MMD disputes claims it intends to expel MPs and Councillors in Western Province

Western province MMD Provincial Chairman Katongo Kameya has disputed rumours that his party in the province intends to expel Members of Parliament and Councillors that have accepted jobs in the ruling Patriotic Front government.

In an interview, Mr Kameya however, said that the constituency executive committees in the province and districts will monitor the working culture of those MPs who are working in the PF government.

Mr Kameya said that the President has powers of appointing any Member of Parliament who intends to offer his/her services in government so that many lives of people are improved in the country.

He said despite the MPs accepting ministerial positions in the PF under the leadership of President Michael Sata, all MMD members should pay loyalty to the party that send them to parliament in order to avoid creating antagonism in the former ruling party.

Mr Kameya cautioned that if the constituency committees will report to the provincial executive committee that those serving MMD members of Parliament were in full gear of supporting the ideologies of PF and weakening the party, will face disciplinary measures.

He said both Members of Parliament and Councillors in MMD were all answerable to the constituency executive committee and as such, rules and regulations that are governing the former ruling party should be strictly adhered to.

Mr Kameya said the works of the opposition is to offer checks and balances to the ruling party so that the national resources were equitably distributed to the people in the country.

Meanwhile, Mr Kameya has appealed to President Sata to always consult the opposition political parties whenever he wanted the services of the opposition members that he intends to put in his government.

And UPND Western Province Provincial Chairman Danny Mubita said that his party was enjoying massive support as members from other political parties were defecting to join his party in the province.

Mr Mubita who is also former Provincial Education Standard Officer in the Rupiah Banda administration said all those members that have defected have since been integrated into the UPND structures.

He said many people from MMD and ADD were working with the UPND in order to strengthen the party at the grass root level.

Mr Mubita however said that UPND does not support the appointment of its Members of Parliament to serve in the PF government.

He said very soon Sinjembela constituency Poniso Njeulu and his counterpart Chihinga Miyutu will face disciplinary action to enhance and build the party in the province.

Mr Mubita said UPND is not short of leaders adding that Njeulu and Miyutu should be booted out of the party as they have gone against the party principles.

UPND fears inadequate time may result in poor Constitution document

The United Party for National Development (UPND) in Livingstone says the decision by the government to reject an extension to the constitution making process will result in mediocre document that will not been inclusive of all the views of people of Zambia.

In an in interview yesterday, Livingstone UPND Spokesperson Neto Halwabala said the move by the government does not instil confidence in Zambians that the constitution will stand the test of time.

Mr Halwabala pointed out that government has already spend a lot of money adding that there was nothing wrong with extending the process if some contentious issues have not been addressed in the current documents in order to come up with a durable document.

He said it was prudent for the government to realize that the constitution was a valuable national document adding that government should seriously look at the issues raised by the technical committee drafting the constitution before making ‘snap decision’ that will not help the country to have a document of national character.

“We need to give the technical team a benefit of doubt because much as we should be concerned about the money the process has already gobbled, we should also be mindful to have a document that is of merit and representative all wishes and aspirations of all Zambians,” said Mr Halwabala.

The Technical Committee drafting the Republican constitution had requested for an extension of six months in which other stakeholders could have an input on certain contentious issues
but government yesterday rejected the application by the technical committee to extend the process to six months from the initial timeframe of June 30, 2013.

The government rejected the proposed extension period on grounds that the document has taken too long and that it has gobbled a lot of money at the expense of other needy areas.

And the UPND says it expected the government to have increased fertilizer allocation to farmers at least for three years to empower them than removing the subsidies on fertilizer.

Mr Halwabala said the removal of subsidies on fertilizers will negatively affect the rural poor farmers who survives on agriculture and consequently threaten national food security.

He challenged the government to rescind the decision to remove subsidies on farming inputs and show its commitment to empower poor people as contained in its manifesto.

“As UPND we expected the government to increase input allocation to poor farmers for at least three years to empower them and help them to stand own their own,” said Mr Halwabala.

