President Lungu flashing PF symbol upon arrival at Solwezi airport todayPresident Edgar Lungu says he will not discriminate or favour any tribe when appointing people to positions of authority.
Speaking at Solwezi airport today when he addressed people who welcomed him, President Lungu said he was shocked that some people have condemned him for appointing Richwell Siamunene as Defence Minister on account that he is Tonga.
The president said as long as PF remains in power, it will be a party for all Zambians.
He said Mr Siamunene deserved the appointment of Defence Minister by virtue of being Zambian.
President Lungu said he had confidence in the Sinazongwe parliamentarian because he has faithfully worked with the Patriotic Front since the time of late President Michael Sata.
The Head of State said all Zambians who work with the PF qualify for appointment.
And Mr Siamunene said he decided to work with President Lungu because his goal was to bring development to the country.
He said all Zambians should support President Lungu for the betterment of their lives.
Meanwhile, President Lungu expressed disappointment that some people are using money to buy their way to be adopted for the Solwezi West parliamentary seat.
He said he had information that some aspiring candidates were paying constituency and district officials so that they can be adopted on the party ticket.
Mr Lungu assured the people that the party will pick a candidate who people want and not leave it to party officials in constituency, district and provincial committees to pick a candidate as they may have been compromised.
President Lungu is in Solwezi enroute to Zambezi to officiate at tomorrow’s Lunda Lubanza traditional ceremony of the Lunda of Senior Chief Ishindi.
He is accompanied by Mr Siamunene, Agriculture Minister Given Lubinda, Justice Minister Ngosa Simbyakula, State House Deputy Minister Mulenga Sata, Bwana Mkubwa Member of Parliament Emmanuel Chenda and PF deputy Secretary General Mumbi Phiri.
President Lungu was received by North-western province permanent secretary Amos Malupenga and the PF provincial leadership.

Education Deputy Minister Sydney Mushanga has directed Covec Construction Company constructing a K45 million Michael Chilufya Sata girls boarding school in Isoka District of Muchinga Province to immediately suspend the works until a new source of crashed stones is found.
Mr. Mushanga who was accompanied by Provincial Education Officer (PEO) Ruth Zulu, District Commissioner Major Joe Siwila and engineers from the PEOs office, said government is spending a lot of money on projects and wants to see the value of money being spent through quality work.
The visibly annoyed Deputy Minister who visited the construction site yesterday in Kantensha area said works at Michael Chilufya Sata girl’s boarding school will only resume after the contractor has found proper crashed stones.
He also directed engineers from the PEO’s office in Chinsali to ensure that they follow up the matter to see to it that the contractor complies with the project specifications.
At Chibale Boarding School in Chama District, the Deputy Minister was equally disappointed with the poor workmanship on the K45 million project which has resulted into the demolition of 15 staff houses whose construction had reached window level.
Mr. Mushanga said it is important that the contractor, Kegon construction has agreed to bear the cost of demolishing and reconstructing the structures which have been condemned.
He also expressed disappointment over the unnecessary delays on the project saying it is disappointing to see a project that commenced in 2013 only covering about 3 percent of total works in two year.
The Deputy Minister has however, assured the people of Chibale that the project will now move fast with the coming on board of a Chinese contractor Zambian Ferrous Construction Company who has partnered with the Zambian contractor, Kegon to construct the Chibale boarding secondary school.
He also appealed to the new joint management team to ensure that they procure all the needed materials for the project and ensure that they deliver them to the site before the onset of the rains as Chibale road becomes impassable during the rainy season.
Mr. Mushanga added that government will also do its best to ensure that money for the Chibale project is given first priority and released on time in order for the project to move fast.
He said the nearest secondary school for the people of Chibale is 75 km in Isoka and school going children cannot continue suffering hence government commitment to ensure that the project is successfully completed in the shortest possible time.

Minister of Youth and Sport Vincent Mwale has challenged youths in the country to strive in becoming own employers after acquiring the necessary skills.
Mr. Mwale said this is the only way youths can empower themselves and reduce the dependence syndrome of being employed.
The minister however said government will continue to create an enabling environment in which youths with various skills can actualise their dreams.
Mr. Mwale said this in Lusaka today at the 7th graduation ceremony of Mulele Mwana Youth Skills Training Center.
A total of 145 students graduated in Food Production, Automotive Mechanics, Power Electrical, Carpentry and joinery among other courses.
And Mulele Mwana Youth Skills Training Center Board Chairperson Prisca Sampa disclosed that this year’s number of graduates represents a 12 percent increase from last year.
Mrs. Sampa has since appealed to government and other stakeholders to assist the institution in expanding the existing infrastructure due to the rise in enrolment levels.

Poachers have killed 30 Elephants in Mushingashi Conservancy Game Reserve in Kafue National Park’s northern tier in the last six months, it has been learnt.
This was revealed when President Edgar Lungu’s Special Assistant for Project Monitoring and Implementation, Lucky Mulusa visited the game reserve on Thursday.
Mushingashi Conservancy Game Reserve is run by Darren Watt who told Mr Mulusa that they are not getting help from the Zambia Wildlife Authority in curbing poaching in the area.
Mr Watt said ZAWA needs to get more involved in preventing poaching in the area.

