The Lusaka City Council has given outspoken activist Chilufya Tayali 48 hours to explain why legal action should not be taken against him for buying goods from street vendors.

Mr Tayali releases images which show him buying food from street vendors.

LCC Acting Director-Public Health Edgar Mulwanda said there is a complaint from members of the public on Mr Tayali’s habit of buying food from the streets.

But Mr Tayali has dismissed the letter from the Council saying he will continue buying food from poor people.

He accused Lusaka Mayor Miles Samp of abusing his office.

“This is what job when you vote for a fool in office,” Mr Tayali responded.

“I danced when when that guy won an election alas, this guy is not a leader, because he doesn’t know how to look after people. We have a Ben10 in that office.”

He added, “I am for the poor and I will die defending and helping the poor. I am going to sleep happily tonight because I shared the little I had with the poor. But someone, wants to play politics with me and charge me for my Goodwill in helping the poor when they are not creating employment and opportunities for the citizens.”

“What a shame to whoever wrote this letter and all those behind him. I will not bow to nonsense and foolishness. I would rather pay the price for the poor. Stop investigating, just come and arrest me I will never stop sharing with the poor and I have no time to respond to stupidity.”

Government aware of projected economic slow down – Mwanakatwe

Government says it has taken note of the projected slowdown in economic growth for 2019, at the back of the drought experienced in some parts of the country during the past agricultural season, and the higher projected inflation.

Finance Minister Margaret Mwanakatwe says government will therefore, put in place measures to redress the impact of the drought on growth.

Mrs. Mwanakatwe said Government and the International Monetary Fund Mission that was in Zambia from 16th to 30th April 2019 in line with Article 5 of the IMF Governing laws agreed during the consultations with other stakeholders on a number of areas that require an immediate policy response.

She said these measures were with respect to frontloading of fiscal adjustment, reducing debt accumulation, addressing the challenge of domestic arrears, and enhancing external buffers.

Mrs. Mwanakatwe said it was also agreed that there is need to protect expenditure towards the social sectors which is the surest way to re-energize efforts aimed at improving the livelihoods of the Zambian people.

She said during the meetings, Government provided all the necessary data required for the assessment, a process that culminated in the Government and the IMF reaching agreement on data accuracy.

Mrs. Mwanakatwe said the data included the fiscal deficit at 7.5 percent of GDP for 2018, the external debt stock at 10.05 billion US dollars, domestic debt at K58 billion, guarantees at 1.2 billion US dollars, and domestic arrears at K15.6 billion with the total debt as a percentage of GDP for 2018 standing at 73 percent.

She said to ensure that the top leadership is on board with the measures discussed and agreed with the IMF, she will be taking the measures to Cabinet for consideration and endorsement.

Mrs. Mwanakatwe said the Bank of Zambia through use of various monetary policy instruments is also geared to ensure that inflation is maintained within the set band of 6-8 percent.

She said measures to keep the deficit within the 2019 budget target, as well as the medium term, will be undertaken as part of the adjustment measures agreed with the IMF. In this regard, control measures around debt accumulation and halting arrears build up will be implemented expeditiously.

Mrs. Mwanakatwe said all these measures will ensure a quick return to a path of sustainable growth, fiscal consolidation, debt sustainability and build-up of external reserves.

She said government is aware of the challenges facing the Zambian economy and the measures are a key first step towards undertaking corrective measures and necessary measures will be undertaken to redeem the situation.

The International Monetary Fund staff team was led by Ms. Mary Goodman and the team will prepare a report of the Article IV Consultation which will be discussed by the IMF’s Executive Board in the coming months.

UPND focussed on ending poverty in Zambia and not PF’s goal to fix HH

The opposition UPND says it will not be swayed by the Patriotic Front in strategizing how to end poverty and suffering among Zambians.

Party Secretary General Stephen Katuka says while the PF manifesto and strategies are now that of dismantling the UPND and fixing Mr. Hichilema, the UPND leadership will continue strategizing on ending hunger and poverty in the country.
Commenting of statements quoting their Former Vice President Geoffrey Mwamba and PF Secretary General Davies Mwila both saying they want to dismantle the UPND and fix Mr. Hichilema, Mr. Katuka said strategizing for Zambia is cardinal and more urgent than ever before because it dwells on the survival of Zambians.