“And I, therefore challenge the PF government to show its proclamations to be pro-poor and not a pro-rich government by rescinding the decision to remove subsides on fertilizer for poor rural farmers so that they can be empowered,” said Mr Halwabala.

Meanwhile, Mr Halwabala said although preparations for the United Nations World Tourism General Assembly (UNWTO) have picked up pace, there was need for the government to have constructed a permanent international convention centre so that the country could benefit from such global event.

He also advised the government to continue investing in infrastructure development such as roads in Livingstone to further boost tourism.

FODEP commends government on Constitution refusal extend

The Foundation for Democratic Process (FODEP) in Livingstone has commended the Patriotic Front (PF) government through the Ministry of Justice on its decision to reject the applied six months extension of constitution making
process by the technical committee on drafting the republican constitution.

In a press statement made available to ZANIS yesterday, Livingstone FODEP Chairperson Gideon Musonda said the organization supports the decisions and agrees with the reasons advanced by the minister on the need to allow progression of the process and save the escalation of cost that can be used to finance other programs of equal importance.

Mr Musonda explained that the constitution making process has been extremely a long journey and has gobbled a lot of money adding that application for an extension should not be entertained by the government.

“People are anxious to see the conclusion of this process and the application for six months extension is not only too much but also exposed the inconsistence, lack of proper planning and defined budgeting on the part of the committee, “ said Mr Musonda.

He however said FODEP still have confidence in the committee but that it should re-adjust its programs and deliver the much awaited document to the Zambian people within the initially announced time flame of June 30th, 2013.

Mr Musonda also said government should continue to provide legal framework to guide the constitution making process.

“While the government has shown commitment to finance the current constitution making process, we still urge it to provide legal framework to this process and come up with a clearly defined roadmap that would guide the works for referendum to ensure that the process of adoption is participatory, transparent and inclusive,” Mr Musonda said.

He also said the country should strive to ensure that the golden opportunity of developing a Republican constitution that would stand the test of time is not wasted.

Yesterday Justice Minister Wynter Kabimba turned down an application by the technical committee drafting the republican constitution to extend the period for another six months to conclude the process citing high costs that the process has already gobbled that could be channelled to other needy areas of the economy.

Lubansenshi Independent MP Patrick Mucheleka has charged that President Michael Sata should take the full blame for the growing levels of political violence in the country.

Giving details of his recent harassment suffered at the hands of police officers when he toured his constituency, Mr. Mucheleka accused President Sata of issuing orders to police to go round and intimidate certain citizens.

“On Wednesday, June 4th 2013, I set out to inspect a CDF project at Njeke Basic School, I deliberately choose to conduct the inspection after 15 Hours as I knew that pupils will have knocked off by that time. After the inspection, I interacted with the local community. Unfortunately, the following day, police officers based in Kasama were deployed to combine efforts with Luwingu police officers to arrest me,” Mr. Mucheleka said.

“Dressed in full combat kit and brandishing guns and other weapons, the officers mounted an operation. According to the officers, I had committed an offence by not obtaining permission from the Luwingu District Commissioner and the officer in charge to venture into my constituency,” he said.

“I was only rescued by good Samaritans who secured my safe passage out of Luwingu.”

He continued, “I was also reported to have further committed an offence by engaging in a discussion on the topical subject of the removal of subsidies on fuel and maize.”

Mr. Mucheleka said it later came to his attention that police officers rounded up some teachers of Njeke Basic School using the official motor vehicle of the DC.

“As I speak, I have learnt that some teachers in the constituency who are perceived to be sympathizers are being transferred either from Lubansenshi or from Luwingu district,” he said.

The Lubansenshi MP has since called on the Ministry of Education, Teacher Unions, the civil society and other stakeholders who value education to specifically investigate the going-ons at various schools in the constituency.
Mr. Mucheleka also appealed to President Sata to pay attention to issues of good governance and human rights in order for democracy to grow.

“He knows what is going on, infact he is the one responsible for this violence we are seeing in this country. He should take the full blame,” he charged.

