Constitution Bill fails, 1996 constitution to remain in place

The Constitution of Zambia Bill failed to pass through the second reading stage in Parliament today after failing to garner the minimum two thirds majority to pass.

This was after only ninety three Member of Parliament voted in favour of the Bill of the required 106.

Twenty Members of Parliament abstained from the voting which was conducted through a physical division after the electronic voting system developed a technical fault shortly before voting could take place.

Speaker of the National Assembly Amusa Mwanamwamba told the Members of Parliament that the failure of the Constitution Bill to GO through the second reading stage means that the 1991 constitution as amended substantially in 1996 will remain in place in its current form.

Earlier Vice president George Kunda told the house that the Constitution of Zambia bill sought to preserve laws in existence before the coming into effect of the constitution as amended.

Updated: Busange Put To Rest

Owen Busange was put to rest today in his home town of Chililabombwe.

Busange, 38, was put to rest this afternoon at Kameza Cemetary just hours after his remains arrived in Chililabombwe from Ndola.

The Powerhouses Lusaka and Zambia 7’s coach died on Saturday evening in a road traffic accident on the Ndola-Kitwe Dual Carriageway.

Busange began his playing career at Konkola before moving to Kitwe where he played for KPF and wrapped up his playing days at Powerhouse who he later coached to two league titles on top of the four he won with the Lusaka giants as a player.

Chililabombwe deputy Mayor Godfrey Nkhoma discribed Busange as true son of Chililabombwe while ZRFU president Raj Karamchand hailed the former Zambia rugby captain as an icon.

Busange is survived by a wife and five children.

Meanwhile, the other Powerhouse Lusaka two players who also died in the same accident will be buried over the next two days.

Kapasa Bwalya is due to be put to rest on Wednesday while  Mwango Katema will be buried on Thursday, both in Lusaka.

The trio died at the end of Powerhouse’s participation in the MTN American Cup tournament held at Diggers ground in Kitwe where the side reached the quarterfinals.

Japan grants K174.5m to Mumbwa and Chongwe district health offices.

JAPAN has provided a 174.5 million kwacha grant to Mumbwa and Chongwe district health offices.

The money is meant to facilitate the importation of two ambulances from Japan.

Japanese Ambassador to Zambia Akio Egawa says Chongwe district health office will receive a grant of 88 million kwacha while Mumbwa district health office will receive 86.5 million kwacha.

Mr. Egawa says the ambulances to be imported have been donated by two Japanese municipalities.

He expressed hope that the provision of the ambulances in the districts will improve the provision of referral transport system in the two districts.

The Japanese envoy was speaking when he signed the grant with the two health institutions in Lusaka on Tuesday.

At the same function Chongwe District Medical officer Dr. Charles Msiska thanked Japan for providing an ambulance to the district.

Dr. Msiska says the ambulance will enhance efficiency in the provision of health services.

And Mumbwa District Medical Health Officer Dr. Christopher Dube says the ambulance will help reduce maternal mortality cases in the district.

Dr. Dube also thanked Japan for providing assistance in areas of HIV/ AIDS.

FAZ welcomes Kamanga offer

The Football Association of ZAMBIA has welcomed the offer by the Andrew Kamanga faction to dialogue over the wrangles that have rocked football administration in the country.

FAZ Vice President Boniface Mwamelo says dialogue between the two factions is necessary to move ahead and solve all contentious issues besetting the local game.

Mwamelo however says FAZ is of the view that discussions with the Kamanga faction must be inclusive with the participation of clubs.

Meanwhile Mwamelo says FAZ will meet MTN Super league team officials to discuss the resumption of the league.

He told ZNBC sports that it is important that the league resumes as clubs have received funds from sponsors and need to pay players who have not played competitive football since last October.

The Andrew Kamanga camp on Monday offered to meet the Kalusha Bwalya Led executive to iron out all outstanding issues surrounding the resumption of the 2011 supper league.

FAZ interim General Secretary Simataa Simataa said the meeting was necessary in the interest of soccer in the country.

Simataa confirmed the offer in a statement released to ZNBC Sports in Lusaka.

Earlier, Football Association of Zambia -FAZ- Vice-President Boniface Mwamelo had told ZNBC Sports News that the Super and division one leagues would kick off this Saturday.

He said FAZ delegates that met at Mulungushi International Conference Centre last Saturday resolved that the league should resume after the Annual General Meeting-AGM.

FAZ also set April 30, 2011 as the new date for the AGM, which will be held in Kabwe.

