Former Vice President Enock Kavindele has urged the business community against voting for PF to protect their businesses. Mr Kavindele says this is because the opposition party’s constitution advocates for nationalization of the economy which he said will negatively affect the economy.

Mr Kavindele has urged the people in Mansa to take advantage of the enabling environment that the government has put in place to grow their businesses. The former Vice President said this last night when he addressed the business community at Mansa hotel. He noted that the PF would destroy the private sector should Zambians mistakenly vote for it into power.

“ ( I therefore ) urge the business community to vote for president Rupiah Banda if they are to continue doing their business in a peaceful environment, “ he said.

Mr Kavindele said he feels ashamed to see what President Banda has done to develop the country in the three years that he has been in office which he and other MMD founder members failed to do at the time they were in government.

The former Vice President who himself is a renowned businessman told the business community that the late former second Republican president Dr Fredrick Chiluba worked hard to ensure the freedom of doing business that the country is enjoying today is achieved.

He said the country should not magnify Dr Chiluba’s mistakes because the second Republican president did a lot to promote the free market economy for which he deserves praise.

He told the people to take politics seriously by scrutinizing leaders they choose indicating that the refugees that are in Zambia today are not here for out of their choice, but it is because of the way they do their politics in their countries.

And speaking earlier MMD National Secretary Major Richard Kachingwe said the best way to put money in people pockets is to give them an enabling for making money.

He cited the building of Schools which is creating employment for the people and the fertilizer Support pregame which makes farmers produce more as ways in which government is putting money in people’s pockets.

Meanwhile Mr Kavindele has said that Luapula province has a lot of potential for doing deferent types of businesses which if used can help the country move forward.

Mr Kavindele cited the vast water bodies in the province as one area in which one can venture to produce power.

He said government is committed to ensure that people are empowered through their own initiated business ideas.

He said when the MMD government policy is that the state should not take an active role in doing business but support the participation of the private sector in growing the economy.

He said therefore people need to grow the economy through venturing into different types of businesses.

Mr Kavindele observed that the coming up with the Citizen Economical Empowerment Commission (CEEC) is one such commitment by the government to ensure that Zambians grow their business even up to the international standards.

He urged the business community in Mansa to apply for funds under the CEEC so that they can grow their business and help government create employment to the people of Zambia.

LAZ speaks out on UPG corruption allegations

The Law Association of Zambia (LAZ) says any implication of Universal Print Group in unresolved investigations currently before the Anti Corruption Commission makes the company unfit to undertake the printing of ballot papers for this year’s polls.

Speaking during a media briefing in Lusaka today, LAZ president Musa Mwenye called on the ACC Director General Godfrey Kayukwa to clear the air on the controversy surrounding the printing of the ballot papers by the UPG.

Mr. Mwenye has referred to a matter in which the ACC Director General Lt Colonel Kayukwa issued a statement on April 11th this year stating that there was an ongoing investigation against a Mr. Mpundu Mfula, a former employee of the Electoral Commission of Zambia and that a warn and caution statement had been recorded against him.

He has therefore implored the ACC Director General to inform the nation on whether UPG was mentioned in the warn and caution statement recorded against Mr. Mfula and whether or not UPG has been the subject of investigations since the 2006 general elections.

The LAZ president says answering the questions raised by stakeholders expeditiously on the UPG by the ACC will serve to prevent the anxiety over the printing group and will inspire confidence in the electoral process.

He says the engagement of a supplier who is facing allegations of corrupt, fraudulent, collusive or coercive practices is in contravention of the Public Procurement Act number 12 of 2008 which also make it a criminal offence for any public officer to recklessly or dishonestly fail to exercise his duties under the said act.

Mr. Mwenye has also urged the ECZ to clearly state whether security clearance for the engagement of UPG was obtained for the printing of ballot papers for the forthcoming elections and when it was done.

The LAZ president has further taken a swipe against the Zambia Police Service for their failure to maintain law and order in the advent of the ongoing political violence between political party cadres.

He has therefore urged the Zambia Police command to go beyond mere rhetoric by ensuring that all perpetrators of electoral violence are brought to book regardless of their political affiliation.

