Zambia Lead in 2013 AFCON Tickets Sells

African champions Zambia is reportedly leading the way in 2013 Africa Cup ticket sells.

The 2013 AFCON local organising committee says Chipolopolo fans have so far bought 50,000 tickets.

In second place are Ethiopia with 30,000 tickets ahead of the Walia Antelopes first Africa Cup outing since 1982.

Incidentally, Ethiopia and Zambia will face-off in both sides opening Group C match on January 21 in Nelspruit.

And in third place on tickets sells is Algeria with 15,000.

Algeria are in Group D that contains Cote d’Ivoire, Tunisia and Togo from which pool winners and runners-up from Group C will meet in the quarterfinals.

Meanwhile, a combined total of 15,000 tickets have been bought by other countries for the tournament that will run from January 19 to February 10.

Lota Expects Tough AFCON For Zambia

Ex-Chipolopolo striker Dennis Lota says the tag of African Champions will not in any way help Zambia to defend the Africa Cup title in South Africa next year.
Lota, a veteran of four Nations Cup (1996,1998,2000 and 2002), said the 2013 Africa Cup will be different from the 2012 edition held in Gabon and Equatorial Guinea.
The former Sion,Orlando Pirates and Moroka Swallows player predicted that the upcoming Africa Cup will be tricky.

Lota, an assistant coach at South African side Moroka Swallows, charged that not even Ivory Coast are favourites to win next year’s Africa Cup.

“The situation at next year’s Africa Cup is going to be totally different from what we experienced in Gabon and Equatorial Guinea this year,” he said

“If we are going to the Nations Cup thinking because we are champions it’s going to be easy, it’s not going to be easy.

“Of late the tournaments have been full of surprises so even this one there maybe a dark-horse, I can’t say Ivory are favourites”.

LCC to build market in Chalala next year

The Lusaka City Council (LCC) has said plans are underway to construct a market in Chalala to address the challenges being faced by residents in the area.This comes in the wake of calls from Chilenje residents on the council to construct a market for the people of Chalala.

The people of Chilenje argued that it was inconveniencing for them to buy from Chilenje market which they said was far away.

LCC Public Relations Officer Henry Kapata said the council was mandated to construct markets in the city and had earmarked Chalala for a modern market next year.

Mr. Kapata said government had shown a lot of interest to fund the exercise and the council had already identified two pieces of land in the area which would soon be decided on.

He however expressed concern over Chalala residents’ reluctance to submit street names to the council through their councillor.He said the council had instructed the people of Chalala to submit street names to the council through their ward councillor and show why they should be considered for a market but they have allegedly not done so.

Mr. Kapata has since reminded the residents to heed to the council’s instructions because naming of streets in Chalala would promote convenience and security.

And Mr. Kapata has said the council was not in charge of rebasing sensitization in markets even though it has the facilities to do so.

He revealed that most marketeers were approaching the council complaining of lack of sensitization on rebasing the local currency, a development he said the LCC was looking into and would pass on to the Bank of Zambia team which is in charge of rebasing.

Leadership, neither for the visionless nor for the power control

You’ll rarely encounter the words good leadership and power control used together in complementary fashion. A good leader often operates at their best no matter how big the nation or company, when they understand their ability to influence and delegate are much more fruitful than their ability to control (power control). Here’s the thing – the purpose of leadership is not to shine the spotlight on yourself, but to unlock the potential of others so they can in turn shine the spotlight on countless more and soon catch the whole nation with result oriented approaches. Control is about power – not leadership. Delegating allows a leader to sacrifice their best and focus on adding value to those whom they serve.

Delegate, Delegate – Not control freaks need apply

If you’re still not convinced the art of leadership is learning that the focus point should be on delegating and mentoring not control, consider this:

Control restricts potential, limits initiative, and inhibits talent. Delegating fosters collaboration, encourages innovation and enables possibility.

