Over 100 picked up by police in anti-China protests in Kitwe

Over 100 Kitwe residents have been arrested by police for riotous behavior after they participated in riots to denounce growing Chinese protests.

The riots were sparked by reports that government is in the process of selling off ZAFFICO, a strategic government owned business responsible for timber and wood resources to a private Chinese buyer.

The riots brought business came to a standstill in Racecourse, Kamatipa and Kawama compounds as saw millers and residents alike fought running battles with the police.

Some Chinese owned shops in Kawama compound were looted as residents accused government of favoring the Chinese at the expense of local people.

They also burnt tyres and logs on the road leading to Kamatipa and Nakadoli compounds while charging at the police.

And Copperbelt Police Commissioner Charity Katanga has confirmed that 101 people have been arrested following the riots.

Ms Katanga said out of the 101 arrested, 79 are males while 22 are females.

She said six female juveniles and male juveniles are among those arrested in the fracas.

Mrs Katanga said all the law breakers will face the full wrath of the law adding that the police command will not condone lawlessness in the Province.

Sven hands Zanaco’s Boyd Musonda debut Chipolopolo call-up

Zanaco midfielder Boyd Musonda has received his debut Chipolopolo call-up.

The ex-Zambia Under-20 star and 2017 U20 AFCON winner is among 25 domestic-based players who entered camp in Lusaka on Monday for local trials ahead of Chipolopolo’s2019 AFCON Group K qualifier against Mozambique away in Maputo on November 18.

Musonda has been reunited in the senior setup with two of his former Under-20 team mates who are Zesco United defenders Solomon Sakala and Shemmy Mayembe.

Sakala and Mayembe are Chipolopolo regulars after playing in the 2019 AFCON qualifiers and 2018 COSAFA Cup respectively.

And coach Sven Vandenbroeck has also invited Zambia U20 striker Franisco Mwepu for his second successive local training camp since the October get-together in the run-up to the Group K doubleheader against Guinea Bissau.

Meanwhile, Vandenbroeck is set to name his foreign-based call-ups at the end of the week.

Chipolopolo are bottom of Group K on 4 points, tied with third placed Mozambique but three behind leaders Guinea Bissau and second placed Namibia who meet in Windhoek in a battle for number one on November 17.

Minister of Home Affairs Steven Kampyongo has expressed concern over the deterioration in levels of indiscipline in some officers of the Zambia Police Service and the Traffic section in particular.

Mr Kampyongo said while Traffic Check Points, patrols and road blocks are essential tools in law enforcement, it is evident that some traffic officers in the country are abusing them.

The minister said government is taking measures to address the operations of the Command and has since directed the Police Command to plan and execute regular rotation and transfer of officers from general duties to Traffic and vice versa with immediate effect.

ZANIS reports that Mr Kampyongo said the rotation of officers in the full spectrum of the Police Service is essential to avoid overstaying in a particular section or division.

Speaking during a media briefing in Lusaka today, the Minister stated that mounting of hand held speed cameras on parts or portions of the roads that have been covered by stationed speed surveillance cameras has been abolished with immediate effect.

He has directed the Police Command to work round the clock in consultation with the Ministry of Finance to ensure the full migration to Electronic and Direct Payment System for the payment of Fines and Fees.

Mr Kampyongo has also directed the Command to strictly enforce stiff penalties for any unethical conduct and breach of the law by erring officers.

He said oversight committees should be rolled out to all Formations under the Zambia Police Service and other security institutions under the Ministry.

Mr Kampyongo added that the Police Command should ensure that supervising officers who fail to discipline erring officers under their charge, within a reasonable period should themselves be charged.

He has since warned members of the public to desist from engaging in corrupt activities as the law will be applied to them.

Minister of National Guidance and Religious Affairs Godfridah Sumaili has expressed concern over advertisements that display images and messages that are disturbing and likely to corrupt the moral standing of society.

Speaking in a press statement issued to ZANIS in Lusaka, Ms Sumaili said the vice is against the national values and principles as outlined in part II of the Republican Constitution.

She explained that the media is a powerful tool of socialization in society as it shapes and fashions public opinion through the use of wide outreach platforms to individuals and organisations.

Ms Sumaili has since urged companies to ensure that they develop advertisements that promote national values and principles.

