Lusaka Province Minister Obvious Mwaliteta is upset that Avic International, the contractor working on the L400 road project in Lusaka has abandoned the project.

Mr Mwaliteta has since challenged Avic International to sub-contract local contractors if it has failed to complete the works.

In an interview, Mr. Mwaliteta said Government is concerned with the slow pace at which works are progressing on the L400 so far.

‘AVIC, think is letting us down and as government we are running of of patience. That road cannot take us this long. We need to look into that contract,’ Mr Mwaliteta said.

He added, ‘If AVIC has no capacity, let him sub contract Zambian contractors to help speed up the works. I think on L400, they have only done less than 100 KM from the time it was launched and this is two years done the line.’

Mr Mwaliteta said, ‘No much progress is being seen. If you go Burma and Chilimbulu road, it is the same, the way they left it. For me as Lusaka Province Minister, am looking into that because we don’t have time. We need to raise the tempo of infrastructure development.’

The PF Government launched the L 400 road project on 16th August 2013 which was expected to see 400 kilometres of urban roads worked on in various townships and compounds at a cost of US$348.8 million.

The L400 project includes improvement of various roads in various residential, light industrial and industrial areas of Lusaka City such as Kabanana, Chalala, Kamwala South, Chilenje South, Avondale, Kabwata Site and Service, Chazanga, Kamanga, Chinika Area, Bauleni, Northmead, Matero, Chawama, Lilanda, Chilulu, Ngombe, Kaunda Square, Kalingalinga and Mtendere among others.

THE Zambia Police Service has dismissed claims by United Party for National Development (UPND) president Hakainde Hichilema that it has stopped the opposition political party from holding thanks-giving rallies.

Police spokesperson Charity Chanda said in an interview yesterday that the opposition political party has not notified respective commissioners of police of its intentions to hold thanks-giving rallies countrywide.

Ms Chanda advised Mr Hichilema and other political leaders to stop misleading the public that the Police Service has denied them permits to hold thanks-giving rallies.

She advised UPND to follow the provisions of the Public Order Act on public processions.
“We have not denied the UPND permits to hold the thanks-giving rallies throughout the country.

“What they have to do is to contact the provincial police commissioners so that they can facilitate the holding of these thanks-giving rallies across the country because the issue of providing them with security should also be looked at,” Ms Chanda said.

Mr Hichilema is quoted in some sections of the media that police have denied him permits to hold rallies countrywide to thank the people for voting for him and his party in the January 20 presidential election.

THE National Pension Scheme Authority (NAPSA) is owed about K2.6 billion in outstanding contribution arrears and penalties by Government, grant-aided institutions, parastatals and councils as at December 31, 2014.

Of the total K2.6 billion, which has been accumulated over a period of time, K239.4 million are in arrears from contribution principle while K2.4 billion is from penalties.

NAPSA director general Charles Mpundu told a parliamentary committee on Economic Affairs, Energy and Labour recently that the non-payment of contributions has a negative bearing on the financial sustainability of the scheme in the long-term.

He said central government has no arrears in principle but, owes K73 million in penalties while Government aided institutions have a debt of about K47 million in principle and over K498 million in penalties.

Mr Mpundu said the lag in repayment by Government was due to a change in payment system which was taken up by respective ministries.

“What led to the accumulation of the debt and arrears for Government is that between 2000 and 2007, the payroll system at the Ministry of Finance was administered in such a way that five percent of employees’ share was to be paid and remitted to the authority by the respective employing ministries.

“While the respective ministries remitted the five percent employees’ share of the contributions, the Ministry of Finance defaulted on the remittance of the employers’ share,” he said.

PATRIOTIC Front (PF) and republican president Edgar Lungu has appointed Matero Member of Parliament Miles Sampa has campaign manager for the Chawama constituency by election slated for April 14.

Northern Province minister and former Patriotic Front (PF) Northern Province chairman Freedom Sikazwe and Tourism and Arts minister Jean Kapata have been appointed to be campaign managers for Senga Hill and Masaiti constituencies respectively.

The nominations for the by elections caused by the election of former member of parliament for Chawama Edgar Lungu as republican president and nullification of the Masaiti and Senga Hill seats are expected today.

The PF has adopted Kapembwa Simbao as its candidate in the Senga Hill parliamentary by election, Lawrence Sichalwe as its candidate in Chawama constituency and Michael Zondani Katambo as candidate for Masaiti constituency.

The United Party for National Development (UPND) has settled for a businessman Charles Kaselwa for Chawama and former Energy permanent secretary Peter Mumba for Masaiti.

National Revolution Party (NRP) have announced they will field party leader Cosmo Mumba’s wife Martha as their candidate for the vacant Chawama seat.

