Nkana hunt down Buffaloes to victory

Nkana were handed some poetic justice of sorts after making a stunning comeback at Woodlands Stadium in Lusaka on Saturday beat hosts Green Buffaloes and move into fourth place.

Nkana were looking like their were heading for their second defeat in their last three games after Buffaloes took a 26th minute lead through a Victor Chimbulu header.

Nkana were then controversially punished when assistant coaches Gift Kampamba and Zeddy Saileti were dismissed from the bench by referee Stanley Hachiwa.

Hachiwa’s harsh decision which he would have thought twice about at Nkana Stadium saw coach Beston Chambeshi cut a lonely figure on the bench.

Meanwhile,the status quo stayed that way until the 71st minute when defender Maybin Chishimba fired in his now trademark parabolic strike from the edge of the left wing to beat Buffaloes goalkeeper Edison Phiri.

The scenario was the same in Nkana’s other dramatic comeback win over Konkola Mine Police on September 21 when Chishimba also scored from a similar range and angle to spark the 2013 champions rally.

Nkana then shocked Buffaloes with a 90th minute goal by substitute Shadreck Musonda who tapped in the ball from close-range to see some justice done after the expulsion of the two assistant coaches.

Beston Chambeshi’s side move to 46 points, seven behind their archrivals and leaders Power Dynamos with four games left before the 2014 title is decided.

Power Dynamos go top of the table

Power Dynamos have shoot to the top of the FAZ Super League table with four games remaining before the end of the season after thumping Konkola Blades 3-0 at Arthur Davies Stadium on Saturday.

Power takes over the league leadership from Zanaco who drew 2-2 at Nchanga Rangers on Saturday.

Tenant Chilumba’s Power put up a fantastic second half performance after a goalless opening half.

Midfielder Richard Kasonde headed Power in front on 63 minutes after connecting a Lawrence Chungu corner to beat keeper Collins Chomba.

Alex Ng’onga doubled the lead nine minutes later before Jimmy Ndhlovu completed the rout with a 74th minute goal- finishing Kennedy Mundenda’s pass inside the box.

This was Ndhlovu’s first game since surviving a car clash a fortnight ago.

Meanwhile, Power who returns to the top in as many months as possible lost 1-0 to Konkola in the earlier match in Chililabombwe.

Kwacha lists at Johannesburg Stock Exchange

The Zambian Kwacha has broken new ground after it was listed on the Johannesburg Stock Exchange (JSE) on Friday as one of the three African currencies in which investors, as well as importers and exporters will now be able to protect themselves against currency fluctuations in the three countries.
The listing of the Kwacha, together with the Kenyan Shilling and the Nigerian Naira, was launched at a ceremony held at the JSE in Johannesburg.

The JSE officially started trading in the three currencies at 09.00 am immediately after representatives from the three countries took part in celebrating the trade opening bell.

This development means that market participants wherever they may be around the world are guaranteed a future price for a specific commodity.

Zambia’s Deputy High Commissioner to South Africa, Joe Kaunda who represented Zambia at trade opening bell occasion, has described the launch as a momentous occasion especially that it was happening barely three weeks before Zambia celebrates her Independence Golden Jubilee.

Mr. Kaunda says the development is a milestone and confirmed the confidence that the international markets had in Zambia’s economy and its leadership.

And JSE General Manager for Capital Markets, Warren Geers says the day has marked a ground-breaking initiative in that the JSE had finally managed to launch the African currency listing after having worked on the idea for two years.

Lusaka Stock Exchange (LuSE) Chief Executive Officer, Mr. Brian Tembo, who was also in attendance, hailed JSE for the initiative and disclosed that LuSE that LuSE Is working on introducing such measures through collaboration with the South African stock exchange.

Meanwhile Barclays Bank vice-president for Sub-Saharan African Trading, Lourens Harmse notes that the economic growth rates for Zambia, Kenya and Nigeria were among the highest in the world and signs were that the trend would continue for years to come as investment into Africa continued.

Head for Tradition Futures, Mr. Andrew Gillespie said it was a ground-breaking development to have a transparent, independent and well-regulated platform from which to mitigate or assume foreign exchange risk in the three African countries.

