DEC nabs eight for drug trafficking

The Drug Enforcement Commission (DEC) has arrested four people for trafficking in Narcotic drugs and Psychotropic substances.

The Commission arrested Precious Chisenga 24, a business woman of Lusaka’s John Laing compound for trafficking in 150kg of cannabis, Febby Kunda 40, of Lusaka’s Misis compound for trafficking in 70kg of cannabis, Ismail Mutale 28 of Lusaka’s Matero compound for trafficking in 2.6g of cannabis and Sashi Chama 23, a salesman of Kapiri Mposhi’s riverside compound for trafficking in 1.36g of cannabis.

And in Eastern province, the Commission has arrested three people for unlawful cultivation of cannabis.

The Commission arrested Shadreck Mazyopa 44 of Chambota village for unlawful cultivation of cannabis weighing 210kg, Davison Nkhata 22 of Mphulang’ombe village in Lundazi district for unlawful cultivation of cannabis weighing 88.4kg and Kawina Phiri 38 a peasant farmer from Muchilibala village for unlawful cultivation of cannabis weighing 63.2kg.

And a Lusaka businessman has been nabbed for trafficking in Narcotic drugs.

Christopher Laima, 43, was arrested in Lusaka’s Matero compound for trafficking in cocaine weighing 8.02g and cannabis weighing 1.495g.

He has since been charged with unlawful trafficking in narcotic drugs and psychotropic substances contrary to the laws of Zambia.

Meanwhile, Laima’s sister, Catherine Laima Mumba 35, a business woman of Lusaka’s Matero compound has also been arrested for possessing ivory worth $80,000 suspected to be from eight elephants.

Catherine has since been handed over to the Zambia World life Authority(ZAWA) for further prosecution.
All suspects will appear in court soon.

Zambia on course to have 50 percent of the population access clean water

Eastern province Assistant Secretary Binwell Mwansa says Zambia is working hard to have 50 percent of its population have access to safe drinking water.

Mr Mwansa said it was for this reason that government had embarked on a policy to establish a commercial water company in each of the nine provinces.

He was speaking when he commissioned two water projects under the Chipata Water and Sewerage Company (CWSC) in Magazine compound and Chiparamba sub-centre in Chipata today.

The projects were funded by the Devolution Trust Fund (DTF) at a cost of over K500 million.

Mr Mwansa said water was life which must be accessible to every household.

Mr. Mwansa said the supply of piped water to Chiparamba sub-centre and Magazine compound had brought relief to the local community who faced disfficulties in accessing water.

Mr Mwansa called on the communities of the two areas to treat the water reticulation infrastructure as their own by way of guarding them jealously from vandalism.

And CWSC Board of Directors chairperson, Alex Bwalya, said about 12,500 people were expected to benefit from the water reticulation infrastructure in the two areas.

In a speech read for him by a Board member, Anderson Zulu, Mr Bwalya said Chipata Water and Sewerage Company had identified communities around SIDO, Munga and Chisithu as the next beneficiaries.

Mr. Bwalya commended government and DTF for the financial support they have continued to render to the water utility company.

ZRA officer, Clearing agent arrested for corrupt practices

The Anti-Corruption Commission (ACC) has arrested a Zambia Revenue Authority (ZRA) officer and a freelance custorms clearing agent for Chirundu Boarder Post for corruption involving K300.000.00.

Particulars of the offense are that between March 3 and 7 2008, Hedges Tembo 31 and Sampa Kanasha 31 corruptly solicited for K300,000.00 from Reuben Siame and received K150,000.00 as reward to under declare the value of the Customs Duty payable to ZRA by Siame on goods he had imported.

Tembo was arrested and charged with one count of corrupt practice by a public officer contrary to section 29(1) and 41 of the ACC Act number 42 of 1996.

And Kanasha was also arrested and charged for one count of corrupt transaction by a public body contrary to section 31(1) and 41 of the ACC Act Number 42 of 1996.

The duo have however been released on bond and will appear in the Siavonga Magistrate’s court on March 31 2008 for mention.

