President Banda said government will soon introduce human

rights, as one of the subjects to be taught in primary and secondary schools.

He said this will help young people to understand and appreciate issues of human rights.

President Rupiah Banda also said government will soon table a bill in parliament that seeks to address the problem of gender based violence.

Mr. Banda has urged stakeholders to support the proposed piece of legislation that will help curb violence against women in the country.

The President announced this in Lusaka on Sunday when he officiated at celebrations, marking this year’s International Women’s Day.

Earlier, Gender Minister, Sara Sayifwanda, said government welcomed suggestions from all stake holders in safeguarding the rights of women.

International Women’s day was celebrated world wide on March 8.

In Zambia, activities were held in various parts of the country to mark the day.

IMF says Zambia near economic success story

ZAMBIA is a near success economic story in the whole of Africa although the country suffered a serious setback with the fall in copper prices, International Monetary Fund (IMF) managing director, Dominique Strauss-Kahn has said.

In an interview with Cable News Network (CNN) Inside Africa anchor Isha Sesay yesterday, Mr Strauss-Kahn said Zambia was a shining example on the continent because the country had performed well before the decline of copper prices.

Responding to Ms Sesay, who wanted to know which success stories in Africa he could cite, Mr Strauss-Kahn singled out Zambia as one such example.

He said Zambia had been doing well but just as it was making it, her copper-dominated industry suffered a serious knock in face of the falling prices.

The interview assessed the impact of the global economic crisis on Africa, which was done on the eve of the IMF co-sponsored major conference with Tanzania on the global economic meltdown.

Finance ministers, academicians and the private sector from Africa attended the conference last weekend.

And Zambia’s ambassador to Japan, Godfrey Simasiku has appreciated the recognition of the country’s achievements by the IMF chief.

He has urged Zambians to work even harder to help the country address the effects of the global economic crisis.

“In view of this development, I wish to urge my fellow Zambians to work together and find a way to weather the storm and emerge as a stronger and united country,” Mr Simasiku said in a statement yesterday.

He said Zambia’s political stability and economic potential was now drawing a lot of interest from some Japanese investors.

The Zambian envoy said affected Zambian firms and other employers should work at agreeing on strategic plans to prevent job losses, as was the case in Japan.

“In Japan, as a strategy to mitigate the economic meltdown, some companies and employees have agreed on what is termed ‘work sharing’ through which employees work shorter weeks or get a mutually agreed wage reduction from management to all workers,” he said.

He said other employees in Japan were being allowed to take extra jobs in view of the record fall in exports, the mainstay of that country’s economy.

Zambian legal system cheers Japanese envoy

THE imprisonment of prominent people in the country has helped to boost investor-confidence in the Zambian legal system, visiting Japanese envoy, George Hara has said.

Mr Hara, who is a representative of Intergovernmental Institution for the use of Microalgae Spirulina Against Malnutrition (IIMSAM), said the recent convictions of high-profile individuals indicated that Zambia’s legal system could be trusted.

Speaking in an interview in Lusaka at the weekend, Mr Hara said very few countries either developed or developing could do what Zambia had done.
Mr Hara said the investment climate in Zambia was conducive.

He said the country had huge mineral deposits such as copper, cobalt and emeralds among others, which should be fully utilised.

Meanwhile, Mr Hara has expressed interest to invest in the growing of human and animal food supplements, known as spirulina, in Zambia.

He said once approval was granted by the ministries of Heath and Agriculture and Cooperatives, experts from IIMSAM would come to the country to facilitate the growing of spirulina especially among small-scale farmers.

Mr Hara said besides being consumed in Zambia, spirulina could also be exported to markets in Japan, the European Union and the US where the commodity was on high demand.

He said spirulina had high protein content and was a strategic food product to alleviate malnutrition.

Weekend Scorecard: Singuluma Makes CHAN All-Star-11

CHAN golden boot winner Given Singuluma and his Zambia teammate Jonas Sakuwaha have been named by Caf in the CHAN all-star 11 line-up.