If by fixing Mr. Hichilema and the UPND  addresses the economic challenges Zambians are facing, the UPND, wholeheartedly welcomes the new PF manifesto of making Mr. Hichilema their favourite breakfast show topic

Mr. Katuka said the problems affecting Zambians is not Mr. Hichilema and as UPND, they are more preoccupied in finding solutions to the PF created debt mountain.

He said the UPND is also preoccupied in finding solutions to unpaid Zampost workers, Council workers, National Housing Authority employees, plus no money in people’s pockets, unreasonable taxes, corruption among top government officials, joblessness among youth, closure of CBU, unpaid farmers, among other issues that require strategizing, than personal feuds based on character assassination.

He expressed hope that citizens especially the youth and women, are all seeing what matters the most to the PF officials as opposed to development, education and health.

Mr. Katuka said Mr. Hichilema gave a very respectable and dignified message of farewell to the former Vice President which has so far been well respected by the party structures and the country at large.

He said Mr. Hichilema realises that his friendship with Mr. Mwamba went beyond politics and included families of both and that is why he has been magnanimous by maintaining a respectable distance from the howling and bawling of GBM.

Mr. Katuka however said that if by fixing Mr. Hichilema and the UPND will address the economic challenges Zambians are facing, the UPND, wholeheartedly welcome the new PF manifesto of making Mr. Hichilema their favourite breakfast show topic and in doing so, let them be weary that they will not fool the people of Zambia.

Defence Minister calls for collaboration between Turkey and Zambia

Defence Minister Davies Chama has called for enhanced collaboration between Zambia and Turkey under the framework of the proposed Defence Cooperation Agreement between the two countries.

Mr. Chama said enhanced defence cooperation with Turkey is timely and in line with Government’s agenda to modernise the Zambia Defence Force as well as promotion of international peace and security through increased participation in peace-keeping initiatives.

The Minister was speaking to Turkey’s International News Agency, Anadolu, shortly after Turkish President Recep Tayyip Erdogan officially opened the 14th International Defence Industry Fair in Istanbul .

“Turkey is a member of the North Atlantic Treaty Organization and I have no doubt in my mind that the products at this fair are of high quality. We need to see how we can develop our defence industries together with Turkey and enhance defence cooperation as we secure the world and the African continent to provide peace and tranquility so that we can co-exist as peaceful nations,” Mr. Chama said.

The Minister said Turkey and Zambia share similar aspirations in the promotion of international peace and security.

He expressed happiness that the Attorney General has cleared the draft Defence Cooperation Agreement and Memorandum of Understanding on Cooperation with Turkey in the field of Defence Industries.

Mr. Chama further said the invitation to attend the 14th IDEF by his Turkish counterpart, Hulusi Akar, will help to cement relations and defence cooperation between Zambia and Turkey.

Mr. Chama added that the high-level reciprocal visits by President Edgar Lungu and his Turkish counterpart, Recep Tayyip Erdogan in July last year had enhanced the existing warm bilateral relations between the two countries.

The Minister said it was gratifying that agreements signed during President Erdogan’s historic visit to Zambia were now bearing fruit with the introduction of a direct flight between Lusaka and Istanbul by Turkish Airlines.

Earlier, Mr Chama was among dignitaries invited to attend IDEF, which was officially opened by Turkish President Recep Tayyip Erdogan.

President Erdogan later led Mr. Chama and other dignitaries on a conducted tour of the exhibition of latest state-of-the-art equipment, materials and systems produced in the fields of defense and security.

The 14th IDEF, which opened today and ends April 3, 2019, has attracted over 1,000 Turkish and international exhibitors.

Mr. Chama is today expected to hold bilateral talks with his Turkish counterpart, Hulusi Akar, according to a statement issued to the media by First Secretary for Press at the Zambian Embassy in Ankara, Turkey Jerry Munthali.

