PF government has now a chance to make their own budget-Nyangu

Ruling Patriotic Front (PF) has a chance to come up with a national budget that will reflect the aspirations of the Zambian people, MMD Deputy National Secretary Chembe Nyangu has said.

Mr. Nyangu advised the PF government to come up with a budget that is in line with its manifesto while trying to address the needs of the Zambians.

He noted that the PF government has been complaining that the 2012 budget did not meet its (PF) goals because many submissions were done by the MMD government.

He told ZANIS in Lusaka today that now that the PF government will clock a year in office in the next two months, it should make its own budget that will reflect its desires and prove that it can work.

Mr. Nyangu said the MMD will however not make any budget proposals to government but will instead make its submissions through debates in parliament.

He also advised that the budget should relate to the PF’s manifesto of job creation, poverty reduction and economic growth for the country.

He has further suggested that next year’s budget should address all the issues that characterized the performance of the current budget such as creation of new districts and continued realignment of ministries which he said has affected the smooth running of the budget.

And United Party for National Development (UPND) deputy spokesperson, Cornelius Mweetwa called for a budget that will focus on investment and not consumption.

Mr. Mweetwa said the national budget has been more biased towards consumption and has had little emphases on investment adding that the latter was cardinal especially in addressing unemployment levels.

He explained that the budget has also been focusing on health, education and other social sector which means more resources are being spent on these sectors alone thereby neglecting other equally important areas.

Mr. Mweetwa has meanwhile welcomed the call from the Ministry of Finance for stakeholders to start submitting their proposals for next year’s budget.

He said consultation is important especially if the country is to produce a budget that will meet all the people views.

He added that proposal from stakeholders are very important stating that parliament although can help but might sometimes not ne relevant as it may just rubber stamp the document.

Mr. Mweetwa hoped that next year’s budget will include proper allocations for the constitutional process, new districts and all the other concerns.

The Ministry of Finance is currently receiving submissions from stakeholders for the 2013 national budgets which will be presented in parliament in October this year.

  1. I wish PF had a few object MPs like Mweetwa indeed we need a pro Investiment budget . PF need a lot of help look at this whole year has passed and nothing tangeable has been done even the fake 90 days dream or magic never came to pass

The PF should remember to create a decentralized budget management system – focus particularly on turning agriculture into a viable business and remember to develop massive infrastructure that will support tourism and manufacturing for job creation. E.g Start the construction of a four lane highway from Chirundu to Kasumba Lesa…And begin massive irrigation infrastructure in Luapula and Western provinces to produce various crops on demand internationally such as pineaples and vegetables.

  3. MMD and UPND should keep away from this budget thing lest PF turns around and say it is the opposition’s budget that’s why they can’t fulfill it. They should also include ZNS.

This is really good ba PF!! the budget am sure will benefit every Zambian.The MMD gov failed us and we are relying on you ba PF to redeem us from the suffering we have had in the previous governments.We have been suffering for a long time and we think its normal to live a life this!!! No..No..No…….Please change our lives.Let every Zambian have atleast Nshima with kapenta pa Lunch and pa supper.

From limited observation in Africa, most of the multi-party elections have been more about throwing out or bringing into office political personalities than about having meaningful input from the ordinary citizen into government decision making. As a result of such elections, representatives of one or more ethnic groups may have simply replaced other ethnic groups which have been in power.However, ordinary citizens still remain alienated and marginalized
    from their governments; what transpires in government often remains very remote from their lives, concerns, and priorities.

  8. Sounds like good advice. Truth be told, this country needs opposition more than ever. I for one do not think a country that does not pay a job seekers or school leavers’ allowance has any right to impose national service for school leavers. Maybe they must have stated national service as a criterion for future recruitment to the police and army.

  9. No government can change people’s lives but God only.We should rely on God only not the PF.There is no one that owe you good life.Without God we can do nothing.

  10. Seems have litte activity for MMD cadres to undertake. Its obvious and goes without saying that PF is more than equal to the task of presenting next year’s budget. Nyalugwe; resolve your problem(s) with the NINE,ok.

  11. Argon for the PF is that everyone is trying to think for them and what they will come up with. Why don’t we give them chance to realise their plans and then shoot whatever is not right down. The danger with destructive criticism and much as I support them but disagree with them when they faulter, is that we are basically giving them a way out, and that’s to say we were never given a chance to put our plans in action. Lets give them chance like we gave late king fred because we stand to lose if they fail and we cannot continue having future governments first taking care of the wrongs of the previous government, every time we have a new government in power.