Controlling leaders (power control) create bottlenecks rather than increase creativity and output. They signal a lack of trust and confidence, often come across as insensitive if not arrogant. When you experience weak teams, micro-management, frequent turf wars, high stress, operational strain, and a culture of fear, authoritarianism you are experiencing what control has to offer – not very attractive is it?

Delegating and mentoring allows the savvy leader to serve where control demands the ego-centric leader be served. Delegating allows leadership to scale and a culture of leadership to be established. Leaders who understand delegating think community, ecosystem, and culture – not power control. Delegating is the art through which UNIP thrived when Kaunda was imprisoned, it’s the art through which ANC triumphed to liberation when Mandela was imprisoned, it’s the art that strengthen Martin Luther King Jr’s civil movement in the USA to victory.

Delegating is what not only allows the dots to be connected, but it’s what allows dots to be multiplied. Controlling leaders operate in a world of addition and subtraction; everything starts and ends with them, while the calculus of a leader who understands delegation is built on exponential multiplication and reigns for years long after he/she is gone.

Those who embrace control are simply attempting to consolidate power, while those who practice delegating are facilitating the distribution of authority. When what you seek is to build into others more than glorifying self, you have developed a level of leadership maturity that values delegating and mentoring over control.

Delegating is the mindset which creates the desire for leaders to give credit and feedback rather than take it, to prefer hearing over being heard, to dialogue instead of monologue, to have an open mind rather than a closed mind, to value collective geniuses than self wisdom and intellect. Mindful, that there is no known one genius who can develop a nation but a collection.

Control messages selfishness, while delegation conveys selflessness – which is more important to you? Others delegate in the positive realization that they are not the centre of the universe – they delegate for something beyond themselves in order to accomplish more for others. Bottom line – what you do or don’t delegate will define good leadership. Assuming you delegate for the right things, it’s not a sign of leadership weakness, but is perhaps the ultimate sign of leadership confidence. William Booth once said: “The greatness of a man’s power is the measure of his surrender and delegating ability.”

In no way can authoritarianism be dismissed completely but should be used only in selective instances especially where the leader is the most knowledgeable and experienced member of a group.An authoritarian style might be most appropriate but not applicable at national social -economic development level. In instances where group members are much more skilled experts, delegated ability would be most cost effective, most efficient and reliable.

Good leadership achieves true collective greatness–those who have become good leaders, leaders who changed the world, nations, cities, and lives did master the power and art of delegating. In addition, Leaders who make an impact and difference all take these four steps and HE Sata must take a retreat too to reflect and envision Zambia’s social-economic development reforms- A vision beyond 2050 can be consolidated in his 5years term.

These four steps are Key;