Mighty Mufulira Wanderers have been slapped with a six-home-match ban and ordered to play their homes game away from Mufulira.
The FAZ disciplinary committee moved swiftly on Friday following last Saturdays abandoned home game at Shinde Stadium against Zesco United following a riot after the visitors had taken a 31st minute lead through Winston Kalengo.
Zesco have been handed the three points and a 3-0 win while Mighty have also been fined K5000.00.
Mighty’s two assistant coaches Chewe Mulenga and Moses Kashimoto have also been handed a two-match touchline ban over the incident and fined K2000.00 each.
The news means Mighty will not play any home games at Shinde in 2015 until the 2016 season.
Mighty’s next home game is against Power Dynamos next weekend.

KAPA187: Briefly tell us about yourself
Brawen: My names are Kombe Eddie Besa off course known as Brawen when it comes to my music and entertainment side of life, i was born around 21:05 hours on July 19th of the year 1996 and i am a third born in the family of four guys. I love music and am usually made happy by every piece that comes together to form music, i won’t forget to say my life is based on the kindness and grace of GOD.
KAPA187: You started rapping at an early age of 13. What made you take it up more seriously?
Brawen: I took up music more serious respectively as a result of the inspiration and motivation I got after doing my first song(That’s enough).I felt the impact that music brought on me and it was something that was building me up into someone with a free mind generally expressing myself through the music so i just couldn’t let go. I mean the passion i have couldn’t let me.
KAPA187: Tell us how it felt when you won the chance to be on the remix of Eddie Black’s hit single “where are you”
Brawen: Firstly I have always been a huge fan of Eddie Black, if not I wouldn’t have seen the post about the “where are you” remix. I honestly felt and knew that the long awaited journey had begun after I received that call from Eddie Black saying i won the competition. In my imagination was me sitting at home and watching my video for the “where are you”remix.On top of it i had a huge celebration in my heart and soul because finally i was signed under a record label called Helium Prime Media.Oppotunities came and went away but this one is what i was looking for so it was a new day for me.
KAPA187: Hip hop in Zambia right now is the most popular genre of music. With many new artists coming onto the scene. What is it that separates you from the rest?
Brawen: I am usually separated from all these other upcoming artists by the fact that i don’t rap or talk about things that i don’t have. I don’t brag about money, cars or a big mansion that i don’t have instead i choose to brag about my lord because he is all i got. I choose to be a voice for the voiceless or a mouthpiece that lives to promote what’s good for mankind because I have noticed we care too much about things that really don’t matter. At this point I want to say i am not scared to be different.
KAPA187: Being that you are still young is furthering your education a priority or are you concentrating on your music career?
Brawen: Honestly, my concentration is on the music. It’s just not music to me, its part of my life rather so i will further my education but honestly it will still bring me back to music.
KAPA187: What does the word “Success” mean to you? What do you feel you need to achieve in order to be considered a successful artist?
Brawen: To me success is achieving every dream we have and being an inspiration to both people who believed and never believed in the dreams we had. To be a successful artist i feel like i need to get my music heard by everyone (young and the old) not because I am a genius but because I speak in the language everyone understands and that language is reality.
KAPA187: Who are some of the artists that inspire you, both locally and internationally?
Brawen: I am inspired by the likes of Lecrea,Trip Lee,Pompi,Eddie Black,KB, Mc jin,Magg 44, Chef,Abel Chungu,Andy mineo,Tedashi,Da truth,Flame,Chris Brown,Kendrick Lamar,Slap dee,T.i,Ace hood,Drake,Papa san,Mali music,Jay rox,a.k.a,Ice prince,J cole and many others.
KAPA187: Where do you see yourself in the next 5 years?
Brawen: In the next five years i see myself busy on a daily basis, moving in and out of the country spreading the love, with at least two albums and a few awards.
KAPA187: Do you have any hidden talents?
Brawen: Apart from music I can also play football but I have come to realize and understand that my passion is in the music and not football.
KAPA187: Any last words for your fans…
Brawen: My last words to my fans are nothing more than just a big thank you to everybody who has been taking their time to download and share my music. Republican President Edgar Lungu says his performance since assuming office early this year speaks for itself.
President Lungu says anyone can tell how much change has taken place in the country during the last seven months of leadership.
He says the number of foreign Heads of State that have visited Zambia in the last 7 months are a rating for anyone to see that Zambia’s international profile has improved.
President Lungu has cited his recent trip to Malawi as one such indicator that speaks for itself pertaining to his performance.
He notes that besides improving trade between Zambia and Malawi, he is certain such trips to neighboring countries will enable Zambia know what is happening in the region.
President Lungu says he does not want Zambia to lag behind in regional matters, stating that his desire is to see the country become a leader in the region.
And President Lungu has reiterated that traditional leaders play a critical role in reaching out to the common man on the street.
He says if government therefore involves traditional leaders in Zambia’s development agenda it is likely to achieve its goal.
The Head of State states that this is why he is usually encouraged to meet with chiefs and exchange notes with them on how they are fairing and inform them of how government is doing.
President Lungu was speaking to journalists in Lusaka this morning shortly before departure for North-Western Province for a scheduled two day visit to Solwezi and Zambezi districts.

United Party for National Development(UPND) President Hakainde Hichilema has accused President Edgar Lungu of abusing the authority of his office by directing police officers to arrest innocent political opponents based on rumuors.
Speaking at a press conference this morning, the UPND leader said that there are serious violations the our country’s governance systems by the President of the Republic of Zambia Lungu and his PF party and government against opposition leaders, members and jounalists and ordinary citizens.

