CTPD wonders why Parliamentarians have not raised concerns over delays in farming inputs distribution

The Center for Trade Policy and Development has wondered why Parliamentarians have not raised concerns in Parliament over delays by Government to commence the distribution of farming inputs under the Farmer Input Support Programme.

The CTPD has questioned what the Members of Parliament whom Zambians pay a lot of money and most of whom come from rural constituencies where farming is the main source of livelihood are doing if such important matters are quiet in their debates.

The Organisation Head of Programmes and Research Brian Mwiinga has since called on government to expedite the process of delivering the agricultural inputs for the 2018/2019 farming season.

Mr. Mwiinga has also demanded for an update from government on how it has addressed the challenges of the e-voucher system experienced last year if at all they have been addressed.

“The Centre for Trade policy and Development has been eagerly waiting to see the flagging off of the distribution of farming inputs under the FISP initiative for the 2018/2019 farming season which is at hand. Signs are clear that sooner rather than later, Zambia will receive the first rains. But what is not clear is when the government will start distributing the inputs”. Mr. Mwiinga has said.

He added that the conspicuous silence from the Minister of Agriculture is a something that his Organisation finds disturbing and unacceptable as it has the potential to negatively affect the agricultural sectors performance and compromise the country’s food security position.

“We therefore wish to also remind the Minister of Agriculture just in case he has forgotten that agriculture is the main source of livelihood for majority of our people especially in the rural areas. It is also a major contributor to the country’s GDP and by far offers the best opportunities for the government’s diversification agenda and Poverty reduction efforts”. He added.

Mr. Mwiinga said in a statement that at the rate Zambia is moving, a repeat of the disorganised FISP and e-voucher system is more likely this year, a situation which needs to be avoided at all cost.

At the 22nd Southern African Regional Climate Outlook Forum held in Lusaka from August 22nd to 24th, it was revealed that the rainy season in most of SADC countries which includes Zambia would start around October 2018 to March 2019.

Lusaka Province Minister Bowman Lusambo has called for partnerships between Chinese Investors and local people in the province to enable Zambians to benefit from their natural resources.

The Minister said partnerships between investors and local people will be key in ensuring that Zambians not only participate in economic development but also benefit from investments and their natural resources.

Mr. Lusambo was speaking when a delegation of Chinese Investors paid a courtesy call on him at his Office today. The investors have expressed interest to set up businesses in Chongwe districts among them a car assembling plant.

“China has developed to where it is today because it has policies which are supported by its people and the business community. We want also to develop our country and in our quest to do so, we need investors that will support out policies”. Mr. Lusambo has said.

He emphasised that partnerships between investors and the local people will be key in achieving sustainable development in the country.

And Mr. Lusambo has urged the Investors to respect the traditional Leadership in Chongwe District if they are to work in harmony as they actualise their investments in the area.

“Zambians are very friendly people but do not provoke them because you will not like them, they will support and protect your investments if your respect them” he added.

disclosed this to ZANIS when he toured various health institutions in Southern Province.

Dr Malama said it has been discovered that some health workers are going to further their studies without following the correct procedure, as outlined in their conditions of service.

“We need sanity in the health sector and we are not going to tolerate misconduct, absenteeism and none responsiveness when on duty, because we are civil servants employed to provide a service to the people,” Dr Malama said.

ZANIS reports that the Permanent Secretary disclosed this at Monze Mission Hospital during an address to health workers.

He said Lusaka, Southern and Northern Provinces are the main regions where health workers are fond of absconding from work.

He said government will not accept the tendencies of health workers living their duties without approval from the relevant authority.

“We need to understand that we chose this career by ourselves. We were not forced and we need to ensure that we work in line with government policies,” Dr Malama said.

The PS further called on health workers to exercise professionalism when providing services to patients.

Dr Malama also revealed that the ministry is aware of the various challenges that are faced in the health sector but providing quality health care services should be prioritised.

One person has died while three others cheated death at the Column Coal Mine Industries Limited in Sinazongwe District during their operations of loading coal into trays underground.

