Dr Mumba vowed that he is ready to pay the highest price to ensure that the freedoms of Zambians are protected.

He said it is the duty of the opposition to hold this government accountable for every lie it has told the Zambians.
He added, “It’s now two years and none of those promises President Sata made has come through, if jail and assassination plots is what he will use to intimidate, let him be my guest.”
Dr. Mumba said he is merely performing his duty as an opposition leader of providing checks and balances.
He added that for as long as the PF government fails to fulfill their 2011 campaign promises, he will continue criticizing them.
Dr. Mumba was summoned by police to appear for questioning following remarks he made on a radio program on Joy FM last week in Lusaka.

Msoni wants Registrar of Societies to de-register PF, it is an assembly of violent men and women

Veteran Politician, Nason Msoni, has implored and dared the Registrar of Societies to de-register the Patriotic Front (PF) as it is now operating beyond the prescription of a political party.
Mr. Msoni has told QFM in an interview that it is important that the registrar of societies is empowered to de-register political parties willfully that are flouting the rules and regulations that control the conduct and behavior of political entities.
Mr. Msoni added that it is indisputable material fact that the PF is an assembly of violent men and women.
He said that the PF has transformed itself illegally into a violent tribal militia group that is threatening public safety and property.
He added that the failure by the police and the registrar of societies to curb and nip the violent PF now while still in the bud could later spell doom.
The Veteran Politician furthermore added that the seeds of violence being planted today by the leadership of PF while enjoying the trappings of political power will certainly one day reap the fruit of their own violence which they’re sowing with impunity today.
Deputy Chief Parliamentary security officer arrested after brandishing a gun at a RATSA check point
A MOTORIST is said to have produced a gun at a checkpoint mounted to screen drunk-drivers in Lusaka’s Chilenje.
Road Transport and Safety Agency (RTSA) director Zindaba Soko said in a statement yesterday that the driver of registration ALF 1550 started unnecessary hooting at the officers on Chilimbulu Road.
The driver was identified as Melvis Shamakamba, Deputy Chief Parliamentary security officer at the National Assembly of Zambia.
Mr Shamakamba is alleged to have been in the company of an identified woman.
He allegedly produced a gun after he was interrogated by the RTSA officers and sped off from the checkpoint but the woman jumped off the car.
Mr Soko said the woman escaped unhurt and refused to give any details to the RTSA officers.
He said RTSA officers followed Mr Shamakamba and managed to intercept him along Yotamu Muleya Road after he hit into a RTSA patrol vehicle.
The officer later secured the firearm and handed over Mr Shamakamba to Chilenje Police Station.
The alcohol test results for his blood sample are yet to be released from the University Teaching Hospital (UTH).
Mr Soko has bemoaned the high levels of motorists who have continued to deliberately flout road traffic regulations.
“For some time now, the agency has been running programmes aimed at sensitising people on the importance of obeying road traffic regulations.
“We warn all motorists that the agency will not allow any driver to take the law into their hands regardless of their social standing,” Mr Soko said.
He said itis disheartening that the driver in question is a Government worker, who in fact, must be enforcing the law.
Unions urge Government to consider enacting law to compel mines to give contracts to locals

