Parliament yesterday heard that individuals will not require a voter’s card to vote in the Referendum on the Bill of Rights scheduled to be held simultaneously with the August, 11 general elections.
Vice-President Inonge Wina told the House in a ministerial statement that any individual in possession of a green national registration card will be eligible to participate in the Referendum.
Ms Wina also ruled out the possibility of deferring the Referendum because among other benefits of holding the event simultaneously with the general election was cost saving.
“The Electoral Commission of Zambia is finalising modalities of conducting the Referendum and this House can be rest assured that the general public will be adequately sensitised on the contents of the Bill of Rights,” Ms Wina said.
Earlier, some Members of Parliament had asked government to consider postponing the referendum.
Mafinga MP Catherine Namugala, Chongwe MP Silvia Masebo and their Mpongwe counterpart all expressed concern at the decision to hold the referendum together with the general election.
And Ms Wina has told the House that the Presidential nominations will be held between May 30th and June 3, while those for candidates for Members of Parliament and local government have been set for May 21st.
The nominations for those seeking mayoral office will be held on May 30th.

‘Captain America: Civil War’ is a very captivating movie . It takes a more mature approach than recent Marvel Super hero movies ( Avengers ,Iron man etc) which had too much unnecessary humor ,seemingly to make them more appealing to the younger audience . ‘Civil War’ tackles the issue of super heroes being accountable for their actions ,and asks if they are truly heroes or simply vigilantes. This splits the Avengers in half as some are for the idea of being regulated while the other are against it .
The performances by Robert Downey Jr.(Tony stark/Iron man) and Chris evans (Steve Rogers/Captain America) were great , they had some intense scenes together in which they displayed a range of emotions not seen in previous movies . The performance that stole the show, in my opinion, is that of Chadwick Boseman who played the role of the new character Black Panther . He was no mere sidekick ,he made his presence felt in every scene he was in .
‘Captain America: Civil War’ has lots of explosions , exotic locations and exhilarating action scenes, but what really gets you sucked into the movie is the intriguing story-line. It digs deeper into the emotions of the two main characters Iron Man and Captain America. It will have you rooting for one side or the other, and will leave you wondering whats next for the Avengers .

Afeni Shakur Davis, the activist mother of slain rap legend Tupac Shakur who was the subject of his iconic “Dear Mama” song and controlled his estate, has died. She was 69 years old.
Marin County Sheriff’s deputies and firefighters responded to Shakur’s home in Sausalito, Calif., Monday night after she suffered a possible heart attack, the sheriff’s office said Tuesday morning.
She was taken to a local hospital and died just before 10:30 p.m.
“At this point there is nothing to indicate to us that there was any foul play, nothing suspicious about this other than this being sadly a natural event that has occurred,” Marin County Sheriff’s Lt. Doug Pittman said Tuesday.
He said Shakur was in the company of a friend when she began to feel sick.
“She was experiencing some type of physical discomfort,” Pittman said.
“Attempts were made to try to remedy those problems at home, but when they got more severe, it was at that time the family friend called 911 and asked for medical help.”
Paramedics arrived around 9:30 p.m. and immediately began to provide CPR, he said.
She was rushed to Marin General Hospital, where she was treated for about an hour before she died, Pittman said.
The investigation has been turned over to the coroner’s division, where officials will speak to family members about Shakur’s recent health history and research her medical records to determine whether an autopsy is needed, he said.
“This is a tragic loss to this community,” Pittman said.
Shakur, born Alice Faye Williams, changed her name when she moved to New York City and joined the Black Panther movement. She and other party members were arrested in 1969 and charged with conspiracy to bomb multiple busy city landmarks.
In May 1971, she was acquitted on all charges after she represented herself in court while heavily pregnant. She gave birth to Tupac just one month later.
She was the subject of his 1995 song “Dear Mama,” in which Tupac detailed his childhood struggles and respect for his mother’s battle back from addiction.
“There’s no way I can pay you back/But the plan is to show you that I understand/You are appreciated,” he rapped.
After her son’s 1996 shooting death, Shakur took over the late rapper’s estate, which reportedly earns about $900,000 each year.
Dina LaPolt, a California attorney who handled Tupac Shakur’s estate for nearly 10 years, fought back tears as she described Shakur, who inspired the lawyer to open up her own firm in 2001.
“She’s an advocate,” LaPolt told the Daily News. “She’s an activist. She taught me never to compromise your values – to always fight for what you believe in.”
LaPolt oversaw the legal work behind 11 posthumously released albums while she represented the estate between 2001 and 2010.
