Justice Minister Given Lubinda says cyber security laws are not meant to curb freedom of expression.
Mr. Lubinda says the internet is meant to improve the lives of the people.
He is however saddened that some people are using the internet to harm others.
Mr Lubinda was speaking at the Inter- Ministerial Conference on Cyber law, Cyber Crimes and Cyber Security in New Delhi, India.
Meanwhile, President of Cyberlaws dot Net and Supreme Court of India Advocate Pavan Duggal said the conference is necessary because cyber crime is a global phenomenon which will be gobbling Six Trillion US Dollars globally per year.
He said a cyber crime has resulted in massive increase in fake news and that there is need for building blocks to harmonize cyber law across the world.

What has Mr Wise done about the Public Order Act? It’s a year since the United Nations Universal Periodic Review urged Zambian Government to reform the current Public Order Act to include measures that fully uphold the rights to freedom of expression and peaceful assembly,
The UN Universal Periodic Review further urged the Zambian government to make the Public Order Act it more conducive to political participation by all Zambians.
According to the draft report of the Working Group on the Universal Periodic Review on Zambia, was urged to ensure that enforcement of the Public Order Act is consistent with Zambia’s human rights obligations, including through training of its security forces.

@ Bakontwe – The public ordetr act does not need to be changed, its very ok, hence no organisation or opposition party has made any submission for any changes.
Its helps to keep law are order in the Zambia.
What people should are organisations should be advocating for the fer application by the law enforcers.
Why is it easy for so called Jarebo’s to protest while ZAFFICO workers, Civil Society, opposition and ordinary citizens don’t enjoy these hard-earned democratic rights.
