Mwanawasa has been open to dialogue and consultation says Mpombo

georgemp.jpgActing Chief Government Spokesperson, George Mpombo has described as unfortunate misrepresentation accusations by Evangelical Fellowship of Zambia (EFZ) president Bishop Paul Mususu that President Levy Mwanawasa and his Government were dictatorial.

Mr. Mpombo said contrary to Bishop Mususu’s accusations,President Mwanawasa and his administration have been open to dialogue and consultation when dealing with national issues.

In a statement issued to ZANIS today, Mr Mpombo said even the National Constitutinal Conference (NCC) Act demonstrated that President Mwanawasa and his government had been open to dialogue and were extremely compromising.

Mr. Mpombo, who is also Minister of Defence, said it was ungodly for Bishop Mususu who represents the body of Christ to go on an open forum to pretend that there were no positive developments towards good governance when a lot had been done.

Bishop Mususu was speaking on the Let the People Talk programme on Radio Phoenix yesterday where he is alleged to have said that President Levy Mwanawasa and his Administration were not a listening Government and had dictatorial tendencies.

Mr Mpombo also said it was unfortunate that the man of God failed to appreciate what his collegues listed as positive developments in good governance in the fields of politics, economics and social services.

He further said the Bishop was more interested in demonstrating his hatred for President Mwanawasa and his administration and using the forum to praise the opposition, especially Patriotic Front.

“Bishop Mususu fails to see the dictatorial tendencies in Mr. Michael Sata, PF President who would run the country as if it were his personal farm but attacks Mr. Mwanawasa who tolerates vicious and in some cases unreasonable criticism and who has taken on board suggestions from the opposition and civil societies in the running of state affairs.” Said the Defence minister.

Mr. Mpombo reminded Zambians that it is only under President Mwanawasa’s administration that the people are consulted in national matters like the fifth national development plan, the annual budgets and adoption of the new constitution.

Zambia has attained food security due to good agriculture policies, veep

Vice President Rupiah Banda says Zambia has managed to maintain food security because of the good agricultural polices that the New Deal Government has put in place.

Mr Banda said since taking over power in 2001, the new deal government has implementated agriculture policies that have seen the country achieving food security and producing more crops for exports.

He said Government has been supporting small scale farmers through the Fertliser Support Programmes (FSP) which has not only benefitted farmers but also the country as a whole.

The Vice President however stated that the food insufficiency being faced in some parts of the country was due to floods that hit the nation in the last farming season.

He said his office has through the Disaster Management and Mitigation Unit (DMMU)spent over K110 billion on the provision of relief food to about 47 districts in the country that were severely affected by the floods.

He said his office has since asked for supplementary funds to continue assisting people that are in dare need of food .

The Vice President was speaking to Zambian Journalists in Armsterdam , Nertherlands enroute to Italy,Rome where he is going to attend the 34th Confrence of the Food Agriculture Organisation (FAO) of the United Nations.

Mr. Banda however said the country would achieve the Millenuim Development Goals (MDG) of halving extreme poverty by the year 2015.

He said government views the agriculture sector as an important sector in poverty reduction hence the allocation of more funds to the ministry of Agriculture.

“The Agricultural sector is vital to economic development , we agreed during the last cabinet meeting to allocate about K54 billion to the ministry so that it can continue to support our farmers,” Said the Vice president.

The Recent World Development Report has warned that the MDGs would not be attained unless the agriculture sector becomes the center stage for economic development and more investment flow.

The Vice president however stated that Africa has in the past not been spending more resources on the sector as compared to the Asian countries hence the reason for the continent not producing more food.

And Vice President Rupiah Banda has arrived in Italy, Rome for the 34th FAO conference scheduled to start today to November 24, 2007.

The Vice President who is accompained by his wife Thandiwe , Foreigh Affairs deputy minister Fashion Phiri and Economical Advisor to the President Dr. Situmebeko Musokotwane was recieved by Zambia’s ambassandor to Italy Lucy Mugoma .

Mr. Banda said the conference is significant to all member countries as it affords members an opportunity to share expriences and challanges they face in addressing issues of food and agriculture.

The Vice president will on Tuesday present a paper on behalf of President Levy Mwanawasa on the Financing of Agriculture during a special high level session.