Good morning
We thank you sincerely for making time from your busy official duties to attend this press briefing called at short notice. The purpose of this Press briefing is to bring to your urgent attention serious violations to our country’s governance systems by the President of the Republic of Zambia H.E Edgar Chagwa Lungu and his PF party and government against opposition leaders, members and jounalists and ordinary citizens. We also want to use this press conference to appeal for urgent collective efforts to bring to a stop these blatant violations before our peace and loving nation is plunged into a violent and lawless country especially as we head towards the 2016 Presidential and General elections.
Your Excellences, members of the press, ladies and gentlemen.
What exactly are these serious violations?
1. Violence, Intimidation and threats
2. Lack of freedom of speech and assembly
3. Abuse of government institutions to suppress political opponents and citizens
From 2011 when the PF came into power, our country witnessed a number of serious incidences of violence firstly within PF against fellow members of the party. We witnessed high levels of lawlessness and anarchy whereby PF cadres could demonstrate against their own leaders without police permits, by blocking roads and inconveniencing motorists without any regard and endangering innocent citizens.
In addition, the country has witnessed the closing of public offices such as District Commissioners, Town Clerks, RTSA offices just to mention a few. This has been done with impunity and in full view of the police.
Your Excellences ladies and gentlemen
You will recall the wrangles, controversy and violence surrounding the election of the PF Presidential candidate prior to the 2015 January presidential by-elections. The country witnessed violence including use of pangas, threats and intimidation including racial abuse against the Acting President Dr. Guy Scott. The country finally witnessed the selection of the ruling party President by show of hands with pangas against their own constitution.
Your Excellences, distinguished guests, ladies and gentlemen.
Initially we all thought this culture of violence and intolerance would come to an end but alas this has not happened. Instead the culture of violence has now escalated to alarming levels beyond the PF and extended to the opposition and ordinary citizens especially during by-elections.
This Country has witnessed unprecedented levels of politically motivated violence which has left some of our citizens with injuries and others dead.
Ladies and Gentlemen,
If this violence is not checked, this country is headed for anarchy. This we must never allow. We all know what happened in other African countries such as Kenya in East Africa, and Ivory Coast in West Africa.
Distinguished guests, ladies and gentlemen,
You will also recall how during our 2015 Presidential by-election the helicopter carrying our former First Lady Dr. Maureen Mwanawasa and former Deputy Speaker of the National Assembly Mrs. Mutale Nalumango was stoned by PF cadres when they attempted to address a campaign rally in Shiwang’andu Constituency in Chinsali. This incident happened in full view of the PF and government leadership.
The country has continued to witness violence against our women and youth in markets and bus stations including streets where they are struggling to earn a living. Everyday we hear how our women are being harassed and forced to pay levies to PF party cadres in markets and on the streets thereby denying the councils the much-needed revenue to provide social services to our people.
Bus drivers and operators are being forced to pay illegal levies to cadres at bus stations especially the intercity bus station which is controlled by PF cadres mainly of foreign origin with questionable immigration documents. These PF cadres have made the transport business sector in Zambia generally difficult for our bus drivers and operators. The PF government has deliberately ignored the Bus Stations and Market Act, which if implemented would have brought law and order in our transport sector and markets. Small scale farmers from surrounding districts of Lusaka such as Chongwe, Chilanga, Kafue and distant provinces like Eastern, Northern and Western Provinces are harassed and forced to sale their farm produce at low prices by PF cadres in full view of the police, particularly at Soweto Market.
Recently the country has also witnessed increased violence through the use of firearms (guns). This happened in the Mulobezi parliamentary by-election where UPND members were attacked and shot at by the Secretary General of the PF Mr. Davies Chama and the District Commissioner by the name of Mr. Manjolo. Despite the police knowing and witnessing these incidences, Mr. Chama and Mr. Munjolo have not been arrested by the police.
Your Excellences, ladies and gentlemen,
You may wish to know that the gun violence did not spare me and my entourage as we were also victims of the same when we visited the Copperbelt. Known PF cadres attacked us. We were blocked from appearing on a scheduled radio programme at Ichengelo radio station. Some of our scheduled meetings were deliberately disrupted by organized PF thugs. Members of the public who tried to attend our meetings were threatened and intimidated with violence.
All this is done just to make our party organization work difficult. This violence is not only targeted at opposition members, but also at ordinary citizens, students, professionals, journalists, the church, civil society organisations, bus and truck drivers, marketeers and other traders who may have just refused to pay money to known PF thugs.