She added that advertisements should not in any way deliberately or otherwise undermine the national values and principles.

Ms Sumaili reiterated her Ministry’s commitment to working with institutions charged with the responsibility of ensuring that the advertisements comply with national values and principles.

President Edgar Lungu says he wants a smooth power transition in the Democratic Republic of Congo (DRC).

President Lungu said he does not want unnecessary scheming after the December 23, Presidential elections in DRC.

Mr Lungu, who is also SADC Chairperson on Peace and Security, said this in Lusaka during official talks with United States Special Envoy Leila Zerrougui who called on him at State House today.

Special Assistant to the Press and Public Relations Amos Chanda briefed Journalists shortly after the two leaders met.

The Head of State said Zambia has proved to be a peaceful nation and she is a shining example in the SADC region and beyond therefore, utilising his Chairmanship on Peace and Security should reap desired poll results.

Mr Lungu is hopeful that there will be a peaceful power transition in DRC in that winners continue in governing national affairs while the losers accept the poll results and mobilize for future elections.

DRC is having democratic general elections this year and President Lungu does not want the explosion and subsequent exodus of refugees from that country after elections.

The President believes that consultative engagement is the best way to surround the DRC election outcome.

The visiting Envoy commended Zambia for hosting over 50, 000 Congolese refugees who sought asylum in Zambia.

Meanwhile, President Edgar Lungu has commended the United States government for the provision of clean drinking water.

The Head of State however appealed to the US government to consider coming back and offer its services in the improvement of water through the Millennium Challaneed Account (MCA).

The US government provided a $ 355 million towards provision of clean drinking water in Lusaka.

This was when MCA Vice Mail President Jeanne Hauch called on him at State House today.

And Ms Hauch who was accompanied by US Ambassador to Zambia Daniel Foote and MCA Resident Country Director Steven Marma, commended the Zambian government for revolutionizing the water sector.

She said the provision of clean drinking water is making an impact in different households in Lusaka.

Health Minister bemoans low HIV detection in children

Minister of Health Chitalu Chilufya is concerned that though Zambia has made strides in the fight against the spread of HIV, more than half of the number of children who are HIV positive in the country have not been diagnosed.

Dr. Chilufya attested that a number of children who have tested positive are not yet on antiretroviral treatment.

Speaking at the launch of the Eastern Province HIV Surge Campaign this morning, Dr. Chilufya stressed the need to ensure that more children are tested and put on treatment as Zambia enhances the fight against HIV.

He said that currently, 67.3 percent of people living with HIV of ages between 15 and 59 in the country know their status saying of these, 85.4 are on treatment out of which 89.2 are virally suppressed.

And US Ambassador to Zambia, Daniel Foote urged all Zambians to get tested as it is the only way to access treatment.

Mr. Foote commended the Zambian Government for embracing the surge campaign which seeks to motivate and focus efforts towards reaching a goal of HIV epidemic control.

Meanwhile, over 80,000 people are on Antiretroviral Therapy out of which 4000 are children in Eastern Province.

Provincial Health Director, Kennedy Kabuswe noted that 4,069 children are currently on treatment.

Dr. Kabuswe also stated that the region has heightened various activities aimed at achieving the legacy goals as enshrined in the 2017-21 National
Health Strategic Plan.

He also observed that the region is focusing on enhancing Voluntary Medical Male Circumcision (VMMC) in the fight against the spread of HIV saying out of a target of 56 surgeries, 47 have been done so far.

He commended the US Government which he said injected USD 27 million CDC support to the province since 2006.

Dr. Kabuswe also noted that the surge campaign will improve access to HIV testing and treatment services in the region to ensure that 90 percent of the population tests for HIV and that, 90 percent of those who test positive are put on treatment while, 90 percent of those on treatment adhere to therapy.

He said that the programme which will take a period of one year will focus on adolescents and children.

President Lungu challenges AVIC to stick to the 36 month time schedule for Ndola Airport

President Edgar Lungu has implored AVIC International not to compromise quality in the construction of the US$400 million Copperbelt International Airport in Ndola.

President Lungu said AVIC International is known for quality works and must maintain the very standards it has set and apply them to the infrastructure projects it is undertaking in the country.

The Head of State emphasised that AVIC must ensure that it adheres to the 36 month time schedule for construction and completion of the airport project.