Lusaka Dynamos are sweating on the fitness of their influential striker Chris Mugalu as the race for the top two places in Pool A and B of the 2019 transitional season hits the final bend.

The current 2019 FAZ Super Division top scorer on 9 goals was stretchered off with a facial injury in the 35th minute on Sunday of Dynamos 2-1 Lusaka derby home loss to Red Arrows at National Heroes Stadium in Lusaka.

“Mugalu is feeling much better and at home. He sustained a nose injury. We will wait for the doctors’ advice on whether he can feature for the remaining games,” Dynamos coach Patrick Phiri said.

“I am praying that his declared fit as the remaining games are crucial to Lusaka Dynamos qualifying for continental, his a key player. I still have the faith that despite Sunday’s loss, we can achieve the target.”

With four games to go before the championship playoff top spot is decided, and the top two continental berths are also confirmed in Pool A, Dynamos are in fourth place on 23 points, three behind leaders Zanaco and one adrift of Zesco United and Arrows who are second and third respectively tied on 24 points.

The ruling Patriotic front says it finds the reported interruption of Chishimba Kambwili’s radio program in Kabwe highly unfortunate.

Party Media Director Sunday Chanda says the party is particularly unfortunate because the genesis of this occurrence was avoidable.

Mr. Chanda says while the PF advises party sympathisers and members of the public to refrain from any form of physical aggression, they strongly condemn Mr. Kambwili’s uncouth style of politics bent on insulting the President of the Republic of Zambia.

He said today’s Zambia must be void of highly provocative and violent language against political opponents as it is an affront to democracy and an abuse of one’s freedom of expression.

Mr. Chanda said whereas the leadership and general membership of the PF can and will continue to ignore Mr. Kambwili’s provocative and demeaning politics, not every member of the public and PF sympathiser will stomach his inflammatory language and insults against the President.

He said it therefore should not surprise anyone if sooner than later he met his match and has reminded Mr. Kambwili of a scientific law that for every action, there is an equal and opposite reaction.

But GEARS Initiative Zambia Executive Director McDonald Chipenzi has regretted the attack occasioned on Power FM Radio in Kabwe by suspected ruling PF cadres.

Mr. Chipenzi said the trend of attacking media houses whenever political establishments are unhappy with the guests invited by the media House concerned is anti democratic and violates the constitution in as far as media freedoms are concerned.

He said the fact that the cadres involved in the attack freely traversed the streets of Kabwe in their numbers to attack the radio station for hosting Mr. Kambwili without police interception is evidence enough that the perpetrators of that violence had blessings from the powers that be.

Mr. Chipenzi noted that in addition, the fact that no arrests have been effected thus far, further stresses the point that those cadres were commissioned to commit such media atrocities on Power FM in an effort to intimidate the station from hosting another opposition politicians in future.

UPND will transform Zambia into a 21st Century Economy-HH

UPND leader Hakainde Hichilema has pledged to transform Zambia into a 21st century economy once elected Republican President.

Mr Hichilema explained that a 21st century economy is one that is driven by right skills, right knowledge and productivity.

He said the UPND will think long-term and comprehensively to include Zambians with disabilities in the workforce and protect people who choose to organize a union in their workplaces.

In a statement to commemorate Labour Day which falls today, Mr Hichilema said Zambian workers have no good reason to celebrate.

“Companies are laying off workers, just a few days ago Avic International put over 100 workers on forced leave. Miners are being laid off and the employment freeze at KCM does nothing to build confidence,” Mr Hichilema said.

He observed that the number of public institutions that are struggling with payments of salaries is growing by day.

“ZAMPOST, the Councils, National Housing Authority, the Universities and even civil servants are not being paid on time. Yet today they will be required to line up and “celebrate” labour day.”

Mr Hichilema said the economic environment has become hostile to business.

“The cost of doing business has gone up and as if that is not enough, ZESCO is about to increase its tariff by over 90%. Interest rates keep going up, and the high cost of borrowing has caused a large company like Lamasat to go into receivership with its 700 staff facing the uncertainty of unemployment,” he stated.