The Movement for Multiparty Democracy (MMD) and the Forum for Democracy and Development (FDD) have announced that they will not take part in the by elections.

Road Development Agency (RDA) will introduce toll fees for light vehicles by June this year.

RDA director and chief executive officer Bernard Chiwala said this when he appeared on Zambia National Broadcasting Corporation’s Sunday Interview programme.

Mr Chiwala said collecting toll fees for light vehicles will help RDA to generate more revenue for road construction and maintenance.

“We have realised that we have more light vehicles in the country than big ones and we believe that introducing toll fees for light vehicles will give RDA more funds for road construction and maintenance,” Mr Chiwala said.

He said RDA last year raised K296 million from toll fees and exceeded its target of K250 million.

Mr Chiwala said RDA has targeted to raise K360 million from tolls fees this year.

And Mr Chiwala has attributed the high cost of road construction in Zambia to the country’s dependency on imported raw materials.

He said road construction equipment is imported and costly to acquire.

“The roads in the country are put up at a huge cost. For example, importing bitumen from Durban in South Africa involves spending a lot of money on transportation and it becomes worse when the Kwacha is not faring well,” Mr Chiwala said.

He said RDA is counting on Indeni Petroleum Refinery in Ndola to expedite construction of a bitumen plant to reduce the cost of bitumen.

Country has adequate stocks of fuel-Yaluma

GOVERNMENT has assured that the country has adequate stocks of fuel both at the Ndola fuel terminal and Lusaka main depot and has attributed the current artificial shortage to logistical inadequacies on the part of oil marketing companies (OMCs).

And Minister of Mines, Energy and Water Development Christopher Yaluma says Government will systematically remove middlemen in the procurement process of fuel because this has contributed to high cost of the commodity.

The minister said in an interview yesterday that the current shortage of fuel in some parts of Lusaka is as a result of logistical problems that some OMCs are experiencing.
“I want to assure the country that the stocks of fuel are enough. In Lusaka, there are 300,000 litres of fuel while in Ndola we have 1.6 million litres of fuel,” he said.

Mr Yaluma said that a total of 11 trucks of fuel are offloading in Lusaka while 81 trucks have been dispatched from Dar es Salam in Tanzania.

He said there is no need to panic because Government has put in place necessary measures to address the shortage.

Mr Yaluma also said the inclusion of middlemen in procurement and distribution of fuel is unnecessarily increased in the price of fuel.

A check by the Daily Mail at some service stations in Lusaka revealed that there was a shortage of fuel and fuel attendants were turning away motorists.

There was no fuel at Total Filling Station in Kalingalinga and Puma Filling Station at Manda Hill.

The situation was the same at Puma Filling Station in Longacres and Church Road filling stations on Church Road.

PATRIOTIC Front (PF) chairperson for elections Emmanuel Mpakata has advised founding members not to worry about the ruling party’s decision to adopt former MMD members of Parliament (MPs) Kapembwa Simbao and Michael Katambo to re-contest the Senga Hill and Masaiti seats, respectively, in the parliamentary by-elections set for April 14.

Mr Mpakata said in an interview yesterday that PF had a working relationship with former President Rupiah Banda prior to the January 20 presidential election in which President Lungu emerged winner.

“This is politics. What we have with MMD is a marriage of convenience. We are interested in votes,” Mr Mpakata said

He assured PF members not to feel left out because the party wants to grow stronger by embracing everyone.

Mr Mpakata said the candidates adopted by the party are strong on the ground and will win the parliamentary seats.

“I wish to assure our faithful party members that we still hold them in high esteem. The reason we have adopted these candidates is because we know that they will win the seats,” Mr Mpakata said.

REPUBLICAN president Edgar Chagwa Lungu who fell ill on Sunday, March 8, 2015 whilst officiating at the International Women’s Day has left hospital to complete the resting regime prescribed by doctors.

Special Assistant to the President for Press and Public Relations Amos Chanda in statement released on Monday evening said the President has been treated for the low blood sugar level that emanated from the suspected recurrence of the narrowing of the food pipe (a condition medically known as Achalasia), for which he was previously treated 30 years ago at the University Teaching Hospital. The President was also treated for fatigue and traces of malaria parasites that were initially suspected.

“As a result of the suspected recurrence of his Achalasia condition which could have led to the low sugar level the President experienced, doctors have recommended that President Lungu undertake specialised treatment abroad,” the statement read.

Mr Chanda said the Presidency is evaluating the advice and will today (Tuesday) decide when the President undergoes the recommended treatment.

The seven doctors attending to the President reached a consensus that they were satisfied that the President was in enough good condition to return home. They emphasized that the President takes sufficient rest to help clear his high levels of fatigue.