On the operations of ZNBC, Mr. Mwenye has expressed regret that despite several protestations, the national broadcaster has continued to flout the ZNBC Act.

He has since disclosed that the Council of the Law Association of Zambia at its meeting of August 26, 2011 unanimously resolved to commence proceedings against ZNBC.

Mr. Mwenye says LAZ shall accordingly be commencing Public interest litigation to pronounce duties of ZNBC and whether or not the Director General of ZNBC and his management have been breaching the ZNBC Act.

He has also urged both the public and private media to abide by the electoral code of conduct and ensure that all political parties are given fair coverage during the election period.

KAPA187:  Welcome to the interview .How did you get started in music and how did you come up with the name trizzo?

TRIZZO: Well I started music when I noticed it was something I had in me,
that’s at the age of 12 years old. The name Trizzo came from the
Italian movies, that’s the Mafia movies I am actually a big fan, it
means a loaded nine millimetre pistol gun.

KAPA187: Interesting , so what can we expect from your album?

TRIZZO: This album will have dancing, singin along, snapping your fingers. it
has all genres mixed in it. From hardcore hiphop to kalindula
KAPA187:  Do you feel your album is good enough to be appreciated outside zambia?

TRIZZO: Yes i do. Infact most zambian music is at the moment, we have elevated
our selves to that level. big up to Jay roxa.
KAPA187: What differentiates you from other rappers?

TRIZZO: well that a simple one, what separates me is jus how versatile i am
once the mic is in my hand, you can say i am a full musician – I am a
pretty good dancer too 🙂

KAPA187:  You did a song with fakacino called uleke , explian the song , how did it come about.
TRIZZO: hahaha… hate to say this but we all been there, people being
unfaithful and all. so fakacino and i just decided to put what we have seen and
experienced on to paper. little did we know that it would b a hit. boss
major had to make it into a video…. “no mama didnt raise no fool”…
hahaha bet you all done said that before.
KAPA187:  Which artists have you worked with, and which ones would you like to
work with in the future.

KAPA187:  What has been the greatest and the worst moments in your music career.

TRIZZO: Wow! The greatest moments in my career was doing road shows with
Airtel, which is very rare for an upcoming Artist in Zambia. The other
moment was during the Miss Southern Africa-Zambia 2010, you know
sharing the same stage with Exile, Maureen Lilanda and CQ.  My worst
moment was recording a twelve tracked album with a song that rocked
the clubs and never hit the shelves with any distribution company,
very sad.

KAPA187:  Describe your sound in 3 words

Chanda Chimba wins appeal in Sata case

THE Lusaka High Court has granted Lusaka freelance journalist Chanda Chimba III leave to appeal against an order of injunction granted in favour of Patriotic Front (PF) leader Michael Sata restraining him from publishing alleged defamatory articles, including those to do with his health in the Stand Up for Zambia (SUFZ) News.

Lusaka High Court Judge in Charge Jane Kabuka said Mr Sata had succeeded in two of the three main issues raised in the matter and would have his costs of the application taxed in default of agreement.

In the second issue of the publication, where the newspaper was quoting United Party for National Development (UPND) president Hakainde Hichilema and the defence of qualified privilege given by Mr Chimba, Ms Justice Kabuka said in the absence of overwhelming malice, the defence was generally sustainable.

She said: “Libel or no libel? I would say no libel. On the available evidence, I find the defence of qualified privilege in the circumstances of this case is not one I can say might not succeed at trial.”

In this matter, Mr Sata was asking the court to grant him an interlocutory injunction against Mr Chimba for allegedly publishing defamatory articles about him, including his health.

According to Mr Sata, the defamatory articles were under the headlines ‘Sata is a sick man’, ‘Close encounter with the cobra’ and ‘King Cobra spearheads homosexual campaigns’.

Mr Sata claimed he had been seriously injured in his character, credit and reputation and was demanding damages and an injunction restraining Mr Chimba and his servants or agents from distributing, circulating or selling the said tabloid until determination of the matter.

He said Mr Chimba’s publication alleged that his sicknesses had led to fears that he might not lead the country longer due to his serious medical condition.

Ms Justice Kabuka stated that Mr Sata, in his first affidavit, stated that Mr Chimba was widely distributing SUFZ News while in the second, Mr Sata stressed that the defendant had continued publication of the articles defamatory of his character.

