Africa has not benefited from the low crude oil price because of currency deterioration in most countries on the continent, an energy expert has told the Africa Energy Conference taking place in Johannesburg, South Africa.

Indeni Petroleum Refinery Board Chairman, Mr. Johnstone Chikwanda, who is also Energy Forum Zambia Chairperson, has pointed out that with the depressed oil price on the global market, one would have thought that this would advantage African countries by enabling them to pass on the benefits of low price to consumers.

“The scenario is totally the opposite. Africa has not benefited at all to a point that some countries have actually been increasing pump prices during this period.”

Mr. Chikwanda said it was a painful missed opportunity for African countries that the drop in crude oil price was happening at a time when the value of their currencies had significantly deteriorated.

“It must be reiterated that fuel pump prices are fundamentally dictated to by a dichotomy of the exchange rate and the spot price on the global market,” he noted.

The crude oil price has been falling since 2013 and had so far dropped by over 60 per cent; a situation he said has had tremendous negative impact on oil producing African economies.

He was speaking on the theme ‘Upstream and Midstream Petroleum Value Chain’ which sought to bring out the impact of the global low crude oil price on Africa, on explorations and implications on refineries.

The session also pondered on who was benefitting from the current low prices.

Mr. Chikwanda, whose presentation was overwhelmingly well received by the audience, said the fall in price had wreaked havoc on oil exporting African economies in terms of revenue generation which they had lost. The current scenario in the oil sector had also slowed down investments around exploration works for oil and gas in Africa.

He said the situation was likely to persist for the next couple of years and that diversification of economies into agriculture, aquaculture, tourism and other identified sectors should be pursued vigorously.

Mr. Chikwanda said Africa needed to increase refinery capacity including building new facilities which could support regional economic growth and further invest in projects such as pipelines, rail and fuel storage facilities. These projects would strength regional integration and intra-Africa fuel trade.

“It is sad that at the moment, a lot of African countries that produce crude oil export the product and then import refined fuel at great cost. It is anticipated that by 2025, increased demand for fuel will create serious logistical challenges in terms of critical shortage of storage facilities. Transportation of fuel by road will not solve the problem in a significant way. Hence the case for investing in rail and pipeline remains valid,” Mr Chikwanda said.

He urged investors to assist and collaborate with African governments in setting up strategic fuel reserves that could last a minimum of 90 days, which was about the globally accepted benchmark for fuel reserves.

“It is a sad scenario that most of the African countries have no strategically held fuel reserves which can last a number of months. They also do not seem to know how to set up robust national fuel reserves without putting pressure on the national treasury for capital expenditure and stock procurement,” Mr. Chikwanda said.

Zambia’s Energy and Water Development Minister, Ms. Dora Siliya and Zambia’s High Commissioner to South Africa attended the two-day conference. The Africa Energy Indaba was also attended by government ministers from other African countries, senior government officials, financiers, investors from other continents, regulators, banks, international media and various other industry players.

MMD is not for sale, I’m still a Member of the Party – Mutati

Expelled Lunte Member of Parliament Felix Mutati has charged that MMD is not for sale and that members of the former ruling party will not allow a group of people sale the party to the highest bidder.

Speaking at a media briefing in Lusaka today Mr Mutati said MMD was still alive but that some individuals in the party wants to drive it to its extinction with their dictatorial tendencies.

He said there is no individual in the party who is above the party and that members of the party were not for sale.

He said he still remains the member of the MMD because the republican constitution protects him from being expelled as he is one of the three MPs who has taken the matter of the convention to court.

He also said MMD was a democratic party which was formed on the principles of democracy which the current party President Nevers Mumba has continued to abrogate as he continues expelling members of the party with divergent views.

He accused Dr Mumba of replacing most the NEC members with his relatives adding that the party’s fortunes have been entrusted in the hands of appointees.

Meanwhile Mr Mutati says he has instructed his lawyer Sakwiba Sikota to deal with the matter of him appearing on the UPND calendar to seek for damages as the publication of the calendar has injured his reputation.

