Levy’s recovery process cheers doctors-Chituwo

Minister of Health, Brian Chituwo today told parliament that President Levy Mwanawasa, felt some sharp chest pains before he collapsed on June 29th, this year while on duty in Egypt.

Dr. Chituwo said in a ministerial statement presented in parliament today that at the time he suffered a stroke, Dr. Mwanawasa was having a meeting with a senior Angolan government official in that Egypt.

He said although the President collapsed and suffered a stroke, he maintained his cautiousness and was taken to Sharma El Sheik hospital where he was operated upon.

The Doctors at Sharma El Sheik hospital described the stroke as severe. Dr. Mwanawasa was then evacuated to Percy Military hospital in Paris, France where he was admitted in the Intensive Care Unit (ICT).

“To date, President Mwanawasa remains admitted to Percy Military hospital in the ICU and he is receiving the best medical care. He is improving gradually,” he said.

He said physicians attending to the President in France were happy with the recovery progress.

Dr. Chituwo however said that the recovery process for conditions of stroke was slow.

He has since appealed to Zambians to remain patient, strong, prayerful and optimistic that the President would fully recover and return home.

“The healing process may be long due to the nature of the illness,” he said.

Dr. Chituwo told Members of Parliament (MPs) that the Doctors in France would make a comprehensive brief on the illness of Dr. Mwanawasa after the current treatment and medical plan was completed.

And the Minister of Health paid tribute to Egyptian President, Hussein Mubarak for calling on specialized doctors and staying with the first family at Sharma El Sheik hospital when President Mwanawasa was taken ill.

He also thanked French President, Nicholas Sarkozy for his support when Dr. Mwanawasa was flown to France.

Meanwhile, Dr. Chituwo said during questions for clarifications from MPs that the decision to evacuate Dr. Mwanawasa to France instead of London where he was taken when he suffered his first stroke in April 2006, was arrived at after consultations with doctors in London.

This was after Kabwata Patriotic Front MP, Given Lubinda asked why the President was flown to France instead of London where he was treated in 2006.

In April 2006, Dr. Mwanawasa suffered his first stroke and was evacuated to London where he was treated and fully recovered. The stroke was a mild one, meaning it was not life threatening.

Dr. Chituwo further explained that Percy Military hospital was renowned for treating health conditions related to strokes.

He explained that the minor operation that was carried on Dr. Mwanawasa to improve his breathing was a tracheotomy which is  an incision through the neck into the trachea to assist breathing when the upper airways are blocked and a craniotomy which is meant to facilitate brain surgery.

He was answering to Mandevu MP, Jean Kapata and Chingola MP, Joseph Katema who wanted to know what type of operations were done on the President respectively.

Dr. Chituwo said government was putting in place measures to ensure that the President continued to receive proper care when he returns from Paris.

The minister paid special tribute to Zambians for their unity and prayers during Dr. Mwanawasa’s absence from Zambia.

Pensioners demand benefits before cabinet’s salary increment (UPDATED)

The Zambia National Pensioners Association (ZANAPA) has
appealed to Members of Parliament to ensure government’s internal debt for pensioners
is reduced before tackling he issue of salary increments for constitutional office holders.

ZANAPA Secretary for Livingstone and Kazungula District, Patrick Namakando said any increment
for cabinet and other high ranking government officers would further increase the financial
disparity between pensioners and those in government leadership.

Mr. Namakando told ZANIS in Livingstone Thursday that government owed pensioners a lot of money
through the Pensions Board adding that any increment yet to be awarded to cabinet would
have devastating effects on pensioners.

He said it was unfair for pensioners to receive percentage increments that only translated to
K12, 500 when constitutional office holders were contemplating increments involving millions of
kwacha for each individual.

But Vice President Rupiah Banda has said there is no need for sectors of society to
start debating on the salary increments when government had not even announced the
new emoluments  for constitutional office holders, ministers and their deputies.

Meanwhile, the Civil Society in the country has called on government to immediately withdraw the proposed salary increments for Cabinet and other constitutional office bearers.

Civil Society for Poverty Reduction Executive Director Mulima Akapelwa said Vice President Rupiah Banda should lead cabinet in withdrawing the proposed increment before it is taken to Parliament.

Ms. Akapelwa, who issued the statement on behalf of other civil society organisations at a press briefing in Lusaka today, said the proposed increment negates the principle of transparency and accountability as it clearly indicates cabinet’s misplacement of priorities.

She wondered where government would find the money to effect the increment as it was not budgeted for.