She said in the third affidavit, Mr Sata contended that Mr Chimba had with impunity gone to publish a fourth edition of SUFZ News and the two articles that he complained of were under the headlines ‘Sue me to prove your dead denials on homosexuality, Kalusa tells Sata’ and ‘Take revelations by SUFZ seriously – Siulapwa’.

Mr Sata contended that although he had been evacuated to South Africa and treated at Milpark Hospital in Johannesburg, he was discharged after full recovery in the same month and even participated in the presidential elections as a candidate under PF. He had also engaged in vigorous countrywide campaigns as a testimony that he was in good
health.

In her ruling Ms Justice Kabuka said there was nothing in the affidavit evident at this stage to support Mr Chimba’s allegations and the issue of fair comment could not be sustainable.

Ms Justice Kabuka said there were no facts on the material availed by the defendant to court to insinuate imminent or impending death of the plaintiff. She granted the injunction and accorded Mr Chimba leave to appeal against the ruling.

Ballot papers to be flown directly Durban to Lusaka, says Mambilima

BALLOT papers for the September 20 tripartite elections will be flown directly to Lusaka from Durban, Electoral Commission of Zambia (ECZ) chairperson Justice Ireen Mambilima has said.

Justice Mambilima told journalists at a Press briefing held at Universal Print Group (UPG) that the ballot papers would be flown directly to Lusaka unlike in the past when they used to go through Johannesburg.

She said the UPG would make arrangements to charter a cargo plane which would deliver the ballot papers directly to Lusaka.

This, Justice Mambilima said, would be done in good time for the elections. “Chartering of the plane will be done by the contractor because that is part of the contract,” she said.

Justice Mambilima, who also witnessed the printing of some ballot papers for local government candidates, also expressed satisfaction at the progress made in the printing process.

She said after witnessing the printing process and meeting all stakeholders present here that she was sure that all political party and civil society organisation (CSOs) representatives and the electoral body were working as a team.

“The director and I decided to visit this team and to come and witness the process of printing of ballot papers. As ECZ, our policy is to involve all stakeholders in the process and it is good that they are working very hard.

“The people here are working as a team and we have no doubt that we will be able to meet the deadline because printing is progressing well and once completed, all the ballot papers will be flown directly to Lusaka unlike previously when they would go through Johannesburg,” said Justice Mambilima, who was flanked by ECZ director Priscilla Isaac.

She also assured the nation that the ECZ was ready for the September 20 elections as all non-security materials had been delivered to all the districts. Justice Mambilima advised the observers here to take the exercise as an important task.

“You should take this as an important task because you have contributed to the electoral process. I am pleased with the way you are working as a team,” she said.

She said ECZ was only waiting for the people in Lusaka to send the remaining information for the printing of ballot papers for local government candidates following the completion of both presidential and parliamentary ballot papers.

Justice Mambilima said all stakeholders would be informed of the process and progress because the commission wanted transparency to prevail in the whole process.

She said political parties would accredit two individuals each to witness the arrival and storage of the ballot papers at the Hill and Delamain building, which the commission had leased from Zamcargo.

And Justice Mambilima said the commission had not yet sat to study the report submitted by Foundation for Democratic Process president Alex Ng’oma over an allegation that he attempted to smuggle a ballot paper from the printing plant.

“I can confirm that we have a report from Dr Ng’oma on the file but we have not yet sat as a commission to study it. All I can say is that it is in the hands of the other commissioners,” she said.

And Ms Isaac said the ballot papers would reach outlying areas not later than three days before the elections date as the practice had always been.

She said returning officers from across the country would be in Lusaka to verify that all the ballot papers had arrived, an exercise which she said would be done in a space of five days.

This, she said, would be aimed at allaying suspicions and that all political parties and observer teams would be allowed to accredit people to witness the offloading of the ballot papers and participate in proof reading.

THE Forum for Leadership Search (FLS) has accused former Taskforce on Corruption executive chairperson Max Nkole of leaking privileged information to the Patriotic Front (PF) which he obtained because of his previous position to discredit President Rupiah Banda and the Government.

