Two prophets arrested for defiling the same girl

POLICE in Lusaka have arrested two Nigerian brothers of Ibo state for allegedly having defiled a named female Juvenile.

Zambia Police deputy spokesperson said in a statement to Mwebantu Media that the two are residents of lbex Hill area in Lusaka Province.

Mr Hamoonga said the two Nigerians are alleged to have committed the said offence between 28th January, 2015 and 31st December, 2015.

“The brothers have been identified as Prophet Andrew Ejimadu aged 39 years of Christ Freedom Ministries and Cleopas Ejimadu aged 21 years both have been charged for Defilement Contrary to Section 138 of the Penal Code of the Laws of Zambia,” Mr Hamoonga said.

He said the two are expected to appear in court soon.

As a young boy in Mkushi, he grew up expressing himself through music and drama. “At a very young age, I started feeling music in me, and I became more convinced of my passion for it when I learnt to sing “Namusonda” by P.K. Chishala.”

The Energy Regulation Board has fined three licenses belonging to SGC Investment Limited, Engen Petroleum Zambia and Kobil Zambia Limited and severely warned Ravasia and Lake Petroleum Limited and Oasis Oil Zambia for various breaches of their license conditions.

SGC was fine K48, 000 as penalty for off-loading fuel at its Broadway Filling Station in Ndola using a foreign tanker contrary to Quality Control and Monitoring Guidelines which stipulate that imported products should be offloaded at a bulk depot and be re-certified before delivery to a filing station.

Engen was slapped with a fine of K24, 000 for failing to report fuel contamination within the stipulated 24-hour period during which 10 vehicles were sold contaminated fuel at its Cross Roads Filing Station in Lusaka.

And Kobil was fined a K16, 800 for failing to provide ancillary services such as water, clean sanitation, functioning air compressors and fire extinguishers at some of its sites.

However, those issued with warnings did not have safety and health systems at their filling stations.

This is contained in a statement made available to ZANIS by ERB Public Relations Manager Kwali Mfuni.

Mr Mfuni says all companies operating in the energy sector are strongly advised to familiarize themselves with ERB license conditions and standards to ensure compliance.

The UPND presidential candidate has said Central Province sits at the heart of our nation and we must seize the opportunity to develop it as a vibrant trade and transport hub.

Speaking at campaigns in Kapiri Mposhi, Keembe and Chishamba in Central Province, Mr.Hichilema said the UPND would like to see the area become a hive of activity, with raw products being turned into finished products locally and then transported across the Southern, Eastern and Central African regions.He said this is how we can both create and safeguard jobs, as well as pushing back our economic growth to levels of 7% and more, from the 3% PF has reduced us to.

The UPND 10 Point Plan supports this vision through its umbrella commitments to advancing agriculture, increasing business competitiveness and providing a stable and consistent policy environment.

Mr.Hichilema said central province is a rich area for agriculture but to deliver on its potential we need to address the challenges farmers are currently facing in keeping their costs low. He said UPND knows business and knows how to negotiate and UPND will make it a priority to revisit fertiliser and seed contracts to bring these prices down. He said UPND will also support those investing in productivity saving measures by giving them access to cheap loans.

Mr.Hichilema told the people to ask themselves when they eat chicken and chips if the potatoes grown in Serenje are any less good as the potatoes grown in South Africa. The answer he said is no meaning there is an opportunity here for Zambia to connect its farmers to the markets and develop a cottage industry where their potatoes are sliced and partly cooked.

He said UPND want to support people to transform whatever they grow, from raw cotton to cotton seed oil, from raw soybeans to soy oil and soy cake, and from raw maize to mealie meal and maize bran.

Mr. Hichilema said Central Province can be the hub for these value-added goods to be traded and distributed across the country and the region, creating jobs in the agro-processing industry, as well as in transport and logistics. By exporting to the region Zambia could increase our market and can double or even triple the number of jobs created.

