Zambia Face Tanzania In Cecafa Cup Opener
Zambia has been drawn in Group A with hosts Tanzania at this year’s Cecafa Senior Challenge Cup.
Somalia and Burundi complete Group A of this year’s Cecafa Cup to be held in Dar-es-Salaam from November 27 to December 12.
Zambia kickoff their preliminary round Group A campaign on November 27 against the hosts Tanzania at 15:00.
They will return to the field on November 30 to face Burundi at 13:00 and finish off against Somalia in anonther lunchtime kickoff this time against Somalia on December 3.
Zambia is one of three guest teams at this year’s Cecafa that also includes Cote D’Ivoire and Malawi.
Malawi are in the tournaments group of death in Group C that comprises of Kenya, Ethiopia and defending champions Uganda.
Cote D’Ivoire are in Group B with Rwanda, Sudan and Zanzibar.
Runner-up from Group A will face runner-up from Group B while Group A winner will take on the second of two best overall third placed team from the preliminary stage.
Winner from Group B will play runner-up from Group C takes on the first of the best from two third placed teams.
The matches all be televised on SuperSport channel.
FAZ Wrangle: And now Referees join in
Referees will not officiate Wednesday afternoon’s league game between ZANACO and Green Buffaloes Football Club scheduled for Lusaka’s Sunset Stadium.
Referees Association of Zambia President Welly Chikuka says his association will not officiate at the games, because they have been informed by Zambia Premier League- teams that they will be no games Wednesday afternoon.
Chikuka said it will be expensive for his association to send match officials when they will be no games.
Chikuka was speaking in an interview with ZNBC Sport from Kasama.
He urged the Football Association of Zambia to listen to stakeholders and resolve the current problems in the local soccer governing body.
Chikuka said this is the first time in the history of Zambian football that teams are boycotting games.
The Zambia Premier League teams Tuesday withdrew their participation in all scheduled games until the Football Association of Zambia convenes an emergency council meeting to discuss contentious issues surrounding soccer administration in the country.

UPND castigates Scott
The UPND leadership has castigated Patriotic Front-PF- Vice President Guy Scott for questioning its political strength in the just ended Mpulungu and Chilanga Parliamentary by-elections.
The UPND leadership feels Dr Scott’s article in Wednesday’s edition of the Post Newspaper is unrealistic and misleading.
UPND National Youth Spokesperson, Ronald Manenga says Dr Scott should acknowledge that UPND is gaining more support than the PF.
Mr Manenga has advised Dr Scott to refrain from issuing biased opnions that are contrary to facts on the political scene.
He said the UPND captured the Chilanga seat without any support from the PF.
And UPND Deputy Spokesperson Cornelius Mweetwa has described Dr Scott’s assertions as blared.
Mr Mweetwa said UPND will NO longer respond to Dr Scott’s misleading opinions.
He explained that the UPND has won 10 local government seats and three parliamentary by-elections since 2008 while the PF has lost five seats to the MMD, winning only one local government election.
He was speaking in an interview with ZNBC News in Lusaka.
In today’s edition of the Post newspaper, Dr Scott states that the PF lost the Mpulungu by-election because there is little presence of the UPND in the area.
Dr Scott further stated that UPND won the Chilanga seat because it is a PF stronghold.
Meanwhile, The National Restoration Party-NAREP says the Patriotic Front-PF-UPND Pact is taking the people of Zambia for granted by delaying to announce its leader.
NAREP National Youth Chairman John Pghiri says the pact should not think it’s the last hope and option for the country.
Mr Phiri was speaking in an interview with ZNBC News in Lusaka Tuesday.
He said it is clear from PF leader Michael Sata and his UPND counterpart Hakainde Hichilema that they are both eager to lead the pact at all costs.
But when contacted for a comment, Pact Co-Spokesperson Charles Kakoma disclosed that the political alliance has a deliberate strategy to announce its candidate at the end.
Mr. Kakoma said the pact will not be pushed to announce its candidate because its strategy of delaying to announce the presidential candidate for 2011 is progressing as per initial plan.
He called on opposition parties like NAREP to concentrate on selling their own 2011 presidential candidates instead of getting embroiled in matters of the pact.

