State seizes former Zambian first Lady Thandiwe Banda’s properties

THE State has seized properties worth billions of Kwacha, including a hotel in neighbouring Malawi and some apartments in Tanzania allegedly belonging to former first lady Thandiwe Banda.

This comes in the wake of the on-going probe into suspected plunder of national resources by some former leaders in the MMD administration.

Sources told the Times of Zambia in Lusaka yesterday that the luxurious apartments linked to Mpundu Trust Limited in Lusaka and other properties within the country were also lined up for seizure from the embattled first family which has been under investigations over allegations of acquisition of property using public funds. Impeccable sources said investigative wings had seized a hotel in Malawi and some flats in Tanzania allegedly linked to Mrs Banda.

“The Mpundu Trust flats in Lusaka have also been seized. This is part of the on-going investigations into suspicions that the former first family could have acquired property using public funds.

“The probe on allegations of using public funds to acquire personal properties by the former first family has intensified. And it’s not only them that are being investigated. Anyone who is suspected to be involved in corruption will be investigated,” the sources said.

They said if it was proved that the properties were properly acquired after the investigations, they would be handed back to the owners.

“But if the opposite is discovered, then the law will take its course against the culprits.”

The source said the Government investigative wings were working in liaison with authorities in the host governments for properties suspected to have been plundered and were outside Zambia’s jurisdiction.

Inspector General of Police, Martin Malama remained mute on the matter.

Former president, Rupiah Banda’s administrative secretary, Mikatazo Wakumelo expressed ignorance over the development.

President Michael Sata recently instructed law enforcement agencies to investigate how a private bank account belonging to Mpundu Trust Limited held a colossal sum of US$ 1 million.

The president gave the directive in the wake of revelations that Mpundu Trust had unexplained funds in one of the commercial banks in the country.

On the basis of the colossal amounts involved, the president felt that it would only be fair and prudent for the Drug Enforcement Commission, in liaison with other law enforcement agencies, to investigate the matter.

Recent media reports revealed that Mpundu Trust was linked to the former president, Mr Banda.

Mr Sata said the decision to probe Mpundu Trust Limited was without malice or ill-motive but to simply set the record straight.

He said the action was in line with the promise the Patriotic Front made to the people that accountability, transparency and fairness before the law would be the bedrock of his administration.

Poor management leaves Mununshi Banana scheme in a dilapidated state

Government has expressed concern at the ran down Mununshi Banana scheme in Mwense District of the Luapula province.

Luapula Province Deputy Minister Davies Mwila said this when he made a spot check at the site accompanied by Finance deputy minister Alfridah Mwamba who is also Lukashya member of parliament.

Mr. Mwila said the Zambia Development Agency (ZDA ) should come in and help find the way forward in the matter because the project was too important to be wasted.

He said it was the cry of the people that the Banana Scheme should start operating to its full capacity because it was one of the three major Companies in the province.

He said the Mununshi Banana Scheme, Mansa Batteries and Kawambwa Tea Estate were the main drivers of the economy in the province and the three Companies should be revived in order to create employment for the people.

Efforts to get ZDA spokesperson Margret Chimanse for comment on the matter proved futile by press time as her mobile phone was unreachable.

And ministry of Finance and National Planning deputy minister Alfridah Mwamba was saddened that such a promising project went under after being privatized.

She said it was Government’s desire to seek ways of how such Companies could become viable again.

“We want to see how we can uplift the living standards of the people again,” she said.

And Mwense Central member of Parliament David Mabumba also expressed his concern after learning that 17 hectares of the scheme was destroyed by fire due to poor management.

He said Government needed to protect such projects because they were huge investments.

And Luapula Province Permanent Secretary Gabriel Kaunda said he was surprised that the scheme had gone to waste despite the weather conditions in the province being favourable to the growing of bananas as everyone wanted to buy them.

“In fact, the new varieties that are there now can even mature in three months,” he said.

And Mwense District Commissioner Henry Mg’omba said the Banana Scheme was an opportunity for the people in the area for income generating and its going under was a big blow to the local people.

The scheme, if properly managed could offer a great opportunity for job creation for the local people in the district once revived and operating at full capacity.This in turn could contribute to enhanced food security and economic development for the people in the area.

