President Michael Sata has said the trouncing of the opposition in the just ended Feira parliamentary by-elections reinforces the people’s belief and optimism in the government’s policies and programmes in line with the Patriotic Front (PF) manifesto.

The President said government will remain committed to engaging progressive forces within the opposition in its pursuit of executing pro-poor measures that will culminate into rapid economic growth, job creation and poverty reduction.

In passing his massage of thanks to the people of Feira following its victory in the just ended parliamentary by-election, President Sata said the PF government acknowledges with humility, the resounding acceptance it has received from the people of Feira constituency in Luangwa district of Lusaka province.

He has since assured the people of Feira and Zambia in general that the PF administration will now intensify its sustained efforts to develop the whole country and ensure that all growth projects were implemented immediately.

Mr. Sata has further expressed gratitude to the Zambian people for the strong show of support and confidence in the PF as reflected in the several local government by-elections, which were held countrywide where the PF won nine out of 11 ward by-elections, while the MMD won two and the UPND lost all.

He further said the PF has continued gaining incredible ground in Southern, Eastern and Central provinces.

The President however stated that the latest wins in areas such as Kazungula and Vubwi, which were previously dominated by the opposition, underscores the PF party’s growing popularity across the country.

President Sata further noted that this was a reminder to the opposition that mere politicking and agitation would not sway the Zambian people from their aspirations to support, respect and protect a government that has their interests at heart.

This is contained in a press statement made available to media in Lusaka today by President Sata’s Special Assistant for Press and Public Relations George Chellah.

It’s a smear campaign: Zambeef describes meat scandal as absurd

Zambeef Plc has denied ever importing contaminated meat products from Europe into the country.

Zambeef Plc Chief Executive Officer Francis Grogan said the firm has always adhered to strict regulations on food safety in it’s over 22 years of meat business.

Mr. Grogan said allegations that Zambeef imported meat products from the US, the UK and Ireland that tested positive to a harmful chemical called Aldehyde used for embalming dead bodies are part of a smear campaign by a disgruntled former employee named Gregory Kapasa.

“This Kapasa is the one who is behind this story. He is currently appearing in court after Zambeef sued him for leaking company information. He was fired and he started pushing that he be paid more money than he was entitled to and the company refused after which he started threatening that he will bring down Zambeef. This is absurd,” Mr. Grogan said.

He said Zambeef only imports roughly 2 percent of its meat products mostly offals from Europe and are shipped in Zambia in a frozen using containers.

“When we import meat from Europe, no chemicals are added to the meat. It is simply frozen and loaded in containers all the way down here. It is not touched whatsoever.”

He said Zambeef has since withdrawn all imported meat products from the shelf to pave way for further independent tests.

Mr. Grogan stated that only local beef and beef products are currently being sold in all its outlets.

‘We have recalled all the meat from our butcheries. We have commenced independent tests on those withdrawn products at Bamora Livestock Research centre and Eurofin Group, an international group of laboratories head-quartered in Luxemburg with 180 sites in 35 countries.

He added, “It was imperative that we conduct our own independent tests because we have difficulties with the authenticity of the test results conducted by government. These are tests that are done in the middle of the night and we are not even informed of the protocols used.”

Mr. Grogan said he was confident that the test results would clear Zambeef.

“I’m 100 percent confident that we will be vindicated after the tests are concluded.”

On reports that Zambeef could be targeted because of its perceived strong links to UPND leader Hakainde Hichilema following President Michael Sata’s instructions to state agencies to investigate Mr. Hichilema’s source of wealth, Mr. Grogan said Zambeef does not deal with Mr. Hichilema in anyway.

“For us, Mr. Hichilema is more of a competitor because we understand he owns a meat company. He is not our key supplier. We get most of our products from small scale farmers in Namwala, Choma and places like Kalomo. Those allegations are unfounded and Mr. Hichilema is not connected to Zambeef, we have also heard of those rumours but there is no truth in that.”

Renard snubs “Sate Sate” Kampamba for Cosafa Cup

Coach Herve Renard has snubbed talented Nkana striker Reynold Kampamba for Zambia’s 2013 COSAFA Senior Challenge Cup that runs from July 6-20.

Renard on Friday named a 20-member squad which includes nine players who were part of the Chipolopolo team for the June back-to-back FIFA World Cup Qualifiers matches against Lesotho and Sudan in Ndola.

According to FAZ Spokesperson Erick Mwanza, the squad is scheduled to commence residential camp at the end of next week to continue preparations for the regional soccer show piece.