  1. Find a place of solitude.Every great leader needs a place where they can think intensively. Somewhere away from the constant clatter of incoming information, somewhere quiet, somewhere contemplative. A blessed few leaders have the mental strength to achieve this state of abstraction anywhere–in a crowded office, or anytime during the hurly-burly of a busy day but not in the Zambian political set up surrounded by poverty slums. Solitude is the time to think consciously and extensively on the solutions to Zambia’s challenges both in the medium and long term, renew one’s strength, summon intuition, the inner power and vision for the country…Where’s your place of solitude as a leader?
  2. Discover your contemplation trigger.Solitude is a worthwhile state; it’s a vehicle–a means to think clearly and deeply about matters of importance. But with all the manifold possibilities, with the myriad of issues that press in on us every day, what major and important tasks should we spend time intensely thinking about in more detail?”Contemplation trigger”: focuses on the long term majors and revolutionary transformations of a nation; for instance a focus on 5years with an inbuilt 8 major achievements can be realised with what strategies? –the case of: (1. Judicial system reforms, 2) University education and employment, 3) Link Zambia road infrastructure and city ring roads, 4) Planned housing, drainage and sewerage (no shanties ,no slums), 4) Health ,disease control and sanitation, 5) Constitutionalism, governance system and governance structure overhaul reforms, 6) Land utilization, agricultural ,Rural development and telecommunication configuration in all districts,7) Electricity or power and water development up to the village level, 8) realign and consolidate all social-economic interconnectors, systems, institutions and legal frameworks for economic emancipation), and broken them down in yearly measurable indicators…”What is the single greatest challenge we face as a country today that will profoundly affect the success of our country and policies in the next years and beyond ?” The one-year horizon works to feed into the 5 years-50 years plan in built with all 8 developments and planning dimensions. At least once a year, the nation can set aside a week’s “contemplation trigger-or call for an evaluation indaba prior to govt’s yearly retreat” to brainstorm successes and failures…..Then feed into the 5-year horizon of the vision2050 developments and planning. (Your mileage may vary but the concept remains.)
  3. Get beyond instant gratification.We live in a time of instant gratification. Leadership, especially leadership in the long term, requires us to forgo instant gratification, because reflection and contemplation are the compost of great ideas and the genesis of deep commitment. Time is the most precious resource you can give to your leadership. The sacrifice of time–choosing to pause, to invest in reflection and intensive thinking –is the price we pay to build the depth of leadership that leaves behind a concrete legacy, and not just a fast-vanishing footprint. I like the “rule of 90”: give the gift of 90 days for truly game-changing ideas to take root. Does this mean abandoning your intuition and forgoing on-the-spot improvisation? Not, but like any great sports team, your no-huddle offense will deliver long-term success only with the discipline and solid foundation of well-planned, well-rehearsed, well-executed delegated team players.
  4. Model more than you share.Remember, the purpose of leadership is not to shine the spotlight on yourself, but to unlock the potential of others so they can in turn shine the spotlight on countless more .A leader purely operates at their best, when they understand their ability to influence and delegate, are much more fruitful than their ability to control .Leadership comes through delegating and leading, not by controlling. Seeing it isn’t doing it. Sharing it isn’t doing it. Only doing it is doing it. Try this: Next time you see a leadership need in this country–whether it’s about how people should be treated (citizens, visitors, employees); how you communicate your long-term mission, vision or values–try modelling the change you want to see by delegating.  Be the change you desire. Don’t have time to model change and delegate? Think, “Great idea, but it’s easier and quicker to send an authority.”? That’s fine. But remember, as a leader, the depth of good leadership leaves behind a concrete legacy for generations and not just a fast-vanishing footprint on a beach, when you could be changing nation, cities and lives. HE Sata can do well, but for the best he must go on retreat for a better 2013 and beyond well refined development vision and agenda that can change Zambian lives for the better. Chasing the lizard instead of building the house isn’t good enough, HE Sata needs solitude far away NOT in Luangwa but Kabompo or Shangombo…..

Opposition United Party for National Development (UPND) president Hakainde Hichilema has called for a united opposition that would provide strong checks and balances to the Patriotic Front governance of the country.

Mr. Hichilema said Zambia needs a strong, stable, and visionary opposition adding that the UPND was the only party that provided that platform.

He was speaking at a media briefing to welcome over 250 people who joined the UPND after defecting from the Movement for Multiparty Democracy (MMD) and the Alliance for Democracy and Development (ADD).

He said unity of purpose was essential for the opposition because the UPND was not his party but for all Zambians.

Mr. Hichilema said he believed that there was a leadership crisis in the country hence people were joining UPND to replace the Patriotic Front (PF) government which he accused of being repressive.

He urged Zambians to align themselves with the UPND as it was the party that would address the many challenges such as mealie meal shortages, costly transport and electricity load shedding.

Mr. Hichilema told Zambians not to be scared to rise to the occasion and called on his party members to begin door to door campaigns to recruit more members.

The UPND president has meanwhile advised government not to push for by elections and spend billions of Kwacha but instead use that money to address the mealie-meal shortages in the country.

And Mr. Hichilema has refuted the statement attributed to him as having said single women should deny their PF boyfriends sex as a way of protesting against poor governance.

He said the remark was false and misleading.

Recently, Mr. Hichilema was reported in the media as having told single women to deny PF boyfriends sex as a form of protesting against the current governance style, remarks that have attracted condemnation from certain quarters of society.