And an Accounts Clerk at the Scheme George Chibwe disclosed that the 316 hectare Banana scheme was sold at US$ 500,000.00 during the Privatization of State owned Enterprises period to a Ndola businessman called Findlay who failed to run it and instead turned the Plant into a brewery which did not go far and closed.

He said the last time bananas were harvested from the scheme was in 2008 after which period the 17 hectare field which was under banana stands cover got burnt due to poor management.

And an Area Development Committee Secretary Moses Mushiwe disclosed that the Ndola Businessman came with some Zambia National Service Officials from Lusaka in March this year with a view to selling the Scheme to them but have not come back since.

Bemba royal establishment warns government not to meddle in it customs

The Bemba royal establishment in Chinsali district has not welcomed government’s decision to elevate Chief Chikwanda of Mpika district to the Senior Chief Nkula throne.

The establishment says it does not welcome the move to elevate the traditional as opposed to the incumbent who has the full support of the traditional authorities.

Senior Chief Nkula who was recently installed by the Shilubemba royal establishment awaiting government recognition says he will oppose every move by government to dethrone him unless with the blessings of the traditional authorities headed by paramount chief Chitimukulu.

Speaking when Acting District Commissioner, Kaweme Mumbi accompanied by council secretary, Kabombo Mutakela and security officials visited the Senior Chief, the visibly annoyed traditional leader accused government of meddling in the traditional affairs saying this will destabilize the chiefdom as people have risen against the decision.

He said the Bemba traditional royal establishment decided to enthrone Kafula Musungu (II) as senior chief Nkula following traditional consultation meetings at which government officials and chief Chikwanda attended.

“ It was agreed that the incumbent ( Chief Chikwanda ) takes over and government was advised accordingly on the matter, “ he said.

The embattled Senior Chief explained that there are a lot of procedures that are performed when installing Chiefs and merely removing the incumbent who is the custodian of the traditional shrines will spell death for both the in-coming and outgoing.

And Chairman of the Ichinga traditional council, Bwembya Tabwe warned of grave consequences and wondered how the republican president whom he said is well versed with the Bemba customs could make such a dangerous move.

“President Sata is very much aware of the decision we made as the shilubemba royal establishment on this matter. Paramount Chief Chitimukulu and his team of advisors made the wisest decision on the matter but now government wants to bring confusion because the incumbent has been on the throne for three months now”.

“Government should not destroy customs of succession and time has come that they leave such procedures to traditional authorities. We will not keep quiet but will engage government on the matter,” said Tabwe

He said the traditional royal establishment will continue to recognize the incumbent while dialogue continues saying a team of five Chiefs from the Bemba land will soon meet the president on the matter.

Addressing over 200 subjects at the palace, the Ichinga traditional council chairman announced that a decision has been made to suspend the current senior chief Nkula from performing all traditional duties that go with the chieftaincy until the matter is resolved.

Both Senior Chief Nkula and his Ichinga traditional council chairman strongly appealed to the subjects for calm and peace saying to every problem there is a solution in the offing adding that anybody who will rise against such a decision will be visited by the law.

Speaking at the same meeting, Acting District Commissioner, Kaweme Mumbi assured the subjects that there is no need to breach peace in the area adding that since the matter has come from the highest office in the land, people should be calm and wait for the resolution of the planned meeting of chiefs and the head of state.

Last week, President Micheal Sata announced the recognition by gazette of Chief Chikwanda of Mpika district as the new Senior Chief Nkula in Muchinga Province.

Traditional healer charged with murder after a failed ‘surgery’

Police in Chingola have arrested a traditional healer who cut a growth on a woman’s private parts and applied herbs on the wound, the patient later died.

The traditional healer has been charged with murder.

Copperbelt Deputy Police Commissioner Milner Muyambango confirmed the incident to ZNBC News in Kitwe and named the victim as Katongo Sichone who died after profuse bleeding.

Mr. Muyambango said Welling Gondwe 55 cut-off the growth on the woman’s private parts.

However, the patient started bleeding heavily until the traditional healer became scared and took the woman to the hospital where she later died.

Mr. Muyambango said the traditional healer was arrested yesterday.

African Parliamentary Network Against Corruption president Given Lubinda has called on Members of Parliament in the country to be practical in their fight against corruption.

Mr. Lubinda has implored MPs to take a leading role in championing the fight against the scourge.