“We have seen a steady degeneration in the rule of law in the short period that the PF has been in power. It is indeed unprecedented for an MP to be expected to obtain permission from a civil servant to visit a constituency.”

Sudan have landed and coach Mazda Abdullah has declared it is payback time for their lost three points.

Zambia and Sudan clash on Saturday at Levy Mwanawasa Stadium in Ndola in a 2014 World Cup Group D qualifier.

Sudan were docked three points for using defender Saif Ali who was ineligible to play against Zambia on June 2, 2012 in Khartoum that Herve Renard’s side lost 2-0.

“We want now to prove that we are able to win against Zambia again so we will do our best to play,” Mazda said.

“My concern is good performance and the result.”

Meanwhile, Sudan landed at Simon Mwansa Kapwepwe International Airport after 17:30 on Wednesday before driving up to Kitwe where they will be camped.

Kitwe fans riot in Zambia-Sudan ticket fiasco

Soccer fans in Kitwe rioted on Wednesday as tickets for Saturday’s 2014 World Cup qualifier between Zambia and Sudan went on sale in selected towns.

Riot police used teargas to disperse stone-throwing fans at Kitwe Main Post Office who protested over the manner in which tickets were being sold.

Scores of fans had queued for tickets as early as 07:00 hours but the chaotic sale of tickets only commenced after 10:00 hours.

Beside in Kitwe, tickets have gone on sale in Lusaka, Kabwe, Ndola, Chingola, Luanshya, Mufulira and Kalulushi.

In Chingola, process begun around 12:30 hours several hours after fans had made long and meandering queues.

The ticket sells lasted for about an hour before officials at Chingola Post Office announced that they had run out of the much sought about northern and southern wings tickets fetcing at KR20.

This development angered fans in Chingola, who complained over the sale of tickets and suggested that FAZ should decentralise ticket sells.

Tenant Chilumba is Power Dynamos coach

Tenant Chilumba is set to be unveiled as Power Dynamos coach on Thursday.

Club sources revealed on Wednesday that Chilumba has agreed to take charge of the struggling Kitwe giants.

Chlilumba replaces Beston Chambeshi who was fired on June 4 after a run of poor results.

Terms and conditions of Chilumba’s contract are set to be unveiled on Thursday when he will be unveiled to his players.

Chilumba has spent the last three seasons across the Zambezi in Zimbabwe where he most recently was coach at ambitious FC Platinum whom his joined this season from Hwange.

This will be Chilumba’s third FAZ league appointment after previously serving at Kabwe Warriors and Prison Leopards.

Zambia beat Lime Hotspurs 4-0 in their final practice match ahead of Saturdays 2014 World Cup Group D qualifier against Sudan in Ndola.

The FAZ Super Division side were down 3-0 going into the break against Zambia at Levy Mwanawasa Stadium in Ndola on Wednesday afternoon.

Collins Mbesuma scored a brace while Jacob Mulenga added one goal to hand Herve Renard’s side a comfortable lead into half-time.

Chisamba Lungu completed Zambia rout in the second half against Lime.

Super Division leaders Nkana beat Kitwe United 2-1 in a practice match at Garden Park Stadium in Kitwe on Wednesday.

Nkana forward Ernest Mbewe grabbed a brace as the Wusakile Boys silenced their old foes.

Mbewe commonly known as Altezza registered his two goals in either half while Congolese striker Sherib Kamangu scored for the Buchi Boys in between those goals.

Nkana have gone into the current two-week FIFA international break leading the table on 26 points, two better than second placed Zesco United after a round of 11 matches.

The Masautso Mwale coached side will face Konkola Blades in Kitwe when the league resumes on 22 June.

Alliance for Better Zambia President Fr Frank Bwalya says he will continue speaking out against the PF government’s failed policies.
Fr Bwalya who was attacked by suspected PF cadres Wednesday morning at Flava FM radio in Lusaka said no amount of intimidation will shake him.
Unruly youths stormed the Flava FM studios with some carrying knives, and poured opaque beer on Fr Bwalya and ordered him not to go ahead with a scheduled radio interview programme.