Director in Ministry of Mines involved in Mining Licences Scandal?

Investigations into the Ministry of Mines has revealed an entrenched and longstanding practice of irregular issuance of mining licences pointing to a serious disregard of the law by senior officials. In one case, the Director of Mines is accused of signing a licence backdated to the time when he was not director and using the law which was not in place at the time.

Mooya Lumamba who was not director in 2006 is alleged to have signed mining licence number 7361-hq-lml belonging to Chilanga Cement Limited, using the Mines and Minerals Development Act No. 7 of 2008 which was not in existence in 2006.
Transparency International Zambia (TIZ) has since written to the ministry asking for an explanation why its director issued the “fraudulent licence” claiming he was director in 2006 when he was not.

Executive Director, Goodwell Lungu said his organisation has received documentation from officials within the ministry who have raised concern that in 2006 the director was Gerhard Kangamba and not Lumamba. He said his organization is worried that “this may be an abuse of office and force fraudulent presentation of documents by a public officer for motives that may be well known by Mr. Lumamba”.
Irregular issuance of mining licences is not new. But a review of leaked documents by this writer raises questions about tactics and about the ethics of allowing this freewheeling practice of disregarding the law to continue.

In February last year, Scirocco wrote to the Anti-Corruption Commission (ACC) complaining about ministry officials and Lafarge Cement. The company was seeking among other things, to know “if they (Lafarge) had this LML 7631 licence since 2006, why was it reissued in 2014 again? And why were they paying the area charges for 8 years in 2014 and not yearly as per Mines Act?”

“I wish to state that the Commission did receive a complaint regarding the above mentioned matter,” said Timothy Moono, the ACC Public Relations Manager in response to a query. “However, the Commission discovered that the said matter was already before the courts of law and continued investigations regarding the same would have been sub-judice since the matters complained about were essentially the same.”
“We’re wondering why the ACC refused to take up the matter,” said Scirocco Managing Director, Moustafa Saadi. He said the matter they brought up against Lumamba is of a criminal nature and what is in court is a civil case.

Leaked documents detail allegations of how Lumamba issued another licence No 8275-HQ-SML to Scirocco Enterprise Limited, trading as Oriental Quarries for small-scale mining of limestone deposit on the same piece of land.

The documents point to “illegalities which Lumamba had promised to correct when TIZ convened a meeting in his office”. There are also cases of missing files for applicants of mining licences and systematic fraud in the awarding of some mining licences at the Ministry of Mines.

A broadly written mining law allows for loss of mining rights on a piece of land whose licence has not been renewed and the owner not having developed the area over a period of three years. In the case of Chilanga, they were rightful owners of the area in question but allegedly defaulted on their licence when they stopped renewing it in 2007.

According to documents seen by this writer, in 2010, three years after the expiry of the licence for Chilanga, the Registrar of Mining Rights wrote to Chilanga informing them that the coordinates of the area for 7361-HQ-SML were converted to comply with the 2008 Mines and Minerals Development Act and that it had expired.

Lumamba would not be reached for a comment as he did not pick or return three missed calls on his mobile phone.
Scrirocco was granted small scale mining rights in 2005. In 2010, the cadastre system was going through new numbering process and their new number became sml 8275, the same year the company paid for renewal for the 10-year period which was granted in 2011.
The company then applied to extend the licence area and their alteration application was rejected on the grounds the area belonged to Dangote Quarries Limited. After Scirocco found out that Dangote had not renewed its licence, an appeal was launched, and in 2012 the company was given the new licence.

The land in question is situated some 20 kilometers west of Lafarge Cement plant, and separated by farms in between. In order to access the limestone, Scirocco had entered into an agreement with a farmer who owns the land and negotiations to purchase the farm had started.
An independent source familiar with the dispute says the whole issue is laced with corruption and points to officials within the ministry who he said created the whole problem. He said in 2007, the area was first under Chilanga, but as years went by, Scirocco were said to have obtained prospecting licence for the same area.