He said Mr Sikota who has also appeared on the same calendar has sued the publisher and has asked for all the proceeds from the sale of the calendar as well as the withdrew of the calendar from the market.

And Mr Mutati has assured his supporters and the membership countrywide that they will decide the direction of the party as they are the owners of the institution.

He said he is not seeking to President of the former ruling party for himself but to make a contribution to the well being of the party and the country at large.

He said he does not carry any bitterness but his load was that of ensuring that the party survives because one day it will return to its former glory days.

He added that with his experience in running the affires of the country his leadership is that of value addition and that he can not sale the party as he has never done that before.

Mr Mutati has since challenged Dr Mumba to test his popularity in the party by calling for a convention adding that whether he wants it or not the convention will be there.

PAZA says nothing wrong with receiving Funding from Post Newspaper

The Press Association of Zambia (PAZA) says there is nothing wrong with it receiving funding from the Post newspapers as alleged by Information and Broadcasting Services Minister Chishimba Kambwili.

PAZA Executive Secretary Patson Phiri says PAZA can receive funding from any organization as long as such an organisation is not an enemy of the government legally.

Mr. Phiri says PAZA is free to receive funding from the Post if the newspaper has money to fund its operations, because it is the minister who may have a problem with the Post and not PAZA.

He says he doubts the Minister’s intention to dissolve PAZA means well, stating the association’s mandate remains to protect all media houses in the country.

Below is the full PAZA statement

Following a statement by Minister Chishimba Kambwili and Government spokesperson in today’s Daily Mail, PAZA wishes to state as follows:

1. Arrangements to hold the delayed AGM started in October last year. Letters have been written to media heads to financially contribute towards the holding of the AGM but funding is yet to be released for the dates to be set. We have commitment only from Zambia Daily Mail so far that they will fund their members for the duration of the AGM. Times of Zambia, ZNBC and ZANIS are yet to respond.

2. It is difficult to comment on the call for the dissolutions of the PAZA board at this stage because the constitution provides that the board shall dissolve soon before the election of the new office bearers at a duly organised AGM.

As such, we are hopeful that the current board will dissolve when all parameters for the conduct of the AGM are met. It must be noted that the elective AGM should have been held about 6 years but it delayed because donors pulled out at the last minute after the budget had been and approved.

Several attempts have been made since then to find means and ways of holding the AGM there has been finances. It is a requirement that the quota must be met for the AGM to be legally bindind. In short, the AGM is being planned with the input of media heads of member institutions. We can only call for calm from the Minister of Information.

3. Allegations that PAZA is funded by the Post should be put into context. In about 2005, former PAZA vice president Amos Chanda signed a memorandum of understanding with the Press Freedom Committee of the Post Newspapers. In that agreement, it was agreed that the two institutions would do joint lobby and protect the interest of the media, journalists and press freedom.

Mr Chanda defended the agreement before the full board of PAZA which ignorantly rejected it at the time. Eventually the MoU was endorsed and provided that PFC would assist PAZA with K10,000 every month for the administrative requirements of the office. PAZA does not regret this MoU with PFC because it has similar relations with other media associations and institutions.

PAZA is donor funded and cannot reject any donor on account of any considerations. Suffice to say, there have been financial challenges and at times, PAZA has not received this funding. The total amount of money received in the year 2015 was K15,000 and we are yet to receive any money this year. Should any amount be released, all the media houses will be informed. I can also openly state that my office has submitted a request for the Post to release another K10,000 for rentals.

It must be said that the MoU will be subject to ratification by the members at the AGM and they will decide whether to annul it or continue with it. PAZA will continue to receive funding where it is available from all legal institutions both within Zambia and abroad.

4. The observations by Mr Kamvwili are well noted. However, PAZA will work with the members to generate a solution to the delayed AGM to ensure a smooth transition from the old board to the new team.

The Zimbabwean Government has confirmed that it has received 150,000 tonnes from Zambia in preparation for the looming drought that might see the whole country face starvation.

Vice President Emmerson Mnangagwa, who is chairperson of the Food Security and Nutrition Committee says the Government has also secured a further 500 000 tonnes from Ukraine.

