PS orders termination of construction contract

Southern Province Permanent Secretary (PS) Darius Hakayobe has directed the Buildings department in Livingstone to terminate the contract awarded to Temwani Tradings Limited to construct two houses for the district administration in Kazungula.

Mr Hakayobe gave the directive in Kazungula yesterday when he made an on the spot check of the the two houses.

The PS was in the district together with some senior government officials to inspect some Poverty Reduction Projects (PRP).

Mr Hakayobe said there was need to terminate the contract following the death of the contractor and that the community should instead be engaged to complete the two houses.

He wondered why the contract had not been terminated after such a long time.

Earlier, Provincial Buildings Engineer Representative Henry Musonda said the project for the construction of the two houses for the District Commissioner’s office had stalled following the death of the contractor in 2007.

Mr Musonda said the two houses were built at a cost of K 218 million but noted that the project could not continue following the death of the Contractor. He said K45 million was still required to complete the sewer system on the two houses.

RB urged to visit traditional leaders on the Copperbelt

Chieftainess Malembeka of the Bulima people of Masaiti District has urged President Rupiah Banda to visit at least one Chief each time he tours the Copperbelt province.

Chieftainess Malembeka made the call when Mpongwe member of Parliament Gabriel Namulambe and Copperbelt Provincial minister Mwansa Mbulakulima paid a courtesy call on her as they toured development projects in the district.

She said she would appreciate President Banda considering visiting any Copperbelt based chief whenever he was in the province so that he could hear for himself what chiefs wanted from central government for their subjects.

She said her Chiefdom was ready to host the President at his convenience so that traditional leaders could also feel cared for and appreciated for the role they are playing in national governance.

She added that she was surprised that vocal traditional leaders who were always in newspapers and on radio criticizing government were quickly heard and their needs attended to as opposed to the quiet chiefs who wanted to confer with the President in confidence.

Chieftainess Malembeka said she wanted the President to choose one traditional ceremony or two from the province which he should be gracing with his presence as he was doing with other provinces in the nation.

She said there were several traditional ceremonies in the province but none had been graced by the presence of the republican president unlike other provinces with vocal traditional leaders.

She requested for a hearing with the head of State so that some of the problems that her subjects were going through could be resolved.

And in response Mpongwe member of parliament Gabriel Namulambe said he would deliver the message to the President as soon as he was in Lusaka so that he could find time to go and confer with the traditional leaders in the province.

Chungu granted bail, but stays in prison

FORMER Zambia Security Intelligence Services (ZSIS) director general, Xavier Chungu has been granted bail of K100 million by a Lusaka magistrate’s court in a forgery case but will return to prison on other charges.

Kabwe senior resident magistrate, Joshua Banda granted Chungu bail in his own recognisance pending judgment in a matter he is facing two counts of forgery and falsifying a document contrary to the laws of Zambia.

It is alleged that Chungu on dates unknown in 2003 forged passport number ZH 88471, purporting to show that it was issued properly when in fact not.

In the second count, he is charged with falsifying a document contrary to Section 352 of the Penal Code CAP 87 of the Laws of Zambia.

Particulars of the offence are that, Chungu on December 3, 2008 in Lusaka, knowingly and fraudulently presented the passport in question to Mary Bwalya, an immigration officer.

Chungu’s lawyer, Malewa Kaona, applied for bail pending trial saying that his ailing client’s condition was not suitable for him to be taken back to prison, to which the State did not oppose.

“Following an application for bail pending trial and reasons advanced, I now grant the accused bail of K100 million in his own recognisance,” Mr Banda said.

Mr Banda had set July 31 this year as judgment day in this matter but failed to deliver it because Chungu could not be taken to court as he was incapacitated after being admitted to the University Teaching Hospital.

And the Lusaka magistrate’s court has acquitted Lusaka businessman, Gilbert Temba after the court found him with no case to answer on charges of forgery and uttering.

Magistrate Kenneth Mulife acquitted Temba after the State informed the court that they were not calling any more witnesses and in his ruling said that the State had failed to establish a prima facie case and accordingly set him free.

This is in a case in which Temba of 1264 Libala Road, Roma Township was facing two counts of forgery contrary to section 342 and 347 and uttering of false documents contrary to section 352 of the Penal Code Chapter 87 of the Laws of Zambia.

Vice President had never seen a woman giving birth

vpA WITNESS yesterday told a Lusaka magistrate’s court how Vice-President, George Kunda got annoyed when he was presented with photographs of a woman giving birth.

Kenneth Ngosa, 40, of plot number 7756 Woodlands extension, senior private secretary of the vice-president, testified that Mr Kunda said he was angry to see such pictures because at his age he had not seen a woman giving birth.

