Charles Milupi is Hallucinating about Impeachment when he has no MPs in parliament-Chanda

LUSAKA, APRIL 04, 2015 — It is laughable that Mr. Charles Milupi is hallucinating about impeaching President Edgar Lungu when he has zero numbers in Parliament. Not even the Opposition in Parliament can marshal sufficient numbers to secure an impeachment vote against President Lungu. It should also be placed on record that Mr. Milupi must realize that nothing has happened that would even warrant an impeachment motion in Parliament. Zambians can be assured that President Lungu is very much within the boundaries of the law and acting in the best interest of Zambia and the mining investors.

Sadly, Mr. Milupi has joined the bandwagon of alarmists whose objective is to instil a sense of fear in the masses of our people. It is evident that Mr. Milupi has subjected himself as an appendage of the United Party for National Development (UPND) understandably so because his own political party only exists on paper. Even in his hallucination about the impeachment, he is banking on UPND MPs in Parliament. It is therefore sad that a man of Mr. Milupi’s educational background can stoop to such levels of making ridiculous statements when he can do better. In case Milupi has forgotten, President Lungu is a seasoned lawyer and does not need to be reminded by screaming headlines. Milupi must worry for himself and his one-man party which has been auctioned to the highest bidder.

All this is happening because the Opposition in Zambia has gone to bed with the infamous Cartel. This is the same cartel that has lost control of the Presidency and is in a hurry to crown a puppet President they can control. From the rehearsed statements and same logic emanating from the Opposition, one does not need to be a rocket scientist to know that it is in fact the Cartel that is now controlling the Opposition and putting words in their mouths. As a matter of fact, some Opposition leaders and their party officials are parroting the Cartel at a fee paid to them immediately after the exercise. These therefore risk being exposed.

Chambishi Metals sends off 170 workers home for 3 months with full pay

Chambishi Metals in Kalulushi has temporarily shut down its Cobalt plant and sent 170 workers home for 3 months.

Chief Executive Officer (CEO) Hira Singn said that the mine has temporarily suspended its Cobalt production for three months due to non-availability of Cobalt feed to the plant.

Dr Sign explained that the 170 workers will be sent on leave for 3 months but will get their full pay.

Dr Sign was speaking at a meeting with Mine Workers Union of Zambia, management and area Member of Parliament Rayford Mbulu at Chambishi Metals yesterday.

Mine Workers Union (MUZ) President Chishimda Nkole said he is happy that the workers are going home with a full pay for three months and will still have their jobs after the three months suspension.

Mr Nkole has urged the workers to remain calm as no one will lose their jobs during the three months.

Area Member of Parliament (MP) Rayford Mbulu said contrary to reports that the mine is closing, the investment was to stay and people will still have their jobs.

He has urged the community in Chambishi to remain calm as management at the mining firm resolves the issue.

22 Dip Tanks construction in North western province progressing well

The Construction of 22 Dip tanks at a cost of over 2.5 million kwacha in North western province by the Ministry of Agriculture and Livestock is progressing well.

Acting Provincial Veterinary Officer for North Western Province in the department of Veterinary Peter Banda says the construction of the dip tanks is impressive adding that five of them have been completed and will soon be handed over to the Government.

Dr.Banda was speaking in an interview with National Agricultural Information Services-NAIS in Solwezi after touring the construction and rehabilitation of Livestock facilities in the districts.

He further disclosed that about five dip tanks have been completed while others were they started late are still being constructed with some challenges such as the slow pace of funds for the contractors, rainfall and the bad state of the roads to various sites in some districts.

“The construction of these dip tanks are progressing well and 5 are already completed so far. The remaining ones are on various stages such 50 up 70 percent works especially that some of them started late due to differences in awarding the contracts, locations and others had challenges of the rainfall flooding the dip tanks which are under construction,” said Dr.Banda.

Dr.Banda said that out of the total number of 22 dip tanks under construction, 16 were new ones while six of them were old ones but under rehabilitation in the province.

“In North western province we are constructing 22 dip tanks. Out of the 22 dip tanks, 16 dip tanks are new while six are under rehabilitation. So far the works being done are ok and contractor are complying with our directions of how to construct these facilities especially that it is the first time contractors to do such works,” he said.

And one of the farmers of Chikonkwelo Agriculture Camp in Kabompo District Chris Sachingongo and Singtone Musanda of Mukangala Agriculture Camp in Ikeleng’i district have described the move by government to construct and rehabilitate dip tanks, Livestock Service Centers in the province as real development.