The JSE had partnered with Barclays Africa and specialist brokers, Tradition Futures, in working on this initiative.

Retired veteran politician Vernon Mwaanga has said that Zambia’s failure to come up with a new constitution over a period of more than 11 years has turned the country into a laughingstock in the Southern African region.

Dr. Mwaanga said that the process of coming up with a new constitution requires more than just the momentum Justice Minister Edgar Lungu has given the process.

Dr. Mwaanga told Qfm news in a telephone interview that he was also particularly disappointed that the President Michael Sata did not provide a clear roadmap in the constitution making process during the official opening of Parliament.

He noted there is need to come up with very clear guidelines and a clear roadmap with regards which direction the constitution making process will take once the final draft constitution is made public and when the national constitution referendum will be held.

Dr. Mwaanga said it is important that the Zambian people should know exactly what is going to happen particularly that these are issues they were promised by the Patriotic Front government.

He added that it was important that these promises are fulfilled so that the current constitution making process can have a clear roadmap before the 2016 general elections.

Dr Mwaanga said that his appeal, therefore, is that the Grand Coalition on the Demand for a People Driven Constitution and all political parties should continue engaging government through the Minister of Justice so that there is a clear way forward on the enactment of the country’s new constitution.

Forum for Democracy and Development FDD president Edith Nawakwi has described as unfortunate the extreme position taken by Sports Minister on the issue of student sponsorship.

Speaking interview Ms. Nawakwi noted that the issue of education is an emergency and should be treated with the agency it deserves and that it was unfortunate for people in government like Mr. Kambwili to be saying that it is not government’s job to educate children in the country.

Ms. Nawakwi wondered who should educate the children if government did not do so as there is no one else who will educate the children apart from the government itself.

She further condemned the ill timing of Mr. Kambwili’s statement which she noted that does not give confidence to the young people in the country especially those striving to improve their lives through acquiring a good education.

“It is very unfortunate that we should have some of our colleagues in government like Mr. Kambwili taking an extreme position and if u recall the demise of Musanka Mukwamba and the timing of Mr Kambwili’s statement its exactly the same time.

“There is no one else who is responsible for educating our children apart from the government, yes there are parents who are able to pay for children and they should be identified and asked to foot the bill.”

Ms. Nawakwi accused the bursaries committee of being corrupt saying we have all been faced with corruption of bursaries committee when a child with 11 points is left out while someone with 27 points is give a bursary.

And the opposition leader says people accusing government of corruption are justified in their accusations as government has continued pumping money in building roads as opposed to the social sectors of country because there is no way of siphoning back the money to private pockets.

“This why we are saying this government is corrupt because there is money for roads and I have been reflecting on why we have so much money for roads.

I believe that if you provide scholarships there is no way of siphoning money back to private pockets but if you give contracts to the Chinese the Minister has already said that the Chinese are busy tempting every Minister with parcels with cash and you can’t do that with bursaries committee you may corrupt some with a small amount and you may be given a bursary but the bulk of the money is going into road construction and building of sky scrapers in the middle of nowhere because this an open tap for ministers siphon money through contracts,” Ms. Nawakwi said.

She added: “this not even an allegation Minister Chikwanda has clearly laid everything bear that his ministers are as corrupt as dirty and I think this should stop. I don’t why they are treating people like this, people are hungry, there is no education, no health and transport is expensive this is really hopeless and I feel so saddened with the demise of my daughter here.”

Ms. Nawakwi was among the scores of mourners who attended the burial of Musanka Mukwamba a first year student at the University of Zambia who committed suicide after she was denied a bursary by the bursaries committee.

Mukwamba is said to have taken poison stunning the university community. The issue of bursaries has taken centre stage after only 2, 600 of the 6, 000 admitted in the first year for the 2014/15 academic year were awarded the privilege.

Elephant attack and kill a ZAWA Scout

AN ELEPHANT has attacked and killed a Zambia Wildlife Authority (ZAWA) Scout Lameck Chisangu of Mboola Village in Lupande Game Management Area (GMA).

ZAWA Communications and Public Relations Officer Readith Mwila Muliyunda confirmed the development in a press statement yesterday.

