THE Industrial Development Corporation Zambia Limited (IDC) has pre-approved 11 bidders to develop the initial 2 x 50 megawatts (MW) Utility-Scale Solar Photovoltaic IPP projects.
The projects are under round one of the 600MW scaling solar project announced and launched earlier this year.
The 11 firms are EDF Energie Nouvelle of France; Scatec Solar of Norway, Access Eren Zambia 1 of France, Mulilo Zambia PVI Consortium of South Africa, and Enel Green Power (EGP) of Italy.
Others are Globeleq of the United Kingdom, International Power SA/Engie of Belgium, Neon First Solar of France, Shanghai Eletric Power/Avic of China and Africa Infrastructure Investment Fund 2-Old Mutual – Life Insurance Company –Cobra/CDE of Mauritius and Grupo T-Solar of South Africa.
The companies have been pre-qualified to participate in the Request For Proposals (RFP) to develop the first-ever grid connected solar PV power plants in Zambia to be located in the Lusaka South Multi-Facility Economic Zone.
This is according to a statement released yesterday by IDC chief executive officer Andrew Chipwende.
Mr Chipwende said the pre-qualification followed a competitive Request For Qualification (RFQ) process that ran from October 5 to November 13, 2015, in which 48 applications were received.
President Edgar Lungu chats with Chief Nkana at State House. 15 Lamba Lima Chiefs held meeting with the Head state,They were lead by Senior Chief Chiwala and Senior Mushili- Picture by Eddie Mwanaleza/State house 24-12-2015.
PRESIDENT Edgar Lungu has said that he will not allow a developer who has acquired huge tracts of land covering three chiefdoms in Lufwanyama district on the Copperbelt to displace local people.
The President said that he was shocked to learn that the land, which could be bigger than Lusaka, has been given to one developer who is now threatening to evict people in Lufwanyama.
President Lungu has described the development as a big scandal which Government has to deal with to protect the people from eviction.
The head of State said this when he met Lamba chiefs from the Copperbelt at State House yesterday.
This is according to the Zambia National Broadcasting Corporation (ZNBC) news monitored in Lusaka last night.
President Lungu has assured the people of Lufwanyama that Government will support them and ensure that they are not evicted.
Meanwhile . President Lungu has assured chiefs countrywide that the proposed national land policy will not come into effect unless it upholds their aspirations.
Mr Lungu said the proposed land policy, which he only came to know about on Wednesday and is not yet before Cabinet, could not be approved without a thorough consultative process.
The proposed land policy will limit the powers of chiefs on customary land allocation with the major concern of the traditional leaders being increased cases of illegal land allocation.
“I saw this proposed national policy on land yesterday (Wednesday) but let me assure you that it is not yet in effect and has not even been brought to the attention of Cabinet.
“It is just a proposal by the ministry of Lands, Natural Resources and Environmental Protection, but it must be interrogated and if we are not satisfied with its provisions, we will discard it,” he said.
The Head of State was speaking at State House in Lusaka yesterday when he met with 15 Lamba traditional leaders from the Copperbelt Province.
Justice Minister Ngosa Simbyakula, Chiefs and Traditional Affairs Minister Joseph Katema, their Copperbelt counterpart Mwenya Musenge and State House officials were present during the meeting.
Mr Lungu said he was aware that the Zambia Land Alliance was among civil society organisations championing the new policy on the premise that it had worked well in other countries on the continent.
He, however, said Zambia would not adopt any laws on the basis of comparison with other countries.
The President asked Dr Simbyakula to issue a statement on the matter after he noted that the amended Constitution would give chiefs a say on matters of land in their regions.
Dr Simbyakula reassured the traditional leaders that the Patriotic Front (PF) Government was a listening administration which would ensure that every implemented policy upheld the interests of Zambians.
He was also happy that there were minimal cases of succession wrangles in the Lambaland, and urged the traditional leaders to continue upholding peace in their chiefdoms.
He said development projects would be rolled out to all the chiefdoms so that people could benefit regardless of their status.