According to the Caf website, striker Singuluma and midfielder Sakuwaha are the only two Zambia’s from the bronze-medal winning side in the CHAN all-star-11.

Singuluma scored a record-setting five goals at the inaugural CHAN tournament that came to an end on Sunday in Cote d‘Ivoire that was won by DR Congo who beat Ghana 2-0 in the final played in Abidjan.

Partnering the Zambia and Zanaco striker in attack of the CHAN all-star-11 is Player of the Tournament Mabi Mputu from inaugural CHAN champions DR Congo.

Three other members of Mputu’s gold-medal winning DR Congo side also make the CHAN all-stars-11 and they are captain and midfielder Bongeli Lofo, Kazembe Mihayo including defender Gladys Bokese.

Ghana defenders Samuel Inkoom and Harrison Afful were selected from losing finalists while Senegal goalkeeper Mamadou Ba and midfielder Moustapha Diallo complete the CHAN all-star-11.

Two Patriotic Front (PF) parliamentarians have welcomed Government’s order for Glencore to surrender assets of Mopani Copper Mine in Mufulira and Nkana Copper Mine in Kitwe to enable the two companies to continue operating.

Roan member of Parliament (MP), Chishimba Kambwili and his Kasama Central counterpart, Saviour Chishimba, said Government should infact confiscate the assets from the investor to prevent further job losses in the mining sector.

The duo was speaking in Lusaka yesterday when they staged a two-man protest against impending job losses in the mines at the Mass Media complex.

“Government should not only ask Glencore to surrender assets but it should confiscate the assets and start running the mines,” he said.

Mr Kambwili said the duo would on Friday visit mining companies on the Copperbelt to assess the situation on the ground.

Meanwhile the Mine Workers Union of Zambia (MUZ) has also welcomed Government’s move to order Glencore to surrender assets of Mopani Copper Mines (MCM) in Mufulira and Nkana Copper Mine in Kitwe.

This follows the decision by the mines’ investor to suspend operations and place the companies under care and maintenance until copper prices return to US$5,500 per tonne.

Glencore, which runs operations of MCM and Nkana, recently presented their plans to Government.

MUZ general secretary Oswell Munyenyembe said Government should not backpedal on its decision saying there was need to ensure that the assets of the mines were intact and protected from stripping.

He said a vacuum must not be created in the mines between the investors leaving and those who wanted to take over the operations.

“We welcome the move by the government to order Glencore to surrender the assets.

We believe that government and some Zambians have the capacity to run the operations of the mines. When Anglo American Corporation pulled out of Konkola Copper Mines (KCM), Government was running the mine until it found an investor,” he said.

Mr Munyenyembe said mining companies were still making profits from the current copper prices at the international market.

“We still believe that these mining companies are still making profits and these job losses can be avoided,” he said.

Mr Munyenyembe said there was need to protect the assets from being removed from mines that were being placed under care and maintenance.

On Friday, Minister of Mines and Minerals Development, Maxwell Mwale said in Lusaka that Glencore should surrender assets of the two mines to ensure continued operations and avoid further job losses in the mining sector.

Mr Mwale said government would not allow a situation in which current mine owners only wanted to manage profitable mines and left the unprofitable firms under care and maintenance.

In the case of MCM, Glencore has also informed government about its intention to halt operations of the mine due to the high cost of underground mining and its short life span.

The heart of a Zambian- update on Cardson Kabwe

A month ago on the 25th January Lusakatimes published a story on Cardson Kabwe a 25yr old medical student studying in Russia. Cardson was diagnosed with heart disease which required urgent surgery. The Zambian embassy in Russia advised Cardson Kabwe to go back to Zambia, where chances of him ever having surgery were slim.

