Government will not be emotional about the KCM issue-Guy Scott

VICE-PRESIDENT Guy Scott says Government will ensure that it gets a fair share of wealth from Konkola Copper Mines (KCM) operations.

Speaking to journalists at CEC Guest House in Kitwe yesterday, Dr Scott said should it be established that the figures attributed to Vedanta Resources Group chairman Anil Agarwal are different from the ones KCM has been declaring locally, the company will have to account for what it has not paid to the Zambian government in taxes.

Vedanta Resources Group is the holding company of KCM and its chairman was recently quoted as having said that KCM earns about US$500 million per year after buying the mine for only US$25 million from the Zambian government in 2004.

The reports have sparked sharp reactions from most stakeholders who feel that Mr Agarwal was mocking Zambians.

Dr Scott said Government will not be emotional about the KCM issue but will investigate the reports using proper channels through relevant institutions such as the Zambia Revenue Authority (ZRA).

“We can’t all be tax inspectors. Even the Vice-President cannot be a tax inspector. We want our fair share of wealth from the operations in KCM,” he said.

“So you see, we can’t start saying that we have always told you that they are crooks without figures because that will not help anyone. We need to see the figures first.”

And Dr Scott has condemned the violence that characterises politicians’ appearances at court premises in Lusaka.

He said court cases are not won or lost based on the number of political cadres one takes to court but rather on the facts of the case.

Dr Scott appealed to PF cadres to obey the law even more than their counterparts from the opposition because they need to lead by example.

Meanwhile, Dr Scott declared that the days of factions in the ruling party are over.

He said President Sata had been practising grassroot politics for a very long time and that no one with an agenda of destabilising the party can beat him at his own game.

“That is why all of us who started PF are still there. Factions are in MMD where everybody is his own faction,” he said.

Earlier, Dr Scott held a private meeting with cadres.

Guy Scott sure man, you sit on the board , have people on the board don’t know what’s happening right in your face, US ambassador just spoke out about violence , you need to condemn your carders no comparison, you are in power and the responsibility of stopping violence lays with you.   2. What is happening in Zed is paradoxical but characteristic of societies like it. Wherever you have the combination of intolerance, fanaticism and archaic laws, you are bound to have lawlessness. Pure and simple. I doubt very much that screaming on the hilltops about KCM actually addresses the dilemma we are faced with in the overall fabric of our society.

  6. Do you really expect a sensible statement or action by PF against KCM? Unless one`s IQ is very, very.
    If it was HH who was found to have evaded tax even by even 1 kwacha, this time around HH would be languishing in jail without bail.

    People that are filled with hate are usually cowards. Sata has no muscle to fight for Zambian, but he has a lot of muscle to fight against Zambians.

Who were the first executives to visit plot 1 after elections and why did the issue of windfall tax your government promise die thereafter? May God make sure that whoever is behind impoverishing Zambians never enjoys the plunder of the our country. May every ill gotten wealth be a cancer to whoever is meant to benefit from it and knows that the wealth is stolen from the Zambians. We are fed up

  8. The Government is aware of all the happenings and the Chairman is tired of the side pocketing by God knows even after dismissing the KCM Director hence the exposure. Wind Fall Tax is from profits and that company is making profits. Why is Dr Guy Scott and his The Government against the WindFall tax even after voting for it when in Opposition????????? Money is sweet and more tricks will be unearthed soon. Let’s wait and see

  9. It’s apparent now that Zambians are without any reason to trust Dr Guy Scott in Zambian politics. This is one individual that has been inconsistent with what he projects to the public as a Zambian but at the same time protects those of his own background. This is typical of what we read in colonial administration of the colonies by the colonialists. Dr Guy Scott was one of the first ministers in MMD with his boss Sata and did nothing to uplift mining standards in Zambia with his kins Aglo American Corporation in Zambia.
    To day Guy Scott is mute over harassment of opposition parties, police brutality and his boss ineptitude in governance. How can Zambians ever trust Guy Scott who even proposed Sata might send para military to beat up opposing MPs. Lobengula was right never trust a white…

    • Do you know who the new Chairman of the Board of directors of Glencore is? Tony Hayward, the fall guy for the BP disaster in the Gulf of Mexico.