It is most unfortunate that President Edgar Lungu is now abusing the authority of his office by directing police officers to arrest innocent political opponents based on rumuors. Only last week without shame he categorically stated that he had information that some opposition leaders were having meetings in some areas of Ibex Hill Lusaka planning violence ahead of the 2016 Presidential and General Elections. He also accused FDD president Edith Nawakwi of violence against the ECZ and directed her arrest. As if that was not enough he accused our own UPND Vice-President Hon. Geoffrey Bwalya Mwamba (GBM) PF MP for Kasama central that he assaulted a PF member and directed his arrest to which the police swiftly swung into action and arrested, charged and took him to court. President Lungu further accused and threatened the police for not arresting the opposition. This is a President who has never spoken or directed the police to deal with any of the above-mentioned violations against citizens and opposition members.
President Lungu has never condemned the political violence that has taken place in the by-elections or violence against marketeers and bus drivers in our markets and bus stations because that violence was perpetuated by PF cadres.
As a result, despite all these well documented evidence of violence, shootings, intimidation, abuse of public assets and sheer theft by PF thugs the police have failed to act for fear of losing jobs. Except in the case of the Kitwe PF thugs after enormous pressure and condemnation from some of the NGO’s, Church leaders and donors that we saw some arrests being made and matters referred to our courts. But can you imagine after being threatened with guns these thugs were merely slapped with a laughable charge of public obstruction and yet we were threatened with violence using guns.
However, on the other hand some of the opposition members who are framed of alleged political violent conduct have their cases tactfully twisted to harsh non bailable offences such as aggravated robbery just to fix and weaken the opposition. As I speak we are aware that we have one of our party member who has been detained for more than five months in Chelston police cells against the constitutional provisions.
Your Excellences, ladies and gentlemen,
What is most saddening and shameful to say the least is that only three weeks ago, I had the privilege of attending parliament and followed the debate on a private members motion moved by PF Chongwe MP Hon. Sylvia Masebo and seconded by MMD Lukulu East MP Hon. Dr. Kalila which was ‘Urging the PF government to ban the indiscriminate use of guns in the country especially during elections’.
What happened is that the PF ministers and members opposed this motion without regard for the lives of innocent citizens and without shame voted against this well intended motion.
Clearly they are supporting the use of guns in elections because that is part of their scheme to win elections through violence and intimidation. It is not surprising to find that most of the PF cadres in stations are armed with guns and pangas, with the full knowledge of President Lungu.
Your Excellences, ladies and gentlemen,
The PF have continued to frustrate the opposition especially the UPND against holding party meetings aimed at organizing our party structures at the lower levels. We are aware of President Lungu’s intention to use the police to prevent our party meetings and public rallies using the Public Order Act as justification.
PF intends to use the police to harass, intimidate, detain UPND and other opposition leaders so as to weaken the opposition. In addition, we are aware of a well-calculated smear campaign and propaganda against potential opponents aimed at diverting attention from issues affecting our citizens.
Ladies and Gentlemen
I want to appeal to the public at large to be vigilant and refuse to be cheated by the PF propaganda against opposition political opponents using state media, i.e. ZNBC, Daily Mail. Times of Zambia including one private media house which has shamelessly allowed itself to be used to transmit false stories against innocent citizens and political opponents. Sheer lies such as one told by one Bishop (who does not even have a church) will even become louder as we approach the 2016 General Elections. Let me again repeat myself on this important spiritual issue that I Hakainde Hichilema is God fearing and a Christian member of the Seventh Day Adventist. (SDA) Church.
The public media is being abused to scandalize political opponents who are never given an opportunity to be heard, and yet the public media is funded by taxpayers’ money.
The one and only main media house that speaks and stands for the voiceless masses, the Post Newspaper has been harassed, intimidated, charged with all sorts of imaginary charges and its Editor-in-chief thrown in jail just to weaken and silence them. Public institutions such as ZRA, have been used against them so that they are closed. Why? Because the Post newspaper and its Editor-in-Chief have been exposing their corruption and wrong doings.
The One Zambia One Nation motto is now being used by the PF only as a disguise or cover up while brutality and divisive activities and tribal statements such as one by the PF Secretary General Mr. Chama continue being the order of the day.
Your Excellencies, ladies and gentlemen,
We demand that President Lungu acts more responsibly by issuing a statutory instrument that will ban the use of guns, pangas and other offensive weapons during elections and including the upcoming by-elections in Lubanseshi, Solwezi West, and others before anymore lives are endangered or lost.
We further demand that President Lungu publicly denounce and stop the violence that has been committed by his PF thugs against other innocent citizens and political opponents. We call upon enforcement agencies such as the Police, ACC, and the DEC to refuse to be abused by those in power against opposition and political opponents including business individuals, journalists and other citizens who hold divergent views.
We demand that the PF government stops interfering with the public media professionals so that they can operate freely as per provisions and requirements of public media. We further demand that the PF government stops abusing the Public Order Act so that the police do not deny the citizens the rights to freedom of assembly.
· We call upon you journalists who may be victims of some of these PF evil schemes against your fellow brothers and sisters to refuse to be abused by the PF. Remember we are one people. We all go to the same shops, churches, schools, and hospitals. We face the same economic difficulties and are all looking for solutions that will alleviate poverty in this country.
· We call upon fellow citizens to refuse to be used by some PF leaders and individuals who are benefiting alone and are buying expensive properties outside the country using money earned corruptly.
· We call upon the church and civil society organisations to continue voicing out on these issues as they have the potential to break up the nation.
· We call on fellow opposition political parties to get united on these matters and speak with one voice.
· We call upon the international community to take keen interest on the blatant violation of human rights in Zambia that have the potential to destabilize the country and cause anarchy as we move towards elections.
Conclusion
Your Excellences, ladies and gentlemen,
The PF strategy and evil schemes of employing violence, intimidation and threats as away of weakening the opposition parties, which should be stopped now also includes:
· The abuse of public Institutions such as Police, DEC, ACC, ZRA and the public media to silence and weaken political opponents, journalists, individuals, and citizens with divergent views.
· The use of propaganda and sheer lies of who we are aimed at misleading the public.
· The abuse of the Public Order Act to deny citizens the right to freedom of assembly.
· The misuse of government resources especially vehicles and District Commissioners in by-elections and the recent threats by President Lungu to have political opponents arrested.
All these violations and many other abuses not highlighted can plunge this Country into total chaos.
We are sounding an early warning here because we love our country and would do everything possible to safeguard the unity and peace that we have enjoyed and have been known for as one of the main attractions for Zambia as a peaceful nation.
However, instability in a country does not just spring up. It is normally a culmination of certain events such as what we have outlined above and like the popular saying goes, ‘prevention is better than cure.’
So far, it is very clear that the actions of Edgar Lungu as Head of State and his PF government is slowly but steadily turning the country into chaos. We would want them to devote their energies on the numerous economic challenges such as the rising cost of living due to increased load-shedding, fuel increase, increase on mealie meal prices and other foods, lack of decent job opportunities, improving education and health care, paying retirees, reducing borrowing and debt, and paying our farmers on time.
These are the issues we want to concentrate on. Yet the PF leadership wants to test the patience and resolve of the people of Zambia that are hungry for economic liberation.
They want to drag us into meaningless debates and evil vices that have the potential to break the country apart.
As UPND, we do not want to be part of this anarchy that is being perpetuated by the PF regime. Lungu and his regime will be held fully responsible for whatever will happen in this country through their evil schemes, careless statements, and dictatorial actions.

