UPND promise to introduce windfall tax

The opposition United Party for National Development (UPND) says if voted into office, they will use other prudent fiscal measures of raising revenue as opposed to engaging in reckless borrowing.

UPND Deputy Spokesperson Edwin Lifwekelo says Zambia’s economy is showing tremendous signs of recovery but that irresponsible borrowing can trigger a slum in its growth.

Mr. Lifwekelo says the UPND has a well defined roadmap on how they will raise revenue locally instead of engaging in excessive borrowing like the way the PF has done in the last three years.

The UNPD deputy spokesperson maintains that the introduction of windfall taxes in the mining industry can better help create more jobs and reduce poverty.

He says the UPND Leader has promised to introduce the windfall tax to help address some of the challenges the country is currently facing.

Mr. Lifwekelo is of the view that more measures should be put in place to lower interest rates for loans to be leaned to average businesses or individuals in order to further trigger increased economic activity and help create jobs in the country.

Mr. Lifwekelo was speaking in a telephone interview with QFM News.

      I think you are now losing it on hearing that HH is gaining ground in almost all provinces.

      Like it or not HH is the man with a clear plan to reverse the mess created by Sata and PF.

      Windfall will definitely be one of the areas UPND will be looking at to raise more money reduce poverty.

    • Some more “empty promises”. We head this one before 2011 elections.

      I honestly believe that HH has fought a good battle. Long and hard but I also think that his time should be 2016 to allow him 2 full 5 year terms.
      HH in Jan 2015 will work to his disadvantage. He does not have enough UPND supporters in parliament to achieve anything. If HH really has Zambian national interest at heart he should consider the suggested national unity Govt which will have the constitution as the sole pledge for Zambians while stabilising the nation both socially and economically. Tribalism is growing and it won’t go away with Politician who have a battle on their hands for 2016.
      Zambia needs healing and Zambia needs to restore her international pride.

    • Seems HH will transform Zambia into some Utopia. As this man been Zambian all these years? He should have shared ideas on how to do so, unless all wants are personal benefits- presidency. Ati “I will hide all my answers so that I can pass number 1 in class”

    • Politics of poverty, everything is all about money, money- the focus is just on the stomach, no one even talks about foreign policy- Zambia and Angola Relationship isn’t so ok, and no one seems to care. How about transportation, will we have metro transport system like our friends in some countries? how about Taxi fares, where everyone sets his own fare depending on how the passenger looks? how about technology- internet access for example, low calling charges for mobile networks or fixed lines, Zesco tarrifs- Universities have no good internet access? How about library systems in communities, how about improving communities to have nice parks, how about housing, rentals are not uniform in many communities? the list goes on, many promises are too ambiguous.

      The numbers to support HH in parley are the least of our worries right now. HH will have massive support to push his restoration agenda through with out a hitch. There are certain things where by even if you are an enemy, its difficult to defy logic.

      For example if HH presents a costed plan to fund hospitals and learning institutions adequately so that the services are free. Do you really think PF MPs will oppose that? If they oppose such a move then PF MPs would be denying their constituents their right to up grade their skill and increase their prospects of gaining good employment and entrepreneurial skills.

      Another one would be if HH decides that windfall tax be introduced to boost the government income. Do really think PF MPs would oppose that?

      HH had nothing to prove his acumen with thats why he did not join politics then.He chose to lay low and worked in the private sector to gain experience and capital to start his business empire.

      He started with building a few houses, and buying cattle bit by bit. Then he secured land when his herd started to grow exponentially.

      More cattle bred more cattle. He sold some and invested his money in many businesses locally and abroad.

      You should know that millions make millions in intelligent hands. The rest is history.

      Now is the time when he wants to contribute his knowledge to all so that they follow his foot steps.

    • This election will be about voting for sanity. It is not rocket science that HH is the only one who is making sense on the campaign trail. PF and their EL, an empty talker, are madly insane and clueless about the future. We have seen their strategy already – borrowing more and more money for their own pockets – any wonder they have viciously been at each other’s throats lately!

      Avoid fancy utopia answers like @1.10 and any such promises are no different to those made by PF. Zambia is $6.8b in debt and with very little prospect of recovery in the next 5years. So forget about free education and free healthcare.
      And if this is what HH is promising then I shall be vindicated.
      Windfall tax is welcome but that wont give you free schools, not for good while.
      All Zambia needs in the next 18months is healing from the damage done by the PF and build our “One Zambia, One Nation” status. Zambia needs to start reorganising its institutions and allow them to “function” independenly. Zambia needs to restore national pride and that can only be done with a unity Govt..Not a party wanting power beyond 2016. It wont work, whether HH or anybody else

      Money to deliver HH ‘s plans on free education can be found and here is how;

      – Cut the cabinet to 30 ministers and save money mean’t for 50
      ministers. This move alone will save the government over
      K2.5million per year.
      -Cut parastatal board members by a 1/3. Roughly thats saving
      money for over 50 board members which is roughly k
      1.75million per year.
      -Cut staff from foreign envoys and close some of them where
      Zambia does not get much benefits. GRZ could save roughly
      K1.5million per year.
      -Clamp down on tax evasion and avoidance by PF officials ‘s
      companies to collect roughly K100million.
      5. Windfall tax can bring in K450million.