An official at Scirocco has complained that the dispute over the land in question threatens his company’s future and might throw the more than 800 employees out of work. He said the company relies on limestone for its cement production which has almost depleted at its old site.
In early 2015, Scirocco entered into an agreement with a Chinese company to put up a 2,500 ton-per-day cement plant and everything was in place to proceed. The agreement was made publicly and it was after the announcement that Lafarge went to court to claim the licence.
“We believe that Lafarge want to use all means in order to block our project,” said one official from Scirocco. “They’re willing to use legal and fraudulent means to frustrate our intentions and block competition.”

In a leaked letter to Lumamba, Saadi complained that “Larfage is utilising the ministry and its staff to establish facts on the ground to prove that the licence belongs to them and we believe the means utilised are illegal”.

Saadi said on 20 July 2014, Larfage “called our neighbour and requested permission for ministry staff to come onto his land on Sunday to confirm beacons for the licence”.

“Permission was denied but they (ministry staff) showed (up) on the following day and forced their way onto our farm without our permission and put some beacons in,” read the letter in part.

Saadi called the action “illegal and abuse of authority”. He said the way the ministry is being used by Larfage “is very suspicious and leads us to believe that this matter needs to be reported to the law enforcement authority”.

However, it is the manner in which licence No. 7361-HQ-SML belonging to Chilanga was reinstated into the system that raises questions.
In July 2014, Scirocco conducted a search at the Ministry of Mines to establish existence of licence number 7361-HQ-LML held by Larfage. After the search, a report was compiled and submitted to the Minister of Mines with copies to the deputy and other senior officers, including Lumamba.
Saadi said the minister agreed to hear their case in the presence of Lumamba and the head of Cadastre. On the day for the meeting, the team from Scirocco went to the minister’s office and waited for the other party to arrive, only to be told Lumamba and the head Cadastre had travelled and did not inform the minister. The two were instead represented by their deputies.

Another leaked letter written by Billy Chewe, the Chief Mining Engineer, on behalf of Lumamba to Lafarge managing director dated 15th September 2014 upheld an appeal by Scirocco to have their licence (8275-HQ-SML) altered. In it, it said, “there is no evidence of your company (Larfage) applying for the renewal of licence No. 7361-HQ-SML when it expired in 2007”.

“There is no evidence of your company undertaking a full EIA (Environmental Impact Assessment) to warrant the grant of Large Scale Mining Licence (7361-HQ-LML),” said the letter. “There has not been any evidence of your company undertaking any mining operations on the site as required by Section 59(a) of the 2008 Mines and Minerals Development Act.”

The section of the law states that a holder of a small scale mining licence shall – develop the mining area and commence and carry on mining operations, with due diligence and in accordance with the programme of mining operations.

In the same letter from the Ministry, it was confirmed that “your (Lafarge) licence (7361-HQ-LML) has not been in good standing and consequently it has been withdrawn forthwith and the shape alternation of licence No. 8275-HQ-SML is supported and has been effected in the Flexi Cadastre System”.

But on 6 October 2014, Lafarge wrote to the ministry, appealing against the decision of the director of mines to withdraw their mining licence. Emmanuel Regaux, the CEO and Managing Director of Lafarge, pointed out that the original licence for Dream Hill was granted to Lafarge Zambia Plc (formerly Chilanga Cement) for fifteen years in 1994 under mining licence No. BL 35.

“In 1998, the licence was renewed for a further term of 9 years under mining licence number SML 30,” he said. “In 2006, SML 30 was, along with our other SMLs in Chilanga, converted into large scale mining licence No. LML 52 for 25 years.”

Larfage, through its legal officer did not want to comment on the matter saying “the full story is in the court record”.
A review of the general invoice which is in the hands of TIZ, show that Chilanga Cement paid over K 28,000 in 2014 to cover a period from 2007 to 2014.