Meanwhile, Chidikumbidi Construction Company Managing Director Morgan Luvweyi of Kabompo District says the works are on schedule though with challenges of the rains and the slow pace at which government is releasing funds.

Mr.Luvweyi appealed to the government to work on the roads for easy access to the facilities and improve the payments of the funds to enable even other contractors to complete the projects within the stipulated period.

Another Contractor Universal Safety Solutions Director Banabas Matesu of Kabompo who is constructing a dip tank in Samununga Agriculture Camp was satisfied with the works and is expected to hand over the facility in 2 weeks time.

Mr.Matesu appealed to the government to expedite the funding to contractors to finish the projects in good time.

And Acting Zambezi District Agricultural Coordinator Emmanuel Ndonyo commended the contractor and the farmer’s cooperation during the ongoing of construction and rehabilitation dip tanks, Livestock Service Centers in the district.

VEEP visits funeral house of late Lavu Mulimba

Vice President Inonge Wina today visited the funeral house of the late veteran politician Lavu Mulimba in Lusaka West.

Mrs Wina paid tribute to the late Mr Mulimba for his contribution to the national development of Zambia since independence.

She further appealed to the mourners to remain united in love as they prepare to travel put Mr Mulimba to his resting place.

This is according to a statement issued to ZANIS in Lusaka today by the Vice President’s Senior Private Secretary Ambassador Sheila Siwela.

And Family Spokesperson Ronald Mponda has thanked President Lungu and the government for providing logistical support during the period of mourning.

Mr Mponda further thanked President Lungu for sending a message of condolences to the bereaved family.

He also thanked Vice Presdient Inonge Wina for personnaly visiting the funeral house to console the bereaved family despite her busy schedule.

The late Mr Mulimba will be buried in Sandwe village in Petauke district on Tuesday 7th April soon after the church service at the Cathedral of the Holy Cross.

The late Mr Mulimba, 77 died on March 31st after an illness.

He served as Defence Minister and Member of Parliament for Petauke Constituency.

He also served as Human Rights Commissioner.

Zambia Association Against Tribalism, Violence and Apathy happy with peaceful campaigns

Zambia Association Against Tribalism, Violence and Apathy -ZATVA says it is impressed with the peaceful campaigns so far in Chawama, Masaiti and Senga Hill.

ZATVA Director of Programmes Nakiwe Simpungwe says it is also gratifying that no issues of tribalism have been reported in the run up to the three parliamentary by-elections.

Ms. Simpungwe says the stance by Republican President Edgar Lungu to condemn tribalism should be embraced by all well meaning Zambians.

She has since urged political players to avoid violence and tribalism as it results in voter apathy.

The ZATVA Director of Programmes has since urged Zambians to turn up in numbers to vote for leaders of their choice.

Ms. Simpungwe has also urged players to stick to issue-based campaigns as opposed to character assassination.

Calls for Justices Ernest Sakala and Mathew Ngulube to recuse themselves from Nchito tribunal premature-Tribunal Secretary

The Tribunal probing suspended Director of Public Prosecutions Mutembo Nchito says calls for Justices Ernest Sakala and Mathew Ngulube to recuse themselves from the hearing are premature.

Tribunal Secretary, Mathew Zulu says such demands are just aimed at derailing the process.

Mr. Zulu has told ZNBC News in Lusaka today that none of the complaints and claims against the two Justices have been brought to the attention of the tribunal.

He urged anyone with complaints to follow the proper channel and take their complaints to the tribunal.

Mr. Zulu says the public and those involved must let the tribunal do its work without interference.

He said the Tribunal remains resolute and steadfast in completing the mandate given to them by President Edgar Lungu.

Suspended DPP, Mutembo Nchito and various stakeholders have demanded that Justices Ernest Sakala and Mathew Ngulube recue themselves from the hearing, accusing them of being interested parties.

And the Foundation for Democratic Process FODEP has welcomed news that president Lungu intends to amend the terms of reference for the tribunal constituted to probe Director of Public Prosecutions Mutembo Nchito.

FODEP Executive Director McDonald Chipenzi says there is nothing wrong for the terms of reference to be amended if some of the charges against the DPP are defective.

Mr Chipenzi was speaking in an interview with ZNBC News in Lusaka.