The Conference which is held every after two years is expected to discuss the state of food and agriculture , aid for trade , food and forestry and the role of aquaculture in sustainable development.

During the 33rd Conference in 2005, member countries committed themeselves to promote activities aimed at halving poverty by the year 2015.

They also committed themselves to promote adequate investment in agriculture , fisheries , forestry and other renewable natural resources.

Govt acts to avert possible fuel price increase

Government has set aside K31.5 billion to avert the possible fuel price increase by Oil Marketing Companies-OMCs.

Energy and Water Development Permanent Secretary, Peter Mumba says government has agreed to subsidise fuel prices to avoid increasing the cost as demanded by OMCs.

Mr. Mumba told ZANIS in an interview that OMCs committed a combined total of 52.0 million litres of diesel and 20.0 million litres of petrol for the period November to December 2007

Indeni Refinery will on November 18 exhaust the 60,000 metric tonnes of petroleum feedstock which was procured in September 2007 and the refinery will undergo a temporary shutdown awaiting the arrival of the next consignment scheduled for November 24,2007.

He explained that OMCs had indicated their intentions to increase the fuel price due to the increased fuel prices on the international market.

The Energy Permanent Secretary explained that government felt it wise to subsidise the cost of fuel to keep the prices where they are.

And Mr. Mumba has said governments in the Southern African Region are making headways in addressing the expected energy deficit.

He noted that the looming energy deficit is a problem that will affect all SADC countries hence the need to pull resources togethr through arrangements like the interconnector project.

He said all countries are working hard to make the issue bearable.

Meanwhile, Zambia Electricity Supply Corporation-ZESCO Managing Director, Rodney Sisala says he is confident that the expected energy deficit will be addressed.

Mr. Sisala said the Southern Africa Power Pool-SAPP has categorised projects to look at priority, medium and long term projects to address the problem.

Buffaloes lose but finish second on Faz Premier League

Green Buffaloes will for a second successive year represent Zambia in Africa after finishing second in the Faz Premier League despite going down 2-1 at home against Young Arrows in their final top-flight match of the season today at Edwin Emboela Stadium in Lusaka.

For finishing league runners-up, Buffaloes will be Zambia’s representatives in next years CAF Confederations Cup that kicks off in February.

Buffaloes finish their league campaign in second position on 53, two more than third placed Power Dynamos who finished on the same number of points with the team they’ve displaced Kabwe Warriors today after the latter drew 1-1 away to Konkola Blades in Chililabombwe this afternoon.

Meanwhile, Buffaloes and Young Arrows teams were deadlocked until late in the 78th minute of the game on a rain-swept pitch at Buffaloes temporal home while Independence stadium is getting a new artificial playing surface laid.

Young Arrows and Zambia striker Kruger Mwansa opened scores in 11 minutes from time with a low shot before Newa Mwewa equalised a minute into injury time.

Just as it looked like the match was heading for a draw ex-Zambia Under-17 striker Lottie Phiri thumped in the winner from close-range a minute after Newa’s equalizer.

Buffaloes wrapped-up their season trailing 15 points behind champions Zesco United who beat hosts City of Lusaka 2-0 at the same venue in a lunchtime kickoff through a brace from Zambia midfielder Jonas Sakuwaha in the 25th and 51st minutes.

City have over the last month now played all their home games away from Woodlands stadium after the Lusaka City Council shut down the iconic venue due to poor sanitation there.

IG denies funds misappropriation

The Zambia Police Service has denied media reports that it misappropriated funds amounting to K167.6 Billion in 2005.

Inspector General of Police, Ephraim Mateyo dismissed reports in yesterday’s edition
of one of the private tabloids which indicated that the Auditor General’s report
for the year ended December 31st 2005 given to Parliament this week, that the Zambia
Police misappropriated K167.6 Billion.

Mr Mateyo denied the claims in statement made available to the Zambia News and
Information Services (ZANIS) in Lusaka today.

He explained that the estimates of revenue and expenditure for two financial years
ending 31st December, 2005 and 2006, a total provision of K2,797,098,981 was made
for the appropriation-in-aid for the Zambia Police service.