“If Lamasat with its credit lines can experience financial woes from a slowdown in business , an SME has little chance of survival.”

He added, “In UPND, we are happy to take up the challenge of changing our economic fortunes. We know what to do to keep Zambia growing so that our economy can generate good jobs for Zambians. The only way to do that, is to transform the economy, create new opportunities, that means restructuring our industries and reshaping our jobs. Zambia has potential that remains unexplored due to bad leadership.”

“The same private sector that is supposed to be creating jobs is being muzzled by policy inconsistencies and public debt. Today it is VAT tomorrow its GST, next not GST but VAT, this is the business environment in Zambia.”

Mr Hichilema charged that unions in Zambia are dead saying this is the reason civil servants can go for days without pay.

“Such a cadre can never be productive as they are demotivated. On labour Day, we should remember that jobs are about more than getting a salary. They allow us to take care of our family and loved ones, to save for a rainy day and allow us to make plans. Let us commemorate this day with this deep reflections,” Mr Hichilema said.

Chief Government Spokesperson, Dora Siliya says calls for the Vice President Inonge Wina to step down or to be removed from her position are uncalled for.

Ms Siliya says the Vice President, just like any human can fall ill.

Ms Siliya who is also Information Minister said Mrs Wina was attended to by experts and she is now recovering.

The Chief Government Spokesperson was speaking in Lusaka this morning in an interview with the media at Mulungushi International Conference Centre.

And Ms Siliya has described the ongoing National Dialogue Forum-NDF- as extremely consultative.

Ms Siliya said Zambians want to see a better governance system, electoral process and public order act.

She explained that the review process for the constitution dates to 2016 and members of the public, stakeholders and technocrats made submissions to the constitution amendment.

And said the opposition MPs have realised the importance of being part of the law-making process by adding their voice on behalf of the people they represent.

Misappropriation of school funds disappointments Government

Government has expressed disappointment with the misappropriation of school funds at Mpulungu Day Secondary school.

General Education Permanent Secretary Jobbicks Kalumba said the school has so much money but cannot explain how it is being used.

Dr. Kalumba said the school has also failed to complete a classroom block which has been under construction since 2015.

The Permanent Secretary said this when he inspected the construction works of a 1X3 classroom block at Mpulungu Day secondary school today.

He said despite the school having a total number of 900 pupils who contributed K370 each and a pocket of cement, management has failed to put the money to good use.

Dr. Kalumba who is in Mpulungu on a working visit said this is the reason that Government has decided to revisit the school fees that pupils will be paying starting next term.

He has since directed the Mpulungu District Education Board Secretary (DEBS) to transfer headteacher who do not perform well in the district.

Dr. Kalumba has also encouraged teachers to work hard and ensure that they deliver quality education.

Zambezi District Education Board Secretary, Dickson Munkoyo says lack of funds in his department is hindering the completion of some schools in the area.

Mr. Munkoyo has disclosed that construction works of a 1×3 classroom block at Dipalata secondary school is at 90 percent while the head teacher’s house at the school is at 55 percent.

He added that the construction works at Mapachi secondary school are at 80 percent while that of the teacher’s house at 70 percent.

Mr Munkoyo told ZANIS in an interview yesterday that the construction of the head teacher’s house was poorly done.

He has attributed the delay in completion of the two secondary schools to lack of funds by the department and poor participation from the community.

Zambia should avoid contracting fresh debt-IMF

The International Monetary Fund has advised the Zambian Government to avoid contracting new non-concessional debt.

And the IMF says the significant buildup in domestic expenditure arrears is weighing on households and businesses and presents a risk for the financial sector.

In a statement released after the end of the 2019 Article IV visit, the IMF said to reduce risks, the Zambian Government must put up a large up-front and sustained fiscal effort.

They said this should include avoiding contracting any new non-concessional debt, take steps to raise revenues, halt the buildup of new arrears, and align the pace of spending on well-targeted public investment projects with Zambia’s available fiscal space.

IMF said its staff and Zambian authorities took stock of recent economic developments and the future outlook and prospects as part of the 2019 Article IV consultation.