This is in a case in which The Post newspaper news editor, Chansa Kabwela pleaded not guilty to one count of circulating obscene materials contrary to Section 177 1(b) Cap 87 of the Penal Code.

It was alleged that between June 1 and 10 this year, Kabwela circulated two obscene photographs tending to corrupt morals of the public contrary to Section 177 of the Penal Code.

Mr Ngosa said this in examinations in chief led by director of prosecutions, Frank Mumbuna when the matter came up for commencement of trial before chief resident magistrate, Charles Kafunda.

Mr Ngosa said on June 11, 2009 around 11:30 hours he was on duty and received Kabwela’s letter of complaint addressed to Mr Kunda.

He said in the letter, Kabwela wanted Mr Kunda to intervene in the strike by health workers in government hospitals and other health centres.

Mr Ngosa said Kabwela said the Post was in possession of some pictures it had difficulties in publishing and that she was sending them to Mr Kunda so that he and his colleagues in Government could be moved in finding a solution to the strike situation.

He said Kabwela enclosed three pictures in the letter, one showing a naked woman lying down with legs open, and a baby coming out of her birth canal.

Mr Ngosa said the other picture was showing a pregnant woman being helped out of a motor vehicle by some people, while another showed a naked woman delivering a child, but that the picture was not very clear.

“Since the letter was addressed to the Vice President, I was supposed to take it with the pictures to him but I was hesitant due to what the pictures contained. I wanted to take them to him but I was at pains to present them to him,” he said.

He said he was moved by the pictures and decided to not show Mr Kunda and opted to just brief him on the photographs he had received from The Post newspaper.

Mr Ngosa said he told Mr Kunda the photographs were not right for him to see but the vice-president insisted that he be shown the letter and the pictures.

He said after he was shown the pictures, Mr Kunda called him back into the office and told him that he was annoyed to see pictures of that nature.

“After his honour saw the letter and the photographs, he called me back into the office and told me that he was very annoyed to see such kind of a picture,” Mr Ngosa said.

He said on June 12 this year, he received a complaint letter from the Non Governmental Organisation Coordinating Council (NGOCC) addressed to Kabwela and copied to Mr Kunda.

Mr Ngosa also said that on June 16 this year he received an apology letter from The Post newspaper apologising to the NGOCC for circulating the pictures.

In cross-examinations led by Remmy Mainza, Mr Ngosa said there were other ways of solving problems than circulating pictures.

He said he was moved by the sight of the pictures saying that it was his wish that a solution was found to bring to an end the strike in hospitals.

Mr Ngosa said to his knowledge , Mr Kunda had not responded to the letters on the circulation of the alleged obscene pictures.

Another witness Chiwale Solochi of house number B 30 State Lodge police camp, said he did not have the chance to see the contents of the letter because his duty was just to receive and take any mail to the secretary.
The matter continues today.

China expresses serious concerns about the safety of its nationals

CHINA has written to the Zambian Government expressing serious concerns about the safety of its nationals following the recent killing in Lusaka of a Chinese man whose mother was also seriously injured.

Chinese embassy chief of political section, Fan Manjiang said his government was concerned with the recent attacks on the Chinese, which had resulted in the death of three people this year.

Mr Fan in an interview yesterday cited this week’s attacks on Cheng You, 55, and his 78-year-old mother who were allegedly attacked by a Zambian who broke into their house on Monday morning.

He said the suspect got away with US$5,000, K2 million cash and cell phone after hitting Mr Cheng with a rifle and later attacking his mother who sustained a broken chin.

Mr Cheng and his assailant were both employed at Zambia International Hotel project, which is under construction on Mumbwa Road.

Lusaka Province police chief, Greenwell Ng’uni yesterday said investigations into the killing had continued but the suspect was still on the run.

MMD cadre nabbed for assault on scribes

POLICE in Lusaka have arrested and charged an MMD cadre alleged to have assaulted journalists at Lusaka International Airport recently.

The suspect who was summoned to Lusaka Central Police Station yesterday was questioned before he was formally arrested for assault and was by Press time remanded in custody.

The suspect admitted having attacked the journalists and sought reconciliation during a meeting at the Criminal Investigations Department (CID) at Lusaka Central Police Station yesterday.

“The suspect has been detained and will appear in court tomorrow (today),” a police source said.

Last week, MMD cadres beat up Times of Zambia reporter Anthony Mulowa, photojournalist Richard Mulonga and Chibaula Silwamba of The Post.

The journalists went to cover President Banda’s arrival from Uganda where he had gone to attend the Smart Partnership Forum.

And media bodies have vowed to proceed with the protest march to express their concerns on the state of the media environment despite President Banda’s absence.