They confronted us and pulled two of the people I was with and they started beating them up. When I saw this, I approached them and while in the process of rescuing the other person who was badly beaten, they turned to me poured some ‘Shake shake’ beer on me,” Fr Bwalya said.

He said after that, they told him point-blank that it was he they actually wanted to sort out.

They tried to pull him out of the studio saying it was me they wanted but I overpowered them and that is how they ran away,” he said.

“When I confronted them I wanted to see what they were going to do and if they would throw some punches on me I was going to throw back to protect
myself and want I am telling Zambians is to arm themselves because the PF (Patriotic Front) is upto no good,” Fr Bwalya said.

He said he was sure that the people who waylaid and attacked them were PF cadres because some people had already informed him prior to this.

“I even reported to the Police but the officer-in-charge said there was nothing he was going to do because I didn’t know these people,” he
said.

Fr Bwalya said the people who attacked them did so with impunity because they knew that the police under the PF had become toothless.

“Right now I am going to report this to the police so that there is a record for the international community to know about this,” Fr Bwalya said

However, Fr Bwalya went ahead with the interview and has vowed never to relent siding with the poor.

“Should we wait until people die, there are no medicines in hospitals. We know the cadres that have done this.” Fr Bwalya said.

Fr Bwalya explained that his involvement in active politics was driven by the need to protect the poor.He also reviewed that the Pope, Head of the Catholic Church has said Christians should be involved in active politics.

“Ubwato bwalifika, nomba kufumamo.. ni pa Mpoto,” (the boat has doked, now is the time to leave the boat and enter the cooking pot,) Fr Bwalya said.

Fr. Bwalya said ABZ will liaise with all other political parties on issues of common interest, although the main pre-occupation of ABZ is to let the people know what the party stood for.

He pointed out that the world has had several Christians that have gone into politics and succeeded to help the poor.

Copperbelt police commissioner Mary Tembo when contacted over the matter said that she was still waiting for a report from the officer-in-charge where Fr Bwalya had reported the matter.

His Excellency Rupiah Bwezani Banda, the Fourth President of the Republic of Zambia, today urged Zambians to bury their differences and unite for the greater interest of the country.

The former head of State said this when he mingled with Chipata residents who flocked Modern Bazaar when word went round that he had entered the shop, forcing the owners to lock the doors.

Upon coming out, President Banda found several residents camped outside, and the only way he could disperse them was by talking to them.

“I am happy to see that you are still peaceful people. Peace and unity are some of the characteristics that define our nation. I want to encourage you to continue loving one another regardless of your political party affiliations. Most of all, seek no revenge against your perceived enemies from whichever party,” said the retired head of State.

He further advised the residents to refrain from violence, as it was retrogressive to national development.

The former president has spent this week in Chipata visiting relatives and checking on his Chasimpha farm on the Chipata-Mfuwe road.

Over 243 pupils in Chinsali learning in the cold under trees

Over 243 pupils at Namwenya primary school in Chinsali district of Muchinga province have been learning in the cold under trees and a make-shift classroom since January this year.

This is because the roof on a one by two classroom block used for learning block was been blown off last year in December.

This came to light when Muchinga province minister Colonel Gerry Chanda visited the learning institution on his continued familiarization tour of the province to look at infrastructure and
developmental projects.

Namwenya Primary School Head teacher, Boyd Munthali told the provincial minister that the school has been in a dilapidated state since December last year when the roof was blown off.

Mr. Munthali said that the school administration has since constructed a hut within the school area where pupils are now learning from as a temporal measure.

The head teacher complained that this is the third time a similar disaster had befallen the School.

Mr. Munthali said the school only has a one by two classroom block catering for all the 243 pupils enrolled from grade one to grade seven.

Mr. Munthali also complained of inadequate staffing levels saying the work over load at the school was affecting the delivery of quality education.

He said that inadequate classrooms coupled with low staffing levels has forced the school administration to adjust the school time table and teach only five subjects per day instead of six as required by the Ministry of Education, Science, Vocational training and Early education.

