US, 15 firms to sign a Memorandum of Understanding

The United States government and 15 Global Development Alliance/Public Private Partners (PPP) will this month sign a Memorandum of Understanding (MOU) which aims at enhancing and expanding the successful outcome of the Zambia HIV/AIDS Global Development Alliance (GDA) activities.

According to a statement issued to ZANIS in Lusaka today by Community Empowerment Through Self Reliance (COMETS) Chief of Party Rosanna Price-Nyendwa, US Head of Mission in Zambia Melissa Williams will sign on behalf of the US government while the Chief Executives of each of the 15 companies will sign for their firms.

The programmes under the MOU are meant to enable companies develop and enhance their HIV policies and workplace programmes which include outreach activities that are focused on HIV/AIDS prevention, care and support and readiness for treatment.

These activities are being managed and supported by comprehensive HIV/AIDS management programme (CHAMP) subcontracted to provide technical support.

The partners that are expected to sign the MOU with the US government include Albidon Mining Limited, Konkola Copper Mines PLC, Copperbelt Energy Corporations PLC, Dunavant Zambia Limited, First Quantum Minerals Limited and Kafue Steel Limited.

Others are Kagem Mining Company Limited, Mkushi Farmers Association, Mopani Copper Mines PLC, Zambian Breweries PLC and Zambeef Products.

The rest are Zambia Revenue Authority, Zambia Sugar PLC, Lumwana Mining Company Limited and the Traditional Health Practitioners Association of Zambia (THPAZ).

The signing ceremony will be also be witnessed by various stakeholders and representatives from the relevant ministries.

UPND urges Government to reopen Radio Lyambai

United Party for National Development (UPND) Vice President for Political affairs Francis Zaza Simenda has appealed to Information and Broadcasting Minister Ronnie Shikapwasha to consider reopening Radio Lyambai in Mongu District of Western Province.

Mr. Simenda said the community radio station which had its broadcasting equipment confiscated on the 14th of January 2011 has left a vacuum in the area and beyond.

He told ZANIS in an interview in Mongu today that the situation in the district has now normalised for the community radion station to resume operations.
” There is now so much pressure from the community that the radio station gets back on air, ” he said.
Mr. Simenda said once reopened, the radio station will ensure that peace and harmony is promoted in the district and Province at large.

He further said that the closure of radio Lyambai has also affected the livelihood of it‘s workers as they rely on the station for their monthly income.

Mr. Simenda added that the local radio station was also being utilized by upcoming artists in promoting their music hence the need for the station to be opened.

Radio Lyambai has been off air from the 14th of February 2011 to date after a team of police officers broke into the station and confiscated its broadcasting equipment while on air.

The radio station has 10 employees and about 7 people on part times basis.

ZESCO records low cases of vandalism

Zambia Electricity Supply Corporation ZESCO Public Relations Manager Andrea Makulu has hailed communities around the country and the law enforcement agencies for their continued support in curbing vandalism on the company’s equipment.

Mr. Makulu says that the electricity utility company has been working with the law enforcement agencies and the communities in protecting electricity equipment from being vandalized.

He told ZANIS in an interview in Lusaka today that ZESCO has beefed up and intensified security patrols on various ZESCO power installations.

He explained that the company has employed officers who are carrying out patrols on all ZESCO lines and substations to ensure that vandalism cases are reduced.

He expressed happiness that communities have been vigilant in protecting the equipment which he said was encouraging on the part of the company.

Mr. Makulu noted that there has been a significant reduction in the number of vandalism cases country wide.

He has since appealed to the members of public to desist from vandalizing ZESCO equipment as this would negatively affect the development process of the country and their communities in particular.

And The Zambia Electricity Supply Corporation (ZESCO) has threatened to disconnect power supply from the Namwala Boma if bills amounting to over K782.5 million were not settled in full immediately.

In a notice of disconnection dated 11th April, 2011 obtained by ZANIS yesterday, the power utility company warned of disconnection as per section 14(2) of Chapter 811 of the Laws of Zambia.

The notice signed by the area Manager Joseph Soko also warned of legal action against non-settlement of the bills.

“Please take note that should you fail to pay and remain disconnected for more than twenty-one days, legal action will be taken against you and your service line/transformers will be recovered,” stated the letter in part.

And Namwala District Commissioner, Wilson Siadunka has appealed to government departments at the Boma to contribute money in order to settle the bill and avoid power supply disconnections.