      GRZ could raise over K550million which can used to fund free education and health out…

      If this is what HH is telling you, as his plans which will realise free education for Zambians upto University Level then “Lord have mercy”.
      The only realistic “dream” from your list above is the cutting of cabinet numbers. RB’s cabinet was 19 and I know Sata’s as gone up but I doubt it is 50.
      Windfall tax will not materialise, certainly not in this parliament and if HH has briefed you to that effect then that’s an empty promise.
      The rest on your list is simply day dreaming.
      A unity Govt signed upto by all major political parties will take the “sting” out of tribal politics, deliver a constitution, chase debt from M’membe and start building our institutions to function independently. Then we can look at party promises for 2016.

Zero tolerance to Corruption and nepotism. Please do not direct people to read the manifesto every UPND member should be able to articulate and summarize answers when asked what the Party stands for in order to market and campaign for the party.

      I just happen to think windfall tax is not even the tip of the iceberg when it comes to the issue of mining and what is owed to the people of Zambia. There are politicians (HH is not one of them) who need to hang their head in shame for what has happened on their watch.

      I have no problem with promises and have stated this from day one of campaigning. Keeping or breaking promises is when I will have my say. Promise away. Grow votes little parties and neither PF nor MMD have done diddly squat to fix the mining mess. And MMD had the opportunity but back tracked due to self interests. Fact.

    • Here is the kicker, “he may have his own vision by 2016.” Presidential candidate being candid with his cluelessness.

      The person who can claim to have had a vision was Banda, but only as a last minute ditch to redeem his image. He embarked on road construction in places like Chawama, Chilenje, etc. Most of those place are yet to be completed. I would agree with RB when he says, let me finish what I started. Truthful as it may sound, that would not buy him my vote.

As long as they have a clinic, road, they are home and dry. Painting an ugly picture of PF will not work because people know the truth. What this Edwin does not relies is that most of these major mining companies had secretly signed 10-20 year old developmental agreements with the current and previous governments to keep tax as it is….you honestly think that that mine in North Western Province would be investing huge sums without protection. …you should be proposing smart “carrot and stick” taxing schemes do not just hallucinate like mad men. Study the tax schemes of copper producing countries like Australia or Chile instead of just politicking like the folly being displayed by one empty tin called Edgar Lungu.

    • You guys fiscal policies change from time to time. Windfall tax was used by Mwanawasa to improve the country ‘s coffers and improve the country ‘s ability to raise income from local sources and in turn improve its credit rating.

      I do not think the tax regime was set in stone. Mines know that they government will start demand taxes as long as the companies become profitable as is the case right now.

    It’s a worry, I like your statement that HH will be depriving himself of two full terms to implement his vision. He will effectively have only one term in office, with the first one being either learning or fire fighting. But knowing the boy and his supporters, he is desperate for State House and will not listen to such good advice to wait for 2016.
    On the other hand his insistence to stand now is a danger in that he will want to manipulate the constitution in order to assure himself two full 5 year terms. Mark my word.

  13. Everything HH has laid out as part of his agenda is very doable. Even with current levels of revenue. All we need is restructuring and reorganisation of government and priorities. We need people that actually no what they are doing in the fields of national finance and economics. For a long time we have subsidized consumption instead of prduction. Except for energy and staple food we need to encourage and support industrious economic activity. We need to encourage small businesses which are the engine that can drive employment and help lift the living standards of ordinary Zambians. Institutions like FRA and RDA need to be manged by more competent people. Cut down on government waste. There’s no need to have both ministers and deputy ministers PS can perform all deputy minister functions.

  17. @Abenecho. Our over dependence on copper is part of the problem. The yahoos we have running things now have no idea how to diversify our economy. Other sectors such as agriculture and tourism need more investment. We are uniquely situated to be the communications hub of central and southern Africa. We should be leading the region in investing in information technology so we have a clear advantage for multinational organizations having regional operational headquarters in Zambia. Transportation and distribution centers and infrastructure. Yes revenue decline with the decline of copper prices but as large a producer as we are we can hedge our positions these yahoos in government now have no idea how or choose not to. Either way it come down to incompetence. We need people like HH who…

    IT WAS WINDFALL TAX ON NORTH SEA OIL WHICH MADE MARGARET THATCHER THE MOST SUCCESSFUL BRITISH PRIME MINISTER IN HISTORY.
    Every mining company plans an annual budget in which they incorporate their expected selling price from copper, cobalt and gold.
    The government should call them in and stress, whatever those metals sell at above that budgeted price, half of the money comes to the government, and the other half goes to the mining company. After all, it will be their infra structure which will be generating such incomes, so they need a share to plan capital projects for sustainability!