This article and analysis is a result of my dismay at the apparent lack of attention to the economic problems that Zambia is facing by President Edgar Lungu as the Chief Executive of our country. I was amazed by the President’s recent statement that he was far ahead of his opponents as far as winning the 2016 election. This was further supported by the PF secretary General, Davies Chama’s statement that the ruling Party will win next year’s election even if the economy does not improve. As a follower of international politics, elections and its relationship with the economy, I wondered where the President’s confidence was coming from when the economy is in such dire straits! I then recalled the phrase “It’s the economy, stupid,” coined by James Carville, President Bill Clinton’s campaign Manager in 1992 during the USA Presidential election when running against the popular incumbent George Bush senior. “It’s the economy, stupid” phrase was asking whether the economy doesn’t matter in seeking re-election as it was not being discussed as a main campaign issue but rather the Gulf War of 1991 that USA won and made Bush senior popular. I am asking the same question in our Zambian context.
I am sure there are many Zambians who are wondering why the President does not talk about the economy and what he intends to do in the short and long terms to reverse the trend. It gives one the impression – rightly or wrongly – that he is uncomfortable talking about the economy because he and his colleagues do not understand the economy and how it works and thus the mess! I have decided that may be the PF administration needs some help in form of highlighting the main economic problems ( effects) that we are facing under their watch in a summary fashion. And as per my usual modus operandi, I will suggest some immediate solutions to the President and his administration to consider. My solutions are not exhaustive by any means. I have provided some solutions in my previous postings on employment and in the Presidential address on the economy article a month and half ago.

It is undeniable that the Zambian economy is in a bad shape and even the supporters of the PF administration should admit to this fact as they are not immune to the effects of a poor economy. The major technical indicators of the health status of any economy are : inflation, exchange rate, Government expenditure vis a vis revenue, balance of payments, public debt, interest rates, unemployment and unfortunately, all these are going down south or are in the negative in Zambia. In order to illustrate my point, below is a snap shot look at the Zambian economy since the PF administration took over in 2011:
The Zambian kwacha has depreciated about 54% from $4.86 to a dollar to $7.46
Foreign debt was $1.2 billion in 2011 and now it is about $6.05billion an increase of 404%
The total government debt domestic and foreign has increased by $6.55billion to about $10.05billion from $3.5 billion this will be an increase of 187%.
GDP growth rate was 6.5% in 2011 and it is expected to be 5.8% in 2015 which is a decrease of 70%. In the light of load shedding in second half of the year, the economic activities will be curtailed and lower output will be a result. The growth rate may be even 5%! Fitch, the rating agency has put it at 5.3%
The borrowing limit or debt ceiling has increased by 362% from K13 billion in 2011 to K60 billion currently
Mealie meal prices have increased by about 103% from K37 in 2011 to about K75 currently
Our foreign exchange reserves have gone down under the PF administration watch to less than four months import cover
The Budget deficit has increased as we are spending more than we are earning and for first months 2015, the deficit is about K20 billion compared to the budgeted K8.5 billion
Trade deficit has gone up as we are importing more than we are exporting and in May it was $300million.
The business confidence in the country has gown down as the economic management of the country is viewed as flawed and incompetent. The rating Agencies like Moody’s, Fitch, Standard and Poor have all down graded Zambia current rating is B which means it is not a good investment destination as it is five levels below investment grade.
There is no politician worth his salt who will be proud of the above record! The percent negative changes outlined above, are all abnormal and are an indicator of an economy that is being recklessly managed. The net effect of the above negative technical indicators on the man on the street is that, the cost of living will continue escalating, there will be more unemployment as fewer jobs will be created, the poverty rates will increase, social ills like crime, prostitution, political violence are likely to go up as well as the possibility of civil strife.