“We have incorporated the Zambia National Service (ZNS) to open up roads and although all this cannot be done overnight due to resource constraints, it shall be achieved,” Mr Lungu said.
He directed Mr Musenge to ensure that the ZNS units in the province executed the works in good time for the areas to attract development.
Senior Chief Chiwala, who spoke on behalf of the traditional leaders, assured the Head of State of continued support towards the Government’s development agenda.
After the meeting, President Lungu had lunch with the chiefs.
Apart from Senior Chief Chiwala, other traditional leaders in attendance were senior chiefs Mushili and Ndubeni, who sent a representative, and chieftainesses Shimukunami and Malembeka.
Other chiefs were Nkambo, Kalunkumya, Lesa, Machiya, Mwinuna, Nkana, Lumpuma, Mukutuma, Shibuchinga and Fungulwe.

“It is my sincere hope that the recipients of this pardon will do their very best to contribute to society positively, as a way of paying back for the mercy that society has shown to them.”
Meanwhile, the President has called on the people of Zambia to find time to spend with their families and if they can to extend their help to the needy in society.
“On this occasion, I want to urge all citizens to join me in reflecting on the meaning of life as individuals and collectively as a nation in the collective spirit of promoting our cherished One Zambia One Nation motto which knows no tribal barriers, no religious divide and indeed no other divisive tendencies.”
“It is time to ensure that as we celebrate the birth and life of our Saviour Jesus Christ, we do so responsibly, caring for one another, respecting one another and importantly those who have, extending their hand of assistance to those who don’t have.”
“There can be no greater good than aspiring for virtues that helps each one of us to become better citizens. Take every opportunity, every situation and make it better.”
“This is the meaning of our faith as Christians and indeed our collective declaration that we are a Christian nation,” the President said.
“I want the nation to know, the year 2015 which is coming to pass has had its own challenges and opportunities. Let us expand on the opportunities and learn to live as one nation, united as one Christian family. As a fellow believer in the Christian faith, I beseech you to stay home with your family, share whatever little you have with family and neighbours and above all thank God for just being alive this day.”
“Nothing beats the gift of life, which we are all enjoying. Challenges in our lives are abound but let us remember the scripture John 3 Vs 16 which states: For God so loved the world that He gave his only begotten Son that whoever believes in Him should not perish but have everlasting life.’’
“Let us also learn from the wisdom of Romans 6:23 which states that: For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord.”
“Fellow citizens of this God fearing nation, may the Good Lord fill your hearts with all the joy and peace, believing that the power of the Holy Spirit may fill you with immense hope. Please desist from over indulging in festivities. We all must go through this festive season, refreshed and ready to continue on our onerous task of nation building,” the President said.
Energy and Water Development Minister Dora Siliya has today appointed a Zambian businessman Dillion Chipungu as the new Chairman for the Zesco board.
Ms. Siliya said in a statement today that Mr Chipungu brings business skill and private sector experience to the ZESCO board.
The Energy Minister asked Mr Chipungu to bring good governance to ZESCO.
She instructed the new board chairman to work closely with ZESCO management and other board members in addressing the current power crisis.
Ms. Siliya asked Mr Chipungu to ensure ZESCO positioned itself as a efficient service deliverer to the people shared timely information with the public regarding the crisis and also adhered to transparency in procurement processes.
Ms. Siliya who appointed the new ZESCO board just a week ago wished Mr Chipungu the best in his appointment.
Zesco has not had no board for over a year and the new board was appointed a week ago after cabinet ratified the names submitted by Ms Siliya.
PF Deputy Secretary General Mumbi Phiri
Patriotic Front (PF) Deputy Secretary General Mumbi Phiri said that the people who attacked a meeting of Muslim women addressed by Forum for Democracy and Development (FDD) leader Edith Nawakwi were FDD polling agents seeking payment.
Mrs Mumbi said that the FDD leader should pay all the polling agents instead of accusing the PF of being behind the attack on the Mtendere mosque.