Ms Muliyunda said on the night of September 26 this year, Mr Chisangu, 34, of Kakumbi Community Resource Board woke up to noise of villagers trying to scare away elephants that had strayed in the village.

Upon hearing the noise, the deceased rushed out of his house to assist and unfortunately was attacked by one of the elephants.

He was then rushed to the hospital in the area where he died leaving behind his wife and four children.

“ZAWA has managed to control one of the elephants although it is not clear how many elephants were there at the time.

Lupande GMA buffers the South Luangwa National Park in Mfuwe. ZAWA would like to convey its heartfelt condolences to the bereaved family,” she said.

ZAWA has also cautioned members of the public that two lions are reported to have strayed into Mosi-Oa-Tunya National Park IN Livingstone.

Ms Muliyunda said the lions were suspected to have either come from across the borders with neighbouring countries such as Zimbabwe or from Kafue National Park.

“Extra caution is required by people entering the Park and cycling after 18hours and before 06hours should be avoided.

Operators conducting walks in the Park should ensure that all their clients are escorted by a Wildlife Police Officer to avoid accidents. ZAWA officers are on the ground trying to locate the exact location of the lions,” Ms Muliyunda said.

Mulenga Sata urged councils across Zambia to promote a clean and green environment

LOCAL Government Association of Zambia (LGAZ) president Mulenga Sata has urged councils across Zambia to promote a clean and green environment to enable the local authorities become attractive.

Mr Sata said there was need for councils to plant more trees and use solid waste to generate sustainable energy for street lightening and other projects.

He was speaking in Livingstone yesterday in an interview at Chrismar Hotel at the closing of the 58th LGAZ annual conference and 11th Alliance of Mayors and Municipal Leaders Initiative for Community Action on AIDS at the Local Level (AMICAALL).

The five-day conference was held under the theme “50 years of Local Government, Treasuring the past, reflecting the present, shaping the future.”

“We need to plant more trees. For instance, the land is almost bare and brown if you fly over Lusaka. We also need to use solid waste to generate power as well as keep our cities clean and embrace sustainable energy whether energy saving bulbs or solar energy,” Mr Sata said.

Mr Sata, who was chairing the LGAZ conference for the first time since he was elected as president, said there was need for councils to move away from total dependence on ZESCO power saying there was a lot of room for sustainable energy in the country.

The Lusaka City Council Mayor said the lifespan of solar batteries was much longer while the cost was also low.

Mr Sata also said councils were currently repositioning themselves for the implementation of the decentralisation policy as more responsibilities that would come along.

“As councils, we can do much better in terms of enhancing service delivery than what we are doing now.

In Kafue, they collected revenue from the quarry which is a challenge in other councils. Markets are on paper but the revenue doesn’t tally.

Meanwhile, Mr Sata has called for the localisation of the Local Government Service Commission (LGSC) operations.

“It will be important to localise the operations of LGSC so that councils that have human resource capacity can take charge of own recruitment.

For Lusaka City Council, anything from a cashier upwards is employed by LGSC and we have over 2, 000 workers and this becomes a challenge for the Commission to manage these workers,” Mr Sata said.

He said LGAZ did not want an adversarial relationship with LGSC but wanted a collaborative relationship with the Commission and the Ministry of Local Government and Housing.

Mr Sata said there was an urgent need to fight corruption and other mal-practices in councils across the country.

“As councils, we have not represented ourselves very well and we are trying to tighten our loopholes.

In Copperbelt Province, a councillor was suspended for engaging in illegal land dealings and we want this discipline to continue,” Mr Sata said.

Guy Scott maintains that Mealie meal pricess will go down

VICE-PRESIDENT Guy Scott has maintained that mealie meal prices will go down as soon as the maize purchasing exercise is completed.

Responding to a question by Nalikwanda MMD MP Geoffrey Lungwangwa in Parliament, Dr Scott said mealie meal prices in Zambia were not as high as they were being portrayed by some opposition members of Parliament.

Professor Lungwangwa had sought to find out what the Government was doing about mealie meal prices that had gone up as high as K90 in some parts of the country.