He said the government is on top of the things as the hunger and drought situation experienced in Zimbabwe is under control.

Vice President Mnangagwa has revealed the government has secured funding from the Exim Bank of China and has procured more than 650 000 tonnes of maize.

He added logistics are underway to transport the maize.

“We are aware of the drought situation and government has moved in to purchase maize from friendly countries. We have secured 150 000 metric tonnes of maize from Zambia and 500 000 tonnes from Ukraine,” said Mnangagwa.

Zimbabwe has appealed for $1.6 billion to feed 3 million people — about a quarter of the population — after the worst drought in more than two decades damaged crops, killed livestock and led President Robert Mugabe to declare a disaster.

Zimbabwean farmers will probably produce about 200,000 tons of corn this year, the smallest harvest since at least 1961 when the United Nations Food and Agriculture Organization began collecting the data.

Consumption is projected at about 1.1 million tons to 2 million tons in 2016-17.

Parliament throws out private member’s motion bill to amend POA

PARLIAMENT yesterday threw out a private member’s motion urging Government to amend the Public Order Act (POA) Chapter 113 of the laws of Zambia to align it to the Bill of Rights.

The motion was moved yesterday by Choma Central United Party of National Development (UPND) Member of Parliament (MP) Cornelius Mweetwa.

The House voted against the motion as Government was already in the process of amending the Act and a Bill would, in this regard be tabled in the next session of Parliament prior to the August 11, general elections.

Mr Mweetwa’s motion was seconded by Lukulu East Movement for Multiparty Democracy (MMD) MP Christopher Kalila and supported by Nalikwanda MMD MP Geoffrey Lungwangwa.

UPND’S Highvie Hamududu for Bweengwa and Jack Mwiimbu for Monze Central and Alliance for Democracy and Development (ADD) Luena MP Gertrude Imenda were the other members who supported Mr Mweetwa’s motion.

However, Home Affairs Minister Davies Mwila said Government was against Mr Mweetwa’s motion because the process of reviewing the POA had commenced and was in motion.

“Mr Speaker as directed by His Excellency Mr Edgar Chagwa Lungu, the Ministries of Justice and Home Affairs have already engaged stakeholders on this matter and a Bill to review the Public Order Act will be brought to this House in the next sitting before the general elections,” Mr Mwila said.

Speaker of the National Assembly, Patrick Matibini, then put the motion to vote via the electronic system and 72 out of 97 MP’S present voted against the motion while 25 voted for it.

Those who voted against the motion represented 74.23 per cent of the composition of the MP’S while those who voted in favour of it represented 25.77 per cent.

None of the present MP’S abstained from voting.

FORMER Namwala United Party for National Development (UPND) Member of Parliament (MP) Robbie Chizhyuka has endorsed President Edgar Lungu’s leadership ahead of the August 11, general elections.

Major Chizhyuka has since called on the people of Zambia to rally behind President Lungu if the country is to achieve further economic development.

He said Zambians should trust Mr Lungu and accord him a full five-year mandate because he had shown commitment to improve the welfare of all citizens.

Maj Chizhyuka said Mr Lungu was a listening leader with a heart for the poor and was satisfied that given a fresh mandate, the President would foster democracy and stability needed to develop the country.

He said in a statement yesterday that Zambians should support the leadership of Mr Lungu, because he was running an all in-inclusive administration.

“I have made a deliberate well thought out decision to support President Lungu for the President of Zambia this 2016. To me he (Mr Lungu) represents all the ingredients required in the kind of President I would want for mother Zambia,” he said.

Mr Lungu, an approachable leader, relates well with the poor and having come from a humble background, Maj Chizhyuka said the President was ruling the country in an inclusive manner.

“He takes all advice in his stride. I am satisfied that President Lungu will unite this country in peace and stability across any cosmetic divide,” he said.

He said the Head of State was a cheerful and likeable person citing Headman Chikwata of Baambwe in Namwala District, who last week described the President as having the heart of the lamb.

Meanwhile, Maj Chizhyuka condemned the Bweengwa violence that occurred on Saturday attacking a convoy of Government vehicles and officers, including Zambia News and Information Services crew by the suspected UPND members.