MINE Workers Union of Zambia (MUZ) and National Union of Miners and Allied Workers (NUMAW) officials have urged that should mining companies continue giving large volumes of contracts and jobs to foreigners, Government should enact a statutory instrument to compel them to use local suppliers and contractors in their operations.
MUZ general secretary Joseph Chewe said in Kitwe that there is need for local suppliers and contractors to access business in the mines without problems.
“Our observation and view on this matter is that should foreign mining companies continue using foreign suppliers and contractors, Government should enact a law which will force these mines to give business and jobs to our local people,” he said.
Mr Chewe said time has come for Zambians to start benefiting from the country’s resources.
“Government should listen to the cries of the people, our local supplies and contractors are not getting jobs and businesses in the mines as they should be. If this trend continues, we must enact a statutory instrument to compel mining companies to give contracts and jobs to local people,” he said.
Mr Chewe said it is unfortunate that local suppliers and contractors have continued having difficulties in accessing business from the mines.
He hoped that something can be done to address the situation.
“We are not saying that all the jobs and contracts should be given to the local people. Only those which can be competently done by our local people should be given to them. It is fair enough that our people benefit from these resources which we have. It is sad that these cries from local contractors and suppliers have continued because we used to have them,” he said.
And NUMAW president James Chansa also said that his union is not happy that local suppliers and contractors are not adequately accessing business from the mines.
Mr Chansa said in Chililabombwe that there is need to ensure that local people start benefiting from the mines adequately.
“Our fair comment is that we are not going to support anyone, at the moment we feel that our local suppliers and contractors are not accessing business from the mines the way they should and if this does not stop, it is better to enact laws which will force these foreign mining firms to give business to our people,” he said.
Mr Chansa, however, noted that dialogue is important in addressing certain issues affecting the people.
“But again if dialogue is not forthcoming, Government should enact necessary laws that will ensure that our local suppliers and contractors are heavily involved in the daily operations of the mines. Copper is a wasting asset, one day we will not have copper, it is therefore fair that our people and communities benefit from these resources we have,” Mr Chansa said.
Minister of Mines, Energy and Water Development Christopher Yaluma was quoted in some sections of the media saying Government has no intentions of enacting a statutory instrument to force foreign mining companies to use local contractors and suppliers.
Deputy Minister of Commerce and Trade Miles Sampa last Thursday gave mining firms are 30-day ultimatum to give local suppliers and contractors business, failure to which Government would come up with a statutory instrument forcing them to do so.

HIV/AIDS in prisons not political issue – Scott

Republican Vice President, Guy Scott, says the problem of HIV and AIDS in various prisons across the country is not a political issue.
Dr Scott says the rampant rising cases of HIV in prisons and in some sections of society should be treated as a matter of national concern by all citizens.
He says it is sad that some people have resorted to politicise the issue of HIV and AIDS, adding that the trend will not help reduce the prevalence rate of the pandemic in the country.
Dr Scott has since called on all Zambians to put aside all political differences in the approach to mitigate the rise of HIV infections but aim to ensure that proper methods of reducing the prevalence are followed.
The Vice President was speaking in Lusaka when he officially opened a two day High Level Consultative Meeting on Prison Conditions, Policy and Legal Reforms.
Among the delegates attending the consultative meeting are Members of Parliament, a representative from the African Union (AU) and the Southern African Development Community (SADCC), Prisons officers from Zambia, Lesotho and South Africa, Representatives from Presidential Emergency Fund for Aids Relief in Africa (PEPFAR) and the United Nations Systems in Zambia.
And Chairperson for the Coalition of African Parliamentarians against HIV/AIDS (CAPAH), Christopher Kalila, said Zambian is among the African counties with the highest prevalence rate of HIV infections in prisons.
Dr Kalila said there is need for a serious political commitment from all stakeholders to prevent the rising cases of communicable diseases in prisons by improving the living conditions of inmates.
And the Presidential Emergency Fund for Aids Relief in Africa (PEPFAR) regional coordinator, Kristie Mikus, praised the Zambia Prisons Service for acknowledging the problem of HIV and AIDS in prisons across the country.
Ms Mikus, however, said the engagement of key stakeholders on the issue of HIV and AIDS should mark the beginning of scaling up the prevention and testing program among inmates.
She reaffirmed the American government’s support to Zambia in strengthening the HIV prevention and treatment among prisoners by rehabilitation health clinics that service prisoners in the country.
Speaking at the same function, African Union Special Rapportuer for Prisons and Conditions for Detention, Med Kaggwa, said African prisons are far below acceptable international standards, a situation leading to the increase of communicable disease.
Commissioner Kaggwa said there is need for an aggressive approach in addressing prison related issues if those who are imprisoned are to live in good conditions.
Meanwhile, United Nations Office on Drugs and Crime (UNODC) regional representative, Mandiaye Niang, said current evidence shows that over population is the major contributor of the rampant rise in HIV infections in many prisons on the African continent.
Mr Ndiang also said policy differences at different levels of decision making should be harmonized with regards to issues of HIV and AIDS in prisons.
According to the human rights watch report, 2010, the prevalence of TB and HIV in Zambian prisons are significantly much higher than in the general population.
School feeding program encourages pupil attendance in Namwala
Namwala District Education Board Secretary (DEBS), Patrick Muma, says that the feeding program under the World Food Program (WFP) has encouraged a lot of village children to go to school.
He told ZANIS in an interview that the idea of the feeding program is meant to encourage children, especially those who are from vulnerable families, to go to school.
Mr Muma disclosed that absenteeism by pupils from rural parts of the district has reduced because of the feeding program under the Ministry of Education and the World Food Program.
He also said there are a number of infrastructure development programs being under taken in the district under the Ministry of Education.
Mr Muma added that the communities in some rural parts of the district have been very supportive in provision of upfront materials in setting up of community schools in the district.
He, however, noted that there are a few exceptions where communities have not supported programs of building schools.
Mr Muma said that Niko Girls Technical School needs additional houses for support staff because currently the school has just a provision for teachers’ houses.
He said that Niko area is in a rural part of the district and there are no houses to rent by other support staff, hence need for more staff houses.
Mr Muma has since appealed to government to consider building a primary school near Niko Technical Girls so that children for the staff at the school have easy access to primary school education.
Government cancels tenders for digital terrestrial migration