Barclays Bank and its apartheid style Banking

In his album, Mankani Angu, Australia-based Zambian musician Larry Maluma has a song titled Every Bank Is A Robber. Well, time allowing, that is a topic needing intense discussion.
Anyhow in Zambia, the gazetted minimum wage is K260, 000.00 per month but Barclays Bank Zambia, which has just been chosen as the Bank of the Year, will ask you to pay an extra K200,000 per-month if you want to bank with them as a Prestige Customer. They call it Club Membership, the same term the Afrikaners were using just after apartheid was abolished in South Africa to deny a Black African entrance to some pubs, claiming it to be a members pub only.
Well in Zambia, we know that the majority live on less than a dollar a day. In fact, 60 percent of the population is poor. But Barclays does not care if you are unable to afford the K200, 000 every month. As a customer, you have to go to the general banking sections and cannot also go to certain branches. And where you can, you will have a few tellers attending to the over-100 of you while next door in the same bank, you have three or four tellers attending to the so-called prestige members.
Whichever way you look at it, I do not think this is the kind of banking we need in Zambia yet. This is cheap and segregative in its absolute extreme. There is certainly no room for that in Zambia right now until we perhaps empower our people. South Africa, which has a far better economy than Zambia, does not have such a system.

My personal experience at Barclays Bank made me wonder what our government is doing if they can allow such kind of business practices. Little wonder our politics are now segregative, based on tribal lines. One wonders where the spirit of One Zambia, One Nation has gone.
I wanted to deposit some money for some uncle of mine who needed the money to buy medication.He needed K300, 000. I decided to go the nearest Barclays Bank, which for me was Arcades Shopping Centre. I was made to wait inline for 30 minutes only to be told I could not deposit the money because the account holder was not prestige.
I tried to reason and explain to them that the client is theirs and not mine. As a compromise, they offered to accept the K300, 000 but said they will charge my uncle K200,000 for membership. I said hell no and went to Longacres Branch, which was the recommended bank. Mind you, I do not bank with them.
On arrival at Longacres, I saw a big sign for Barclays parking, when I got to the gate they would not allow me to park in the Barclays Parking area because I had no prestige card to show the security guy that I was prestige member. So, I went looking for space to park my car, having found it, I went inside the bank.
There, I stood on the queue for about for 20 minutes before I discovered I had to pick a ticket from an automatic machine at the door. Yet, when I was entering, there was no one to advise me of that. So, I went back to the machine and back in the queue.
In the end, it took me two hours to deposit 300 pin including all the movements. The first thing I did after leaving the bank was to phone my uncle and advise him to come to Lusaka in person next time he needed money from me. His response was that he has been told so by many people, and so, he has now gone to another bank.
In the end, Barclays has lost a client. Well, they may think, it is just one client, and not a major one for that matter. But if they do not give a damn about one client, why should they be supported, even if they have been here for a long time. It seems Barclays still has a colonial mentality, and wants to conduct itself like those financial institutions on Wall street who do not care about the man on Main Street.
Our minds are still fresh on how this same bank closed branches in several towns throughout the country when certain companies that used to employ people there closed. Some of these branches included those in Luanshya and Kabwe. With the mines having closed, Barclays thought they had no business being there.
However, when other competitor banks took over these branches, and when these towns proved their resilience, we saw Barclays going back there. In fact, they went further than that, opening branches in almost all areas including at markets in such areas as Lusaka’s Mtendere area.
But even with that, it seems the only person Barclays cares about are the Prestige Customers, not the common man in Mtendere who cannot afford K200, 000 per-month because that is the money he pays for his rentals as he struggles to put food on the table, send his children to school and pay hospital bills.
In case there is any doubt as to the meaning of prestige, it simply means the social ranking of a person. For you and me, who do not have a high social ranking, we do not matter much to Barclays. In fact, they are not even willing to assist us achieve that level of prestige. They only want those who have already achieved it.
Efforts by Lusakatimes to get a response from Barclays Bank to this article proved unfruitful. However the Barclays website does say this about Prestige banking:

Simba’s Rivals Target Patrick Phiri
Simba SC of Tanzania and ex-Zambia Coach Patrick Phiri is reportedly on the verge of signing a two-year deal with ambitious Tanzanian club Azam FC.
According to the Daily News of Tanzania, Phiri’s two-year contract with Simba is set to expire on November 9 opening the way for Azam who were promoted in 2008 to target him.
The Daily News says Azam are said to be interested hiring the former Nkana coach after parting ways with their Brazilian-born coach Itamar Amorin.
Phiri last season won his second Tanzanian league title with Simba after winning his the crown in his first tenure in 2004.
Simba under Phiri last season romped to the title unbeaten in their championship winning campaign winning 20 and drawing two matches.
Azam, backed by the Azam Ice Cream Company, are the new kid on the block in the Tanzania league who are trying to challenge the Simba-Young Africans duopoly and consistently finished in the top three over the last three seasons.
Zanaco-GBFC Game A Doubt
The boycott by Super Division teams is set to continue with Zanaco joining the fray after playing two games this past weekend.
Last weekend, all Super Division teams except Zanaco boycotted their scheduled Week 29 games as part of the top-flights clubs push for Faz president Kalusha Bwalya to call for an emergency council meeting.
Zanaco will not play their delayed Super Division Week 19 game that was scheduled for Wednesday.
Both Zanaco and Buffaloes are part of the 14 top flight teams that have backed the push for an emergency council meeting.
The defending champions over the weekend beat Kabwe warriors 2-0 in Lusaka on Saturday and 24 hours drew 0-0 away to National Assembly in delayed week 17 and 18 games respectively.
FAZ wrangle deepens
Zambia Premier League ZPL teams have withdrawn their participation in all scheduled games until the Football Association of Zambia convenes an emergency council meeting.
Premier League Chairperson Kephas Katongo confirmed this in a letter addressed to FAZ General Secretary George Kasengele and made available to ZNBC news.
Katongo said the decision has been made in the interest of football.
He said the teams have made a strong position that they can not continue to play football in the absence of a legitimate executive committee to run soccer affairs.
Katongo said the teams met on 24th October at Kitwe’s Arthur Davies Stadium and on 28th October at Masuku lodge in Kabwe.
He said there is a void in the administration of Football following the self dissolution of FAZ which arose from the resignation of four committee members who included association Vice president Emmanuel Munaile.

Rupiah’s achievement in 2-years is travelling – HH
United Party for National Development UPND leader Hakainde Hichilema has said that the only achievement Republican President Rupiah Banda can boast about during his two years in office is travelling outside the country.
Mr.Hichilema said President Banda has nothing to celebrate about during his two year presidency because the country has seen more suffering.
He said there was no question that president Banda had scored a lot in travelling unlike addressing the challenges affecting the Zambian people.
He added that the president had chosen to frequently travel outside the country to avoid the current deplorable state of the roads in Zambia and the escalating poverty levels.
Analyzing President Rupiah Banda’s two years in office in an exclusive interview with QFM this morning, Mr. Hichilema further observed that the fight against corruption under the current leadership has died.
He said the removal of the abuse of office clause from the Anti-Corruption Commission (ACC) Act is a clear indication that President Banda is not interested in fighting corruption.
And Mr. Hichilema said President Rupiah Banda was busy celebrating about the developmental projects initiated by late president Levy Mwanawasa, while getting rid of people who worked closely with the late president.
He said President Banda was busy boasting about the developmental projects left and initiated by the late president Mwanawasa.

Reports malicious – Mulongoti
Works and Supply Minister Mike mulongoti has dismissed as malicious, perceptions that the Zambian construction industry is dominated by corrupt and dishonest people.
Mr Mulongoti says the industry has honest and hard working people.
The Minister has challenged players in the industry to defend themselves against the malicious allegations.
Mr. Mulongoti was speaking monday night at the launch of the Zambian Construction News in Lusaka.
Mr. Mulongoti said government will continue to support the growth of the media industry.
And Zambian Construction News Managing Director Liver Phiri praised government for allocating more than 28 percent of the 2011 national budget to the construction industry.
Mr. Phiri appealed to players in the construction industry to support the newspaper.
The Zambian Construction News is a weekly tabloid.
Meanwhile, Government has refuted claims that Zambia has not deposited its advance payment towards the construction of Kazungula Bridge.
Works and Supply Permanent Secretary Watson Ng’ambi says Zambia has already deposited 50 thousand US dollars into the SADC account.
He told ZNBC that Geo-technical surveys could not be undertaken on time because the consultant had no access to the Zambezi River bed due to excessive flooding.
The Botswana Gazette recently reported that construction of the Kazungula Bridge between Botswana and Zambia is behind schedule because Zambia has not deposited its share of the advance payment into the SADC account.