The media associations include the Press Association of Zambia (Paza), Zambia Media Women Association (Zamwa), Media Institute of Southern Africa (Misa) and Zambia Union of Journalists (ZUJ).[quote]

Others are PANOS Institute Southern Africa, Press Freedom Committee of the Post (PFCP) and the United Nations Information Centre (Unic).

Speaking on behalf of other media bodies, Misa Zambia chapter chairperson Henry Kabwe said the media associations would present the petition to any person Mr Banda had chosen to represent him.

Mr Kabwe said the media had deliberately chosen to seek the intervention of the president over the continued beating and harassment of journalists by cadres.

“We wish to state that the media have been calling for action from relevant authorities concerning the beating of journalists by cadres but not much effort has been made to address this situation,” Mr Kabwe said.

He said the perpetrators of these criminal acts against journalists had not faced justice for their ill-behaviour.

Mr Kabwe said the situation had set a bad precedence, which the media fears would become worse as the 2011 elections approached.

He said the media associations did not wish to have journalists’ lives threatened by elements who appeared to have acquired licence to harm media practitioners at will.

Mr Kabwe said the dress code for the march was black with a red headband.

Zesco to shut down two Kafue Gorge generators

The Zambia Electricity Supply Company (ZESCO) will Thursday, August 6th, 2009, shut down two of its generators at Kafue Gorge power station for mandatory post commissioning checks.

The generators 3 and 4 will be shut down for 21 hours after evening peak from 22:00hours on Thursday 6th August 2009 to 19:00 hours on Friday August 2009.

ZESCO Senior Manager – Marketing and Public Relations Lucy Zimba says the shut down will result in a power deficit of 33Mega watts.

Ms Zimba said in Statement in Lusaka today that therefore during the period of shutdown massive load shedding will be carried out especially during evening peak hours in order to balance demand and available power supply.

She has however, advised customers to conserve energy during this period to minimize load shedding.

Briefcase maize dealers storm Itezh-itezhi

Unscrupulous briefcase businessmen in Luubwe ward in chief Musungwa’s chiefdom in Itezhi-tezhi district are exploiting small scale farmers by buying maize at K36, 000 per bag instead of the recommended price of K65, 000.

“Desperation by farmers who have not sold a single maize bag to Food Reserve Agency (FRA) since the marketing season begun has caused small scale farmers in Luubwe to sell maize to briefcase businessmen who are buying the commodity at K36, 000 per 50Kg Bag” Luubwe ward councilor Moffat Chipandwe said today.[quote]

Mr Chipandwe said that FRA has not bought any maize in Luubwe since the beginning of the crop marketing season.

“The delay by FRA to buy maize in the district is working to the disadvantage of farmers who are now desperate and selling maize to briefcase businessmen at K36, 000 this is nothing when compared to the cost of farm inputs. Growing maize is becoming an unattractive business” he said.

He said that the desperation of farmers has been heightened by FRA’s announcement that it will only buy 4,000 bags of maize per cooperative in the district.

“Brief case businessmen have taken advantage of the failure by FRA to buy maize from the local farmers, they cannot buy at recommended prices because they know for sure that FRA will not buy all the maize.” He said.

He condemned the practice by FRA of buying not more than ten million worth of maize from each farmer as unfair.

‘‘You see most farmers have more than ten bags of maize but FRA are saying they cannot buy more than ten million from each farmers because that would attract Value Added Tax (VAT) this is not fair, why cant government revise this” he said.

Last week Itezhi-tezhi District Agriculture Coordinator (DACO) Frank Lubasi was disturbed by reports that Itezhi-tezhi milling which is the largest maize buyer in Itezhi-tezhi was buying maize at K50, 000 which is K15, 000 below the government recommended price.

Development Partnership International condemns harassment of journalists

Development Partnership International (DPI) says it strongly condemns any form of violence and harassment against journalists as the practice has the capacity to result into severe socio-economic dilemmas.

DPI Zambia media coordinator Richard Musauka said the continued harassment and physical abuse of journalists by political party cadres in recent months can have a negative affect both domestic and international investments.

Mr. Musauka also said the violence by cadres makes meaningless the August 2008 election of Zambia as a member of the United Nations Human Rights Council (UNHRC).[quote]

This is contained in a press statement made available in Lusaka today.

Mr. Musauka explained that it is important to remember that Zambia was in August last year elected as a member of the UNHRC adding that this election should make the country to have good record on human rights.

He stressed that it is critical to realize that journalists are essential to help create awareness adding that they generate demand for effective measures to reduce poverty in the country.

Mr. Musauka stated that it is unfortunate that violence against journalists has been going on in the country in the presence of some senior police officers and no action has been taken against the culprits.

He said there is need for an immediate end of violence against journalists because they play a crucial role to the development process of the country adding that DPI will support their plans for a peaceful protest against cadres’ violence on journalists this Friday.