It’s Mpombo’s right to form a political party-FODEP

The Foundation for Democratic Process (FODEP) has said George Mpombo’s decision to form a political party, which is called the People’s Democratic Party (PDP(, was welcome.

FODEP Executive Director Macdonald Chipenzi said more political parties are likely to be formed prior to 2016 tripartite elections.Mr. Chipenzi told ZANIS in an interview that it was every Zambian’s democratic and constitutional right to form a political party and to have the freedom of association.

He however, said those forming political parties suddenly may not have an agenda and therefore might just be wasting their time and resources.He said the survival of political parties depends on their stamina to woo supporters and be able to win elections in any given political set up.

Recently, for Zambian deputy High Commissioner to Nigeria, George Mpombo formed the People’s Democratic Party (PDP) which he says will be a bulwark against injustice, oppression and all forms of hegemonic tendencies.

In an interview, Mpombo, who is also former Defence Minister in the MMD government, said his decision to form a political party was as a result of the overwhelming support he received from all the provinces in the country.

In another development, Mr. Chipenzi has praised the political parties that participated in the Feira parliamentary by-election in Luangwa.
Mr. Chipenzi also congratulated the Patriotic Front (PF) for winning the Feira parliamentary seat.He said it was now time to develop Feira constituency and end political rhetoric which does not benefit the electorates.

He added that Zambians were looking forward to seeing massive development not only in Feira but the rest of the country.

Deputy Speaker of the National Assembly Mkhondo Lungu has directed Health Minister Joseph Kasonde to present a ministerial statement to Parliament on the reported importation of beef products by Zambeef containing harmful chemicals.

Mr Lungu made the ruling in Parliament this morning following a point of order raised by Monze central Member of Parliament Jack Mwiimbu whether government was in order to remain quiet on the matter without informing the house what measures they are taking to safeguard the lives of the Zambian people.

Mr Mwiimbu said there is no guarantee that the purported contaminated beef products have been withdrawn from various Zambeef outlets in the country.

He added that the Zambian people want to know what immediate measures government is taking to ensure that their lives are protected.

Zambeef imports beef products, which mainly include hooves, livers, tripe for sale to Zambians in its many outlets dotted around the country.

Health Minister Joseph Kasonde has revealed that tests carried on imported ZAMBEEF beef products have confirmed the presence of chemicals which are also used to embalm bodies.

The burial of Clement Muloongo,one of the victims of the Kamapasa shootings took place peacefully in Silwindi area of chief Sipatunyana’s area of Kalomo on Wednesday afternoon without any political interference.

Muloongo who was 35 years old leaves behind a wife and four children all below the age of 12 years.

He was murdered by Zambia National Service officers last week when the officers raided the Kapasa area,demolishing houses that were said to be illegal and beating occupants.

Two victims, Clement Muloongo and Pumulo Lungwangwa, were hit with short batons before they were shot at close range, according to reports. One was shot in the head and the other in the chest.According to eyewitnesses, one of the men raised his hands and begged the officers armed with AK 47 rifles to spare his life but they ignored him and opened fire on him.

Relatives to the deceased say the incident could have been avoided if appropriate land vacation notification measures were employed.

“I stand here firmly, we have the law that governs us in this country, even those who are worse than my nephew, if they have committed a serious crime, they can be sentenced to life imprisonment, but for my nephew, he was shot without notice, imagine even wild animals are protected by the law, I urge all authorities to see to it that justice prevails,” wailed an uncle to the deceased, Godfrey Fwenkesha.

The relatives have called on concerned authorities to expedite what they called ‘ barbaric’ conduct by our men in uniform saying the security wings were in place to protect its citizens but lamented that a few individuals have instead resorted to unwarranted behavior when dealing with public disorder.

During the burial of Muloongo, relatives of the deceased, most of them from the Seventh Day Adventist Church (SDA) abandoned the procedure and started praying for officers who are alleged to have trampled down a religious building in the area when the ZNS squad conducted the eviction exercise.

Brother to the deceased, Boyd Chisamu Muloongo and Catherine Nalucha,both of Kampasa residential area who were inflicted with bruises and now displaced by the ZNS brutality said they regretted what the officers did and have also called on political parties to desist from making funerals platforms for championing their political persuasion.

The duo condemned the fracas that occurred between the UPND and PF during the funeral of the victims in Meanwood location.

