Sata’s political tactics old fashioned- Ronnie

Chief government spokesperson Ronnie Shikapwasha has described Patriotic Front leader Michael Sata’s political tactics as old fashioned.

Lieutenant General Shikapwasha said Mr. Sata is only showing his incapability of becoming a leader as he is a violent man.

He said his conduct on Thursday at the Drug Enforcement Commission were PF cadres who had accompanied him turned violent after being tear-gassed is only exhibited by individuals who are no longer interested in the county’s security.

Lieutenant Shikapwasha, who is also information minister said in an interview that Zambians will not allow anyone to disturb the peace the country has continued to enjoy.

He added that it is unfortunate the PF Leader is the one in the fore-front of perpetuating violence in the country instead of him condemning it.

The chief government spokesperson has since advised Mr. Sata to put his house in order to avoid more violence during the 2011 general elections.

Thirteen people perish on Kapiri-Kabwe road

Thirteen people among them two babies have died on the Kapiri-Kabwe road in a road traffic accident involving a canter truck and a Petrotech- fuel tanker.

Meanwhile, eight people have survived the same accident which happened last night around 21:00 hours after a head-on collision of the canter truck and the fuel tanker.

Both drivers from the accident vehicles are among the dead.

The fuel tanker registration number ABT 3209 coming from Ndola enroute to Lusaka was carrying 21000 liters of petrol and 17000 litters of diesel when it collided with the canter truck which had at least 23 passengers on board.

A ZANIS crew which rushed to the scene of the accident at Vuba area on the Kapiri –Kabwe road found police led by Police Deputy Commissioner- Operations, Dr. Solomon Jere and fire brigade still pulling out bodies of the victims from the wreckage.

By press time the canter truck which was carrying bundles of fish was still trapped underneath the fuel tanker.

Smashed bodies of victims could be seen within the mangled canter truck which was trapped underneath the oil Tanker.

Police Deputy Commissioner, Solomon Jere told ZANIS that the accident happened when the driver of the canter which was coming from Kabwe veered off the rightful lane to avoid hitting into a stationary truck.

Dr. Jere said the driver of the canter truck tried to avoid the stationary truck on his lane resulting in him going into the other lane were he collided with an on coming Oil Tanker which was on its rightful lane.

He said police do not know the exact number of bodies trapped under the fuel tanker as they were still awaiting a crane from Lusaka to move the tanker.

Dr. Jere said the operation was also considering decanting the fuel from the tanker to make it lighter for it to be easily hoisted from over the canter.

He however said police and fire brigade have only managed to pull out 13 dead bodies among them two children who have since been taken to Kabwe General Hospital Mortuary.

The Deputy Commissioner said police are still working out ways of retrieving the bodies which were still believed to be trapped in the canter truck beneath the oil tanker.

Dr. Jere said the eight survivors have been rushed to Kabwe general Hospital for treatment describing their conditions as critical.

“As you can see the tanker is still on top of the canter truck and the crane that we have is smaller so we have called for reinforcement for a bigger crane so that we remove the tanker. The other option is to decant the fuel from the tanker but this is also proving to be a delicate operation,” Dr. Jere said.

Dr. Jere blamed the accident on careless driving and overloading on the part of the canter truck driver.

Dr. Jere advised motorists to observe traffic rules to avoid such tragic accidents which cost lives of people.

He described the accident as the worst that has happened in a long while in the country.

Two other vehicles were also extensively damaged from the accident after they avoided ramming into the fuel tanker.

The two vehicles were following the fuel tanker which collided with the canter.

All passengers from the other two vehicles survived with minor injuries.

Zambia Face Tanzania In The Midst Of Chaos At Home

As turmoil swirls at home, the Zambia national team tries to focus on matters on the field today when they open their Cecafa Senior Challenge Cup campaign against hosts Tanzania in a Group A match this afternoon in Dar-es-Salaam.

This will be the two sides first meeting since Tanzania beat Zambia 1-0 in a friendly match on November 21 , 2007 in Dar-es-Salaam despite Zambia attending last two Cecafa Cup tournament’s.

The game will also mark Zambia coach Dario Bonetti’s first tournament outing since his appointment as trainer in July.

A good start will bring a breath of fresh air for the fans back home who are looking to escape the ensuing intriguing sideshow that has seen two parallel football governing structures battling to run the game in Zambia.