TIZ, for its part, wants, “clarification and necessary action on this matter will be most welcome as we encourage all government employees to avoid any form of abuse of office through fraudulent misrepresentation of the law and documentation”.

PF claims UPND killed Mapenzi (corrected)

The ruling Patriotic Front has charged that it is convinced that Mapenzi Chibulo, the UPND supporter shot dead last Friday was killed by alleged UPND hired criminals and not the Zambia Police.

PF deputy Spokesperson Frank Bwalya told a media briefing in Lusaka yesterday that the party has established beyond reasonable doubt that the murder was a calculated scheme to demonize President Edgar Lungu.

He said the opposition UPND allegedly sacrificed its member under the principle of collateral damage to de-campaign President Lungu and the PF led government.
Mr Bwalya says this is evidenced by how the late Mapenzi was followed by a camera prior to her being shot dead.

He said the ruling PF is convinced that the photos of Mapenzi after she was shot were taken by one camera as the technical evaluation of the photos points to this reality.

Mr. Bwalya added that this also explains why UPND president Hakainde Hichilema did not emphasize the need for a thorough investigation to establish the truth but instead accused President Lungu of murder.

But UPND youths in Lusaka have expressed disappointment that instead of apologizing for the death its member, the ruling PF has opted to accuse it of having planned her murder.
UPND Lusaka District Youth Wing Vice Secretary Otis Bwalya has wondered what the party would benefit from having one of its members killed in the manner Mapenzi was murdered.
He says what the ruling PF has forgotten is the fact that 10 other UPND members were shot during the fracas in which Mapenzi unfortunately died.

ZESCO United Management evicts YALI from Kabelenga Lodge to accommodate ASEC MIMOSAS

ZESCO United Management on Thursday forced management at Ndola’s Kabelenga Lodge to shut down business to the public after their opponents in the CAF champions league match ASEC Mimosas of Ivory Coast demanded that they book the whole lodge for the team.

The Young African Leaders Initiative (YALI) who were scheduled to hold a provincial meeting at the Lodge with political parties on preventing political violence on Friday was the worst affected as they were told to find an alternative place for their meeting.

YALI officials staying at the same Lodge where their meeting was due to take place were heard protesting to the Manager of Kabelenga Lodge against the decision by management whom they accused of playing double stands and that they were ready to ignore the plight of fellow Zambians who were not even interested in the affaires of Ivorians.

The officials said moving the Provincial meeting from Kabelenga Lodge to Zanji Lodge just because Ivorians do not want to see or mix with any Zambian at the Lodge was unfair to the people who had booked the place for different events.

Meanwhile YALI Governance Advisor Isaac Mwanza confirmed the development and said management has since informed YALI of the decision.

“What is extremely sad is that our staff cannot now freely stay at the Lodge nor allowed to buy or eat any food from the restaurant or buy drinks because of the same complaint from Zesco United,” said Mr. Mwanza

Mr. Mwanza said YALI considered soccer to be a uniting sport which must allow all citizens to freely mix and live together but said it appeared Ivorians are not prepared to coexist and live together with Zambians lodged at the same place.

He added that moving from one place to the other for meals when you can simply eat at your Lodge was costly and that Zambians should learn to respect the contracts of fellow citizens.

Government intends to buy a record one million tonnes of maize and 2,000 tonnes of paddy rice through the Food Reserve Agency this year and no doubt our farmers, especially peasant and small-scale, must be smiling all the way to the bank.

With the price jacked up to K85.00 per 50 kg bag of maize and K60.00 per 40 kg of rice, Zambian farmers can look forward to one of the most successful and profitable buying seasons in a long time.

According to FRA board chairperson Joe Simachela, the buying season started on July 12 and all is set for one of the biggest operations to buy and haul maize from the remotest satellite depots in the country and move it to safety before the onset of the rains. So far 1,223 satellite depots are ready to receive the grain and 6,115 seasonal staff have already been recruited to man these depots.

