MMD youths against nominating new leader and call for an extra-ordinary party convention

Opposition MMD Youth Wing calling itself ‘Die Hard for RB’ has advised the National Executive Committee (NEC) and MMD party officials to immediately convene an extra party convention to elect the party president to succeed Mr. Rupiah Banda.

MMD Die Hard Youth Wing National Co-ordinator Bowman Lusambo says MMD youths are opposed to NEC’s decision to nominate a leader to take over from Mr. Banda.

Mr. Lusambo says the convention would provide a platform for all MMD members to democratically elect a leader of their choice.

Addressing journalists at a press briefing held at his office in Lusaka today, Mr. Lusambo said the young people will support one candidate from the three names that have been floated by the party.

MMD Deputy National Chairman and Kasempa Constituency Member of Parliament (MP) Kabinga Pande, former Zambian Ambassador to Canada Dr. Nevers Mumba and MMD Lunte Constituency MP Felix Mutati are some whose names have so far been mentioned.

He disclosed that the youths have got their preferred presidential candidate to support at the MMD extraordinary convention but stated that it was too early to divulge the name of the candidate.

Mr. Lusambo pledged to support the new Government of President Michael Sata and give him the respect he deserves as head of state.

He, however, stated that MMD would bounce back to power in 2016 because the party was still very strong and structures were still intact but only needed re-organising.

On the MMD/UPND Pact, Mr. Lusambo said the youths do not recognize the political alliance and said MMD would go it alone.

“We don’t need the pact because MMD has got credible leaders to take the party forward. Pact for what, MMD is strong enough to stand on its own,” Mr. Lusambo said.

The MMD Die Hard Youth National Co-ordinator described those defecting to the ruling PF as people with no morals and accused them of running away from possible prosecution because of the illicit dealings with public institutions like the Food Reserve Agency.

Mr. Lusambo threatened to spill the beans by reporting some former high ranking officials to the Anti-Corruption Commission for their many misdeeds during their tenure of office.

And Mr. Lusambo has thanked former president Mr. Rupiah Banda for the smooth handover of power to the PF.

Chief Sikoongo not ready for Uranium mining activities in his area

Chief Sikoongo of the Tonga speaking people of Siavonga District in Southern Province says he is not ready for Uranium mining in his chiefdom.

The tradition leader has since called on the new government through the Ministry of Mines to notify him and his people on the coming of a Uranium Mining Company, Africa Energy Resources (AER) in Sikoonga area.

Chief Sikoongo was speaking when Council of Churches in Zambia (CCZ) officials paid a courtesy call on him at his palace.

The Chief said the previous government permitted the Africa Energy Resources to invest in the area without his knowledge.

And addressing community earlier, CCZ Social Justice and Economic Coordinator Juliet Ilunga said it important that the Chief and the community understand issues of natural resources and how they would benefit from the extracted mineral resources.

Ms. Ilunga said CCZ was one of the three church mother bodies which believed that the church had a role to play in national development.

She stressed that the aim of CCZ was to promote Christian unity and improve the living standards of the people by speaking on behalf the voiceless.

Ms. Ilunga said man was made to lead a dignified life of having access to all basic needs in life.

This policy is going to outline the number of people who are going to be employed and the benefits that this community is supposed to get. Once its ready we will get back to you as it will help you claim for your demands from the investors,” said Ms. Ilunga.

The areas that will be affected most once the mining of Uranium by African Energy Resources commences in Siavonga are Sikoongo and Chipepo Chiefdoms.

The villagers in Chipepo Chiefdom said yesterday that they would only allow the mining activities in the two Chiefdoms if their demands are met by investors and the government.

The citizens are demanding for two big Hospitals, high schools, good water supply, roads, electricity and employment for the youths once the mining activities start.

Meanwhile CCZ Policy and Advocacy officer Mr. Alcino Moiana said in Chipepo that CCZ is not anti- Uranium but it has been formed to make sure that people’s demands and rights are met by the government and the investors.

He urged the Chiefs and their people to cooperate and unity in order to benefit for the mineral resources which he said belong to them.

Africa Energy Resources is expected to start Uranium mining on a joint venture, the Kariba Valley Joint venture project where it holds a 30 percent interest, with Albidon Limited holding 70 percent.

The Southern Africa Center for Constructive Resolution of Disputes (SACCORD) says calls by Parliamentarians to increase the Constitution Development Fund (CDF) are justified.
SACCORD Information Officer Obby Chibuluma said his organization realizes the importance that CDF plays in most parts of the country hence the need for it to be increased.

