Students and opposition urged not to demonstrate

13

The Committee of Citizens has advised people planning to demonstrate over the sale of 75 percent ZAMTEL shares to devise better methods of airing their grievances.

Committee Executive Director Gregory Chifire says it is premature for people to demonstrate over the matter as they have not exhausted all channels through which they can air their views.

Mr. Chifire was speaking in an interview with ZANIS this evening.
He said despite being a constitutional right for any citizen to demonstrate, there is need for people to embrace dialogue when dealing with such matters.

He explained that people planning to demonstrate should first consider engaging themselves in constructive dialogue with the government.
He noted that Zambia being a democratic country, citizens should be encouraged not to engage in activities that are likely to bring confusion and tension in the country.

Mr. Chifire said there is need for citizens to address such subjects not in a politically motivated manner but rather in way that will be beneficial to everyone.

He noted that demonstrations always send wrong signals and disturb investor confidence in the country.

The Copperbelt University (CBU) and University of Zambia (UNZA) students and some opposition political parties are planning a nation- wide demonstration over the decision by government to sell 75 per cent shares of the state owned ZAMTEL.

Govt prepares for Mwanawasa memorial

35

Government has lined up a number of activities in readiness for memorial of the late Republican President Dr. Levy Mwanawasa.

Chief Government spokesperson Ronnie Shikapwasha says on 19th August the day on which President Mwanawasa died, an interdenominational memorial service will be conducted at Lusaka’s Cathedral of the Holy Cross starting at 009:00hrs.

MMD wins wards by -elections in North-Western & Eastern provinces

7

The Movement for Multi-Party Democracy (MMD) has scoped the Kikonge Ward by-election in Mufumbwe District in North western Province.

And the MMD has also scoped the Kavwena Ward in Solwezi District but has lost a seat in Kabompo.

MMD candidate Moses Maginsha poured in 382 votes beating his rival from the UPND/PF pact who only managed to get 144 votes.

MMD Deputy National Chairman, Kabinga Pande and Kikonge Ward polling assistant Munalula Ngula confirmed the development to ZANIS in Mufumbwe today.

And Mr. Pande said the victory by the MMD was an indication of the confidence the people of Kikonge have in the MMD and in the government of President Rupiah Banda.

Kikonge Ward fell vacant after Moses Maginsha resigned from the Untied Democratic Alliance (UDA) UPND to join the ruling MMD.

Mr. Pande has since advised him not to look back but support the ruling party in its endeavor to deliver to the people.

Meanwhile, Mr. Pande, who is also Foreign Affairs Minister, has condemned the harassment of Commerce Deputy Minister Richard Taimaand by suspected UPND/PF cadres.

The cadres who are said to have come from Chingola and Solwezi drove into buses and harassed Mr. Taima.

He said the Deputy Minster was only rescued by Police officers from Chingola and Solwezi who escorted him to Chingola.

Mr. Pande said police have since launched investigations into the matter but appealed to people not allow and engage in politics of violence.

He said people should be allowed to choose leaders of their choice without being harassed or intimidated.

And in Eastern province, The ruling MMD has retained the Makaika ward by-election held yesterday in Katete district.

MMD’s Judith Tembo took the day with 543 votes out of the 901 votes cast beating her nearest rival Michael Mwanza from the PF-UPND pact who got 233 votes. Samson Zulu of UNIP was third with 106 votes.

Returning officer, Mukiti Lukonga who announced the election results at Mphangwe Motel last night said 19 votes were rejected.

The election was held following the death of MMD councilor, Edwin Mwanza.

And in Mumbwa, the opposition United Party for National Development (UPND) has won three seats in Local Government by-elections.

Mumbwa District Chief Electoral Officer, Dominic Simasiku confirmed the results to ZANIS, that UPND won the Nalubanda, Chisalu and Nambala Local Government by-elections.

Mr Simasiku disclosed that in Nalubanda Ward, UPND’s Maybin Kalambwe narrowly beat MMD’s Frank Malumbe with a vote tally of 279 against 264, whilst 6 ballots were rejected.

For Chisalu ward, Mr Simasiku said that UPND’s Beauty Katubulushi got 324 votes against 267 for MMD’s Chizuma Himoonga, with UNIP’s John Chumbwe getting 47 votes.

