Serenje sex workers seek empowerment fund

Commercial sex workers in Serenje have continued pressing Serenje District Commissioner, Charles Mwelwa, demanding empowerment funds so that they engage in income generation activities.

A team which was led by Marxian Musonda, 18, Sharon Mwanza 18 and Petronella kunda, 31, stormed Mr Mwelwa’s office over the weekend demanding funds, including the Youth Empowerment Fund, to venture into viable business like other clubs do.

They said there is no justification for government to empower only ex-prisoners who are getting KR1000 from the Department Social Welfare to start their business of their choice, saying sex workers have also been condemned by society and should not be segregated if they want to access government funds as Zambians.

They suggested that government should also extend to them the system that they have used to empower ex-prisoners so that they venture into clean business and stop patronizing bars.

“It is not an easy thing to access money from youth empowerment fund because it has a process of filling in forms, but all we need is to have money which is ready to start business and sustain our children since some of us are double orphans and HIV-AIDS can be reduced on the streets,” they said.

And Mr Mwelwa advised the sex workers that everything has a channel to follow hence the need for them not to lose hope but follow procedure and keep on praying to almighty God until they are answered.

Mr Mwelwa, however, promised to get back to them after consulting other relevant authorities.

Meanwhile, District Social Welfare Officer, Joyce Mukuka, has called on the Sex Workers Association of Zambia in Lusaka to hear to the cry of Serenje sex workers since they have come in open and help them with financial assistance.

And district AIDS Coordinator, Margret Mwamba, thanked the sex workers for their courage and coming in the open to seek assistance from the District Commissioner, saying most of them they feel shy.

Rev Mwamba also called on well-wishers and other organizations to assist the girls so that they could also start a new life instead of keeping on spreading HIV and AIDS to innocent people.

Kalulushi Set to Return to Independence Stadium

FAZ Super Division leaders Kalulushi Modern Stars have declared their home Independence Stadium ready to host matches after receiving a face-lift.

Club chairman John Mitonga said rehabilitation works at Independence Stadium in Kalulushi have been completed.

Mitonga disclosed that the stadium will be re-opened on 13 April when Kalulushi host Zanaco in a Week Four fixture.

“It is ready. We will be at home in the game against Zanaco.

“I won’t say much you will come and see how the stadium is looking,” he said.

Kalulushi, who have kicked off the season on perfect note, top the league on six points after two games.

This weekend, Kalulushi are scheduled to face Nkana away at Nkana Stadium in Kitwe.

Kalulushi are this season playing in the Super Division for the first time since the year 2000 when they suffered demotion.

Government still looking for a strategic partner before establishing the national airline

THE Government has said that it is still looking for a reliable strategic partner before establishing the national airline.

Communication, Transport, Works and Supply Minister Christopher Yaluma said the government was engaging various stakeholders in discussions to find suitable partner.

Mr Yaluma said that the government would have a larger equity in the airline so as to ensure its sustainability.

He said that the government was committed towards the re-establishment of the national airline and that the country still has the potential to run it profitably.

Addressing journalists in Lusaka, Mr. Yaluma noted that the government would put in place modalities that will not lead to the closure of the airline in future.

Mr Yaluma hailed plans by Zambians in the Diaspora to launch an airline saying it would contribute to easing air traffic in the county.

He said that the government encourages investments in different economic sectors from both local and foreign investment.

A few days ago a group of Zambian aviation professionals in the Diaspora in partnership with their locally based counterparts and some foreign investors announced that they would be launching Zambia’s first budget airline.

The Airlines is expected to be a low cost carrier, meant mainly for domestic travel and will be the first of its kind in Zambia.

Electoral Commission of Zambia(ECZ)spokesperson Cris Akufuna says the commission is following up the matter in which the Vice President Guy Scott allegedly conducted a political campaign rally in Lukulu West during the filing in of nominations of candidates for the by-election in the area.

Mr. Akufuna has explained that it would be an abrogation of the Electoral Conduct of Conduct if any political party in the country conducts a political campaign before the filing of nominations of candidates is done.

Speaking in an interview with Qfm news, Mr. Akufuna has noted that under the Electoral Law, political campaigns only commence at 15:00hours after all political parties have filed in nominations.