Mr Mateyo added that a total of K4, 456, 441,794 was spent during the period under
the review of the audit report of May 2006 resulting in spending K1, 659,342,813
above the amount approved as appropriation-in-aid.

He said that consequently, K1, 036,268,815 was spent on activities such as
procurement of air tickets, motor vehicles repairs, house rentals and other related
activities.

Mr Mateyo noted that a supplementary provision warrant was done to cover for the
over expenditure.

He said that hence the impression created by the named paper is not only misleading
but also a false representation of the figures and facts as indicated in the copy of
the audit report of May, 2006.

Mr Mateyo said that he has since instructed the Commissioner of Police in charge of
criminal investigations to open a docket so that whoever is responsible for the
false publication can be brought to book and help the police with further
investigations on the report.

Meanwhile, Crops worth millions of kwacha have been
destroyed by a hailstorm that swept through the farms in Mufulira’s Murundu farming
block yesterday.

The storm that lasted two hours ripped off vegetable and tree leaves while grass and
other plants were submerged in water.

Mufulira District Commissioner Dyford Muulwa toured the affected farms yesterday.

Mr. Muulwa said his office will submit a report to the Disaster Management and
Mitigation unit under the office of the vice president to seek mitigatory support
for the affected farmers.

Area councillor Robinson Museya said over 250 families were affected by the storm in
the area.

Councillor Muzeya however said the exact cost of the damaged fields has not yet been
established.

One of the affected farmers Sundie Silwizya said most farmers in the area depend on
farming for their livelihood hence their earnest appeal to government for assistance
to enable them afresh.

District agriculture coordinator Dr. Webster Kabanda said the damage to the farms
will have a negative effect on the vegetable market in the district as most prices
will go up.

Murundu farming bloc is a major producer and supplier of vegetables such as tomatoes
cabbage, egg plants and rape in the district and other Copperbelt towns.

Zambian Envoy in Ethiopia urges junior Chipolopolo boys to beat Ivory Coast on Sunday.

The Zambian Embassy in Ethiopia has urged the Under 23 Zambia National Football Team to remain focused and win the game against Ivory Cost.

The Deputy Head of the Zambian Mission in Ethiopia Patrick Ngoma said the Under 23
Zambia National Team should ensure that they beat Ivory Coast in their Olympic
qualifier in the West African country.

This is contained in a statement released to ZANIS sports by the Zambian Embassy in
Ethiopia signed by Secretary for Press Dorcas Chileshe.

The junior Chipolopolo boys, who have left the country for Ivory Coast, are
expecting an out right win over the young Ivorians in Abidjan on Sunday , November
18, 2007.

Ngoma, who is also minister counsellor at the Zambian Embassy, was speaking last
night when he met the team when it made a stop-over at Bole International Airport in
Addis Ababa enroute to Ivory Coast.

Ngoma said Zambians living in Ethiopia were happy with the current team’s
performance and were confident that it would bring victory and glory to Zambia on
Sunday.

He also appealed to individual players not to focus on allowances but rather to
improve their skills to become more marketable in top flight football such as
England’s Football Association (FA).

And Acting team leader Lusekelo Kamwambi thanked the Zambian Embassy officials for
sacrificing their time to the team at the airport.

He said his team was extremely humbled by the gesture.

Kamwambi also said his team was focused and that it was prepared enough to deliver
desired results.

And goal getter Emmanuel Mayuka has assured the nation that Zambia would carry the
day with his two goals he would score against the Ivory Coast.

Barclays to open branch in Nakonde

Barclays Bank will open its branch in Nakonde at the month-end.

Barclays Bank Sales Coordinator Philip Mwanza disclosed this in an interview with
the ZANIS in Nakonde today.

Mwanza said all is set for the opening of the bank which will bring the number of
commercial banks in the border town to two.

The other bank which is operating in the area is Finance Bank.

Mwanza said Barclays Bank has decided to open a brabch in Nakonde because it wants
to contribute to the economic growth of the town.

He said the opening of the branch in Nakonde will create 28 jobs for the local
people adding that 20 people have already started working as Direct Service Agents
[DSAs].

Mwanza commended district authorities in Nakonde for giving his bank a plot to
construct the new bank.

Mwanza also disclosed that five more branches are to be opened in other districts
across the country.

