UNZA to close on 31st October as scheduled

MINISTER of Education John Phiri  and Minister of Youth and Sport Chishimba Kambwili have assured University of Zambia students that the university will close as scheduled on October 31.

Tension, according to students, has been building up following rumours that the university management wants the institution to close on September 4 for renovations and to allow for the forthcoming Zone Six All-Africa Games.

“Rehabilitation works for UNZA will be done in two phases starting with external works. This is to avoid disrupting the academic life of the institution. The two ministers would like to reassure the university community and the general public that the academic calendar will run as scheduled,” the ministers said in a jointly signed statement.

Students union president Ali Thunkara had earlier said his union would today engage management to clarify the matter, which can breed more unrest after last Friday’s riots and protest marches.

“There has been lack of communication between the two ministries and the students are very critical in analysing these issues,” he said.

Mr Thunkara said students have been having heated debates over the matter since Friday and that some students are for the closure of the university to pave way for the renovations of hostels for the games while others are opposed.

Meanwhile, students have finally been paid their semester upkeep bursary allowances following last Friday’s assurance by government.

Mr Thunkara confirmed that students had started receiving their allowances yesterday.

He said the bursary committee had deposited money into the students’ accounts and those with accounts at Finance Bank had been paid by 10:00 hours while those saving with Zanaco were expecting the money later in the day.

“The students have started receiving their meal allowances. Finance Bank credited the money in the morning while those at Zanaco should be receiving their money by 14:00 hours…the morale among students is high and they are excited,” he said.

And sources at UNZA have also attributed the unrest to poor sanitary conditions, accusing resident engineers of neglecting the institution.

“The poor sanitary conditions are also irritating students. We are having fierce debates every evening since Friday about these issues…resident engineers are not doing much and we still have pathetic sanitary conditions.

If the resident engineers do their work, we can survive up to October 31 but if not, then I am afraid there could be problems over sanitation,” the sources said.

Evans Kangwa Sets Goals

Zambia and Nkana striker Evans Kangwa says he targets to surpass his performance in 2011 that saw him score more than 15 goals.

Last season, Kangwa put up a scintillating display for Nkana and Zambia under 20 that earned him a place in the Chipolopolo squad that won the Africa Cup earlier this year.

After the AFCON in Gabon and Equatorial Guinea, Kangwa sustained a recurring injury that kept him out of action for most part of the first half of this season.

But after his recent recovery, the youngster has so far scored four goals for Nkana in the last four fixtures and he is aiming higher.

“My target is to reach at the top. I want to work hard more than I did last season and push more goals,” he said.

Kangwa also spoke about his desire to finish as top scorer in the Faz Super Division.

“I want to be the top scorer, when I fail at least I will be second,” he said.

On Nkana’s recent 3-0 win over Konkola Mine Police in Kitwe, Kangwa said it was a turning point for Kalampa.

English Premiership club queens Park rangers are said to be interested in a £3.5million bid for Zambia and Young Boys striker Emmanuel Mayuka.

Mirroorsfootball.co.uk says the London clubs boss Mark Hughes is interested in the Zambia striker.

Swiss club Young Boys are said to be ready to talk if the price for the 21 year old Mayuka was right.

This is the second time an English Premiership club is said to be interested in Mayuka.

At the end of the 2012 Africa Cup that Zambia won, Newcastle United were reported to have been interested in buying the former Kabwe Warriors striker.

 

 

 

 

 

 

 

PF denies reports that most of its cadres have been employed as FRA clerks

The Patriotic Front in Choma has denied accusations that most of its cadres have been employed as maize buying Depot Clerks by Food Reserve Agency (FRA).

District Political Secretary Benadette Hamweemba says the rumours are false, and they aim at disturbing the warm relationship her party is enjoying with the people of Choma.

Speaking in an interview to ZANIS in Choma on Tuesday, Mrs Hamweemba said it’s unfortunate to learn that some people in the district are masquerading as PF cadres to champion their agenda bent on character assassination.

Mrs Hamweemba says this clearly indicates how much influence her party has in the district and that it has started bearing fruits resulting into some people trying to bring confusion through alleged falsehoods.

The Choma PF District Political Secretary has charged that her party will continue doing its best in the district to serve the people despite the falsehood that is being promoted by others.

Mrs Hamweemba says people of Choma will not allow some few individuals to take them for granted at the expense of development.