Lubinda who is also Information and Tourism Minister said this in Siavonga at the close of a two-day workshop for MPs held under the theme “the role of Parliamentarians in the fight against corruption.”

And some MPs talked to pledged their commitment to fight corruption.

Mandevu PF MP Jean Kapata said MPs have a duty to ensure that corruption is eradicated by being role models in society.

Mbabala UPND MP Ephraim Belemu said MPs should use their role as law makers to ensure that effective pieces of legislation are put in place to curb corruption.

Former Transport and Communications Minister Dora Siliya acted irregularly when she instructed the Zambia Public Procurement Authority (ZPPA) to cancel a tender which had already been awarded to a company.

ZPPA Director General Samuel Chibuye said the Minister had no authority to instruct the authority to cancel a tender which has already been awarded be cancelled.

Mr. Chibuye was testifying before the Investigations committee sitting to investigate the tendering procedure of supplying, delivering and installing of a Traffic Management Surveillance Radar System at the Kenneth Kaunda and Harry Mwanga Nkumbula International airports in Lusaka and Livingstone respectively.

And Chairperson of the Investigations Sebastian Zulu has summoned the former Director General for the ZPPA David KapitoloO to appear before the committee on Wednesday this week.

GRZ To Assist With Renards Salary

Government on Monday agreed to help Faz meet Herve Renard’s salary.
This is following a tripartite meeting held at the Ministry of Sport in Lusaka.

The meeting was attended by Faz president Kalusha Bwalya and his general secretary George Kasenegle.

Also in attendance was National Sports Council of Zambia general secretary Rogers Chipili and sports council spokesperson Smart Mwitwa including other high ranking NSCZ committee members.

Sports minister Fackson Shamenda said they will study Faz’s proposed US$ 25,000 monthly pay for the Frenchman.

“Whatever the amount in the contract Government will find a way of helping to pay,” Shamenda said at the end of the two hour meeting.

However, Shamenda warned Faz that Football House must improve on its human resource management.

“As Government we will help to pay for the coach but in future  there is need for consultations before hiring and firing,” the minister said.

Renard begun his second stint as Zambia coach in October when he was handed on a 12 month deal.

He replaces Italian Dario Bonetti who was fired on October 10 just two days after guiding Zambia to the 2012 Africa Cup tournament.

Kaiser Kalambo Misses Coaching

Ex-Konkola Blades and Ndola United coach Kaiser Kalambo has said he misses coaching.

Kalambo, 58, last year coached Blades before he was released just after seven games in-charge of the Chililabombwe side.

He also had a brief stint this season with promoted National Assembly at the start of their Division 1 South campaign.

Speaking in an interview with LT Sports in his home town Ndola, the former Zambia and Ndola United defender said he was looking forward to bouncing back into coaching.

“Currently I am not doing anything but I am still searching for a club to start coaching,” he said.

Kalambo represented Zambia at the 1980 Olympics in the Russian capital Moscow after featuring at the 1978 Africa Cup finals.

Counterfeit money dealers arrested

Four people found with K8 million worth of counterfeit notes have been arrested, by the Drug Enforcement Commission.

DEC Acting Public Relations Officer, Samuel Silomba named the four as Tom Kabemba, 26, a businessman of Lusaka, Chanda Thema, 31, Victor Mulenga, 30, a businessman of Chingola and Bernard Kabanji, 29.

He said the four were arrested and jointly charged for being in possession of counterfeit notes worth K8.5million.

Tom Kabemba and Chanda Thema were arrested at On the Run in Kamwala area, while Victor Mulenga and Bernard Kabanji were apprehended from Avondale area.

The Commission has also seized an un-registered vehicle which was being used by the two suspects apprehended from Kamwala area.

Meanwhile, Olipa Kapombe a 23 year old housewife of Mufulira has been arrested by the drug enforcement commission for drug trafficking.

ZEGA workers down tools

Workers at the Zambia Export Growers Association ZEGA have downed tools demanding better working conditions.

The workers also want their Managing Director Don McDonald removed citing poor management of the company.

The workers action has paralysed some operations at the Kenneth Kaunda International Airport as the company handles ground operations at the institution.

The workers locked management out of the premises and several people who had turned up to collect their parcels were stranded.

Workers representative Mathews Njovu said the workers had also rejected a 3 per cent salary increment because it was not enough.

