Voting for an opposition leader in coming elections will be a mistake-Chitala

Patriotic Front (PF) president Edgar Lungu is the best to lead the transition period because voting for the opposition will create a hung Parliament with the potential to destabilise the governance of the country, veteran politician Mbita Chitala has said.

Dr Chitala said voting for Mr Lungu in the January presidential election would be the most cost effective option as the ruling party was enjoying the numbers in Parliament and could therefore continue implementing its planned programmes.

Dr Chitala, who is Zambia Research Foundation executive director, said in a statement that should Zambians make a mistake of voting for the opposition in the presidential election, there was a danger that the PF which would still remain the majority in Parliament would make it difficult for the new government to function.

He said after scrutinizing the status of the country’s political discourse, the parties and their candidates as to who would be suitable, cost effective and in tandem with reality, he had come to the conclusion that Mr Lungu was by far the best choice to lead the country in the transition to the 2016 general elections.

Dr Chitala said Mr Lungu was the best leader for the transition period because the current Parliament would soon be passing an Appropriation Act that would govern the national budget between January 2015 and December 2015.

He said from a practical point of view, it would be easier for the current Government to administer its budget outlines than any other party however clever the leadership of that political party would be.

“There are 82 PF Members of Parliament, 37 from the MMD and 31 from the United Party for National Development. To have a strong and stable Government, a ruling party or coalition should have more than 75 MPs.

This will not be possible for any of the opposition political parties other than the PF, If any of the other opposition political parties is elected, the country risks having a hung Parliament which has the potential to destabilize our country. Such a weak and unstable administration will only survive if they are able to bribe and corrupt their way out,” Dr Chitala said.

He said that because of the fears of a hung Parliament and the implementation of the national budget by a new party in Government, many observers were in support that the PF through Mr Lungu who should continue in Government to complete the transition process in the same way former President Rupiah Banda was supported after the death of President Levy Mwanawasa.

He explained that it would be easier for Mr Lungu to retain the republican presidency if he committed himself to persuade Acting President Guy Scott to announce the recognition of Henry Kanyanta Sosala as the Paramount Chief Chitimukulu.

“Mr Lungu would find it easier to win the January presidential election if he committed himself to the enactment of the new and people-driven Constitution before 2016 general elections.

The alleged impediment occasioned by Article 79 (3) is a non-issue as this is settled in law by the doctrine of Parliamentary sovereignty. Mr Lungu should commit himself and his administration to collective bargaining, fair taxation of the mines, empowerment of Zambians and good governance,” Dr Chitala said.

If Parliament put partisan interest before country in event of a new leader coming from the opposition, the new leader could dissolve parliament and call for a General Election. At that point, he still would be popular and win the Presidential elections. The PF MPs would have ended their own term in parliament prematurely and would certainly be blamed for causing a costly early general election. Most would not be adopted given the confusion of PF and if adopted would loose the elections. They would have de-campaigned themselves at that point anyway for causing the election. There is always the other side of the coin bwana Chitala.

      1. There are Only 72 elected PF MPs. The other 8 are nominated.
      2. When (Not IF) UPND forms government: 37 UPND MPs, the 20 MMD MPs in the Alliance, 8 nominated MPs, 2 ADD and 1 Independent = 73.
      3. Plus a few sober and genuine patriotic PF MPs (Not all of them are greedy)

      That should give the government of the day enough control over the house.

      Why do you want to alarm the People by manipulating the truth? Zambia is bigger than the PF.

    • The problem with HH’s supporters is that they think they can win when they insult others and do not listen to others who think differently from them. I am really disappointed with Dr Chitala becoz he knows very well that, the number of MP for the Party that wins an election in this case the by-election will automatically go up by 8 MPs and PF will be reduced by the same number. MMD in 2001 had less than the number he is talking about and performed better than PF in managing the economy of the country. These records are there to provide. In critical decision situations like we are faced with, its crucial not to sacrifice long-term greater benefit for the expedience of immediate gratification. His fears stem from the critical numbers of MPs in parliament crucial for sustaining governance; assuming all 82 PF MPs are opposed to regime change; an extreme oversight! For instance, when the PF came into power, they were faced with the numbers problem, and Sata appointed ministers from opposition, albeit burdening the country with bye elections. Point is – the Dr’s narrow view is not the only basis for electing president; we should look beyond transition and weigh other options in light of peace, unity, economic prosperity etc.

  32. We need radical measures here like uprooting PF mentality . They have made presidency simple, contaminated civil service with cadres, abandoned pro poor policies, and increased nepotism, tribalism and regionalism. Radical theorist would tell you PF to hell and we will move on cost effectively. We need to move away from the mentality of making govermance difficult for the sake of it. Let these guys go to the back bench.

  49. HH supporter are not bitter, people are bitter because of these thieving Pathetic fools. Farmers can not be paid, students are not getting paid, nurses are fired for speaking up, the list is long. I am bemba married to a Lozi but do not support the crap of one tribe, only one family benefiting from our God given land. People would rather vote for a chicken than PF. Only uneducated bloggers like Katondo boys do seem to get the logic. I have seen 90% good progressive postings, even the likes of Mushota with Phd seem to be making more sense these days. If Zambia was meant to suffer, go for that Mungu, the chap is a drunk, do not look healthy, he looks nourished, Zambians know better to avoid funeral expenses, we will be sending the chap overseas for treatment just in few months to come.

If HH starts appointing relatives , friends, concubines, nieces , nephews etc: the result will be mainly Tonga appointees = will you say he is tribal or nepotistic ??? Don’t hate tribal groupings just because one of that tribe appoints relatives and friends. Majority Bembas are not beneficiaries of Satas’ nepotistic behaviour; why hate them??

  50. Derrick is correct, the PF came into government without a plan. However, they continued from where Mwanawasa left. They would like to continue with Lungu. Giving RDA contracts to relative in Panga family.
    However, we have a young man, vibrant, an economist who has a plan to develop Zambia using the resources Zambia has. To build the whole Zambia including Muchinga province. Derrick go and give lectures at UNZA of how PF will lose this election after January 20, 2015. Good luck.

I cant see HH defeating Edgar Lungu on 20/01/2015!HH has no mass voters in highly populated provinces!plus since these elections will be during rain season(farming period) HH’s voters in 3 rural provinces(southern,western and north western) shall further go down as some voters will be in fields farming while Edgar Lungu’s town voters may vote in large numbers!any UPND cadre can tell that Edgar Lungu’s name is mentioned always at any gathering or in many homes showing how popular and loved this man is!God’s hand is behind EL because he is damn famous on the ground!

    • Why don’t you concentrate on telling yourself why EL will win in your opening sentiments as opposed to why HH won’t win. SIgns of denial….. You are in stage three of denial by inadvertently admitting that HH will win but denying the consequence which means that UPND president will unseat PF. Why do I mean by inadvertently admitting (HH has no voters in highly pop areas. Wishful thinking – you are still in 2011. Wake up this is 2014 the 90 days promises have not been fulfilled) and you further argue that this is the raining season. Have you not read that the farmers have not been paid thus cannot buy farming inputs and as a result will be camping at polling stations?