She said if government intends to go ahead with the proposal, the same principle should apply to all government workers including University of Zambia Lecturers and students.

And Caritas Zambia Executive Director Sam Mulafulafu wondered why the Ministry of Finance and National Planning has remained mute on the proposed increment.

Mr. Mulafulafu said Finance Minister Ng’andu Magande should explain to the nation how government intends to finance the proposed increments.

Civil Society organisations represented at the briefing included Transparency International Zambia, Women for Change, Non Governmental Coordinating Council and Civil Society for poverty reduction among others.

200 Business Regulations to be Scrapped to help Curb Corruption

Plans are underway to reduce the number of requirements needed for one to set up a business in Zambia.

The Chairperson of the Private Sector Development Programme said the high number of regulations and licenses needed have fueled corruption.

Eva Jhala said Zambia has 450 license and regulatory requirements and public institutions which issue them have become bureaucratic.

She said at a media breakfast hosted by the Lusaka Press club that plans are now underway to eliminate 200 of these requirements.

The Committee has also identified what it calls 20 nuisance licences that need to be eliminated.

Mrs. JHALA singled out councils as institutions that have become corrupt through charging trading licenses which she believes should be eliminated.

Loopholes worry Magande

The Minister for Finance is worried that resources released by his ministry are not achieving their intended goals because of certain loopholes.

Ng’andu Magande has urged accountants to detect these loopholes for Government to make improvements in all social economic sectors.

The minister said this in Livingstone in a speech read by Acting Secretary to the Treasury, James Mulungushi.

This was at the Zambia Institute of chartered Accountants ZICA-CIMA Annual Business Conference.

Mr. Magande said Government appreciates the role accountants play in ensuring that resources are channeled to the intended developmental projects.

And ZICA president, Chintu Mulendema said the European Union has given the Institution a 250 thousand Euros grant to establish a monitoring department.

He said the department will be able to monitor professional accountants in the industry.

Collins Mbesuma today signed for SA club Mamelodi Sundown’s for an unspecified period.

SportSoccer confirmed the deal between the 8-time South African league champions and the Zambian striker.

However, full details of the contract have not been disclosed.

Mbesuma has been training with Sundowns for the last 3 weeks hoping to impress the high-spending side from Pretoria.

The Zambian striker has been club-less since May after Bursaspor of Turkey terminated his contract just a season into a 3-year-deal.

Mbesuma will be making his first return to the South African league after 3 years where he made his name with Sundowns rivals Kaizer Chiefs in 2005 with whom he scored 35 goals in one season after joining from Roan United in 2004.

He went on to play for Portsmouth in England before being loaned to Maritimo of Portugal and later sold to Bursaspor last season.

-Faz disciplinary committee chairman chairman Sunday Nkonde has warned Mufulira Wanderers and Kitwe United officials from discussing their abandoned 1-1 Faz division 1 week 16 match played on August 3 at Shinde Stadium in the press.

Nkonde cautioned in a statement today that both United and Wanderers should show restraint over their pending disciplinary hearing.

“It is therefore advisable that interested parties show restraint and leadership in the manner they make comments on the intended disciplinary hearing,” Nkonde said.

“Unguarded comments by interested parties especially club officials are not only undesirable but may even result in disciplinary offences.”

-Zambian Breweries has pumped K300 million into the 2008 Coca Cola Interprovincial schools football championship kicks off this coming Monday in Kitwe.

This years Coke Schools championship will be held at Garden Park and will run from August 11-16.

Defending champions Ndeke of Kitwe will be hoping to make good use of homeground advantage to retain their crown for a record equaling 3rd time and record an unprecedented three successive wins.

Naboye of Kafue currently hold that record of three Coke schools titles but will not be in Kitwe this year after failing to qualify a year after they bowed out at the group stage in Lusaka last August.

Ndeke beat Sekela of Chingola 1-0 in last year final played at Woodlands Stadium to successfully defend their title.

First Republican President Kenneth Kaunda is scheduled to lead soccer fans to cheer the Senior Zambia National team’s crucial match against Togo on Saturday at Chililabombwe’s Konkola Staduim.

Zambia Voluntary Soccer Fans Association (ZAVOSOFA) patron Peter Makembo confirming in a release, Thursday,said that his association has written an invitation letter to Dr Kaunda to lead fans at the crunch match.

” Soccer fans, your excellency are inviting you to lead Zambia in the joint Africa / World Cup game against Togo which is our crucial qualifying game, ” read part of the letter obtained by ZANIS.