After the article was published on Lusakatimes there was an outcry from well meaning Zambians who castigated the Zambian government for quickly sending sick politicians to South Africa for treatment but ignoring this young promising future Zambian doctor.Lusakatimes readers stood in solidarity with Cardson and pledged to help  raise the funds for his heart surgery.

Lusakatimes is pleased to announce that the latest bank details show that a total of $6500 has been deposited in Cardson Kabwe’s VTB bank account. The paypal account set up by www.mwape.com (which is also shown on Lusakatimes)  collected $ 2 771.67. In total Zambian well wishers have raised $9271.67 for Cardson Kabwe to undergo a life saving heart surgery.

Cardson has been overwhemed by the response and would like to give his heartfelt gratitude to all those who have supported him financially, supported him in prayer and  those who provided moral support.

Cardson has been  referred to a military hospital where the total cost of the operation is cheaper and comes to approximately $11000. Procurement of high quality valves from the US and delivery to the hospital will  cost $5 000, then pre-surgery tests and the operation, another ( $6 000 approximately).
He has to procure the valves without fail by the end of this week. The hard cash is availible and he is in the process of ordering them.
The doctors will operate on him when he pays half of the cost for the operation (about $3 000). After the operation, he will pay the remaining half. Support from everyone all around the world has been overwhelming.

Cardson is confident that by the time he comes out of the operation all the funds will be available. It has been a tedious fight but things are looking  well for Kabwe. All this has shown the true heart of  Zambia.Cardson Kabwe was faced with an impossible situation. His sponsors and the the Zambian embassy gave up on him and were ready to send him on the next plane to Lusaka. However, he was surrounded by a group of friends- Zambian students in Russia who believed if they stood up for a just cause regardless of what obstacles stood in their way they would overcome.Though the Zambian students in Russia often face delays in receiving their meagre allowances they pledged to give whatever they could to help their colleague have this surgery.  After reading about Cardson Kabwe, Zambians all over the world pledged to help raise the funds.This shows that we do not always need politicians, government or donors to change a situation.May Zambians continue in this spirit of unity to effect change in peoples lives and indeed our beloved country Zambia.Like the Zambian Students in Russia may we use obstacles in our paths as stepping stones.

Pirate taxi operators’ request rejected

Luanshya Police Officer Command Hudson Namachila has advised pirate taxi drivers to operate within the law of face the consequences.

Reacting to request by Pirate taxi operators in the district to his office to convince government to allow them operate their vehicles in various colours, Mr Namachila urged them to follow the government’s rule

Mr. Namachila said the aggrieved pirates should not appeal to him on the matter saying government was the right institution to appeal to. He said his duty was only to ensure there was law and order in the district.

He warned pirate taxi drivers to abide by the law, adding those who will not abide will have themselves to blame.

However, a check by ZANIS on the streets revealed the registered taxis have been out-numbered by the pirates.

Meanwhile some pirate taxi drivers talked to said they will not have their cars painted blue because passengers today shun blue painted vehicles.

One driver told ZANIS on conditions of anonymity that he will never have his car painted in the official blue because he will lose customers.

He said much as he desires to abide by the law, he will not, as long as such law is not beneficial to him.

However, one of the registered taxi drivers, Godwin Lungu, observed it has become difficult for people from other countries to identify which cars are legal for transport and which ones are not due to piracy.

He said if all taxis were legal, passengers would have no option but to go for any taxi.

He has called on the police to intensify patrols to ensure all pirate taxis are wiped out of the streets.

He knows the final outcome. The good news is that you and I win. God always causes us to triumph!

Imagine you’re watching the Super Bowl, but you already know the outcome. You already know who is going to win. No matter how far behind the winning team falls, no matter how bad it looks for them, you wouldn’t get upset. You wouldn’t be worried. Why? You’ve got inside information. You know the final outcome. That’s what God is saying to us today. When it gets tough and things don’t look like they’re going to work out, we know with God, we are on the winning team! You can laugh with Him today knowing that He has favor, strength, and victory for you in every area of your life!