He named the five districts as Mufulira, Luanshya, Chingola, Chililabombwe and Mongu.

Nakonde District Administrative Officer Evans Mpande commended Barclays Bank for
opening a branch in the district.

Mpande said the bank will impact positively on the economic development of the
district.

Silence over terminal benefits riles Council retirees

Some former Council workers in Mansa in Luapula Province have expressed dismay at the local authority’s silence over their terminal benefits.

The retrenched workers said following the recent announcement by Local Government
and Housing Minister Silvia Masebo that Government had released K25 billion meant to
cater for retrenched council employees countrywide, nothing was forthcoming from the
local authority in Mansa.

The workers complained to ZANIS in Mansa today that since the announcement by Ms.
Masebo three weeks ago, Mansa Municipal Council has not availed them with any
information as to whether the funds have been received.

The former Council workers led by Ms. Catherine Mwansa said they had been left with
no option but to complain because the local authority had left them in the dark
regarding their terminal benefits.

‘Despite the news of money being made available coming three weeks ago, we are
surprised that the Mansa Municipal Council is not making efforts to fully inform us
on what is the way forward since we are now outsiders, unable to know what is
happening within the system.’ Ms. Mwansa said.

But Mansa Municipal Council Town Clerk Bwanga Kapumpa in an interview dispelled the
assertion that the local authority was not concerned with the plight of the
retrenched workers.

Mr. Kapumpa said the disbursing huge amounts of money to the 72 district councils in
the country involved process of documentations at various stages including banks
before the local authorities actually received the money.

He said Councils would have to pay and issue cheques for the former workers as set
by the guidelines from Government and according to the verified lists.

The Town Clerk said there was no need for the former council employees to panic or
raise concern because receipt of funds by the local authority would not be
concealed but made available to them.

Runners-up spot up for grabs on last day of the season

The curtain comes down on the Faz Premier League this Saturday with Green Buffaloes and Kabwe Warriors locked in a final stretch battle finish second.

The runners-up slot in the Faz Premier League consolation is a place in African club competition next season in the Caf Confederations Cup.

Buffaloes will be hoping to finish 2nd for a second successive season and are also eying a 4th successive Caf Confederations Cup outing should they beat Young Arrows tomorrow whom they host at their temporal home of Edwin Imboela Stadium in Lusaka.

The last meeting between Buffaloes and Young Arrows finished 1-1 at Nkoloma Stadium.

2nd placed Buffaloes on 53 points, need only a draw against Young Arrows to safely secure a runners-up slot.

Warriors on the other hand are away to Konkola Blades and know Young Arrows must beat Buffaloes without reply.

The Railwaymen also know they too need to crush their hosts in Chililabombwe by 5 unanswered goals to usurp Buffaloes from 2nd place and make their Caf Confederation Cup debut next season.

Warriors beat Blades 2-0 in the firs leg last may in Kabwe and they will surely be looking for more of the same and more.

Both Buffaloes and Warriors will be without some key players in their respective matches due to Zambia Under-23 duty on Sunday away in Cote d’Ivoire where the team is playing an Olympic Qualifier.

Buffaloes will be without defender Maybin Chishmba and striker Reuben Tembo while Warriors will greatly miss star attacker Emmanuel Mayuka including defenders Clive Sichondwe and Bronson Chama.

Lightning kills three

Three people have died in the Southern province town of Mazabuka after being struck by lightning.
Among the dead is a one year three months old baby and his parents.
The incident occured in Lubombo area, Thursday following a heavy downpour.

Police said at the time the lightning struck, the couple was in the house with three of their children but two of them aged three and five survived.

Police have identified the deceased as Stephen Buumba, 39 his Wife, Judith Buumba, 20 and their son Busiku Buumba.

15,485 teachers have been employed countrywide, parliament told

Government has employed a total of 15, 485 teachers out of the 19, 519 who graduated from teacher training colleges between 2003 and 2006.

Education deputy minister Clement Sinyinda told Parliament today that of the 19,
519, 15, 803 teachers graduated from government schools while 3, 716 graduated from
private teachers’ colleges from 2003 to 2006.

Mr Sinyinda who is also Senanga MMD member of Parliament noted that 2003 recorded
the highest number of teachers graduating of about 4,741 from government colleges
while the private colleges recorded the highest number of graduates in 2006 of about
1, 104 teachers.