In Nambala Ward, UPND’s Kenneth Similindi got votes against MMD’s Hardon Moono who got 225, with UNIP’s Christopher Lutanda getting 42 votes.

The Nalubanda and Chisalu seats fell vacant early this year, following the death of UPND Councilors Boniface Muyangwe and Paul Chikoko respectively.

The Nambala seat fell vacant following the sacking of MMD’s Christopher Nole by the Council early this year.

Zambia Return Home

17

The Zambia national team made a low profile return back home at midday today following their London debacle on Wednesday.

Apart from the noticeable figures of the technicial team trooping to the Lusaka International Airport terminal building, all the six players who returned home today caught the waiting press off guard.

They all discarded of their standard issue Zambia kit and were instead in personal gear for the home-bound trip and “embedded” themselves amongst the passengers as they disembarked off the plane from Johannesburg.

And very calm coach Herve Renard politely declined to give any press statements for the time being until he had met with Faz officials.

Renard stated that he could only speak at an appropriate time sometime next week.

Meanwhile, the six players that returned home included two foreign-based players namely Given Singuluma and Fwayo Tembo of TP Mazembe and Etoile du Sahel of DR Congo and Tunisia respectively.

Chiluba’s judgement moved to Monday

The long awaited judgement in the case where former president Frederick Chiluba is charged with corruption has again been adjourned to Monday. The Judgment was initially set for July 20th before being moved to today Friday the 14th.

State Prosecutor Mutembo Nchito said the reason of the delay was not clear. He told the media that he did not know why the judge is not ready for the case and he is going to learn about the details.

And  Chiluba’s spokesman Emmanuel Mwamba echoed the same sentiments. Mr Mwanba told the media that the judgement was deferred because Ndola High Court deputy registrar Johns Chinyama, who is sitting as magistrate in the Chiluba case, had indicated that he was not ready to pass the judgment yet.

“He called all the lawyers to his chambers and announced that he was not yet ready. So we don’t know what that means, if it’s him who is not ready or the judgment. He just said I am not yet ready,” Mwamba said.

Scores of people and Chiluba’s family members this morning came to the magistrate’s court to witness the landmark judgment involving the former Republican president.

Chiluba is charged with Access Financial Services Limited director Faustine Kabwe and Aaron Chungu with the theft of public resources totalling several millions of dollars.

Man picked for murder of pregnant wife

28

Police in Mansa have arrested a 38-year-old man in connection with the killing of his nine months pregnant wife.

Luapula Division Deputy Police Commanding Officer, Muweswa Wakwinji confirmed the incident yesterday and named the suspect as Benjamin Mwela of Maambo Village in chief Matanda’s area.

Mr Wakwinji said Mwela is alleged to have murdered his wife Mwewa Mofya, 33, at their home after she allegedly shared some fish he had bought with her mother.

He said Mwela had on the fateful day bought some fish which he instructed his wife to cook but she reserved some for her mother who lives in the same area.

When Mwela returned home later in the evening, he demanded to be served all the fish including the one that had been reserved for his mother in law and when his wife refused to give him the reserved fish, Mwela got infuriated.

Mr Wakwinji said the two allegedly quarreled and Mwewa pushed his wife to the ground who started bleeding and died within a short time.

“According to his report, he pushed his nine month pregnant wife, after the two picked a quarrel over fish, and the wife fell and started bleeding from her vagina and later died in the house after a few minutes,” Mr Wakwinji said.

The body of the deceased is in Mansa General Hospital mortuary awaiting postmortem to establish the cause of death and Mwela will appear in court soon.

And police are investigating two cases of arson that happened in Dasto and Sumbu villages respectively.

Mr Wakwinji said the arson cases occurred around midnight yesterday.
He said in the Dasto case, a house belonging to Edna Mpundu was set ablaze by unknown people but she managed to salvage a few things from the burning house.

Mr Wakwinji said the owner of the house, Edna, suspected her boyfriend’s wife torched her house after discovering that she (Edna) was having an affair with her husband.
He said property worth millions of kwacha was lost in the fire.

PF-UPND pact is a useless undertaking- George Kunda

22

Vice President George Kunda has castigated the Patriotic Front/United Party for National Development (PF/UPND) pact, describing it as a useless undertaking that is doomed to fail.