FLS executive director Edwin Lifwekelo said in Lusaka yesterday that allegations against Universal Print Group of South Africa which PF and its sponsors had been claiming were revealed by Mr Nkole.

Mr Lifwekelo, who was reacting to a story by Mr Nkole in the Sunday Post in which he endorsed PF leader Micheal Sata’s candidature, said the former taskforce chairperson and individuals like Mutembo Nchito had exposed their dishonest behaviour.

He said Mr Nkole had joined hands with the PF leader to try and discredit the Government using information he obtained while he served at the defunct task force on corruption.

Mr Lifwekelo said the dissolution of the task force where Mr Nkole was earning more than US$20,000 per month had depressed him.

“Mr Nkole is a very frustrated man who is broke and now wants to use privileged information to share with PF leader Michael Sata so that they discredit President Banda.

“We know Mr Nkole very well and what he has done is just to expose himself including Mr Nchito by joining hands with the PF to attack President Banda,” Mr Lifwekelo said. He said it was also sad that some people who had been disciplined by the MMD were now running to the PF.

“Most of these people who are now joining PF are not credible because they were either disciplined by MMD or are desperate like former Works and Supply minister Mike Mulongoti and former Local Government and Housing minister Sylvia Masebo,” he said. Efforts to get a comment from Mr Nkole failed as his mobile phone went unanswered.

Why PF cannot win this year’s election

Patriotic Front (PF), as a party,  is today weaker than 2008 and 2006 in terms of numbers, issue based debates, money, leadership and morale. What is PF doing that it didn’t do in  the last two elections, and expect a different result?

To be fair am not saying it’s finished in terms of supporters but the Movement for Multi Party Democrary (MMD) presidential candidate Rupiah Banda has managed to gain supporters in Lusaka and Copperbelt PF strongholds. For example Lusaka Central and Ndola Central can’t be granted any more to PF.

While RB has gained support in PF strongholds, attempts by PF to gain in rural areas and provinces have proved futile. The reason is very simple for MMD supporters in rural areas, their needs are very simple things like roads, health, education and farming; of which RB has done excellently well.

I was once advised by a very high profile politician that: “Be careful, politics are like alcohol, you get drunk, so always think”.  Today if you go to Choma they are so sure that United Part For National Development (UPND) presidentail candidate Hakainde Hichilema (HH) is winning the elections this year; the same for PF, if you go to some parts of the Copperbelt.

The people in Choma or same parts of the Copperbelt are not crazy to think that think their candidate can win, they are drunk with politics and when both parties are sober they will remember the reasons for the PF-UPND PACT.

Some MMD members are also drunk thinking they will win by over 70% just because RB has done well. Lets be real RB will win but it must take effort from everyone who believes that RB is the right person than hiding in offices and bars. I agree with PF Secretary General and spokesperson Wynter Kabimba, who said UPND is a spoiler in this election and it will spoil all chances for PF in Southern province and so will Alliance for Democracy and Development (ADD) leader Charles Milupi in Western province.

The elections were lost for PF the day the PF-UPND PACT broke down.

We go to UPND, they won’t win. If there is one thing I like about UPND is that they are real with themselves; they know they can’t win the election. What they have decided is to burry PF by all means knowing that if Sata losses and retires they will become the largest opposition in the country. Unknowing the PF have complained about the long term plan for UPND to become the second biggest party by 2012. We hear questions like “Why is UPND attacking PF?”

RB won the election in first attempt with a very weak MMD and just three months of campaigning. It is folly to undermine him for something that he has been preparing for three years. The opposition has found itself in shock with the levels of material for campaigns that whatever material they have seem like a drop in the ocean. And now MMD is under RB’s control unlike three years ago

Rioting Fans Are Saboteurs Says Nkana

Nkana has labeled their hardcore fans who stirred a riot in their 3-2 home loss to Zesco United on Sunday as saboteurs.

Nkana fans allegedly assaulted Zesco supporters at Nkana Stadium in Kitwe leaving one visiting supporter seriously injured in the second half as play was stopped three times by referee Jan Sikazwe.

Also injured were two players.

Zesco goalkeeper Jacob Banda and Nkana defender Tumelo Chibwe were both injured and needed medical attention after missiles were thrown at them by alleged Nkana fans.