Adulterous Kabompo Hospital worker suspended

A 27 year old Kabompo District Hospital general worker has been suspended pending investigations for allegedly being found committing adultery in an office at the health institution outpatient department.

 

 

Kabompo District Medical Officer Dr. Stephen Shajanika confirmed the suspension to ZANIS in interview in Kabompo .

Dr. Shajanika said the incident attracted a huge crowd and police presence causing commotion at the health institution.

He said on the material day, the named general worker is believed to have collapsed and admitted to the hospital’s male ward after he was caught but was later discharged.

Dr. Shajanika disclosed that laboratory test results conducted on the 17 year old woman believed to be a married woman showed many moving spermatozoa in the specimen which was collected from the woman private parts.

Meanwhile, a closed police source in the area also confirmed the incident but said the police were still carrying out further investigations to establish the state of the named general worker.

Eastern Province Minister Issac Banda has said it is the duty of every Zambian to be part of the country’s development agenda.

 

Mr Banda said every Zambian including those on the streets should feel part and parcel of the country’s development process.

ZANIS reports that he said it was for this reason that during planning stages of the development process that all stakeholders starting from grassroots to national level were involved.

Mr Banda was speaking when he officiated at a Dissemination exercise of the Vision 2030, the Sixth National Development Plan 2011-2015 and District Development Plans held at Luangwa House in Chipata yesterday.

Mr Banda said for the first time in the country’s history, the vision 2030 and executive summary of the Sixth national development plan 2006-2010 have been translated in seven local languages that were spoken on the national broadcaster.

He said previously all documents were written in English which tended to marginalise those who could not read and write in English.

He said in addition, the transcription in Braille to enable the vision impaired to participate in the country’s development process was also done.

“The translation and the transcription of the plans will enable all stakeholders to understand and take part in the implementation process for the development of our country”, Mr Banda said.

Mr Banda further said this would also make it possible for everybody to participate in monitoring and evaluation of the plans.

And Mr Banda said Government’s goal was to continue with viable economic policies that would promote broad-based growth and consolidate nation unity, political and socio-economic stability.

He said monitoring and evaluation would further help stakeholders translate objectives into results and check the implementation process.

Mr Banda said after the training it was expected that all stakeholders would have a role to play in monitoring and evaluation of development programmes

Businessman 45, caught defiling minor

A 45- year- old businessman of Luanshya on the Copperbelt has been arrested by Police after he was caught by members of the public defiling a 14- year- old girl in his car.

Copperbelt Police Chief Dr Martin Malama confirmed the development to ZANIS in Kitwe yesterday.

Dr Malama said the incident occurred near the blind center in Luanshya where the named businessman was extracted from his car by alert members of the community.

The Police Chief said defilement was a serious criminal offence and commended members of the community for standing against defilement.

He also disclosed that the Police have recorded 40 cases of defilement in the province from January this year to date.

Chipimo accuses MMD of double standards on political campaign adverts.

The National Restoration party (NAREP) has charged that the MMD government is playing double standards by threatening to revoke broadcasting licenses from Radio stations airing political campaign adverts.

This follows Chief government spokesperson Ronnie Shikapwasha’s statement suggesting that all radio stations playing campaign songs risk losing their licenses because the Electoral Commission of Zambia has not declared the commencement of political campaigns ahead of this year’s tripartite elections.

NAREP president Elias Chipimo Junior says government’s stance on political adverts is an attempt aimed at silencing people’s voices on various issues of national interest.

He has charged that the state media has faced extreme government interference adding that it is unfortunate that the Rupiah Banda led administration is issuing unnecessary threats against the platform that the opposition in the country is freely using.

Mr. Chipimo adds that it is pointless for government to issue such threats when the ruling party has its campaign adverts running on the same radio stations being threatened.

He explains that the threats by Lieutenant General Shikapwasha on the media are unacceptable as they are not backed by any law.

The opposition leader has since called on the media in the country to collectively reject such threats stating that the move by government is an infringement on the freedom of the press.

First republican president Kenneth Kaunda’s son Panji has said that Zambian people should give Patriotic front leader Michael Sata a chance to lead Zambia.

Col. Panji said that Zambia needs a change of government, and that change should be delivered by the Patriotic Front.

Col. Panji, a united party for national development member, said that it is impossible for his UPND party to win this year’s elections.