The lawyer developed a close professional relationship with Shakur, who LaPolt described as “one of the smartest people I’ve ever worked with.”
Shakur also influenced LaPolt’s personal life, she said.
“I met her when I was 91 days sober. Now I’m 18 years sober,”
she said. “She was very, very instrumental in my life. I carry her with me to this day.”
Earlier this year, Shakur filed for divorce from her husband of 12 years, Gust Davis, and was in a legal battle over her son’s estate, TMZ reported.
Davis demanded half of the monthly $20,000 Shakur took home every month.
In 2014, Shakur co-produced “Holler If Ya Hear Me,” a Broadway jukebox musical featuring her son’s works.
A movie about Tupac’s life, “All Eyez on Me,” is set for release in November, with Danai Gurira cast as Shakur. Shakur served as an executive producer for the film.

Unbeaten second placed Zesco face promoted Lumwana in a delayed Week 1 match three days after thumping Mufulira Blackpool 5-0 in Ndola.
In a pre-match interview, Kapila, a midfielder, declared that Lumwana will not be intimidated by Zesco’s past record.
“Football is played on the pitch. We won’t fear them because football is about playing 90 minutes,” he said.
“That’s going to be a great game. We can win the game,” Kapila said.
Lumwana are 13th on the table with 8 points from 7 games played.
“So far so good we are doing great. We are a great team. This is our first season in the Super League,” Kapila said.

Government has released K44 million towards the construction of seven new trades training institutions in districts that did not previously have any training institute.
Ministry of Higher Education Spokesperson Chiselwa Kawanda said this is in line with Government’s policy initiative to have at least “One Trades Training Institute per District.”
Ms. Kawanda said additional three institutions have been constructed to replace old facilities in three districts.
“Government has also continued to fund projects and infrastructure development in the ministry, the latest funding being K44, 000,000 for the month of March and April 2016. The funding is for Universities, Collages and Trades Training institutes,” she said.
Ms. Kawanda said the new institutions are being constructed in Mwense, Mporokoso, Kalabo, Sesheke, Mumbwa, Isoka and Lundazi while the institutions to replace old facilities were constructed in Chipata, Choma and Mwinilunga.
“This is in line with Government‘s policy to ensuring that all the districts in the country have has a government training institution and access to skills is improved. Among the seven new institutions being constructed under the Trades Training Institute per District campaign, two are near completion and these are in Isoka and Kalabo.”
Given LubindaTHE 2015/2016 crop forecasting survey has revealed that the country will record an increased maize harvest, Agriculture Minister Given Lubinda has said.
Mr Lubinda told Parliament in a ministerial statement yesterday that the forecast indicated an output of 2,873,052 tonnes, an increase of 9.73 percent from the 2,618,221 tonnes produced last year.
“The national food balance sheet for the 2016/2017 marketing season based on the crop forecasting survey shows that the country has produced sufficient maize for both human consumption and industrial use. “The country also has a maize carry-over stock amounting to 667.524 tonnes as at May 1, 2016,” Mr Lubinda said.
He said of the carry-over stock, the Food Reserve Agency (FRA) was holding 360,648 tonnes, the Grain Traders Association of Zambia (GTAZ) 207,771, Zambia National Farmers Union (ZNFU) 36,701 while small and medium scale farmers held 38,751 tonnes. Mr Lubinda said when the maize carry-over stock from last season is added to the maize production for the 2015/2016 agricultural season, the total supply of maize available for the 2016/2017 marketing season is 3,540,577 tonnes.
“For the current population, the food balance sheet shows that the total maize required for human consumption, industrial use and other commitments amounts to 2,887,810 tonnes.
“The total maize requirements include an anticipated national strategic reserve stock of 500,000 tonnes to be held by FRA and when the total maize requirements are subtracted from the total availability of the crop, the country has recorded a maize surplus of 634,681 tonnes,” he said.
Mr Lubinda, who reiterated that the country was food secure, also announced anticipated improved yield for other crops including; rice, sweet potatoes, wheat, sorghum and groundnuts while that of millet and tobacco will reduce.
FORMER Defence Minister, George Mpombo has been acquitted in a case in which he was charged with failure to secure a firearm.
This was in a matter where Mpombo, 61, a farmer of plot number 10, Maranatha Farm in Chiwala area of Masaiti, was charged with one count of failing to secure a firearm contrary to Section 31(1) of the Firearms Act Cap 110 of the Laws of Zambia.
Particulars of the offence were that between December 1, 2015 and January 19 this year in Ndola, Mpombo, being a person in lawful possession of a firearm, namely, Norinco 9.9 millimetres, serial number 202329, failed to secure the firearm to avoid it to come into possession of a person not lawfully entitled to be in possession of it.