He however says steps to amend the charges might also mean that proper ground work was not done.

Mr Chipenzi has appealed to the tribunal to work within the timeframe as it probes Mr Nchito, in an effort to ensure that justice is not compromised.

Meanwhile, Mr Chipenzi has said the tribunal should ensure that its proceedings are open to the public.

He says public hearing of the tribunal is necessary for transparency to prevail.

Kansanshi Mine explains job cuts

KANSANSHI Mining PLC a subsidiary of First Quantum Minerals says it has become necessary to disengage various workers that had been engaged by various contractors in the construction of the smelter following its completion last December.

The Mining firm says construction of the copper smelter at Kansanshi Mine was completed in December 2014, and that the demobilization of contractual staff kicked then and has continued.

In a statement issued by Company Public Relations Manager Godfrey Msiska, management says the demobilization had to be done systematically and in phases as the smelter was commissioned and various processes at the smelter being tested for efficacy.

Mr Msiska says in view of concerns expressed by various stakeholders, Kansanshi Mining Plc has seen it necessary to clarify the issue of demobilization of workers who had been engaged by contractors.

He has stated that the contractor demobilization plan was shared with the Provincial Administration and the Provincial Labour Office late last year .

Mr Msiska says 343 contractors’ workers are earmarked for demobilization this week .

On Thursday, government disclosed that Kansanshi Mine in Solwezi retrenched 93 workers and plans to retrench 400 more.

Chief Government Spokesperson Chishimba Kambwili has revealed this in a statement released in Lusaka.

Mr Kambwili who is also Information and Broadcasting Services Minister appealed to Kansanshi Mine to reinstate the 93 workers as the right procedure has not been followed.

He says all mining companies are aware of the standing order which obliges them to consult government through the Ministry of Labour before retrenching any worker.

The Minister says government’s position is that if mining companies embark on the retrenchment exercise the first workers to retrenched should be expatriates.

Mr Kambwili says government has been extremely flexible and magnanimous on the issue of the mining tax.

Meanwhile, ZNBC’s Brian Mwale reports that government says it will continue to dialogue with mining firms in the country as partners in economic development of the nation.

Deputy Minister of Finance Christopher Mvunga says there is no challenge that is insurmountable where dialogue is at the centre of issues.

He says Zambia has not reached the cross roads in the management of the national economy as is being portrayed in some sections of society.

Speaking after a tour of Kalumbila Minerals’ Sentinel Mine in Solwezi under its Trident Project, Mr. Mvunga assured management that government is investor friendly.

He says the US$2billion investment by First Quantum Minerals in the Low Grade Copper mine is a reflection of how much confidence foreign investors have in the country.

Mr. Mvunga who is accompanied by Bank of Zambia Deputy Governor Dr. Bwalya Ng’andu says he has had fruitful discussions with management at Kalumbila Mine to understand challenges faced.

He says there is also need to empower local Small and Medium Enterprises through setting up of small industries in the new town currently under development.

Mr. Mvunga says unemployment can only be addressed by allowing more Zambians to participate in investments in the country.

And Kalumbila Minerals Limited General Manager Rudi Badenhorst says it is important that the Ministry of Finance also understands its operations because the investment will be contributing to government coffers.

Meanwhile North Western Province Minister Dawson Kafwaya is happy with the investment which he says is in line with government’s goal of creating employment through promoting private sector participation.

Mr Kafwaya has assured the mine of government’s support in addressing some of the challenges the mining giant is faced with.

The Provincial Minister has since called on Zambians to support government’s developmental projects as opposed to mixing investments and politics.

Prisoners in Nchelenge sleeping in standing position due to congestion

IN-MATES at Nchelenge Prison are spending nights on their feet because of congestion at the correctional facility, it has been learnt.

This came to light during a basic human rights workshop organised by the Paralegal Alliance Network in Mansa recently.

Participants drawn from law enforcement agencies, civil society and the media heard that because of limited space in the cells, the prisoners spend the nights standing.

A law enforcement official said that some suspects suffer swollen feet and they attend court sessions in poor health.

UNZA and CBU fail to recover Students loans amounting to K52 million

THE Auditor General’s report has revealed that about K52 million given out to University of Zambia (UNZA) and Copperbelt University (CBU) students has not been recovered.

The loans are expected to be recovered from the graduated students, and subsequently deposited in the bursaries revolving funds account to assist other vulnerable students.