Bonetti will be banking on mostly local talent for this tournament that will also see Russian-based striker Chisamba Lungu make his competitive tournament debut for Zambia in Tanzania.

Lungu is one of two foreign-based players in the team.

Fans at home will be eager to see whether he is all hype or the real deal after some earlier eye-catching displays at under-17 level three years ago.

Meanwhile, Bonetti has been boost by the arrival in camp of three players who include Konkola Blades striker Felix Sunzu Junior.

Sunzu returns to the fold for the first time in a year since playing in the Cosafa Senior Challenge Cup in Zimbabwe last year where Zambia finished second behind the hosts.

Sunzu together with Zesco United striker Jackson Mwanza and midfielder Sebastian Mwansa of DR Congo and African club champions TP Mazembe joined the team on Friday, 24 hours after Bonetti and the rest of the Zambia side landed in Dar.

And another person hoping to make an impress is Red Arrows striker Dube Phiri who is the sole survivor of the team that lost to Tanzania three years ago.

Zambia will face Burundi in their penultimate Group A match on Tuesday before facing Somalia on Friday.

Politicians urged not to politicise the Barotse Agreement

The Bishops Council of Zambia has cautioned opposition politicians not to aggravate the Barotse agreement by politicizing the issue.

In a statement released to ZANIS in Mufulira today, Council President Bishop Peter Chinyama said the Barotse agreement is a serious matter that can bring serious political tension and division in the country if not well handled.

Bishop Chinyama observed that some opposition politicians are trying to gain cheap political mileage over the Barotse agreement a situation he said would aggravate the whole matter.

He urged the opposition politicians to try and promote national unit instead of dividing the country by peddling their selfish political agenda.

He advised the opposition politicians to realize that first President Dr. Kenneth Kaunda was not unwise when he worked towards uniting the entire country including the Barotseland through the motto One Zambia One Nation that held the country together since independence.

Bishop Chinyama further urged politicians who were claiming to speak on behalf of the people of Western Province to also realize that Western Province had highly educated people and successful politicians who fully understand the documents and implications of the agreement.

He said the elite from the Western Province would have done something if harmonizing the agreement could be helpful to the province and the nation at large.

He however commended government for the way it handled the matter.

Recently PF Leader Michael Sata was quoted in some section of the media as saying that he was ready to help the people of Barotseland gain independence from the rest of Zambia.

Government to monitor NGO funds

A Copperbelt based senior citizen has praised government for coming up with a mechanism of closely checking on Non Governmental Organizations who were receiving resources from the donors to see whether such resources were reaching the intended beneficiaries.

Mr. Paison Kasompe told ZANIS in Ndola that government should be commended for the mechanism of following up on NGOs who were claiming to be doing some projects of assisting the poor in communities to see whether they were indeed doing something on the ground.

He said there were many NGOs which were claiming to be addressing certain community problems with the people but there was no corresponding effect on the ground.

He said it was important for government to strengthen the monitoring and checking mechanism for all registered NGOs so that through such efforts, there could emerge strong institutional systems which should be user friendly in ensuring that the poor people in the community were not just being paraded as justification for receiving donor aid but in fact not the beneficiaries.

He added that it was shocking that most NGO directors were living luxurious lives and driving the most expensive vehicles at the expense of the poor people registered in their books for donors to see.

Mr. Kasompe said it was important for government to take interest in what NGOs were claiming to be doing on the ground through such follow up checks on where the purported support from well wishers and donors had gone after a year or two of receiving it.

He said many NGOs were lacking administration capacities and needed to be helped in areas where they were manifesting weaknesses.

He said through various registration offices it was important for government to come up with a directory for all NGOs even going from district to district and measure the relevance of the existing NGOs in the communities they claim to be serving.

He recommended that those which do not live up to their mandate should be helped through linkages and networking mechanisms with others in order for them to become useful and relevant in society.

Over $15million spent on FJT’s London case

Parliament heard today that government spent $11 million in foreign legal fees in the London court case involving second republican president Fredrick Chiluba.

Justice Deputy Minister Todd to the house that government spent $2.3 million on local legal fees in addition to k1.2 billion.

Mr Chilembo says government spent K305 million in travel expenses for the Attorney General and support staff.