And Southern Province Minister Daniel Munkombwe has said the opposition political parties could not obliterate the achievements that the MMD government has scored so far in the country.

Speaking on arrival at the Livingstone International Airport this morning, Mr. Kunda said the pact was not on the ground but only between PF president, Michael Sata and UPND president, Hakainde Hichilema.
He alleged that the two presidents had been campaigning independently wherever they had gone to for the 2011 elections.

“Sata was campaigning for himself in Chitambo and HH was also campaigning for himself in Southern and Western provinces.
The vice president said the two leaders are simply cheating each other adding that MMD is the party of the future.

Mr Kunda called on the nation to support Rupiah Banda’s leadership for continuity and development.

“President Rubiah Banda cares for the country. Support him because he is not selfish. Support his candidature in the 2011 election,” he said.

And Southern Province Minister, Daniel Munkombwe has said the opposition political parties could not obliterate the achievements that the MMD government has scored in the country so far.

Mr Munkombwe who commended Chitambo MMD members for retaining the seat said the MMD party had scored much achievement at national level.

Referring to Southern Province which is a UPND party strong hold, Mr Munkombwe said the MMD has continued to gain support despite losing yesterday’s election in Maramba ward to a PF/UPND candidate.

“The gap is narrowing in Southern Province as MMD is gaining support with an impressive margin,” he said.

He however urged MMD members to organize themselves in order to dislodge the opposition political parties prior to the 2011 election.

Elections results: MMD grabs big one while PF/UPND pact win ward elections

MMD Cadres

The MMD is poised for victory in yesterday’s Chitambo parliamentary by-election. The MMD candidate Dr Solomon Musonda is leading with over 1, 000 votes against his main competitor, opposition PF’s candidate. There are only 3 polling stations left for counting and it is unlikely there are  enough numbers to offset the margin by the opposition.

Vice President George Kunda has launched a victory celebration for the MMD.  Mr Kunda commended the Movement for Multiparty Democracy (MMD) for emerging victorious in the just ended Chitambo parliamentary by-elections.

Mr. Kunda says the victory in the Chitambo by-elections was clear indication of how strong the MMD is in the country.

The Vice President was speaking on his arrival at Livingstone airport this morning.

Mr. Kunda said the victory had also shown that MMD was a force to reckon in the country’s political arena adding that the ruling party was ready for the 2011 general elections.

Meanwhile, Mr. Kunda has described the Patriotic Front (PF)-United Party for National Development (UPND) pact as weak.

He said the PF-UPND pact does not save the interest of all its members but that of PF President Michael Sata and UPND Leader Hakainde Hichilema.

Meanwhile The opposition Patriotic Front (PF) has retained the Chilyapa and Muchinka ward seats in Mansa.[quote]

PF candidates, Fabian Chibela for the Chilyapa ward and Stephen Chenda for the Muchinka ward emerged victorious in yesterday’s polls.

Chibela and Chenda were declared winners in their respective wards by returning officer Christopher Mumba at the Civic Center last night.

Chibela polled 746 votes followed by ruling Movement for Multiparty Democracy (MMD) candidate Sydney Chama who got 355 votes while United Independence Party (UNIP) candidate only managed to scoup 57 votes.

And the Muchinka ward seat was retained after PF candidate Chenda polled 594 votes beating MMD’s Babra Chilufya with 204 votes while Sylvester Mubanga for UNIP scouped 49 votes.

The Muchinka ward fell vacant after the then PF councillor, Cornelius Musenge was convicted of theft by public servant by the courts of law.

Mr Musenge was convicted last year for stealing cement and funds meant for construction of a bridge and purchasing of a bus for Mansa Secondary School in his ward.

While the Chilyapa ward became vacant after the death of its councillor Loyd Kanjelesa early this year.

And in Choma the opposition, United Party for National Development (UPND) has retained the State-land ward seat in Choma.

Announcing the results last night at 21.50 hours, Returning officer, George Samihamba declared UPND candidate, Dorcas Mushala, winner after she polled 355 votes against Choma MMD’s district secretary Andrew Siamayuwa who managed 255 votes.

Mr Samihamba described the by-election as incident free.

The seat fell vacant after the death of UPND councilor, Fair Hachilili who died early this year.