The unrecovered money was paid to 4,088 students from the two public universities.

The report further states that the non-recovery of students’ loans has been outstanding since 2004.

This came to light when Ministry of Education, Science, Vocational Training and Early Education permanent secretary Patrick Nkanza appeared before the Public Accounts Committee during the week.

“It is, however, regrettable that recoveries had not been effected as of August 2014,” Dr Nkanza said.

He said that the ministry is in the process of migrating from the old system, which had no properly defined modalities of recovering the loans.

Dr Nkanza said that the new system will ensure loans paid out to various students are adequately tracked and fully recovered.

“Structures and the loan recovery system will be developed once the loans board is put in place,” he said.

Meanwhile, the Auditor General’s report has also revealed that about K19 million paid as allowances to students abroad has not been acquitted.

The money was paid to 1,108 students abroad through Zambian embassies.

The report revealed that no acquittal sheets were availed for audit to verify whether they were received by intended beneficiaries.

Michael Kaingu campaigns for PF in Western Province

IT is surprising that some people in Western Province have continued to vote for opposition parties despite the ruling Patriotic Front (PF) initiating developmental programmes that are resulting in job creation and improvement of people’s livelihoods, Minister of Education Michael Kaingu has said.

In separate meetings with marketeers and PF cadres in Limulunga Ward yesterday, Dr Kaingu said the people of Western Province have benefited a lot in terms of decentralisation through the creation of nine new districts.

“ADD won’t take you anywhere. You should appreciate what the PF is doing, we have the first female Republican Vice President and we have new districts meaning that people no longer access services in far places.

This is a sign of total commitment from this government which loves you and you vote for it in 2016,” Dr Kaingu said.

“I am MMD, the minister here is UPND but we have seen that this is a working government and people should not tell you lies that President Edgar Lungu will not deliver.”

Earlier, Western Province minister Poniso Njeulu suggested that contractors that abandon government projects after receiving down payments must be severely punished.

He also said that usage of prefabricated materials should be encouraged in the region since the area lacks stones for construction.

Dr Kaingu was in the region to drum up support for PF candidates that are contesting by elections in Mabumbu, Katongo and Namushakende wards on April 14.

He is also scheduled to inspect school infrastructure projects being undertaken in the province.

President Lungu mourns Chief Jumbe, Ex-Minister Mulimba

President Edgar Lungu, has sent messages of condolences to the families of late former Minister of Defence in the UNIP government Lavu Mulimba and Chief Jumbe of Eastern Province who both died this week.

This is contained in statement made available to ZANIS by Special Assistant to the President for Press and Public Relations Amos Chanda in Lusaka today.

President Lungu regretted the passing of Mr. Mulimba, 77, who died on Sunday at Lusaka’s University Teaching Hospital following an illness.

“It is with great sadness that I learnt of the passing of Mr. Mulimba when I was on official duties abroad. Mr. Mulimba represents a fine generation of politicians who have taught us the great lessons that leadership is about public service and not about personal aggrandizement,” President Lungu noted.

He said when a country loses such gallant men that people tend to come face to face with the reality that this fine generation will not be with us forever.

“It is for this reason that the current generation of politicians must quickly pursue the values our pioneer politicians have bequeathed us.” He said.

The late Mr. Mulimba has been granted an official funeral on Wednesday, April 8, 2015, the burial date when national mourning takes place.

He will be buried at Sandwe village in Petauke where he once served as Member of Parliament.

Meanwhile the Head of State has consoled the family of the late Chief Jumbe of the Kunda people of Mambwe, who died on April 2, 2015 on his way to Chipata General Hospital following an illness.

The President notes with regret that the passing of Chief Jumbe robs the country of an outstanding traditional ruler who always sought to serve his subjects to the best of his abilities.

Chief Jumbe was among the Chiefs who the President met in a closed-door meeting in February this year when he was on a working holiday at the Chichele Lodge in Mfuwe.

“He provided wise counsel to me and promised to be part of my initiative to increase Zambian ownership of the tourism resource in South Luangwa National Park. It is with a deep sense of sadness that our beloved Chief has now passed on.” President Lungu lamented.

President Edgar Lungu has disregarded ongoing corruption investigations into the awarding of the communication towers construction project to Huawei and awarded the Chinese firm phase two of the project valued at US$65 million.