Appearing before Ndola principal resident magistrate Obbister Musukwa yesterday, Mpombo was acquitted of the charge.
When the matter came up for judgment, magistrate Musukwa said that the prosecution team failed to prove its case against Mpombo, thereby acquitting him.
Magistrate Musukwa stated that the court had established that Mr Mpombo had secured his firearm.
The former Defence minister was charged with failing to secure a firearm, linked in the murder of Ruth Phiri, who was the girlfriend to his son.
Mpombo’s son is suspected to have murdered his 17-year-old girlfriend using his father’s firearm.
Former Lusaka Province Minister and Son of the late President Mulenga Sata is alleged to have failed to produce a grade 12 certificate during the adoption process conducted by the provincial committee.
According to PF member of the Central Committee (MCC) Paul Moonga, Mr Sata allegedly failed to produce his grade 12 certificate when he was asked by the provincial committee to avail them with one after he applied to be considered for a position of Lusaka mayor.
Mr Moonga said after the committee persistently asked Mr Sata to avail it with his certificate, the next thing they saw was him withdrawing from the race.
Mr Moonga further said that Mr Sata’s decision to leave the PF could have been influenced by his allegedly not having a grade 12 certificate to enable him stand as an MP, mayor or councillor.
And PF deputy spokesperson Frank Bwalya said the PF would continue respecting Mr Sata despite the decision he had taken because he was a son to the founding father of the PF, Michael Sata.
Mr Bwalya said it was, however, unfortunate that Mr Sata would not be part of the team that would continue defending his father’s legacy.
When asked whether it was true that Mr Sata had taken the decision to leave the PF because he does not have a grade 12 certificate, Mr Bwalya said:
“We have heard those rumours that he does not have a grade 12 certificate as a qualification for one to stand as Member of Parliament (MP), mayor or councillor, We want to make it clear that Mr Lungu (President) has been accommodative and people who are leaving are not doing so because Mr Lungu has refused to accommodate them.”
“We respect the decision of Mr Sata and we wish him well but most of us are worried that he may not be happy where he has gone because he may not meet his aspirations,” he said.
Efforts to get a comment from Mr Sata on the grade 12 accusations proved futile as his mobile phone went unanswered.
Chishimba Kambwili with Amos Chanda at StatehouseGOVERNMENT has urged the media not to abuse freedom of speech to defame and abuse innocent people in the country.
Meanwhile, Government has introduced a tax holiday for imports of broadcasting equipment from now up to 2017.
Information and Broadcasting Services Minister Chishimba Kambwili said Government was disappointed with some media houses that had failed to adhere to ethical journalism.
“Some newspapers have introduced a strange type of journalism which includes tapping private phone conversations, using vulgar language and other indiscretions alien to journalism,” Dr Kambwili said.
The minister said this in Lusaka in a speech read on his behalf by his deputy Forrie Tembo yesterday during commemoration of the 25th International Press Freedom Day whose theme was ‘Access to Information and Fundamental Freedoms :This is Your Right’.
He said the Patriotic Front (PF) Government had operationalised the Independent Broadcasting Authority (IBA) with the view to enhance access to information by citizens.
Government had also introduced tax holiday for imports of broadcasting equipment in the country to allow the expansion of the media.
Lusaka World Press Freedom Day organising committee chairperson Enock Ngoma urged the media to be ethical and factual in their reporting ahead of this year’s general elections.
Mr Ngoma urged President Edgar Lungu to prevail over the signing into law of the Access to Information Bill as he had done on the Republican Constitution because ATI was beneficial to many stakeholders. And United Nations Scientific and Cultural Organisation (UNESCO) director general Irina Bokova said receiving and sharing information in any country was a cornerstone to democracy and good governance.

Chilonga said that a strong environment for Press freedom was important to finding solutions for global challenges.
In Chipata, Eastern Province Permanent Secretary Chanda Kasolo said without the Press, people could not make important decisions on a number of areas, because they may not have information.
Mr Kasolo said it was for this reason that the Government had created an enabling environment for the media which has necessitated the establishment of various media outlets in the country.
He said Government would always protect journalists in their line of duty adding that no journalists should be attacked while on duty.
Speaking earlier, Chipata Press Club vice-chairperson Osward Yambani said most media practitioners were not free to carry out their duties for fear of being attacked by some political players.
And Copperbelt Province Minister Mwenya Musenge has urged media personnel in the country to be professional in the way they report on issues affecting the country.
Mr Musenge said journalists should be responsible in the way they report issues to better inform the public.