A government delegation led by Kalomo district administrative officer,Justus Phiri at the burial was received peacefully but tempers flared and heightened when the body of the deceased was lowered in the grave at the nearby farm field in headman Silwindi’s village.

The Human rights commission (HRC) has opposed the use of live ammunition against unarmed persons because of the potential risks to life or permanent disability that could result from such actions.Civil society organisations and human rights activists have condemned the incident in which security personnel used live ammunition in the eviction exercise saying right procedures were available in the law to address such situations.

Garden Park and Lechwe picked as Zambia training grounds

Kitwe’s Garden Park Stadium and Lechwe International School Grounds have been added to the list of training venues for the COSAFA Cup Zambia 2013.

According to the tournament schedule accessed by LT Sports on Thursday, Garden Park and Lechwe Grounds have been added to the list of training venues that include Sunset Stadium in Lusaka and Kitwe’s Arthur Davies Stadium.

The regional tournament runs from July 6-20.

Match venues for the COSAFA Cup Zambia 2013 remains Levy Mwanawasa Stadium,
Nkoloma Stadium, Nkana Stadium and Arthur Davies Stadium.

Meanwhile, Nkana Stadium in Kitwe will host Zambia’s opening match at the COSAFA Cup, which is a quarter-final clash against Mozambique on 14 July.

On the same day, Nkana Stadium will be the venue for the quarter-final match between Angola and Group B winners to kick off at 13:00 hours.

Kitwe, Ndola and Lusaka are the hosting cities for the regional tournament that bounces back after three years of absence.

Government challenged to tell the nation the real cost of by-elections

The Foundation for Democratic Process (FODEP) has challenged Commerce, Trade and Industry Deputy Minister, Miles Sampa to tell the nation the real cost of the by-elections that have been held this year.

FODEP Executive Director, MacDonald Chipenzi has said that the figures Mr. Sampa gave were unacceptable.

Mr Sampa disclosed that government had so far spent K17 billion on by-elections after the K5 billion allocated was exhausted.

Mr. Chipenzi said that government should revisit their calculations and give the nation the exact figures instead of giving wrong figures.

He said that the Zambian people are tired of government officials battering them with lies. He said that people want to hear the truth and not lies.

Mr. Chipenzi said that K7 billion has so far been spent on Feira by-election alone therefore it is not justifiable for the former Finance Deputy Minister to say K17 billion has been spent on all the four by-elections held so far this year.

He said that the cost is expected to be above K20 billion.

PF scoops Feira by-election

The ruling Patriotic Front (PF) has scooped the Feira Parliamentary by-election.

The PF candidate Patrick Ngoma has polled 3 529 votes to beat his nearest rival Eualaria Zulu of the United Party for National Development (UPND) who has polled 967 votes.

The Movement for Multi-Party Democracy (MMD) candidate Elias Phiri who in the third place has polled 617 votes while United National Independence Party (UNIP) candidate Charles Kanyama has polled 344 votes to come out the fourth in the by-election.

The National Restoration Party (NAREP) candidate Samuel Sikaonga is the least in the fifth place with 63 votes.

A total of 5 615 votes were cast and counted from 31 polling stations of the constituency.

The Feira Parliamentary seat fell vacant when the then MMD Member of Parliament Patrick Ngoma resigned from his position to join the ruling PF.

Ministry of Education in Eastern Province owes retired teachers over K 50 billion

THE Ministry of Education in Eastern Province owes retired teachers over KR 50 million (K50 billion) in the province.

Provincial Education Officer Thomas Mwanza said the Government was putting everything in place to make sure that retired teachers were paid their benefits.

He said that this has resulted in some other retired teachers to continue occupying Government houses thereby creating shortage of accommodation to the serving teachers including the new ones.

Mr Mwanza was speaking at the Civil Society for Poverty Reduction (CSPR) round table discussion held in Chipata on Wednesday.

The roundtable meeting brought together different Government heads of department who were looking at the challenges being faced in different sectors and how they could be solved.

“The ministry of education owes retired teachers KR 50 million (K50 billion) and the Government has promised to pay the dues to the retired teachers,”he said.

Mr Mwanza also disclosed that the province has a deficit of 17, 000 desks in schools.

He said that the province received only 23, 000 desks over the past three years.

He said that the ministry of education in the province has made a number of strides in meeting some of the challenges being faced in the sector.

Mr Mwanza also said a number of schools were being built across the province in order to reduce the problem of shortage of secondary schools.

Speaking at the same meeting CSPR provincial coordinator Maxon Nkhoma said the findings of the organization noted that some retired teachers were still occupying Government houses as they were waitying for their retirement and repatriation packages.