The Parliamentary Committee of Communications raised alarm after it emerged that ZICTA was in the process of awarding the contract for phase two of the project to Huawei despite glaring irregularities in the implementation of phase one.

This was after the Anti-Corruption Commission launched investigation into the rural telecom towers project undertaken by China’s Huawei.

The ACC wanted to establish whether there was corruption in the manner the contract was awarded to Huawei by ZICTA.

The first phase was launched in April last year and involved the installation of 169 telecom towers in rural areas across the country at a total cost of USD 13.5 million.
But a study by the Consumer Unity Trust Society revealed that communication towers in rural areas do not meet technical or legal requirements.

The towers are said to fall short of the 5 km macro-coverage radius specified by ZICTA in the bid document, with coverage of most of the installed towers reported at 1.63 km.

The ACC launched the investigation after reports that ZICTA had gone with Huawei for the second phase of the project, despite indications that erected towers fail to meet specifications.

The Parliamentary Committee Chairman Vitalis Mooya stated that ZICTA was not being sincere, prudent and transparent in the manner it has handled the project.

In a news statement, ZICTA admitted that the authority is aware that the towers being erected do not meet the specifications, but that they have reached an agreement with Huawei to rectify the problem.

During his just concluded state visit to China, President Lungu who met Huawei Senior Vice President Mr. Dafeng Li in Shenzhen, China acknowledged that there were irregularities in the first phase of the project.

“There are some contracts you are executing for our people, which I must bring to your attention which are dissatisfactory, going by the nature of complaints Zambians have echoed through their elected representatives in Parliament. In this regard, I am talking about communication towers,” President Lungu said.

President Lungu later witnessed the signing of two memorandums of understanding (MOUs) between Zambia and Huawei.

Pace-setters Choma Eagles faces test

The FAZ Super League resumes on Saturday after the international weekend with Napsa Stars hosting leaders Choma Eagles at Woodlands Stadium in Lusaka.

Choma went into the break after opening a two point lead at the top of the table with maximum six points from the first two games.

However, Napsa are expected to test Choma’s perfect start to the season which has seen them beat Lusaka Dynamos and Green Buffaloes.

Hector Chilombo’s Napsa have three points from two games.

“We have to work because Napsa is a good side as well. We are taking each game seriously. We have to work hard to maintain our position,” Choma coach Justin Chinama said.

Elsewhere, Red Arrows clash with Konkola Blades at Nkoloma Stadium in Lusaka.

Arrows, who have so far posted a win and a draw, attempts to beat Konkola for the first time since 2013.

Konkola last season beat then a troubled Arrows side both home and away.

Sunset Stadium in Lusaka, will host the match involving Lusaka Dynamos and visiting Forest Rangers.

Both Dynamos and Forest remains winless after losing their first two league matches.

Sunzu tastes first league defeat in China

Zambia defender Stopilla Sunzu on Friday tasted his first league defeat in his debut China Super League season.

Sunzu’s new club Shanghai Shenhua lost 2-0 away to leaders Beijing Guoan to end their 100 percent start to the 2015 season.

The Zambian defender played the full 90 minutes for third placed Shenhua whom he joined this year from French Ligue 2 club Sochaux.

Sunzu has played in all four of Shenhua’s opening games and has one goal.

Shenhua are one point behind their tormentors’ Guoan after four rounds of games played on 9 and 10 points respectively.

It’s D- Day for Power Dynamos in Confederation Cup

Power Dynamos battle to keep Zambia’s flag flying in the 2015 CAF Confederation Cup on Saturday when they host CF Mounana of Gabon.

Tennant Chilumba’s Power host Mounana at Arthur Davies Stadium in Kitwe on Saturday in a first round, final leg match.

A herculean job awaits Power at home who will try to mount a dramatic turnaround and beat Mounana 5-0.

Mounana come to Kitwe armed with a very healthy 4-0 lead from the first leg match on March 15 in Libreville.

Mounana coach Lionel Soccoia said his club is not in Zambia to defend that lead.

“We have a team that can defend that 4-0 lead.Our objective here is just to qualify.I am not going to change anything I will maintain the same team,” Soccoia said.

Mounana are unbeaten at home and away and enjoy a 100 percent run in the Confederation Cup scoring twelve goals and letting in just one.

Winner over both legs will play victor of the other first round tie involving Orlando Pirates and URA of Uganda for a place in the pre-group stage of this years to be played in May.
