eventual public instability or civil unrest.

Mr Chilufya said contrary to the Post newspaper edition number 7200 of 5th July 2016,all the people whose particulars were listed and published as such under Chipangali constituency were in fact Zambians.
He said the story carried by the Post newspaper listed 207 names of people,29 of which were alleged to be Tanzanians and 178 were alleged to be Malawians.

He said police command responded by constituting a tean of investigators which established that all the people listed were Zambians.

Mr Chilufya said the police diligently conducted investigations which inter alia included Chief Chanje and Chieftainess Mkanda of the Chewa people.

The Telegraph issues a formal apology over Louise Linton’s book

The British Newspaper the Telegraph has issued an apology over the memoir, In Congo’s Shadow by Scottish actress Louise Linton, and taken down the excerpt, which was published this month.

According to a statement by the Telegraph published on their website, Linton has pulled the book from Amazon where it was self-published earlier this year.

“How my dream gap year in Africa turned into a nightmare” (July 1, 2016), by Louise Linton, based on her book In Congo’s Shadow, drew a number of complaints from Telegraph readers that the article mistakenly implied that the conflicts in Congo and Rwanda had spilled over into Zambia, that Zambia was a war-torn country in 1999 and that armed rebels had crossed Lake Tanganyika to Zambia that year. Other claims of inaccuracy were also made.

In the light of the concerns raised by readers, the Telegraph has withdrawn the article from its website and apologises for any misleading impression that may have been given. The author also announced that she had agreed to remove the book from sale and give the profits to charity, and issued an apology for the offence caused.

Agriculture is the Answer

Agriculture is being too readily dismissed by some politicians in their campaigns. When it comes to the UPND’s plan to fix the economy we proudly place agriculture front and centre. We passionately believe the sector is one of the greatest areas of opportunity for us as a nation and that it provides many answers as to how we can move Zambia forward.

For those who mock us farmers they should consider the full benefits first. It not only puts food on the table and creates jobs, but if we manage the sector well then we can strengthen our whole economy by driving activity in agriculture.

We have a market of 600 million people on our doorstep across the COMESA, EAC and SADC region. Today we have been in Luapula where the opportunity for developing our fish industry is clear, both in terms of quantities and value-add through canning cottage industries. So why are we importing tilapia from China when we should be the ones exporting across the region?

By increasing yields and linking farmers to market, the UPND Government will support the sector to expand and diversify, with the resulting exports boosting our balance of payments and strengthening the kwacha, as more people demand our currency to buy Zambian goods.

This is to say nothing of food security, which still remains a challenge despite our natural wealth. We still have over 45% of children under-5 stunted. If we can grow and farm the food they need to grow up healthy and strong at home then we can provide it at a lower cost.

For all these reasons I am proud of my experience cattle rearing. Building up stock and protecting them from disease takes time and hard work, but providing locally reared meat for consumption is a satisfying and rewarding venture. This is why the UPND is committed to providing cattle loans for our youth as one of many interventions in agriculture, which will also include lowering the price of fertiliser and seed.

The UPND is committed to investing in agriculture so we can grow our nation in a healthy and productive way that benefits the majority directly. Join us on this mission by voting UPND on 11th August 2016.

Council of elders appalled by Civil Servants’s open involvement into Partisan Politics

The Zambia Elections Information Centre (ZEIC) Council of Elders has said that it is appalled by the conduct of some civil servants who have gone all out into partisan politics and described the action as disgraceful, shameful, unethical, unconstitutional, immoral, illegal and unacceptable.

In a statement released to the media, ZEIC said that such conduct must stop the country cannot have cadres masquerading as civil servants, at public expense, adding that cadres should be cadres, and let civil servants be civil servants.

The Zambia Elections Information Centre (ZEIC) Council of Elders is greatly appalled by the conduct of some civil servants who are meddling in partisan politics ahead of the of August 11 general elections.

Through the ZEIC platforms on SMS, social media, email and monitoring platforms, we have received numerous reports of civil servants such as District Commissioners who have gone all out into partisan politics. We have recorded a number of cases where senior government employees have been seen to openly campaign for the ruling party. What is even more saddening is that in some cases, these officials are abusing their positions to trample on the rights of innocent citizens who may not agree with their political stance. In one heart rending example, a District Commissioner in a rural constituency stopped food distribution at a school because the women who were doing that belonged to an opposition party. We have also received reports of District Commissioners imposing cadres to be engaged as voter education officers.

As a Council, we find such conduct by civil servants to be disgraceful, shameful, unethical, unconstitutional, immoral, illegal and unacceptable. It must stop forthwith. We cannot have cadres masquerading as civil servants, at public expense. Let cadres be cadres, and let civil servants be civil servants. Civil servants need to stay out of partisan politics. The role of civil servants is to serve the people, including those who may carry different political views. Civil servants must leave politics to the politicians and must at all times conduct themselves in a manner that shows they respect the people who are their employers.

The role of civil servants is to ensure that government policies are implemented to the expectation of the people. The moment a civil servant becomes an active participant in partisan politics, they compromise their ability to independently and efficiently carry out their duties in a manner that is accountable to the citizens. their allegiance is clearly to the party they are supporting.

We call on all political parties abusing public servants to put an immediate stop to this. The citizens are watching, and at the right time they will hold to account those officials abusing office.

Mangani says police must be respected by politicians

FORMER Home Affairs Minister Lameck Mangani has said police must be given time to manage the country properly.

