Information and Broadcasting Services Minister and Government Chief Spokesperson Joseph Katema has dismissed as baseless remarks by pposition UPND leader Mr Hakainde Hichilema that the Patriotic Front is unwilling to enact a new constitution because it wants to remain in office beyond 2016.
In a statement released to the media, Dr Katema said that the current constitution has managed to deliver smooth and peaceful transitions of power from one president to another since the beginning of plural politics over two decades ago.
Below is the statement in full:
STATEMENT BY HON. DR JOSEPH KATEMA, MP, MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON ACCUSATIONS BY OPPOSITION UPND LEADER MR HAKAINDE HICHILEMA ON THE CONSTITUTION MAKING PROCESS
Government wishes to dismiss as baseless accusations by opposition UPND leader Mr Hakainde Hichilema that the Patriotic Front is unwilling to enact a new constitution because it wants to remain in office beyond 2016.
The statement attributed to Mr Hichilema in some sections of the media at best smacks off desperation as the opposition leader seems to be confusing the reasons for reviewing the constitution with his chances of winning elections.
The constitution Mr Hichilema calls “undemocratic” is the same one under which the country has had smooth and peaceful transitions of power from one president to another since we reverted to plural politics over two decades ago.
The fact that Zambia has had such a smooth and peaceful transition from one Government to another confirms that the current constitution is not in any way a hindrance to democratic transfer of power.
If indeed, the current republican constitution has ‘power’ to keep a ruling party in office for eternity, as Mr Hichilema puts it, then the former ruling party, the MMD, would not have been defeated in 2011.
But as we all know, Zambians voted out the MMD in preference for the Patriotic Front under the same constitution Mr Hichilema is now branding un-democratic.
It is not in dispute that the constitution needs revision in tandem with the aspirations of the Zambian people and the process in this regard is underway, as we promised when we were coming into office in 2011.
The process may appear to delay, but not derailed. We have said it before and we say it now – that we will not backpedal on our commitment to deliver a people driven constitution as espoused in our Party Manifesto.
In so doing, however, Government has a mandate to ensure the process is free from manipulation and dominance by those with narrow and private interests and agendas in this important national undertaking.
It ought to be appreciated that it is not the constitution that can keep a Government in power but its track record of performance in improving people’s lives.
This Government is on schedule and on track with its developmental agenda. Come 2016, the people of Zambia will decide who they will put in the cockpit of national affairs.

Health Minister Joseph Kasonde (right) and Zimbabwe Deputy Minister of Health and Child Welfare Douglas Mombeshora (left) being saluted participants (not in picture) during the World Malaria Day celebrations at Mukuni Park in Livingstone
Health Minister, Joseph Kasonde, has urged members of staff at Livingstone General Hospital to be mindful of their attitudes towards clients and advised them to be respectful and courteous as they manage the health institution on behalf of the community.
Dr Kasonde stated that the Livingstone General Hospital belonged to the community and as the owners they deserved to receive maximum benefit from the health institution.
He further said health care providers were obliged to share information with the public to avoid unnecessary confrontations.
“My ministry recognises that poor information flow leads to wrong perceptions and misconceptions among the people,” he said.
Dr Kasonde said this in a speech read for him by Tourism Deputy Minister, Lawrence Evans, during the Livingstone General Hospital’s Open Day program at which two advanced life-saving ambulances were handed over to the health institution.
Meanwhile, the health minister acknowledged security concerns raised by the Provincial Medical Officer at the Livingstone General Hospital.
“Indeed, the investment to make Livingstone General Hospital what it is now will come to nothing without proper security measures. Therefore, I am making an earnest appeal to all stakeholders to help in the construction of the security wall by making monetary or material donations,” he said.
Dr Kasonde said since the Patriotic Front government came into power, the Livingstone General Hospital had received equipment such as a Computerised Tomography (CT) Scan, 4D U/S Mammogram, cervical cancer screening equipment, communication, laundry and kitchen equipment among others.
“Further, government provided funds for the rehabilitation of the Mental Annex, construction of staff transit accommodation (16 flats) and a laboratory. Funds are also available for the construction of a library, classrooms and a skills laboratory at the School of Nursing and Midwifery,” he said.
Earlier, Acting Provincial Medical Officer, High Monze, said despite being a beneficiary of unprecedented development, security at the Livingstone General Hospital was compromised due to an incomplete wall.
