Draft national anti-corruption policy in place – Dr. kanganja

114

SECRETARY to the Cabinet Dr Joshua Kanganja says government through the the Anti-Corruption Commission (ACC) has developed a draft National Anti Corruption Policy and Strategy aimed at harmonising and coordinating efforts in the fight against corruption.

Dr Kanganja disclosed that one of the key elements of the policy was that of institutionalising the prevention of corruption adding that this called for individual institutions to develop and implement corruption prevention mechanisms.

He said while investigations and prosecutions would continue, it was better to prevent corruption in the first place because investigation and prosecution was not easy given the nature of the crime.

The Secretary to the Cabinet was speaking in Livingstone today when he swore in 22 integrity committee members drawn from the Judiciary, Kitwe City Council, Livingstone City Council, Zambia Police, Immigration department, National Registration and Pssports and the Ministry of Lands.

Dr Kanganja said he was confident that the draft National Anti Corruption Policy would be approved before the end of this year as it was just pending approval by Cabinet.

He said the policy was meant to remove opportunities for corruption and ultimately improve service delivery in public institutions.

Dr Kanganja noted that the concept of institutionalisation of corruption prevention through integrity committees was not unique to Zambia as there were other jurisdictions around the world who had similar arrangements in place.

He said although the National Anti-Corruption Policy has not yet been approved, the government gave a go ahead for the implementation of the institutionalisation of corruption prevention through the formation of integrity committees.

He said this is because of the importance government attaches to the need for improved service delivery in public insitutions.

Dr Kanganja observed that during the FNDP , government will have to undertake a number of policies and key reforms in the area of transparency and accountability adding that some of the issues to be addressed through the ACC would include the revision of the ACC legislation so as to strengthen it and bring it in line with internationally accepted best practices.

He said the other issues included the placing of the emphasis on prevention of corruption and related malpractices in public and private institutions and to institutionalise corruption prevention in both public and private institutions.

Dr Kanganja called on the newly sworn members to spearhead and facilitate the process of preventing corruption in their respective organisations and providing information on what the integrity committee would accomplish in their organisations.

Speaking earlier, ACC Acting Director General Mrs Rosewin Wandi said the commission stands ready to work with government and all stakeholders in both private and public institutions to see to it that the government’s goal of enhancing governance and service delivery through integrity committees is achieved.

MMD thanks NW Province but Chief Mpidi not satisfied

173

The MMD leadership in Northwestern Province has thanked the people in the Province for electing Mr. Rupiah Banda as republican President.

Provincial Secretary Obert Mayambu said that the people of the province were happy with the economic and good governance programs embarked by the party throughout during the years it has been in government.

Mr. Mayambu said that the Party has promised to work with the new President in improving the lives of the people in the province.

Mr. Mayambu further said the Province has endorsed the proposal by the Chairman of Information and Publicity for MMD Benny Tetamashimba that President Banda should be the Party’s Acting President because he has shown that he can organize and make the party tick throughout the nation.

Meanwhile Chief Mpidi of Zambezi District in Northwestern Province says he feels neglected due to lack of development in his area.

Chief Mpidi said this when Northwestern Province Permanent Secretary, Jeston Mulando, paid a courtesy call on him at his palace over the weekend.

Chief Mpidi claimed that feeder roads, especially from the Boma leading to his area and palace, were in a deplorable state and needed much attention.

He observed that feeder roads in his chiefdom were cardinal because they enable farmers transport their farming inputs to the market outlets, adding that the area produces a lot of maize.

Chief Mpidi has since appealed to government to consider putting up a pontoon on the Zambezi river to connect Mpidi to Lukulu district in Western Province to reduce the long distance and enhance transportation and promote trade between Zambezi and Lukulu.

The traditional ruler bemoaned lack of qualified officers at Mpidi Rural Health Centre, adding that the clinic was being manned by unqualified Classified Daily Employees (CDEs).

Chief Mpidi added that there was need to expand the rural health center and eqip it with qualified personnel to avoid preventable deaths.