Pastor Makembo adds in the letter that Dr Kaunda’s presence at Konkola Staduim will be a very big booster to soccer fans and the national team.

He said that both soccer fans and the national team will be waiting to be watched by Dr Kaunda as he is the legend soccer fan number one.

Dr Kaunda who recently given ZAVOSOFA’s attire was during his 28 years in office renowned to always offer support to the Zambia national football team at international tournaments.

The former president’s gesture was a booster enough for most players such as the late Godfrey ‘Ucar’ Chitalu and Alex Chola use their football skills to score goals for Zambia.

It is with this in mind that the ZAVOSOFA patron is hopeful that the presence of KK would be magic enough to activate the scoring engine for chipolopolos.

Youths urged to learn entrepreneurship skills

The Citizens Economic Empowerment Commission (CEEC) has assured youths in the country that it has provided seed money in order to mitigate the difficulty that youths face in accessing empowerment funds from the commission.

CEEC Chairperson Jacob Sikazwe reiterated that the commission has K150 billion which will be used to support broad based economic empowerment programmes for targeted citizens such as youths, women and the disabled.

Mr. Sikazwe urged youths to get close to successful business persons in the country in order to learn the best practices of managing an entrepreneurship.

He said this in Lusaka today at a youth sensitization workshop on the operations of CEEC and funding guidelines organized by the Youth Association of Zambia.

And YAZ Executive Director Evans Musonda said his organized stands ready to partner with the CEEC in the area of sensitization in order to ensure that all young people access the empowerment funds.

Mr. Musonda also disclosed that his organisation has since January this year spent over K1 billion in giving loans to young people in seven provinces.

He said YAZ which works in partnership with the Copperbelt Forum will by September this year cover all districts in all the nine provinces in a bid to supplement government efforts in youth empowerment.

The two-day workshop has drawn about 30 youths from all the nine provinces and is being held at the Commonwealth Youth Programme office at the University of Zambia great east road campus.

Orphans pray for Dr. Mwanawasa

Children from different orphanages and organizations today gathered at the Cathedral of the Holy Cross to pray for the quick recover of President Mwanawasa.

The children sang songs of praise and gave out petitions of prayer during the church service.

Seventeen year-old, Davie Tembo from the Children In Need (CHIN) said during the service that it was important for children to unite and get involved in praying for the quick recovery of Dr Mwanawasa.

Tembo said children across the country have also been affected by the illness of the President adding that they should not be deprived from contributing to praying for his quick recovery.

He said children are praying for the President’s quick recovery so that he can heal quickly and come back to continue with his duties.

Speaking earlier, Pastor Godfridah Sumaili from Jesus Care Ministries said the illness of Dr Mwanawasa has affected the whole nation adding that children should not be hindered from praying for him.

Pastor Sumaili noted that children have a special place in the Kingdom of God adding that their prayers for the quick recovery of the President shall definitely be answered.

She has since called on Zambians to relentlessly pray for the recovery of Dr Mwanawasa.

And Reverend Sam Sakala from World Vision who read fro the book of Mark chapter 10 versus 13-16 said the nation should facilitate the participation of children in spiritual prayers.

Meanwhile, Chieftainess Sikabeta of the Soli people in Chongwe District has called on Zambians to maintain the momentum in praying for President Mwanawasa’s speedy recovery.

The chieftainess further urged the citizenry to put aside political, religious and any other differences, and remain united.

She and the people in her chiefdom are greatly disturbed with the illness of President Mwanawasa.

Chieftainess Sikabeta said she and her subjects are impressed with President Mwanawasa’s commitment to moving the nation forward.

She said this in Chongwe today when Education Permanent Secretary Lillian Kapulu and United Nations Children Fund (UNICEF) country Representative Lotta Sylwander paid a courtesy call on her at her palace.

The traditional leader said the entire chiefdom is praying for the quick recovery of Dr Mwanawasa so that he would return home and continue with national development.

She noted that under Dr Mwanawasa’s administration, traditional leaders have been greatly appreciated citing, among others, the recent purchase of vehicles for chiefs countrywide and the introduction of the House of Chiefs.

And speaking earlier, Education Permanent Secretary Lillan Kapulu said government remains committed to providing quality education to all children in the country.

HH slams proposed salary hike for ministers

The United Party for National Development (UPND) has received the proposed salary increments for cabinet ministers and top government officials with a deep sense of shock and dismay.