With the shifting of the provincial headquarters from Livingstone, Choma is expected to soon undergo major changes in terms of development.

Mrs Hamweemba however says qualified PF members are also at liberty to apply for employment as FRA Depot Clerks just like other members of opposition political parties.

Mrs Hamweemba has warned that the speculations are misleading and can cause political tension in the district if left unchecked.

“People are just jealous because they have seen how the party in the district has continued scoring marks,” she says.

Meanwhile Mrs Hamweemba has also disputed claims by a Sky FM Radio caller on the radio station popular program SKY Forum alleging that the ruling party in Choma district is forcing people to join it.

Mrs Hamweemba says on Monday this week an unknown caller called on Sky FM program alleging that her party (PF) is forcing people to join it.

She says people who are joining the party are doing so willingly due to the good leadership qualities the district has exhibited.

“We are working tirelessly and people are seeing results not that we are forcing them,” she says.

The Catholic Bishops oppose the inclusion of Christian nation clause in the draft constitution

The Catholic bishops of Zambia are opposing a plan to identify Zambia as “a Christian nation” in the preamble to a new proposed constitution.

In explaining their stand, the Bishops said that “a country cannot practice the values and precepts of Christianity by a mere declaration.

This is according to submissions made by the bishops circulated in response to a call for comments on the draft constitution.

“In the preamble, the declaration that Zambia is a Christian nation should be omitted” they stated.

“That is because – explained the Bishops – a Country cannot practice the values and precepts of Christianity, by a mere declaration.

They said the principle of separation between State and Religion must not be lost.

“If Zambia is a multi-religious Country, a fact that was recognized in the preamble of the first draft of the Technical Committee, to say that Zambia is a Christian nation would be in contradiction with this fact,” they submitted.

In other comments, the Catholic bishops objected to language that would allow for the death penalty and for legal abortion.

The Bishops of Zambia hope that the current process of constitutional revision is successful after the previous three unsuccessful attempts to write a new Constitution.

Among other proposals submitted by the Catholic Bishops are on regulations on citizenship and on the exploitation of natural resources of the country.

The Bishops are also opposed to attempts to include an express clause in the on-going Constitution making process supporting abortion.

They said Zambians must respect the sanctity of life.

“We believe that life begins at conception and that has been our position.”

“There is no way the Zambian constitution should support clauses that support abortion, death penalty or mercy killing.”

Currently, the Zambian law supports abortion in specific cases while the death penalty has not been repealed.

GOVERNMENT has described as unfair and unjustifiable accusations by the Oasis Forum that there is no Government goodwill over the Constitution-making process.

Chief Government Spokesperson, Kennedy Sakeni said yesterday that the accusations were surprising because the Government had not only committed resources to the Constitution-making process but had facilitated broad-based stakeholder participation.

Reacting to allegations by the Oasis Forum that Government was slowly losing political will in the process, Mr Sakeni said the Government was surprised at accusations against it from the Oasis Forum on the Constitution-making process.

“It is unfortunate that the Oasis Forum has chosen to attack Government in the media and has left many people wondering why they are so quick to antagonise Government on an issue that is non-controversial.

“This is because the process at the moment is in the hands of the Technical Committee tasked to draft the Constitution and Government has not even given its position yet,” he said in a statement released in Lusaka.

Mr Sakeni said the Government did not want to interfere in the process but wanted to allow the Technical Committee to do its work, and also Zambians to fully participate in the process.

He said the Government found the accusations that it lacked the goodwill over the Constitution-making process unfair and unjustifiable given that it was a matter to which the Government had committed resources and allowed broad-based stakeholder participation.

Chadiza farmers complain about distance they have to travel to sell Maize to FRA

Some farmers in Chadiza district have complained of the distance that they are covering in order to sell their maize to the Food Reserve Agency (FRA) deports.

Kabvumo Ward Councillor Adamson Phiri said people are walking more than 10 Kilometres from their villages to the nearest FRA deports to sell their maize.

Mr Phiri said peasant farmers are finding it difficult to transport their maize as transporters are charging them K4,000 and K5,000 per 50 kilogramme bag of maize that is to be transported.

The area councillor has since appealled to government to quickly open satellite deports that will be closer to the communities so that people can afford to sell their maize in a more conducive manner.

The FRA has only opened three (3) deports in Chadiza district and these are Manje, Chamandala and Chadiza main deports while in Vubwi only Two (2) deports have been opend at Zozwe and Chikoma.