And Northwestern Province Permanent Secretary, Jeston Mulando, said government has already mobilized machines to work on Mpidi/ Zambezi road which would be graveled  by April next year.

Mr. Mulando said a team of experts would also be sent to Mpidi to go and assess the site  so that plans to put up the pontoon would be considered.

Mr. Mulando said government has plans to construct high schools, local courts by 2009 and also expand Mpidi rural health center.

National Inquiry is the best tool – Yangailo

27

The Human Rights Commission of Zambia has said national inquiry into human rights violations is a critical factor in ensuring international human rights standards are upheld at national level.

Human Rights Commission Chairperson Pixie Yangailo said national inquiry was among the best tools that could be used to make proactive contributions towards human rights promotion and protection in Africa.

Ms Yangailo said this during the opening of the sub-Regional training workshop on National inquiries on human rights at Chrisma hotel in Livingstone today.

She said application of a national inquiry as a diagnostic tool in the field of human rights served as an effective strategy for better understanding of a broad spectrum of human rights issues and drawing public attention to pressing human rights issues.

Ms Yangailo expressed confidence that national inquiry was an avenue that could also be used to put pressure on governments to defend international human rights standards in respective countries.

She acknowledged the importance of national inquiry in the operations of the commission because it touched on critical areas such as monitoring of international human rights standards and investigating human rights abuse.

And Professor Brian Burdekin from the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) commended government for the respect it had for protection of human rights.

Professor Burdekin said Zambia was among the few countries that had held its former president accountable for suspected plunder of national resources and hoped more politicians world wide could also be held accountable for any suspected wrong-doing on their part.

He however described as unfortunate, the lack of consistency of national laws in adhering to international human rights treaties in most regions of the world.

Govt asked to start input distribution

59

Fisaka Cooperative Society in Kawambwa District in Luapula Province has asked government to urgently start distributing inputs to farmers in the area.

Co-operative chairperson, Phillimon Chilufya, says government should commence the distribution of agricultural inputs to farmers because the rainy season has already started.

Mr. Chilufya was speaking in an interview with ZANIS in Kawambwa over the weekebd.

He, however, noted that government, through Nyiombo Investments, only delivered more bags of urea fertilizer and very few bags of basal dressing.

Mr. Chilufya said there is need for the government to speed up the distribution of basal fertilizer because some farmers have already started planting seeds.

“It started raining heavily in the area two weeks ago and some farmers have started planting but D. compound is not enough compared to urea that has been brought to the area in large numbers,” complained Mr. Chilufya.

And Mr. Chilufya has urge government not to eliminate farmers from the Fertilizer Support Programm (FSP) because there are no agents in Kawambwa who have the commodity for sale.

He said if prominent farmers are removed from the programme, they would have nowhere to buy inputs adding that this will affect maize production in the district this farming season.

Mr. Chilufya further said the inputs will be expensive by outside businessmen due to transport costs, hence the need for the government not to eliminate farmers from the FSP.

However, Acting District Agriculture Coordinator (DACO), Ng’onga Musonda, said government has not yet issued instrutions to start distributing inputs to farmers in the area.

Mr. Musonda appealed to farmers not to panic, saying his office will start distributing the inputs soon.

Meanwhile, Mr. Ng’onga has revealed that Kawambwa District has received 7,980 x 50 kg bags of urea, 1,800 x 50 kg of D. Compound and 3,196 x 10 kg bags of maize seeds.

Western Province requires more money for roads

44

A Senior government officer in Western Province has appealed to the government to consider allocating more funds to road works in Western Province to compensate for long distances involved in the collection of gravel materials and the sandy terrain.

Deputy Permanent Secretary, Phanwel Chibala, made the appeal in an interview with ZANIS in Mongu today, arguing that it was difficult to find contractors to do any road works in the province because of lack of materials.

He requested that, in order to contain the situation, more funds should be allocated to road works in the province.