But the opposition leader said he never said such a thing and challenged those who were saying he said those words to come forward and show proof.

Mr. Hichilema said records and tapes were available and it would be shown that he never made the statement attributed to him.

He added that he had a lot of respect for women saying that his mother, wife, daughters, cousins, and nieces would attest to that.

Defectors from the MMD included former Ambassador to Libya during the MMD regime, Mulondwe Muzungu, the New Kasama branch which dissolved its executive, 30 members from the FM choir of Matero, 57 members from Kabwata Market, 27 from Kalingalinga, veteran politician Paul Phiri, Stephen Chikuta from ADD and many others.

And UPND Secretary General Winstone Chibwe called on Gender Minister Inonge Wina and leaders of the women movement to rise and condemn the picture that was published on page 15 of the Post Newspaper yesterday, 27 December 2012.

Mr. Chibwe challenged the women movement to take the Post Newspaper to task alleging that it promoted pornography far worse than what it alleged the UPND leader said.

He said the picture that was published in the entertainment section of the paper was degrading and demeaning to women hence the women must go to the Post Newspaper offices to demonstrate.

About 82 cotton farmers who sold their cotton to Dunavant company in Kalumwange resettlement scheme in Kaoma district of Western province have requested government to intervene so that they are paid their monies.

Speaking on behalf of other cotton farmers today, Reuben Chingumbe and Ignatius Nalukui said that 82 cotton farmers sold about 362 bales of cotton worth over K30 million to Dunavant in August this year but up to now they have not yet been paid.

Mr Chingumbe said cotton farmers were finding it difficult to go about their usual lives without money as the company mandated to buy cotton has not fulfilled its obligations as agreed during the time of buying the produce.

Meanwhile, Chingumbe said that all the 362 bales of cotton that were bought by Dunavant in the resettlement, about 31 metric tonnes were all gutted by fire by unknown people at Dunavant depot immediately after the company bought the cotton.

Mr Chingumbe said the cotton bales were burnt to ashes in the inferno between 01:00 hours and 02:00 hours on August 26, this year and the matter was reported to Kaoma police station.

He complained that from the time the cotton bales were burnt, no officer from the company came to inspect the depot in order to ascertain the damage, the situation he described as very unfortunate.

Mr Chingumbe said that cotton farmers in the resettlement have lost hope and wanted government interventions so that they are paid their money.

And Kaoma police-officer-in-charge Rodgers Chiwila when contacted for a comment said the matter was still under investigations between the District Agricultural Officer (DACO), Obriel Chanda and the police.

Mr Chiwila said that at the moment no suspects have been arrested.

And further comments from Dunavant management in Mumbwa district proved futile at press time.

A Clergyman in Kitwe has challenged First lady Dr Christine Kaseba and Women advocate groups in the country to rise up and condemn the act of extreme indecent exposure by a named artist’s fan who appeared in yesterday’s Post Newspaper edition.

Pastor Steward Mumbushi of Bethel Healing Room Church in Kitwe has appealed to the First lady, Women Rights Advocate groups and the Police to ensure that the woman is arrested for indecent act.
Speaking in an interview with ZANIS in Kitwe today, Pastor Mumbushi said it was shameful that such things should be happening in a country declared as a Christian Nation.

The clergyman also appealed on government to ensure that it puts a guideline on moral standards that should be acceptable in the nation.

He further challenged President Michael Sata to put into practice his declaration that his government will govern the country on the basis of the Ten Commandments by ensuring that things that defy Christian on bible principles are not condoned.

He added that it was such acts of immoral conducts which are contributing to the skyrocketing levels of sexual abuse against women and girls and if such behavior is not stopped, the country will never win the battle against sexual violence against women and girls.

Pastor Mumbushi further observed that the picture was an embarrassment to the mothers and all women in the country.

Yesterday the Post Newspaper carried a picture of a dancing woman with her private parts literally exposed.