But Dr Scott said the Government did a survey with the Jesuit Centre for Theological Reflections (JCTR) and established that mealie meal prices in most parts of Zambia were below K70.

The Vice-President urged MPs to ensure factual information was brought to the House at all times. This was during the Vice-President’s question and answer session.

Dr Scott also informed the House that seven heads of State and Government were scheduled to attend this years’ Golden Jubilee celebrations in Zambia.

He was responding to a question from PF Bwacha MP Sydney Mushanga who wanted to know which dignitaries would attend the Golden Jubilee celebrations this month.

On the Constitution, Dr Scott told the House that Justice Minister Edgar Lungu had continued to dialogue with stakeholders on the way forward over the Constitution.

Kabwata PF MP Given Lubinda sought to know what was holding back the cleaning up of Lusaka city despite the issue having been resolved more than three years ago.

Dr Scott said it was sad that there were some people in some parts of Government who were not performing their duties and instead were used to a culture of attending ‘workshops’.

Meanwhile, Deputy Speaker Mkhondo Lungu has asked Foreign Affairs
Minister Harry Kalaba to give a ministerial statement on what transpired at the United Nations General Assembly to the House by Wednesday next week.

This followed a point of order raised by Chadiza MMD MP Allan Mbewe who wanted to find out if Mr Kalaba was in order to remain silent after returning from the General Assembly.

The House also heard that Times of Zambia workers were owed K8,945, 618.71 in salary arrears as at August, 2014.

Information and Broadcasting Services Deputy Minister Poniso Njeulu said this in response to a question by Chipili PF MP Davies Mwila who wanted to know how much money Times of Zambia workers were owed as at August 2014.

Government officially releases the Revised Sixth National Development Plan to the public

THE Government has officially released the revised Sixth National Development Plan (R-SNDP) to the public.

Secretary to the Treasury Fredson Yamba announced yesterday that this followed Cabinet approval and printing of the document.

R-SNDP is the revision of the Sixth National Development Plan 2011-2015.

Mr Yamba said the Ministry of Finance would in a few weeks commence dissemination and outreach programmes at national, provincial and district levels to sensitise various stakeholders and members of the public on the connective between the PF Manifesto, the R-SNDP and the 2015 National Budget.

The full copy of the R-SNDP can be accessed on the Ministry of Finance website www.mofnp.gov.zm, however at the time of this posting the Government site was offline.

OFFICIAL STATEMENT ON THE RELEASE OF THE REVISED SIXTH NATIONAL DEVELOPMENT PLAN (R-SNDP)
2013-2016

Lusaka, 3 rd October, 2014 – Zambia is committed to planned socio-economic development of the country as reflected by the determination of the Government to improve the economic conditions of its citizens. The Revised Sixth National Development Plan 2013-2016 (R-SNDP) is the revision of the Sixth National Development Plan 2011-2015. The R-SNDP takes on board the priorities of the Patriotic Front (PF) Government. Like other previous plans, the R-SNDP is aimed at achieving the objectives set out in the Vision 2030 of becoming a “prosperous middle-income country by 2030.”

The R-SNDP is primarily an investment plan which contains quantifiable programmes to inform sector planning and budgeting processes. These programmes are expected to respond to the strategic focus of the Plan and its theme of “People Centered Economic Growth and Development”. The programmes are well elaborated in the implementation plan of the R-SNDP. The Plan focuses on public capital investments that have a bias to rural development and job
creation so as to achieve inclusive growth. The main investment areas are in Skills Development, Science and Technology, Agriculture, Livestock and Fisheries, Energy and Infrastructure Development particularly transport infrastructure while enhancing human development related Sectors of Water and Sanitation, Education and Health. Other equally important programmes which are mainly of recurrent nature will be provided for in the respective sector policies and shall accordingly be given priority in the annual budgets. The R-SNDP does not render Sector policies and plans irrelevant or insignificant, but the two will complement each other.