Mr Nkhoma said some schools still face a number of challenges such as shortage of desks, teachers’ accommodation, lack of day secondary schools in some districts and many others.

In another development Makungwa Health Post in Kasenengwa constituency that was built sometime back would soon be opened.

Provincial medical officer Dr Kennedy Malama said that the opening of the health centre was delayed due to some modalities which were not in place such as housing units and health personnel.

He observed that many health centres in the province have been built but still lacks health personnel as the ministry still faces shortages of health workers.

Dr Malama said it was for this reason that the ministry of health has doubled the enrolment of nursing schools in the province.

He said that this would greatly assist in curbing the shortage in health sectors.

Ban on squatting and subletting of rooms at CBU still in place

THE enforced ban on squatting and subletting of rooms at the Copperbelt University (CBU) has remained in effect with the earlier stand-off between students and management seemingly settled.

CBU public relations officer Grace Mikunga said in an interview yesterday that the controversy that surrounded the enforced ban on students’ squatting and subletting of rooms at the campus had now been resolved.

Ms Mikunga said all was now well in campus as the issue had been dealt with.

“The position of not allowing squatting has remained and as far as management is concerned things have gone back to normal,” she said.

She said the institution had continued to provide alternative accommodation to students that had no rooms in the campus.

She said so far, management had accommodated students in excess of 1, 000 into sourced boarding houses in the surrounding areas.

“We have sourced about 84 boarding houses in the surrounding areas where we have accommodated in excess of 1, 000 students that had no rooms at CBU campus,” Ms Mikunga said.

CBU management at the opening of the 2013 academic calendar announced a ban of squatting and subletting of rooms, which was aimed at safeguarding the health and safety of students.

This, however, became a source of conflict between management and students, as the former engaged more security personnel to evict student squatters.

Patrick Mwanawasa interested in re-contesting the vacant Kafulafuta parley seat

LOSING Patriotic Front (PF) Kafulafuta constituency candidate in the 2011 general elections, Patrick Mwanawasa, has not ruled out re-contesting the vacant seat if called upon by the ruling party hierarchy.

Mr Mwanawasa said although he was now busy with school and family commitments, he would not turn down such a national duty of representing the people of Kafulafuta in parliament if called upon.

“At the moment I have not received anything from the upper echelons of the party structure. But this time I am busier with my school and family commitments. Maybe 2016 would be much better for me,” he said.

Mr Mwanawasa who is the first born son to late former President Levy Mwanawasa contested the Kafulafuta seat on the PF ticket in 2011 but lost to James Chishiba who recently defected from the MMD to the ruling party.

He said whichever candidate the party would dopt, the PF were favourites to claim the Kafulafuta seat going by the inroads the party had made in the constituency and in other parts of Copperbelt rural previously dominated by the MMD.

On the raging issue of the removal of fuel and maize subsidies, Mr Mwanawasa admitted that in the short term the move would affect the citizens but called for sacrifice in order to get the long term accrued benefits.

Tradition, religion no excuse for gender-based violence – Kaseba

FIRST Lady Christine Kaseba has expressed concern that some individuals are using traditional and religious beliefs as an excuse to perpetrate gender-based violence (GBV).

Speaking during the commissioning of a one-stop centre for GBV survivors in Solwezi yesterday, Dr Kaseba said it is unfortunate that some people have made tradition and religious beliefs an excuse to abuse women.

“People have made tradition and religious beliefs as an excuse to inflict pain and overpower women,” Dr Kaseba said.

She said the new one-stop GBV centre in Solwezi will help to eradicate the challenges GBV victims encounter before receiving help and it will also help them overcome trauma.

Dr Kaseba said some Bemba proverbs like Ubuchende bwa mwaume tabutoba ing’anda (a man’s infidelity does not break a home) just motivate men to feel superior over women.

She said the proverb should change to Ubuchende bulatoba ing’anda (infidelity destroys a home) to show that both men and women should be careful with their actions.

Minister of Gender and Child Development Inonge Wina said the establishment of the Solwezi one-stop GBV centre will help survivors of the vice to overcome trauma so that they can contribute to national development.

Kansanshi Mining Plc deputy managing director Allan Delaney said the mining company is happy to participate in contributing to the well-being of Solwezi residents.

He said Zambia can only develop if GBV is eradicated in communities.

“A good environment should be created for women to perform at the best of their ability so that they can contribute to the country’s economy, Mr Delaney said.

