Kitwe District Commissioner Chanda Kabwe has asked the police in the district to arrest anyone wearing military regalia.

Mr. Kabwe says he has observed with concern a growing trend of people from a named opposition political party wearing military regalia.

He said criminals in Kitwe are taking advantage of this situation and are terrorizing residents using the military uniforms.

Mr. Kabwe said it is against the law for civilians to wear military uniform and has appealed to those doing so to stop.

He said those wearing military regalia are instilling fear in residents especially marketeers who are complaining of being intimidated by the same people.

Mr. Kabwe was speaking in a walk in interview with ZNBC News in Kitwe.

President Edgar Lungu says Tuesdays meeting called by the catholic bishops to discuss matters relating to the smooth campaign and holding of the August general elections should not be politicized.

President Lungu says the meeting for all political parties has been called by the Catholic Bishops and that he is happy that two other Church mother bodies have been brought on board to moderate the meeting to be held at Kabingila House.

The Catholic Bishops have invited the Council of Church in Zambia -CCZ and the Evangelical Fellowship of Zambia – EFZ – to be part of the meeting.

Special Assistant to the President for Press and Public Relations Amos Chanda says the President has agreed to attend the meeting because the concept letter prepared by the Catholic Bishops was in conformity with his plans.

And Mr. Chanda says the President is disturbed that former Vice President GUY SCOTT can be against the Church’s call for dialogue among political parties.

Mr. Chanda has told ZNBC News in an interview that the President says Dr. Scott’s utterance as quoted in some media publication is unfortunate.

And President Edgar Lungu has with immediate effected directed the Zambia Cooperatives Federation to work with the Zambia National Service to quicken the installation of the solar milling plants.

The President says he wants to see the solar milling plants to start offloading cheaper Mealie meal country wide.

President Lungu is not pleased that the price of Mealie meal has remained high in some parts of the country.

Special assistant to the President for Press and Public Relations Amos Chanda says the directive is with immediate effect.

Meanwhile ZCF Director General James Chirwa says over 65 solar milling plants that are installed in the various parts of the country are currently operational.

Mr. Chirwa says the solar milling plants that are operational have so far been distributed to five provinces, Lusaka, Northern, North Western, Muchinga and Eastern Provinces.

President Lungu has initiated the installation of solar milling plants that is been spearheaded by ZCF.

President Lungu is not Courting Edith Nawakwi for a running mate-State House

President Edgar Lungu

STATE House has rubbished as outrageous and unfounded remarks by FDD president Edith Nawakwi that President Edgar Lungu is courting her for a running mate in the forthcoming elections.

Yesterday, the Post newspaper reported that the Forum for Democracy and Development leader had turned down President Lungu’s running mate offer. But Special Assistant to the President for Press and Public relations, Amos Chanda, said Ms Nawakwi was not the woman President Lungu had in mind when he announced that his running mate in the August 11 general election will be a woman,

He said President Lungu had many ‘‘capable, decent and honest women’’ in his political life to work with.

“We have always thought that Ms Nawakwi was a dishonest person but we probably underestimated her levels of deceitfulness. Ms Nawakwi has sent several emissaries to the President begging that she should be offered the position of republican Vice-President and be a running mate to the Head of State.

‘‘As recent as when the President was in Mpika, Ms Nawakwi was grovelling and making desperate efforts to meet the Head of State and we are proud that we did not facilitate the meeting for her. “The woman in the mind of President Lungu is certainly not Ms Nawakwi and she must be told that she is not God’s only gift to Zambian politics.

‘‘When God created women in politics, he did not start and end with Ms Nawakwi and President Lungu has many capable, decent and honest women in his political life,” Mr Chanda said.

Mr Chanda explained that if President Lungu had wanted Ms Nawakwi as his running mate, he would have tasked his press aide, his political advisor Kaizer Zulu, the PF secretary general Davis Chama or his deputy Mumbi Phiri to approach her.

He said President Lungu would alternatively have contacted Ms Nawakwi personally and that claims by the FDD leader of having been offered to be running mate were nothing but hallucinations.

Mr Chanda advised Ms Nawakwi to pursue her alliance with the opposition political parties and stop fantasising that President Lungu was looking up to her as his running mate.

He said Nawakwi was lying when she claimed that she had sent a message to President Lungu and challenged her to state what kind of message she had received.
Mr Chanda said it would be strange to expect State House to respond to a message she had not sent, stating that the only political party President Lungu was in talks with for an alliance was the MMD.