Party President Hakainde Hichilema said at a press briefing today that the proposed increments are a disgrace on the part of government in as far as the management of public resources is concerned.

Mr. Hichilema said the correct thing for government would have been to increase the salaries of the lowly paid civil servants such as teachers, nurses and police officers.

He explained that increasing the salary of a lowly paid civil servant by 15 percent does not justify increasing the salary of an already well paid Minister by the same 15 percent saying the move is an indication of not understanding the principle of fairness and equity in the distribution the country’s income.

He wondered why cabinet has decided to approve hefty salary increments for themselves when they have not implemented various developmental projects under the pretext of not having adequate funds.

Mr. Hichilema noted that government’s statement that parliament will make the final decision on the proposed increments is unacceptable saying under the current parliamentary procedure MPs are not allowed to debate matters which affect them.

He cited government’s refusal to increase the meal allowances and Salaries for University of Zambia students and lecturers respectively as an example of government’s unfair approach to the distribution of Zambia’s resources.

He described the proposed increments which include Ministers’ fuel allowance, vehicle sale, President and Speakers’ pension and gratuity as unacceptable and unjustifiable.

Mr. Hichilema alleged that government did not spend almost K1 trillion from last year’s budget in order to award themselves huge amounts of allowances at the expense of developing the country’s education, health and agricultures sectors among others.

Meanwhile, Mr. Hichilema says government should recapitalize the Nitrogen Chemicals of Zambia (NCZ) at a commercially viable level.

Mr. Hichilema told journalists at a press briefing today that the current National Agricultural policy is dismal hence the problems being faced at NCZ.

He said there is need for a more explicit and viable policy to improve agriculture in the country.

Mbesuma Gets Zambia Call-up

Herve Renard has drafted club-less striker Collins Mbesuma into his 26-member team heading for a 1-week long training camp in Germany from August 15-24.

Mbesuma, who is currently training with South African Premier League side Mamelodi Sundowns, has been handed another chance to convince Renard before Zambia hosts Togo in Chililabombwe on September 6 in a 2010 World/Africa Cup Group 11 qualifier.

The striker is currently club-less after Turkish club Bursaspor cancelled his contract just 1 season into a 3-year-deal due to poor form.

And Renard has called 5 European-based players for Zambia’s training camp in Germany led by striker and captain Christopher Katongo.

Katongo this week completed a big money move from Brondby in Denmark to Germany Bundesliga club Arminia Bielefield.

However, the 5 do not include the other 2 familiar German-based players Andrew Sinkala and Moses Sichone.

Renard has also kept his faith in most of his starters from the just ended Cosafa Cup tournament in Mpumalanga, South Africa where Zambia won bronze.

Salary increments okay if it is just 15 percent-ZCTU

The proposed salary and allowance increments for ministers and constitutional office holders is in line with public service workers collective bargaining.

The Zambia Congress of Trade Unions (ZCTU) says when public service workers get a salary increment, ministers and constitutional office holders also benefit.

ZCTU president Leonard Hikaumba told ZNBC news that this practice is old.

He said there is no problem if ministers and constitutional office holders are awarded a 15 percent increment, as this is what public service workers got this year.

However Mr. Hikaumba said people should only worry if what ministers and constitutional office holders got, is more than 15 percent.

And the Anti Voter Apathy (AVAP) has strongly condemned Cabinet’s approval of salary and allowance increments for constitutional office holders.

AVAP Executive Director Bonnie Tembo said that it was sad that cabinet took advantage of President Mwanawasa’s absence who was strongly opposed to the increment.

He urged the ministers to focus on praying for president Mwanawasa’s speedy recovery and studying the national economy rather than awarding themselves hefty salaries at the expense of national development.

Mr. Tembo said the ministers should also consider the high poverty levels in the country before awarding themselves more money which should be channeled to addressing poverty.

Mr. Tembo has since called on the Vice President, Rupiah Banda, to reconsider and withdraw the cabinet’s approval of salary and allowance increment.

“We condemn cabinet for awarding itself the increments especially that we should not be celebrating over the wealth which has come before us but it’s the time that we should be praying and fasting for the recovery of the President who was instrumental to the creation of this wealth,” Mr. Tembo said.

He said that if there were extra funds government needed to first consider increasing salaries for civil servants or take it to poverty reduction initiatives to improve the general welfare of the people.

Mr. Tembo said this during the AVAP Advocacy Session on Constituency Development Funds (ASCDF) in Mansa yesterday.

Levy’s disapproval of new salaries should not cause uproar-Mulongoti

The law does not bar an acting President from approving salary increments to ministers and holders of constitutional offices.