Mr Mangani said when he paid a courtesy call on Senior Chief Nzamane of th Ngoni People at his palace in Chipata yesterday that police had a duty to manage the affairs of the country in which must be respected by all the well meaning Zambians.

He explained that politicians must not entangle with the police because the police had a duty to protect all the citizens.

“As former home affairs,i know that the police had a mammoth task of managing the country and in this case police must be given time to manage the country properly,”he said.

Mr Mangani who is campaigning for President Edgar Lungu and the Patriotic Front said the major assignment was to go round and boost up the campaigns ahead of the general elections.

He said it was good that the campaigns have been peaceful because no major violence had been reported in the province.

He appealed to various political parties to continue with the promotion of peace during the campaigns.
He urged the the traditional leadership to help mobilising the people in voting for the referendum which was going along with the general elections.

And Chief Nzamane said it was pleasing that after the lifting of the campaigns in Lusaka and Namwala by the Electoral Commission of Zambia(ECZ),the United Party for National Development (UPND) conducted its first rally in Kanyama.

Chief Nzamane said Zambians do not want the country to be turn into political turmoil after the elections but people should continue to co-exist.

He also said chiefs had a duty to talk about politics because there was no law in the Constitution which was banning chiefs commenting about politics.

Chief Nzamane said issues such as the need to have clean water and other services was which traditional leaders were talking was all about politics.

He urged the young cadres should take a leaf from the seasoned politicians who had done politics of no violence.

Chief Nzamane has since appealed to Government to complete the construction of Chikando secondary school which he said had stalled.

Taxi Driver Shot dead by his Passengers

zambiaPolicelogoA TAXI driver operating in Monze, Aron Katowa, has been shot dead by his passengers who also went away with his car, Southern Province Commissioner of Police Godwin Phiri has said.

Mr Phiri said yesterday that the murder and aggravated robbery took place on Wednesday (July 20, 2016) between 16 hours and 17hrs in Luyaba area in Chief Choongo in Monze district.

“The Police received a telephone call from Amose Kawana, a taxi driver of Nakambala Township to the effect that his fellow taxi driver Aaron Katowa aged between 27 and 33 years of Highlanders who was booked by unknown persons at Embassy station.

“The deceased, who was driving a Toyota Corolla with registration number ALD 8074 silver in colour, was shot at by the same occupants using a suspected short gun.

“He sustained some wounds in the stomach and later died from Monze Mission Hospital where he was rushed by to a good Samaritan,” Mr Phiri said.

He said the body had since been deposited in Monze mission hospital mortuary awaiting post mortem.

Mr Phiri said the stolen motor vehicle had not yet recovered while no arrests had been made and that the relatives to the deceased have been informed.

Meanwhile, Mr Phiri has named a female pedestrian was died from a hit and run fatal road accident in Pemba on Tuesday night as Gladys Choosa, 40, of Chonga in Monze.

THE State has submitted to the Constitutional Court that prisoners in Zambia will only enjoy their right to vote in the next general election and not the one set for August 11.

Meanwhile, the Electoral Commission of Zambia (ECZ) has told the court that it cannot establish new polling centres in Zambian correctional facilities as the exercise has already closed.

This was in a petition where Prisons Care and Counseling Association (PRISCCA) executive director Geoffrey Malembeka petitioned the Attorney General and the ECZ to allow eligible inmates to vote in this year’s elections.

Dr Malembeka wanted the court to instruct the Ministry of Home Affairs which is in charge of issuing of National Registration Cards (NRCs) to immediately go into the Zambian correctional facilities and issue NRCs to those eligible to vote.

“ECZ should go into prisons through mobile voter registration and register as voters all prisoners eligible so that they too can vote on August 11,” he stated.

Dr Malembeka argued that all pre-trial remandees in prisons throughout the country were innocent until proven guilty, therefore they should enjoy their constitutional right to vote.

However, Attorney General’s chambers assistant senior State advocate, Murah Kapamba, said the prisoners’ right to vote and register could only be enjoyed in the next general election, as the voter registration, closed on February 29, 2016.

Mr Kapamba, however, submitted that the State did not oppose Dr Malembeka’s petition, because Article 46 of the Constitution permitted every eligible citizen to vote.

ECZ director of elections Chomba Chella said during preparations for this year’s elections, the elections body did not establish polling centres at any prison or detention centre.

Mr Chela said the voter registration was conducted from September 13, last year, to February 29, this year, after which, the exercise closed in readiness for the certification of the voter register.

He said that voters’ cards had already been issued to those eligible to vote and the ECZ could not register new voters as the exercise had already ended.

PF cadres arrested for attacking their MMD counterparts

katangaFIVE suspected Patriotic Front (PF) cadres in Kalulushi have been apprehended by police for allegedly attacking their MMD counterparts.

The PF cadres ambushed their counterparts as they were returning from a campaign rally in Lufwanyama.

Copperbelt Police chief, Charity Katanga and MMD aspiring parliamentarian Annie Munshya confirmed the development in separate interviews on Thursday.

It is alleged that seven MMD members were injured during the attack, but were treated and discharged from the hospital.

Ms Munshya condemned the attack on her members because the MMD and the PF were working as partners with the former also campaigning for President Edgar Lungu for the August 11, general elections.

She alleged that the unruly cadres confiscated her public address system as well as other campaign material and that her campaign vehicle was damaged during the confusion.

The matter was reported to police in Kalulushi.

Ms Katanga said the suspects were currently in police custody, but could not divulge more information.