Dr Monze, however, commended government and the community for their unwavering support as it enabled the institution to enhance service delivery.
Tourism and Arts Deputy Minister, Lawrence Evans, who is also Livingstone Central Member of Parliament, pledged 100 pockets of cement towards the completion of the wall, while Dr Monze and Acting Medical Superintendent at the hospital, Zaza Nthele pledged 10 pockets each.
Indo Zambia Bank Livingstone Branch has pledged K500 towards the K180, 000 needed to complete the wall at the health institution.
Vice President Guy Scott says Zambia is looking for ways to increase investment and employment in the country as the mining sector in Zambia is not creating enough jobs.
He said government’s top priority is to look for tangible ways of reducing unemployment which has been one of the challenges the country has been grappling with.
Speaking at a discussion hosted by the Corporate Council on Africa (CCA), Dr. Scott said though mining generates profit and tax, it does not create the much needed employment.
Dr. Scott said government was looking for investment where massive employment can be created in the agriculture, tourism and manufacturing industries.
The Vice President further stated that Zambia is a country that respects human rights and has continued with liberal policies that are based on Foreign Direct Investment (FDI).
He also said African countries were positive about the partnership with the US government.
Dr. Scott said this was the first time that the American government had brought together African leaders, a sign that they were ready to do business with Africa.
And Commerce Trade and Industry Minister Bob Sichinga assured the CCA that Zambia was a country that was conducive for investment.
Mr Sichinga said the country enacted a Zambia Development Agency (ZDA) law in 2006 that provides for a suitable relationship to the investor and its responsibility to the state.
He said ZDA is also responsible for managing and monitoring foreign direct investment (FDI) in the country.
The commerce minister said the country has 11 farming blocks in which government provides basic infrastructure such as water, electricity and roads.
Mr Sichinga said government was thus looking for core investors who can attract other investors to the farming blocks.
He said the farming blocks would help in agro processing and development.
And Corporate Council on Africa Vice President Stephen Hayes said the organisation was going to take a trade mission to Zambia and Zimbabwe later this year.
The Corporate Council on Africa (CCA) is a non-profit, membership-based organization established in 1993 to promote business and investment between the United States and African nations.
CCA is the premier American organization devoted to US Africa business relations and includes more than 160 companies, which represent nearly 85 percent of total US private sector investments in Africa.
The CCA meeting was attended by various business men and women from America.
Police in Kaoma district of Western have launched a man hunt for suspected UPND cadres who attacked Luampa district commissioner Alfred Miyato 62, and his driver Brian Kuwema 39.
In an interview, Western province police commissioner Lombe Kamunkoshi said suspected UPND cadres attacked Mr Miyato who escaped unhurt while his driver Kuwema sustained a swollen right arm and upper lip and Masheke Nguvu also sustained swollen and painful left side of the neck and shoulder adding that the incident happened between 21: 00 hours and 22:00 hours at Luampa sub-station along Luampa road.
Ms Kamunkoshi said the government vehicle Nissan Hard Body registration number GRZ 790 BV belonging to Luampa district administration suffered shattered wind screens.
She said District commissioner was coming from Mongu on official duty when he was attacked by suspected UNPD cadres.
Ms Kamunkoshi said no arrests have been made so far and that police officers have intensified investigations in order to bring the culprits to book.
She said political parties participating in the by-elections in both Luampa central and Namando wards local government should conduct peaceful campaigns in the area.
Ms Kamunkoshi said police officers will not tolerate cadres perpetuating violence in the area adding that anyone found will face the laws.
Meanwhile, ruling PF cadres in Mangango constituency of Kaoma district in Western province says they will start preparing to defend themselves from the violence attacks currently being perpetrated by the opposition UPND in the area.
In an interview, Mangango PF constituency chairperson, Isaaic Liwoyo said following the attack that happened at Pumulo Parkway Limited in Kaoma district where a group of UPND cadres attacked Kafue lawmaker Obvious Mwaliteta and former Mangango constituency Member of Parliament Taundi Chiseke, the party will now start defending itself from such attacks.
Mr Liwoyo said the violence being caused by UPND cadres was a sign that the party was feeling the heat from all the PF camps set strategically across the constituency.