Mr Chanda disclosed that he had declined to process a meeting between President Lungu and Ms Nawakwi and that if there was any of the presidential aides who approached her to be the running mate, they could have done so in their individual capacities.

“We have asked Ms Nawakwi’s emissaries to stop bothering President Lungu because the woman the Head of State has in mind as running mate is not Ms Nawakwi.
Let her mention the emissaries President Lungu sent to her otherwise let her pursue her alliance with the opposition.

Mbesuma rues Congo draw

6

Chipolopolo striker Collins Mbesuma says Congo-Brazzaville’s defensive tactics frustrated Zambia in the two teams 2017 Africa Cup qualifier match that finished 1-1 on Wednesday night in Ndola.

Zambia were denied their first home win in Group E by Congo who came from behind to force a 1-1 stalemate at Levy Mwanawasa Stadium to maintain the status quo in the pool.

Mbesuma said Zambia are putting behind the disappointing draw to focus on Sunday’s reverse fixture in Brazzaville.

“I think in Congo they will play an open game. They want to get three points and we want to get three points. So it is going to be an open game,” Mbesuma said.

“We have to work extra hard in order to get three points. We have to prepare well,” the Mpumalanga Black Aces striker said.

Zambia are without a home win at Levy in Group E since last June when they finish 0-0 with Guinea Bissau in their opening group E match.

Congo and Zambia stayed 1st and 2nd respectively tied on 5 points while Guinea Bissau are 3rd on 4 points after beating Kenya 1-0 in Bissau.

Zambia settle down in Brazzaville

11

Chipolopolo have settled down in Congo Brazzaville after arriving there on Friday morning ahead of the 2017 Africa Cup Group E qualifier to be played at the Massemba-Débat Stadium on Sunday.

According to the FAZ media, the Zambian delegation led by Sports Minister Vincent Mwale and FAZ boss Andrew Kamanga arrived in Brazzaville slightly before 08h00 local time.

The team was accommodated at Ramada Hotel before training in the afternoon.

Coach George Lwandamina drilled his charges on the annex pitch at the Massemba-Débat Stadium.

Sixty fans have accompanied Chipolopolo to Brazzaville.

Meanwhile, prior to Sunday’s clash Zambia and Congo drew 1-1 on Wednesday evening in Ndola.

The two teams stayed 1st and 2nd respectively tied on 5 points while Guinea Bissau are 3rd on 4 points after beating Kenya 1-0 in Bissau.

The squad:

Christopher Katongo, Benson Sakala, Stephen Kabamba, Conlyde Luchanga, Jackson Chirwa, Kennedy Mweene, Jacob Banda, Chongo Kabaso, Rainford Kalaba, Isaac Chansa, Adrian Chama, Salulani Phiri, Nathan Sinkala, Racha Kola, Winston Kalengo, Davies Nkausu, Spencer Sautu, Buchizya Mfune, Clatous Chama Chota, Collins Mbesuma, Lubambo Musonda, Stopilla Sunzu.

Open Letter to the President

38

President Edgah Lungu Press Interview at KK International airport from Mozambique 5458
By David Kapoma

REF: YOU ARE EQUAL TO THE TASK

Mr. President it has become very clear that our country is not stable in many ways than one. Even without the benefit of any opinion poll, I am deeply convinced that many Zambians will agree with me on this. I am sure Mr. President that many Zambians are concerned but do not have a way and means of expressing themselves. There is no shared understanding of what exactly has gone wrong with our beautiful land. It is very difficult Sir to know whether our country is moving forward, backwards or sideways.

So today Mr. President, I just want to make a single appeal to you as the father of our nation, with love and in outright good faith, in humility and in the interest of our nation.

Mr President, first of all I am for the idea that you must be facing a lot of challenges. But I assure you Sir that you are not alone as many Zambians are facing even bigger challenges. Many people who have their hopes on your stewardship Sir are almost lost and feeling abandoned in a wildernesses we have created for ourselves as a nation. Sir we have not helped you enough as citizens. Those who support you Sir agree and support you whenever you make a decision. Good or Bad. When you made a GOOD decision to increase electricity tariffs and make them cost effective, they supported and when you made a WRONG decision to reverse such a good decision, again they supported you. The minister of education announced the scrapping off of meal allowances for the students and your people supported it and when that was reversed they supported.

Mr. President I am almost sure that even you yourself must be getting surprised some times when those that support you agree with you on certain decisions. It must be very confusing for a leader in your position Sir to tell if your people are supporting you on merit or simply to please you and keep their positions. Mr. President I feel for you and I know this is not an easy feeling if at all you feel confused sometimes.