In another development, the ACC has arrested Titus Banda of Lusaka’s Roads compound for bribing three police officers with K200,000. contrary to section 29(2) and 41of the ACC Act Number 42 of 1996..

Banda on November 25, 2007 offered K200.000.00 to Detective Constable Solomon Lukhele, Constable Sikwa Mubita and Constable Edwin Chiluba for release after he was apprehended for theft of diesel.

Banda will appear in the Lusaka Magistrate’s court on March 17, 2008 for mention.

Mining companies see problems with proposed requirements for permits

Mining Companies in Zambia have said the proposed requirement for an import export permit and mineral analysis certificate for every congniment will cause problems in the industry.

Chamber of Mines, Zambia (CCZ) and the Association of Zambia Mineral Exploration Companies (AMEZ)complained that the current list of required conditions for the permit is extremely long and time comsuming.

The organizations stated that neither the geological survey nor other governmnet body has the proper international recognized procedures to produce accurate mineral analysis certificates in a timely fashion for specific volumes of samples.

Making submissions on the Mines and Mineral Development Bill bofore the Committee on Economic and Labour Affairs, AMEZ Secretary, Julian Green suggested for the issuance of an annual export permit .

He said authority should be issued following an inspection of the company ‘s operations by Geological Survey Officials.

And the mining companies have disagreed with government‘s proposal to give consent for a mining right over an area subject to another mining right and have since stated that the mining rights should be exclusive.

The companies said any excess land should be sorted out at the granting of the mining rights to avoid problems relating to mitigation of environmental liabilities and healthy and safety issues.

Mr. Green stated that the original mining right holder holds exclusive mineral rights for the commodities awarded and specified on the licence certificate for the duration of the licence.

He said any subsequent applicant should only be allowed to apply for commodities not stipulated on the original mining rights , subject to the condition that original licencee conforms in writing to the ministry that they are not interested in pursuing the discovery and extraction of the proposed new minerals.

He stated that several incidences of mining rights having been granted to another person over an area have brought a lot of problems.

He said the area in question should be clearly demarcated, surveyed and beaconed by the ministry of mines survey department and agreed by all parties prior to the issuance of the subsequent mining right .

“ We feel this is necessary since many licence conflicts have arisen through parties applying for a mining right in one area but then subsequently exploiting another area,’ he added.

He further stated that a company holding a mining right should not be forced to grant consent over a portion of their licence area if they can demonstrate to the mining advisory committee that another company is try to ‘ pick the eyes’ out of the original area.

Weigh yourselves, MMD presidential aspirants cautioned

MMD Kitwe District Secretary George Lungu has advised candidates aspiring to take over from President Mwanawasa as party president, to weigh themselves.

Mr Lungu told ZANIS in an interview that whoever aspires to step in President Mwanawasa’s shoes when his term of office comes to an end should a person of high integrity.

He said the country’s economy under President Mwanawasa had performed extremely well and the successor should be someone who can build on the current economic successes.

Commenting on Dr Lufwig Sondashi’s announcement that he was best suited to succeed President Mwanawasa, Mr Lungu said delegates will decide who will take over from Dr Mwanawasa at the convention.

He appealed to delegates at the convention to carefully scrutinise the candidates who will offer themselves for election at the convention.

Meanwhile, Mr Lungu has cautioned members of the party to concentrate on organising the party to ensure the grassroot is intact.

Dr Sondashi yesterday declared his interest in contesting as the ruling MMD Presidential candidate at the party’s next convention.

UNZA happy with rehab works

The University of Zambia (UNZA)has thanked the Chinese company working on the female hostels saying the rehabilitation work is going on well.

Speaking in an interview with ZANIS in Lusaka today, UNZA Public Relations Officer, Mwamba Chewe said the project was on course and is expected to be completed in April next year.

Mr.Chewe revealed that Hua Jian signed the contract with government last year in October and was working hard with first class manower to beat the intended target.

He observed that the institution had for a long time been faced with accommodation problems especially among female students adding that adequate accommodation would improve the standards of leaving at campus.