KAPA187: How did you come up with the name of your restaurant ?

Lillian:  My mother is Soli and in Soli when we say Ku Twaala it means to bring, and at Twaala restaurant we bring people the best service and goods and they take from us pleasure.

KAPA187: What type of cuisine do you specialize in?

Lillian: Personally and professionally, I am more specilized in European cuisine, but at the restaurant it is an Afro- European fusion where we get the best from Zambia, like the famous Chikanda Sandwich, Kariba Sunset salad, The bige Five, combination of all the top five desserts in our Zambian cuisine

 

KAPA187:  What challenges did you face when starting up the restaurant?

Lillian:I was given three weeks to start up the restaurant, so in that itself was the biggest challenge. secondly, getting the right staff both in the kitchen and service. The carpenters for the chairs and tables, and mostly food suppliers, it has been a set back to know that some of the major companies cant supply certain items and it can be discouraging.

 

KAPA187:  What motivated you keeps going and realise your dream dispite your challenges.

Lillian: What motivates me is knowing that this is a purpose bigger than what I had imagined. The will to succeed, to make my mother proud, and all the tears, pain, hurt, work I have worked so hard for and also contributing the better of the hospitality business in Zambia in terms of having something that is Zambian and proudly Zambian and not entirely imported from elsewhere

 

KAPA187: You have been a chef in many countries all over the world , what experience do you bring to your resturant.

Lillian: I bring the experience and diversity to a lot of our guests. I mentioned the restaurant is Afro-Euro fusion and in terms of food standards, service, staff treatment, I bring another different perspective and dimension to the gastronomy industry

 

KAPA187: How was the response on your opening day and did you learn from it.

Lillian: I make sure before I sleep, I have learned something important and the opening day, everything that could go wrong did but I learned to keep calm and think outside the box. I am the manager, if I start stressing and freaking out, my staff will lose their focus and will, but the response was good. People love the Chikanda sandwich and the ambiance.

 

 

KAPA187: Do you feel the economic climate in Zambia is favorable to local investors such as yourself?

Lillian: Africa is the continent to be at the moment, and as for me looking at it from the economic aspect, yes it is but also in my industry, few Zambians eat out and for me is getting that habit of eating out and experiencing the restaurant industry which in return will be beneficial to everyone.

 KAPA187:  Do you plan on expanding your resturant to other parts of Zambia.

Lillian: Other parts of Zambia, not yet planning but definitely, there are plans of opening another Twaala around Lusaka.

 

KAPA187: Tell us where twaala resturant is located.

Lillian: Twaala restaurant is located at Foxdale court shopping mall in Roma, Zambezi road, most people know it as Spar you can book your reservations as we are having our festive promotions starting from the 22nd Dec to the 28th December at 0979127039

KAPA187: What words of encouragement do you have to other women who are planning on setting up their own businesses?

Lillian:Words on encouragement will be to stay focused, believe in yourself and don’t get afraid when your friends, family or people leave you during your process, keep faith and always remember to learn something new. Be humble, and grateful, with that I wish you all the very best.

KAPA187: Any last words….

Lillian: I would like to thank everyone who read the last article and those who have been supportive and I encourage you all to come through to the restaurant to taste the notorious Chikanda sandwich, savannah fiesta and many other Afro inspired dishes. Labour and Social Security minister Fackson Shamenda says he is not happy with the Bank of Zambia (BOZ )’s sensitization programme on the rebased kwacha throughout the country.

And Mr. Shamenda says government has disbursed a colossal sum of money for the rebased kwacha sensitization programme across the country on the new currency which will become a legal tender on 1st January 2013.

ZANIS reports that the minister said this during a sensitization meeting for Ministry of Labour and Social security officers and ZANIS staff at Ministry of Labour board room in Lusaka today.

He said there was no enough publicity done by the Bank of Zambia as the Central bank did not engage ZANIS to educate the general public on the rebased new currency.