Column Coal Mine Industries Limited underground manager Elvis Ng’andu confirmed to Sinazongwe District Commissioner Protacial Mulenga that the accident occurred around 16:30 hours on Wednesday at shaft six involving the loss of one employee while three others survived.
Mr. Ng’andu said the deceased Levy Siamaili aged 25 years of Vwavwa village in Sinazongwe District died while on duty when a rock
dislodged from the roof of the tunnel and fell on him.

He said that the three other miners Nelson Mansangu, Manuel Siachiyumu and Clement Siamaili survived and operations at shaft six have already been halted and the site closed awaiting mine inspectors to go and determine the cause of the accident and whether it would be fit to continue with mining operations there.

The underground manager said the deceased employee was on a two year contract and he is survived by one wife and two children.
He said the mine company will meet the funeral expenses and process all his dues that shall be paid to the administrator for the family members.

Mr. Ng’andu said the death of Mr. Syamaili was a big blow to the company.Sinazongwe District Commissioner has expressed sadness towards the loss of life at the Column Coal Mine in such a tragedy accident.Mr. Mulenga has since sent his heartfelt condolences to the bereaved family and urged them to remain calm and united during this trying moment.

He said Government was very much concerned with the welfare of workers even in the mines and eager to ensure that safety is provided in
accordance with the mining regulations.The Commissioner called on the mine company management to ensure that safety measures are adhered to without fail in order to minimize further accidents.

UN Women’s global HeforShe initiative to drive gender equality

Gender equality is a fundamental human right but remains a distant dream for many women worldwide. The United Nations’ HeforShe is a solidarity campaign for the advancement of gender equality. Its goal is to achieve equality by encouraging both genders to partake as agents of change and take action against negative stereotypes and behaviors, faced by people with feminine personalities/genders. Grounded in the idea that gender inequality is an issue that affects all people—socially, economically and politically—it seeks to actively involve men and boys in a movement that was originally conceived as “a struggle for women by women”.

The HeForShe movement is gathering momentum globally as a cohort of select leaders from both the public and private sectors join the drive and stand out as visionaries on gender equality. On behalf of Standard Bank Group, Chief Executive Sim Tshabalala, has become one of the global “Thematic Champions” in the HeForShe movement. These leaders have committed to implement game-changing policies and concrete actions towards gender parity.

“Achieving gender equity is a moral duty, a business imperative, and just plain common sense. Women embody half the world’s talent, skill and energy – and more than half of its purchasing power. So every sensible business leader must be committed to achieving gender equity in their company and to contributing to gender equity in the societies in which we operate,” says Tshabalala.
In the World Economic Forum’s latest Global Gender Gap report, it is estimated that it will take more the 217 years to achieve workplace equality after gender parity took a step backwards in the past year.

Concrete commitments made by Standard Bank Group in order to bring about tangible change include reaching parity in executive positions and to improve the representation of women in executive positions from its current 32% to 40% by 2023. Another is to lift the representation of women on the Board from 22% to 33% by 2021.

Standard Bank is also committed to increasing the representation of women Chief Executives in its Africa Regions network from 10% to 20% by 2021, while Standard Bank South Africa will improve the representation of women in executive positions from the current 35% to 40% by 2021.

While progress has been made in certain countries in Africa to close gender gaps, others remain behind the curve. Namibia and South Africa both score in the Top 20 in the WEF global report on gender equality – after closing 78% to 76% of their gender gaps – but Sub-Saharan Africa still displays a wider range of gender gap outcomes than practically any other region.

Launched by Emma Watson and the U.N. Secretary-General Ban Ki-moon in 2014, HeForShe represented the first global effort to actively include men and boys as change agents for gender equality at a time when most gender programs were only targeting women.
It was the beginning of a trend that only seems more relevant as stories emerge of sexual abuse and harassment suffered by women in the workplace.

The Sustainable Development Goals call for gender equality and the empowerment of all women and girls, but campaigns such as last weekend’s International Day for the Elimination of Violence against Women highlight that there is much work to be done. The U.N. recently reported that nearly 20 percent of women surveyed said they had experienced physical and/or sexual violence by an intimate partner in the previous year.