Ms. Phiri said that it is sad that the opposition political parties are insulting the president on petty issues instead of engaging the PF leadership, before adding that such uncultured behavior was unacceptable.
Mrs. Phiri stated that opposition leaders should respect the president and accept that he is their president until the next elections.
Mrs. Phiri said that it was unfortunate that opposition parties in Zambia have reduced themselves to mere groupings of alarmists and propaganda bearers, stating that the language of opposition leaders has become not only disgusting but inciting too.
She said that the opposition have abandoned democracy and embraced the culture of insulting the President
However, FDD has refuted claims by the ruling PF that the cadres who attacked FDD Leader Edith Nawakwi’s meeting in Mtendere were demanding to be paid their dues as polling agents during the 2015 Presidential by-election.
FDD Spokesperson Antonio Mwanza said that all FDD polling agents were paid just after the elections. Mr. Mwanza said that the cadres who attacked Ms Nawakwi were hired by the PF as opposed to claims by the PF Deputy Secretary General Mumbi Phiri that those who attacked her were unpaid election agents.
Mr. Mwanza said that it was disappointing that the PF leadership has refused to accept the responsibility of the Mtendere Mosque attack by their cadres on Tuesday. Mr Mwanza further said that his party has resolved to retaliate aggressively whenever they are attacked by PF cadres during their ongoing party mobilization.
Mr Mwanza has observed that the failure by the PF Leadership to take responsibility of violent acts by their cadres is in fact motivating them to engage in such negative vices.
Meanwhile, the Zambian Voice has urged political parties in the country to deal firmly with their cadres found perpetrating violence.
Zambian Voice Executive Director Chilufya Tayali said that as the Country heads towards holding the 2016 tripartite elections all political parties should ensure that their cadres uphold discipline.
Mr Tayali said that political leaders should take drastic decisions such as suspending the membership of cadres found engaging in violence.
Mr. Tayali said that his organization believes this will send a strong message to would be perpetrators of political violence.
He further advised political parties against engaging in acts that are in conflict with the law.
And PF Lusaka province youth information and publicity secretary Stanley Chiumya has urged his fellow youths in the ruling party to guard against being used to perpetrate acts of violence against other parties.
Mr. Chiumya has advised PF youths to realize that they are only denting the image of party and republican President Edgar Lungu by allowing themselves to be used as tools for violence.
He has also reminded PF youths that President Lungu has pledged to govern the country based on the One Zambia One Nation motto.
The Football Association of Zambia has announced the appointment of British based Coach Irfan Kawri as Assistant Coach of the Zambia national team.
In a statement, FAZ says the appointment is with immediate effect.
George Lwandamina remains Head Trainer and the rest of the Chipolopolo technical bench remains unchanged until further notice.
Kawri will soon join the squad in preparing the team for the Rwanda CHAN 2016 Final Tournament.
Irfan Kawri holds a British passport and in the late 1990s was called up to the Zambian National team due to him having a Zambian mother of Asian descent.
He never made a debut but trained with the team.
Irfan was at one time a Wigan Athletics scout and also studied Physical Education before becoming a P.E teacher.
The 35 year old has worked his way from non-league to league football in England.
Having failed to make a cut as a professional footballer, Kawri earned a Sports Science degree before attaining his football coaching badges.
He has coached in the lower tiers of English football but his breakthrough was at Wigan Athletic where he worked as an opposition scout.
In addition, he has completed a UEFA A licence preparatory course as well as analysing opposition for Jimmy Floyd Hasselbaink at Burton Albion, a league one English side.
He was also part of Hasselbaink’s backroom staff at Burton Albion.

Public funding of political parties may not make “economic sense.” But since political parties have an express moral obligation to serve the interests of Zambia and all its citizens, they need to be minimally supported through the public treasury to prevent them from falling prey to financiers with personal, corporate, partisan, and/or shady external interests.