He has since appealed to President Rupiah Banda to protect the constitution of the republic of Zambia which he constitutionally is obliged to protect.

Republican President Rupiah Banda was received well in South Africa by high placed government official who included Xiliso Makaya, Director of International Relations and cooperation.

Mr. Makaya led the rainbow nation’s government officials to receive the Zambian President who touched down at Lanseria Airport at 13: 30 hours yesterday.

The President was later driven to Sheraton hotel in Pretoria.

President Banda later on held a long meeting with his South African counterpart Jacob Zuma at the presidential guest house.

The meeting was attended by the minister of International Relations and corporations Mrs. Maite Nkoana- Mashabane and the Zambian High Commissioner to South Africa Leslie Mbula.

This is contained in a press release issued to ZANIS in Lusaka today signed by foreign Affairs Minister Kabinga Pande.

At the meeting the two leaders discussed bilateral issues affecting the Southern African countries as well as matters affecting the region.

“The President was well received and provided with both transport and accommodation by the South African government contrary to reports in the Post of today’s edition 5th August, 2009, which claimed that President Jacob Zuma was not aware of President Banda’s visit” Mr. Pande said.

President Banda also met his doctors for preliminary check up.

Andrew Sinkala Recalled

Herve Renard has recalled for Andrew Sinkala and also handed a debut senior call-up to Finland-based midfielder Chanda Mwaba for Zambia’s August 12 international friendly against Ghana in London.

The match will be played next Wednesday in the London East-end at Brisbane Road Stadium.

Sinkala of 2.Bundesliga club Augsburg returns to the fold after a two-year hiatus.

Meanwhile, Renard has handed Mwaba a chance to impress ahead as he looks for options for the suspended midfielder Rainford Kalaba of Sporting Braga in Portugal ahead of Zambia’s 2010 World/Africa Cup Group C qualifier against Algeria away in Algiers on September 6.

The 21-year-old Kitwe-born player and former Afrisports and Power Dynamos midfielder is the only new face in the team.

Mwaba was previously capped at Under-23 level by Peter Kaumba in 2006 during the teams 2007 All-Africa Games football tournament qualifiers before joining RoPS three years ago.

Rabid dogs on the loose in Ithezhi-tezhi

Suspected rabid dogs have bitten two people in Luubwe ward in chief Musungwa in Itezhi-tezhi district.

Luubwe ward councilor Moffat Chipandwe confirmed the incident to ZANIS in Itezhi-tezhi today.

He said five dogs suspected to have rabies, attacked a young girl in Luubwe last week and she was only rescued by alert members of the public.

“Five dogs which we suspect to be rabid have bitten a young girl who has been left with injuries and another woman had her ankle bitten by one of the dogs” he said.

He said the woman was attacked on her ankle by the suspected rabid dog, last week.

” The five dogs also killed six ducks at a village in Luubwe last week” he said.

Mr. Chipandwe complained that people in the area are living in fear due to the presence of these dogs which are also reported to be biting fellow dogs in Luubwe.

He observed that last year, the veterinary department promised to vaccinate the dogs in Luubwe but nothing has been done.
He has since appealed to Veterinary department in the district to urgently control the rabid dogs to avoid loss of lives.

In February this year more than seven people were bitten by suspected rabid dogs in Masemu compound in Itezhi-tezhi. The Itezhi-tezhi police and Itezhi-tezhi district hospital recorded more than seven cases, a development which compelled government to send emergency rabies vaccines to Itezhi-tezhi district hospital.

Barclays Banks pledges continued support to Zambia

Barclays Bank Zambia PLC has reaffirmed its corporate responsibility to communities in which they do business in Zambia.

Bank Chairperson Jacob Sikazwe said his bank will continue to play an active role in the development and improvement of infrastructure in the country.

Mr. Sikazwe was speaking in Lusaka today during a site tour of the Barclays Bank funded hostel construction project at the University of Zambia’s Ridgeway Campus.

He said Barclays Bank felt obliged to do something at the campus because over the years it has suffered deterioration which has led to a shortage of hostels for students.

Mr. Sikazwe explained that the Bank’s sustainability agenda of helping the community is extensive and includes support to major social sectors in the country.

And the Chairperson of the University council Dr. Tukiya Kankasa-Mabula said educating the nation should be everyone’s responsibility because education forms one part of the key pillars of development.

Dr. Kankasa-Mabula said everyone should rise to the challenge and contribute towards the improvement of education in the country.

He implored other organizations to emulate Barclays Bank in improving the learning environment at the university.

Barclays Bank Zambia PLC made a commitment of K3.2 billion towards the construction of a students hostel at the University of Zambia.