Mr. Chibuluma said the higher the amount of CDF that the Members of Parliament (MPs) are calling for the more development the country would witness. He told ZANIS in an interview in Lusaka yesterday that his organization had been able to see what CDF has done in the past years.

Mr. Chibuluma said much as his organization was aware that the fund had been politicized in some constituencies and that there had not been proper accountability, SACCORD backs calls for increased CDF.

He noted that there was need for the Patriotic Front government to put in place measures that would deter the MPs from misusing the funds. Mr. Chibuluma observed that the fund had helped to reduce the poverty levels at constituency level in most parts of the country.

“In the past, we have witnessed a lot of infrastructure development through these funds, so it would not be a bad idea for them to call for an increment,” Mr. Chibuluma said.
He said that it was important for MPs to call for an increment because the previous amount was too little for serious projects.

“These funds have been used for infrastructure development in the country such as Clinics, hospitals and schools among others, ‘’he said.

And Members of Parliament (MP) have continued to press government to increase the constituency Development Fund (CDF) from the current K720 million to K5 billion.

Contributing to debate on the Presidential speech to the National Assembly yesterday, MMD Lumezi Member of Parliament (MP), Isaac Banda said there was need for government to increase the CDF because of its important role in spearheading development in constituencies.

Mr. Banda who is former Eastern Province Minister said the previous government had embarked on a number of developmental projects which were mainly funded through CDF.

He explained that there was need to increase CDF to continue with the developments.

Mr. Banda has also called for the completion of major roads in the province which were started by the former regime.

And MMD Chipata Central MP, Mutolo Phiri said the CDF plays a key role in the development process of constituencies.

He said the increase in the CDF would help government in its plans to decentralize power to the local government.

Mr. Phiri has, meanwhile, commended President Michael Sata’s stance towards the fight against corruption and appealed to all members of parliament and other stakeholders to support the fight.

He also advised government to extend the fight against corruption to all sectors of the country.

Mr. Phiri has also appealed to government to continue with the many developments the former ruling party embarked in his constituency such as schools, health centers and roads.

He further urged government to consider increasing agriculture storage sheds and develop agricultural processing plants to carter for the increased agricultural production in the district.

Mr. Phiri has since pledged to work with Eastern Province Minister, Solomon Mbuzi to develop Chipata.

And UPND Kaoma Central MP, Carlos Antonio, also supported calls to increase the CDF.

Mr. Antonio also asked government to increase the number of beneficiaries under the Farmer Input Support Programme (FISP).

And Alliance for Democracy and Development (ADD) MP for Luena Mulumemui Imenda also supported the need to increase CDF.

Information Broadcasting and Tourism Deputy Minister Forrie Tambo says the Patriotic Front (PF) government has de-politicized newsrooms in the public media and enabled them to operate independently.

Mr. Tembo says government has taken a number of reforms since coming into office last month which have seen the public media operate independently.

He stated that the changes that his government has taken in the media include changing of management at various public media institutions in the country.

He said the changes the government has made has resulted in the public media to stop operating as propaganda tool for government but give balanced coverage to different stakeholders.

He said the public were now testifying that the public media had become very objective adding that his government would not interfere in the running of the institutions.

“This is in line with the government vision of freeing the media in the efforts to have objective media,” he said.

Mr. Tembo who is MMD Nyimba Member of Parliament (MP) said this in parliament yesterday when debating the President’s speech during the official opening of the National Assembly.

The Deputy Minster has further said the merging of the Ministries of Tourism, Environment and Natural Resources and Information and Broadcasting Services will also help the country to market its tourism potential.

He said the change has already shown results by making Zambia win the joint bid with Zimbabwe to co-host the United Nations World Tourism Organization General Assembly in 2013.

The public media came under serious attack from stakeholders prior to last month’s general elections as it was accused of being biased and used as a tool for propaganda by the former MMD government.

President Michael Sata on Saturday said he would welcome Chinese investors, promising to strengthen relations with Beijing, in a U-turn on his pre-election anti-China stance.

“When we were campaigning people were complaining about the Chinese and I promised that I will sort the Chinese out,” said Sata who hosted a luncheon for Beijing investors at the State House.

“They are also going to sort me out and so we are going to use them to develop,” he said.