He said the UPND cadres who were laden in an Isuzu Big Horn registration number ALL 2652 attacked Mangango PF campaign manager Mwaliteta and went away with his two remote controls, ripped off number plates of his Mitsubishi Pajero registration number ABD 5657 and a K500.00.
Mr Liwoyo said the UPND leadership should caution its cadres to desist from violence in the constituency adding that the attack on PF campaign manager Mwaliteta who is on a campaign trail soliciting for support for its candidate Rogers Lingweshi in the Mangango parliamentary by-election will not be condone.
He said the electorates in the area have witnessed massive development that the PF government has demonstrated in Mangango and no political pressure from the opposition UPND could disturb their choice to vote for Lingweshi on August 19.
Mr Liwoyo said UPND should base its campaigns on real issues that will uplift the living standards of the majority people in the area so that voters would understand the basis of their campaigns other than resorting to violence.
He observed that there was need to conduct issue based campaigns in Mangango because at the end of the day, it will be the voters who will offer a final verdict.
And police officers in Kaoma district have so far arrested two UPND cadres Kingford Nasilele a former Kaoma district commissioner in the MMD administration and Gicks Mushele a businessman who attacked Mwaliteta and Chiseke and are currently appearing in court for idle and disorderly conduct contrary to the laws of Zambia.
The Public Order Act has attracted mixed reactions amongst petitioners making submissions to the Legal and Justice Sector Reforms Commission in Chongwe District in Lusaka Province.
Some petitioners are calling for the abolition of the Act due to its vulnerability to abuse by police officers while others are recommending the Act citing security reasons.
Among the people advocating for the abolition of the Public Order Act is a Chalimbana University lecturer, Boyd Mwanabayeke, who contended that the Act was being used by police officers to brutalise innocent citizens for merely exercising their rights to assemble.
Mr Mwanabayeke stated that police officers have misapplied the Act to stop people from enjoying their rights to assemble without permit which he said should not be the case because the Act only requires citizens to notify the police.
He observed that police usually claims that they have no man power to police the gathering but when people convene they quickly find the unavailable man power to brutalize them which he said was a violation of people’s rights with impunity.
He described the Public Order Act as a colonial law which needs to be abolished if Zambians are to enjoy their full rights to freedom of assembly and speech.
Meanwhile, another petitioner, Richard Mabane, observed that the much talked about Public Order Act was a good law which simply needs proper understanding by law enforcement agencies.
Mr Mabane, who is former Chongwe Farmers Union Chairperson, however, admitted that despite the Act being enacted for a good cause, it has been abused by police to suit their selfish desires.
He said instead of abolishing the Act, government should work on training police officers to ensure that there is no abuse of the law.
The two petitioners only agreed on the appointment of the judges and the chief Justice where they recommended that the Judicial Service Commission be mandated to carry out this function so that the judiciary is left independent from the executive.
Submitting on the same topic, Anuel Simwawa, a retired District Education Board Secretary, stated that the judiciary is too compromised and corrupt and called for the restructuring and
decentralisation of the whole system so that it can serve the people better.
Mr Simwawa, who described the judges and lawyers as criminals in robes, disclosed that corruption has engulfed the judiciary especially judges whom he said take bribes from offenders in exchange for justice.
The Public Order Act has sparked debate in all the threedistricts of Lusaka where the Legal and Justice Sector Reforms Commission has held public sittings to inquire on the operation of the judiciary.
THE Zambia Environmental Management Agency (ZEMA) has approved the U$ 355 million worth water and sanitation project for Lusaka.
The water project is being funded by the United States government through the Millennium Challenge Corporation.
It was approved in accordance with requirements of the Environmental Impact Assessment (EIA) Regulations, Statutory Instrument number 28 of 1997.
Lusaka Water and Sewerage Company (LWSC) managing director George Ngondwe said this in a statement issued in Lusaka yesterday by marketing and public relations manager, Topsy Sikalinda.
“We are happy the ZEMA has approved the Environmental Impact Statement (EIS), we can now go ahead and deal with the other requirements for the project and soon implement the actual construction works which will have direct impact on the more than 1.2 million people in Lusaka District,” Mr Ngondwe said.
LWSC the custodians of the approved water and sanitation components would implement the project which was expected to improve and install new water networks in most parts of the City.