He explained that travel costs for officers from the defunct task force on corruption staff amounted to K211 million.

Mr Chilembo was responding to a question by Solwezi central Member of Parliament Watson Lumba who wanted to know how much money the Government spent in the London Court case involving the Second Republican President in legal fees and travel costs for the Attorney General and support staff,and what the benefit of the case is to the country.

And vice president George Kunda who is also Justice Minister said government did not appeal for the registration of the London judgment in the Zambian courts to avoid incurring more costs in a futile exercise.

He says the Attorney General guided government that it would be an exercise in futility to lodge an appeal for the registration of the London judgment.

The vice president however says government has managed to recover money and property from some of the defendants including Meer Care and Desai and former Zambian ambassador to the US Atan Shansonga.

Interim Faz president Andrew Kamanga has said his elected administration will engage Fifa over their Friday emergency council meeting that brought his executive committee to power today at InterContinental Hotel in Lusaka.

Fifa does not recognize today’s ECM and only endorsed Saturdays parallel meeting to be chaired in Kabwe by embattled Faz president Kalusha Bwalya.

In attendance at Friday’s meeting were National Sports Council officials Smart Mwitwa and Elliot Mphende including Faz life members Luxon Kazabu and David Phiri.

Kamanga’s interim executive committee has been handed the mandate by the councilors for a period of 90 days starting November 26.

Kamanga , a Lusaka-based energy consultant and official at  Kabwe Warriors, was elected unopposed with three other executive committee members namely ex-Roan United chairman Kephas Katongo who scooped the vice president post and Rix Mweemba from Mazabuka United as treasurer.

“That is part of the strategy,”Kamanga said after his election. “We will be talking to FIFA. We almost immediately engage them in discussions.

“They still haven’t heard from the two thirds and now that we have got a formal structure where the two thirds have decided and mandated us to deal with this issue. I think we are now in office to deal with that.”

Kamanga added that the 122 Faz councilors vote was a sign of the prevailing maturity of the democratic process in Zambian football.

“The councilors have made a decision and all we can do now is move forward on the basis of the constitution,” Kamanga said.

Meanwhile, while Kamanga, Katongo and Mweemba went through unopposed, six committee members from 17 that stood were elected.

They are Profund Warriors boss Ritchie Nawa, Zanaco official Stafford Kayame, Keith Mwewa of Nkhosi Warriors and Patricia Nyirenda from Kum’mawa.

Hellen Mubita of Lusaka City Council FC and Referees Association of Zambia president Welly Chikuka complete the list of committee members.

Focus now shifts to Saturdays ECM in Kabwe that Kalusha will chair as the Faz saga continues to unravel.

Andrew Kamanga elected as FAZ Interim President

Petitioners at the on going first of the two emergency council meetings (ECM), have elected Andrew Kamanga as the interim FAZ president to act for 90 days. Mr Kamanga, together with his Vice President, Kephas Katongo and the Treasurer, Rix Mweemba, have been elected unopposed.

At the time of this writing, the elections of six committee members from 17 candidates was underway and Lusakatimes will update you as soon as that information is made available.

Today’s agenda for the ECM was the election of chairperson, confirmation of dissolution of the executive led by Kalusha Bwalya. According to the delegates meeting today, FAZ dissolved itself according to the findings of the National Sports Council of Zambia after the resignation of committee members Henschel Chitembeya, Pivoty Simwanza, Violet Bwalya and vice-president Emmanuel Munaile.

But FAZ communications manager Erick Mwanza has maintaned that the petitioners meeting today are unconstitutionally threatening Zambian football.

He sais the holding of today’s meeting by the group lacked the basis as the right procedure has not been followed.Mwanza regretted that the petitioners had failed to follow the guidance given by FIFA over the perceived wrangles that have befallen FAZ.

The world soccer governing body was responding to recent correspondence from FAZ over the parallel meetings scheduled for Lusaka today and Kabwe tomorrow.

Today’s meeting has had enough affiliates in attendance to form a quorum and it remains to be seen if tomorrow’s meeting recognized by FIFA will have enough attendees to form the required quorum to transact.

Zambian Football At Crossroads

One of the most intriguing 48 hours in Zambian football history will be played out in when parallel Faz emergency council meetings are held by two camps, in separate towns, both with the potential to change football landscape as we know it.