    This is not child play. Your statement confirms what we have always known that you represent foreign interests in that PF government. If you were truly a Zambian you cannot make such a statement. All of you will be charged with Treason over this matter, no matter how long it takes. A precedent has been set in this country by Mwanawasa to prosecute formers leaders for offenses committed in Government. Chiluba was prosecuted and insulted for over 9 Years to his death and insults followed him into his grave. The same is happening to RB under you PF government. Mwanawasa committed this heinous crime among others which you as PF government are sitting on and covering up right now, because you have chosen as a policy to be conspirators to Mwanawasa crimes like this one with KCM

While the lack of leadership and consequently silence from Mr. Sata’s State house on the most important national economic issue in our country’s history was expected given the absence of capacity and propensity for corruption, the same was not expected from the opposition. Given the blatant corruption and treachery against Zambia by Mwanawasa, Magade and Lemba Lemba in the manner they purported to sell Zambia’s enormous and most prized asset KCM to their co- conspirators Anil Agarwal in the fraud against the Zambian people, this man Anil Agarwal who even made self-confession that he did not even have US$ 4 million in his pocket to bid for a company with an asking price of US$400, was given such a company for not US$ 400 million but for US$ 25 million.

I thought that the two young Zambian upcoming politicians namely Mr. Hakainde Hichilema of UPND and Mr. Chipimo of NAREP who have spent a life time career doing privatization of state owned companies were easily going to condemn this heinous crime of stealing of this massive and Zambia’s most treasured national asset by Mwanawasa, magade and Lemba Lemba when they purported to sale KCM to themselves through their front man Anil Agarwal. The quietness of Mr. Hakainde Hichilema and Mr. Chipimo on this matter in the same way like Mr.Sata is doing right now, is now leading some of us to think that actually these men, Hakainde Hichilema and Chipimo are no different from our semi illiterate current President Sata and that probably these gentlemen

Countrymen the way things are going certainly we will now be forced to start calling for re look at each and every privatization transactions that ever took place in Zambia and charged all those that will be found betraying Zambia through these so called privatisation deals with treason.   17. Time has now come for Zambians to reclaim their country that has been stolen from them. To be clear Anil Agarwal, does not have any legitimate rights to KCM. The way Mwanawasa and gang transacted can not be said to have been acting in the best interest of Zambia. He was acting in the best interest of his wife Maureen and his children.

I remember that Hakainde Hichilema was very annoyed with Chiluba when his Bantu Botatwe cousin Levy Mwanawasa laid false plunder charges against Chiluba, which charges they themselves, could not prove in any court over a period of 9 years. Hakainde Hichilema was so annoyed that he insulted Chiluba and the people of Luapula when he, Hakainde Hichilema said that they were stealing like monkeys in trees. Hakainde Hichilema was requested to apologize but he refused. Now that his follow Bantu Botatwe cousins Mwanawasa and Magade have been court ready handed having stolen through their fraudulent sale of KCM. Since he refused to apologize at the time,

Since Hakainde Hichilema refused to apologize at the time, we the people of Lupula the only thing we can do now is only to humbly request Hakainde Hichilema to equally fair by requesting him to insult his follow Bantu Botatwe Mwanawasa and Magade for stealing KCM in the same manner he insulted us. Should he fail to this we will make our own conclusions why he only found it fit to insult us by calling us Monkeys (Bakolwe) when he can’t insult those from Bantu Botatwe.

  20. Dr. Scott, we know this revelation may be embarrassing to Zambia but do the right thing for rich Zambia. You were already given a “free” report by a watchdog group (Vedanta) and you disregarded it. This is besides the protest in London by well wishers. Another watchdog group, Actionaid gave you “free” information on the operations of Zambia Sugar and others but we haven’t heard govt’s position on these issues. The issues that Vedanta Resources may be involved in are criminal in nature and ZRA “may” not be equal to the task. This is not to mean that ZRA is not competent but that the issues at hand may be too complex. KCM, Mopani, FQM, Zambia Sugar, Barlcays Bank, FNB, Zanaco, Airtel, MTN, Standard Chartered, Stanbic Bank, Lumwana Mines, they shall all be investigated and charged for transfer pricing tax evasion modus operandi. All accountants, bankers, auditors and government officials who assisted and continue to assist them shall be taken to court.