Chief government spokesperson Mike Mulongoti said this is why there should be no uproar, just because President Mwanawasa did not approve the salary increment for ministers.

He told ZNBC news that the approval of the 15 percent pay rise corresponds with the percentage that has been offered to civil servants.

Meanwhile MMD National Secretary Katele Kalumba believes the recently reported pay rise has come after a long process of consultations.

Dr. Kalumba urged government and the treasury to collectively explain to the people details culminating into the reported pay rise

Stop Government Vehicles’ Abuse

Government has urged its Transport Officers (TOs) to put in place measures to curb the rampant abuse of its vehicles.

ZANIS reports Works and Supply Permanent Secretary Bizwayo Nkunika said this in his opening remarks when he officially opened a five day workshop organised by his ministry under the theme ” Transport Management.”

The workshop being held at Precem Hotel has attracted Government Transport Officers and Inspectors of Government Transport.

Lieutenant Colonel Nkunika said for this reason, his ministry will facilitate guidelines and regulations on High way Code to avoid unnecessary road accidents he said was costing government huge sums of moneys to replace and repair its vehicles.

Lt.Col Nkunika said as government workers, TOs should to know that government vehicles are government properties that needed care and accounted for.

He regretted that some government drivers employed do not properly manage the vehicles which are part of government property.

He has since appealed to his counterparts line ministries to put in place stringent measures and ensure that government vehicles are insured with relevant Insurance Companies.

The PS said it is inevitable that government vehicles are used efficiently and effectively.

He said TOs should be proactive and responsible enough by instituting a good asset management practices to safe guard government vehicles.

He said government vehicles will be monitored by the Integrated Financial Management Information System (IFMIS) where maintenance details would be recorded on a regular basis.

Speaking earlier, the ministry’s TO John Kasanga said that only 2,500 out of the 6000 government vehicles, are insured.

Captain Kasanga said another workshop is earmarked in provinces to to sensitizing drivers on transport management.

Cabinet salary increments not approved by paliament

VICE-President Rupiah Banda says parliament is yet to approve the proposed salary increaments for cabinet and senior government officers.

Speaking to journalists at Livingstone International Airport before departure for Lusaka on Tuesday, Mr Banda said the matter had to be tabled before parliament first adding that no one had so far received the proposed salary adjustments.

”No salary adjustment has been effected. I have not received that money yet. The matter has to go to parliament and we have not announced anything yet,” he said.

And Mr Banda has said government will find a lasting solution to problems that have continued to rock the University of Zambia Great East Road Campus.

Meanwhile Mr Banda has urged the Movement for Multi-Party Democracy (MMD) in Livingstone to remain united and focussed.

”You must remain united. We have talked about this many times but the moment I go, people turn their backs and do something else. We have lost elections in this province before. Please work together and organise our party,” he said.

The Vice-President who was addressing the new executive committee of the party at Livingstone International Airport said party work was voluntary adding that it was not a job where members should expect to be paid.

He said the party had the huge responsibility of looking after the country in the absence of Dr Levy Mwanawasa so that when he comes he should find the party intact to move the country’s development agenda forward.

The Vice President was in Livingstone to officiate at the Lwiindi traditional ceremony of the Toka-Leya people of Kazungula district.

He was accompanied by his wife,Thandiwe, Presidential Affairs Minister Cecil Homes, Community Development Minister Catherine Namugala, Finance deputy minister Jonas Shakafuswa and othet senior government officials.

Mufulira Wanderers Feel The Heat

Faz has turned the heat on Mufulira Wanderers after Sunday’s riot at Shinde Stadium that led to the late abandonment of their Faz division 1 north week 16 game against Kitwe United.

“Mighty” fans mounted a pitch invasion in the 87th minute after Humphrey Mumbi’s late equalizer as Wanderers enjoyed a 1-0 lead up to that stage.

The Fans later took their anger into the Shinde car park were they shattered the windows and damaged United’s team bus and the away side official’s vehicles.

Faz says it will deal with the case “expeditiously” and that hooliganism had no place in the game.

Football House today also sent out official letters to both Wanderers and United to give their respective versions of Sunday’s riots.

Meanwhile, Wanderers have since issued a statement regretting Sunday’s incident.

And in the abandoned game, Wanderers took the lead in the 55th minute before referee Robinson Mbewe awarded United an 87th minute penalty.

Humphrey Mumbi went on to convert the penalty before bedlam ensued.
