ERB reduces Petrol price by 23 % and Kerosene by 30% effective tomorrow

The Energy Regulation Board (ERB) has reduced the pump price of petroleum products by K2.29 for petrol; K2.59 for diesel; and K2.08 for kerosene, which translates into 23.13%, 28.22% and 30.76%, respectively.

In a statement made available to the media, ERB said that the wholesale prices of petroleum products have been reduced by 35.93%, effective midnight 16th January 2015.

In determining prices,according to the statement, the ERB uses the Cost Plus pricing model, which operates on the principle that the final price of petroleum products should cover all costs incurred in the supply chain.

Wholesale and pump prices are determined based on the cost of each feedstock cargo received. The cost of each feedstock cargo is mainly affected by global crude oil prices and the exchange rate of the Kwacha to the United States Dollar.

Since the last price adjustment on 8th December 2014, the exchange rate of the Kwacha against the US Dollar has held stable around K6.50/US$. Over the past three months, the World has seen the largest slump in oil prices since 2008. Oman crude decreased by US$28.58 (32.88%) from US$86.91/bbl in October to US$58.33/bbl in December 2014. The reduction in international oil prices is the trigger of the current fuel price reduction.

Owing to the procurement process for feedstock cargoes, the current feedstock cargo was purchased in December 2014 when the international oil price had fallen significantly. Therefore, the benefit of the continued drop in international oil prices is now being realized in the form of the substantial wholesale prices and pump prices adjustments.

In order to recover the cost of the cargo, the wholesale prices of Petrol, Diesel, Kerosene, Jet A-1, Heavy Fuel Oil and Liquefied Petroleum Gas at the Ndola Fuel Terminal would have to be reduced by 35.93%. The uniform pump prices would change as indicated in the table below:

The new prices are effective on midnight Friday 16th January 2015. This is to allow for depletion of current stocks on the market.

ERB further said that it was, however, important to note that, as world prices of oil fall, there are still other fixed costs within the pricing model which remain constant: such as freight; TAZAMA fees and Refinery fees; taxes; downstream margins for Oil Marketing Companies; Dealers and Transporters; and such fees and charges, that need to be fully covered.

Cumulatively, between October 2014 and January 2015, ERB has reduced the prices by K3.03 or 28.50% for petrol; K3.42 or 34.17% for Diesel and 2.79 and 37.30% for Kerosene.

According to the ERB pricing model, if subsequent procurement of feedstock is made while the falling trend in international oil prices continues and the exchange rate appreciates or holds steady, then more reductions will be expected in the near future.

    • If there is one thing that irks and depletes my pockets when I travel to Zambia, it’s the price of petrol. I don’t even know how authentic the grade of the petrol is because it burns out so fast. Someone should look into this.

    • The current price of more than $1.00 per litre is still very expensive going by what’s currently happening on the global scale.

      Expect the price to be around $0.60 or in the language we know just under K4.00 per litre.

    • Had the price reduction been implemented timely (as and when prices fall on the international market), the effect would have been felt on the common man on the street by today. i.e., prices of goods and services would have reduced the Levy way.   4. Finally the ultimatum given to Govt has been met in full. It reminds me of the recalling of the late president His Excellency MCS by the incoming President His Excellency President Hakainde Hichilema when the late president was window shopping in London. He urgently came back with his entourage just to comply to the incoming President’s ultimatum. Indeed history has a way of repeating itself. Even in the midst of weakening Kwacha, they have reduced fuel prices. PF is indeed in very panic mode.

      you are right. Oil prices on the international market have fallen by 40-50% plus. This trend started way back in June 2014. This cannot be attributable to political pressure. But one thing that has disadvantaged Government is its lack of leadership or clear cut position on the issue. Last week Scot said fuel prices will be reduced further in 3 weeks, but the opposition demand immediate reduction with a weeks ultimatum to that effect. So this will be perceived as credit to opposition; ‘Me too also’ syndrome.

    • Bear in mind that this is the first time fuel prices have been reduced in Zambia to be in line with world fuel prices.

  5. This is somehow a reasonable reduction compared to the previous one. However I have tis against ERB! When increasing fuel prices it is ever done with immediate effect and now that they are reducing they will have to allow for depletion of current stocks on the market?? No heart for consumers.

  6. HH isn’t the guy who pressurised government but international market of brent crude oil. These prices are yet to go down again before they start to rise again, so HH shouldn’t take a credit for the sanctions imposed on oil producing countries.

    • Give merit where it is due! HH put pressure on governement. In the past we have had situations where the world fuel prices have declined yet governments here have never passed this onto the consumers. If it is not HH then it is a form of campaigning for PF.

    • transportation cost when you compare delivery from indeni in ndola to lusaka and indeni to livingstone. A truck has to travel that distance and these trucks are not government owned the cost of transportation is the factor.