Call it a tale of two cities with first part of the drama to be played out in Lusaka on Friday where the growing influence of latecomer to the game Zambia Premier League and the more established Tea Party grouping of lower league teams gathering at InterContinental Hotel.

The agenda of the rebel group of 147 clubs will sit to vote for an ECM chairman and dissolve the current Faz executive committee whose constitutionality has been in dispute after the resignation of four committee members in early October.

Thereafter the Lusaka band of brothers is set to vote in a new Faz executive whose candidates have been very cagey about their ambitions over the last fortnight.

Fridays ECM will be happening without the blessings of Fifa whose statements have done little to even win public favor.

Meanwhile, Kalusha Bwalya will on Saturday chair the second and Fifa-recognized ECM at the Zambezi Source Motel in Kabwe.

What is on their agenda? The president’s speech for one and the status of Kalusha executive which the 1988 African Football of The year has insisted is illegal despite four resignations and the stepping down of three of four other co-opted members.

This is one intercity drama that will be hard to predict but one thing is for sure, football will never be the same again by the time we wake up on Sunday morning.

Govt buys over K10 billion worth of maize in Solwezi

Government through the Food Reserve Agency (FRA) has bought about 156,789 by 50 kilogramme bags of white maize at a cost of over K10.1billion in Solwezi district of North Western Province.

Solwezi District Commissioner Frobisher Fulayi disclosed that K9, 840,480,000 has so far been paid to the farmers while K305,805,000 for 5 397 by 50 kg bags of white maize was yet to be paid.

Mr. Fulayi said over 95 percent of the purchased crop had been mopped up to the main storage depot.

He told ZANIS in an interview in Solwezi today that mitigation measures have been put in place to secure the crop from being soaked by rains.

Mr. Fulayi said the maize had been covered with tents where sheds are not available.

The District Commissioner expressed gratitude to Government for its commitment towards paying farmers for the maize purchased, adding that this would enable farmers plan for the 2010/2011 farming season.

Mr. Fulayi encouraged farmers to plan effectively and work even harder to have another bumper harvest to sustain food security at household level.

Mining firms to pay over K1 trillion in tax arrears

Mining companies in Zambia have agreed to pay K1.426 trillion in tax arrears arising from the 2008 mining tax regime.

Finance and national planning minister Situmbeko Musokotwane told parliament in a ministerial statement that this follows the finalization of the discussions between government and all the mining companies.

Dr Musokotwane says the discussion focused on the need for the mining companies to pay tax arrears arising from the changes that were introduced in 2008.

He says all the mining companies have agreed to pay the tax arrears.

He adds that it has also been agreed that the windfall tax arrears be reassessed at 25 percent to ensure that the assessed total liability does not exceed the 47 percent effective tax rate which was intended.

Dr Musokotwane says of the total tax arrears owed by the mining companies, government expects that K458.5 billion will be paid by the end of 2010, while the balance of K967.6 billion will be settled in 2011.

He says government will ensure that all arrears owed by the mining companies are paid by 30th June 2011.

Dr Musokotwane further disclosed that all the mining companies have agreed to start paying taxes based on the current tax regime.

And Dr Musokotwane says the design of the abolished windfall tax was defective and not consistent with international practice as it was based on taxing revenue.

He explains that the windfall tax did not take into account the cost of production.

Inflation drops further

Zambia has recorded a further reduction in its annual inflation rate, from 7.3 percent in October, to 7.1 percent for the month of November.

Central Statistical Office -CSO- Acting Director John Kalumbi has attributed the drop to a reduction in the cost of some food items.

He disclosed this at a media briefing in Lusaka today.

Mr. Kalumbi said prices of food, beverages, tobacco, recreation, and education pushed this month’s inflation downwards.

He said the national average price of a 25 kilogram bag of Breakfast mealie meal reduced from K55661 to K54635 .

UPND MPs don’t regret taking part in NCC

UPND members of Parliament (MPs) have said they do not regret participating in the National Constitutional Conference (NCC) as the draft Constitution born out of the exercise is better than the current Constitution.

Responding to a question in Lusaka yesterday during a Press briefing on whether the UPND was not ashamed of having taken part in the NCC, the parliamentarians led by Monze MP Jack Mwiimbu said it was a worthwhile decision to take part in the exercise.