In the past few weeks Sir, we have experienced unexplained shortage of fuel and mealie meal. I will not remind you about the shortage of electricity that we have been experiencing for some time now and I know we are now used and adjusted ourselves. Mr. President our currency is still performing very bad against international currencies. Our country is spending more than what we are making, as a result we have resorted to excessive borrowing. Violence and intimidation among political party cadres is the order of the day. Our civil servants do not have a pay day anymore as it used to be sometime back.

The war on corruption is almost lost. Cadres from both the opposition and ruling party have taken over the show and they do whatever they feel like doing including committing crimes in the presence of the police. Sir our police force has become toothless and can’t be professional anymore due to paranoia.

It will however, be unfair Sir to blame you for all the challenges we are facing as a nation as most of them your government inherited them from those that were there before you.

Unfortunately Sir we can only manage to point a finger at you when things are falling apart. As you put it last time when you addressed us through our friends from the media Sir, the back stops at you and the responsibility is really yours. The amended constitution Mr. President states among other things that a citizen of this country has the right to a decent meal. But most of our people are going without a decent meal with some of them not having shelter, thereby spending nights in the cold. Being a lawyer Sir am sure you know that this is a violation of human rights according to the very constitution your able office made law.

Sir it is becoming very difficult for us to explain to our friends from the other African country when they ask us about what has happened with the country they knew as the mother of peace and order in Africa. They see disturbing pictures of those that are active in politics being assaulted. They hear sad stories of political intimidations and tribal talk.
Sir many Zambians especially those close to you can’t say and will never say what I am saying because they are afraid, while others have to protect their jobs. It is a case of seeing which side of the bread is buttered. Mr President, Zambians are no longer at ease because they know they deserve better than this.

Just this week Sir you swore in judges for the Constitutional Court and the prayer of the Zambian people is that those you have appointed will do their work professionally and help restore order. Mr. President you just handed over the housing units to Zambia police and we must acknowledge the efforts. I want to believe Mr President that you are equal to the task.

Mr. President as we start our Easter, celebrating the life of our Load Jesus, I hope that you will choose to continue serving one master. You cannot serve two masters at the same time and succeed. That is a key doctrine of the Christian faith that I know you profess Sir. It is a key element of virtually all faiths and even the law of nature. It has to be one master at a time. Either you are serving the Zambia people or serving your personal friends, relations and interests. It can’t be both. And as far as I know you Sir, I can judge that you are committed to serving the Zambian people as evidenced by your leadership.

I must mention Mr President, that your government is doing very well on infrastructure development and I commend you on that.

Mr. President I finally want to appeal to you to ensure that the country is united before the next general elections. Our political cadres don’t need to crush every time they meet. Don’t allow this to happen when you are still the father of our nation. I know you can put a stop to this lawlessness Mr. President. You are EQUAL to the TASK. I ask that you embrace a bipartisan approach to our problems as a nation. Our Job Mr. President is to ensure that we give you enough support as you do your best in moving our country from the pits of poverty.

I know you have a mammoth task Sir and a busy schedule but I hope this open letter will somehow reach you or those close to you. Please use the positive spectacles to read and see through my reasoning.

Mr President, we can’t run to nowhere. We are all here to help. Together we can redeem our nation.

Yours in national interest.

THE Zambia Tourism Agency (ZTA) has called for speedy construction of a large capacity convention centre in Livingstone to meet the increasing demand for local and international conferences in Zambia’s Tourist Capital.

Zambia Institute of Chartered Accountants (ZICA) is in the process of constructing a state-of-the-art Convention Centre in Livingstone at a cost of about US$ 300 million while the Zambian Government is also planning to set up a Convention centre in the City.

ZTA Managing Director Felix Chaila said there was urgent need to set up a large capacity Convention Centre in Livingstone in view of the increasing demand for local and international conferences.

Mr Chaila was speaking in interview in Livingstone on the sidelines of the ongoing third Livingstone International Arts and Cultural Festival (LICAF) for 2016.

“Most of these big conferences that are taking place in Lusaka could have come in Livingstone if there was a big convention centre.

“It is easier to market Livingstone to host conferences but unfortunately there is no big conference here. The private sector and the Government should quickly set up a convention centre in Livingstone,” Mr Chaila said.

In 2013 during the 20th session of the United Nations World Tourism Organisation (UNWTO) General Assembly in Livingstone, the gathering was held in a marquee due to the absence of large conference facilities or a convention centre in the tourist capital.

Mr Chaila, who was impressed that most hotels and lodges were fully booked during the LICAF 2016 and Easter Period, said there was need for all stakeholders to create more activities in Livingstone to enable guests stay longer.