Mr. Chewe said adequate accommodation would also reduce congestion in rooms which would lead to better results due to studying space.

Mr. Chewe however said it was too early to comment on the release of funds by government as it had not yet started the process.

He added that government would see to it that the project was completed by releasing funds to pay the contractors as per agreement.

YEDF delayed because of politics

Parliament heard today that most youths did not access the K40 million Constituency Youth Empowerment Development Fund (CYEDF) because of their alleged political affiliations.

Youth, Sport and Child Development Minister Gabriel Namulambe told parliament today that the CYEDF has now moved to Citizens Economic Empowerment Commission.

The Minister condemned the move to politicize the fund saying government will now provide guidelines to churches, NGOs, political parties and the civil society on how best to access the funds.

Mr. Namulambe, who is also Mpongwe Member of Parliament said government through his ministry will introduce the Child Bill in parliament this year that seeks to protect the interests of youths.

But Sinda Member of Parliament Levy Ngoma accused government of U-turning from its earlier position to decentralize the accessing of the funds from districts to the Ministry of Youth, Sport and Child Development in Lusaka.

The MP complained of high levels of unemployment in the country saying youths are frustrated thereby engaging themselves in illicit activities such as excessive beer drinking, drug intake and prostitution.

Mr. Ngoma was contributing to debate of estimates and revenue expenditure for the Ministry of Youth, Sport and Child Development.

League Opens With Red Return

The 2008 Faz Premier League season kicks off this Saturday with the return of a giant overshadowing Zesco United opening day defence of their league title.

11-time league champion Nkana are home in Kitwe in their first top-flight game after four turbulent seasons away in Faz division 1 north.

Since their demotion in 2004, Nkana has witnessed four coaches and two stadium bans following two high profile acts of hooliganism.

Nkana host Lusaka Dynamos who have bounced back once to the Faz Premier League in the formers absence while their hosts struggled in the midst of controversy following their debut drop four years ago.

The meeting will also mark the two team’s first top-flight clash since 2003 when Dynamos were on their way down while Nkana stuttered before crushing the following term.

Nkana won 2-0 in their last meeting in Kitwe in a Week 29 match after an earlier 1-1 draw away in the Capital during a Week 14 game.

Dynamos look the strongest team on paper led from midfield by one of two of this season’s most promising young talents in 21-year-old William Njobvu.

Nkana are almost threadbare following the departure of their DR Congo striker Patrick Kabamba including his compatriot Ronald Sakapaji who have left for greener pastures elsewhere in Africa.

How William Chinse will inspire a starless Nkana against Dynamos with Hichani Himoonde in defence and livewire Njobvu and the stabilizing presence of Chabusha Malumani in midfield will be an interesting prospect to witness.

However, Dynamos biggest weakness coming into their league opener away to Nkana is their lack of potent firepower that could see them struggle for goals as they seek their fourth successive stay in the Premier League.

And in Ndola on the same day, Zesco kickoff what is expected to be their most challenging season with a home game against Roan United.

Zesco will be without keep player Rainford Kalaba who is out injured.

However, on-loan signing and striker Elson Mukandawire from Power Dynamos is expected to try and lead the defending champions to a respectable result.

Zesco have been unconvincing in outings in the Charity Shield and Africa Champions League so far after losing the cup and were spark-less in their continental match against URA of Uganda.

Zesco are looking average all of a sudden and their 18-day pre-season excursion to Dubai in mid-January seems to have left them drained for any early serious inspiration to defend their league title.

Meanwhile, Kabwe Warriors Egyptian-born coach Mohamed Fathy gets his first real feel of league action when the railwaymen travel to Lusaka to face promoted Nkwazi.

The match will see the battle of the two strikers with Warriors lead by Emmanuel Mayuka and Nkwazi looking up to enigmatic Keegan Phiri in what is expected to one of the must-see games from round 1.

And across town at Sunset Stadium, Zanaco host Power Dynamos with the home side loaded with young talent.

Focus will be on the second of this season’s must-see talent in Zanaco’s teenage attacking midfielder Henry Banda.