“Journalists have now become rumour mongers as they do not dig and follow through to get the real stories, there is need for you to be responsible so that those who push for the Access to Information Bill are not scared to do so,” Mr Musenge said.
He was speaking in a speech read for him by Copperbelt Deputy Permanent Secretary Elias Kamanga during the commemoration of world press freedom day held in Kitwe yesterday.
Press Association of Zambia (PAZA) president Andrew Sakala has called on Government to put up laws that would protect journalists as the country heads towards election time.
He said Journalists are expected to pass critical information to the public hence the need to enact the laws.
Northern Region Media Club chairperson Misheck Wangwe called for the protection of journalists by Government as the country heads towards the polls.
President Lungu arrive at Mfuwe airport
PRESIDENT Edgar Lungu is today expected in Kitwe on the Copperbelt for a two day working visit.
According to Zambia National Broadcasting Corporation (ZNBC) news monitored at 19:00 hours President Lungu is expected to launch the construction of the Freedom park mall and commission the new Nkana mine.
Kitwe District Commissioner Chanda Kabwe confirmed the development in Kitwe yesterday.
“President Lungu is expected here in Kitwe for a two day working visit. Government has prioritised infrastructure development countrywide.
“The President will come to launch the construction of the Freedom park mall and also commission the new Nkana mine,” he said.
PF Deputy Spokesperson Frank Bwalya has called on members of ruling Party across the country to pray for Mulenga Sata who has ditched the party to join UPND.
Mr Bwalya said it is not long since Michael Sata, the father to Mr Sata who formed the ruling PF died hence the members should continue walking with Mr Sata despite renouncing his membership to the party.
“We want to urge all our members to pray for Mr Sata it is not a long time when he lost his father so we want to continue walking with him although now he belongs to a different political party but we can continue to show him love and understanding as well as mutual respect,” he said
He refuted claims that President Lungu was not embracing old members of the PF.
“We want to make it very clear that President Lungu has been very embracing and accommodating and we also want to make it very clear again that the people who leaving to join other political parties including UPND are not doing so because President Lungu has refused to accommodate them.
People are free to go where they think they may realise their aspirations and not in another so based on this we respect the decision of Mr Mulenga Sata and we wish him well,” he said.
He also said his party was worried that Mr Sata may not be happy in the party he has joined because he has left a family which loved and respected him in the PF.
“Many of us in PF are worried that he may be not happy were he has gone, he may not even fulfill his aspirations for a simple reason that in PF he had a family that had worked with him, that had worked with the father and his family for many years.
“If he has made this decision out of frustration it’s unfortunate, we all have frustrations in our lives and we all respond differently to frustration,” he said.
And Chief Government Spokesperson Chishimba Kambwili has said that the resignation of Lusaka Province Minister Mulenga Sata has no impact on government.
Dr Kambwili said that government is bigger than Mr Sata and any other individual has challenged Mr Sata to disclose his real reasons for resigning because what he has claimed is not true. He said there are reasons for the resignation which Mr Sata should honestly state.
Dr Kambwili who is also Information and Broadcasting Services Minister said that the late President Michael Sata should be turning in his grave that his son has betrayed the party he fought for.
He wondered why Mulenga Sata is accusing government of neglecting the people’s because the PF is still implementing the manifesto which President Sata left.
Dr Kambwili said Mr Sata should have used internal channels to address his grievances other than defecting which he described as an act of cowardice.
Dr Kambwili said Mulenga Sata was never an active member of the PF. He said Mr Sata only joined the PF after it formed government and was later appointed Deputy Minister by President Edgar Lungu.
Dr Kambwili said Mr Sata should have shown appreciation to President Lungu other than raising unsubstantiated claims.
And PF Secretary General Davies Chama says the resignation of Mulenga Sata from the PF has not impact on the ruling party. Mr. Chama says the real PF members remain resolute and steadfast in supporting President Edgar Lungu.
He said disgruntled members will leave party at their own time. Mr. Chama said this is because individuals have the freedom of association and assembly.
United party for National Development(UPND) President hakainde Hichilema has said that former President’s son Mulenga Sata has chosen to be on the right side of history by defecting from PF to UPND. In a statement to his supporters, Mr Hichilema said that Mr Sata has chosen to put national interest before personal interest.
Mr Hichilema, who described Mr Sata as a key figure in PF, said that the former president’s son has done what ought to be done when things are not as they should be and when leadership is absent or uninterested in delivering on what it has promised.

We are grateful to have received late President Michael Sata’s son Mulenga Sata into the UPND family today.