“This is sabotage,” Nkana vice secretary Stan Kaseko said. “We have put a lot to bring this club to where it is and some elements are trying to undo that hard work.

“It is unacceptable and we would rather have five disciplined fans that a 1000 who want to stir trouble for nothing whether or not they have paid.”

Kaseko said Nkana would review security at Nkana Stadium to try and avert a potential stadium ban.

Nkana has been blighted by a history of hooliganism since they were demoted in for the first time in their history in 2004.

In May 2007, Faz handed Nkana a 13 month ban after crowd trouble in their Week 14 game against Kalewa on May 25 with the hosts leading 1-0 before referee Maurice Changwe called off the match due to poor security and survived a lynching thereafter.

However, it was not the first incident at Nkana while in Division 1.

On March 15, 2005 Nkana fans attacked referee Bernard Chabala after a late 90th minute equalizer from Konkola Blades defender Wellington Mujembe in a match that was abandoned after a pitch invasion with the team’s level at 2-2.

It was the third incident in a space of a month in that year involving Nkana’s  notorious fans.

On April 2 of that year, Nkana hooligans beat up referee Tryson Phiri in Nkana’s 1-1 draw at home in a league game against Tazara Express.

A week later, Nkana players accosted a referee in their 1-0 away loss to Forest Rangers in another league fixture at venue.

Mbesuma And Co Arrive In Camp

Collins Mbesuma has arrived in camp ahead of this weekend’s 2012 Africa Cup Group C qualifier away to Comoros.

The Lamontville Golden Arrows striker, who has scored twice for Zambia this year after a new lease of life under Dario Bonetti, arrived  just before midday together with his club mate Joseph Musonda 24 hours after attending to a friendly match.

The duo are part of the first training session on Monday afternoon in Lusaka together with Kennedy Mweene, Kampamba Chintu and Noah Chivuta who are all South African based.

The TP Mazembe quartet of Rainford Kabala, Emmanuel Mbola, Stopilla Sunzu and Given Singuluma arrived in camp on Sunday.

Meanwhile, the Israel-based duo of William Njobvu and Justin Zulu arrived in camp this afternoon.

Still expected are Emmanuel Mayuka of Young Boys and Fwayo Tembo of FC Basel are due in tomorrow from their Swiss clubs.

However, Jacob Mulenga of FC Utrecht will miss the trip to Comoros after this Dutch club asked that he be excused as a precaution after just returning from a 9-month injury layoff.

Weekend Scorecard: Libya to Host Mozambique in Cairo

Zambia’s 2012 Africa Cup Group C colleagues Mozambique and Libya will play their penultimate pool match in Cairo this weekend.

CAF announced today that Libya will host Mozambique in Cairo on September 3 and that the match will be played behind closed doors.

Libya has been unable to play its Group C home games at home this year due to the protracted armed conflict that has engulfed the country since February.

They are currently second in Group C on 8 points, one behind Zambia who travel to bottom placed Comoros on one point on September 4.

Mozambique are third on four points from as many matches played.

Government Increases Farmer Input Support Programme (FISP) the 2011/2012 agricultural season

Agriculture and Cooperatives Permanent Secretary Abedanigo Banda says his ministry has increased the number of the Farmer Input Support Programme (FISP) to 914, 690 for the 2011/2012 agricultural season.

Mr. Banda said the number of beneficiaries has been increased from 891,500 during the 2010/2011 season.

The Permanent Secretary saying this when he officially opened the 2011/2012 season farmer input support programme sensitization workshop at New Fairmount Hotel in Livingstone today.

“ A total of 182,454 metric tonnes of fertilizer, 9,107.70 metric tonnes of maize seed is earmarked to be distributed to smallholder farmers throughout the country, “ he said.

He clarified that 39 metric tonnes of rice seed will be distributed to farmers during this season in Luapula, Northern and North-western provinces adding that a better job by his ministry will be done in provinces allocated with rice packs.

Mr. Banda told workshop participants that the increase in inputs to be distributed will demand more work in order to successfully implement the programme.

He implored all the participants to work harder to serve the farmers than they did during the previous season.