He described the violence as an act of cowardice, which he said should be condemned with all the contempt it deserved by all peace loving Zambians.

He said the thought of political party cadres deciding to attack Presidential escort motor vehicles, including civil servants was a firm declaration of war on a legitimate Government of the country.
“The events of Saturday evening in Bweengwa are glaring causes of national unrest and I expect a swift and incisive action by Government to deal with that dangerous action,” he said.

He said it was for this reason that his uncle Edward Mungoni, a freedom fighter, secretary general and vice president of the African National Congress, when he realised that national peace and stability was being threatened by violence, he and other colleagues decided to accord the Choma Declaration its legitimacy by signing to champion peace.

STUDENTS from the Copperbelt University (CBU) and the University of Zambia (UNZA) have apologised to President Lungu, Minister of Higher Education Michael Kaingu and Zambians for their riotous behaviour and damage of property, which led to the closure of their institutions.

The students have pleaded with Government to reconsider its decision and re-open the two institutions.
Zambia National Students Union (ZANASU) president Humphrey Mwenya said, “We are convinced that the closure of the two institutions was done in the interest of good students and the general public.”

Presenting the letter of apology addressed to Dr Kaingu and copied to President Lungu, Mr Mwenya said the closure has negatively affected students who are in their final year, those on self-sponsorship and those that did not take part in the riots.

Ministry of Higher Education permanent secretary Owen Mugemezulu received the letter on behalf of Dr Kaingu.

Mr Mwenya expressed sadness at the conduct of some students who have been posting derogative remarks against Government on social media.

The ZANASU president called on parents who have children studying at the two universities to counsel the students on good conduct and caution them against acts of violence.

He said as students’ representatives, ZANASU acknowledges the grounds that necessitated the closure of UNZA and CBU.

“Our appeal is to our President and the minister to reconsider the decision; we believe it was hard to make the decision of closing the two institutions,” Mr Mwenya said.

He said the students are remorseful for their actions and are willing to get back to school and concentrate on their studies.

And receiving the letter of apology, Mr Mugemezulu expressed happiness that the students had decided to apologise.

“The misinformation which is out there is that Government closed the two institutions because it does not have enough money to give the students as bursary. We are happy you have accepted your mistakes. I will present the letter of apology to the minister,” he said.

POLICE on the Copperbelt have warned and cautioned 14 people for allegedly trespassing on Simon Mwansa Kapwepwe International Airport in Ndola last month and preventing former Matero member of Parliament (MP) Miles Sampa from alighting from a Proflight Zambia plane.

Mr Sampa was scheduled to proceed to Kitwe for the launch of the Democratic Front (PF).

Copperbelt commissioner of police Charity Katanga said in Kitwe yesterday that police managed to capture registration numbers of the vehicles that the suspects used to ferry people to the airport and contacted the Road Transport and Safety Agency for their respective addresses.

Ms Katanga also said police also apprehended some people in connection with the fracas.

She, however, said police are still investigating the matter to bring more culprits to book for trying to endanger the lives of people at Simon Mwansa Kapwepwe International Airport.

Ms Katanga was speaking in Kitwe yesterday during a tour of police stations in the district before holding a meeting with Copperbelt-based district commanding officers.

She said police officers should not spend time politicking because they have a noble duty to protect ordinary citizens.

Ms Katanga also urged political parties to acquaint themselves with the Public Order Act to avoid coming into conflict with the law during campaigns.

She also said police on the Copperbelt are ready to handle any eventualities that may arise during this year’s elections because they have adequate manpower.

Ms Katanga also said the police have intensified patrols in communities to safeguard the lives of residents but urged the private sector to supplement their efforts.

INDENI Petroleum Refinery in Ndola has shut down its plant after running out of crude oil feedstock to process, but the country has enough fuel in reserve to last until the next consignment is delivered.

Ministry of Energy and Water Development permanent secretary Brigadier General Emelda Chola said this in an interview yesterday.

The country is expecting a new consignment of crude oil feedstock early next month and operations at Indeni Petroleum Refinery will then resume.