Further, the Plan reaffirms Government’s commitment of making economic growth beneficial to all and therefore provides the framework for investment in the medium term in order to accelerate socioeconomic development. It provides a comprehensive medium term strategy for an all-inclusive and sustainable development agenda. It builds on the growing strength of the economy and also addresses weaknesses and challenges faced during the implementation of the previous National Development Plans against a backdrop of good economic performance in 2011 and 2012 with real Gross Domestic Product (GDP) growth of 6.8 percent and 7.2 percent, respectively, against the targeted growth rates of 6.4 percent and 7.0 percent.

The Government takes cognizant of the fact that delivering equitable development requires concerted efforts and commitment of all stakeholders. I would therefore like to urge all Zambians from different walks of life to be fully committed and participate in the implementation of this Plan at an accelerated rate. In view of this, I call upon the National Development Coordinating Committee, Sector Advisory Groups, Provincial Development Coordinating Committees, District Development Coordinating Committees, Non-Governmental Organisations, Civil Society Organisations; Faith based Organisations and the ordinary Zambians to be pillars in the implementation and monitoring of progress in their respective Sectors.

Our Cooperating Partners have always been supportive of the development agenda of the Country and Government will continue to appreciate their valuable contributions. The Government is hopeful that this cooperation will even grow to greater heights as we implement the R-SNDP.

In conclusion, the implementation of the R-SNDP will depend on the commitment of all stakeholders, I, therefore, urge each and every one of us to spare no effort to ensuring that the Plan is successfully implemented.

Janza to crack whip?

Zambia coach Honour Janza has promised that the days of automatic places in Chipolopolo’s starting XI are over.

Janza has been put under-pressure to crack the whip after below par displays by the teams veteran players in the two 2015 AFCON qualifiers that has seen the team pick up just one point from two Group F games.

“This time around selection will not be automatic, both local and foreign based players that will be selected based on their performances at their clubs,” Janza said.

“When we call the locals we just don’t pick we select those that are making an impact at their clubs and have something to offer as the National team.”

Meanwhile, the 13-home-based team including Russian-based midfielder entered second day of training in Lusaka on Friday.

Zambia take on Niger on October 11 away and October 15 in Ndola.

Third placed Zambia are five points behind leaders Cape Verde while Mozambique are second with two points.

Niger are bottom tied on one point with Zambia.

Kitwe Utd refuses to give up promotion quest

Kitwe United coach Paul Mulenga says Chingalika are still in the race to win promotion to the FAZ Super League.

Seventh placed Kitwe have 40 points from 28 games and are 13 points behind Division One North leaders Forest Rangers.

But Mulenga said the Buchi Boys can win promotion to the elite league.

He said the results Kitwe will register in the remaining matches would decide their fate regarding promotion.

“We have to continue fighting up to the end. It is not too late,” Mulenga said.

“It comes to the next game against Mufulira Blackpool, we have to fight hard so that we can finish on a good position or win promotion,” he said.

Mulenga said inexperince was costing his side.

“I have a good side but we are lacking experience,” Mulenga said.

Kitwe were relegated from the Super League in 2006.

Crisis-hit Zanaco and Nkana seek redemption

Zanaco and Nkana go down redemption road on Saturday after a forgettable last seven days.

Firstly, coach Aggrey Chiyangi is feeling the pressure at leaders Zanaco.

Chiyangi failed to create any distance between Zanaco and the two sides below them after drawing 0-0 with Green Eagles last Saturday at Sunset Stadium in Lusaka.

The result led to calls for him to be sacked by a now edgy and anticipating bunch of Zanaco fans who want the title back at Sunset after relinquishing it to Nkana in 2013.

Just one point separates Zanaco on 51 from second placed Power Dynamos and are two ahead of third placed Zesco.

Chiyangi remains defiant as Zanaco visit Nchanga Rangers who are unbeaten in their last two wins with six points that including a 2-1 away win over Nkana.

Nkana meanwhile visit Green Buffaloes after picking up just one point from their last two games whose highlight was a 2-1 home defeat at the hands of a revitalised Nchanga Rangers last Saturday.

Nkana are fifth on 43 points and are eight points behind leaders Zanaco.

A draw or defeat and a win for Zanaco in Chingola could almost end Nkana’s hopes of defending their league title.