Meanwhile, there was jubilation among UPND cadres at the Civic Centre in Choma last night after Ms Mushala was declared winner.

UPND Deputy national vice chairperson for elections, Phillip Mambo told supporters that this was the beginning of greater things to come resulting from the PF/UPND pact.

And in Kalomo the United Party for National Development (UPND) has scooped the Mayoba ward by- elections in yesterday’s polls.

Announcing the results last night at about 23:30 hours at Kalomo High School, returning officer, Richard Mbwainga declared Phinias Silokomela of the UPND/PF supported pact victorious with 457 votes.

The MMD candidate, Ozars Siakasasa got 367 while Denias Gumbo of UNIP trailed with 14 votes out of a total of 848 votes cast.10 votes were rejected in the five polling stations from the total votes cast.

The seat fell vacant after the death of UPND councilor, Bernard Mazuba some time this year.

And the voter turn out in the polls in both wards was characterized by apathy in comparison to figures of last year’s presidential by elections.

Kalusha Bwalya’s video clip featured on Top Billing

80

Editor’s Note:

The video was encoded at a high resolution and may load very slowly or even not load at all for people in Zambia that are on slow networks run by  most of the ISPs in Zambia. The only ISPs where you will be able to easily watch the clip are ZAMNET, if you are on their new fibre optic link, and the POST Newspaper run ISP. As for the rest good luck.

Yes you could load the video if you are on Africonnect and Zain ISPs, but these organisation use a billing method hell bent on making shareholders happy and perpetuating the digital divide agenda among Zambians. They cap your downloads and this video clip will certainly chew up a big chunk of your monthly cap on these networks. Sorry we had to say this. We just feel strong about this  issue and believe bandwidth capping is so stone age and stifles innovation in ICT industry on the Zambia market. Undoubtedly it fattens the pockets of the players involved and keeps the shareholders happy, but at what expense?

The Internet usage in Zambia is so dismal. Focus should be to make it grow and everybody involved will benefit. Stunting growth and usage with caps will not help this cause.

By the way CAPPING is when an ISP dictate how much you can download from the INTERNET and if you exceed the quota, they slap you with a heavy bill or just cut you off completely. This practice is very rampant in developing economies.

Riotous CBU students snatch K200 million

64

SOME Copperbelt University students on Wednesday evening attacked a businessman and stole K200 million from him, sparking widespread condemnation by the public.

The students, pounced on the businessman after he lost control of his vehicle and plunged into a ditch when he attempted to evade the rampaging mob, which was stoning motorists on Jambo Drive near the campus.

The mob clobbered him, set his Toyota Hilux Surf ablaze and made off with the money, cell phones and business documents.
The businessman, Mamadi Conde, 76, of Guinean descent, is currently admitted to Hillview Medical Centre with a fractured skull and a lacerated tongue.

Copperbelt Police Chief Antoneil Mutentwa confirmed the incident and condemned the riotous acts by the students.

Mr Mutentwa said police would not allow such lawlessness and that there were concerted efforts with the public to deal with such matters.

Trouble started just after the 19:00 hours ZNBC main news, when students complained of unfair coverage of the day’s demonstration over the police shooting of a student and their demand for the removal of Education Minister, Dora Siliya.

Some students took to the entrance of the campus and hurled missiles at motorists and one of them hit Mr Conde’s vehicle, causing him to lose control before plunging into a ditch.

Students continued to beat him even after emerging from the vehicle until some good Samaritans rescued him and rushed him to the hospital.

A check at the hospital by the Times team found Mr Conde in apparent pain and with
stitches on the head while his severed tongue had been stitched back.

Mr Conde said he found rocks blocking Jambo Drive near the campus entrance in the evening as he returned from a business engagement in Lusaka and that students emerged when he stopped but that they stoned him as he attempted to drive off.

His son, Issa said his father had lost K200 million, phones and many of his business documents after the students searched him and set the vehicle on fire.

“It is unacceptable that students could do such a thing and relevant authorities should bring the perpetrators to book,” he said.

He said doctors had confirmed that his father had sustained a fractured skull while his tongue had been stitched back into position.

Police arrived on the scene shortly after but by then, the students had run away and no one was arrested.

CBU students union president, Kasonde Mwenda said it was unfortunate that a motorist had been beaten up on the same day that students had protested.

