Lusaka records 27 new cases of cholera

5

Government has disclosed that Lusaka has recorded 27 new cases of cholera as of yesterday.

Lusaka District Commissioner, Christah Kalulu, attributed the emergence of new cases to the continuous rainfall that has been experienced in the past few days .

She said the district has currently an accumulative figure of 102 cholera cases under treatment at the two treatment centers of Kanyama and Matero Referral Health centers.

Ms Kalulu who is also Lusaka District Disaster Management Committee Chairperson, said the uncharacteristic change in the rainfall patterns has impacted negatively on the sanitary conditions in most parts of the district especially those prone to the outbreak.

She was speaking after touring the water tanks that have been set up in Cholera affected areas that include Kanyama and Kuku areas.

She said government will continue with its interventions by providing clean was and distribution of free chlorine to residents in the affected areas.

She commended community and civil leaders for partnering with the DDMC in averting the further spread of the disease owing to the flood.

Ms. Kalulu reiterated the call for concerted efforts among stakeholders to completely eradicate the epidemic.

Earlier, Meicins San Frontiers, MSF, Emergency Coordinator, Llanos Ortiz appealed to residents to take precautionary measures such as proper disposal of waste and observing high hygienic standards so as to mitigate the further spread of cholera.

Government has since partnered with the private sector, medical charity (MSF) Lusaka Water and Sewerage Company and other key stakeholders in supplementing its efforts aimed at mitigating the effects of the cholera pandemic in Lusaka district.

Zambians urged to revive African traditions

An extended family
An extended family
A senior citizen in Ndola,Mr.Peter Bupe has called for

strengthened of family ties as a mitigation measure in addressing the problem of children roaming the streets.

He blamed the culture of redefining the family as mother, father and the children they bear, describing such attitude as a foreign vice worsening the suffering of orphaned and neglected children in modern society.

He said the calling of an uncle by the children of a younger brother or elder brother and that of aunt by children of a younger sister or an elder sister should also not be accepted according to African tradition, as it breaks family ties.

He appealed to Zambians to revive their African identify and help society in reducing the problems created by orphanage in Africa, mainly as a result of the HIV/AIDS pandemic.

Speaking in Ndola today Mr. Bupe added that the many children and youth littering the streets and becoming a public nuisance through pick pocketing could be integrated into families if there was a serious government policy to address the issue.

He said the ministry of community development and social welfare were doing a good job by assisting some children with school requisites but needed to do more by identifying loitering children and linking them to their immediate extended families.

Mr. Bupe further said society stands the risk of becoming uncontrolled because the children on the streets could become a public menace once left uncared for and prepare them to make a meaningful contribution to the welfare of society in future.

He urged government to help intergrate vulnerable children into families that can nurture them into productive future citizens.

Mr. Bupe said he sees a lot of hope and potential in most street children who he said need to be given shelter and guardians to discipline and teach them survival skills.

Zambia to register growth in crop harvest – the Ministry of Finance

21

maize_crop-2The Agriculture sector is predicated to register a positive growth on crop harvest for the 2008/2009 Agricultural farming season, the Ministry of Finance and National Planning 2008 Economic Report has stated.

The ministry attributes this to increased number of beneficiaries from the Fertilizer Support Programme (FSP) and enhanced provision of extension services which is expected to boost production and productivity in the sector.

The report however revealed that maize production declined during the 2007/08 Agricultural season by 11.3 percent, to 1.2million metric tones from 1.4 million metric tones in the previous farming season.

The decline is attributed to floods that affected most parts of the country, insufficient supply of fertilizer and continued low productivity.

Other crops that registered decline included Sorghum, Cassava and Burley Tobacco which fell by 21.5 percent, 2.1 percent and 13.4 percent respectively.

Despite recording a decline in crop production the country recorded an overall food surplus of 564,548 metric tones maize Mealie Meal equivalent and was largely on account of surplus recorded in cassava, wheat and maize.

However, challenges relating to the purchase, storage and release of maize on the market resulted in a shortage during the year whilst maize, Mealie Meal prices also rose in the fourth quarter,

NUMAW recommend to government to come up with policy to restrict would investors leaving country

6

National Union of Miners and Allied Workers (NUMAW) has recommended to government on the need to implement a time frame policy that would discourage the would-be investors to easily pull out of the country.

NUMAW president, Mundia Sikufele, said that once the time frame policy is adopted, investors coming into the country particularly in the mining sector would not be running away whenever they felt like as the would-be investors would only be free to leave the country after a specified period.

Mr. Sikufele said in an interview with ZANIS that this would guarantee the job security of the Zambians.

He added that any investors who would intend to leave the country before the contract expired would have the assets forfeited among other things.

Mr. Sikufele said although the mining sector was greatly affected by the falling copper prices, that there was need for the interests of the Zambians to be protected whenever government is bargaining with the foreign investors.