Originally conceived as a one-year media campaign to raise awareness about the role of men and boys in gender equality, the HeForShe website garnered more than 100,000 male supporters in its first three days. These males affirmed their commitment to the cause by declaring themselves “HeForShe” and saying that gender equality is not just a women’s issue. Early adopters included a clutch of celebrities and politicians, including former U.S. President Barack Obama, Canadian Prime Minister Justin Trudeau, and actor Matt Damon.
Since then, 1.6 million men have signed up online, including at least one man in every country of the world, and its “Impact Champions” include the presidents of Rwanda, Ghana, Malawi, and Indonesia, among several other heads of state. The issue has also been the subject of 2 billion conversations on social media.

But HeForShe is not without its critics. Many in the gender equality community say they would like to see the movement make more concrete demands of its male champions, and have called for civil society to play a greater role in developing and monitoring the movement.

“Now is a good moment for reflection and discussion about HeForShe, which has achieved high visibility, clear successes, and also drawbacks,” said Gary Barker, co-founder of Promundo, an NGO working to engage men and boys for gender equality, which has advised the HeForShe campaign since its launch three years ago.

“Having that amount of reach and star power on board means there’s huge potential, but we need to harness it before the movement loses momentum … [and] we need to push UN Women to go further and ask more of men,” he added.

First lady Esther Lungu has called on men in the country to care of their respective families thereby help foster strong family bonds and values. Mrs. Lungu said it is disheartening to see children drop out of school because they have been neglected by their fathers.

ZANIS reports that the First lady said this at Kafwanka primary school, Fibalala ward, in Milenge district.Mrs. Lungu also urged women to continue working hard in order to be counted in society adding that they should not feel behind men but rather at par.

The first lady later made donations of ten iron sheets, blankets, rice, chlorine and over K 10,000 to three women’s clubs namely Tubalange, Tulombeko and Natusambilile. On receiving the donation, Natusambilile Chairperson Rosemary Chibuye thanked Mrs. Lungu for the wonderful gesture.Mrs. Chibuye said the donation will go a long way in uplifting their standards of living.

Earlier, Milenge Constituency Member of Parliament Mwansa Mbulakulima assured residents that government will link the cassava farmers to the market.Mr. Mbulakulima said government has heard the cries of farmers who harvested their produce with hopes of being linked to potential buyers.He said plans are underway to ensure the farmers sell their cassava and earn income to sustain their livelihood.

There should be a law to ban students from active politics – Kalonde

The Network for Young People Against Violence plans to lobby parliament to move a private motion that will compel all students at higher learning institutions to stay away from active politics.

Executive Director Moses Kalonde said such a deliberate law once enacted by parliament will bring sanity as those found wanting will face disciplinary action or expulsion from universities.

Mr. Kalonde said the country has for a long time witnessed unjustified demonstrations and riots at the University of Zambia great east road campus which should be stopped.

And Mr. Kalonde has condemned the behavior of UNZA students at the church service of late Vespers Shimuzhila on Monday.

Mr. Kalonde said in a statement to ZNBC News that the behavior of the students was unfortunate and shows that whenever students come together, they incite one another to do wrong things as was witnessed.

He said acts such as insulting and disrespecting senior government officials are uncalled for.

And the Zambian DNA said it has noted with concern how the sorrowful event at the funeral of Vespers was turned into a political platform that was used to attack government.

Spokesperson Spuki Mulemwa said it is strange that the funeral procession of a tragic loss of life degenerated into a political circus.

Mr Mulemwa has told ZNBC News that it is clear that the harassment of Information and Broadcasting Services Minister Dora Siliya was politically motivated as she was singled out among many other political players who were present.

Meanwhile, New Congress Party president Peter Chanda has appealed to UNZA and other students at higher learning institutions to end the habit of violent protests.

Pastor Chanda said the protests were most likely politically motivated.