Mr. Banda urged extension staff from the department of agriculture and researchers from the Zambia agricultural research institute to double the extension efforts to farmers benefiting from the rice pack in order to impart the necessary technical skills in the beneficiary farmers.

He directed Provincial agricultural coordinators and district agricultural coordinators to facilitator the smooth operations of the farmer input support programme and of the camp agricultural committees.

The workshop participants were drawn from five provinces of the country and senior agricultural officers from the ministry’s headquarters in Lusaka

Meanwhile, Mr. Banda called for adequate distribution and documentation of FISP activities at all levels as the programme coordination office has already begun the distribution of FISP implementation documents to all provinces.

The Permanent secretary stated that there should be no excuse for failing to select farmers and distribute inputs on time as funds for the exercise have already been disbursed to all districts.

Mr. Banda bemoaned the laxity by some cooperatives when it comes to acquitting for collected inputs adding that cooperatives should only be issued with applications to deposit for the 2011/2012 season upon confirmation that they have submitted goods input vouchers for inputs collected for the previous.

The workshop participants included Provincial agricultural coordinators, district agricultural coordinators, some district agricultural staff and other senior agricultural officers drawn from Lusaka, Western, Central, Eastern and Southern provinces.

President Banda

President Rupiah Banda has said that he will visit all the nine provinces of Zambia contrary to assertions by some opposition political parties that he is afraid to visit provinces such as Western and Luapula during his campaigns.

The President made the remarks shortly before departure for Luapula at Chipata Airport this morning. President Banda explained that he will proceed to North Western and Western provinces where some opposition parties claims that he might not go.

The president said he will continue preaching his message of peace in all the provinces he will visit as the country needs to continue being peaceful and united.

He said his party is a peaceful party which want the country and its people to continue enjoying peace.

And President Banda has said that perceptions that Luapula province is opposition. Patriotic Front (PF)’s stronghold will be surprised during this year’s elections.

Mr. Banda said Luapula province like other provinces of Zambia are important and that government has performed well in that province.

“Claims by some opposition political parties that Luapula Province is a PF stronghold is likely to change as the MMD has a strategy to win the votes from that province and others,” he said.

President Banda noted that the strategy which the MMD has invented will help the party this year fair well though he could not disclose the strategy.

And President Rupiah Banda today arrived in Mansa to start a two day campaign tour of the province. The President who arrived at the airport aboard a Zambia air force plane touched down exactly at 11.45 hours to a thunderous welcome by thousands of Mansa residents.

Addressing thousands who welcomed him this morning the president said the MMD is running a positive and issue based campaign throughout the country.

The president said violence has no place in a true democracy and should be denounced by all well meaning Zambians.

The president said there has been a lot of development in all sectors in the few three years he has been in office which are there for all to see.

He wondered why some people are calling for change of when there is already increased change in terms of development across the country. He noted that at Mansa airport for example, government is constructing a terminal worth over K4 billion.

While addressing the huge crowd, the president pointed at the terminal construction works, saying that is the kind of change that the people need.

” People of Zambia, you ( should ) look for the change that will take them ahead not the change that will take them backwards, ” he said .

He mentioned that the MMD is the only party that has a national character as can be witnessed by it being the only party that has managed to field parliamentary candidates in all the one hundred and fifty constituencies in the country.

He added that the MMD also has the highest number of councillors that have gone through unopposed.

President Banda said the country is undergoing development in all sectors as can be evidenced by the number of schools, hospitals, and Clinics completed and being constructed.

The President said Luapula province has not been left out in the development agenda, citing the construction of Samfya District Hospital which is near completion.

The President also introduced six parliamentary candidates for the MMD.

And speaking earlier when he welcomed 270 PF members from Bahati constituency who defected to the MMD, Mr. Banda said the MMD is the party for all the Zambians.

The 270 PF defectors were led by PF Bahati Constituency publicity secretary Mwaba Shapi and Youth Chairman Albert Chilufya to join the ruling MMD.

PF to relook at the taxation system for mining companies

The Patriotic Front has pledged to ensure that Zambians benefit from the rich mineral resources the country is endowed with.

PF representative Bob Sichinga has said that  the PF in government will not allow a situation where the country’s mineral resource does not benefit the Zambian people.

Mr. Sichinga said that  PF will relook at the taxation system for mining companies in order to ensure that mining companies pay according to the profits being made.