The targeted areas are the eastern side of Lusaka such as Mtendere, Kalikiliki, Kamanga, Ndeke, Kwamwena, Vorna Valley, Ng’ombe, Chipata and SOS East.
Mr Ngondwe said other works to be conducted included the rehabilitation of the Lolanda Water Treatment plant in Kafue which was the major source of water supply for Lusaka District.
The project would also improve sanitation in Mtendere by installing a sewer network to enable residents have flushable toilets.
He said this would improve the quantity of water pumped from Kafue from the current 98 million liters to around 110 million liters per day.
The current water demand for Lusaka was 370 million liters per day while the LWSC’s capacity was only 258 million liters.
GOVERNMENT has given Southern Province five ambulances equipped with advanced life support equipment for pre-hospital care to be provided by trained personnel while a patient is being taken to hospital.
Two of the ambulances will be stationed at Livingstone General hospital and the other three have been sent to Choma, Monze and Mazabuka.
Presenting the ambulances, Livingstone member of Parliament Lawrence Evans said the new vehicles will facilitate emergency health care to patients as they are being taken to a health centre.
Mr Evans said this yesterday in Livingstone during Livingstone General hospital open day.
“The ambulances are fully equipped with first aid medication for emergency treatment.
We all know that good health is an essential prerequisite for national development and as such Government is committed in providing good health care in the country,” he said.
Mr Evans said Government has sent abroad 40 nurses from various hospitals to train in emergency healthcare among those, four are from Livingstone General hospital.
He said the efforts are meant to strengthen emergency healthcare services to ensure efficiency and effectiveness in the healthcare delivery system.
He said open days are important as they offer the community an opportunity to interact with the hospital staff.
Mr Evans said an open day provides hospital staff an opportunity to appreciate concerns from stakeholders and address them.
Earlier, acting provincial medical officer Namani Monze thanked Government for the improvements made in hospitals countrywide in the area of equipment and infrastructure.
Dr Monze said the Ministry of health is working on upgrading Livingstone general hospital into a university teaching hospital.
“In the last few years, hospitals have seen unprecedented improvements. We are grateful to Government as this has helped to improve service delivery not only for Livingstone residents, but also the entire province,” he said.
Meanwhile Mr Evans has pledged 100 pockets of cement towards the construction of a wall fence while Livingstone district commissioner Omar Munsanje, City Mayor Milford Maambo, Livingstone general hospital acting medical supritendant Dr Muzaza Ntele and Dr Monze pledged 10 pockets of cement each.
RUFUNSA member of Parliament (MP) Kenneth Chipungu has demanded that the Ministry of Local Government and Housing sources the K1.3 million Constituency Development Fund (CDF) which has allegedly been stolen by some officers at the ministry.
Mr Chipungu said yesterday that the K1.3 million 2013 CDF allocation was meant for buying a water drilling machine for the constituency.
He said it is not fair that a few individuals should cause the suffering of many people in his constituency.
“It is very unfortunate that it has to be our money that was misappropriated and we have to suffer the setback,” he said.
Mr Chipungu said water in Rufunsa is a challenge and it was agreed that a drilling machine be purchased to arrest the situation.
“There are no rivers in Rufunsa and hence the water table is very low and we thought the purchase of the machine will help us address the water problem,” Mr Chipungu said.
He said when he discovered that the money was not in the constituency account, he made a follow-up with the ministry and he was told that the money had been misappropriated.
Mr Chipungu said Minister of Local Government and Housing Emmanuel Chenda assured him that money would be given to the constituency once it gets funding.
He said law enforcers must also ensure that all perpetrators in this matter are brought to book.
Government has suspended seven officers at the Ministry of Local Government and Housing for allegedly fraudulently withdrawing and diverting K3.3 million public funds.
Of the K3.3 million, K1.3 million was allegedly withdrawn from the Constituency Development Fund account for Rufunsa District Council while K2 million is from the Ministry of Local Government and Housing account.
FILE: Steven Masumba showing his diploma to the media that is said to have been irregularly issued because the minister did not successfully complete his training programme.
MUFUMBWE Member of Parliament Steven Masumba has asked the Lusaka High Court to set aside a 12-month jail term imposed on him by the Lusaka Magistrates’ Court for possessing fraudulent accounting qualifications.
Masumba will know his fate on September 29 when High Court judge Chalwe Mchenga makes his judgement.