When we recall that as of now only a few districts in the country have not yet received Compound D fertilizer as part of the Farmer Input Support Programme (FISP) for the 2016/17 farming season, one can agree that the Government means business when it says it wants to make agriculture the second biggest employer and cash spinner to mining.

We have the fertile soils, all the farming land we need, the right climate and a pro-poor Government to do the right thing.

Zambia this last season achieved yet another record harvest in the face of one of the harshest weather conditions characterised by the El Nino syndrome; but with careful planning and resilient policies we still managed to harvest enough maize to become not only the envy of our neighbours but the food basket of the region.

It means it is now up to every able-bodied Zambian to grab this rare opportunity where nearly all the countries surrounding Zambia have a food deficit and look to us to supply them with food. We have the fertile soils, all the farming land we need, the right climate and a pro-poor Government to do the right thing.

When President Michael Sata said he was going to put money in people’s pockets, he did not mean the Kwacha would fall from heaven like manna into our pockets. He meant that the Patriotic Front government would provide a conducive environment – like the early distribution of farming inputs – to enable everyone rise from the rocking chair of poverty and idleness and do something for themselves to earn a living.

President Sata’s vision was for every Zambian to be afforded the opportunity to work on the land to grow enough to ensure family food security and sell the surplus. Every woman, youth and disabled person would be involved. In tilling the land there is no vulnerability.

The Government’s responsibility is to ensure the inputs are delivered on time and at the doorstep of the farmer. The surplus maize is bought from a depot not far from the village; the farmer is paid promptly and at the right price. This is what they call empowerment – a matrix of solutions to enable one achieve the goal of eliminating poverty from their home and community.

This is just but one of a package of measures the Government is undertaking to fulfil the promises they made in 2011. The massive road network which enables the fertilizer supplier and the Food Reserve Agency to reach and pay the farmer in the remotest part of Zambia is one of them.

Zambia may not need to launch a back-to-the-land crusade to depopulate our teeming towns, cities and peri-urban areas but it is clear that the Government has provided the right mix of policies, strategies, programmes and projects to enable every able-bodied Zambian to use their heads, hands and talents to earn a living. Farming is one of them.

This is what President Sata called putting money in YOUR pocket.

First Lady Esther Lungu says the aviation industry has potential to contribute to the country’s economic development.

Speaking during the launch of the Women in Aviation Zambia chapters, Mrs Lungu commended women for breaking down barriers in male dominated professions.

She said women who have made strides in such sectors must be recognised and celebrated.

Mrs Lungu who also recognized the youngest Zambian female pilot Besa Mumba who is 19 years, urged young people to aim high in life.

And Besa thanked Mrs Lungu for the recognition.

Meanwhile, communication and Transport Permanent Secretary Misheck Lungu said government is committed to uplifting the aviation sector.

And civil aviation authority director General Gabriel Lesa disclosed that EU has released 5 point 6 million Euro’s to assist the aviation industry in Zambia.

And women in Aviation Zambia president Yichidi Ndhlovu commended for improving infrastructure at airports.

National Prayer date set

The National House of Prayer has set Sunday, July 24th 2016 as the day for national prayers for peaceful elections.

Chairperson of the Advisory Board of the National House of Prayers Joshua Banda also says the Lusaka Showgrounds has been earmarked as the venue for the prayers.

Bishop Banda has also told ZNBC News that the board has since written to all political party leaders inviting them and their nominated aspirants for elective office to attend the prayers.

He has urged Zambians to turn out in numbers and pray for the sustenance of peace that the country has continued to enjoy since independence.

President Edgar Lungu last Sunday in Siavonga appealed to the Church to convene a national to pray for peaceful elections, following a spate of politically motivated attacks in the run up to the August 11th general elections.

I blame my wife for our failed marriage, man tells court

A 38-YEAR husband of Lusaka caused laughter in the Chawama Local Court when he said that his wife does not satisfy him which has led to the marriage turning turn sour.