In a normal democracy and with a vibrant opposition, there is no way an incumbent can confidently think and pronounce that they are ahead and will win the next election with the above economic numbers. The reality is that the Zambian opposition is ineffective, fragmented and led by people with big egos who cannot work together for the sake of the country and are all only interested in promoting themselves and not serving their country. And above all, they lack strategy. I even doubt if they even understand the word strategy and how it can be applied to politics. There is no question that the economy should be the main compaign tissue and all else should pale beside. My impression is that the Zambian opposition do not have proper strategists who can ensure that a coherent economic message in a simple language that can be understood by the poor in both rural and urban areas is adopted and all the stump speeches reflect such a message so that it gets implanted in the electorate’s minds. There are no strategists to define the incumbent in a negative way that reflect the incumbent’s electoral promises, his record and project the same in the eyes of the electorate so that it gets implanted in the electorate’s minds and thereby win their hearts and minds. The opposition needs to put their houses in order and they better start now. For now, my call is to try and help by criticizing those running the country and provide them with solutions so that Zambia can be a better place for all. I hope they have been listening and they will be listening.
As a non partisan Zambian, in order to help put the economy back on track and restore some level of confidence by all stakeholders, I would like to advise the PF administration to take the following broad steps immediately, among other measures:
Presidential address on the State of the economy and the nation
As at the moment, there is a general feeling among Zambians that the PF administration does not know how to solve our economic problems and they are more focused on winning the 2016 elections. The measurement of victories of bye elections as a measure of the Party’s popularity can be deceptive especially with the pathetic voter turnouts! The President hardly talks about the economy! An impression has been created that President Lungu does not understand how the economy works and he avoids talking about it. He appears to be an absentee landlord like his predecessor – to quote, Mr. Alexander Chikwanda – and a person who is not in charge of the economy. In order to provide hope and confidence in the nation, the President needs to address the Nation on radio and Television and communicate the action plans that his administration is implementing immediately to reverse the declining economy. President Lungu has not formally talked to the nation directly for the six months he has been in power! This is poor public relations(PR) and one wonders what sort of advisers he has with regard to PR! Perceptions are difficult to overcome without a robust PR strategy.
Announcement of measures to reduce Government Expenditure
They way 21st Century economy work is that the major players in an economy have to communicate to the market to elicit positive response. The PF government is perceived as being reckless and it is incapable of reducing Government expenditure and it financial management and fiscal discipline is poor. It is important that the President sends a message that the Government is serious about reducing the budget deficit and it is taking measures to that effect. The government should release a comprehensive statement of the austerity measures in reducing government expenditure. The current impression is that the PF government is wasteful. The proposed increase of salaries of Members of parliament, the numerous foreign trips that the President has undertaken , the proposed building of new offices at the Government enclave, the proposed building of the Mausoleum for late President Sata as well as the undertaking by the President to restart national airline enhances this perception and just goes to show the lack of priorities. This Government is perceived as being insensitive in its expenditure pronouncements given the economic difficulties we are going through. The reduction in expenditure should start at State house like General Buhari has done in Nigeria.
Appointment of Temporary Czars at State House
There is no doubt that President Lungu took over a bad team across board including those at State House. His predecessor even called his team useless. He cannot change every body in government abruptly but given the economic mess we are in, I believe he needs house to constitute a Presidential Economic Council (Think Tank) at State House and appoint temporary Czars in five key areas of the economy. (The term Czar is used in the USA and UK to refer to experts who can devote their expertise to a single or particular area of workand run, reorganize dysfunctional and problematic government departments or sector).One of the major problem that the government faces is implementation of agreed policy measures and the Czars will help in this area among other things and ensure the respective departments perform and deliver or their heads get fired for non performance! The Czars should be appointed on one year contract and they will help steady the boat which is going through economic turbulence. The people who should be appointed should be fearless, qualified, and ideally must have been exposed or worked abroad as they will come with a different mindset and work culture and not tainted by corruption and “yes men” culture and mentality of our country. They should be of independent mindset so that they give the President proper advice which is in the interests of the country without fear of offending the President. These will be a link with the line Ministries. In the light of the problems we have, I suggest the following Czars at State House – Energy Czar, Unemployment Czar, Mining Czar, Export and import substitution Czar, Infrastructure Czar ( He already has Lucky Mulusa, whose appointment I applauded as the guy is qualified and was highly exposed in when he worked in South Africa ), Economy Czar ( He has already Mr. Hibeene Mwiinga I guess ).These guys will be expensive but it will be a worthwhile investment and it may just save his Presidency by helping change the economic trajectory in the short term!
Formation of High level consultative Council with business community
One of the major problems that the country has faced since PF came into power is the lack of consultation with economic stakeholders when major policy changes are planned resulting in embarrassing policy reversals and loss of confidence in the economic managers by the business community. The business community has also had a perception of the PF being anti- business. In order to gain confidence with local and foreign investors and rating agencies, I propose that an informal consultative vehicle between government and private sector be formed which should meet quarterly or bi monthly to exchange views on important economic policy issues. ZACCI can be the umbrella for the private sector with representation from all sectors of economy’s associations such as Mining, Manufacturers, Retailers, and Farmers etc. This will be a confidence building measure and a vehicle for dialogue with business community. The writer was involved in Botswana in such a vehicle in the 1990s supported by USAID and it has worked well for Botswana where the private sector and Government work as partners and not enemies. For a start, an economic indaba or Conference between Government and Private sector should be seriously considered immediately.
In conclusion, it is apparent that the PF government and the President think the economy is stupid ; in other words, it is not important in order for them to win 2016. Improving the economy is not their priority. I believe this mentality is partly because they are individually comfortable with government salaries, allowances and per diems and they are not feeling the pain and suffering that ordinary Zambians are experiencing as a result of unemployment, high cost of living, load shedding, kwacha depreciation, high interest rates, farmers in rural areas stuck with maize as Government is not buying their produce and high fuel, transport, rentals costs and son and so forth. It appears that the PF is obsessed with politics and their phrase : “politics is about numbers” .
They are more concerned with having more people joining them from other political parties. They feel this is the best insurance policy to winning them next year’s election and improving the economy is secondary. They have concentrated so much on politics that they think, come election time, they will merely point to the infrastructure projects – which they have done at great cost to the Country in terms of huge public debt – and they will win the 2016 election.