And in another development, works on the Chimtanga –Sakwi road via Nunda in Chadiza district have commenced.

Kabvuma Ward Councillor Adamson Phiri who confirmed the development to ZANIS in Chadiza praised government for releasing some money to rehabilitate the road structure that breaks almost every rainy season.

Mr Phiri has however, demanded that the road network must be reinforced with strong culverts if the road is to last long.

He said because of not being strengthened with any culverts, the water crossing points have been causing very huge impact on the road network.

Mr Phiri said that about 11 culverts were required in the stretch between Kabvumo and Sakwi and that another 6 culverts were required between Kabvumo and Chimtanga.

The bad road net work has been a big challenge for the programme of transporting farm produce and patients in rural setups especially in Chief Zingalume and Mwangala’s areas.

Cholera perists in Mpulungu

Cholera cases in Mpulungu district in the Northern Province have continued to rise with 16 new cases being reported.

The latest cases have been recorded from some highly-populated areas of Musende, Kasakalabwe, Kasasa and Muzabwela among others.

Mpulungu District Commissioner Juliana Chuzu confirmed the development to ZANIS today.

Ms Chuzu said the current statistics of cholera cases now stands at 68 from initial 52 cases reported since the disease broke out last week.

She, however, said efforts to contain the cholera outbreak by the Ministry of Health and other stakeholders are full gear.

Ms Chuzu advised members of the public to observe high levels of hygiene to avoid contracting the disease.

So far, one person has died of cholera while several others are receiving treatment at Mpulungu District Hospital.

Meanwhile, the Ministry of Health has stepped up the distribution of chlorine to households for treatment of water collected from unsafe water-points like shallow.

Christian Nation clause does not jeopardise religious tolerance in the country

The Evangelical Fellowship of Zambia (EFZ) says the declaration of Zambia as a Christian Nation clause does not jeopardise religious tolerance in the country.

Speaking in an interview with ZANIS in Lusaka, EFZ Executive Director, Pukuta Mwanza, said it was unrealistic for anyone to allege that the clause would cause discrimination as it has been in existence for the 21 years and had not caused any discrimination.

He was reacting to a statement by a UK-based lawyer, Muna Ndulo, who alleged that the clause may have serious repercussions.

Rev Mwanza said the declaration adds value to the country’s democracy as Christian principles are in harmony with good governance.

Meanwhile the Pentecostal Assemblies of God (PAOG) says the assumptions that the clause may cause conflict are not founded.

In an interview with ZANIS, PAOG Deputy Chief Bishop, Joshua Banda, said there was no need to remove the clause as it has had no any repercussions in the past 21 years it has been in existence.

ZESCO urged to revisit their Salary Structure instead of hiking tarrifs

The Zambia Association of Chambers of commerce and industry says ZESCO should consider revising its salary structure rather than just increasing electricity tariff.

Association President Geoffrey Sakulanda says that instead of allocating huge sums to salaries, ZESCO should instead use money to build the power infrastructure.

Mr sakulanda said this in a statement that while the association appreciates the need for investment in power generation, zesco should consider reforming and decentralising power distribution.

Mr sakulanda suggested this in a press statement to ZNBC that ZESCO should give the distribution of household power to councils.

He is also calling on ZESCO to be more transparent on revenue earned from the fibre optic project.

Mr sakulanda also called on the ERB to license investors in solar farms and windmill farmers across the country.

ZESCO has applied to ERB to increase electricity tariffs.

Lusaka to be among the cities to be serviced by new Ethiopian Airways Boeing 787 Dreamliner plane

Ethiopian Airlines has announced that Lusaka is among its major routes for its newly acquired Boeing 787 Dream liner plane.

Zambian Ambassador to Ethiopia Francis Simenda has hailed Ethiopian Airlines for choosing Lusaka as one of the flight destinations.

Mr Simenda says the airline’s decision shows the growing bilateral relations between Zambia and that country.

He was speaking in Addis Ababa on arrival from a maiden flight which Ethiopian airlines organized for Ambassadors, Ministers and the media to Mouth Kilimanjaro in Tanzania.

Ethiopian Airlines is the first airline in Africa to own the Dream liner which is considered the worlds most advanced commercial airplane seating up to 300 passengers.

Mr Simenda has also commended the Ethiopian airlines for selecting Zambia as its third regional hub on the continent.