He has also reiterated the need for all participating political parties to conduct peaceful campaigns in Kapiri Mposhi and Lukulu West constituencies.

President Michael Sata today swore in veteran politicians Daniel Mukombwe as Deputy Mininster for Southern Province. In a ceremony at State house,

the president also swore in Chilubi PF Member of Parliament Obius Chisala as Northern province Deputy Minister.

President Sata also swore in two Permanent Secretaries under cabinet office, Benard Kamphasa for Policy Analysis and Coordination Division and Ndashe Yumba for Management Development Division

And President Sata fumed following the delay to move the provincial capital of Southern province from Livingstone to Choma.

Mr Sata questioned why it has taken long to move the provincial capital when he issued the directive a long time ago.

The President hinted that politics of talking is long gone noting that it is time for delivering development.

The Head of State explained that Choma was more centrally located compared to Livingstone hence his decision to move the provincial capital.

Meanwhile, the President Sata has directed Deputy Ministers and Permanent Secretaries to undertake country-wide developmental tours of provinces and districts.

Mr Sata advised the deputy ministers and Permanent Secretaries to desist from sitting in offices but rather go in provinces and monitor government projects taking place there.

The Head of State wondered how Deputy Ministers and Permanent Secretaries can acquaint themselves with the challenges that civil servants face in executing government work if they do not tour the country-side.

The President explained that the only way government officials will enhance development in provinces and districts is by touring various government projects taking place.
President Sata made the directive when he swore-in two provincial deputy ministers and two permanent secretaries.

Mr Sata said Zambia is where it is today because of the district commissioners who frequently toured government projects.

Mr Sata said the only way development is going to be expedited throughout the country is when Deputy Ministers and PSs play an active role of monitoring government projects.

The President questioned why Deputy Minister and PS were getting tax payer’s money when they don’t tour provinces and districts.

President Sata cautioned Ministers and Permanent Secretaries to refrain calling chiefs but to visit them and get their concerns on matters of national development.

He said the only way that traditional leaders are going to appreciate governmnet services is when they visit them during the monitoring of projects.

Mr Sata implored Vice President Dr Guy Scott to encourage Deputy Ministers and Permanent Secretaries to tour districts.

Doctor files for divorce after finding that wife contracted STD when they lived apart

A Lusaka Medical Doctor has filed for divorce in the Lusaka High Court citing infidelity in his marriage by his wife who is also a medical doctor.

This is in a case in which Dr Francis Simenda has petitioned the High Court to dissolve his marriage of seven years to his former wife Dr Ziporah Chosa Phiri Simenda after accusing her of infidelity leading to her contracting a sexually transmitted infection (STI).

In his petition, Dr Simenda contented that his marriage with Dr Ziporah had broken down irretrievably because the respondent had behaved in such a way that the petitioner could not reasonably be expected to live with her.

Dr Simenda indicated that his wife had engaged in appropriate and highly suspicious conduct with a Mr Daniel Irunga Mwangi and that communication between the duo suggested a sexual relationship.

“The respondent has suffered from an STI at a time when she had no sexual contact with her because she was taking birth control pills during that period and was not having sex with her as he was in Lusaka while she was in Namibia for studies,” he said.

The petitioner also complained in his petition that his wife was an extremely violent person who suffered from uncontrollable rage and that on several occasions she had severely injured the petitioner and damaged his properties.

He said she had reported him to Chelstone Police Station of assault and told the police false information that he had assaulted her when infact not.

Dr Simenda said he had since made arrangements to maintain his two children they had together a boy and girl aged seven and four who were already currently in his custody.

He prayed that the said marriage be dissolved and that the court should consider granting him custody of the children as he could manage to maintain them and also be able to pay his former wife maintenance.