Senior Chief Mujimanzovu said GBV is criminal and no traditional culture supports it.

He said GBV has never been part of the traditional beliefs and culture of the people of North-Western Province.

“I will take it upon myself to educate my subjects on how to prevent gender-based violence or visit the one-stop centre for assistance,” Chief Mujimanzovu said.

World Health Organisation country representative Olusegun Babaniyi said GBV is both a mental and physical threat.

Dr Babaniyi said the establishment of a one-stop GBV centre in Solwezi will help to address the challenges the victims face.

POLICE working on orders from Anglican Church archbishop Albert Chama have forcefully opened the doors of St Peters congregation in Kitwe, which was locked by irate members in a bid to force the exit of their embattled priest, Father Richard Luonde.

The irate congregants locked St Peters Church in Chimwemwe a fortnight ago accusing Fr Luonde of using church funds to finance priest-cum politician Frank Bwalya and also inappropriate conduct.

Sunday service programmes have failed to take place the previous two Sundays after the church remained locked with a heavy chain and padlocks.

A check last Sunday and the previous Sunday showed the building was still shut and congregants were just milling around the premises when ordinary they were supposed to be in Sunday morning service.

But some congregation members told the Times yesterday that a team of police officers who were accompanied by a few people from the church on Tuesday went to St Peters and broke the chain and the padlock using an axle.

Lameck Zimba, a leader staying at the house within the church premises said some police officers on Tuesday morning came through to the church and forced the doors open.

Mr Zimba said the officers told him that they had been instructed to open the church by archbishop Chama.

“The church has been opened. It was opened by a team of police officers who came on Tuesday morning and were accompanied by some congregation members who said they had been told to open the building by the bishop,” Mr Zimba said.

Bishop Chama could however not be reached for a comment as he was said to have travelled outside the country soon after issuing instructions over the weekend.

But Fr Luonde who yesterday confirmed the opening of the church saying bishop Chama had instructed so.

Asked if the church wrangles had been resolved, he said only the bishop could comment on that matter and suggested to the reporter to get to St Peters’ Church the coming Sunday for the latest although that he (Fr Luonde) would be going to another congregation.

Bush hails Zambia’s commitment to fighting HIV/AIDS

Former United States President George W. Bush has praised the Zambian government for its commitment in the fight HIV/AIDS.

Mr. Bush said Zambia’s commitment is evident by the increased budgetary allocation to the country’s health sector.

ZANIS reports that Mr. Bush was speaking when Zambia’s Ambassador to the United States of America, Palan Mulonda paid a courtesy call on him at his Bush Institute Office at George W. Bush Presidential Centre on the Campus of the southern Methodist University in Dallas, Texas.

“I am happy with the Zambian government for its commitment to the fight HIV/AIDS as evident by the budgetary allocation to the health sector. I also strongly believe that the President’s Emergency Plan for AIDS Relief (PEPFAR) is a divine intervention for Africa. Most of the affected countries on the continent are taking more responsibility over the fight against HIV/AIDS”, he said.

Ambassador Mulonda and Mr. Bush discussed among other issues the Global Health with a focus on the Pink Ribbon-Red Ribbon Initiative (PRRR) against cervical and breast cancer.

Mr. Bush explained that there was need to take advantage of Zambia’s youthful population to create innovation hubs (I-hubs) that would develop technological solutions to the many challenges faced by Zambia in a number of areas including the delivery of health services.

He noted that the positive results from PEPFAR could be wiped out if cervical and breast cancer screening and treatment were not addressed.

He further noted that former US First Lady Laura Bush would be hosting an African First Lady’s Conference on Cervical Cancer in Dares Salaam, Tanzania in July this year which the Zambian First Lady is also expected to attend.

Mr. Bush has meanwhile lauded the Zambian First Lady, Dr. Christine Kaseba-Sata’s leadership and commitment to health related issues.

And in response, Ambassador Mulonda said the Zambian government, under President Michael
Sata, has increased the budgetary allocation to the health sector in line with its vision of making health service delivery sustainable in the long term.

Ambassador Mulonda later held a meeting with Dr. Eric Bing, a senior fellow and Director of Global Health at the Bush Institute and Dr. Doyin Oluwole, who is the Executive Director of the Pink Ribbon-Red Ribbon Initiative (PRRR).
Dr. Bing has co-authored a book entitled: “Pharmacy on a Bicycle” which proposes innovation solutions for global health and Poverty Reduction with a number of examples drawn from the developing world.