He said the current job losses that the country is facing are as a result of the mine closures that did not only hinder individual progress but also impacted negatively on the country’s economic development.

Mr. Sikufele however said government was responding positively to the recommendations that the union had made.

He said government should involve the Union leaders whenever it signed agreements with investors so that unions are able to table their concerns and see to it that the interests of the Zambians are taken into consideration before deals are signed.

Other recommendations were that government should see to it that the foreign investors complied with the country’s labor laws as well as adopt a work culture that would not exploit the workers.

He also said that government should include health and safety policies in the agreement, which he said needed to be improved.

Government commended for the water supply and sanitation programme

4

Kafue District Council has commended government for creating the rural water supply and sanitation programme which will ensure equity in service delivery in terms of water supply and sanitation.

The council is this year under the programme expected to drill 80 boreholes in the district at a cost of more than K2 billion stating in the first week of April. Priority of the programme will be given to unsupplied areas and rehabilitation of broken water points.

Kafue District Council Vice Chairman, Harry Baron, disclosed this in Kafue at the weekend during the district’s world water day celebrations held in Kabweza area under the theme “shared water, shared opportunities”.

Mr. Baron said the programme will among other things focus on developing dams for productive use such as irrigation, promote sanitation and hygiene as well as fight the HIV scourge in beneficiary communities.

Mr. Baron called on communities to benefit under the programme to take a central role in planning and maintaining the facilities once government drills the boreholes.

Kafue acting District Commissioner, Henry Bowa, said water was critical to the country’s sustainable water development and in poverty eradication.

He said government was committed to addressing the problems of water scarcity in the country.

Mr. Bowa also noted with happiness that government through the ministry of local government and housing was implementing the rural water sanitation and supply programme in the district.

He said his office was aware that billions of Kwacha have been pumped in the programme by the Danish government to ensure the country attains its millennium development goals on water.

He said with this programme in place, many people in Kafue rural will have water closer to their homes.

Mr. Bowa appealed to every Zambian to support government in ensuring that water resources are well managed.

ZEC not decided on whether to accept pupils with full certificates

15

governmentschoolZambia Episcopal Conference (ZEC) says it has not decided whether or not to accept pupils to grade 8 and 10 at grant aided schools that will obtain full school certificates, following the move by Ministry of Education (MoE) to abolish the cut off point.

ZEC General Secretary Paul Samasumo said the Catholic Church believes in quality of output from the pupils at their learning institutions.

In an speaking with ZANIS Fr. Samasumo stressed that the decision by government is going to affect a lot of pupils as there will be no competition among them.

Recently, the Minister of Education Geoffrey Lungwangwa announced in Parliament that government has decided to abolish the cut off point when selecting pupils to grade 10.

Professor Lungwangwa announced that government will now be admitting pupils that have only obtained full school certificates for Grades 8 and 10 instead of the ‘traditional way’ of the cut off point.

Father Samasumo implored government to build more classrooms so as to accommodate the huge number of pupils that are going to be accepted to grade 10 .

He further challenged government to put in place measures that will deter teachers in schools from going on strikes unnecessarily, a trend that will affect the academic performance of the pupils.

The clergy also implored government to provide good incentives to teachers in this year’s salary negotiations saying poor wages compromised the performance of teachers.

2 killed, 4 injured after Zesco power line falls on house

24

power-lineTwo people died while four others suffered electric shocks after being electrocuted by a Zesco power cable in Lusaka’s Misisi Township at the weekend.

Police spokesperson, Bonny Kapeso, confirmed the incident in Lusaka yesterday and identified the deceased as Charles Phiri, aged 21, and a 25-year-old married woman.

Mr Kapeso said the two died on the spot after they came into contact with a 33 Kilovolts (Kv) Zesco power line that fell after it got cut due to heavy rain in Lusaka.

The other four, he said, suffered electric shocks and were rushed to the University Teaching Hospital (UTH) for treatment.

“I can confirm that two people died on the spot over the weekend after they were electrocuted by a Zesco power line that got cut due to heavy rain. Four other people suffered electric shocks and were immediately rushed to UTH for treatment,” Mr Kapeso said.

The power cable, he said, fell on top of the roof of the deceased’s house while the four who suffered electric shocks were passing by.

Mr Kapeso said the condition of the four was critical.

Zesco senior manager for marketing and public relations, Monica Chisela, has said the company’s legal advisers were on the ground to ascertain the cause of the incident.

Mrs Chisela said Zesco officials were carrying out investigations in the incident and would issue a comprehensive report in the course of the week.

“Our legal officials are already on the ground and we shall issue a comprehensive report soon after they complete their investigations,” Ms Chisela said.
She regretted the deaths and electrocution of the four.