Police brutality on unarmed and hungry people in Chililabombwe

Kindly allow me space in your respectable paper to expose the police brutality on innocent civilians here in Chililabombwe under the guise of controlling smuggling. What is happening in Chililabombwe has not been seen in many years only comparable to the infamous 1980s of the Kaunda regime which killed a lot of people here in Chililabombwe over the same issue of controlling smuggling. The issues that I am talking about are:

  1. Traders in Lubengele area are being assaulted and beaten with impunity by police simply for selling mealie meal above kr 60 when they have bought the same commodity from wholesalers at kr65. One trader was even locked up for talking back to the police.
  2. Taxi drivers who pirate between kasumbalesa and Chililabombwe are being beaten and detained just for carrying passangers who have bought one or two bags of mealie meal for consumption to the Kasumbalesa area.
  3. Ordinary citizens who live at the border area are victims.Kasumbalesa border area has over 500 people and these people are not even allowed to transport the staple food. The police have stopped trading in any form of mealie meal at the border and this has pushed the price to above kr 90. And any trader who has the commodity is even followed to his or her house and mealie meal confisticated from the house and the owner beaten and taken to the police station! There is total disregard for human rights and the rule of law.
  4.  Because of police brutality on taxi drivers, the residents that come to buy mealie meal are forced to carry a bag of 15kg on their heads for a distance of over 15km. This has caused untold misery to the people who live at Kasumbalesa area.

FACTS

We know the fact that with the mismanagement of the Agriculture Input Support Program by the Government and the senseless export of maize to the neighbouring countries by the FRA, there will be hunger in this country.The prudent use of whatever little grain we have is necessary, but this should not be at the expense of the ordinary Zambians at the border town who have lived and traded in peace for a long time now.

In 1991, the MMD government under the late president FTJ Chiluba, (to which our current president was part of) liberalised the grain marketing and never again was the trading in Mealie meal and maize criminalised at the border areas. Trading with the Congo in grain and other agricultural products will never end especially that Kasumbalesa Town and its surrounding areas has over 500,000 people and Lubumbashi city which is less than 100 km from the border has over 10 million people. And any controls like what has happened now has pushed the prices to very unrealistic levels. Currently a 25kg bag of mealie meal is ranging between kr100 and kr150. On the Congo side it is between kr 150 to kr 200. These unrealistic prices have created uncrupulous trading by people from all over the copperbelt. The biggest smugglers are not the two bags traders, but the truck and trailers who are ferrying thousands of bags to the border.

Please help us so that there is no bloodshed again in Chililabombwe. Currently, our taxi business is suffering, people at Kasumbalesa have no food in their homes and traders are living in fear. The DCs Office and the local leadership are quiet and watching their citizens being brutalised because they are party cadres. But we all voted and when the PF and Sata won, we celebrated with a new hope that we will now move forward further than to where MMD had left us; not going back a century again. Please your reporters should come to Chililabombwe and move around especially in the night then you will see what I am talking about.I know that this report cannot be published by the Post or any other Government controlled newspaper.

Female Supreme Court Judge urges Police Officers to arrest indecently dressed women

Supreme Court Judge Royda Kaoma has urged police officers to arrest anyone found indecently dressed to avoid escalating Gender Based Violence (GBV) cases.

Ms Justice Kaoma said indecent exposure was an offence under the Criminal Procedure Code and media houses publishing such pictures can be prosecuted.

She was speaking at the Catholic Women’s league luncheon at Ravens Club in Kitwe yesterday that the country was experiencing high levels of GBV due to indecent exposure some women in the manner they dressed.

Ms Justice Kaoma who is also Kitwe High Court Judge-in- charge said in response to a concern from one of the members of the public on what the police was doing about indecent dressing by some girls and women, that police should take up the role and arrest those found wanting.

“Police officers should do something about indecent exposure and under the law there should be nothing like parents would plead for their children because just like manslaughter or murder cases, an offence is an offence.

Police should take up the role and arrest culprits, they should take even one example,” she said.

She said the media should also avoid publishing such pictures to avoid corrupting people’s minds because they could be prosecuted.

Ms Justice Kaoma said it was an offence for women to expose themselves in the manner they dressed.

And Kitwe East police chief inspector Anne Mazila urged the public to expose cases of abuse.

Ms Mazila said the forms of GBV included economical, sexual, psychological, physical and use of abusive language from both women and men.

She said it was important for married couples to dialogue and avoid any forms of GBV.

Ms Mazila said police officers where usually faced with a challenge where some parents would plead for their children once they are arrested over indecent exposure.

The Catholic women’s league yesterday organised a luncheon where a discussion on GBV cases was discussed.

Lusaka City Council continues the trend of failing to collect garbage in the city

Commuters and drivers at Lusaka’s kulima Tower bus station have bemoaned the poor sanitation at the recently constructed station.

They blamed the council for failure to collect the garbage.