He stressed that ZANIS, with its various offices spotted across the country , could have been involved in explaining both the urban and rural communities involving the process in order for the citizen to be better informed before the new currency start being recognized as a legal tender.

The Minister said that the whole process was a shame and wastage of tax payers funds because it did not yield any beneficial results as intended by Government.

And Assistant Project Manager at the bank of Zambia (BOZ) Wilson Mazimba was at pains to explain why his team failed to extensively engage ZANIS in sensitizing members of the public concerning the rebasing of the new currency.

Mr. Mazimba, however, said his team engaged ZANIS at district level as well as some community radio stations in educating the rural community about the new currency although the insinuations failed to convince the Minister.

He stated that the Bank of Zambia designed a communication strategy on the awareness sensitization campaigns on the rebasing of the new currency simultaneously across the country.

Maize, mealie-meal prices high in Zambezi

Maize and mealie meal prices in Zambezi district have extremely gone up despite government through Food Reserve Agency (FRA) off loading maize on the market.

A survey conducted by ZANIS at Zambezi New Market today revealed that a 50 kilogrammes (kg)bag of maize is being sold at K150,000 while a 10 kg tin of maize has been increased from K10,000 to K25,000.

A 25 kg bag of breakfast is now selling at K85,000 from K60,000 while a 10 kg bag is fetching K45,000 from K30,000.

A tin of cassava has gone up from K7,000 to K12,000 while 50 kg bag is now fetching K85,000 from K65,000.

George Njolomba, a businessman of Kashi – Best Investment attributed the exorbitant prices mealie-meal to transport expenses due to long distance from other provinces since North-Western province has no main maize milling plant.

Meanwhile, Pastor James Chinyama of Nazarene Church and Zambezi resident, appealed to the government to intervene by bringing an investor to construct a milling plant in the area as Zambezi district is now producing a lot of maize.

Pastor Chinyama told ZANIS that at the moment there are some heavy trucks transporting maize from Zambezi FRA depot to either Lusaka or Copper belt yet maize and mealie meal are being sold at exorbitant prices in the district.

He lamented that people in the district have now resorted to taking only one meal per day instead of three because they cannot afford to buy either maize or mealie meal because the commodities are very
expensive.

And, Zambezi District Commissioner, Catherine Mukuma when contacted declined to comment saying she was new in the district but assured to give a detailed statement after conducting a tour of the
markets.

THE ruling Patriotic Front (PF) on the Copperbelt has dared Forum for Democratic Process (FODEP) executive director MacDonald Chipenzi to come out in the open and state his political affiliation and agenda.

In a statement made available to the media, Copperbelt Province PF youth chairperson Menyani Zulu said Mr Chipenzi should state his political affiliation instead of hiding behind the noble ideals of his organisation.

“For a long time Mr Chipenzi has used FODEP to champion the agenda of an opposition political party to extent that he has often times strayed into commenting even on issues that are basically none of his organisation’s business,” he said.

Mr Zulu accused Mr Chipenzi of failing to discpline himself against the temptation of falling prey to partisan interests but he has been in a hurry to disparage the PF Government by taking unresearched positions on important national matters.

“The PF knows Mr Chipenzi’s masters who are passing money to him through the backdoor. His shameless conducted has turned FODEP into a sham and embarrassed the donors who are sustaining its fading mission,” he said.

Mr Zulu said Mr Chipenzi should resign from FODEP and openly declare his support for a political party of his choice because it was no longer possible for him to hide his political affiliation.

Jacob Banda Hopes for Better 2013 Season At Zesco

Zesco United captain Jacob Banda has demanded more commitment and unity from his team mates ahead of next season.

Banda said lack of unity at Zesco costed the Ndola side both the league and the Barclays Cup.
Zesco finished third in the Super Division League.

In an interview in Ndola, the keeper stated that Zesco should put its unimpressive display in 2012 behind to focus on next season.

“We didn’t perform very well as Zesco this season so we are expecting to do better next season,” Banda said.

” We didn’t play as a team. We were divided, the commitment of each and every player was not as expected,” he added.