Together with Dynamos’ Njobvu, Banda is heir apparent to Kalaba’s crown as king of the park with the latter expected to bow out mid this year should he successfully secure a pending 4-year deal with Portuguese Superliga team Sporting Braga.

Elsewhere, 2007 league runners-up Green Buffaloes are in Chililabombwe to face Konkola Blades while Young Arrows and Red Arrows clash at Nkoloma.

Promoted Green Eagles and Chambishi await City of Lusaka and Nchanga Rangers respectively.

Sondashi Eyes the MMD and Country Presidency

Former Works and Supply Minister, Ludwick Sondashi says he is the most suitable and qulified politician to succeed President Mwanawasa.

Dr. Sondashi said he has finaly made up his mind to contest both the ruling party and the Republican Presidency when Dr. Mwanawasa’s final term of office comes to an end.

He was speaking at press briefing in Lusaka.

Dr. Sondashi has pledged to sustain the fight aginst corruption if elected President.

The former Minister also said he will continue championing good governance and financial management.

He said he has a good relationship with the entire MMD membership who will be deciding on the next Presidential candidate.

Dr. Sondashi is among several Movement for Multi-Party Democracy (MMD) members who have declared their intention to stand for the presidency.

70% of TB cases tinted with HIV

About 70 per cent of Tuberculosis (TB) cases in the country are HIV related.

Health Minister Brian Chituwo, said with the HIV/AIDS infection rate at 16 percent, a number of Zambians are vulnerable to T.B.

He was speaking, during the hand over and official opening of the X-ray department at Chelstone Clinic in Lusaka.

The X-ray machine was donated by Nkwazi Rotary Club in conjuction with Rotary clubs from Australia, South Korea and Japan.

Lusaka District Health Management Team-director, bushimbwa Tambatamba commended the rotary club for the guesture.

Rotary Club Nkwazi President elect, Simon Bota thanked the Ministry of Health for providing necessary support.

Teachers Union issues two-weeks ultimatum to Govt

The Basic Education Teachers Union in Luapula Province has issued a two weeks ultimatum in which government should complete negotiations with its leaders.

This is contained in a Press Release to ZANIS in Mansa today signed by Luapula Betuz Provincial Chairperson Godfrey Chunga and Provincial Secretary Chanda Mutale.

According to the statement, the resolution was arrived at during a provincial meeting held on Monday.

The Union has warned that failure by Government to comply with the ultimatum would compel BETUZ to chat appropriate action which it did not disclose.

Mr. Chungu said the union was concerned at the delay of the bargaining process, noting that Government was encouraging unnecessary industrial unrest by delaying negotiations.

Mr. Chungu said the union with its members were demanding an increment of 80 percent in salaries and housing allowance to increase from K100,000 paid to K500,000.

He said the current housing allowance was meagre as no reasonable shelter could be rented at such an amount.

“It is amazing that while some people are getting a lot of money, for housing allowance, the teacher is denied this privilege,” he said.

Mr. Chungu said BETUZ in the province wanted 2008 to stand exemplary as a productive year by ensuring that pupils did not suffer from any compelled and unneccessary industrial unrest.

The union further appealed to Government to pay outstanding housing allowances to teachers for fixed band and consider the demand in the shortest possible time.

Govt to ban maize exports to countries with no active contracts

Government has disclosed that it is in the process of banning maize exportation to countries without active contracts.

Co Agriculture Minister Sara Sayifwanda disclosed this to ZANIS in Lusaka today.

Ms Sayifwanda said Government was aware of illegal maize exporters to countries that have not had their contracts renewed.

She said Government will soon ascertain the quantity of maize the country has in stock before making a decision on whether to impose a ban on maize exports.

But She said maize would still be exported to countries with active contracts among them Zimbabwe.

Ms Sayifwanda said Zimbabwe is one of the countries which Zambia is supplying with the staple grain as it has already paid up for the exercise.

Zambia is expected to face a grain deficit following floods which hit some parts of the country destroying crop.

Government to scrutinize the contract system

Government says it will soon review the current contract system to help curb shoddy works by contractors.