The DPS complained that Shangombo and Nalikwanda roads were recently advertised to contractors but unfortunately only one contractor in each case responded with very high bids, adding that Shangombo road alone went as far as K70 billion, which is beyond government budget.

Senior Road Inspector under Rural Road Unit (RRU) in Western Province, Fred Phiri, said that on average, gravel haulage in the area was about 50 km away.

However Mr. Chibala thanked government for having procured road equipment which is now under RRU to help rehabilitate feeder roads.

He said that in Western Province, the equipment has already been used to do Mwene Mutondo’s 7 km road, Limulunga-Lealui’s 18 km road and Mulambwa Basic‘s 1km connection road.

Currently some units were already in Kaoma while another unit will be sent to Kalabo district to work on Sikongo and Nalikwanda roads.

Western Province, under RRU, has five tipper trucks, four front-end loaders, two rollers, six graders and two water bulzers.

The effect of junk food on our waist lines

78

(title revised)

When FTJ introduced a liberalized economy in Zambia little did we know the impact it would have on our waist lines. I returned to Zambia after two years in Australia and the first thing I noticed as I walked down Cairo road one morning was how fat people had become in a very short time frame.

There was a guy I was with at secondary school more than a decade ago, who used to go by the name Muselepete. He was so thin we thought he should be studied in a lab because not even malnutrition could make someone that skinny ! We always teased him how that his ribs would make the same sound as a guitar string if he ran his fingers down his chest. Well, after not seeing this friend for only two years, I found him almost obese! He had probably moved from a size 26 to 42. I hardly recognized him when he called out to me. He had the signature pot belly, I could not make out whether he had a neck or not but the few anatomy courses I did at Unza assured me he must still have one neatly tucked between his now chubby chin and broad chest. This phenomenon I found was repeated on a majority of my peers.

The mushrooming of fast food take-aways in Lusaka has really gotten people fat. They joke that “balelila” but should we really embrace the western lifestyle with caution thrown to the wind?

People in the west are now realizing how bad and unhealthy their lifestyles are. Its the cause of diseases like diabetes, high blood pressure, heart attacks and some cancers.

I would urge middle class Zambians to stick to the natural foods our grandparents and parents raised us on. Once in a while leave your second hand japanese car and walk. Go to the gymn or just exercise for at least 20 minutes three times a week.

ZESCO’s inefficiency affects banana plantation project

56

The expansion programme of the American sponsored Chabbobboma Banana plantation project in Gwembe district hangs in the balance following reluctance by ZESCO to link the project site with hydro electricity.

World Hope International-Zambia country director Elvan Chilundika disclosed this Saturday during celebrations to mark the first banana harvest at Chabbobboma on the shores of lake Kariba in Gwembe district.

The function was also attended by district commissioner Dorothy Hamvula, chief Chipepo and American donors from Eastern Hills in New York.

Mr Chilundika said World Hope International, the implementing agency for the project, had since the commissioning of the plantation project last year, made several requests to ZESCO for power to be taken to the project site but without any success.

He said officials at the ZESCO office in Monze had always been assuring his organisation that they would visit the area but failed to do so despite World Hope International offering transport for them. He said the site is only a short distance from the main ZESCO power grid.

Mr Chilundika explained that due to the absence of ZESCO power, the organization had been forced to construct a storage and treatment facility for the harvested bananas in Monze, about 100 kilometres away from the production point, thereby increasing operating costs.

The country director explained that the Chabbobboma banana project begun in 2005 in line with government’s efforts to restore dignity and hope to the Gwembe valley people displaced by the construction of the Kariba dam.

Mr Chilundika said the plantation with about 4,000 banana plants is currently facing difficulties of proper irrigation due to eratic supply of diesel to run water pumps in the absence of ZESCO power.

He said this situation has frustrated current efforts to expand the banana project after the release of more funds by the American donors for another four hectares of land to grow 8,000 more banana plants.

