Acting Chief Government Spokesperson Fackson Shamenda has said that Government will not engage its stakeholders through the media.

Responding to the state of the national address by Catholic Bishops, Mr Shamenda said Government values its partnership with the church and is therefore reluctant to engage it on national issues through the media.

Below is the full statement

Republic of Zambia
Ministry of Information and Broadcasting Services

STATEMENT BY HON. FACKSON SHAMENDA, MP, ACTING MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON GOVERNANCE CONCERNS FROM ZEC.

At a press conference held at Kapingila House in Lusaka yesterday, the Zambia Episcopal Conference (ZEC) raised a number of issues on the state of the nation.

These included the ongoing constitution making process, issues to do with traditional rulers, distribution of farm inputs and by-elections, among others.

I wish to re-iterate that the Patriotic Front Government, under the leadership of His Excellency President Michael Chilufya Sata, is running an open-door and inclusive Government in which all stakeholders are free to engage it on any issue that will help build a better and prosperous Zambia.

Government values its partnership with the church and is therefore reluctant to engage it on national issues through the media. Government therefore, expects the church to dialogue with it on issues of national importance rather than engage each other through the media.

This Government further wishes to restate that it will neither depart nor relax on its commitment to uphold the fundamental tenets of democracy, good governance and the rule of law, including the delivery of a people driven constitution, as espoused in its manifesto.

Hon. Fackson Shamenda, MP
MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON

  1. ITS NOT THE CHURCH AND MEDIA, Sata plz correct This utter stupidity!!

@”The investigations, we submit, should not be limited to the Technical Committee but be extended to the government as well since these documents have also been in government’s possession. Indeed the soft copy of both the Draft Constitution and the Report of the Technical Committee are kept at the Ministry of Justice”
TC, Plz Just declare the New constitution is with the PF government-period

    • shamenda is a very dull minister. he responds to literally everything even when he has no idea. I start to wonder how he used to perform in class at school. these are the type of pupils who just want to be seen to say something even if it is rubbish. a clever teacher would usually start avoiding them. no wonder he looks scruffy

    • The Church are just preaching what Jesus said “I didn’t come to destroy the law..”.
And these Pagan Fronts, respond back at the gospel?? Look at Shamenda how can such a man enter the kingdom of God?

    • Am now believing that these guys have serious brain paralysis. If media is not a means by which you engage government then why is there a ministry of Information an Broadcasting? Why is he The Cabinet Minister for the same, and why is he the spokes person for government (or PR). Stupid statement by the minister is issued a week after the launch of a propaganda facebook!
Sincerely, what is the rationale of taxing a non profit organization on a gift? The same non profit organization that is offering social services that are government’s responsibility.

    • Obviously the minister doesn’t think FaceBook is a subset of media. Any wonder they blood suckers can not get the terminology right i.e line on publications as opposed to online publications.

  2. THIS CIRCUS WILL NEVER END.The other day Shamefwi was saying you can now address your issues to the president through fb is that not media?????””

  3. If Shamenda and his PF Govt wont engage through the media, then why are they using Facebook to address the Zambian people?
I think Shamenda and Sata genuinely didnt know that FaceBook is media! So anything posted to Sata’s facebook account has nothing to do with Sata but Chellah, the A.r.s.e boy!

  4. The president has made it easier for you “boy” to access him on facebook because going to state house you will not see him due to security reason. Ask question on the same platform about the constitution, he answer you.

    • I trust that you’re just joking. But just in case you’re serious and believe the statehouse “claptrap” and hype I suggest that you report yourself to the nearest psychiatric ward and request deprogramming. Your logic circuits are fried!

Were you dropped on your head 50 or 60 times as an infant? Did someone take a picjk axe to your head? Are you demented, a moron or just plain thick? You’re so dense that light bends around you… Yaaba, I could go on. Maybe your “lift doesn’t go to the top floor” or you lived to close to mansa batteries and suffered lead poisoning onto of being stunted. Mai we.

  5. Is this government so full of dun.d.erheads that it doesn’t even know what it says from day to day? One day you want people to go to Facebook to find out what you are doing, the next day you say you don’t want to discuss issues through the media!

    • No offence to any epilepsy sufferer or care giver but this government is epileptic in implementation. That and they honestly believe that all Zambians are st.upid beyond description. They really believe that our memory is so volatile that we forget everything once we blink or go to sleep.

Shamenda requires a regular jolting or some other reality check every 10 seconds or he reverts to his “default settings” ie ***** by birth, bufoon by up bringing, dunce by circumstance and sweet potato by association

  6. A wise man knows when to keep his mouth shut. A fool does not know when to keep his mouth shut. This is so appropriate a description of Shamenda. Actually, appropriate of nearly every man and woman in Sata’s PF government , come to think of it, starting with the chief honcho himself!

  7. Hon. Shamenda, FACEBOOK is Media sir. You yourself said a few days ago that you preferred FACEBOOK to live Press conferences!! You must fire or demote your PS for giving you such a misleading statement to release to the media. This must be very embarrassing. Those cadre Directors and PS will just continue to embarrass you.

  8. You can run but you can’t hide. PF now clearly running out of things to say that make any sense and wind up contradicting themselves! A government that lacks even the most basic understanding of what media is!