The IMF staff team was led by Ms. Mary Goodman and visited Zambia from April 16-30, 2019 to conduct the 2019 Article IV consultation.

The team met with Minister of Finance, Ms Mwanakatwe, Bank of Zambia Governor, Dr. Kalyalya, other senior officials, representatives of the Parliamentary Committees on budget and on trade and national economy, as well as financial market, business, and trade union representatives, civil society organizations, and development partners.

The mission will prepare a report of the Article IV consultation which will be discussed by the IMF’s Executive Board in the coming months.
At the conclusion of the mission, Ms. Goodman said discussed focused on policy options to lower debt-related vulnerabilities and support economic growth.

The Fund raised concerns over large fiscal deficits and rising debt service which it days have resulted in domestic expenditure arrears, taking a toll on growth.

“Our discussions on Zambia’s 2019 Article IV were frank and collaborative. This has been a valuable opportunity to take stock of the current situation and outlook for the economy and to gain a shared appreciation of current challenges and policy options going forward,” the IMF said.

“Growth is projected to slow from 3.7 percent in 2018 to 2.3 percent in 2019, lower than earlier envisages due to the impact of the drought on agricultural production. Inflation is close to the Bank of Zambia’s upper band and is projected to rise over the course of 2019. Reserves stood at 1.7 months of imports at end-March 2019.”

“Zambia’s development strategy targeting a rapid scaling up in infrastructure spending has resulted in large fiscal deficits, financed by nonconcessional debt. The 2018 budget deficit (commitment basis) reached 10 percent of GDP (7.5 percent on a cash basis), and total public and publicly-guaranteed debt including domestic arrears at end-2018 was 73.1 percent of GDP.

“With the recent increase in yields on government paper and higher interest costs on foreign debt due to the depreciation of the kwacha, government spending in other areas is being squeezed, including on social programs and transfers to local governments. The significant buildup in domestic expenditure arrears is weighing on households and businesses and presents a risk for the financial sector.”

It added, “To reduce risks, staff recommended a large up-front and sustained fiscal effort, including: avoiding contracting any new non-concessional debt, steps to raise revenues, halting the buildup of new arrears, and aligning the pace of spending on well-targeted public investment projects with Zambia’s available fiscal space.”

“With a diminished impact of the drought over time, and progress in addressing arrears, there is potential for growth to accelerate over the medium term. The mission welcomed the enactment of the Public Finance Management Act in 2018, which should strengthen management of public resources once the accompanying legislation has been enacted. Specifically, the passage of the Planning and Budgeting Bill will be important to enhance the project selection/appraisal process while the revised Loans and Guarantees Act would provide the necessary framework for medium-term debt management.”

Tributes pour in for Nkana legend Muselepete

Past Nkana stars are mourning club legend Godfrey Muselepete who died on Monday after collapsing in Serenje.

Ex-winger Muselepete, 53, died of suspected high blood pressure.

Nkana legend Jericho Shinde described Muselepete as a great player.

“It is sad he is gone. Muselepeta was a great player. He was playing as a left winger and we know how to utilise him. He made a rare move from Nkwazi to Nkana,” Shinde said.

Funeral is at his Kitwe home in Kwacha Township.

Former Nkana coach and player Patrick Phiri said Muselepete did a lot for Zambian football.

“His death has left us with grief. We remember him for contributing a lot to the development of football,” Phiri said.

“He helped to popularise football in the country and outside while playing,” he said.

Football House has also paid tribute to Muselepete.

“On behalf of Football Association of Zambia President Andrew Kamanga and the FAZ administration, we wish to pass sincere condolences to the Muselepete Family, Nkana Football club and the sporting community at large,” FAZ spokesperson Mwazi Chanda said.

Muselepete was part of the formidable Nkana side that won the FAZ Super Division title in 1988, 1989, 1990 plus 1992 and 1993 under coach Moses “Chairman” Simwala.

He joined Nkana from Nkwazi and played alongside Beston Chambeshi, Mordon Malitoli, Kapambwe Mulenga, Estone Mulenga, Mwila Numba and Gibby Mbasela.