He said LICAF should be supplemented wish a sports stadium and other infrastructures in Livingstone to attract more tourists.

“We must be innovative to keep the lodges and hotels busy throughout the event and not one off events.

“There is no reason why Livingstone should not have a motor cross circuit.

Livingstone Golf Club should be active and made a world class golf club to attract golf circuit. These are people with money like in Dubai and in North America and in Namibia. Livingstone has so bush and everyone would like to bring a circuit to a destination that is near Victoria Falls,” Mr Chaila said.

The 2016 LICAF, which is being held from March 25 and March 26, is aimed at promoting increased arrivals of both local and international tourists.

About 10 countries worldwide and representatives from 10 provinces of Zambia are attending the event.

According to the official programme, Maramba Cultural Village was expected to host the cultural and food cuisine panorama yesterday from 14: 00 hours to 22: 00 hours where Tourism and Arts Minister Jean Kapata was expected to launch the event.

AVANI Victoria Falls Hotel was expected also to host a gala night on the same night from 17: 00 hours to 23: 00 hours.

On Saturday, there will be a Street Carnival from Villa Grounds to various Townships of Livingstone where arts and cultural activities will be showcased by local and international artists while Livingstone Golf Club will host a pop festival from 17:3 0 hours until late.

Further, there will be daily side events at the Livingstone Art Gallery from 08: 00 hours to 17: 00 hours and at the Livingstone Museums from 09: 00 hours to 16: 00 hours.

Renowned Musicians Oliver Mtukuzi from Zimbabwe and Amayenge Band form Zambia will be among several other local and international artists to provide music during the festival.

Fuel Supply returning to Normal

Fuel Crisis persists in Lusaka
Fuel Crisis persists in Lusaka

GOVERNMENT has said the fuel supply in Lusaka has normalised following constant supplies to the capital city.

Ministry of Energy Permanent Secretary Emelda Chola said Lusaka Province had received enough fuel stocks while the fuel supply in Livingstone, in Southern Province, and Solwezi, in North-Western Province, would stabilise soon.

Brigadier General Chola said in an interview yesterday that her office had instructed Oil Marketing Companies in affected places to go to Lusaka for restocking.

She said resumption of operations at Indeni Oil Refinery would rectify the fuel shortage.

“Lusaka has enough fuel stocks, but the shortage has persisted in Livingstone, Solwezi and a few other towns. But with Indeni back on line we hope to resolve the problem very soon,” Brig Gen Chola said.

She urged motorists and other fuel consumers not to panic because Government was working towards resolving the shortage.

Meanwhile, the Memorandum of Understanding (MoU) signed between Zambia and Mozambique when President Edgar Lungu visited that country on the construction of a coal-fired power plant would further mitigate the power deficit.

Brig Gen Chola said the MoU would result in construction of a coal-fired power plant which, upon completion, was expected to produce 1,200 megawatts of electricity.

She said the two governments were still working on details regarding funding and other modalities for the project.

Government to stop supplying Maize to Millers in May, they can buy from farmers-Lubinda

GOVERNMENT says millers’ contracts with the Food Reserve Agency (FRA) will only go up to May this year to enable them purchase maize directly from farmers.
Agriculture Minister Given Lubinda said the FRA would not renew contracts of any of the millers as they were expected to start purchasing maize directly from the farmers.

Speaking during the commissioning of the US$2 million Jambo Milling plant in Ndola on Thursday, Mr Lubinda said Government did not intend to regulate the milling industry, just like any other business, hence the need for the millers not to depend on the FRA.

“Government wants you to operate without interference. Government must not continue to deliver maize to milling companies and as millers you should not expect that you will get raw material from Government.

“The moment you start relying on FRA for inputs, you are asking us to regulate you. If you ask FRA to buy maize and sell to you, be ready for Government to tell you the price at which to sell mealie-meal and that’s not how we want to run this economy,” he said.

Mr Lubinda said Government had provided inputs for farmers to produce maize and that it was the duty of the millers to buy the grain from the farmers.

“My advice to you as Jambo Milling is that because of the fact that Zambian maize is highly sought after in the region, farmers are not going to be given a raw deal.

“They know their maize can fetch high prices and as a milling company you will do well to employ agriculturalists who will support farmers, give inputs to farmers and go into contract farming with them so that they know that maize being produced is committed,” he said.

Mr Lubinda said the price of mealie-meal would not be adjusted upwards, but that Government would work hard to ensure that the price of the commodity was reduced.