Masumba, who is former Deputy Minister of Youth and Sport, said there is a lot of inconsistency in the prosecution’s evidence to permit his acquittal.
The former deputy minister is charged with one count of obtaining pecuniary advantage by false pretences.
“It was not safe for the lower court to convict and sentence the appellant [Masumba] based on inconsistent evidence by the so-called reliable source from the State.
“We, therefore, pray that the appellant be set free and the conviction and sentence be quashed,” Masumba’s lawyer, Mutakela Lisimba, said.
Mr Lisimba said according to the evidence on record, in 2003 National Institute of Public Administration (NIPA) using a “so-called” reliable source decided that Masumba qualified to graduate and in 2008 the same source gave a different story.
He said the inconsistency in the evidence by the witness should favour Masumba.
Mr Lisimba said the prosecution did not produce the 2003 answer script which would have indicated the actual marks he obtained.
“They did not bring the actual 2003 marks but they decided to produce the document which was indicating 2008 but resembled the 2003 documents,” he said.
Mr Lisimba said the answer script for 2003, which had Masumba’s actual results, was not produced in court as evidence but the prosecution hurriedly prepared a document in 2008 resembling the authentic document.
He said there are several inferences that can be drawn from the evidence by the prosecution and it cannot be safe to convict and sentence Masumba.
Mr Lisimba said the evidence in court shows that NIPA was at fault and not Masumba.
The Magistrate’s Court found that Masumba had obtained employment for himself as an accounting clerk at Lusaka Business and Technical College by falsely pretending that he held a qualification of accounting technician when in fact he did not.
The offence is alleged to have been committed between December 1, 2005 and August 25, 2008 in Lusaka.
The Jesuit Centre for Theological Reflection (JCTR) says the year-end inflation target of no more than 6.5% may prove to be elusive in due course if the general performance of the economy is not consolidated.
JCTR has since appealed to government and other stakeholders to consolidate economic management and ensure that the year-end inflation target of no more than 6.5% is attained.
JCTR notes that the continued increase in inflation if not addressed in time will imply that producers will continue to transfer costs to consumers.
It states that this is particularly disturbing, in that since January 2014 the annual rate of inflation has been on a gradual and yet steady increase with no proactive actions from policy makers on how to deal with the slowly emerging situation.
It points out that the Basic Needs Basket indicates that the cost of living in the country has continued to increase, with the cost of living for the month of July 2014 for an average family of five living in Lusaka increased to K3, 692.34, an increase of K11.20 from June’s Basic Needs Basket which stood at K3, 681.14.
JCTR says the rise in the cost of living does not reflect well regarding the economic management of the country.
It says the Basic Needs Basket exposes the plight of the poor in society and how the average person is struggling to afford even the most basic monthly commodities, with Kapenta increasing by K11.84 per Kg, Mealie meal for a 25 Kg bag by K1.28 and Vegetables by K1.55 per Kg.
The JCTR laments that as the average person struggles to make ends meet, parliamentarians in contrast are keen to have their perks revised upwards when in effect their emoluments and incentives are already above board.
Government has banned entry into Zambia of all people coming from countries where the Ebola Virus has broken out.
Ebola has broken out in West Africa and countries affected by the outbreak are Nigeria, Sierra Leone, Guinea and Liberia.
Health Minister, Joseph Katema has since called for strict entry controls at all airports and all border posts.
Dr Kasonde has explained that government is focusing on preventive measures to ensure that Zambia is protected from all threats of the EBOLA virus.
The Health Minister told TV 2?s Penlope Sikazwe in an exclusive interview that Zambians must also take personal precautionary measures and ensure that the country is protected from the EBOLA virus.
Meanwhile, the World Health Organization -W.H.O- has declared the spread of Ebola in West Africa an international health emergency.
W.H.O officials said a coordinated international response was essential to stop and reverse the spread of the virus.
The announcement came after experts convened a two-day emergency meeting in Switzerland.
So far more than 930 people have died from Ebola in West Africa this year.
The United Nations health agency said the outbreak was an “extraordinary event”.