And Lusaka City Council Public Relations Officer Henry Kapata has also admitted that the situation at the station is pathetic.

The Evangelical Fellowship of Zambia-EFZ-has described as unfortunate the political statement that Senior Chieftains Nkhomeshya the second of the Soli people made during the flagging off of the construction of the 91 kilometer stretch of Luangwa Bridge Feira road project by President Michael Sata.

Senior Chieftains Nkhomeshya who is also House Chiefs Chairperson was also quoted as saying that she will defend her statement that President Sata’s government is delivering its campaign promises if some people would want to describe it as politics.

EFZ Executive Director Pukuta Mwanza has noted that the Senior Chieftaines’ statement does not reflect fairly as there are some people in her chiefdom that have divergent political views.

Rev. Mwanza has noted that traditional leaders in the country ought to harmonize divergent political views amongst people and live above partisan politics.

He was speaking in an interview with Qfm in Lusaka.

MMD president Nevers Mumba has urged the Church to seek Gods ways and guidance if they are to prosper. Dr Mumba said God was the healer of everything be it political, financial and social challenges.

He said during a service at Victory Bible Church in Kitwe yesterday that the Church should not depart from seeking God at all times.

Dr Mumba urged the congregants not to be led by human intellectual but to seek Gods protection and guidance from the alter.

“Do not depart from seeking God, this is where answers are and not in backbiting and spreading rumours, some of us are still alive because of the alter and God protects those that know where to get protection from,” he said.

He said for the past week, the Church had been subjected to a lot of rumours and that was why he cancelled his trip to South Africa to spend Easter with the congregation in Kitwe.

Dr Mumba reminded the congregants to be prayerful at all times and that his involvement in politics was God’s vision.

He said he was in politics because he was anointed, God was guiding him and anyone that wanted to fight spiritual battles would not succeed.

Dr Mumba also added that the congregants must acknowledge the spiritual authority and honor and respect the leadership.

Ethiopian Airlines has launched its flight to the Copperbelt direct from Addis Ababa to Ndola three times a week.

Transport and Communication Minister Christopher Yaluma says this development is attributed to the viable and enabling investment climate in the country.

Speaking at the same function, Director Advertising and Promotions for Ethiopian Airlines Mengistu Adelahu said Ethiopian is committed to enhance its services in Africa by taking the continent to a new level.

Mr. Yaluma says the Addis Ababa – Ndola direct flight was due to the political stability that the country enjoys and the cordial relations that government shares with Ethiopia.

The minister said this in a speech read on his behalf by Copperbelt Province Permanent Secretary Stanford Msichili at the inaugural of the Airline’s fright in Ndola yesterday.

He maintained that the commencement of Ethiopian flights to Ndola will sell Zambia’s tourism to the world.

Mr. Yaluma said the launch had come at a better time when Zambia and Zimbabwe will jointly host the United Nations General Assembly on tourism.

Mr. Yaluma said government would support the Airline as it has placed tourism high on the economic agenda adding that this will not only spur creation of employment but also meeting the Millennium Development Goals (MDGs).

He said government was proud that Ethiopian Airlines had added Ndola as its 45th African destination to its worldwide route network.
He added that the introduction of new routes will contribute to the development and growth of the aviation industry in Zambia, Africa and the world at large.

Speaking at the same function, Director Advertising and Promotions for Ethiopian Airlines Mengistu Adelahu said Ethiopian is committed to enhance its services in Africa by taking the continent to a new level.

Mr. Adelahu said Ethiopian Airlines is positioned to provide people to people economic and social ties between nations by serving the needs of the Africa of tomorrow.

He further said with a population constituting a sixth of the world, untapped mineral and oil resources and huge tracts of arable land it was time for Africa to ascend in the global economic landscape.

He noted that the rise and development of Africa was driven by dependable and convenient air transport adding that Ethiopian Airlines has proven this by widening its route network, building its capacity in both infrastructure and human resources.

And National Airports Corporation Managing Director Robinson Misitala said plans were underway to construct a new and bigger airport on the Copperbelt at a site to be announced soon.

Government to ban ferrying of abnormal loads on the roads once TAZARA restoration is complete

The Government has said that it will ban ferrying of abnormal loads on the roads once the revival of Tanzania Zambia Railway Authority (TAZARA) is completed.