Moreover, public funding of political parties is essential in weaning them from the influences of a few members who may have the wherewithal to fund their operations. This will lead to greater intra-party democracy.
Besides, such funding can reduce the enormous political advantage which the ruling political party enjoys over opposition parties, particularly during political campaigns when the Republican president and vice president use public resources at will to travel around the country for the purpose of canvassing for votes.
It can also enable opposition parties to gain some limited access to the mass media, to which the ruling party has free access through ZNBC, ZANIS, Times of Zambia, and the Zambia Daily Mail.
Without the envisaged public funding of political parties, particularly for political parties which are represented in Parliament, the ruling party will continue to dominate political activity in parliamentary and local government elections.
For a host of good reasons, therefore, I am personally in full support of the recommendations made relating to the funding and regulation of the activities of political parties. Implicit in these recommendations is their ultimate potential to promote intra-party democracy, democratic ideals in general, harmonious inter-party relations, national unity, patriotism, fair play, professionalism, and the evolvement of a viable multi-party system.
Felix Mutati
Movement for Multiparty Democracy (MMD) Copperbelt Women’s Chairlady Edith Mataka has revealed that Lunte Constituency Member of Parliament, Hon. Felix Mutati has continued organizing people to destabilise the MMD because of his ambitions to unseat current President Dr Nevers Sekwila Mumba. Commenting on yesterday’s press briefing in Kitwe held by another impostor called Suzyo Ngulube who was purporting to be the MMD Copperbelt Youth Chairman, Ms Mataka said Mr Mutati is a spineless “muselela kwakaba” who was wasting his time because the MMD structures are solidly behind Dr Mumba.
She said the real Copperbelt youth chairman is Chiko Chibale and that MMD has been aware for some time that Mr Mutati is being secretly funded by the ruling Patriotic Front (PF) to attempt to overthrow Dr. Mumba’s presidency using people who are not MMD office bearers. She said Mr Mutati plans to then negotiate to be President Edgar Lungu’s Running Mate under the 50%+1 electoral system.
There was commotion yesterday at Kitwe’s Hotel Edinburgh when a group of MMD die-hard youths stopped another stage-managed press briefing organised by Mr Mutati through his cadres Mr. Thabo Kawana and Mr Ngulube. The impostors later held the briefing from the premises of Olympic Milling company, who are believed to be involved in Mr Mutati’s clandestine political dealings.
The MMD youths got a tip-off about the planned briefing from journalists and workers from the hotel who decided to leak the information to MMD party officials in the Copperbelt. There has been a series of stage-managed statements in the media calling for an MMD party convention next year where Mr. Mutati is believed to be planning to overthrow Dr. Mumba’s presidency.
Ms Mataka said the MMD already knew about the press briefing from last week and that Kitwe District Commissioner Chanda Kabwe was also involved in the scheme. She said the Police were instructed to not act to stop the illegal press briefing even when they were told about it. The Kitwe Police were dragging their feet when they were told about the fake press briefing and kept insisting that the two MMD “factions” should sit and resolve their differences when in fact, there is only one true MMD group with the others being impostors.
Ms Mataka said that it was disappointing that the Edinburgh Hotel did not even bother to verify whether the impostors were bona-fide MMD members and they risked being cited as an accomplice when the MMD takes legal action against Mr Ngulube and his henchmen. He said she told off the Hotel management for their sloppiness.
“In recent weeks, Mr Mutati through his stooges has been speaking from both sides of his mouth. Sometimes he says we are united and that the MMD only has one president while in other cases, he says he would be happy to stand as MMD president if given a chance. He has continued pretending to the MMD that he is supporting Dr Mumba when the truth is that he is not. He is a snake. We know all his moves in advance. Mr Mutati has a history of inconsistencies, U-Turns and denials than for standing up for what he believes in,” said Ms Mataka.
“All these people calling for a convention next year are just paid stooges for Mr. Mutati. They are all stranded and finished former members of the party, most of whom were last in the party during the Levy Mwanawasa regime and had resigned or defected to other parties. This already proves that the party is behind Dr Mumba. No genuine party official is doing what these fake people are doing,” said Ms Mataka.