Sata, who was elected in September is known for his tough stand against the influx of Chinese investment into the country, particularly in the mining sector, which he says does not benefit locals.[pullquote]They are also going to sort me out and so we are going to use them to develop[/pullquote]

He observed that although China with had a big population it was developing at a faster rate and wondered why Zambia with a small population is faced with so many developmental challenges.

He said China was developing because of ‘aggressiveness’ exhibited by the Chinese people in getting what they want for their country.

“Let’s give China proper specifications because what I know is that specifications have a back-up. China with a big population has got less constraints but developing so fast why because of aggressiveness by the Chinese people.”

“Zambia with a small population with 13 million people has huge constraints comparing with China with a bigger population. This should not be the case since China is at our disposal today,” President Sata said.

The President said he would utilize the Chinese Government in his first five-year tenure of Office so that Zambians largely benefit from their Chinese counterparts.

Mr. Sata said the Patriotic Front (PF) policy is not different from that of the China therefore the reason for sending Dr. Kaunda to re-new Zambia-China friendship which he said dates way back in the 1950s.

At the same event, Chinese Ambassador to Zambia Zhou Yuxiao disclosed that the volume of trade by Chinese companies stood at US $2.8 billion in 2010 while the total trade and investment with Zambia stood at US $ 5 billion respectively.

The Chinese Envoy further pledged to assist Zambia in various economic sectors such as agriculture, construction, health, technology, trade, science, schools, hydro-power sports stadium as well as the provision of grants and loans.

And Chairman of the Chinese Corporation of Zambia Shin Hu said the Chinese community has so far invested US $2 billion translating into over 30,000 jobs created for the local people.

Mr. Hu, who is also Chairman for Chinese Non- Ferrous Metal Corporation, appealed to the new Government to protect the Chinese investors in the country and further pledged to work with the Government of the day.

Chief Justice Ernest Sakala, Speaker of the National Assembly Dr. Patrick Matibini, Cabinet Minister and their deputies, former Commerce, Trade and Industry Minister in the Chiluba regime Dipak Patel, Zambia and Chinese senior government and China Communist Party Committee and PF senior party officials were among the people that attended the luncheon at State House.

RB’s son on assault charge

THE Lusaka Magistrate Court yesterday ordered former President Rupiah Banda’s son James to appear in the Lusaka Magistrate Court next week Tuesday in an assault case.

This is in a case in which James is alleged said to have assaulted former Finance Bank Corporate Affairs Director Noel Nkhoma.

The State told resident magistrate Joshua Banda when the matter came up for allocation and possible plea that James was not before court and out of jurisdiction although his surety was present and confirmed that the accused was not around.

But James’ lawyer Lubinda Linyama told the Court that he needed guidance on how the matter should proceed because the complainant had withdrawn the assault case the following day and the case was closed.

The state then argued that the date James was scheduled to appear before the court was communicated through his surety and wondered why he was not in court because he was fully aware of yesterday’s date.

“ Iam just wondering why the state brought the matter to court when they knew that James was not within jurisdiction, he asked the court to invoke Section 8 of the Criminal Procedure Code and have the matter withdrawn,” he said.

Ruling on the issue, Magistrate Banda said when an indictment is brought or presented before court, the accused must appear to answer to the charges.

He said although the case had been withdrawn, the court indictment which alleges a criminal wrong and the terms are regulated by the CPC as well as the long standing practices and traditions.

“When an accused appears before court, they must take plea where the allegation is explained and the accused answers according to what suits them, thus whether they are guilty or not and later make any necessary application including that of withdrawing the matter,” he said.

He said the withdrawal was actually made by the complainant under Section 201 of the CPC, then the court shall be made to give directions whether to allow or disallow the application as per the procedure.

The matter had been adjourned to November 2, 2011 for plea.

When was the last time you can remember being still? And I don’t mean sitting in traffic or standing in line at the store. In today’s fast-paced culture, people are constantly multitasking, trying to do more in less time, constantly on the go, constantly seeking information, constantly checking off to-do lists. And there is nothing wrong with any of these things. But if we are going to see the Lord fight our battles, if we are going to embrace the victory He has for us, we have to make it a priority to be still before Him.

Being still means taking time alone in the presence of Almighty God. Being still means being quiet before Him, listening to His voice and meditating on His Word. But, we need to also keep our hearts and minds still no matter what else we are doing. Being still means silencing the negative voices in our minds. It means choosing right thoughts and putting our trust in Him. That’s why it’s so important to keep His Word first place in your life because when you know His Word, you know Him. When you know Him, you trust Him. When you trust Him, your heart and mind will be still before Him, and He will lead you into victory all the days of your life!