Mr. Munthali added that due to inadequate classrooms, the school is rotating classes saying two classes report in the morning, another two at mid-morning while four other classes report in the afternoon.

He further said the learning institution only has two staff houses and has no office space where to operate from adding that currently the school is using one of the rooms in his house as an office.

And Muchinga Province Minister Colonel Gerry Chanda has assured the school administration that Government will move in quickly and ensure that the situation at the learning institution is normalized.

Colonel Chanda said he will ensure that the blown off roof is replaced with soon adding that the Government was in a hurry to improve the education standards in the country and will ensure all schools are in acceptable learning condition.

Colonel Chanda said government has embarked on the rehabilitation and construction of schools throughout the country to improve on the delivery of quality education.

The Minister also promised to discuss with the area Member of Parliament Mulenga Chiponde to consider the possibility of constructing a one by three classroom block at the school using Constituency Development Funds (CDF) for 2013 in order to increase the number of classrooms.

Management at Kapdi group of companies in Kapiri Mposhi district have for the seventh time snubbed summons by government to discuss the plight of its former workers.

Kapdi group of companies management and proprietor Liaqat Kapdi has once more disregarded the invitation from government to discuss the plight of over 55 workers laid-off from the various companies operating in Kapiri Mposhi without paying them terminal benefits.

This has led to a series of protests against the management and owner by the former workers demanding to be paid their benefits.

The government through the department of Labour and Arbitration based at the Council has for some time now been arranging meetings with the Mr Kapdi to discuss the plight of the fired workers.

But Mr. Kapdi has been disregarding summons by government through the department of Labour and Arbitration which is tasked to look at labour issues and dispute resolutions between employees and employers in the district.

According to a letter written by Kapiri Mposhi Council Secretary, Mpande Hamwende who in this case acts as Magistrate Class II of the Subordinate Court, Mr. Kapdi was yesterday summoned to appear at the council chambers around 14:30 hours but did not turn-up much to the disappointment of the irate workers who waited to hear their fate.

In April this year, Mr. Kapdi allegedly fled his office when he was informed of Labour Deputy Minister, Ronald Chitotela’s scheduled visit to inspect the labour laws compliance at his companies and settling of some outstanding issues relating to payment of terminal benefits to his former workers.

Meanwhile, the former workers have appealed to government to charge Mr. Kapdi for disregarding its orders.

Former workers’ spokesperson, Laurent Mutale said Mr. Kapdi was adulterating the government’s efforts to amicably resolve the problems of unpaid benefits to the affected workers.

“This man tell us who ever we report to is in his pockets that’s why he continues firing us without paying us any money and he is now arbitrary disregarding government’s calls to pay us and efforts to resolve labour issues at his companies.. we appeal that he be disciplined,” Mr. Mutale said.

The Kapdi group of companies comprises haulage, filling stations, bakeries, wholesales, a chain of supermarkets, hardware shops and water bottling companies.

The affected workers include drivers, stores officers, fuel attendants, shop keepers and mechanics among others.

Mr. Kapdi did not answer his mobile phone when contacted by ZANIS.

Government has threatened to shut all drug stores being manned by unqualified drug dispensers.

Health Deputy Minister, Patrick Chikusu says government is disturbed that most drug stores in the country do not have qualified personnel.

Speaking during the commemoration of Pharmacy week in Lusaka, Dr. Chikusu says drugs are a sensitive commodity which must be dispensed by qualified personnel.

He says government has intensified inspections of drug stores and will prosecute all drug stores owners who will be found wanting.

And Dr. Chikusu says government has started the decentralization of the medical stores in a bid to improve drug distribution in the country.

He says the first medical storage facility has been established in Choma and will be opened by the end of this month.

Meanwhile Pharmaceutical Association of Zambia president, Liyoka Liyoka has praised government for decentralizing Medical Stores.

Mr. Liyoka says his association is ready to work with government in ensuring that drugs are available in all parts of the country.