Further the Ministry of Health released the following statement to the media
REPUBLIC OF ZAMBIA MINISTRY OF HEALTH
PRESS STATEMENT ON THE THREAT OF THE EBOLA OUTBREAK IN WEST AFRICA
West Africa has been gripped by an outbreak of Ebola which has shown signs of slowly spreading across the borders of Guinea, Liberia, Sierra-Leone and Nigeria to the rest of the region and beyond. Although there is no immediate threat of spread to Zambia of Ebola, considering the extent of the outbreak, and recognizing the ease with which people can travel between two points in the world, the Ministry of Health has heightened its alert status.
The World Health Organization has declared Ebola Virus disease a “Public Health Emergency of International Proportions”.
What is Ebola virus disease?
Ebola virus disease (EVD) is a severe disease in humans caused by the Ebola virus. The virus is transmitted to people from wild animals and spreads in the human population through human-to-human transmission.
Once there is a case of Ebola, it is spreads in the community through human-to-human transmission, with infection resulting from direct contact (through broken skin or mucous membranes) with the blood, secretions, organs or other bodily fluids of infected people, and indirect contact with environments contaminated with such fluids. Burial ceremonies in which mourners have direct contact with the body of the deceased person can also play a role in the transmission of Ebola. Therefore avoid the following:
Contact with blood or bodily fluids of a person or corpse infected with the Ebola virus.
Contact with or handling of wild animals, alive or dead or their raw or undercooked meat.
Having sexual intercourse with a sick person or a person recovering from EVD for at least 7 weeks.
Having contact with any object, such as needles, that has been contaminated with blood or bodily fluids of infected subject.
Signs and symptoms
EVD is characterized by the sudden onset of fever, intense weakness, muscle pain, headache and sore throat. This is followed by vomiting, diarrhoea, skin rash, poor kidney and liver function, and in some cases, both internal and external bleeding.
What has Ministry of Health done in Ebola threat preparedness?
1. The National Epidemic preparedness committee has put Ebola top of its agenda and has reactivated the provincial and district rapid response teams
2. A national rapid response team has been constituted comprising all the key stakeholders involved and other line ministries. This a multi-sectoral committee
3. Care providers and Point of Entry authorities at all the major Points of Entry – Ground Crossings, Airports and marine Port(s) have been orientated on Ebola.
4. Site assessments have been carried out, and possible isolation facilities in case of a suspected Ebola case have been identified
5. Personal Protective equipment (PPE’s) for use by Health personnel has been procured.
6. Information Education and Communication (IEC) materials have been developed and awaiting printing to educate the general public and care providers on the dangers of Ebola and how to prevent it.
7. A national Ebola preparedness plan and budget to support the response has been prepared.
8. Zambia has Laboratory capacity to test and confirm for Ebola at University of Zambia School of Veterinary Medicine.
9. The Ministry has assigned ambulances to be stationed at all major Points of Entry namely All the the four main International Airports (Kenneth Kaunda, Harry Mwanga Nkumbula, Simon Mwansa Kapwepwe and Mfuwe) and Ground Crossings (Kasumba Lesa, Nakonde, Mpulungu Chirundu, Katma Mulilo, Victorial Falls, Kazungula and Mokambo). Other crossings will be managed as part of the routine surveillance.
The Ministry therefore has directed the following:
1. All hospitals in the provinces are directed to hold regular clinical meetings on Ebola to raise more awareness among the care providers
2. Ensure 24 hour surveillance at all busy Points of Entry in the country with specific and dedicated health care providers assigned to man them. This involves screening travellers especially those from the affected areas. The Ministry will support this activity through procurement of thermal scanners for detection of febrile illnesses at the Points of Entry.
3. Ensure that the general public understands the nature of the disease, how it is transmitted, and how to prevent it from spreading further. The disease is transmitted by direct with body fluids of infected individual, animals or dead bodies.
4. The Ministry advises the general public NOT TO TOUCH any Ebola Virus Disease suspect or case or even person known to have died of the disease.
Travel advice
1. Ensure all Zambians travelling from the Ebola affected areas will be thoroughly screened and quarantined if the risk is eminent upon return until further notice.
2. Ensure all delegates from any of the countries affected by Ebola Virus disease are restricted from entering Zambia until further notice
3. Ensure that all International events that may involve delegates from the affected countries are postponed, cancelled or such delegates excluded. The Ministry is advising against holding of all international events that lead to mass gatherings until further notice. This is because these mass gatherings escalates the spread of the disease and makes control difficult.