“Eastern Hills of America have made additional funds available funds for the construction of a reservoir and other facilities. All these activities are taking place but we will need power,” he said.

He appealed for intervention of the district authorities so that ZESCO electrifies the project which is for the benefit of the people of the Gwembe valley.

Speaking at the same function, chief Chipepo said the banana project would uplift the living standards of the valley people where power has been the biggest challenge.

Chief Chipepo said has for many years now been spending sleepless nights worrying about the deep rooted poverty among his subjects and called upon the American donors to provide more support so that the project is replicated in other areas of the valley district to deal with the poverty challenge.

He told his subjects to turn away from their wicked ways and support the project.

Nothing Wasted

38

Today’s Scripture
After everyone was full, Jesus told his disciples, “Now gather the leftovers, so that nothing is wasted” (John 6:12).

Today’s Word from Joel and Victoria
The Bible tells of a time when Jesus fed a crowd of five thousand with only five loaves. That day, everyone had more than enough to eat and there were still twelve baskets full of bread. That’s because we serve a God of abundance! I love that Jesus told the disciples to collect all the leftovers “so that nothing is wasted.” With God, nothing is ever wasted. He’ll never waste an experience; He’ll never waste a hurt; He’ll never waste a dream; He’ll never waste even a single piece of bread.

God is still in the miracle-working business. He is still our Creator and He is a Restorer. If you’ve felt like you’ve wasted years of your life in the wrong job, hanging around the wrong people, doing the wrong things, God will gather those years and restore them back to you. He’ll take those experiences that the enemy meant for your harm, and He’ll turn them around for your good. He’ll make you stronger, wiser, and better off than you were before. He can launch you further into your destiny than before. Be encouraged today because with God all things are possible and nothing is ever wasted!

A Prayer for Today

Heavenly Father, I give You every bit of my life, my past, my present, and my future. Thank you for taking every experience in my life and turning it around for my good. In Jesus’ Name. Amen.

Respect former first lady Maureen – Mama Kankasa

176

Veteran freedom fighter Mama Chibesa kankasa says former first lady Maureen Mwanawasa should be respected as she and the rest of her family were still mourning her late husband  and father Dr Levy Mwanawasa.

Commenting Federation of the Free trade Union of Zambia ( FFTUZ )president Joyce Nonde over Mrs Mwanawasa’s refusal to occupy a house in Roma Township government had found for the first lady, Mrs Kankasa urged Zambians to respect the former first lady and the Mwanawasa family.

Mama kankasa explained that the former first lady was not being difficult in as much as she is supposed to adhere to government ‘s offer.

She said Mrs Mwanawasa was merely following President Banda’s directive for her to vacate State House , but she was  equally told by the president  that she can only move from state house after the government found a house of her choice.

Lusaka Dynamos Win Debut BP Top 8 Crown

25

Lusaka Dynamos this afternoon won their first ever cup honor in their three-decade history after beating Zesco United 1-0 to lift the 2008 BP Top 8 title.

The game played at Nchanga Stadium in Chingola was heading for stalemate after remaining scoreless until the 89 minutes.

However, a brilliant shot a minute from time from striker Josphat Nkhoma that hit the horizontal before hitting the back of the goal line ensured the match didn’t go to penalties.

Dynamos win was also significant for coach Fighton Simukonda’s quest to win the BP Top 8 trophy as trainer who put to rest some ghosts of losing 6-1 to Nkana as coach of Konkola Blades in the final of the same competition in 2000 at the same venue.

Nkwazi moved from bottom of the table in 16th place to 13th position after an important 1-0 away win over Red Arrows today at Nkoloma Stadium in Lusaka.

Midfielder Isaac Mutantabowa’s header in the 57th minute from an Edward Kangwa cross gave Nkwazi the win in this poor display of football from both sides.

Coaches Oswald Mutapa for Nkwazi and Harrison Tembo for Arrows were once elegant midfielders in their day.

However, from the bench where they barked orders to their underperforming players, there was no sign of that old magic rubbing off onto their charges.