In response, Mr. McCDonald said the board is addressing the workers grievances.

Female officer assaulted taxi driver for refusing to bribe her

A female police officer, who assaulted a traffic offender in Livingstone after he refused to bribe her, must be disciplined, the Police Public Complaints Authority (PPCA) has recommended.

PPCA chairperson James Mwanakatwe announced the recommendation after a two day public complaint hearing for both parties in Livingstone recently.

A Livingstone taxi driver was alleged to have abducted the named female police officer after she instructed the taxi driver to drive to the police station. The taxi driver defied the orders and sped in a different direction while allegedly threatening her with death.

But it was later established that the police officer allegedly solicited K80,000 as a bribe for her to drop the traffic offences against the offender.

According to a formal letter of complaint and findings of the PPCA, the police officer hit the taxi driver with a glass bottle in the head after he refused to pay the bribe.

“It is not in dispute that the complainant had committed some traffic offences. We have found that the evidence of the complainant was more credible than that of the respondent (police officer). The respondent had claimed that the complainant had threatened to kill her. The authority found no evidence to support the respondent’s defence,” Mr Mwanakatwe said.

“We have, therefore, found that the complaint before the authority has merit. The evidence in our record shows that it was in fact the respondent who was the aggressor. There was nothing that the complainant did to justify that act of violence. It is clear by the evidence on record that an offence was committed by the respondent,” he said.

Mr Mwanakatwe urged police officers in the country to observe and respect human rights while in the execution of their duties.

And the PPCA has directed Livingstone police traffic section to track down and fine an offender who has not paid an admission of guilt fine for an offence he committed about three years ago.

This follows a complaint by a member of the public against police inaction by allowing the culprit to go scot-free.

This is in a matter where a Livingstone resident Trywell Tembo, 70, reported a named police officer for not collecting a fine imposed on the offender by the police.

“It is unfortunate that police had adopted a laissez-fare attitude in handling this matter and Mr Tembo as a citizen has the right to report cases and offences to the police which he comes across.

As police you have to treat all offences seriously and take appropriate action in accordance with the law. We shall in that vein submit our findings and recommendations to the Inspector General of Police,” He said.

Mr Mwanakatwe said the offender must be located and fined or face possible prosecution.

The PPCA a Zambia Police Service ‘watchdog’ are conducting public complaints hearing against inappropriate police action and inaction in Southern Province.

This is in accordance with the authority’s mandate by an Act of Parliament to help promote good governance in the country.

This is further in tandem with President Sata’s resolve to revive and restructure police operations in the country.

Mr Mwanakatwe is in the company of his vice Emmanuel Chileshe and acting executive secretary Maureen Chilende. Others are PPCA commissioners James Nyambaza, Geoffrey Samusungwa and Simasiku Kalumiana.

The authority has so far conducted hearings of some members of the public against some police officers in Livingstone, Kalomo, Choma and Namwala.
And speaking during a courtesy call to the Southern provincial administration and commanding officer Brenda Muntemba, Mr Mwanakatwe said the PPCA should not be perceived by police officers as an institution interfering with their core duties.

He said the authority’s primary concern is to ensure that police act professionally in maintaining law and order.
“The police must at all times act professionally in the execution of their duties by upholding high ethical standards. It is only through this, public confidence in the police will be enhanced thereby making their work easier,” Mr Mwanakatwe said.

First Lady’s mother takes threats to court

FIRST Lady Christine Kaseba’s mother, Loyce Kaseba, is seeking the help of the law after a 29-year-old man threatened to kill her using a chair.
The man, Rashid Ibrahim, a professional truck driver, appeared before resident magistrate Boniface Mwiinga and denied having threatened to injure Mrs Kaseba.

Ibrahim is charged with one count of threatening violence contrary to the Laws of Zambia.

Particulars of the offence are that on December 12, 2011 in Lusaka Ibrahim threatened to injure Mrs Kaseba by saying, “I will kill you” while armed with a chair.

And Mr Mwiinga has denied Ibrahim bail because he had given contradicting addresses and if granted bail, the accused would be difficult to trace.

“The address on the indictment is that you are from Kapiri but when taking plea you said your address is 145 in Emmasdale. So it will be difficult to tell which address is correct.

On that basis, I sustain the objection by the prosecution,” he said.