Civic Body advises politicians

The Foundation for Justice, Integrity and Fairness (FAJIFA) in Northern Province has advised politicians to find better ways of resolving their differences than using the press to settle scores.

FAJIFA acting Vice President Evaristo Chongo said in Kasama that the recent attacks on the Presidency by expelled Mpulungu Member of Parliament Lameck Chibombamilimo and Katuba Constituency MP Jonas Shakafuswa were unfortunate.

He said the expelled duo should have found a better way of expressing their grievances over government’s action on them instead of making threats in the media.

Mr. Chongo has particularly challenged the former Energy Deputy Minister to go ahead and spill the beans if that was in public interest.

He further said it was wrong for Mr. Chibombamilimo to think that just because he used his personal resources to campaign for President Banda, then he cannot be disciplined.

Mr. Chongo said those serving in public offices should know that their positions where not personal to holders as they were meant to serve the interest of the people of Zambia.

President Banda relieved the two ministers of the duties in his administration for indiscipline. The President action was followed he ruling MMD National Executive Committee (NEC)expulsion of the two on Tuesday.

Meanwhile, FAJIFA has reacted sharply to a recent statement by a Clergy advocating for Chiefs’ participation in active politics as long as they had the necessary qualifications.

Mr Chongo said his organization was against chief taking part in active politics saying such a move will compromise their integrity.

He has since appealed to the National Constitutional Conference to include a clause that will bar chiefs from taking part in active politics.

Mr. Chongo observed that allowing Chief to participate in partisan politics will create a conflict of interest as they rule over subjects with diverse political affiliation.

Nakonde Civil Servants demand for their hardship allowance

Civil Servants and Allied Workers Union of Zambia (CSAWU) in Nakonde in Northern Province have asked the  government to pay them their rural  hardship allowances.

Speaking in an interview with Zambia News an Information services (ZANIS), CSAWU district chairperson Mr Patrick Mumbo said the civil servants have called on government to urgently address this issue.

Mr Mumbo said since 1st April last year 2008 to date 2009 the civil servants have complained to say their have not received the allowances.

“We are appealing to government and other relevant authorise to quickly address this issue as soon as possible”.

He added that there has been some tensions in certain government departments due to the fact that the ministry of education has received its rural and remote hardship allowances.

Mr Mumbo said government should look into this issue as soon as possible because this is having a negative impact on the way workers are performing in terms of working.

He further said that government should consider them especially that this has been long over due looking at the period.

Mr Mumbo has said government and other relevant authorise should urgently look into this issue in order for civil servants to continue performing well in terms of their duties.

Zambia Beats Senegal For CHAN Bronze

 Zambia shrugged off sturdy Senegal  to rally to win 2-1 and collect bronze in the two sides 3rd and 4th place playoff match at the CHAN tournament in Abidjan this evening.

It was a much improved performance by Zambia against Senegal following that 0-0 draw in the two sides first CHAN meeting in a Group A match played on February 25 at the same venue.

Star of the show on the day was Power Dynamos midfielder Kennedy Mudenda whose sparkling display was the catalyst of Zambia’s drive with an eye on the bronze on Saturday.

However, Senegal withered the early charge from Zambia and took the lead in the 22nd minute through Omar Sow who raced through the oppositions defence to crash in the ball past Zesco United goalkeeper Jacob Banda who was making his CHAN debut on the day.

Banda’s club mate Jonas Sakuwaha had a chance to level matters midway through the game after he ghosted in behind a Senegal defender only to head wide a superb far right cross from Zanaco midfielder Henry Banda. 

Zambia equalized just after the restart through second half substitute Simon Bwalya of Power in the 48th minute after finishing off a Given Simguluma rebound.

Seven minutes later live-wire Mudenda raced down the middle towards the edge of the box to let-rip a sublime strike that miraculously came off the left post.

Lusaka Dynamos midfielder William Njobvu too tested Senegal with  another long effort of his own in the 58th minute.