“As you are aware, we recently cancelled the oil contract with the supplier and all what Indeni had is almost finishing,” Brig Gen Chola said.

Government has terminated the contract for the supply of crude oil with Gunvor SA and has engaged Independent Petroleum Group (IPG) of Kuwait.

“As soon as the cargo for crude oil feedstock is supplied by the new supplies whom we have already signed a contact with, the plant will re-open. We expect this by first week of March,” she said.

Last week, Tazama Pipeline Limited shut down its plant after pumping all the crude oil feedstock to Indeni Petroleum Refinery for processing

Brig Gen Chola, however, called on Zambians to remain calm because the country has adequate stocks of fuel to last until the country receives the next consignment of the crude oil feedstock.

She also said Government has put in place measures to import finished petroleum products to ensure there is enough fuel.

Recently, Government stopped a cargo ship carrying crude feedstock from offloading at the discharging bay in Dar es Salaam, Tanzania, because the consignment was contaminated.

The crude feedstock had high levels of organic chlorides similar to the cargo that was received in June last year and caused damage to machinery at Indeni Petroleum Refinery.

Indeni conducted tests to assess the extent of damage which the contaminated feedstock caused to the machinery and shut down the plant.

After the refinery shut down, an assessment revealed that the extent of the damage was estimated at US$2.8 million.

Liuwa MMD Member of Parliament Situmbeko Musokotwane has told Parliament that Zambia Army soldiers deployed in Kalabo are contributing to teenage pregnancies in the area.

Dr Musokotwane who made the remarks on Tuesday during a parliamentary session reminded Government that they campaigned on the platform of restoring the 1964 Barotseland Agreement but once in power deployed the Army against the people of Barotseland who asked them of their promise.

He has also appealed to the Ministry of General Education to liaise with the Ministry of Defence to ensure that the soldiers are moved out of the region.

But Government has denied the allegation claiming that there was no proof of pregnancies linked to soldiers who are camped in Kalabo and many other parts of western province.

Education Deputy Minister David Mabumba said the Government was not aware that soldiers are responsible for any pregnancies adding that the soldiers are in the region to maintain law and order.

Government has deployed a huge number of soldiers and police officers in western province since 2010 and in 2012 there were reports, which were confirmed in Parliament of a high number of school girls having been impregnated by police officers that were deployed to the area after the 2011 riots in Mongu.

Suspended MMD Spokesman Raphael Nakacinda has described his suspension by the party’s National Executive Committee as a sham.

In an interview, Mr Nakacinda revealed that he is considering taking legal action against the person who allegedly presented false information at the NEC meeting that he was personally organised thugs that ransacked the party’s secretariat recently.

He said he considers his suspension unfair because the party did not even give him an opportunity to exculpate himself against the allegations levelled against him.

Mr Nakacinda said the development is unfortunate because it contradicts the MMD’s core principle of democracy.

He denied allegations that he has been working against the party’s top leadership adding that he has always supported and stood by party leader Nevers Mumba.

Mr Nakacinda said he is considering taking the matter to court especially that the allegations levelled against him are defamatory in nature and border on criminality.

He said he is however comforted by the realisation that the truth about all the wrangles in the MMD will one day come out.

Meanwhile, Expelled MMD Lunte MP Felix Mutati has revealed that he will tomorrow, Thursday hold a news conference at 09:30 Hours at Chainama Hotel where he will issue a response to his expulsion.

New World Bank report on Zambia highlights mining sector challenges

A new report released by the World Bank’s Independent Evaluation Group (IEG) highlights the importance of prudent resource management and sound economic fundamentals for mineral resource-dependent countries like Zambia.

The IEG evaluation, World Bank Group Engagement in Resource-Rich Developing Countries: The Cases of Bolivia, Kazakhstan, Mongolia, and Zambia, looks at the experience of four countries with huge dependence on non-renewable natural resources including Zambia.

It explores what these countries can do and learn from each other in order to better weather the cyclical nature of commodities markets. The report also looks at how development partners like the World Bank Group can engage more effectively with their resource-rich country clients.