Women and youths in Kafue district have passed a vote of no confidence in their Member of Parliament Miriam Chonya saying she has failed to deliver her campaign promises.

Hundreds of women today matched to district commissioner’s office with a petition demanding that she resigns within 48 hours as she has allegedly failed to foster development in the district.

Patricia Banda, who read the statement on behalf of the group, cited the withdrawal of her participation from the on-going National Dialogue Forum without consulting them as electorates.

In receiving the petition, Kafue District Commissioner Joseph Kamana promised to deliver the petition to higher authorities for action.

Speaking at the same occasion Kafue Town Council Chairman Brigadier General Moono Simakoloyi assured the people of Kafue that his office and that of District Commissioner will continue to work closely in order to foster development in the district.

And in a related development, Kafue for Development President, Mwenya Chama called for an immediate resignation for the Kafue parliamentarian.

Mr. Mwenya said that it was shocking that’s Ms. Chonya had withdrawn from the National Dialogue Forum when she was supposed to represent Kafue residents at the on-going deliberations.

Mr. Chama said during a media briefing in Lusaka today that the action taken by the Kafue Member of Parliament is not only retrogressive but deters the development of Kafue district.

He added that her presence at the National Dialogue Forum was to represent the voiceless and report back to the people of Kafue on the discussions.

Nkana face big test at Nkwazi

Nkana coach Beston Chambeshi says the win over FC MUZA has motivated them heading into Wednesday’s big test against top-two contenders Nkwazi in their rescheduled Week 7 away date at Edwin Emboela Stadium in Lusaka.

Nkana rallied to beat bottom placed FC MUZA 2-1 last Saturday to dodge the prospect of a third straight home defeat after losing 2-1 to Lumwana Radiants on March 30 and a 4-1 defeat on April 24 to Pool B leaders Green Eagles.

The record 12-time champions sandwiched those defeats with a 2-0 Kitwe derby win away at Power Dynamos on April 20.

“We needed this win very much. We are still in the race to fight for the top slot. We are starting on a good note with this win we are looking forward to the game on Wednesday,” Chambeshi said.

“It was a big win at home after we lost against Eagles at home but we have come out of it. We are now looking forward to the Nkwazi game and I think the boy’s morale is now very high.”

Seventh placed Nkana and number three side Nkwazi are on 15 and 24 points from ten and thirteen games played respectively in Pool B.

Victory for Nkana on Wednesday will see them move into sixth place, exchanging places with Napsa Stars on goal difference as the Kitwe giants continue to clear their now four-match backlog brought about due to their recent continental engagements.

Nkana great Muselepete is dead

Former Nkana star Godfrey Muselepete has died after collapsing in Serenje on Monday evening.

Ex-winger Muselepete, 53, died of suspected high blood pressure.

“He died around 19:00 hours after collapsing at his farm in Serenje. He was hypertensive,” his niece Monica Mwenda said on Tuesday.

Funeral is at his Kitwe home in Kwacha Township.

“He used to frequent Serenje because he had a piece of land where he was farming,” Mwenda said.

Muselepete joined Nkana from Nkwazi and played alongside Beston Chambeshi, Mordon Malitoli, Kapambwe Mulenga, Estone Mulenga, Mwila Numba and Gibby Mbasela.

He was part of the formidable Nkana side that won the FAZ Super Division title in 1988, 1989, 1990 plus 1992 and 1993 under coach Moses “Chairman” Simwala.

Zambezi District Subordinate Court Resident Magistrate, Inambao Subulwa has sentenced an 80 year old man of Mize area to two months simple imprisonment for criminal trespass.

John Matemba was charged with criminal trespass contrary to section 306 (a) of the penal code Chapter 87 of the laws of Zambia.

Particulars of the offence are that John Matemba, a peasant farmer of Mize area in Zambezi West, on March 22, 2019 in Zambezi district of North Western Province Of Zambia, did enter the premises of Steven Chinyama with intent to intimidate and annoy.

In passing judgment, Magistrate Subulwa stated that he considered the age of the accused person and that the sentence would set as example to would be offenders.