He further explained that of the 19, 519, 10, 467 were female and 9, 052 were male.

Mr Sinyinda was responding to a question from Opposition United Party for National
Development, UPND, Katombola member of Parliament, Regina Musokotwane who wanted to
know how many teachers graduated from teachers colleges between 2003 and 2006
countrywide.

And Mr Sinyinda said 15, 485 teachers were employed by government during the stated
years.

He however said no teacher was employed in 2003 due to government’s commitment to
reach the Highly Indebted Poor Countries Initiative, HIPC, completion point.

He also explained that his ministry expected all the teachers employed during the
stated period to have reported for work saying his ministry was however waiting for
a verification report.

And Parliament today heard that construction works on the D499 road in Gwembe valley
in southern province popularly known as the ‘Bottom’ road has started.

Works and Supply minister Kapembwa Simbao said the company contracted to work on the
741 kilometre road is already on site saying 97 kilometres from Chabbobboma to
Sinazeze would be worked on for a start.

Mr Simbao said Zambians should appreciate that work on the road has started after
over 20 years of lip service.

He advised Zambians to be positive in approaching matters of national development.

”EU Will Be The Main Beneficiary of the EPAs’

Civil society actors in Ghana appear united in the opinion that economic partnership agreements, EPAs, currently being negotiated between the European Union, EU, and the 77 member African, Caribbean and Pacific group of countries, will not benefit Ghana.

In its present form, the EPA will lead to the loss of livelihood for most peasant
farmers, Mohammed Adam Nashiru, president of the Ghana Trade and Livelihood Coalition
Campaign, told a recent meeting of peasant farmers.

Some 60 percent of Ghana’s workers are in the agricultural sector, which is the main
source of livelihood for Ghanaians and supplies 35 percent of the country’s gross
domestic product, GDP..

Nashiru identified the poultry industry and tomato factories as those most at risk
to be negatively affected if the EPA were to be implemented.

Ghana’s industrialists are also applying pressure on the government.

They say they need support to strengthen their industry to make them better able to
cope with compeitition from cheap European goods that are likely to flood African markets.

The EPA negotiations are due to be concluded on the 31st of December.

No need for panic over fuel, government assures

Government has assured motorists and members of the public that the country will continue having sufficient fuel stocks on the market during the time Indeni Refinery will be closed.

Energy permanent secretary Peter Mumba said in a statement that at the time of the
closure of Indeni this weekend, Indeni will have about 11.9 million litres of
diesel to last for 11 days and 4.8 million litres of petrol to last 10 days.

He said the said stocks are expected to last up to the end of this month.

Mr Mumba further explained that in addition, government through trhe Energy
Regulation Board, ERB, has requested Oil Marketing Companies, OMCs, to import
finished petroleum products.

He said so far the OMCs have committed a combined total of 52.0 million litres of
diesel and 20.0 million litres of petrol for the period November to December 2007.

Mr Mumba explained that the OMCs will ship in a total of 32.55 million litres of
diesel to last 32 days 12.5 million litres of petrol to last f31 days.

The energy permanent secretary noted that this fuel will be available during the
temporary closure of Indeni.

Mr Mumba said the next 60,000 metric tonnes of feedstock is expected in
Dar-es-Salaam on 24th November, 2007.

Indeni is expected to resume production by 1st December, 2007 saying the refined
products from the 60,000 metric tonnes cargo of feedstock will last the country
until the first week of January, 2008.

Other measures put in place is the shipment of 90,000 metric tonnes of feedstock
which is expected to arrive in Dar-es-Salaam between 15th and 18th December, 2008
whose refined products would last the country until the third week of February,
2008.

Mr. Mumba said with these measures in place, motorists and the travelling public
need not panic.

feedstock which was procured in September 2007 and the refinery will undergo a
temporary shutdown awaiting the arrival of the next consignment scheduled for 24th
November, 2007.

Meanwhile, United Party for National Development (UPND) has expressed concern at media reports that Indeni Oil Refinery in Ndola has run out of crude oil and is expected to shut down on Saturday this week.