The disgruntled Mr. Mutati has never gotten over his defeat by Dr Mumba at the 2012 MMD Convention where he only managed 30% of the vote against Dr Mumba’s 70%. Mr Mutati was hoping to land the UPND Vice-Presidency but got snubbed by the UPND President Hakainde Hichilema due to his inconsistencies and political cowardice. Mr Geoffrey B Mwamba was appointed to be UPND Vice-President instead, even though Mr Mutati tirelessly campaigned for Mr Hichilema during the January 2015 election campaign and abandoned his own party the MMD.
KITWE MMD officials calling for the party convention to replace party president Nevers Mumba yesterday clashed with the pro-Mumba provincial leadership at Hotel Edinburgh where the district officials were scheduled to hold a press briefing.
The pro-Mumba group, led by provincial chairman Dennison Chisunka, stormed the venue of the meeting and told the district and constituency leaders to stop their meeting because it was illegal.
Others who accompanied Mr Chisunka were the women’s’ chairperson Edith Mataka and provincial information and publicity secretary Peter Phiri.
But, the district officials told off the pro-Mumba provincial leadership and called them failures who had brought down the party because their interest was ‘‘to eat from Dr Mumba who was not a saleable candidate’’.
A bitter exchange of words ensued between the two groups, forcing the hotel management to cancel the meeting because the noise from the two groups was disturbing other clients at the hotel.
Earlier, Ms Mataka threatened the anti-Nevers Mumba group with violence by mobilizing thugs to beat them up.
“There is only one MMD under Nevers Mumba, but what are you doing now; you are being stupid. Let me go and call thugs to come and beat you up,” said Ms Mataka.
After Ms Mataka went out, Kwacha constituency information and publicity secretary Peter Muchonka told Mr Phiri in his face that all those who were following Dr Mumba were failures who had brought MMD down and that their interest was only to eat.
He said even if Dr Mumba was allowed to stand on MMD ticket in the 2016 elections, he would lose miserably than he did in the 2015 Presidential elections.
“You, Mr Phiri, we don’t even know where you came from and you want to intimidate us with Ms Mataka. You can’t intimidate us. You don’t know where we have come from with MMD. Nevers Mumba cannot win an election because he is not a saleable candidate.
“If Nevers Mumba is allowed to contest the 2016 elections, he will lose miserably. Actually, he will lose miserably than he did in the 2016 Presidential by-election.
‘‘You, Mr Phiri, you know that Nevers is not a saleable candidate, but you can’t tell him the truth because you want to continue eating from him,” Mr Muchonka said.
After the meeting was cancelled, MMD Copperbelt provincial youth chairman Suzyo Ngulube who was supporting the calls for the convention to replace Dr Mumba managed to hold a press briefing where he advised Dr Mumba not to mislead party members that the convention will be held in 2017, but to start preparing for the same next year.
Discussions underway at Dr Mumba’s residence with western envoys
Some western diplomats today met MMD President Dr Nevers Mumba and some MMD officials to discuss an incident in which he was teargassed by police in Eastern Province.
The meeting held at Dr Mumba’s residence in Kabulonga in Lusaka was attended by U.S. Chargé d’Affaires to Zambia David Young who was joined by German Ambassador Bernd Finke and Bruce Lawson-McDowall of UKAID.
They envoys wanted to discuss freedom of assembly and the recent disruption of an MMD party meeting in Lundazi, Eastern Province.
The diplomats wanted to get details of the incident in Eastern Province as a way of establishing the facts surrounding the incident.
They also raised concern over the rising levels of political violence in Zambia.
Dr Mumba has indicated that he may seek legal redress over the incident.

Meanwhile, Inspector General of Police Kakoma Kanganja has urged police officers to apply the Public Order Act fairly but firmly to all regardless of their party affiliations.
