THE Anti Corruption Commission (ACC) says it has instituted investigations in the US $ 2.9 million fertilizer deal by the ministry of Agriculture and Livestock from Saudi Arabia.
The investigative wing confirmed yesterday that it was studying a report involving the purchase of 50 000 metric tonnes of urea fertilizer from Saudi Arabia.
ACC public relations manager, Timothy Moono confirmed the development in an interview saying that a full report on investigations would be made known at an appropriate time.
“As of this morning , I can confirm that the Commission received such a report and no full investigations have been launched yet, we are still at the stage of analysing the information,” he said.

Mr Moono said the Commission had received reports alleging that government had purchased 50,000 metric tonnes top dressing fertiliser from Saudi Basic Industries Corporation without open tenders.
Meanwhile, Agriculture and Livestock minister Bob Sichinga has challenged United Party for National Development (UPND) president Hakainde Hichilema to produce evidence of the allegation that he over priced the purchase of top dressing fertilizer bought from Saudi Arabia.
Mr Sichinga said it was not enough for Mr Hichilema to raise unverifiable speculation to the public without tangible evidence.
On Thursday, Mr Hichilema accused Mr Sichinga misleading the nation that the top dressing fertilizer from Saudi Arabia was purchased at $388 per tonne and not $330 per tonne.
“Let Mr Hichilema produce the evidence of what he is raising on prices. It is not enough to just raise unverifiable speculation,” Mr Sichinga said.
Mr Sichinga said as the minister of Agriculture and Livestock, he was not involved in the procurement process which was being handled by the Zambia Public Procurement Authority (ZPPA).
He further revealed that the secretary to the Treasury Fredson Yamba and the permanent secretary in his ministry travelled to Saudi Arabia to negotiate the supply.
And the ACC has confirmed that they have concluded the investigations into alleged corruption and abuse of authority of office against suspended Copperbelt Police Commissioner Ms Mary Tembo Mr Moono said in a press query yesterday that the matter had been submitted to the legal department for consideration on the way forward.
$58 per metric ton sounds a small commission, but if multiplied by 50,000 = $2,900,000 or $3 million commission to Sichinga, Kabimba and 2 others. I think HH got the math right…
Unfortunately, Sichinga’s son from second wife is married to Sata’s daughter from his 4th woman, so nolle prosecute!!

Ingrid is married to Mr. Mpande who is doing some business contracts with Mopani Mine on the copper belt. Infact the Mulonda’s farm is in Lusaka west just next to Mr.Mpande’s farm. Its a family tree and at least I know it well.

In the days of the FJT plunder the Fred Yambas and clique were the people who moved with books of cash in the boot of their vehicles. That is how he was removed from MOF by late Mwanawasa. He was the only from the group of the Nondes and Chibandas who was never prosecuted because he sold out his colleagues.

Saulos @ 8.7 I am not very sure what is admirable about American politics you want our people to copy maybe you should have said learning from how American politics handle some national issues with bipartisan patriotism but not as experienced during squabbles leading to the recent government shut down and current trashing of a law aimed at helping minorities with health care. This is one example I would urge African politicians not to emulate. Not all is as rosy in the way politicians in the US handle issues and in some instances it makes African politics seem saintly.

Insiders at MAFF give data to ZWD, who then reported on the purported scam. Like any concerned Zambian Hakainde asked his people to verify the prices given by ZWD. After those investigations, he issued a press statement raising concern. This is not a tavern story when people are stealing money from government coffers. So why should blame be placed on a citizen, who merely suggested that ACC look into the allegations.
…I also had the benefit of working for an international commodity trading company and so know how government officials in corrupt countries milk their citizens through these commodity deals. Fertilizer like petroleum procurement is highly lucrative and therefore, an avenue used by many a plunderer in Africa. Fertilizer is an internationally traded commodity, so if you think Hakainde is being alarmist it is very easy for you to verify that by checking fertilizer price trends online (FOB, C&F & CIF). Where matters of alleged corruption are concerned we should rise above partisan politics.

ACC tell us what you have done about the dossier submitted by guy scott on a corrupt pf minister and the progress on the allegations of corruption by kabimba on his fellow cabinet ministers.