Clubs have already started preparations for the new soccer season but the infighting in FAZ has delayed the resumption of the league which was scheduled to begin last weekend.

Man hacks wife, commits suicide

A man of Mufulira has committed suicide after killing his wife and seriously wounding his mother-in-law with an axe.

Copperbelt Province Police Commanding Officer Martin Malama has identified the man as Lewis Chomba.

Dr. Malama has told ZNBC News in Kitwe that Chomba’s wife Brender Ziwawo run away to her mother following a dispute with her husband.

The husband followed the wife to her mother’s home where he murdered her.

Dr. Malama says the husband then used an axe to inflict deep wounds on his seventy-year old mother-in-law, Violet Mutuba who sustained serious injuries.

The man then drunk Boom and died later.

The injured old woman is in hospital while the bodies of the husband and his wife are in the mortuary.

UPND refutes HH will back RB in polls

The United Party for National Development UPND has dispelled information circulating on one of the online publications that its leader Hakainde Hichilema will endorse President Rupiah Banda in this year’s elections.

 

UPND deputy spokesperson Cornelius Mweetwa has described the information as nonsensical stating that his party will never endorse the presidency of the MMD.

Mr. Mweetwa says the information is being circulated by enemies of the party that would want to see the UPND collapse.

He says the UPND has been fighting the Movement for Multiparty Democracy since its inception, and wonders how the party can now enter into alliance with the ruling party.

He has since stated that despite the negative publicity the party has continued to receive, it will not stop from advancing its agenda to the Zambian people.

Mr Mweetwa adds that the party will this Saturday launching the Vote for HH 2011 campaign in Lusaka ahead of the polls.

He says the launch will mark the beginning of the campaigns for the UPND ahead of the tripartite elections.

Information circulating indicates that Mr. Hichilema will endorse president Rupiah Banda as the presidential candidate a few days before filing of presidential nominations.

It is reported that high level secret meetings have been taking place since early last month between Mr. Hichilema, President Banda and top level private trustees.

Some MMD leaders in Western Province not impressed with PEC

The MMD in Kalabo District has appealed to the National Executive Committee (NEC) to seriously check the delegation list for the National convention.

Kalabo District MMD Chairperson David Nyundu said the selection of the delegation list in the Western Province was not properly conducted by the Provincial Executive Committee citing that in Kalabo District most leaders both at the district and constituency levels were left out.

Mr. Nyundu complained that major players in the district who are leaders were left out from the delegation list by the Provincial Executive Committee for unknown reasons.

He named the affected leaders as Women District Chairperson Peggy Lisulo, Kalabo Central Constituency Chairlady Charity Mwiinga and Liuwa constituency chairperson Simushi Mutundu.

Mr. Nyundu said some party officials were feeling left out, a situation he said was not healthy considering that it was a party election.

He described as unfortunate the Provincial Executive Committee’s decision to live out the district leadership as there were the ones mobilizing the party at the grassroots and promoting unity in the party.

Mr.Nyundu reaffirmed the district’s support for President Rupiah Banda and MMD government during this year’s general election as the district and the province as a whole is an MMD strong hold.

The MMD national convention is scheduled to take place in Kabwe from the 5th to7th April 2011.

New Zambian wholly-owned company to build $20m Lime plant

Over 50 jobs will soon be created in Ndola following a decision by a local firm Astrea Investments Limited (AIL) to construct a modern quick lime processing plant in Ndola at a cost of US$20 million this year.

The company will be the second one to venture into lime processing activities in Ndola apart from the existing Ndola Lime Company.

AIL public relations manager Kelvin Sampa said plant construction is expected to start in the third quarter of this year.

The plant will have a capacity of 300 tonnes of highly reactive quick lime per day and hopes to end the monopoly in lime supply.

Mr Sampa said this in an interview in Ndola, adding that over 50 jobs will be created and the number is expected to increase in due course.

He said the plant will create opportunities for local people and enhance poverty alleviation.

“It will take 16 months to complete the state-of-the art quick lime plant to be situated in Ndola,” he said.

The company has purchased equipment for the plant from Europe and indicates that it will meet the international environmental standards for pollution control.

Mr Sampa said AIL is a new Zambian wholly-owned company that has expressed interest in the lime manufacturing sector following the high demand for the product due to increased mining projects in Zambia.

He said the company will supplement the insufficient lime products on the market which at times are imported from South Africa and the Middle East.

“The demand for lime is so high that some stakeholders ended up importing from South Africa and the Middle East,” he said.