“I will urge my team mates  to be committed and focused. With commitment we are going to be a better team.”

Earlier in the ended campaign, Zesco suspended some named players on disciplinary grounds.

 

PF Government in a state of panic for its non performance-Chipimo

Opposition National Restoration party (NAREP) president Elias Chipimo junior has said that the continued arrests of his MMD counterpart Nevers Mumba by the Zambia Police is a clear indication that the ruling Patriotic Front is in a state of fear and panic for its non performance since assuming power last year.

Mr. Chipimo has said that  the government has failed to address serious economic issues affecting Zambians such as quality health care and Mealie meal shortages among others.

He has since charged that the continued harassment of leaders of the opposition political parties is aimed at shifting people’s attention from real issues.

He has advised the PF government not to hide its failures through oppressing opposition leaders but that they should be realistic and face the challenges.

Meanwhile, MMD president Nevers Mumba has vowed that he will not be intimidated in his fight for the country’s freedoms.

Dr Mumba has also stated that his arrests will not deter him from speaking the truth to the Zambian people.

Dr. Mumba who was yesterday arrested and charged for issuing a statement with the potential to cause the breach of peace has maintained that his claim that the PF government has set aside K1.4 billion to destabilize the MMD is the truth.

He has alleged that the same money has been shared with some Civil Society Organizations to carry carryout discrediting messages on some community Radio Stations to discredit his leadership and the MMD.

And Dr. Mumba said that s he was appalled that a group of MMD members was paid to distribute money to unsuspecting members in Muchinga in exchange for signatures for the purpose of petitioning his removal.

The MMD president has also stated that only four Luapula provincial executive committee members defected to the PF after their attempts to buy signatures from members failed.

He said that the MMD National Executive Committee will not take kindly any member who will deviate from the ideals of the party.

Dr. Mumba has further said that the MMD’s 2013 message is love, unity and reconciliation and that the party is ready to re-admit any of its erring members who left the former ruling party.

He was speaking during a media briefing at the MMD Secretariat in Lusaka yesterday.

Zambia Police Officer arrested for raping a woman picked up to help with investigation

A Kabwe based police officer has been arrested and remanded in custody for allegedly raping a 19 year old woman who was picked up by law enforcers to assist with investigations over the theft of a mobile phone.

The officer who has been detained at Kabwe central police cells was formally arrested yesterday afternoon after a warn and caution statement was recorded from him.

Central Commissioner of Police Standwell Lungu confirmed the arrest of the officer in an interview but refused to disclosed his names but said he may appear in court today.

But police sources identified the officer as a Milimo Mwendabai a constable by rank.

Over the weekend the victim was picked up by police to assist with investigations because she constantly called a number of a phone believed to have been stolen.

Sources narrated that the officer in question is alleged to have picked the woman of Poleni Township at the weekend in the company of three other police officers to assist them bring to book a person who is alleged to have stolen a blackberry phone.

The source said the four officers from Kabwe Central Police Station in the company of the victim went to different townships in search of the person with the stolen phone.

But late in evening, the officers diverted the woman to a lodge but three of them left.

She remained with one officer who later forced himself on her and promised that he would release her.

The woman later managed to run out of the room half-naked and approached the security guard at the lodge who refused to open for her and that she later went to hide behind the building.

She managed to jump over the boundary fence in her naked state and reported the matter to her parents who in turn went to the police where a docket was opened.

Other police officers in the company of family members visited the scene and got a pair of trousers belonging to the victim, underwear and a wig which dropped as she struggled.

And Sources said an identification parade was conducted and the officer was positively identified by the victim.

And Young Women Christian Association of Zambia (YWCA) Coordinator Juliet Kawanda said her organization received a complaint over the matter and was hopeful it would be treated with the seriousness it deserves.

“As a women movement, we are deeply concerned that people who are tasked with the mandate to maintain the law are now the ones breaking it. We will follow this matter to the bitter end, “she said.

The police officer was detained but later released.