He said that the patriotic front has credible people that can run government effectively better than the current government, under the MMD.

Col. Panji believes that once the Patriotic Front is given enough votes to win this year’s elections, Zambians will see the change they desire.

Featuring on Monday Nite Live, Col. Panji further charged that the UPND was the one to blame for the demise of the PACT.

He stated that he does not regret the political position he has taken as he is speaking the people’s language.

He said that Zambians must work together to remove the MMD from the government as it has completely failed.

The Passengers, Pedestrians and Cyclists Association of Zambia (PAPECA) has called on government to rescind its decision
to scrap off the code of conduct for Public Service vehicles (PSV) which compelled bus and taxi operators to paint their vehicles in sky-blue which has since been suspended.

PAPECA Lusaka Province Secretary Paul Phiri said the scrapping of the Statutory Instrument number 115 of 2000 will work against the will of many Zambians who will have difficulties identifying PSVs.

ZANIS reports that Mr. Phiri observed that now that the decision has been suspended, government should consider reverting to the old order of having all PSVs painted in sky blue for easy identification by the commuters.

He said the uniform colour of Public Service Vehicles brought sanity on the roads as contravenes of traffic rules could easily be seen and brought to book unlike where such vehicles are painted in different colours.

He added that the uniform colour has in some way reduced road traffic accidents as drivers of passage vehicles have been careful not to abrogate rules as they feared to be reported to the authority due to the distinguished colour of their vehicles.

Mr. Phiri notes that if the colour code is changed, people with bad intentions will take advantage of commuters who will not differentiate between public transport and private vehicles.

Mr. Phiri also claimed that his association was not been consulted on the matter and hoped that the views of the association will be taken into consideration.

Mr. Phiri’s comments follow government’s decision to suspend the scrapping of the colour code for public service vehicles (PSV) to allow more discussions on the subject.

Government through the Ministry of Communications and Transport announced on Friday that all PSV operators would be free to prefer colours of their choice following the abolishment of Statutory Instrument number 115 of 2000, which compelled bus and taxi operators to paint their vehicles in sky-blue.

But yesterday Communications and Transport Minister Geoffrey Lungwangwa announced the suspension of Statutory Instrument number 31 of 2011 on the colour code for public service vehicles pending more consultations.

About 46 Patriotic Front (PF) cadres in Mongu district have today defected to the opposition United Party for National Development (UPND).

Welcoming the defectors UPND Vice President for political Affairs Francis Zaza Simenda said defecting from former pact partner was a wise decision.

Mr. Simenda described as propaganda the claims by some PF leaders that it was gaining popularity.

He said it was unfortunate that some media houses were being used as mouth pieces for the PF in publishing false claims that UPND members in Western Province are defecting to PF.

He urged people in Mongu and Western Province at large not to listen to false reports and rally behind UPND party president during this year’s general elections.

And speaking on behalf of the defectors Keegan Musangu of Kapulanga compound in Mongu district said they decided to defect from PF to UPND because they have realized that Mr. Sata is not a credible leader.

Mr. Musangu said it was evident by the collapsing of the pact that PF leader Michael Sata is a desperate man who is only interested in being the President of Zambia.

Government has disclosed that investigations into the alleged illegal plot allocations by the Lusaka City Council (LCC) have reached an advanced stage.

Local Government and Housing Deputy Minister Moses Muteteka said today that the committee which was constituted to investigate the matter has received overwhelming response from the general public.

Mr. Muteteka said a number of affected individuals have made submissions to the committee, which is now scrutinizing what it has collected from members of the public.

He said the investigation results which were supposed to be published 90 days after the council had been suspended, will be published later due to the overwhelming response from members of public.

He explained that this is in order to accommodate more people to submit and to allow the committee to look at all the submissions.

He said the committee is working tirelessly to ensure that the investigations are concluded and the report be made available to the Zambian people as soon as possible.

The council has been suspended for 90 days and government appointed Solomon Finandi Sakala, the Copperbelt Provincial Local Government officer, as the administrator.

Minister of Local Government and Housing, Brian Chituwo announced the suspension of the council on January 22, 2011 following reports that the local authority was involved in some land allocation scams.

Dr. Chituwo announced that the suspension of LCC was to pave way for investigations into the alleged illegal land allocation.

Some Lusaka City Council officials have been accused of illegally allocating land to themselves without following the law governing the allocation of land.