  9. MR Mandevu Shamenda, are you acting or full time minister of information and Broadcasting????

The reason why the wise Bishops addressed those important issues through the media is because of your stubbornness as Government. what sought of government are you who doesn’t hear to the cries of the people who put you in office????

Why are you ministers failing to tell the president the truth about the status of country today??? It was just yesterday when the minister of finance was complaining about your wasteful misuse of public funds inform of traveling allowances. Don’t you read Mr Shamenda????? the Auditor General’s report is out have you gone through it and the see how you as government is plundering our meager resources???
Please tell the president the truth…2016 is too near

  10. imagine you are trying to buy goods say from shoprite and something goes wrong due to their operations are you goin to go outside and start screaming to the public or you will engage management through the right channels. So the bishops (who are strategic stakeholders) should have sort audience with government and raise their concerns instead of going to the public media then pass the info to people through churches. So government has come up with a strategy to reachout to the masses to explain what they are doing in the name of Facebook after a long cry by Zambians that they were not saying whatever they are doing. It is not fisible to write letters everyday to each and every citizen to explain what they are doing….

    • This is not shoprite you dunce! (thanks Trex) it is a country and all concerns from places like the church should be made public because they are speaking for us, the people. It is no secret that the country is going down the drain and since government does not listen to the people, the church gives us hope that maybe government will listen to them. However, going by your dad’s response (Shamenda) I dont see that happening.

    • @democracy advocate
From your utterances it hasn’t yet sunk into your head that Chumbu Munshololwa is impervious to reason, adamant, inflexible, rigid, stubborn, incorrigible, one track minded, incapable of being corrected. The faith you are displaying in PF is misplaced. Already foreign media has awarded the head honcho of this clownish govt the Mampara (I’DIOT)of Zambia. Need we say more? The country is a disaster waiting to happen under the current administration.

    • @ Democracy advocate
What nonsense are you blabbing? ”
H.E. cannot switch-on Lap top without instruction in all 73 languages and when it comes to express himself in English it is always “misunderstood”

  11. THIS IS A SHAMELESS GOVERNMENT WITH NO RESPECT FOR ITS CITIZENS.
    BECAUSE IT ONLY KNOWS DICTATORSHIP.
HOW CAN YOU DIALOGUE WITH A GOVERNMENT WHICH DOES NOT CONSULT?

  12. Democracy advocate don’t defend without reasoning, what audience do you want the bishops to seek with Chumbu munshololwa? The name it’s self can tell you he cannot be advised, he is know it all. Bishops have always held press conferences, and have written pastoral letters. The aim is not only to deliver the message to the government, but also the followers and general public. From shamendas response, the message has been relayed and we the voters are also informed. Its up to the panga family to adress the issues raised. If the government was engaged one on one, it cud probably wound have been closed door- Dont Kubeba type

    • In fact had the Bishops only highlighted good points that would have been the Government point of reference. Then they would have cared less how the statement was delivered. Anyways, I blame the people that employed Sata and crew for the mess.

  13. And this coming from a dolt that says people should read his facebook page for national pronouncements. Talk about being double tongued, these clowns could fill up a whole circus!! Yaba!

  14. What type of a church which supports anarchy. It does not tolerate this in its ranks and file.See how Milingo was chased away from the church he loved most.On the constitution people dupe to close ten years by fat john but they never talked the way they are talking. The constitution should not be taken lightly Sober up people.Love Zambia we need rural and infrastructure

development not noise in order to be noticed. Why have you ignored these developments Zambia is not urban areas only.Use decent language when debating,it is a sign of serious debating and maturity.

  15. Hollow statement. Caught pants down and then you say you cant engage stakeholders in the media. Does he know what govt is all about? You didnt need to be reminded after all about the issues raised by the Bishops.

  16. All i know is that Sata and Team have spoiled their game like MANU and people are looking for change of government already. MAY BE HH MAY MAKE IT THIS TIME. WITH THE MESS THAT ZAMBIA HAS BECOME IN TERMS OF GOVERNANCE AND ECONOMICAL DEVELOPMENT, MAY BE AN ECONOMICAL MANAGER LIKE HH IS NEEDED TO CLEAN THE MESS AND MOVE FORWARD.

    • Does Shamenda even know what media is? His Boss now wants to talk to Zambians through Facebook. That is media, Mr Shamenda. Don’t be surprised if people start insulting your party through such media. Let your Boss hold a press conference. He can even hold it in Bemba since he only went up to grade 4 himself.

  17. I thought zambia had more political parties to check on the govt , but when preachers leave the puilpit , then it means they have left their ministry no more praying but fighting the wars which dont belong to them

  18. When its the catholic church that has complain or saying their minds out against PF,Sata and his ministers always respond in fake civil or humility but when its other church organisations and political opposition parties PF and Sata always respond in uncivilised sarcastic insolute language. Why

  19. with due respect to Shamenda as a person, his level of thinking and nature herald a manner unbecoming of a Minister . Indeed, I can not imagine his eulogising the face book account of one Micheal Sata as a medium of country governance and at the same time not wanting to engage staekholdes in the media. In his wisdom I suppose Facebook is non media and the MCS is meeting his constituency in person…Ba Shamenda, your mind is as crowded as the beard you have. Please shave it you may just get better inspiration. Save us the circus..