The statement was authorized by Dr. Dorothy Kasonde and Dr. Dave Kishore on behalf of the other doctors attending to President Lungu.

PF condemns Post Newspaper headline

The Patriotic Front has described the Post Newspaper Headline as shameful and immoral.In a statement issued on behalf of the PF media and publicity committee Sunday Chanda said the unashamed celebration of President Lungu’s illness going by mocking headlines in the Post Newspaper and derogatory reports on social media by members of certain political parties must be condemned with utmost disgust by all well-meaning patriotic Zambians.

The Post Newspaper published pictures of the president after he collapsed on the saluting dais as various organisations marched past him during the International Women’s Day commemoration at the Heroes Stadium in Lusaka.According to the Post Newspapers moments before collapsing, President Lungu was seen fidgeting about and at one point drunk some water before he fell.The President’s aide-de-camp, Chanda, managed to catch him before his head could hit the ground. Other police officers and some government officials then rushed to the podium and helped lift President Lungu up.

The Post Newspaper then reported that almost immediately, Zambia Army soldiers took over the scene and surrounded all the journalists who witnessed the incident. President Lungu was carried back to the holding room. Post photojournalist Tenson Mkhala took pictures of the Head of State, but as he was about to leave the stadium, four military police soldiers chased after him and confiscated his camera. The soldiers searched Mkhala and took away the memory card that had the pictures of the incident before handing him back the empty camera. When Mkhala tried to challenge the soldiers, one of them threatened that he would be killed if he went ahead to publish any pictures of President Lungu collapsing.“You! Bring the camera, let’s see your pockets,” one solider said as he took the card away, “we will kill you if you publish anything.”

Mr.Sunday Chanda said only sadists full of hatred will rejoice in someone else’s sickness or misfortune. The callous hatred displayed by these news media and cadres of certain political parties is immoral especially in a Christian Nation like Zambia. Therefore, the hatred the Post Newspaper harbors for Republican President Edgar Chagwa Lungu remains the epitome of immorality going by today’s headline. There is need for Zambians of good conscience to frown upon such sadist reporting.

Mr.Chanda further stated that President Lungu does not become the first sitting President in Zambia and beyond to fall ill while in office. In August 2010, Tanzanian President Jakaya Kikwete, aged 59 years at that point, collapsed at the official launch of his re-election campaign. The normal reaction from citizens is that of fear and panic. In this regard, State House and Government have done a commendable job in informing the nation to avoid unnecessary speculation. For the first time in the history of Zambia, President Lungu has allowed transparency regarding his health, which ordinarily must remain a private matter. Zambians of good conscience have yearned for such openness and it is gratifying that President Lungu has granted the same.

Mr.Chanda said the President is human like anyone of us and can fall ill. The Bible calls on everyone to honour and respect authorities (1 Cor 12) and that we should be full of love, not hatred. As the medical team continue do their work in addressing President Lungu’s condition, we call upon all Zambians to pray for the President’s quick recovery.

Government explains artificial fuel shortage

Government has explained that the ‘artificial’ fuel shortage currently being experienced in Lusaka is due to logistical problems by Oil Marketing Companies (OMCs) who are not collecting the commodity.

Mines, Energy and Water Development Minister of Christopher Yaluma assured that there is enough fuel in the Lusaka including other parts of the country.Mr. Yaluma says 11 trucks carrying petrol, diesel and kerosene are off-loading at some named filling stations especially in Lusaka.

The Mines, Energy and Water Development Minister disclosed at a media briefing in Lusaka that there is 3,000 litres in Lusaka which is lying un-collected by OMCs.

“11 fuel tankers carry the commodity are off-loading at filling stations. This artificial fuel shortage is because of logistical problems not planned for by OMCs,” Mr. Yaluma said.He challenged the OMCs to collect the commodity instead of causing un-necessary fuel shortage.Some filling stations in Lusaka in the past few days are reported to have run out of petrol, diesel and kerosene hence causing panic among motorists.

Opposition Alliance for Better Zambia (ABZ) President Fr. Frank Bwalya has accused United Party for National Development (UPND) leader Hakainde Hichilema of being insincere in his goodwill message to President Edgar Lungu.

The outspoken former Catholic priest has taken a swipe at Hichilema claiming his message to President Lungu was a case of the right hand blessing and the left cursing.
Bwalya, who vigorously campaigned for then Defence Minister Edgar Lungu in the hotly contested 2015 Presidential by-election has urged Hichilema not to take Zambians for ‘fools’.