The Drug Enforcement Commission (DEC) has received funding for constructing of new structures at a rehabilitation centre for drug addicts.

Commission Public Relations Manager John Nyawali disclosed that government has allocated k1.8 billion in this year’s budget to facilitate the construction of new structures at the rehabilitation center for drug addicts.

Mr. Nyawali said about K500 million has already been released for the commencement of the project in Lusaka’s Makeni area

He explained that the center for will be a reformatory center for people addicted to drugs.

He told ZANIS in an interview in Lusaka today that as soon as the rehabilitation center is completed, it will be opened to help reform people addicted to drugs and not people who need de-intoxication.

Mr. Nyawali further explained that the infrastructure is meant to facilitate the provision of outdoor activities to out-patients that need reformation in order to reduce drug abuse in the country.

He added that the center will offer counseling and training that will offer life skills to help people that are addicted to drugs fit in society and become productive members of the community.

Mr. Nyawali said the construction of the centre is expected to be completed this month and be opened in May this year.

He hoped that people will take advantage of the centre to get the help they desire in dealing with drug addicts.

Meanwhile, Mr. Nyawali has disclosed that the commission is currently renovating the existing structures in Lusaka to facilitate for the treatment of drug abusers.

Teachers’ code of ethics bill welcomed-ZNUT

The Zambia National Union of Teachers (ZNUT) and the Zambia National Education Coalition (ZANEC) have welcomed government’s plans to formulate a code of ethics for teachers.

Both ZNUT and ZANEC said the formulation of a code of ethics for teachers will bring about sanity in the teaching profession.

Recently, government announced that it will soon present the Professional Teachers Regulatory Body Bill to Parliament to pave way for the formulation of a code of ethics for the teaching fraternity.

Speaking in a separate interview with ZANIS in Lusaka today, ZNUT General Secretary Newman Bubala said a code of ethics for any profession plays an important in improving service delivery.

Mr. Bubala noted that without a code of ethics, workers fail to work according to the expectations of the public and consequently affect national development.

He explained that this was why a code of ethics is vital as it will also help in maintaining discipline among erring teachers.

And Mr. Bubala has noted that government should ensure that in the code of ethics, teachers that have been fired from government schools do not find employment in private schools.

He said this will ensure that teachers are regulated in their profession just the way it is with other professions.

He further urged government to ensure that teachers are also part of the formulation process if the code is to address key issues in the education sector.

“For us teachers, we want to ensure that we follow this bill closely and also urge the government to include us in the formulation process,” he aid.

And ZANEC Chairperson Barbara Chilangwa said government should be praised for coming with such an idea.

Ms. Chilangwa stated that the teachers are the only professionals that do not have a professional regulatory body despite them comprising a big number of employees in the country.

“The teaching service is one of the largest industries so it is surprising to see that they do not have a professional body,“ he said.

She said a code of ethics will assist people to hold teachers in high standards in society.

She noted that the code will also help rekindle the trust that people have had in the teaching service in the past.

Ms. Chilangwa added that by having professional guidelines, issues of abuse and examination leakages will also be effectively addressed.

Msiska Braces For Olympic Qualifying Draws

Lucky Msiska should advise his travel agent to make a preliminary booking for the Zambia under-23 team to either North or West Africa for his sides’ forthcoming 2012 Olympic Games second round pre-group stage qualifier in June.

The pre-group stage round draws will be made on Wednesday morning in Cairo.

Zambia, ranked 22nd by Caf, face the prospect ofplaying teams from that region, according to the draw criteria announced by Caf as the first round qualifying match winded-down on Sunday.

However, a Southern Africa derby against 9th ranked South Africa is also a possibility.

Msiska’s side is in Pot B for the draws together with Senegal,Benin, Mali, Sudan, Congo Brazzaville, Tanzania, DR Congo.

Those sides will be paired against Pot A teams Egypt, Nigeria, Tunisia, South Africa, Algeria, Gabon, Morocco, or April 20 winner between Cote d’Ivoire/Liberia.

The draw procedure took into account the 17 nations rankings on the Fifa/Coca Cola charts of March.

Cote d’Ivoire’s second highest placing from the Caf zone on the Fifa rankings has been taken into account.

Moreover, Cote d’Ivoire leads 4-0 from the first leg home game but the return leg to be played in Monrovia has been delayed due to civil strife back home in Abidjan.