Zambia Play Senegal in Group A Opener

Zambia is in Group A together with hosts Equatorial Guinea and ex-Group C foes Libya.

They will face Senegal in the second game of the tournament in a 23:00hours kickoff.

Zambia will follow this up on January 25 with grudge match against Libya in Bata in an 18:00hours kickoff.

They will wrap-up their Group A campaign on January 29 when they fly off to Isla de Bioko where they will play their first-ever meeting against Equatorial Guinea in the Capital Malabo in a 20:00hours kickoff.

Winner and runner-up from Group A will face runner up and winner from Group B in Bata and Malabo respectively in the quarterfinals on February 4.

Group B comprises Cote d’Ivoire, Sudan, Burkina Faso and Angola.

The semifinal finals will be played on February 8 in Bata and Libreville, Gabon while Malabo will host the third place playoff match on February 11.

Nkana Kicked Out of Barclays Cup

Nkana crashed out of the Barclays Cup to dash all hopes of a dream Barclays Cup final against archrivals Power Dynamos.

Nkana were beaten 2-1 by Konkola Blades in a Barclays Cup semifinal doubleheader played at Nkoloma Stadium in Lusaka.

Blades took the lead in the 11th minute through Graven Chitalu in a lackluster first half.

Nkana equalized in the 40th minute through their starlet striker Reynold Kampamba after a sweet one-two move with Evans Kangwa.

Blades secured their berth in the final through striker Elson Mkandawire who headed in the ball from a Moses Siansumo cross in the 71st minute.

Both players came on as substitutes in the 54th minute of the match.

Blades will face Power in the final on November 19 at Arthur Davies Stadium in Kitwe.

Power stayed on course for a league and cup double when they beat Red Arrows 2-0 at Nkoloma in a lunchtime kickoff.

Barclays Cup top scorer striker Luka Lungu opened scores in the 42nd minute.

Zambia To Play Nigeria

Zambia will face Nigeria in a friendly away on November 15.

Faz disclosed today that the two teams will meet in Abuja in three weeks’ time.

The team will assemble on November 10 at a location to be decided by Faz.

The friendly will be played on a Fifa international match day and will come just three days after Nigeria host Botswana.

Meanwhile, the Cecafa Senior Challenge Cup bound team comprising mostly of home-based players will enter camp in Lusaka on November 6.

The Cecafa Senior Challenge Cup will be held in Tanzania from November 25 to December 10.

Kalulushi Police rile mayor over handling of bestiality case

KALULUSHI Mayor Howard Simpemba has expressed disappointment at the alleged failure by the police to effectively handle the case involving a 67-year-old white man accused of drugging and pushing young girls into bestiality.

But acting Copperbelt police Chief Milner Muyambango has said the police had little evidence to give them sufficient grounds to build their case again Evert Wolf.

Mr Simpemba said at a press briefing in his office in Kalulushi that he was disappointed with the manner the police had conducted themselves over the matter.

“Personally I am not happy with the police because even in the case where there is no evidence they should show interest which they are not doing,” Mr Simpemba said.

The mayor said there was overwhelming evidence against the man, which his office had come up with.

Mr Simpemba said so far his office, together with other stakeholders, had spoken with three girls who alleged to be victims of bestiality and that they had all admitted to having fallen prey to Mr Wolf.

He said his office and other stakeholders in the community had resolved to take the matter to its conclusive and logical end.

“The police even know where this white man is including the girl who was luring her colleagues into this vice,” he said.

But Mr Muyambango said the community had not been helpful enough in the case because nobody had come forward with tangible evidence to help police build a strong case.

He said all the police had, were mere allegations which could not be used as evidence in court.

“Even the girl who was mentioned as key witness in this case has totally refused, so you can see how complex this issue is,” he said.

Mr Muyambango, however, said police were still investigating the matter and appealed for calm among members of the public.

Siliya mute as she appears before commission of inquiry

EMBATLED former Minister of Transport and Communications Dora Siliya yesterday appeared before the Commission of Inquiry into the sale of Zamtel and Finance Bank but opted not to say anything on all allegations levelled against her during the submissions.

Ms Siliya, 41, of 411 Independence Avenue and clad in a red suit arrived at Mulungushi International Conference Centre in the company of her lawyer Sakwiba Sikota and informed the tribunal led by Commission chairperson, Sebastian Zulu that there were no irregularity in the sale of Zamtel.