He said good investment policies have resulted into increased investment on the Copperbelt, and Ndola in particular, adding that Government has continued to attract both local and foreign direct investments.

“We commend Government for ensuring that there is a level playing field in the country by coming up with policies that will advance investment in all economic sectors,” he said.

Tip #1: Excellent Executive Summary

An Executive Summary can be a combination of both the background and introduction. You must write an effective and compelling Executive Summary. It will ensure that you and whomever reads your plan can instantly grasp what your overall projected business picture will look like. This is an overview. It addresses the who, what, where, when, why and how. It must be strong and fabulous.

Tip #2: Assess Your Skills, Abilities and Experience

It is very important to know what your skills, abilities and hobbies are. Your business is likely to be successful if you can transform these skills into ventures that can earn you money. This helps you focus on your strengths and not weaknesses. In your business plan, you need to clearly outline what your skills are and what other partners are also bringing whether it is in the form of skill or experience. Address the three Es. These are experience, expertise and examples. What is your experience in doing this kind of business? What exactly is your expertise and how will you be tapping into the expertise of others? Do you have any successful examples of how you the best person to run this business venture?

Tip #3: Realize the Risk of Business

Getting involved into business is also risk business. Remember that your business will need your undivided attention. This means you will risk money, you will risk time, you will risk personal resources, and you will risk your energy. Remember there is no sweet before you sweat. You clearly need to determine how you will ensure that your vision is sustained and your morale is high as you get into writing a business plan and implementing it.

Tip #4: Know your Competitors

Know your competitors by name. Where they are located, who are their managers, the varieties of products they offer, their prices, their discounts, their strengths, their weaknesses, and any other relevant information. Research, research and do more research!

Tip #5: Know your Customers

Know what kind of people are going to buy your product and service. Are you going to get the same customers as those of your competitors? Or are you entirely creating a new customer base? Do you know the demographics of your customers—their age, income, where they live, lifestyle, etc? I am often disappointed when I help clients writing business plans because they seem never to have a target customer base in mind. I often encourage them to have a target market and design their products to meet the needs of that market.

Tip #6: Have a Marketing Strategy

It is important to develop a step-by-step plan on how you are going to enter the market. Put up a plan on how you are going to compete favorably on the market. Are you going to be price-driven or service-driven? Marketing strategy is the pillar of the business plan. Many small businesses in Zambia have failed because our entrepreneurs lack the skills of marketing and the spirit of resilience.

Tip #7: Have a Start-Up Budget

Ensure that you have put aside a specific amount of money for the business. Whether this money is borrowed or is from your pocket. The start-up budget should clearly be reflected in the business plan.

Tip #8: Put up a Strong Management Team

The people that are going to run your business are very important. They are like builders. The blueprint is already done and all the materials are already gathered. Now the huge task to making all these materials transformed into a lovely building remains on the shoulders of the builders. The management team needs to know what to do every time. Ensure that your management team knows what your expectations are. Give them goals to meet. Do not tolerate any slackers.

Tip #9: Do a Cash-flow Analysis

This is perhaps the most important part of your business plan. If you are borrowing money or looking for potential investors or business partners, this is where they will first look at. A cash-flow analysis determines what your revenues will be, what your costs will be and what profits you will be making over a predetermined period. Cash-flows are the blueprints of the business plan.

Tip #10: Utilize Professional Services

In order to come up with a compelling business plan it is important that you use professional help. Consult a professional business plan writer, a banker and a lawyer so that they can help you put all the loose ends together. It will cost you but it is worth every Kwacha spent. Remember cheap is expensive.

Shoprite workers stay put

Striking Shoprite workers have vowed not to go back to work until management pays out the sixteen billion kwacha service fund owed to workers.

ZNBC found Shoprite workers at Manda Hill chanting slogans and dancing in protest against management.

Several shoppers were disappointed to find the Manda Hill store closed.

National Union of commercial and industrial workers President Robert Munsanje says the workers will not return to work until management pays out the sixteen billion kwacha or transfers the funds to NAPSA.

Mr Munsanje told ZNBC News on Tuesday that the workers are also demanding an end to casualisation of workers.

He said about 70 percent of the workers at Shoprite are casual workers.

Mr Munsanje says Shoprite management has been taking workers for granted for too long.

Efforts to get the minister of labour failed as he was reported to be in a meeting.

Rugby player Kaminsa arrested for causing death by dangerous driving

VETERAN rugby player, Musonda Kaminsa was on Sunday arrested in Ndola following two fatal accidents which claimed national sevens coach, Owen Busange and two other players on the Ndola-Kitwe Dual Carriageway.