“Government is working extremely hard to ensure the prices of mealie-meal go down. We are encouraging millers to be aware that the industry is highly sensitive.

“As you pursue your investment be aware and cautious that any unnecessary movement in the prices shall attract political ramification,” he said.

Jambo Milling managing director Axmed Shile said the firm had invested almost $2 million in setting up the milling plant and employed over 100 people in response to Government’s emphasis on job creation.

In a speech read on his behalf by company board member Carringtone Mabando, Mr Shile said the company’s primary objective was to satisfy the mealie-meal market in Ndola before moving to other towns.

“Certainly, Jambo Milling has an obligation to make positive contributions towards improving the living standards of the people.

“Our deliberate focus as we conduct our business is on attending to the needs of the local market in Ndola,” he said.

First Lady Mrs. Esther Lungu has urged Zambian diplomats to unite, love one another and serve the country well.

According to a statement released to the media by Zambia’s First Secretary for Press and Public Relations, Chibaula D. Silwamba, Mrs. Lungu left New York on Friday after the conclusion of the 60th Session of the Commission on the Status of Women (CSW60), where she addressed several High-Level panel discussions, with messages emphasizing empowerment and protection of the wellbeing of women and girls across the globe.

Talking to Zambian diplomats accredited to the United Nations, who saw her off at Mandarin Oriental Hotel Columbus Circle, Mrs. Lungu urged the diplomats to continue promoting the ethos of “One Zambia One Nation”.

Constitution has rightly provided ways in which a woman could terminate a pregnancy-Kamukoshi

Police Commissioner Lombe Kamukoshi

CENTRAL Province Police chief Lombe Kamukoshi has bemoaned the high levels of ignorance on abortion laws among her officers in the region.

Ms Kamukoshi noted that lack of knowledge by police officers had contributed to illegal termination of pregnancies by women, which had at times resulted in deaths and other long-term health complications.

She was speaking in Kabwe yesterday when she officially opened a two-day workshop on reproductive health with special emphasis on abortion facilitated by IPAS Zambia.

IPAS-Zambia, which has worked in Zambia since 2006, seeks to expand access to safe and comprehensive abortion services and has been providing training and equipment at more than 40 healthcare facilities.

The training of police officers in Kabwe was aimed at imparting knowledge to law enforcement officers to help effectively deal with abortion cases in their respective stations.

Ms Kamukoshi said the Constitution had rightly provided ways in which a woman could terminate a pregnancy, but that the manner officers interpreted the same laws left much to be desired.

The Penal Code indicates that the bottom line was upon a doctor to determine who should terminate a pregnancy and under what circumstances such as when the life of a mother was in danger.

She noted that unsafe abortion was a violation of human rights, especially for the unborn baby.

Ms Kamukoshi said many women and girls had died from complications arising from unsafe abortions, while others had been left with serious injuries.

She was confident that the workshop would help police officers understand the law on abortion and help them educate others.

Muunyumabisi Health Post Sister –In-Charge Mambo Hacheenyu(left) leads Deputy Minister of Health Dr Chitalu Chilufya(right) during the inspection of the health facility which the Minister commissioned yesterday in Monze District.

GOVERNMENT has expressed concern at the slow pace at which 88 health posts on the Copperbelt are being built.

Health Deputy Minister, Chitalu Chilufya said it was unacceptable that only nine out of the 88 health posts earmarked for the province had been completed.
The 88 are part of the 650 health centres the Government was building to take healthcare services closer to the people.

He said this when he paid a courtesy call on Copperbelt Minister, Mwenya Musenge this week.

Dr Chilufya said he was not happy especially that the Copperbelt was not different from Lusaka where factors like distance to health centres or lack of equipment could be a setback.

“We need to double the efforts so that the 88 health posts begin to be operational as early as possible,” he said.

He said the delay in completing the construction of the health posts in the province was frustrating Government’s efforts.

The deputy minister said the Government would soon issue a comprehensive statement on how best it would work with contractors building the health posts.
Mr Musenge appealed to Dr Chilufya to ensure that the contractors were pushed to complete the facilities in the province.

Meanwhile, a medical officer in Mansa has said a health post which was being built in the area by the Government would help improve maternal health.
Mansa medical officer, Kennedy Kabusa said he was happy with the health post located in Fiyongoli area in Mansa.

He said people in the area walked more than five kilometres to access health services at the nearest health centre.

Dr Kabusa said the health post which was under construction would improve maternal and child health and reduce the number of deaths due to various health and medical complications.

He said the health posts being built by the Government were a positive step in offering adequate healthcare to the people.