16 minutes from time, Singuluma rounded a defender after a cheeky layoff from Sakuwaha to score his 5th CHAN tournament goal and to put him as firm favorite for the golden boot award after the final match against Ghana and DR Congo at the same venue on Sunday.

Power Dynamos Give Fathy Fine Start

Power Dynamos this afternoon beat Zesco United 2-0 to lift the season opening Samuel “Zoom” Ndholvu Charity shield final played at Kafubu Stadium in Luanshya today.

All of Power’s goals came in the first half of the match to hand their Egyptian-born coach Mohamed Fathy his first cup honor since announcing his arrival on the Zambia football scene last season.

Both of Power’s goals came from midfielders with Joseph Sitali giving the Kitwe side the lead in the 2nd minute before Luka Lungu made it 2-0 in the 43rd minute.

Power’s victory on Saturday is their first cup honor since 2004 when they also lifted the same title after beating Zanaco 2-1 in the final played at Sunset Stadium in Lusaka.

President Banda yesterday paid tribute to former President Kenneth Kaunda for his foresight in having a hydro electric power plant erected at Kariba.This was when he launched the US$400 million Kariba North Bank power extension project in Siavonga which will see electricity generation at the station increased by 360 mega watts.

The plant which is currently being rehabilitated and up-rated from 600 to 700 mega watts generation capacity will be built within the existing Kariba North Bank Power Station.

The new project will involve the installation of an additional two generators with a total capacity of 360 Mega watts which will bring a total installed capacity at Kariba North Bank to 1080 Mega Watts.

Mr Banda said at the launch that government recognised the important role the development of infrastructure played in the quest to create wealth and improve the livelihood of the people.

The plant is being constructed by Sinohydro Corporation of China.

Mr Banda thanked the Chinese government for facilitating the provision of 85 per cent of the cost of the project through the China Export and Import Bank .The Development Bank of Southern Africa is providing the rest of the funds.

He said the completion of some of the projects in the upgrading of smaller power stations would enable the country to meet the millennium development goals (MDGs) and the Vision 2030.

Other projects being implemented are Kafue Gorge Lower hydro power station, Kalungwishi and Itezhi tezhi.

Mr Banda said the Itezhi-Tezhi hydropower project of 120 mega watts would cost Government $200million.

He said the 210-mega watts Kalungushi hydropower project would cost about $400 million.

Mr Banda said his government had been emphasising the need to build more power stations as well as rehabilitate and expand existing plants.

Minister of Energy and Water Development Kenneth Konga said an increase in the electricity tariffs this year to cost effective levels may invite investment in the sector.

He said he expected Zesco to improve its performance and service delivery.

Zesco managing director Rhodnie Sisala said the project was not only important to Zambia but to the Southern African Development Community (SADC) region.

European Investment Bank representative David White said hydro power stations were an asset, not only to the country in which they were built but also to the entire region.

Chinese ambassador to Zambia Li Qiangmin said the launch of the project was a great moment in the history of relations between China and Zambia.

The Dora Siliya tribunal has been informed that the minister had no power to cancel a duly awarded contract for the supply and installation of a Radar system at the Lusaka and Livingstone airports.

Purchasing and Supplies officer in the Ministry of Communications and Transport,Isaac Mukupa, disclosed this during the continued sitting of the tribunal in Lusaka yesterday.

Mr. Mukupa said Ms. Siliya had no authority to cancel the tender award because she is not part of the procurement system for the ministry.

He further submitted that Ms. Siliya did not follow the right procedure when she notified the Zambia Public Procurement Authority of the cancellation of the tender.

Mr. Mukupa said he was not aware of any instructions from the minister to the permanent secretary over the cancellation of the tender.

Meanwhile the petitioners’ lawyer Winter Kabimba has subpeoned Mr. Mukupa to present to the tribunal the two documents related to the tender.

The documents are the internal memorandum relating to the procurement of the Radars.