“I have no confirmation that students were involved in burning the motor vehicle and we cannot support such an incident as a leadership,” he said.

CBU public relations officer, Grace Mikunga said management would issue a comprehensive statement at an appropriate time.

Copperbelt Minister, Mwansa Mbulakulima condemned the students for resorting to violence as a way of resolving various problems being experienced by their institution.

Mr Mbulakulima said in a statement released in Ndola yesterday that it was unacceptable for the students to resort to attacking innocent citizens and destroying private property.

“The peaceful demonstration by the students which earned them respect was over-shadowed by these violent actions which were unnecessary,” he said.

And various stakeholders condemned the violence and demonstration by students at CBU and University of Zambia (Unza)

The Citizens’ Committee (CC), the Zambia United Christian Action (Zuca) and Zambia for Empowerment and Development (ZED), a newly formed party, said in separate interviews in Lusaka yesterday that students should promote dialogue in the country.

CC executive director, Gregory Chifire said the students should concentrate on their studies emphasising that anytime lost would not be recovered.

“It is unnecessary for students to waste time with the demonstration at the time they were supposed to be engaged in their academic studies. They should concentrate on their studies because there is no logic in their demonstration,” Mr Chifire said.

ZED president, Fred Mutesa said the students populace should give Unza Students Union a chance to provide a leadership on various issues including the current grievances.

TIZ demands explanation for removal of new ZESCO MD

8

TRANSPARENCY International Zambia (TIZ) has challenged the Zesco board to explain the areas of the contract where the board failed to agree with Lemba Nyirenda for the post of the company’s managing director.

TIZ president Reuben Lifuka said in an interview yesterday that the Zesco board should ensure transparency in the way it handled appointments in the company.

Mr Lifuka also advised the board against making decisions that would leave suspicions in people’s minds.

The TIZ president, who was reacting to the board’s move to drop Dr Nyirenda shortly after appointing him managing director, wondered how the board could announce the appointment before concluding the contract.

On Tuesday, Zesco board chairman, Songowayo Zyambo announced that contractual negotiations with Dr Nyirenda had collapsed.

Mr Lifuka said Zesco was a strategic company whose activities needed to be handled in a transparent manner.

He said it was disturbing that since the departure of the former managing director, Rodnie Sisala, three months ago, three people had already passed through that office.

Since Mr Sisala’s departure, Zesco board first appointed the company’s director of power rehabilitation project, Musonda Chibulu as managing director in an acting capacity before announcing the appointment of Dr Nyirenda who also worked for the same company in the 1970s.

The board has now appointed chief operating officer, Cyprian Chitundu to act as managing director after failing to reach an agreement with Dr Nyirenda.

On Wednesday, the National Energy Sector and Allied Workers Union (Nesawu) blamed Zesco board over the collapse of negotiations for the contract of the managing director and asked that Dr Nyirenda be accorded an opportunity to discuss the new terms.

NGO bill still goes to Parley as NGOs threaten to sue

3

INFORMATION and Broadcasting Service Minister Ronnie Shikapwasha has said the Government has no plans of withdrawing the Non-Governmental Organisation (NGO) bill from Parliament.

Lieutenant General Shikapwasha maintained that the Government had no plans to withdraw the bill and that consultations were made before taking it to Parliament.

Speaking in an interview in Lusaka yesterday, Gen Shikapwasha said several NGOs made submissions to the bill before it went to Parliament and wondered why they were now objecting.

“As Government, we have no immediate plans to withdraw the bill because we feel that consultations and submissions were made before the bill was taken to Parliament, but why are they against it now,?” he asked.

Several non-governmental organisations have threatened to take legal action against Government if it does not withdrawal the NGO bill from Parliament.

They have said the bill sought to put in place a legal framework that would regulate the operations of NGOs saying it was unconstitutional.

They have threatened to withdraw their representatives from all Government bodies, should it be enacted into law.

At a Press briefing in Lusaka on Wednesday, representatives of the NGOs said the various organisations were capable of regulating themselves.

Civil Society for Poverty Reduction Executive Director, Patrick Mucheleka said the bill was against regional and international conventions on civil and political rights.

And Women For Change Executive Director, Emily Sikazwe said the NGOs had the capacity to regulate themselves.