This is in a case which Nester Mwape, 33 of Chilenje residential area sued Albert Mwanza, of the same area for divorce. Bride price was paid.

The couple got married in 2014 and together they have no child.

Mwape a trader told the court that problems in their marriage started on July 2015, when Mwanza started developing the habit of sleeping out of their matrimonial house coupled with excessive beer drinking.

“The other problem with my husband is that he is always suspicious who does not like seeing me talking with other men in my area,” Mwape complained.

“Last month, I was beaten severely with a metal bar on my left leg and now I am unable to walk properly,” she said.

She described her husband’s ill treatment as brutal adding that she has endured enough over the years.

In her submission, she begged the court to grant divorce, saying she has grown cold towards Mwanza and that no matter how much the court could reconcile them, her decision was final.

But in his defense, Mwanza denied all the accusations against him.

“The problem with my wife is that she wants to compare herself to a man, she doesn’t’ respect me and she doesn’t even serve meals on time.

“I do take care of my wife but the problem is that she sometimes oversteps her boundaries,” he said.

Passing judgment, the Magistrate Gatson Kalala upheld claim for divorce. The court ordered Mwanza to compensate Mwape with K6000 as compensation with an initial installment of K750 to be followed by K500 monthly starting July month end.

Zambia make spectacular fall on FIFA rankings

Zambia has made a spectacular drop on the FIFA rankings for the month of July.

Chipolopolo has slumped nine places on the World rankings released on Thursday, July 14.

Zambia has dropped to 88th in the world from 79th following.

That ranking ties with the first recorded in August, 2014.

However, Zambia’s worst ranking came in February, 2011 when they were placed at 102 in the World.

Zambia are sandwiched between their formality 2017 Africa Cup Group E qualifiers guest in September, Kenya, who rise 43 places to 86th, and 2016 Cosafa Cup runners-up Botswana, who dropped two notches two 89th.

Police arrest 18 -year-old man for raping woman aged 68

POLICE in Petauke are holding an 18-year-old man for allegedly raping a woman aged 68 year old woman.

Police deputy spokesperson Rae Hamoonga said in a statement to Mwebantu that police arrested Richard Mbewe of Salatiele village for allegedly having raped a 68 year old woman identified as Timbekenyi Phiri of Kanjoka Village.

He said the incident occurred on July 11, 2016 around 10:00 hours at Kanjoka village in Petauke district in Eastern Province.

Meanwhile, Police have arrested a 19 year old man identified as Alex Mwewa Nkandu of Nchelenge district for allegedly having murdered his step father.

“The incident happened at Kapolopolo farm in Lukoshi farming area of Chambishi when the suspect hit the deceased on the head with a round bar,” Mr Hamoonga said.

He said the deceased as John Simukoko , 46, sustained a deep cut on the head and later died.

Mr Hamoonga said the murder occurred on July 11, 2016 around 02:00 hours.

The deceased is from Isoka district and his body is lying in Chambishi Government Mortuary awaiting post-mortem,” Mr Hamoonga said.

PF exposes UPND scheme

The PF has accused UPND of scheming a desperate maneuver to create circumstances for advancing a government of national unity.

PF Deputy Spokesperson Frank Bwalya says the UPND seeks to find excuses not to concede a possible defeat in the August 11 general election.
Mr. Bwalya said this is why the opposition party has been pulling one desperate move after another citing the fracas that led to the shooting of one their members on Friday.

Speaking during a press briefing in Lusaka, Mr Bwalya accused UPND of using the shooting incident to elicit political mileage and cheap public sympathy.

And Mr. Bwalya has declared that a government of national unity will not happen because Zambians will vote decisively for the PF to retain power.

He has also dismissed allegations of possible vote rigging.

Mr. Bwalya said the UPND which has sensed defeat in the August 11, election is scouting for excuses.