 

JCTR welcomes the decision by government to introduce sales tax

Jesuit Centre for Theological Reflection (JCTR) has welcomed the decision by government to introduce sales tax to replace value added tax.

Finance Minister Margaret Mwanakatwe announced during the 2019 budget presentation that government will abolish Value Added Tax (VAT) and replace it with a non-refundable sales tax in April 2019, a move likely to help the government boost revenue collection and bring down mounting debt.

JCTR Social and Economic Program Officer, Innocent Ndashe is confident that the introduced sales tax will enhance the country’s beneficiation from the mining sector.

In an interview with QTV News, Mr Ndashe said for a long time, the country has been losing tax revenue from the mining sector which otherwise could have been channeled towards infrastructure development in the health and education sectors among others.

Mr. Ndashe added that the decision by government to abolish VAT will in the long run help address financial linkages and further enhance tax administration

First Lady Esther Lungu has said that her rural outreach programmes are meant to give President Edgar Lungu honest feedback on how people in the remote parts of the country are living.

Mrs. Lungu said that President Lungu supports her work because he too wants to see development reach all corners of the country.

She says people in rural areas are looking up to their elected leaders to transform their lives.

Mrs. Lungu was speaking when she addressed hundreds of people in Chipete ward of Chembe district which she visited this morning on her continued tour of Luapula province.

She further called on civil society organisations to spread their activities to the remote parts of the country.

Mrs. Lungu said it is sad that in some places she has been to, there is no single NGO or civil society organisation.

She said civil society organisations should supplement government efforts in delivering social services to the people.

The first lady also interacted with pupils at Chipete primary school and donated food and groceries for the girls.

She also donated hygiene packs and bicycles to Chipete rural health center and gave out 5,000 Kwacha to each of the seven women cooperative groups.

China is NOT taking over some of Zambia’s state-owned entities-Citibank (updated )

Citibank has dispelled assertions by some sections of society that China is taking over some of Zambia’s state-owned entities due to debt.

The Bank’s Regional Head for East Africa, Joyce Wainaina, says the advent of social media has given birth to fake news.

Ms Wainaina says China is a force to reckon with in meeting Africa’s infrastructure needs that are inhibiting intra-Africa trade.

She was speaking when she addressed journalists during the Middle East and Africa media and community summit.

Ms Wainaina said the continent requires about 100 billion Dollars to finance infrastructure gaps in the next 10 years, which makes partners such as China more cardinal.

She said China has been active in various sectors such as roads, rail and energy which are key in the transformation of the continent.

Ms Wainaina said the Chinese private sector is also present in Africa and is contributing to economic transformation.

She cited China’s largest ladies shoe manufacturing company, which has set up a factory in Ethiopia ad helping to develop the leather value chain, and the ceramic tile factories in Kenya, Tanzania and Senegal as some of the Chinese private sector entities in Africa.

Minister of Higher Education Professor Nkandu Luo has disclosed that the University of Zambia Schools of Engineering and Mines will be put together and will be called the UNZA School of Engineering built Sciences Mines and Minerals by the year 2019.

Prof Luo made this revelation in parliament during the presentation of her Ministerial statement in relation to the events of October 4 riots which resulted in the death of a fourth year Education Student Verspers Shimuzhila who died out of suffocation following the firing of the tear gas by the Police.

The Minister says this decision has been reached by Cabinet as one of the medium and long term measures to improving security at the University of Zambia.

” in this regard I have directed UNZA Management to immediately Institute investigations to establish the true motive of the riots as she believes that the riots were initiated by outsiders and not by the population of UNZA”,she has said.

Prof Luo has further directed the Management to undertake a comprehensive review of the security position and regulated requirements and present a report to her Ministry within a week.

The Prof adds that in further enhancing security interventions at the Campus a fence will be put and the University will introduce an electronic access control and set up CCTV Cameras adding that squatters in hostels will be reduced as not all squatters are bonefide students.