And Busange who died in a road accident on Saturday will be buried in Chililabombwe today after a post-mortem which will be conducted in Ndola at 08.00 hours this morning.

Copperbelt police chief, Martin Malama said in an interview yesterday that Kaminsa, 33, was arrested for causing death by dangerous driving.

Malama said Ndola police also nabbed Andrew Chabilika, 34, whose BMW vehicle hit and killed Busange and Lusaka rugby player, Kapasa Bwalya after careering off the road, for causing death by dangerous driving.

Kaminsa has since been bonded to enable him seek medical attention for a deep cut he sustained during the road accident while Chabilika was still in police custody.

The duo is expected to appear in court soon.
On Saturday night, Kaminsa’s Toyota Hilux Twincab registration number ACM 6192, careered off the road near the junction to the Ndola Girls Technical High School, killing United Kingdom-based rugby player, Mwango Katema on the spot.

Chabilika’s BMW registration number ACL 9599, also swerved off the road at the same spot and hit Busange, Bwalya and other players.

Malama said Busange died on the spot after sustaining head injuries while Bwalya died later at Ndola Central Hospital. Eight other players sustained injuries.

Zambia Rugby Football Union (ZRFU) communications manager Martin Musunka, who announced Busange’s burial programme in a statement, said the procession will start from Ndola soon after the postmortem and burial will take place in Chililabombwe upon arrival of the body.

Musunka said the Lusaka Rugby Club executive committee has opened a book of condolences for all rugby stakeholders to sign and that all the players who were injured from the two accidents have all been treated and discharged from Ndola Central Hospital.

These are Kaminsa, Kaiko Lungu, Chancy Mulama, Isaan Munganga, Chipampa Mwila, Taona Kalunga and Julius Kalunga. Another player was from Kitwe who travelled with the late Busange, Fidelis Kachusha.

Let’s dialogue, Kamanga tells Kalu

THE FAZ faction has extended an olive branch to the Kalusha Bwalya led executive committee for a meeting to iron out some contentious issues ahead of the crucial annual general meeting (AGM) next month.

Faction leader, Andrew Kamanga said in Lusaka yesterday that there was need for the FAZ executive to meet with his team so that matters relating to the resumption of the local football league were addressed.

Kamanga said his group wanted to see the 2011 league action start soon after the postponement of the AGM at the weekend.

But when contacted, Kalusha, who at the weekend said the league would start on April 2, refused to comment on the matter.

And in a statement yesterday, faction acting general secretary, Simataa Simataa said: “In the interest of soccer, we offer to meet urgently with our colleagues to iron out all issues surrounding the resumption of the 2011 league which is currently linked to the holding of the AGM.”

On whether his team was agreeable to the April 30 date for the council meeting in Kabwe, Kamanga said there was need for the two groups to sit and agree on the most suitable date.

On Saturday when he addressed some councillors and observers at Mubende Country Club in Luanshya, Kalusha said the Premier League would resume this weekend with Super and Division One matches.

He called on all stakeholders to put differences behind and focus on the game and avoid disappointing sponsors like Supersport International, who were ready to begin televising of live matches and mobile phone providers, MTN Zambia, who recently signed a sponsorship deal for the league.

Kalusha also said the FAZ AGM was deferred to April 30 but the faction stated that the meeting should be held by March 31 in line with the association’s statutes which stipulate that the AGM is staged every first quarter of the year.

The FAZ AGM was postponed after the two groups failed to agree on the venue.

Sichinga questions benefits of high copper production to Zambians

Economic consultant Bob Sichinga has questioned the benefit the increase in copper production in the country is having on the lives of the Zambian people.

Mr. Sichinga has noted that if the correct mining tax regimes were implemented in the country, the high production of copper would have been benefiting Zambians.

He adds that economic development would have increased if the government re-looked at the tax regime in the mining sector.

Mr Sichinga says boasting that Zambia has attained economic development by the current government is false reading of the situation.

Mr. Sichinga in an interview with QFM says Zambia can attain a lot in terms of development if the country heeded to calls on the need to review the current tax regime for the mining sector.

MMD warns delegates against bringing supporters at the convention.

The MMD has warned delegates to next month’s party convention in Kabwe not to bring in their supporters at the convention.

MMD Acting National Secretary, Chembe Nyangu says the party will only allow people who will be accredited to attend the party convention that is scheduled for Mulungushi University from April 5 to 7.

He said the decision to bar supporters at the convention has been taken to allow free and transparent electoral process which will also be free from harassments and violence.