ZANIS reports that President Lungu said this when he held a meeting with AVIC International officials before touring the airport construction site.

President Lungu assured AVIC of government’s commitment to ensure that much needed funds are sourced to complete the project.

He warned the contractor to desist from mistreating local workers but work to build the capacity of Zambian workers.

The President urged AVIC International to embark on skills transfer in order to build capacity of Zambians so that they can be considered not just for manual jobs but as well as technical jobs.

The President inspected the asphalt plant, the 3.7 km run way, terminal building and air traffic control building.

After the tour, President Lungu expressed satisfaction with the pace of the construction works.

And AVIC International Senior Consultant Lei Yingqv assured President Lungu that the construction of the airport will be completed by the end of 2020.

Mr Lei said his company will ensure that it exercises finacial prudence and responsibility as demonstrated by the revision of project cost from US$574 million to US$397 million.

He said once completed the state of the art airport will handle one million passengers annually.

He said the airport project has generated job opportunities for over 800 local people who have been employed on the project.

Mr Lei also disclosed that US$4.5 million worth of contracts have been given to local Zambian contractors.

He assured President Lungu that further contracts amounting to US$26 million will be awarded to local firms under the 20 per cent threshold once bottlenecks such as delayed designs are sorted out.

Earlier President Lungu inspected rehabilitation works of the Daghammarskjold Underpass bridge in Ndola central business.

The Underbridge road which has been a source of concern to motorists is expected to help decongest Ndola city and link the central business district and industrial area.

More funding needed for Ndola airport

President Edgar Lungu has assured AVIC International that he will engage the EXIM Bank of China to release more funds for firm to speed up works at the Copperbelt International Airport in Ndola.

Speaking shortly before he toured the works at the airport, President Lungu said he will engage the bank so that more money is released for the US$397 million airport.

President Lungu further urged AVIC International to treat its workers well and give them protective clothing to boost their morale.

The Head of State also directed the Chinese firm to ensure that it adheres to the 20 percent policy for awarding subcontracts to local firms.

President Lungu said awarding subcontracts to locals will ensure that they have the much-needed competence to implement huge projects on their own in future.

Earlier, AVIC International Senior Consultant Lei Yingqi said the firm was facing challenges with accessing funding for the project.

Mr Lei asked President Lungu to intervene and ensure funding is released for works to speed up.

He revealed that so far, three local contractors had been awarded works and two more are in the process of being engaged.

Mr Lei said by the end of this year, the total amount of money to be awarded to local contractors will stand at US$4.5 million dollars.

He promised that the airport project will be completed by the end of 2020 and it will be handed over to government.

Meanwhile, President Lungu has toured several sites which have already reached advanced stages at the Copperbelt International Airport.

Among them is the 3000m long run way which has already been tarred and the terminal building which has reached roof level.

Earlier in the morning, President Lungu toured ongoing works at the Under bridge in Ndola.

Kitwe residents riot over ZAFFICO sale reports

Some residents of Kitwe’s Kawama, Chimwemwe, Kwacha, Buchi, Kamitondo on Monday morning staged a riot over allegations that ZAFFICO has been sold off to a Chinese private buyer by the Industrial Development Corporate.

The rioters also stoned a Clinic in Twatasha compound.

Copperbelt Provincial Police Commissioner Charity Katanga confirmed that the riots started in the morning and that some rioters have been picked up by police.

She said police will release a comprehensive report later today but that property that was looted in the riot has been recovered.

And Kitwe district commissioner Binwell Mpundu says he is disappointed that people could resort to uncivilized ways of responding to issues instead off dialogue.

Some of the rioters wondered why the PF government is treating the Chinese investors like Kings at the expense of ordinary Zambians.

The riots follows another one which was staged by ZAFFICO workers in Kalulushi District on Friday who blocked roads demanding information that government has sold Zaffico to the Chinese.

According to the proposal in the 2019 national budget, government wants to list ZAFFICO shares on the Lusaka Securities Exchange, a move which has brought controversy as it has sparked debate that a Chinese investor is already lined up to buy the company.

But Lands Minister Jean Kapata last week rubbished the claims saying the listing of Zaffico shares on the Securities Exchange has nothing to do with rumours that the company will be sold off to Chinese.