Speaking at the report’s launch in Zambia, Vice-President Inonge Wina said the evaluation meeting is a symbol of moving forward, by looking into the past. Zambia needs to develop a culture of monitoring and evaluating our development effort in order to plan smart.

She informed the gathering that the Ministry of Planning is consulting with various stakeholders in the country to ensure that the Seventh National Development Plan (SNDP), is developed in a more coordinated and consultative manner, so that it takes into account the various drivers of poverty in the country. The idea is that the Seventh National Development Plan, is made to deliver outcomes that will practically contribute to achieving the country’s aspirations in the Vision 2030, of becoming “a prosperous middle-income nation by 2030”.

“The Bank stands by Zambia and will help the country to prepare for potential copper price volatility by jointly exploring alternative scenarios and appropriate arrangements for sound fiscal management and monitoring over the medium-term as well as for developing contingency plans, said Ina-Marlene Ruthenberg, World Bank Country Manager for Zambia.

“This I believe will help Zambia with some coping mechanism each time the copper prices fall. We have come to learn about the cyclical nature of the copper prices and each time it falls, it brings about economic hardship particularly to the poor.”

IEG’s report identifies three inter-related areas that resource-rich developing countries consistently grapple with, namely the prudent management of revenues; economic diversification through finding growth and employment in the non-extractive sectors; and ensuring that the benefits of economic growth and revenues are widely shared within the society, contributing to human development, poverty reduction, and environmental sustainability.

The new IEG report comes on the back of another World Bank report, the Zambia Economic Brief (December 2015), which projects that Zambia’s growth will fall below 4% in 2015 after years of 6.4% average growth between 2010 and 2014.

“Beyond balancing fiscal prudence and diversification, continued social investment in sectors like health and education must remain a priority,” said Nick York, IEG’s Director for Human Development & Economic Management. “The challenge for many countries is to design and implement the right human and social development investments.”

The lifting comes three months after it was effected following an attack on the radio station and the disruption of a live discussion programme featuring Rainbow Party President, Winter Kabimba by PF cadres on November 29.

Breeze FM owner and Director, Michael Daka announced the lifting of the suspension last night.
The decision follows an apology made by Eastern Province, Permanent Secretary, Chanda Kasolo when he addressed journalists during the national World Radio Day celebrations held in Chipata over the weekend.

The permanent secretary said that government will protect journalists from hooligans who attack them.

Apart from those who attacked Breeze FM Radio Station , other PF cadres invaded and disrupted the broadcast of a political programme on Chikaya Community Radio Station in Lundazi District.
Other PF cadres also attacked and humiliated reporters from The Post Newspaper and Feel Free Radio Station who were investigating anomalies in the voter registration exercise in Vubwi District on the border with Malawi.

Mr Daka hopes that government will uphold the assurance given to journalists by Eastern Province Permanent Secretary so that Breeze FM and its staff can cover the forthcoming General elections without fear or favour.

He however noted that despite the decision to lift the suspension to cover political news and programmes, management of Breeze FM was still disappointed that non of the PF cadres who criminally trespassed into the radio station had been arrested.

The coverage and broadcast of political news and programmes on Breeze FM resumes on March 1st.

The Evangelical Youth Alliance says it will help the ruling PF to campaign due to President Lungu’s commitment to upholding Christian morals in his governance style.

Speaking in an interview EYA Executive Director Rev Moses Lungu said his organization will support the PF in the coming election because the party has shown commitment to Christianity as can be seen from the building of a national tabernacle.

He has called on other Christians in the country to support the PF and ensure that President Lungu continues to promote Christianity beyond 2016.

“We are coming out in the open to tell the nation that we will be supporting President Lungu and the PF in the coming elections for the simple reason that Edgar Chagwa Lungu has stood up for the Christians in this country, he has stood by up holding Zambia as a Christian Nation, he has stood by coming in the open to declare a day of national prayers and he has stood by building a national house of prayers for all the Christians to go and pray.

“As EYA we are going flat out to tell young men and women to vote for PF because the PF have shown their love for us Christians. We need to help support the PF to continue with their programs until 2021,” he said.