Mr. Nyangu told ZANIS in an interview in Lusaka that the decision is in line with the party constitution adding that supporters of rival candidates are the ones who usually cause confusion at such gatherings.

He advised delegates vying for various positions in the party to convince their support who will attend the convention to vote for them.

Mr. Nyangu has meanwhile assured all delegates attending the party convention of proper security.

He said the party has put in place strict measures to guarantee safety of all the delegates which include barring all unaccredited people from attending.

He added that the party wants to hold free and fair elections and has since invited some diplomats to witness the convention.

Mr. Nyangu has disclosed that the party has postponed accreditation for delegates, and other invited guests to the convention.
He said the accreditation process for the convention which was supposed to start today at Nakatindi hall in Lusaka has been pushed to Wednesday this week.

He said this has been done to secure the place where the process will be done.

Mr. Nyangu has however expressed satisfaction with the preparation for the party convention.

MMD is next month expected to hold its party convention at Mulungushi University in Kabwe.

PF is under pressure, says Hichilema

UNITED Party for National Development (UPND) president Hakainde Hichilema has said Patriotic Front(PF) leader Michael Sata and his supporters are now under pressure to clear the mess surrounding their party following its alleged promise to defend and protect the rights of homosexuals and lesbians in an event that the PF wins this year’s elections.

Mr Hichilema said in an interview that it was unfair for the PF and what he termed as their favourite newspaper to continue attacking the UPND because it resolved to differ with them over their homosexuality stance.

He said he was an African and a Christian, who did not believe in homosexuality and that his party, should not be unfairly attacked for making its position clear on the matter.

Mr Hichilema, who also accused some sections of the media of openly supporting the PF and neglecting the rest of the opposition parties said, the same media was now misleading the public on the demise of the electoral pact between his party and the PF.

Mr Hichilema said those who wanted to misinform the public on issues which led to the demise of the UPND-PF Pact and his party’s position on some national issues which came out afterwards, were just wasting their time.

“Mr Sata should come out in the open and tell Zambians the truth about his party’s support for homosexuality because a lot of people are aware of the interview he gave to the foreign media in which he suggested that he supports gay rights.

The UPND should not be blamed by this mess which needs to be cleared by Mr Sata and his favourite newspaper,” he said.

He said it was not a secret that The Post Newspaper and Kafulafuta Member of Parliament (MP) George Mpombo, had embarked on a campaign suggesting that UPND was working in collaboration with President Banda to discredit Mr Sata.

Mr Hichilema said the stories published by The Post claiming that he was campaigning for President Banda clearly showed that Mr Mpombo and others were determined to deliberately mislead the public about the UPND position on national issues.

He said the PF’s poor performance in last month’s Mutaba Ward by-election in Kafulafuta Constituency, despite being under the leadership of Mr Mpombo, had left the PF and its supporters bitter.

“The loss of the PF which was being led by the area’s sitting MP has shown the nation that Mr Mpombo no longer has influence in Kafulafuta and among the Lamba’s in general,” he said.

Mr Hichilema said he was consistent in raising issues and not personalities in all his campaign messages in Mutaba and other parts of the country he had been holding public meetings.

“I have held public meetings in Mutaba, Chongwe, Nangoma and Mazabuka but I have personally neve r discussed Mr Sata or any personalities because I believe in addressing issues.

“Its unfortunate that Mr Mpombo is now not happy that the public media covers some of my public meetings just because their favourite newspaper is giving me a blackout they expect all media houses not to cover me. Is this fair?” Mr Hichilema asked.

And UPND Copperbelt Province chairperson Elisha Matambo has accused Mr Mpombo of being ungrateful to Mr Hichilema and the UPND which he alleged assisted him with K10 million last year when he was facing a financial crisis.

Mr Matambo said his party regrets having assisted Mr Mpombo, who once served as its councillor in Kafulafuta before he defected to the MMD.

And Mr Hichilema confirmed that he assisted Mr Mpombo with cash but refused to divulge further details on the matter.

“My only advice to Mr Mpombo is that he should learn to be grateful to people who help him when he is facing serious problems,” he said.

But Mr Mpombo denied having received any money from Mr Hichilema and challenged the UPND to take him to court if he owed them any money.

Meanwhile, UPND trustee for presidential duties Cornwell Sakala advised Mr Mpombo to have integrity and tell the truth about where he go t the K10 million which he used to settle a debt he owed Ndola business-executive Terence Findlay, who dragged him to court after he issued a rubber cheque last year.