The Police chief has directed all provincial police commissioners to engage politicians and civil society organizations to explain the provisions of the Public Order Act.
Mr Kanganja said he was directed by President Edgar Lungu to ensure that the Public Order Act was applied fairly but firmly.
Mr Kanganja said this yesterday at the Police headquarters in Lusaka when he addressed officers.
“The Zambia Police has scaled up preparations for policing the forthcoming general elections in 2016,” he said.
Mr Kanganja said the command had noted the numerous concerns raised by the general public about the partisan position taken by some officers during their discharge of their duties.
“To this effect, all officers have been warned to desist from such behaviour and I wish to assure the Government that any officers found wanting will be shown the exit door,” he said.
He reminded police officers that discipline was the cornerstone of the police service and they must ensure that they adhered to the Police code of conduct at all times.
“Complaints of officers being seen to compromise with cadres involved in breaching the law have sometimes taken centre stage in the press. This is a matter of concern to us which is seriously being addressed because it has the potential to ruin the legitimacy and integrity of the police,” Mr Kanganja said.
He directed police officers to be professional and ethical in their performance.
Speaking at the same occasion, Home Affairs Minister Davies Mwila called for professionalism among police officers ahead of the 2016 general elections.
“Complaints of officers being seen to compromise with cadres involved in breaching the law have sometimes taken centre stage in the press. This is a matter of concern to us which is seriously being addressed because it has the potential to ruin the legitimacy and integrity of the police,” Mr Kanganja said.
He said if police officers choose to be selective when carrying out their duties then electoral violence would continue.
Mr Mwila said no police officer should receive directives from any politician in the line of duty, adding that Government had allowed the police to operate independently.
But Law Association of Zambia (LAZ) president George Chisanga feels there is need for an urgent consultative meeting of stakeholders and the Police to discuss the way forward on the implementation of the Public Order Act.
Mr Chisanga bemoaned the continuous political violence in the country.
He said an immediate consultative meeting was the way the country could reduce incidents of political violence.
“I think the political violence in the country is getting a little bit serious and it calls for urgent action, because if this is not addressed as soon as possible, we will not be able to enjoy the peace that we have enjoyed as a nation over the years,” Mr Chisanga said.
He reiterated the need to review the Public Order Act as soon as possible, saying that it would bring order and sanity in the country.
This past week has been an extremely difficult week for the body of Christ, believers across this country and many Zambians. We’ve lost a general in the kingdom by the name of Bishop Sky Zibani Banda. As for me, my memories of this great servant of God are as fresh as they were 35 years ago when I served under his ministry as a Youth Director at Maranatha Assemblies of God. I served him as his youngest Elder at Maranatha. I was only 20 years old when I was an Elder.
We share a common heritage with the late Bishop Banda. We were confronted with a decision to choose a Pastor and I will never forget when I proposed his name to be the Pastor of Maranatha Church 35 years ago, he was not even in the country but studying in the West Indies. And I look back now that the proposal I made for him to be pastor of Maranatha has stood the test of time because he never left until just a few days ago when the Lord called him home.
He goes home as a mentor to many, including myself. Bishop Banda was my last pastor before I myself became a pastor. And as he goes, out hearts will continually cherish the moments that we had with him and his dear wife Sophie who also left us last year.
To the younger men and women that are being called into the ministry, Bishop Banda will always remain as an icon within the body of Christ demonstrating character, clarity and ministry of the word and diligence in the word. And therefore as we bid him farewell, I say to my elder brother as he sits by the side of the Lord, I say to him: “Farewell my elder brother. May the Lord keep you as you await that great day when all of us shall gather around that great throne. We shall miss you. Farewell, farewell.”

THE Zambia Medicines Regulations Authority (ZAMRA) has said it will
soon carry out raids on illegal drug stores and pharmacies that were
not following the right procedure in Kabwe.
ZAMRA Public Relations officer Ludovic Mwape said his organization was
carrying out country wide raids and that they had conduct them in two
provinces.