Meanwhile, the Industrial Development Corporation has refuted claims that ZAFFICO has been sold.

IDC public relations manager Namakau Mukulebai said that any information to the contrary is untrue.

Ms Mukelebai said that plans are underway to list ZAFFICO on the LuSE and all Zambians will have an opportunity to buy shares, thereby becoming part-owners of the company.

She said that listing on the LuSE will provide ZAFFICO an opportunity to raise cheaper and longer dated capital to finance business growth to spur job creation and enhance domestic resource mobilisation.

Proflight Zambia launches Dash 8-300 aircraft

The national pride of Zambia’s leading airline reached new heights as the airline celebrated Independence Day with the inaugural flight of its new 50-seat Dash 8-300 aircraft.

Dignitaries from the Ministry of Transport and Communications, Zambia Airports Corporation, Zambia Civil Aviation Authority, media and staff joined the plane’s first flight over Lusaka to celebrate the country’s 54th birthday.

The aircraft, which is being registered in Zambia, has been named Independence – and Ubuntungwa in Bemba – to mark the occasion, and in recognition of Proflight’s 27 years as an independent Zambian-owned and operated airline.

The latest growth in the airline’s fleet, which now stands at seven aircraft, was praised by

Zambia Tourism Agency Chief Executive Officer Felix Chaila, who said: “On behalf of the Zambia Tourism Agency and the Ministry of Tourism and Arts, we would like to congratulate Proflight Zambia on the launch of this new 50-seater Dash 8 aircraft.”

“In terms of promoting and marketing tourism in Zambia, this is a significant development. This is a big improvement in carrying capacity of air travel passengers domestically and regionally.”

He added: “We are aware that Proflight has been increasing its flights on the domestic and regional routes and having these larger capacity aircraft means that they will be operating efficiently, and we may be seeing a reduction in the fares.”

Meanwhile, Zambia Airports Corporation Director of Airport Services Agness Chaila said: “The inaugural flight on the Dash 8 was perfect, I liked the spaciousness of the aircraft, it was comfortable. As Zambia Airports we are very happy with this development.

“With the infrastructure we are constructing, the capacity that we are increasing on the terminus or the airports, we are happy we are receiving a positive response from the airlines. Proflight, which is the biggest domestic carrier, has shown this response with its continuous expansion of its fleet and destinations.”

Proflight’s Director of Government and Industry Affairs Capt. Philip Lemba welcomed the passengers aboard the Dash 8 with a champagne toast to Zambia’s 54th anniversary.

The Ministry of Finance has embarked on a countrywide programme to sensitize local authorities on the Output Based Budgeting (OBB) system and fiscal decentralisation.

Speaking when a team from the Ministry of Finance Budget office paid a courtesy call on Muchinga Province Permanent Secretary (PS) Jobbicks Kalumba at his office this morning, Assistant Director from the budget office, Desmond Banda, said the introduction of the OBB is mainly to improve performance orientation of Budgets.

Mr. Banda said Muchinga Province is the first province to have the sensitization conducted adding that, the OBB has proved to be an advanced form of budgeting system expected to improve performance orientation.

He said the system is performance based mainly due to its emphasis on delivering results.

Mr. Banda added that, the team will conduct sensitization programmes in all the provinces with local authorities in order to create a broad understanding of the new system so as to improve results.

He further charged that in light of decentralisation, more expenditure responsibilities will shift from Central Government to local authorities with the OBB in effect.

And Muchinga Province PS, Jobbicks Kalumba thanked the team for launching the exercise in Muchinga noting that the OBB system will prove to be effective especially in line with decentralisation.

Dr. Kalumba said fiscal decentralisation is the first step to achieve decentralisation at all levels charging that the Ministry of Finance has an important role to play in decentralization.

The PS affirmed that decentralization once fully implemented will result in effective implementation of programmes and activities at local level.

He also appealed to the Ministry of Finance to release funds according to budgets adding that, the current release levels affects implementation of programmes as not all funds budgeted in a particular year are released.

The Permanent Secretary further commended the team from the Budget Office for embarking on the OBB system sensitization programme.

The team from the Ministry of Finance will conduct the programme for two days in Chinsali district and move to Northern then Luapula Provinces respectively.

Zambia’s continental envoy’s in delayed wait for CAF draws

Zambia’s continental envoys will have to wait a while to know their opponents after the release of Saturday’s 2018/2019 inter-club draws was deferred.