Mr Mwiinga, however, ordered that Ibrahim be taken to hospital for medical attention because even an accused has the right to access health care.

He said Ibrahim should be taken to hospital because it is unacceptable to have an accused person die in prison.

Earlier, Ibrahim applied for bail so that he can seek medical attention because he was allegedly beaten by the police officers while in custody.
But the prosecution objected to the application stating that it will be difficult to find Ibrahim because he had given two different addresses.

Meanwhile, former Minister of Mines and Minerals Development in the Movement for Multiparty Democracy (MMD) administration, Maxwell Mwale, appeared for mention in a case, he is charged with one count of unlawful possession of property.

In a letter to Lusakatimes Dr. Mumba said the headline article was misleading and he never said what was written and insinuated.

‘I have read your headline story with utter shock.Your story was poorly written and has compromised my message and I demand that the correction be made,’Dr.Mumba said.

During the ZNBC interview what Dr.Mumba actually said was that since Mr. Sata as opposition leader was allowed to furiously attack former MMD presidents, he(Sata) should also accept the vicious criticism that shall now come from the opposition.

Dr.Mumba said he was not praising Mr.Sata for being the best opposition politician but was stating that Mr.Sata should be the last person to stifle criticism and opposition since he did it so well against the former presidents.

Secondly, Dr.Mumba stated that he shall join PF in celebrating the 90 days and use the opportunity to prove that they(P.F) conned their way into government by promising things they could not do in 90 days.

Government freezes former President Rupiah Banda’s benefits

GOVERNMENT has with immediate effect suspended the disbursement of entitlements and benefits to former Republican president Rupiah Banda following the announcement by the MMD that they had maintained Mr Banda as the party’s interim president which is in breach of the Benefits of Former President’s Act.

Chief Government Spokesperson Given Lubinda said in an interview in Lusaka yesterday that the law was clear on the entitlements of a
former President.

Mr Lubinda, who is Information, Broadcasting and Tourism Minister, was reacting to the announcement by MMD Spokesperson, Dora Siliya, on
Saturday that the party had resolved to maintain Mr. Banda as its leader in the interim before electing a replacement in the next two
months.

“Immediately they made the announcement to the effect that RB (president Banda) is still the acting president, he is also disqualified from receiving any emoluments due to a former president because it means that he is still in active politics.

“There is nowhere in the world where you have a robot president. No political party can be headed by a robot, it is in fact an insult on president Banda for the MMD to say he is a dormant president or to say that he is a robot,” he said.

Mr Lubinda was reacting to MMD deputy national secretary, Chembe Nyangu, who when contacted on the matter said Mr Banda was a ‘dormant member’ of the opposition party who is only acting as its leader in the interim before another leader could be elected.

Mr Nyangu said the party was cautious and alive to the fact that the former president would lose his benefits if he continued in active politics.

“Even during the national executive committee (NEC) meeting, he remained quiet and the meeting was chaired by the national chairperson Mr Michael Mabenga. So he is just a dormant member of the party,” he said.

But Mr Lubinda, said the mere fact that the MMD had announced that he was still the acting president of the party, it meant the former president was still active in politics.

“The MMD cannot have it both ways, so immediately they announced that he is their president, Cabinet Office and the Minister of Finance must take note and forthwith, the calculation of his emoluments is frozen.

“This was the case with former presidents Frederick Chiluba and Kenneth Kaunda. Dr Kaunda was denied his benefits for the whole time he remained in active politics so what is so special about president Banda,” he said.

And Mr Banda’s administrative secretary, Mikatazo Wakumelo said he was out of town and that he would only give an elaborate comment once he got back to Lusaka and had consulted the former head of State.

Mr Wakumelo said he was sure that the MMD NEC was alive to the provisions of the Benefits of Former President’s Act and considered this at their meeting on Saturday.

“All I hear is that this is reported in your paper. I have not read the paper and I was not even in the NEC meeting. I want to ask so that I get to understand what really is on the ground. In the meantime, it would be wise to get hold of the party as this is a party matter,” he said.

According to Section 5 (1) (b) of the Benefits of Former President’s Act (CAP 15), the pension and other benefits conferred by the Act, shall not be paid, assigned or provided to a former president who is engaged in active politics.

On Saturday the MMD NEC resolved that former Republican president Banda would continue to lead the party until the former ruling party holds a mini-convention to elect a new leader.