4. Ensure Zambians and residents intending to travel to the Ebola affected countries on duty or business are restricted to undertake such travels.

CAVENDISH University Zambia Chancellor Kenneth Kaunda and Vice Chancellor Salati during the institutions seventh graduation ceremony at Mulungushi International conference centre in Lusaka
First Republican President Dr Kenneth Kaunda has appealed to Government to consider extending bursaries and financial aid to students at private universities.
Dr Kaunda said private universities are playing a critical role in supplementing Government’s efforts in the provision of tertiary education.
Dr Kaunda was speaking in Lusaka this morning during the 7th graduation ceremony for Cavendish University held under the theme ‘Quality Education with a Difference.’
448 graduands were gowned bringing the total number of Cavendish graduates to 2,500 since inception.
“Bursary scheme for our students in private universities is essential. It should be noted that the private universities in the country have carried on their shoulders an equal burden of providing tertiary education across the board to all eligible Zambians hence our continued request to the government to extend financial aid and bursaries to eligible Zambian students enrolled in private universities,” Dr Kaunda said.
He added, “I must hasten to say, at Cavendish University we continue to set our standards very high and we are proud today to send out into the world another big crop of graduands that will fly the Cavendish flag high.”
Dr Kaunda said urged the graduands keep the focus and continue with their hard work.
“I want to focus my address to the graduating class of 2014. First and foremost, I extend my congratulations to all the graduands. Today marks the phase of the end of your pursuits at one level but yet only to mark the start of another journey,” Dr Kaunda said.
And Cavendish University Zambia Prof Ram Chandra announced that Cavendish is planning to go launch programme in Engineering, Energy Conservation and Renewable Energy, Agriculture Education, Biotechnology, Cavendish Community College Programme, Cavendish Bachelor Preparatory and Waste Management Programme.
“All these areas are very important for the growth of the country. The time will not permit to touch upon all these areas in detail but I will definitely ouch upon the issue of waste management. High standards of living has become synonymous with high generation of huge amount of garbage and discarded material. The urban societies are generating mountains of used aluminum canes, plastic bags and boxes, glass bottles etc. dumping waste material in open spaces is not the solution. A good quality of life can be maintained with much less consumption of material and energy. We have to start a right kind of education to teach masses for the sustainable development,” Professor Chandra said.

Meanwhile, all Super League matches scheduled for the Copperbelt will be played on Sunday owing to Nkana’s CAF club assignment on Saturday.
Nkana on Saturday face Egyptian giants Al Ahly in a 2014 CAF Confederation Cup penultimate Group B tie in Kitwe hoping to improve their chances of advancing to the semi-finals.
Ahly lead Group B with eight points, four ahead of third placed Nkana after four matches played.
Nkana are also seeking revenge after losing 2-0 to Ahly in the corresponding fixture in a Group B opening game on May 17 in Cairo.
i
The Zambian champions trot into Nkana Stadium motivated after beating Tunisian club Etoile du Sahel 4-3 at the same venue two weeks ago.
Nkana seem to be treating this match seriously.
“We want to win at all cost. This is a very important match for us,” Nkana striker Ronald Kampamba said.
Ahly deputy coach and ex-Pharaoh star Wael Gomaa said beating Nkana in Wusakile will not be an easy task.
Ahly need a draw against Nkana to book their semi-finals place with a game to spare.
“We are here (in Zambia) to qualify to qualify to the semi-finals but it will not be easy to beat Nkana at their home ground,” Gomaa said.
Zambia winger Clifford Mulenga has joined South African Premier Soccer League side Ajax Cape Town.
Mulenga, who played for Mpumalanga Black Aces last season, has been handed a one year deal after passing trials at the Cape Town based club.
“It feels good to sign for Ajax Cape Town, it wasn’t my best year last season playing for Black Aces and Ajax have given me the opportunity to prove myself again,” he told kickoff.com.
Mulenga targets to score goals and help the Urban Warriors win trophies.
“Ajax is a young team and I look forward to fitting in well here. I want to help them win games, score goals and win a trophy or two again,” Mulenga said.
The forward added that he is looking forward to playing under coach Roger de Sa again following their stint together at Bidvest Wits.
“I’m definitely keen on playing for coach Roger de Sa, he is a good coach. He brings out the best in me and I look forward to working under him,” Mulenga said.