CAF has delayed the fixture release due to administrative reason as anxious teams grapple with pressures of planning for the two tournaments that kickoffs off in just three weeks during the week of November 27-28.

This is because the two-legged 2018 CAF Confederation Cup final between Raja Casablanca of Morocco and AS Vita of DR Congo on November 30 and December 2 overlaps into next seasons preliminary round fixtures, thus giving CAF a scheduling poser.

“Following the meeting of the Organizing of Interclubs Committee in Rabat on Saturday, November 3, 2018, and because of the specificity of this transitional season due to the change of dates of Interclubs, a decision will be taken by the Committee of Emergency of Confédération Africaine de Football in a short time,” CAF stated.

“Reference to the regulations of the Confederation Cup, no association is allowed to engage more than two clubs in CAF Confederation Cup. In case the holder of the title is in the same time engaged as champion of the national cup or third of the national league, it will be engaged with only one other representative and will not be replaced by a third club.

“For this 2018/2019 transitional year, the final of the 2018 Confederation Cup will be played on November 30, December 1st or 2nd, 2018, after the start of the 2018/2019 preliminaries. The winner of the 2018 Confederation Cup, AS Vita Club (DR Congo) or Raja Club Athletic (Morocco), will be only known after the engagement period of the clubs.

“This special situation due to the delay of dates will be brought to the Emergency Committee of the Executive Committee of CAF for decision.”

Zesco United and Nkana will represent Zambia in the CAF Champions League.

Green Buffaloes and Green Eagles will participate in the CAF Confederation Cup.

Constitutional Court dismisses an application by former Director of Public Prosecutions Mutembo Nchito

The Constitutional Court has dismissed an application by former Director of Public Prosecutions Mutembo Nchito to have a concerned Zambian citizen Chanoda Ngwira cited for contempt of court.

The application has been dismissed because it is irregular.

In this matter Mr. Nchito alleged that Mr. Ngwira wrote to Justices Mumba Malila and Albert Woods threatening criminal action against them for giving witness statements in a case where he is challenging the legality of his removal from office.

In his letter Mr. Ngwira said he had difficulties with the two sitting judges testifying in a case were Mr. Nchito has dragged government to court.

In his application for leave to commence contempt proceedings Mr. Nchito alleged that Mr. Ngwira published his threats both on ZNBC and Social media.

Mr. Nchito argued that he was making the application in the interest of safeguarding the administration of justice.

But when passing the ruling Constitutional court judge Enock Mulembe dismissed the application because of irregularities.

Justice Mulembe who sat as a single judge of the court said Mr. Nchito had premised his application on a wrong provision of the law.

He said order 52 and rule two of the supreme court are not the correct provisions to invoke in the case.

The court also noted that the rules of the constitutional court are not very clear on how to commence contempt proceedings.

The court however gave an option to Mr. Nchito to apply for leave using the correct provisions of the law.

The Patriotic From Central Committee will soon be meeting to evaluate the performance of its members of Parliament and review the intra patry elections held so far. President Edgar Lungu said that there are some Members of Parliament who are positioning their favourite candidates for the intra party elections in order to have a good chance of retaining their seats in 2021.

The President was speaking upon arrival at Simon Mwansa Kapwepwe International Airport in Ndola. President Lungu who is also PF party President has warned that the party will not adopt MPs who are underperforming in 2021 adding that no one is above the party.

He emphasised that the party will only work with people that are serving the interest of the Zambian people adding that he will soon be reviewing the performance of all MPs.

Meanwhile, President Lungu said he has been more than ready to meet the church and other stakeholders over the dialogue. He wondered why some church mother bodies have been accusing him of not wanting to meet him.

UPND Leader Hakainde Hichilema yesterday accepted the offer by the Catholic Church to reconcil him and President Edgar Lungu. He said the church has a successful history of bring political opponents together in the country in case of disputes.

President Lungu disclosed that he has not sidelined anyone to take part in the dialogue process, but that everyone is welcome, because it is for the benefit of every Zambian.

The Head of State wondered why some groupings feel sidelined with regards to holding of the dialogue, adding that he is however ready to take part in the dialogue, which is aimed at ensuring that peace and unity are fostered in the country.