UPND Vice President, Richard Kapita said the revelation is of great concern because
the country recently experienced fuel shortages which adversely affected many
sectors of the economy.

In a statement released to ZANIS in Lusaka today, Mr. Kapita said a similar
occurrence would devastate the economy.

He observed that the disclosure by Indeni officials that government has removed
Total, a shareholder in Indeni, from procurement process of crude oil, is
saddening.

Mr Kapita added that the decision taken by government has resulted in recurrent
shortages of feed stocks because government has single handily taken on the task
leaving out the partner, Total.

He charged that government needed to be serious in the manner it handles procurement
of oil, as it is the lifeline of the economy.

Mr Kapita urged government to look for long-term alternative supplies of crude oil
such as Angola which can be harnessed through the Southern Africa Development
Community (SADC) arrangement.

He added that there is also need for government to build more reservoirs at Indeni
in order to store more crude oil.

Zambia Thursday football brief

Clive Hachilensa is expected be the only foreign-based player Coach Patrick Phiri will have available as Zambia prepares to face Tanzania with a makeshift squad away in a friendly international on for November 21 in Dar es Salaam.

Not even one South African-based player is expected to be named in the team that will be unveiled tomorrow, Friday.

Zambia coach Patrick Phiri confirmed the development today and that Hachilensa of Finish top-flight club Mariehamn would be the only foreign-based player in Tuesday’s travelling party to face Tanzania.

Phiri however revealed that he was hoping to call-up playmaker Isaac Chansa from Swedish top-flight club Helsingborg whose season came to a close in late October.

FAZ meanwhile has defended its decision to send a second-string team to Dar next week saying it will give Phiri a chance to look at a couple of potential standby players ahead of next years Africa Cup of Nations.

The revelation is a blow to local football fans who were hoping to have a rare opportunity to at least see Phiri field a quality team of first-team campaigners in action for Zambia in a friendly match on a FIFA match date.

Meanwhile, the Zambia U23 lift for Ivory Coast Thursday afternoon.

Peter Kaumba prior to departure also named his 19-man team to face Ivory Coast Under-23 on Sunday in the two teams crucial Olympic Games Group B penultimate stage qualifier.

Kaumba dropped three players from his team goalkeeper Jacob Banda from Zesco United including midfielders Norman Munthali & Timothy Mbewe of Power Dynamos and Red Arrows respectively.

Zambia national team to play Tanzania away in international friendly

Zambia will play Tanzania away in an international friendly on November 20. The match is the first pre-Africa Cup warm-up international friendly match confirmed by FAZ for Zambia before the tournament kicks off in Ghana on January 20.
Zambia will leave for Tanzania on Tuesday, November 21 and return home on the 22nd after playing the Taifa Stars in Dar es Salaam.
FAZ however did not say which foreign-based players they would call-up for the friendly since the match falls on a FIFA calendar date.
At the Ghana finals, Zambia are in Group C together with defending champions and record five-time winners Egypt, four-time African kings Cameroon and Sudan.
Meanwhile, the Zambia Under-23 team this afternoon beat a combined Midlands/Copperbelt select side 2-0 in a training game played at Nkoloma stadium this afternoon.
Konkola Blades midfielder Stophira Nsunzu put Zambia ahead n the first half while a shot deflected off Chambishi goalkeeper Joel Kambili handed the Under-23 the win.
Peter Kaumba and his team depart for Ivory Coast tomorrow at midday via Addis Ababa ahead of Sunday’s penultimate Olympic Games football tournament Group B qualifier against their hosts in Abidjan.
And Kaumba’s team was given a boost today with the arrival in Lusaka of three foreign-based players to the team.
The three, who all playing the South African second division, are goalkeeper Kalililo Kakonje of Nathi Lions , striker Given Singuluma of Bay United and Pretoria University FC defender Davies Nkausu.
Zambia must beat Ivory Coast on Sunday to remain in the hunt for a place at next years Beijing Olympic Games football tournament final.
Hosts Ivory Coast lead Group B on 9 points, two more than second placed Zambia with a home win over the weekend ensuring the former will book their flight to China next Summer on an unassailable 12 points.
And FAZ has confirmed that the Zambia Under-20 and Under-17 teams will host their Malawian counterparts in Lusaka in two friendly matches on November 24 and 25.