He further added that the Michael Sata led PF government party will ensure that the national budget is also re-aligned.

Mr. Sichinga was speaking on a live MUVI TV discussion programme monitored by QFM last evening.

And speaking on the same programme, UPND aspiring parliamentary candidate for Katuba Jonas Shakafuswa said the UPND will ensure that more emphasis is placed on health delivery in the country.

Mr. Shakafuswa noted that there is a lot of wastage of resources by the government which has resulted in other sectors being affected.

K3.2bn released for Kawambwa water

GOVERNMENT has released K3.2 billion to Kawambwa District in Luapula in a bid to overhaul the water system and improve piped water supply and sanitation.

Luapula Province Permanent Secretary, Stephen Bwalya disclosed the development in Kawambwa yesterday when he officiated at this year’s Chishinga Malaila traditional ceremony for Senior Chief Mushota.

Mr Bwalya said the Government was aware about the critical water shortages that residents of Kawambwa had been facing for a long time. He said the whole water reticulation system would be revamped.

Mr Bwalya said Luapula Water and Sewerage Company (LWASCO) had notified his office of its inability to improve the water reticulation system in Kawambwa.

In a related development, Mr Bwalya said people in some parts of Kawambwa District were still facing poor communication services despite Airtel and MTN mobile phone services putting up masts in the area.

He attributed the problems of poor mobile phone services to congestion because most people had acquired cell phones.

Mr Bwalya said it was the duty of the Government to ensure that people were able to communicate without facing problems.

He also the rural electrification programme was still on and that the Government was making efforts to connect rural areas with electricity.

He assured the Chishinga people that all the problems will be addressed under the leadership of President Rupiah Banda.

And Kawambwa District Commissioner Geshom Tanga thanked the Government for addressing concerns of the residents.

He said that he was happy about the numerous development projects that the Government had done for Kawambwa.

Meanwhile, some residents of Kawambwa have expressed happiness over Government’s decision to end the water crisis in the district.

Peter Chota said it was encouraging to see how the MMD Government was tackling important issues affecting the people in the area. He said he was happy that the district would now have piped water.

Another resident, Chibwe Mupeta said she was happy that the Government had gone to the rescue of the residents by addressing water shortages.

Police summon Fr Bwalya

POLICE on the Copperbelt have summoned Get Involved Zambia director, Frank Bwalya for questioning concerning his recent political activities.

Copperbelt police chief, Martin Malama confirmed the summoning of Father Bwalyae but could not state exactly why he had been summoned. He said Fr Bwalya was expected to present himself to the Copperbelt divisional headquarters at 10:30 hours today.

Inspector General of Police Francis Kabonde last Friday warned politicians and members of the public against circulating information that could endanger national security.

According to ZNBC news monitored in Ndola, Mr Kabonde told a Press briefing in Lusaka that the police would deal firmly with anyone found spreading rumours that could incite violence.

He dismissed allegations by Kanyama Patriotic Front candidate Gerry Chanda that the ruling MMD had invited soldiers from Zimbabwe for reinforcements ahead of the September 20, 2011 tripartite elections.

And MMD and Patriotic Front (PF) cadres have been detained at Ndola Central police station over a case of threatening violence which occurred on Saturday night at Mixed Doubles Bar and Restaurant in the city centre.

Those detained are Alex Mubanga, who is commonly known as Shimpundu pa Nkoloko, 53, an MMD member of house number 1091, Lubuto Township in Ndola, and a 27-year-old PF member, George Mutale of house number 8, Bwana Mkubwa.

Dr Malama confirmed the detention of the two political party cadres to help the police with investigations in a matter of threatening violence.

“I can confirm that an MMD cadre called Mubanga, popularly known as Shimpundu pa Nkoloko and Mutale, a PF cadre are both detained in police custody at Ndola Central police station to help us with investigations in a case of threatening violence which occurred at Mixed Doubles on Saturday night,” he said.

In a related incident, a PF cadre, Nonde Dickson Pende, aged 47, of Kamuchanga Township in Mufulira was detained in police custody for threatening violence. Dr Malama said in both incidents, machetes were confiscated andt the three would soon appear in court soon.