He says Lusaka will become a connecting point to the region and bring economic benefits to the country.

Ethiopian airlines has regional hubs in Addis Ababa and Lome in Togo.

Ruling on the quashing of Andrew Banda’s case postponed

The Lusaka magistrate court has deferred to September 7, the ruling on whether or not to quash Andrew Banda and Italian businessman Antonello Locci indictment.

This follows the absence of Lusaka chief resident magistrate Joshua Banda who was earmarked to deliver the ruling on Tuesday.

Magistrate Banda is said to be attending a meeting in Siavonga.

The defense has applied that Andrew Banda and Antonello Locci’s indictment be quashed.

The defense lawyers have argued that the indictment is illegal as it was effected under a repealed law.

The defense has also described the indictment as illegal but Director of Public Prosecutions Mutembo Nchito has dismissed the contention by the defense lawyers.

Mr. Nchito says it is settled that investigations cannot be discontinued on grounds of repealing the law on which the accused were charged.

Another Division One Game Abandoned

Mufulira referee Amos Chalwe on Sunday abandoned a Faz Division One North week 23 match between the home side Police Blue Eagles and Kalewa in Kamfinsa after a disputed disallowed goal.

Confusion is reported to have reigned at Kamfinsa Grounds after Kalewa players allegedly beat up referee Chalwe over his controversial decision.

Blue Eagles coach Gift Ndiweni narrated that with less than 10 minutes to full time, Kalewa had scored and Chalwe allowed the goal to stand but after noticing that his assistant’s flag was up he consulted and later ruled out the goal for a foul.

Ndiweni stated that the referee’s decision did not go down well with Kalewa players who allegedly assaulted Chewe while Police officers intervened in the fracas.

“Kalewa guys (players) started beating up the referee. Kalewa scored and then the referee blew the whistle for a goal but the lines man raised his flag and after consulting they gave us a free kick,” he said.

Kalewa coach Charles Bwale refused to comment on the matter and referred the queries to club chairperson Major Emmanuel Mulimine.

And Mulimine denied reports that Kalewa players attacked referee Chalwe.

Mulimine attributed the confusion at Kamfinsa Grounds to the unleashing of police officers on the pitch whom he accused of beating up his players.

“It is not true. My players never beat up any one. The police recruits they brought on the pitch caused that confusion,” he said via telephone from Ndola.

Last week, the Division One North encounter involving Kitwe United and Mufulira Wanderers was abandoned by Kamfinsa referee Milton Mweemba.

This is after his assistant Clement Chanda was reported to have been assaulted with a bottle thrown by home supporters at Garden Park in Kitwe.

Dear Editor,

I wish to inform randy bloggers that they should be careful when they sleep with women otherwise they will be guilty of rape.
The definition of rape has reached new heights. When Tyson was accused of rape with a girl who was in his hotel room I had some reservations. But now according to an article in the Daily Mail an accuser of the WikiLeaks Founder admits of having consensual sex with Assange in August 2010 but woke the following morning to find he was having sex with her again, without using a condom.

I agree with a Mr Galloway who said that this could not be rape, as the pair had already had sex and were ‘already in the sex game’.

He went on: ‘It might be really bad manners not to have tapped her on the shoulder and said, “Do you mind if I do it again?”. ‘It might be really sordid and bad sexual etiquette, but whatever else it is, it is not rape or you bankrupt the term rape of all meaning.’

What do other bloggers say? If this is the new definition of rape then a lot of men will be found guilty of rape. If the issue is having sex without a condom then the woman should have tested for HIV.

Since this has not been brought out in the article I assume the issue is not asking for permission to have a second round.

Constitution technical committee to account for K95 billion

The technical committee drafting the country’s constitution says all expenses related to the 95 billion kwacha set aside for the constitution making process will be made public at the end of the entire process.

Committee spokesperson Simon Kabanda says the technical committee, just like any other government department will be audited and at the end the outcome of the audit will be made public.

Mr. Kabanda told journalists at a press conference in Lusaka today that the technical committee will deliver according to its terms of reference.

And Mr. Kabanda has announced that the distribution of the translated local languages version of the draft constitution which commenced last week will be completed this week.

He says a total of 16, 000 copies of all the languages were printed and are being distributed to the offices of the provincial permanent secretaries and district commissioners.

Mr. Kabanda also announced dates for district consultative fora.