Prof Luo has also disclosed that the Schools of veterinary medicines and Agriculture will be joined together and become UNZA School of Agriculture and Veterinary Sciences while the School of Medicines will be changed to UNZA college of Medicines and Health Sciences of which both Schools will be moved from the Great East Road UNZA Campus.

Meanwhile, she has indicated that gherkin school of Education will be the only School that will remain at the campus and will be called UNZA College of Education.

The Minister has maintained that riots at UNZA were organized by outsiders and all those behind the riots will be dealt with.

Zambia Police investigating Whatsapp group run by NDC Youth Chairperson

Police in Kitwe have questioned National Democratic Congress (NDC) National Youth Chairperson Charles Kabwita over a WhatsApp message purported to be impersonating National Development Planning minister Alexander Chiteme.

The Copperbelt Police commissioner Charity Katanga says Police are now looking for a Mr. Alexander Chalwe who is also on the same WhatsApp group for allegedly posting messages impersonating Mr. Chiteme.

Ms Katanga told ZNBC News in Kitwe that the messages posted on the group indicate that Mr. Chiteme has been leaking confidential information from state house to the WhatsApp group administered by Mr. Kabwita when in fact not.

But Mr. Kabwita, who spoke to ZNBC News at Kitwe Central Police Station after being questioned, accused Mr. Chiteme of having reported him to the Police.

The former Chimwemwe Ward Councillor said the WhatsApp group where he is an administrator has over 260 members and he does not know every member of the group.

Earlier, Nkana Constituency PF member of Parliament Alexander Chiteme reported National Democratic Congress national Youth Chairman Charles Kabwita for what he has called impersonation. According to Chiteme, Kabwita was impersonating his name on a WhatsApp blog to post anti-government statements.

Chiteme, on Monday October 8, 2018 reported Kabwita at Kitwe Central Police. According to police, Chiteme has accused Kabwita of using his name in a WhatsApp group to insult State House. The police say Chiteme complained about a WhatsApp group member using his name to post anti-state house statements.

But Kabwita said Chiteme was a joker who has failed to work.

“Yes, yesterday on Monday, I received a phone call from a Mr Harry Mukuni an officer at Kitwe Central Police. I was told to report at 15:00 hours and like a law abiding citizen I went to the police though they kept me for over an hour and half before their questioning. I went with our Secretary General (NDC) honorable Mwenya Musenge,” Kabwita said.

“There is a blog called ‘Top Secret pa Zed’ where am the chief administrator of the group. In that group someone has impersonated Chiteme and has been posting statements that were putting State House in disrepute. Honorable Chiteme then reported me to the police.”

He explained that he has no control of who joins the blog because joining is posted through links.

“I gave a statement to the police. Now I have no control of who joins the blog. I can post the link in different WhatsApp groups for anyone to join. So how do I know who has joined? There are a lot of people in the blog and I don’t know them all. The police wanted to find out if I can help with investigations, but I have refused because I font have control and they have the number of the said. Let them use the same number to go to ZICTA to find out who the person is.”

President Lungu calls for cooperation among SADC, UN and AU, as summit closes in Kampala

The 9th Summit of Regional Oversight Mechanism of Peace, Security and Cooperation Framework for DRC and the region which opened in Kampala has closed.

The closure of the meeting saw host President, Yoweri Museveni, assuming the chairmanship of the Framework from his Congo Brazzaville counterpart, Denis Sasongweso, who ran the organization since last year.

In his maiden address to the Framework, President Museveni said time had come for Africans to lead a prosperous life.Mr Museveni, however, said prosperity can only come with peace among Africans hence the need to end internal conflicts.

President Edgar Lungu was among Heads of State and Government who attended the meeting and addressed the delegates in his capacity as SADC chairperson of the organ for politics, peace and security.

In his address, President Lungu assured delegates from the SADC and Great Lakes regions that SADC was committed to ensuring that peace was restored in the DRC.He called for serious cooperation among SADC, the UN and AU to facilitate the end of the conflict in the DRC and other countries in the Great Lakes.

President Lungu has since left for Zambia.

He left Entebbe international airport at about 18:35 hours local time.