Ultimatum or not the ERB has been reducing prices starting with minimal reductions last year and they had promised to give a significant reduction by end of January in line with falling global prices. What is important is that Government has done what is expected and within promised time frame and the opposition through HH did a good job to remind them that further delay would be unjustifiable!Let us hope the price of crude oil stabilizes at some low level and then with promised further reductions through efficient procurement from the two top presidential contenders then price can even go lower to give us more relief!

  13. This is not politics. ANyone who votes based on this is just uneducated. The Brent Crude Oil price has passed the hurdle reducing to $48/ barrel from an initial $89/ barrel. This reduction is just a reflection of the change in price.

    • @Lord Voldemort (The Dark Lord), in fact if people are really interested in facts, all they have to do is checkout the ERB website and read for themselves. But most Zambians simply love to argue without facts.

      There is press release (Nov. 2014) on the ERB website discussing this very issue. After all ERB was already reducing fuel prices, though not by much. But these huge reductions were dependent on the model Zambia uses. That is: “The Brent Crude Oil prices passing the hurdle of $48/barrel from an initial $89/ barrel” like you have correctly stated.

      So whether Lungu, Hichilema, Nawakwi, Chipimo, or Mumba said it, these reductions were anticipated after the price of crude went past the $48/barrel threshold.

      Please people go to the ERB website and get educated/informed!

  21. Actually I doubt this corrupt government would have effected this reduction if HH had not said Something. They would have kept the prices high and pocketed the difference. The only reason they did it despite the lower oil prices on the commodities market was becuase of the election but more importantly because HH demanded it. Zikomo a sogoleli atu a HH.   24. These are the benefits of multiparty politics and thanks should go to the MMD for introducing multiparty politics. The cost of living was high in Zambia under one party rule because of sanctions against South Africa which was the cheapest source of goods but in 1979 Kapwepwe wanted to stand against KK and promised to lift the sanctions to bring down the cost of living. Before Tazara Zambia was exporting copper by air because the southern routes were closed. KK was forced to lift the sanctions to outsmart him. And so why shouldn’t the PF not take advantage of the low price of oil to outsmart UPND? However, the downside to multiparty politics is that tribalism has reared its ugly head and if we are not careful Zambia will go up in flames.

  28. The effects of this PF move is great and recommendable by all. Transport costs will be reduced, bus fares will be reduced, bread price reduced, farm produce reduced, essential commodities reduced.

    There is nothing to promise the Zambians now by the opposition because everything is happening in favor of PF government. Next, is to build huge huge Storage tanks for Stocks to last five years such that even if oil prices start to go up, the prices of commodities in Zambia will still be low.

    • I like the idea of storage facilities so that as a country we are not almost immediately affected by any external factors vis-a-vis oil prices.
      The storage facility enables government to procure more when the prices are low and reduce when prices go up.

  31. My economics tells me that before price reduction of any commodity, you need to study and understand the factors at play and the forecast made thereof. This is what PF Government did, no rushing but ensuring that they get the necessary data to avoid pendulum type of managing as demanded by the so called “economic manager”.     Although tentatively, I agree with @2.3 OldRugsOUT, in that the price really ought to have been lower considering worldwide effects on the petrol price. Perhaps the gov’t wants to encourage some GDP Revenue. They should instead increase the price of tobacco and alcohol, the two most unnecessary items that damage the body and totally not a necessity for Zambian life.

  45. Since the price of fuel is a driving force to high prices of other commodities,with this redution we expect this to trickle down other commodities on the market that have sky rocketed.

    Can we now start saying that the price of transport by commuters or long distance buses be reduced as well.
    Will the operators come up with there story of expensive spare part to run there vehicles? Lets wait and see.

If the government thought they could reap dividends by announcing the reductions just a few days before polling , then they were beaten to the game by HH having come out earlier demanding reductions in the face of the global reductions. This again indicates how smart HH is in looking at what is happening at the world stage and where prudent apply it to our local situation.

    Its also a good thinking instead of fuel subsidies that leaves a funding gap in time of fuel market prices

    You should not be cheated by any in time of commodity fuel prices fall,subsidies as an alternative to fuel price support are ineffective and not sustainable

    Commodity prices in fuel are expected to drop marginally further over the projected near longterm

  51. So I take it no farmers were paid today. PF surely does HH have instruct you people in everything you do? The PF had no intention of reducing prices of fuel even after the drop in global price of crude. The grand plan was to pocket the gains and have the Zambian consumer continue paying exploitative prices. Now they are waiting for HH to instruct them to pay farmers. Next they will claim payments could not be processed because of the weekend.

  55. The price of oil has been going down since June 2014. Its not about the fact that the price of fuel needed to be reduced. Its about the timing. The reductions should have started a while ago. If it wasn’t for the opposition pressure and pending elections, PF thugs would still be pocketing the price difference, to put it crudely.

    That is why he was outshined by Chipimo, Nawakwi and Dr Mumba during the debate last night. Kept on talking about Nurses and fuel which was not on the agenda. Very irelevent chap.

    Hon Lungu did well not to attend the debate which was organised by Ka Costa and the group. How could he have attended a MUVI TVdebate when the station is so biased, always supporting UPND and demonizing PF.