Abuse of authority of office law is retrogressive and undemocratic-RB
President Rupiah Banda says the abuse of authority of office law is retrogressive and undemocratic.
Mr Banda says the piece of legislation is unjustified because it presumes people guilty before facing trial.
The President says government wants to do away with the piece of legislation because there are adequate corruption laws to deal with abuse of office.
President Banda said in an interview with journalists at State house Tuesday that government is committed to fighting corruption because the practice can sabotage economic growth that the country is aspiring for.
The abuse of authority of office offence is already provided for under section 99 of the Penal code chapter 87 of the laws of Zambia.
The Anti Corruption Bill of 2010 comes up for committee stage in Parliament Wednesday.
Meanwhile, President Rupiah Banda has called on Zambians to continue working together, both in times of sorrows and happiness.
President Banda has also urged Zambians to continue upholding the unity that the country has been enjoying since independence.
The President said Zambians’s should live as one and continue to respect each other.
ZNBC’s Sydney Chisenga says Mr. Banda was speaking at the burial of his personal friend, late Betram Mataka in Katete Tuesday afternoon.
Betram Mataka is the brother to Deputy Secretary to the Cabinet Robert Mataka.
He said the late Mataka was a great man who devoted most of his time on spiritual work and teaching in communities.
Mr. Banda said he is happy to see the record of many things that Mr. Mataka achieved.