Transport, Works and Supply Minister Christopher Yaluma said in an interview yesterday that the government will issue a Statutory Instrument (SI) on the measure.

He said the two Governments had agreed to rehabilitate the line and that the Chinese auditors have since audited the line to establish the extent of damage.

Mr Yaluma said the report would be ready in June this year, adding that once the report was ready, the two Governments would start looking for finances.

He said the two Governments were committed to rehabilitation works of TAZARA and that currently some funds were being injected to sustain salaries, but the Governments wanted to ensure that the firm was run profitably and improve its operations.

“We are committed to rehabilitation works of TAZARA. So once the rehabilitation of the railway line is completed, I will issue a Statutory Instrument to burn abnormal load on the road network,” Mr Yaluma said.

He said there was an increased volume of trucks from Tanzania into Zambia and vice versa, thereby damaging the roads.

On the Zambia Railways (ZR), Mr Yaluma said the Government would inject another US$50 million towards the rehabilitation of the railway.

The Government committed US$120 million from the US$750 million Eurobond to recapitalise the ZR.

Finance Minister Alexander Chikwanda said recently that the railway company was a critical institution to the country’s development hence the desire for Government to see the institution operate as it should.

Mr Yaluma said Government’s move to inject US$120 was aimed at rehabilitating the railway lines, to avoid potential locomotive crashes.

“Still another US$50 million will be injected in the rehabilitation of the railway, as the board of directors is already in place to manage the project with the help of the Managing Director Clive Chirwa,” he said.

Mr Yaluma said Government was in the process of rehabilitating the Railway line from Chingola to Livingstone.

He said this would enable ZR resume important cargo transportation. He said the Government was committed to ensuring that the
repossessed ZR becomes viable and serves Zambians efficiently.

Finance Deputy Minister Miles Sampa has revealed that government has spent the US$750 acquired through a Eurobond issue last September.

“We don’t have any of that money sitting around in our banks. We have spent it entirely as we intended and we now need more money,” Mr. Sampa said.

He said government wants to go back to the international markets to secure additional financing, mainly for infrastructure development.

“We gave about US$ 120 million to Zambia Railways, a good chunk went to ZESCO for hydro power generation and we have also given Development Bank of Zambia a good amount for onward lending to Zambian SME’s.”

Mr. Sampa was speaking on ZNBC Sunday Interview television programme adding that a proposal to borrow more funds will be tabled by cabinet soon.

“We are in a hurry to develop and the manner in which we have dispensed the Eurobond funds shows our resolve to move fast.

During the same programme, Mr. Sampa revealed that President Michael Sata has assented to the Bank of Zambia Amendment Bill of 2013 which sought to introduce stricter foreign exchange regulations.

Mr. Sampa disclosed that Finance Minister Alexander Chikwanda will this week issue a statutory instrument to operationalize the new law that will require exporters to obtain Bank of Zambia clearance if they are exporting goods above US$ 20,000.

“We are not introducing forex controls, we are merely giving more powers to BoZ to monitor the market closely, we are merely giving the guys at the central bank magnifying glasses to check into what people are exporting,” he said.

“We have set up a unit at Bank of Zambia and with the help of some consultants, this unit should be able to carry out this task effectively.”

Mr. Sampa said the long term benefits of the new law will be increasing forex remittance to Zambia which will benefit the Zambian Kwacha’s position.

“All things being equal, the Kwacha should be trading around K 4.8 or 4.9 against the US dollar and not above K5, we believe that speculators have been playing on the Kwacha and this has to stop. The current Kwacha position is all artificial.”

According to the BoZ website, the Kwacha closed at 5.3922 against the US dollar by close of business on Thursday.

Power Dynamos Court DRC Striker

Power Dynamos have invited DR Congo striker Chris Zyamale for trials at Arthur Davies.

Zyamale from unknown Congolese club arrived at the Kitwe outfit early last week for a seven-day trial.

The striker contributed a goal for the Power reserve team which beat Mufulira Blackpool 3-0 in a friendly last Friday at John Kachofa Stadium in Kamuchanga.

According to the club technical bench, Power are early this week expected decide whether to sign the player.

So far in the 2013 season Power have been depending on midfielders Kennedy Mudenda and Mulenga Mukuka for goals.