Chikwakwa reforms financial disbursement formats

15

Luapula Province Permanent Secretary, Jazzman Chikwakwa, has vowed to reform the disbursement of financial resources meant for development in the province to ensure the resources reach implementing agencies at the district level.

Mr. Chikwakwa said yesterday that he has identified a lapse where the districts were not getting adequate funding which made officers fail to implement and monitor developmental programmes.

He said he was going to fight and ensure that the money moves from the province to districts where it is supposed to be translated into services and goods that benefit the people.

He was speaking at Chisangwa Youth Resource Centre in Chief Kalasamukoso’s area before he was taken on a conducted tour of the centre that is training and mentoring youths to become self sustaining farmers.

The centre has so far trained 130 farmers who have been settled and have adapted to using ox-drawn power for cultivation.

The centre has this farming season cultivated 14 hectares of maize and expects a bumper harvest of 2,600 x 50 kilograms of the grain.

After taking a conducted tour of the 14 hectare maize farm and a cattle ranch, Mr. Chikwakwa said he was impressed that the centre has managed to produce results without donor funding, adding that government will not fail to support projects that implement its vision.

He described Chisangwa as a strong base that government would need to establish across the country as a way of empowering the youth.

Mr. Chikwakwa assured Chisangwa Youth centre manager, Action Chibanga, that as PS he was going to embrace all institutions that implement development and will remove selfishness to ensure all the financial resources reach sectors that are producing results.

The PS said he was happy that the centre was receiving K8 million per month but said there was need to increase funding to enable it expand on its programmes.

Govt to support complimentary NGOs – Sanjase

5

Government says it would endeavor to support institutions that compliment its efforts in providing educational survival skills to people in the country.

Speaking during the graduation of 32 students in computer skill at New Dawn Computer Training School over the weekend, Namwala District Administrative Officer, Godwin Sanjase, said government would always appreciate initiatives aimed at improving the standards of education in the country.

Mr. Sanjase noted that the initiative by the school, which is being run by the Catholic Church, was the first in the district and urged other business houses to emulate the Church in complimenting government’s efforts in the education sector.

He said the government would ensure that the school was registered with the Technical Education and Vocation Training Authority [TEVETA] so that students would be able to compete favorably with other students in the country with computer skills.

Mr. Sanjase also urged the graduating students to use their computer skill to start their small scale businesses.

“I am urging you to use the computer skills you have been taught here and start your own small business. It could be making birthday cards or anything saleable to the community,” said Mr. Sanjase.

Counterfeit drinks seized in Zingalume

20

A Combined team of the Zambia Police Service Intellectual Property [IP] Unit and other security agencies have unearthed a multi million Kwacha scam of counterfeit drinks manufactured in Lusaka’s Zingalume area.

This is the second largest successful operation that security agencies have made in Lusaka in the recent past, the first being an illegal manufacturing plant in Chinika area discovered early last year.

One suspect has since been arrested in connection with the Zingalume scam which is believed to have been going on since the year 2006.

The combined team of security personnel that stormed the area following a tip off from members of the public also impounded a truck loaded with fake carbonated drinks destined for Southern Province.

The drinks seized are under the brand of Ziee and Taico lemonade drinks.

Intellectual Property (IP) Specialist, Kingsley Nkonde who led the team, has confirmed the development in an interview with ZANIS in Lusaka today.

Mr. Nkonde said the combined team of security officers raided three separate houses in Zingalume and seized large consignments of drinks.

The team that went into the operation area shortly after mid night also seized huge consignments of empty bottles and other packaging materials.

“We have impounded one Fuso truck loaded with fake drinks destined for Southern Province,” said Mr. Nkonde.

Mr. Nkonde said the government has lost millions of Kwacha through unpaid tax.

The IP specialist also said other than the government losing millions of Kwacha through unpaid tax, the dealers were also risking the lives of the unsuspecting customers by manufacturing such products in unhealthy conditions.

He warned that security agencies will not rest to ensure that the country is rid of counterfeit products.

Large consignments of chemicals used in the manufacturing of drinks which are added to the drinks without following any specifications have also been seized.

The team further discovered that a total of 300 drinks are made daily with the market being mainly outside Lusaka.

Police service spokesperson Bonny Kapeso when contacted for a comment said he had not yet reached the office.

Mr. Kapeso promised to issue a statement later.

She also commended CCF for playing an important role in efforts of uplifting the living standards of vulnerable children in society.

She, further, added that youths are significant partners in national economic growth, hence required skills training to enhance their involvement.

And CCF Director, Victor Koyi, is happy with the continued support that his organization is getting from the Austrian government through the Child fund.

Mr. Koyi said the fund has helped improve the well being of vulnerable children and youths in communities.

He has also disclosed that CCF Zambia through the child fund in the next five years will scale up programmes in maternal health, education, and in the reduction of HIV/AIDS programmes among others.