Ms Siliya who spoke through her lawyer said she would not commit herself to any statement because the said allegations especially by Transparency International Zambia (TIZ) would be subjudice.

“ Everything she has to say is already on record so there is nothing more to add except to refer this commission to all the court proceedings.

“Since these allegations by TIZ persist notwithstanding the fact that courts of competent jurisdiction have adjudicated over the same, our client will not commit herself to any statement as these matters are subjudice,” said Mr Sikota.

He said Ms Siliya appeared before the tribunal where the same allegations by TIZ were tested after considering together with the evidence and made its findings which were contained in a detailed report submitted to the former Republican Rupiah Banda on April 16 in 2009.

Mr Sikota said her client had elected to refer the commission to visit the records of all the aforesaid matters which were public documents and were available at the courts, Zambia Development Agency (ZDA) and the Ministry of Justice.

He said after Ms Siliya was cleared by the High Court, TIZ appealed to the Supreme Court addressing the same allegations and in turn the Supreme Court also cleared his client and wondered why TIZ decided to raise the same allegations.

A Mr Francis Chilumba who referred to himself a ‘Patriotic Zambian’ claimed Ms Siliya had been mislead by her lawyer not to personally defend herself because she was the one who signed the Memorandum of Understanding (MoU) with RP Capital to evaluate the sale of Zamtel.

Mr Chilumba claimed that Ms Siliya allowed the under evaluation of Zamtel which was supposed to be sold at over US$1 billion and not the actual price which was US$257 and urged the commission to ensure that they see RP Capital evaluation report before coming up with a final report.

And the commission earlier advised Ms Siliya not to feel intimidated to represent herself because the commission was set to get more information on the sale of Zamtel and not for people to feel as if they were being tried in the court of law but to allow them to defend themselves once mentioned.

BRE dismisses calls by Kazanga cultural association, Nkoya Royal Council

The Barotse Royal Establishment (BRE) Naliele Kuta in Kaoma district of Western province has dismissed outbursts by the Kazanga Cultural Association (KCA) and the Nkoya Royal Council (NRC) calling for the creation of Kafue province by ceding Kaoma and Lukulu district from Barotse territory.

Kaoma BRE spokesperson, Induna Yutanga alleged that Messrs Nkomesha and Moyo have exhibited the highest level of dangerous ignorance and therefore do not qualify to speak on the topics they elected to speak on.

In a statement to ZANIS in Lusaka during the week Induna Yutanga said the outbursts were an act of provocation and described them as uncalled for as they were only designed to mislead the nation.

He explained that the boundaries of Barotseland, the territory which joined Northern Rhodesia to found Zambia at Independence, were international in character and well documented and narrated adding that these boundaries can never be altered.

Induna Yutanga vowed that no centimeter of boundaries shall ever be allowed to be ceded off to join the other area in Zambia.

He added that land cannot be shifted in the manner being suggested by the duo saying that Kafue province’s dream should therefore be forgotten because it is untenable.

Induna Yutanga said the BRE has noted with concern that this was not the first time their Nkoya brothers have the suggestion and sympathized with their lack of historical knowledge and conspicuous ignorance.

And Induna Yutanga said the two organizations have also demanded to be included on the Commission of Inquiry into Mongu riots and urged government not to reinstate the Barotse Agreement of 1964.

He said with regards to the Barotse Agreement which the Nkoyas were allegedly campaigning against, was another question of ignorance on the part of the Nkoyas.

Induna Yutanga said the terms of reference as published in statutory instrument 113 of 2011 were clear saying they were free to give evidence to the Commission but not in the manner they were suggesting.

He said the non – implementation of the Agreement by the government of Zambia had also disadvantaged the Nkoya speaking people.

He explained that the Barotse Agreement was a matter for discussion between government and the Barotse National Council (BNC).

Induna Yutanga said in all the discussions concerning the subject, the Nkoyas have declined to participate adding that past records provided evidence that all the stakeholders including the Nkoyas had taken part in the negotiations leading to the Barotse Agreement of 1964.

He advised a Mr. Moyo and Mr. Nkomesha to direct their views to the Barotse National Council or the Commission of Inquiry in an acceptable manner instead of inciting people by issuing seditious statements which he said could bring anarchy in the country.

Induna Yutanga also warned Mr. Nkomesha not to masquerade as spokesperson for the 35 tribes in the province because nobody ever gave him the mandate.

He has since appealed to media organizations not to take pleasure to publicize seditious propaganda by the duo whom he accused of thriving on propagating lies and un-researched information.