Boys 8 and 10 arrested
Two boys aged 8 and 10 of Livingstone may be sentenced to prison if the Juvenile Court finds them guilty of vandalizing and attempting to steal some motor vehicle parts from a local resident.
The boys who were detained at Dambwa Police Post on Sunday evening before they were released on Police bond this morning may appear in court soon if the complainant decides to proceed with the case.
The minors who where initially in the company of a third admitted to have night-raided a house at Plot Number 120 Dambwa Site belonging to Lyamba Silimo and partially dismantled his Mark II non-runner.
The owner of the premises successfully apprehended two of the three minors as the eldest of them escaped.
The boys who reside in Livingstone’s Linda Compound are alleged to have broken into Silimo’s compound on Sunday around 18:00hrs when the
complainant, together with his family where at Church.
Sources at the Police Station said the boys revealed the names of the people who recruit them into thieving activities and that the Police are
still carrying out investigations.
In a Police statement, the complainant stated that the young offenders removed the doors, the front bumper, windscreen seals, and interior
components of the vehicle, items that have since been recovered.
After ascertaining the extent of damage Police Officers are suspecting that the boys where interested in scrap metal prospects than complex parts.
One source further disclosed that the two boys mentioned a group of scrap metal dealers within Linda compound as being their masterminds.
Southern Province Commanding Officer, Lemmy Kajoba had not yet received the report by press time.
And Social Welfare Officer for Livingstone and Kazungula, Songiso Kawana said the case has not yet reached his office.
Mr.Kawana said he might only be called upon if the case proceeds to court.
Meanwhile the complainant in the matter, Silimo is believed to be adamant and vowed to continue with the case when the parents to the
minors pleaded with him to settle the matter outside court.
The KCM response to the pollution of the Kafue river
STATEMENT TO THE MEDIA ON POLLUTION
Konkola Copper Mines confirms that there was a leak in one of its age-old Preg tanks, at the Tailings Leach Plant (TLP) at Nchanga in Chingola at the weekend, some of which seeped into the Kafue River.
Immediate steps were taken to correct the situation by taking the suspect leach solution tank off line and applying lime to neutralise the acid and spillage. The Environmental Council of Zambia (ECZ) was also notified and the Council sent a team of experts to investigate the incident.
Since the incident, KCM, the water supply company Mulonga and the ECZ have been working tirelessly to ensure that the situation is brought to normal as soon as possible and water supply restored to the affected communities of Chingola. The company regrets the inconvenience this situation has caused to the residents of Chingola.
KCM continues to invest in modernising its operations to increase recoveries, efficiency and to ensure that its operations do not do any harm to the environment by employing the latest technology in new plants, such as the New Nchanga smelter and the new concentrator at Konkola.
At the TLP itself, work has been going on to replace the four aging mild-steel rubber-lined tanks with new ones. One of the four largest tanks has already been replaced at a cost of $1.5million, while work is progressing to replace a second one. The new tanks are made of stainless steel which can more competently withstand the acidic duty to which they are permanently applied.
Additionally, in the next few weeks, KCM expects to commission a $7.5 million reinforced Tailings pipeline which is made of special high-resistant material, in a programme to replace the traditional mild-steel rubber-lined lines that have suffered a number of failures in the past.
Press statement on the pollution of the Kafue River
ECZ Must be Strengthened- CDP
The most recent pollution incident [in Chingola] involving Konkola Copper Mines (KCM) polluting the Kafue River, has once again given the nation both cause and opportunity to critically look at the Environmental Council of Zambia’s statutory mission to protect not only our environment, but our citizens from pollution and its consequences thereof. This most recent occurrence is not an isolated issue. There is a pattern of behavior where time and time again, various companies have willingly abused our environment, (and thus by default our citizens) with laughable consequences. Indeed we are looking at a much bigger problem than this one incident that will only be addressed by strengthening and expanding the role of the Environmental Council of Zambia. Our country needs to progress, and environmental protection is a critical part of our nation’s overall progress.
With the ever-increasing growth of the extractive industry, ECZ cannot and should not remain to be a toothless watchdog as it currently exists. We are not witnessing this type of event that has polluted our water supply for the first time- it has happened before and the consequences for the offenders have been no more than the proverbial slap on the wrist. It is clear that in its present form, the ECZ Act has lamentably failed in its role to act as a deterrent to offenders. World over, tackling environmental issues have become a top priority in the business of governance, and Zambia cannot afford to idly witness the degradation of our environment due to its direct impact on our citizenry. This incident alone when translated monetarily will be found to be a colossal loss when the various factors ranging from health, to local businesses being negatively affected as a result of the same pollution.
As the Citizens Democratic Party, we insist that the Environmental Council of Zambia’s authority be expressed through action rather than mere observance. ECZ must be [by law] empowered to effect more impromptu inspections of industries, and ECZ must impose not just hefty fines, but criminal proceedings where offenders show a reckless attitude towards our environment. ECZ must be positioned to be in tune with the rest of the progressive world’s attitude towards the importance of protecting our environment. It is the poor and yet overwhelming majority of our citizens who are already getting a raw deal from the same problematic extractive industries and such incidences are simply adding insult to the omnipresent injury.
In the mean time, (though we must state how skeptical we are judging from the way the MMD government has meekly reacted to such issues)we challenge government [through the ECZ Act] to use this incident as a resounding warning to corporations that abrogation of our Environmental laws will not be tolerated. KCM (as we have also stated before) must also act as a responsible corporate citizen by taking measures to prevent these incidents from happening. We remain anticipating a strong worded condemnation of KCM from ECZ and government, coupled with equally appropriate action.
Weekend Scorecard
The City of Ndola could have an unprecedented four teams in the Faz Super Division next season.
For decades, the Copperbelt Provincial capital has traditionally contributed one or two team’s with three being the highest number in the 2009 and in 2007 seasons when Zesco United, Forest Rangers and Zamtel FC made the numbers in the 16-team Super Division.
In 2011, this seasons’ league favorites Zesco and their rivals from Dola Hill, Forest will be joined by two teams from Division 1 North.
Lime Hotspurs and army club Kalewa will both be playing in the Super Division next season after finishing first and second on the Division 1 North table respectively level on 63 points after 34 games played.
Both promoted clubs will also be making their debut in the Super Division.
However, Forest need to up their game in their remaining two fixtures to make the prospect of four-team representation in the Super Division next season a reality.
Forest are currently 5th from bottom on the table with just one point separating them from 13th placed Choma Eagles on 30 and 29 points respectively.
Both of Forest’s final two fixtures will be at home at Dola Hill starting with Kabwe Warriors this weekend in Week 29 and title chasing Green Buffaloes on the final day against whom they drew 1-1 and 0-0 respectively in their first league meetings this season.