Chitambo PF orders eviction of civil servants

The Patriotic Front (PF) in Chitambo has appealed to Serenje District Commissioner Charles Mwelwa to evict civil servants that were deployed to work in the new district as they were delaying development progress.

In a press statement released to ZANIS today, Chitambo District PF Chairperson Christopher Kabango said it was unacceptable that to date, construction works at the new Chitambo boma site had not started .
Mr Kabango complained that government workers were still operating from Serenje boma instead of them living and working within Chitambo district where they will share the same development aspirations with the locals.

Mr Kabango said he had since written to the Serenje District Commissioner to instruct all the Chitambo workersto vacate government offices in Serenje and go to Chitambo .
The District PF chairperson also said he had written to the Chitambo District commissioner David Kaseba to instruct Chitambo government workers living and working in Serenje to relocate to Chitambo immediately.

He said the delay to start the construction works for Chitambo district was painting a bad image on the PF government that it is not working.

But Serenje District Commissioner Charles Mwelwa said it would be up to the Chitambo government employees to leave Serenje and not him to evict them.

Mr Mwelwa said it would be possible to evict the Chitambo government departments operating from his district if Serenje did not have adequate office space.

And Former Serenje District Council Chairperson has called on government to quickly settle the impasse that has caused government departments under Chitambo district not move to the new area.

Mr Cletus Malupenga said people were finding difficulties in accessing services from government departments because most of them under Chitambo district were operating from Serenje.

Mr Malupenga who is also former MMD Mpelembe Ward Councilor in Chitambo Constituency said Chitambo government officers should emulate their colleagues in Luano who have been operating in tents as they await the construction of new offices.

The Zambia Congress of Trade Unions (ZCTU) has asked Minister of Finance Alexander Chikwanda to take the Value Added Tax (VAT) matter for mining firms to cabinet.

ZCTU Secretary General Roy Mwaba said this is in order to allow the President and other Ministers to debate on it and come up with a concrete decision on behalf of all Zambians.

Finance Minister Alexander Chikwanda has come under fire from some sections of society over the Value Added Tax (VAT) general administration rule number 18 which requires government to refund tax to exporters that include mining companies.

Valued Added Tax rule no. 18 has been in existence since 1997 with the intention of making Zambian exports competitive through VAT refunds on exports.

Mr. Mwaba told ZANIS in an exclusive interview in Lusaka today that the trade union has been hesitant to comment on the matter which has attracted comments from members of the public from various sectors because of the sensitivity of the matter.

He said after studying the matter, the trade union feels the issue should be taken to a full cabinet meeting presided over by the President so that the Minister of Finance is not blamed for either paying or not paying the refunds to the mining companies.

Mr. Mwaba, who could not show whether he supports or opposes the idea to refund the mining companies, observed that the matter has potential to create unemployment in the mining industry if not handled well.

This VAT refund involves about US$600 million and mines are said to be planning to lay off over 20,000 workers once government refuses to refund them the VAT.

Meanwhile the Zambia Private Sector Alliance (ZPSA) recently stressed that the VAT rule 18 clause does not only affect the mining companies but all exporters regardless of the sector.

ZPSA chairman Geoffrey Sakulanda stated that the clause that requires exporters to submit import certificates from destination countries in order to claim VAT refunds help in the expansion of businesses and further in the creation jobs for Zambians.

Reconsider bursary decision, HH tells government

Opposition United Party for National Development (UPND) president Hakainde Hichilema has called on the Ministry of Education, Science, Vocational Training and Early Education to rescind its decision to deny over 4,000 first year University of Zambia students a bursary scheme.

Mr. Hichilema said it would be wrong to throw away such a large number of students into the streets simply because they cannot afford to pay university fees which their parents cannot afford.

He said this today during a programme on Millennium radio.

He said education for all was one important right thing which one should not be denied on the basis of being vulnerable or poor.

The UPND leader urged the ministry to reconsider its decision so that those over 4,000 first year students can also be considered for the bursary scheme being offered by government.

Mr. Hichilema noted that most students, who have failed to access the bursary scheme to study at UNZA, come from poor families.

He added that these are students who are brilliant but will not access their education because of their economic status, a thing he said was wrong.