Mr Mwiimbu, who is UPND chairperson for legal affairs, said it was going to be shameful for the party if the Government failed to take the draft Constitution to Parliament, which was not the case.

“As UPND MPs, we are not ashamed of having participated in the NCC. We would be if the Government decided not to bring the draft Constitution to Parliament. The NCC was not formed to enact a Constitution but to make recommendations.

“The enactment of the Constitution is the domain and jurisdiction of Parliament, which is the body with powers to alter or repeal the Draft Constitution,” Mr Mwiimbu said.

Mr Mwiimbu said the draft Constitution Bill would be tabled in Parliament next year and the House shall decide on the matter.

“In fact, the draft Constitution is even better than the current Constitution. It has good clauses which are in the interest of the Zambian people although many other good ones were rejected,” Mr Mwiimbu said.

“There is no doubt that the UPND did its best in the NCC deliberations, that is why contentious issues like the 50 plus one as well as the bill of rights have been referred to the referendum.

“In any case, it is not too late. Zambians have to lobby MPs to ensure they debate the Draft Constitute in their interest for a good product. In fact, even the 50per cent plus-one clause can be reintroduced,” Mr Mwiimbu noted.

“We cannot have a pact without the backing of the Constitution but with this provision in the Draft Constitution, the pact will be consummated. It will, therefore, be wrong to say the Draft Constitution is not okay, it has good clauses that are progressive,” he said.

Mr Mwiimbu said the MMD did not even have the two-thirds majority to enable it pass the new Constitution but it would still need to lobby the opposition to do so and the UPND would render its support if the interest of the Zambian people came first.

Mapatizya MP Ackison Sejani said it was not shameful for his party to have taken part in the NCC because it contributed enormously to the deliberations of the body on contentious clauses which were now referred to the referendum.

His Mazabuka counterpart Garry Nkombo said it would have been folly for the UPND to go against its decision in Parliament by not participating in the NCC.

Mr Nkombo said when the law to enact the new document was passed in the House, all the UPND, PF and the MMD members supported it.

Kalomo MP Request Muntanga said the party participated in the NCC because it believed that it would help change things from within the body and not outside.

US to give Zambia K1.2 trillion for AIDS fight

ZAMBIA and the United States of America have signed a partnership framework for HIV/AIDS that will result in the US government giving out K1.2 trillion next year towards the AIDS fight.

And Health Minister Kapembwa Simbao has commended the US government for its continued support to the health sector even in the face of the global financial crisis in 2008 as well as Zambia’s financial mismanagement last year.

The partnership framework agreement would run from 2011 to 2015.
United States Ambassador to Zambia Mark Storella signed on behalf of his government while Mr Simbao and Finance and National Planning Minister Situmbeko Musokotwane signed on behalf of the Zambian Government.

Speaking during the signing ceremony, Mr Simbao said over the years, America had consistently increased its level of funding to the entire health sector even in difficult times.

“What is exciting is that funding from the United States government did not decrease during the global financial crisis while there was no withdrawal or suspension of funding by the United States government following the allegations of financial mismanagement in the health sector last year,” Mr Simbao said.

He said the Government would ensure that the agreed-upon measures to strengthen governance in the health sector were implemented to stop a repeat of the financial mismanagement of 2009.

Mr Simbao said the Government was committed to the fight against AIDS and commended America for its continued help.

The minister said the increasing number of patients due to HIV/AIDS was overwhelming the health sector as well as devastating on the country’s economy.

Speaking earlier, Dr Musokotwane said thousands of people were dying of AIDS on an annual basis.

Dr Musokotwane said Zambia was ranked seventh highest globally among the countries suffering from AIDS.

“HIV and AIDS pandemic is one of the main challenges affecting the effective delivery of health services in Zambia. The devastating effects of HIV/AIDS run across all economic and social sectors, implying that the disease is not only a health problem,” Dr Musokotwane said.

He said the partnership agreement was in line with the Sixth National Development Plan (SNDP).

And Mr Storella said the funds would be for strengthening, prevention, treatment, care and support activities in the fight against AIDS.

He said AIDS was one of the greatest threats to sustainable human development and regretted that there were more than one million Zambians living with HIV.

“Zambia’s achievement of national targets as of 2009 includes testing 1,550,000 people and placing nearly 285,000 men and women on anti-retroviral therapy.