Mr Mwape said they had conducted the raids in Lusaka and the
Copperbelt were a number of people had been prosecuted.
He said a total of 48 arrests were made in the two provinces while
other cases were still in court pending judgement.
“We arrested a total number of 48 people in Lusaka and Copperbelt
while 8 cases were still in court just waiting for judgement,” he
said.
Mr Mwape said people dealing in illegal drugs and were not registered
with ZAMRA were putting people’s lives at risk because only qualified
pharmacists were supposed to administer medication to people.
He said it was unfortunate that even unqualified people were being
allowed to prescribe medication to customers even though they did not
have any experience.
Mr Mwape said any one found wanting risked being imprisoned with a
minimum penalty of 5 years in prison and a fine of K 600,000 or both.
“I would like to urge those people that are dealing in this trade in
Kabwe to stop because they risk being imprisoned with a minimum of 5
years or a fine of K600, 000,” he said.
He said ZAMRA would not relent in bringing the culprits to book and
that people that were involved needed to follow the right procedure.
Home Affairs Deputy Minister Panji Kaunda (middle) greets an inmate at Livingstone Central Prison
GOVERNMENT has directed the provincial police command in Eastern Province to quickly arrest people who were involved in the beating of journalists in Vubwi District.
Home Affairs Deputy Minister Colonel Panji Kaunda said yesterday that it was unfortunate that the police were still claiming that were still investigating the beating of journalists and invading into Breeze FM during a live programme by known people.
Col Kaunda said Government would like to see an action over the matter from the police.
He said President Edgar Lungu was clear that he would not condoned lawlessness in the country.
He said people were becoming suspicious that the two matters involving Breeze FM and attack on journalists were taking long for police to conclude investigations.
“How can police take two to three weeks just to investigate Breeze FM incident and the other attack on two journalists in Vubwi District?.We don’t want stories anymore from the police but we should see an action towards the arrest of people who were involved in the attack,” he said.
Col Kaunda said the two journalists have continued complaining that there was no action that was being taken by police despite reporting the matter.
He said he was not happy with what the police were doing in reluctantly moving in and arrest the people involved.
And Chipata Press Club Vice Chairperson Oswald Yambani II said the club was concerned that the police in Chipata have not made arrests to people who attacked journalists in Vubwi.
Labour Minister Fackson Shamenda
MINISTER OF Labour and Social Security Fackson Shamenda says the Patriotic Front (PF) will uphold its policy of not interfering in the running of parastatal companies because it has begun to produce positive results.
He said the non-interference policy has helped the Workers Compensation Fund Control Board (WCFCB) to transform into one of the five best performing of the country’s 30 parastatal companies.
Mr Shamenda said the PF will continue to allow parastatal companies to run freely without political interference to make them professional and effective.
“Out of 30 parastatal companies, only five are doing well, and WCFCB is one of them. WCFCB is breaking even and is able to pay pensioners on time. This is what happens when you have the right management and there is no political interference,” he said.
Mr Shamenda was speaking in Chisamba on Tuesday evening when he closed the last meeting of the outgoing board of directors, whose term of office expires at the end of the year.
“I want to assure you that there will be no interference. WCFCB has changed because there has not been political interference, and that is the way we will continue,” he said.
Mr Shamenda listed a number of achievements the fund has scored under current chief executive officer Elizabeth Nkumbula, and thanked the board and management for their hard work.
He commended the fund for increasing the monthly pension for former workers who have suffered disability while in service by 100 percent.
Mr Shamenda commended WCFCB for reducing administrative costs from 88 percent of its income in 2011 to 26 percent by end of November this year.
And outgoing board chairman Robinson Sikazwe said despite the fund’s achievements in the last three years, there is a lot of work to be done on the improvement of monthly pensions.
“It is for this reason that we wish to assure that attention is being given to the amendment process of the Workers’ Compensation Act number 10 of the Laws of Zambia,” he said.
And Dr Nkumbula thanked Mr Shamenda and the board for their unflinching support to management.