Government has with immediate effect cancelled the tender on the supply, delivery and commissioning of the National Digital Terrestrial Television Broadcasting System in Zambia.
Ministry of Information and Broadcasting Services Permanent Secretary, Emmanuel Mwamba, said the cancellation is in line with advice his ministry received from the Zambia Public Procurement Authority (ZPPA).
Mr Mwamba said the ZPPA recommended for a review and cancellation of the tender in accordance with regulations 176 of the Public Procurement Regulations of 2011 following appeals by two of the unsuccessful bidders.
According to a letter dated 13th September and addressed to the Permanent Secretary in the Ministry of Information and Broadcasting Services, ZPPA Director Davies Chisenda, recommended for the cancellation of the tender due to non responsiveness in accordance with regulation 24(1) of the Public Procurement regulations.
Mr Mwamba, however, said government will now consider unbundling the tender into four slots which include civil works, studio, network and consultancy services than merging it as one as it was done in the previous tender.
He said the unbundling of the tender will make it easier to manage the tender process more efficiently and effectively in terms of technical capabilities of bidders.
Mr Mwamba added that unbundling tender will enable the country meet the June 2015 deadline set by the United Nations International Telecommunications Union (ITU) for countries to migrate from analogue to digital television broadcasting.
He said despite the delay in the implementation process, government will remain focused to meet the deadline to migrate from analogue to digital televisions broadcasting as prescribed by the ITU.
Mr Mwamba assured the nation that the new tender procurement proceedings will be expedited by using the most efficient procurement method in line with the public procurement act.
Speaking at a press briefing in Lusaka today, Mr Mwamba said his ministry will ensure the policy on digital migration is quickly approved by cabinet to guide in the implementation of the whole process.
And Mr Mwamba has announced the appointment of Zambia Daily Mail Managing Director, Isaac Chipampe, as the new Director of the newly created Department of Press and Media Development in the Ministry of Information and Broadcasting Services.
Mr Mwamba said Zambia Daily Mail Deputy Managing Director, Anthony Mukwita, will now act as Managing Director with immediate effect.
Meanwhile, Mr Mwamba has called on Heads of Media Institutions to immediately depoliticise the newsrooms in the public media institutions to enable the editorial staff to work as professionals.
Mr Mwamba has also with immediate effect directed all public media institutions to ensure that there are no personal-to-holder reporters attached to certain government ministers in terms of news coverage.