We understand the difficulties and troubles Mulenga Sata had to face when making a decision to leave his late father’s party, the Patriotic Front (PF), to join the UPND. But like many great leaders, Mulenga, who is a Lusaka Province Minister and also served as State House Deputy Minister and is also the former Mayor of Lusaka has chosen to be on the right side of history. He has chosen to put national before personal interest.
As a key figure in the PF, Mulenga has done what ought to be done when things are not as they should be and when leadership is absent or uninterested in delivering on what it has promised. This means a lot to us all because it involves serving the greater good of our nation by building support for peace, unity and progress.
Our forefathers joined hands and came together in 1964 and delivered independence. Great leaders in our history again united in 1990 and reintroduced multiparty politics. In 2016 it is time for Zambians from all walks of life to come together and deliver economic liberation under the UPND leadership.
To all our existing UPND members, our appeal once more is to be welcoming and accommodating to all our fellow Zambians that want to unite this nation.
We also received a number of other equally important citizens today during the press briefing at Chainama hotel in Lusaka, coming from various political parties and positions.
There is no time to listen to those with no vision or plan for suffering Zambians, and no good will ever come from dwelling on hate speech and divisive sentiments.

The Lusaka Magistrate Court has found former Information Minister Lt Gen. Ronnie Shikapwasha, Freelance Journalist Chanda Chimba III, and former Ministry of Information Permanent Secretary Sam Phiri with a case to answer in a matter in which they were arrested by the Anti-Corruption Commission for two counts of Abuse of Authority of Office on matters relating to the publication of the Stand Up Zambia documentary.
In his ruling, Magistrate Hon. Obyster Musukwa has since placed the trio on their defence and they are expected to open their defence on 10th June 2016.
In this matter, former Information and Broadcasting Services Minister Ronnie Shikapwasha, his former Permanent Secretary Sam Phiri, and freelance journalist Chanda Chimba III are jointly charged with abuse of authority of office, unlawful publication and possession of property suspected to be proceeds of a crime.
The trio was arrested by the Anti-Corruption Commission on 9th January 2013.

The Board creates the vision which results in the recruitment of coaching staff who share in the vision by buying or identifying players who fit into that vision. The fans then give support to that vision and espouse it in whatever manner imaginable.
For international football not every player who plays in the Zambian Super League can meet the demands to play at international level. Some players become instant hits and you have late bloomers like Chris Katongo and most recently Winstone Kalengo.
At Under 23 level Katongo played second fiddle to his young brother Felix who was more nimble footed and exciting as a player. But with the five edicts of professional sports Chris worked hard to become an accomplished professional player who played in Zambia, South Africa, Denmark, Germany and China and in between became the captain of the Zambia National Team more than the younger brother. People may not know that Kalengo from his Zanaco days has been a proven goal scorer at local level but never made the cut despite the numerous national team call ups in the last eight to ten years. It boils down to big game temperament especially at international level because you are competing with the best of the countries you face.
We now have Kalengo now flying high and relishing every moment of his newly found international pedigree.
The Leicester championship should give our local players the sense of belief that impossible is nothing. Especially our local strikers. Vardy was playing non professional football a few years ago and in now the English player of season. The players Players of Year Marezz was bought from a nondescript club for £400 000.00. How much are these two players worth now.
Emmanuel Mayuka as top scorer at AFCON 2012 went on to be sold to Southampton from Maccabi Tel Aviv for over a million dollars with Kabwe Warriors who initially made so much hullabaloo about nothing benefitting from the sale on agreement.
If non Zambians continue to keep Zesco United and Nkana at the top of the Zambian Super League then where will the national team draw it’s players from.
Our dependence on over 30 players like Kalengo, Mbesuma and Katongo at international level can only sustain us for two to three years. It is time for the local coaching fraternity to identify players for our future especially since we will be hosting the African Youth Championships in less than nine months.
A dedicated a thorough selection process for the players meeting the required age limit needs to be undertaken immediately which should be followed up with an elaborate and stringent training programme to include international matches at home and abroad needs to be financially sourced and supported.
If we miss the vision of the Under 20 2017 then Zambia would have missed an opportunity to win it’s second AFCON and qualify to its first World Cup in Qatar in 2022.
Success comes with a lot of sacrifice and a realisation that we have an opportunity to build on our hosting of the AYC Under 20 in 2017 to replicate the cycle of the 2003 to 2012 vision. Tough and unpopular decisions were made but they resulted in a vision being realised.
We can borrow from Martin Luther King Juniors “l have a dream” speech at the Lincoln Memorial in Washington DC in the 60’s to spur us on. But ultimately without belief the dream will remain but a pipe dream.