I would advice them that the economy is not stupid. In 1992, the USA economy was in a bad shape but President George Bush Senior was enjoying 90% approval rates following a well executed and supported first Gulf war – Operation Desert Storm- in 1991. The Republican Party and the President were confident that they would win the 1992 election but they were shocked to lose. Bill Clinton’s compaign was all based on the economy- budget deficit, big government, public debt, fair distribution of national cake etc. This is a lesson that any politician can ignore at his own peril. Recently in Nigeria, incumbent Goodluck Jonathan lost mainly due to poor economy less so due to security and corruption. President Lungu appears to be over confident about winning the 2016 election just as Senior George Bush was but if the Opposition maps up a strategy based on the economy and they get the message across t o the electorate, they may just shock the PF.

His star has seen steady growth brighter from his television debut in a local community awareness TV commercial about HIV/AIDS in 1999.
He has gone on to appear in numerous prime time commercials for international corporates in the telecom and banking sectors. He has also given his talent toward national causes such by appearing in voter sensitization commercials in the country of Zambia.
His dramatic acting career has seen him performing roles in award winning series and feature films such as Love Games (2014 Africa Magic Viewer’s Choice Awards winner ‘Best Series/Comedy’) and Guilt (2014 Zambia Film Television and Radio Awards winner Best Movie/Best Cinematography/Best Editing).
Onechi is also an accomplished writer who has been Editor of multiple magazines servicing a diverse spectrum of readers.

Chibwe Henry at DfAD Roundtable 2014 Report Launch
Diaspora for African Development (DfAD), a Zambian Diaspora led non-profit organisation based in the United Kingdom (UK) is today holding a conference themed, Southern African Diaspora Communities in the UK Conference: Fostering Regional Solutions for the Post 2015 Sustainable Development Goals Agenda.
This is part of the European Year of Development targeted at the Southern African diaspora communities in the UK on the 14th August 2015 in London.
The conference will provide these diaspora communities with an opportunity to engage in development focused dialogue that will enhance their understanding of the post 2015 development agenda processes and the European Union development cooperation and facilitate their participation in the wider discussion.
The event is designed to create a space for sharing best practice and new innovative ways of working that will promote a Southern African diaspora regional focused dialogue, thus enabling the formulation of diaspora-led Southern African regional focused solutions in advancing the Post 2015 Sustainable Development Goals (SDGs) agenda.
DfAD Founder and Chief Executive Officer Mrs Chibwe Masabo Henry said given that 2015 is a critical year for international development, it is vital that African Diaspora have opportunities to engage in the broader post 2015 development conversations.
“As most Diaspora organisations have strategically positioned themselves to facilitate the process of transnational activities and networks and to act as development bridge-builders between the host and home countries, this year, we would like DfAD to discuss and raise awareness on the significant impact that the post 2015 sustainable development goals processes will have on the continent for the next 15 years,” Mrs Masabo Henry said.
She said the event will therefore be looking at, inter alia, the way forward for the Southern African Diaspora in the new Sustainable Development Goals (SDGs) landscape and their contribution in fostering Development Cooperation and how they can advance the regional Nutrition Agenda through cohesive efforts that could enhance the fight against malnutrition in Southern Africa.
“Hence, DfAD is pleased to have the Civil Society Scaling Up Nutrition (CSO-SUN) from Zambia be part of this event. We note that when almost 40% of all children are stunted in Southern Africa, the problem of malnutrition becomes invisible to the population, because it becomes the norm,” Mrs Masabo Henry said.
She said Malnutrition can also be invisible to those who make policies, which affect young children, because policymakers are not exposed to the realities of malnutrition day-to-day.
Mrs Masabo Henry said this lack of awareness of the extent of child malnutrition, of its consequences, and of what can be done to address it, is limiting action to resolve it.
“As a Diaspora community we have a role we can play in Zambia and Southern Africa as a whole by participating in helping to build different sectors including the Food and Nutrition Sectors. Thus, CSO-SUN Zambia is a key collaborating partner going forward as they bring on board their extensive expertise and regional networks,” she said.
Mrs Masabo Henry said DfAD cannot fathom the full extent of the impact of malnutrition in Zambia or the region.
“We therefore see our role as that of ‘value addition’ to the efforts that civil society organisations such as CSO-SUN Zambia and its partners are making on the ground. We are determined as DfAD to work collaboratively with all stakeholders in different countries to address the challenge of Nutrition.”
She announced that a DfAD led ‘Southern African Diaspora Communities International Development Forum (SADCidf)’ platform will be launched at the conference, a platform which CSO-SUN Zambia is poised to play a pivotal role in as the Nutrition agenda link into Zambia and Southern Africa.
Mrs Masabo Henry said SADCidf is designed to enable continued SDGs dialogue beyond the conference.
File: Bites from rabied dog
A TEAM of officers from the veterinary department and Mufulira Municipal Council (MMC) has gunned down 77 stray dogs to control the spread of rabies in the district.
Mufulira is prone to rabies due to jackals that invade the thickets of Kafironda area and are believed to be carriers of rabies.
Mufulira district veterinary officer Chindo Simwinga said the veterinary department and MMC have embarked on a routine exercise to shoot down stray dogs to prevent the outbreak of rabies.
“Just in the first and second quarter of this year, we have killed 68 stray dogs. This is a routine exercise and just yesterday, we gunned down nine more dogs that were found roaming the streets,” Dr Simwinga said.
He said the district has so far recorded 86 cases of dog bites, hence the need to ensure that stray dogs are killed to safeguard the lives of the people.
Dr Simwinga also said the department has embarked on a massive vaccination exercise to ensure that all the dogs in the district are treated.
“Just in 2014, we recorded 380 cases of dog bites, which is a serious concern. This is the reason why we have intensified our efforts to ensure that we prevent and control the spread of rabies in the district,” he said.
Dr Simwinga said so far this year, more than 550 dogs in the district have been vaccinated against rabies.
He also said dogs from the neighbouring Democratic Republic of Congo also stray into Zambia, transmitting rabies to the local dogs.
Dr Simwinga, however, said the department is also targeting to vaccinate dogs in townships that are close to the border.