Meanwhile Rainbow Party president Wynter Kabimba has sent his best wishes of a speedy recovery to President Lungu

Cosmo Mumba to field his wife in Chawama by election

National Revolution Party leader Cosmo Mumba has announced that his party will field his Wife Martha Mumba in Chawama.Mr. Mumba says the decision has been arrived at following a central committee meeting of the party.But Mr. Mumba says his party will support the PF in Masaiti and Senga Hill constituencies.

Various candidates vying for the forthcoming Parliamentary by-elections in Chawama, Masaiti and Senga Hill Constituencies are tomorrow expected to file in their nomination papers before presiding officers.

The Chawama by-election has been called after than incumbent M.P Edgar Lungu was elected Republican President on January 20th while the Masaiti and Senga Hill seats fall vacate after the courts of law nullified the seats.

Meanwhile opposition MMD President Nevers Mumba says his party has decided not to field any candidate in the by elections because his Party is re-organising following its dismal performance in the last Presidential election.

Dr. Mumba has told ZNBC news in a telephone interview that the MMD will soon announce the name of a party to support during the 3 parliamentary by elections.

And on the Patriotic Front adopting MMD member Kapepmbwa Simbao to re-contest the Senga Hill seat on the ruling party’s ticket, Dr. Mumba says the party will soon issue a statement on the matter.

Mr. Simbao who has been Senga Hill MP on the MMD ticket has been adopted to re-contest the seat on the PF ticket after his seat was nullified by the Supreme Court.

And the opposition Forum for Democracy and Development – FDD- spokesperson Antonio Mwanza says it will also not field any candidates in the 3 vacant parliamentary constituencies because the forthcoming by elections are meaningless both to party and public.

Mr. Mwanza says the FDD is in the process of dissolving all its structures across the country and mobilize ahead of the 2016 general election.

And UNIP chairperson for elections Chinga Banda says his party has adopted Bywell Mazila Kaluba as its candidate in Chawama constituency.

Zambia to host an international Arts festival

Zambia will this month-end host an International Arts Festival in the tourist capital, Livingstone.Five countries have confirmed participation at the 2015 Livingstone International Arts Festival (LICAF) which opens on the 26th March and closes on 28th March, 2015.Among the countries that have confirmed participation are neighbouring Botswana, Mozambique, Seychelles and Zimbabwe.

Zambia Tourism Board Managing (MD) Director Felix Chaila disclosed this at a media briefing held at Radisson Blue in Lusaka today during the Second LICAF launch of the public campaign. He said the event will attract over 2,000 international and local exhibitors who will converge in the tourist capital, Livingstone to celebrate culture and arts exhibitions.He said the key objective of LICAF was to celebrate Zambia’s and Africa’s cultural identity by show-casing the best of Africa’s cultural product in songs, dances and food.

The ZTB MD explained that LICAF is anchored by the Board but would be organized in partnership with Zambia Wildlife Authority (ZAWA), National Arts Council, National Heritage Conservation Commission and other stake holders in the tourism sector.He further urged media houses to participate in the festival besides offering coverage.He said among the activities lined up for this event include traditional dance workshops, food bazaar, contemporary music performances, street carnival fashion shows to depict Zambia’s designs including gala dinners and boat cruises.

Mr. Chaila urged the members of the public to support and come on bold and witness the birth of an annual International cultural and arts festival that would help change the face of Livingstone to a preferred regional and international destination of choice for tourists that want to explore. And speaking at the same function, Seychelles Tourism Ambassador to Zambia Jimmy Butt said he is impressed with the level of support that Zambia has in developing the tourism industry.Ambassador Butt has also congratulated the Board for successfully launching the 2015 LICAF.He disclosed that the partnership with Zambia and Seychelles would be long out-standing in developing the tourism and culture of the two countries.

Run only one viable newspaper – Hamududu tips government

Chairperson of the Expanded Parliamentary Committee on Estimates Highvie Hamududu said that it will become cost effective if government runs only one newspaper.

Mr. Hamududu thinks the two newspapers which government currently runs the Times of Zambia and Zambia Daily Mail have now become liabilities.He told Qfm News in an interview that government will do well to harmonize the two newspapers into one company and begin to run it as a business.

Mr. Hamududu who is also opposition UPND Bweengwa Member of Parliament says this entails that government bringing on board the private by way of selling shares of the newspaper.
He said if this happens the newspaper will be viable as opposed to the current situation where there seem to laxity on the part of the two government run newspapers.

Mr. Hamududu said that this laxity is evident in how much the two daily newspapers owe the National Pension Scheme Authority (NAPSA) and Zambia Revenue Authority (ZRA).
He said by owing NAPSA and the ZRA the Times of Zambia and the Zambia Daily Mail are in fact denying the people of Zambia the much needed taxes.