Works and Supply Minister Kapembwa Simbao says a number of contractors have taken advantage of the current contracting system which he described as weak.

Mr. Simbao told ZANIS in Lusaka today that the trend of shoddy contract works on various infrastructures is not only being witnessed among Zambian contractors but has also spread to foreign contractors.

He explained that one of weaknesses that contractors are taking advantage of is the liability period which is given to them upon completion of their works.

Mr. Simbao added that the period which is currently 12 months allows the contractor to repair and polish up any damages to the infrastructure before it can be officially handed over to government.

He said there is need to reduce the liability period once the system is reviewed as the long liability period enables poor contractors to have enough room to repair the poorly built infrastructure.

Mr. Simbao said unlike some contractors in Zambia that spend the whole liability period repairing parts of damaged infrastructure, European contractors would not usually have any repairs to do excerpt to improve upon the works.

Meanwhile the works and supply minister has disclosed that the Chirundu one-stop border facility at Chirundu border post is this year between April and May expected to be commissioned by President Mwanawasa.

Mr. Simbao explained that the facility could not be commissioned in November last year as scheduled due to heavy rains that interrupted the works at the site.

It is expected that once in full operation the one stop border facility will help expedite the clearance of passengers and the estimated 500 trucks that are marooned at the border post daily.

The ultra modern multi facility will also house Zambia National Commercial Bank, Immigration Department, Zambia Revenue Authority and clearing and forwarding companies among others.

Court bailiffs seize goods from Tomorrow Investments

Court bailiffs in Mansa in Luapula Province have seized goods worth millions of kwacha from Tomorrow Investments following a court order.

And Government has directed the court not to auction off building materials which have been grabbed by the court bailiffs from Tomorrow Investment in Mansa because they were procured using government money.

Luapula Province Acting Permanent Secretary Clement Siame confirmed the development to ZANIS in Mansa today.

Mr. Siame said the building materials including a Benz Truck and a Tractor were seized from Tomorrow Investment after the company was dragged to court by one of its former employees for non-payment of his dues.

The Permanent Secretary said the property was grabbed by court bailiffs after it failed to pay its former employee.

Mr. Siame said Government had paid Tomorrow Investment upfront for the projects it was carrying out in the province.

But the company abandoned the projects it was awarded by the Ministries of Health and Education two years ago after receiving an upfront payment.

Mr. Siame said Tomorrow Investment used the money it was paid by Government to procure the items which were seized by the court bailiffs.

“As Government we have intervened because these items cannot be auctioned off because they were procured using government money. They are government property”, Mr. Siame said.

The Permanent Secretary said the company was awarded contracts to build schools and health centers in the province.

A check by ZANIS at Mansa Magistrate court found several building materials and other items belonging to Tomorrow Investment outside the court.

The items are due to be auctioned on Friday this week.

Zambia Under-23 Enter Camp in Kitwe Next Week

Peter Kaumba’s team enter camp on the Copperbelt to next week to prepare for their final fixture of their 2008 Olympic Games Group B qualifying matches against visitors Mali on March 26.

Faz general secretary Fidelis Banda said today that the team will be camped in Kitwe on Tuesday ahead of the Under-23 formality Group B match.

Only two players from Kaumba’s team’s last three Olympic qualifiers have survived in this squad.

The team almost wholly comprises of graduates from the Under-20 team that took part in the Fifa World Youth Cup in Canada last July.

The duo is Kabwe Warriors striker Emmanuel Mayuka and his former club mate midfielder Henry Banda who moved to Zanaco this past January.

Meanwhile cote de Iviore have wrapped-up Group B to qualify for the Beijing Football tournament finals this summer thanks to unassailable 12 point lead from the pool from their last five games played.

The Ivorians secured their place to the finals in China after beating Zambia 4-1 in their penultimate game played in Abidjan on November 18.

Zambia are second in Group B and have a distance 7 points visiting Mali are bottom on 4 points while Senegal are third on 5 and host leaders Cote d’Ivoire on the same date.