MINISTER of Education, Science, Vocational Training and Early Education Michael Kaingu has appointed an interim committee to run the affairs of the University of Zambia (UNZA) until the substantive council of the university is appointed.
And Dr Kaingu has tasked the interim committee to ensure that a new vice-chancellor is quickly installed at UNZA.
The minister said at a press briefing in Lusaka yesterday that his ministry is currently constituting the new UNZA council in accordance with the Higher Education Act No 4 of 2013.
Dr Kaingu said part V, Section 32 (2) of the Higher Education Act No. 4 of 2013 provides that the minister shall appoint a caretaker committee which shall exercise the powers, functions and duties of the council.
“In conformity with this provision in the Higher Education Act No. 4 of 2013, and in order to ensure the smooth operations of the university, I have appointed a caretaker committee for UNZA,” Dr Kaingu said.
Those appointed are Ministry of Education, Science, Vocational Training and Early Education permanent secretary Patrick Nkanza, director planning and development David Ndopu, director human resources and administration Binwell Mwansa, director standards and curriculum Cecilia Sakala and chief accountant Levy Mwanza.
Others are Audrey Chinama-Malama of Standard Chartered Bank, committee chairperson Namucana Musiwa from the Zambia Institute of Human Resource Management, UNZA acting vice-chancellor Enala Tembo-Mwase, University of Zambia Lecturers and Researchers Union (UNZALARU) president Euston Chiputa and University of Zambia Students Union president Martin Muyuya.
Dr Kaingu said the interim committee will serve until the substantive council is appointed.
“I also wish to inform the nation that we held a consultative meeting with the executive of UNZALARU on Tuesday August 11, 2015. This was an exchange of information and concerns shared between all of us and we agreed to work together, in a shared spirit of continuous consultation and dialogue towards seeking solutions to the problems in our university. I have taken note of their concerns and we shall work towards the restoration of the normal academic life of the university,” he said.
Dr Kaingu also commended the Copperbelt University Academics Union (CBUAU) leadership and members for the co-operation exhibited during their recent discussions with his ministry, which led to the reopening of the institution.
“I also pay tribute to the Minister of Labour and Social Security [Fackson Shamenda], his team and the Zambia Congress of Trade Unions for the vital support they provided to this process,” Dr Kaingu said.
He also said his ministry is working on all issues of concern to the academic staff and all other communities of CBU.
ZESCO Limited officials inspect the waters at Lake Kariba where the utility firm generates power
The Zambia Electricity Supply Corporation (ZESCO) has urged the private sector and members of the public to venture into alternative energy sources such as the Solar panels, generators and thermal energy to meet their electricity deficit.
And the power utility firm has appealed to the private sector and members of the public to continue conserving power in view of the low water levels which has led to load shedding.
ZESCO spokesperson, Henry Kapata said the corporation was exploring and creating alternate energy sources to prepare for the hot season where water levels are expected to further reduce.
Mr. Kapata told ZANIS in a telephone interview that the rationing of electricity will not stop until the water levels increase.
He said water levels are likely to upsurge by the end of 2015 after the rain season.
Mr. Kapata said ZESCO is importing electricity from Mozambique in addition to the thermal energy the power utility company buys from Mamba collieries.
He explained that ZESCO is currently constructing a 330KV transmission line from Mamba to Muzuma in Choma District to feed the national grid.
Mr Kapata said ZESCO has not been cutting power supply to essential departments and installation such as hospitals and other sensitive sectors.
ZESCO has been rationing power following the low water levels at the Kariba Dam following low rainfall experienced in the country.
