UNZA needs a Union to represent Students, Nkandu Luo told

Council of Churches in Zambia (CCZ) General Secretary, Emmanuel Chikoya has attributed to the death of Vespers Shimuzhila a 4th year student at the University of Zambia, Great East Campus as the institution not having a union to represent the students.

Father Chikoya said the students could have not staged a peaceful demonstration to air their grievances if they had a union.

In May last year, Higher Education Minister Nkandu Luo banned activities of unions at UNZA stating that they are recipe for anarchy and chaos at institutions of learning.

In a statement to the media in Lusaka today by CCZ Communications Officer, Michael Mazakaza, Fr. Chikoya noted that what transpired resulting into the death of Ms. Shimuzhila is heart-breaking and must be strongly condemned without reservations.

He said what the Church does not support is destructive demonstrations such as damaging property and closing roads hence, affecting other citizens in the process.

Meanwhile, Fr Chikoya said it is the duty of the Police to ensure that there is law and order at the university adding that, lives are also supposed to be protected not lost.

The clergyman called on Zambia Police Officers to be professional at all times in the execution of their duties.

The CCZ GS and Human Rights Commission Spokesperson Mweelwa Muleya have vowed to follow up with the matter until justice is done.

President Edgar Lungu has since called for thorough investigations into the disturbances that occurred at the University of Zambia where a student suffocated following a riot over bursary.

And the Chief Government Spokesperson, Dora Siliya said that it is regrettable that the riots started after some students attended a UPND press briefing in Lusaka were inflammatory statements were allegedly issued.

Finance Minister Margaret Mwanakatwe has announced that a Tax Policy Review Committee will be reconstituted and appointed to deal with technical issues related to tax implementation matters raised by the public to ensure smooth transition following changes in the mining tax regime.

Mrs. Mwanakatwe has further advised that consultations on sales tax policy implementation will be wide and extensive before commencement in April 2019

Mrs. Mwanakatwe says her Ministry has taken note of the public statement made by the Zambia Chamber of Mines regarding changes to the Mining tax regime in the 2019 National Budget.

She said in a statement issued by Ministry spokesperson Chileshe Kandeta that her Ministry has also acknowledged receipt of letters from some stakeholders, and the Chamber, seeking clarification on the new tax regime.

Mrs. Mwanakatwe said working with other stakeholder Ministries and relevant government agencies, the Ministry of Finance remain open to dialogue with mining companies that are willing to amicably discuss *the transition to the new mining tax regime,* implementation of the sales tax and other fiscal and economic affairs, and future business cooperation matters.

UPND Leader Hakainde Hichilema yesterday reported Economic and Equity Party Leader Chilufya Tayali to Woodlands Police Station for criminal libel, an offence he says he considers serious.

Mr. Hichilema says this is in view of Mr. Tayali is continued libelous statements in total defamation of his standing reputation both as an individual and President of the biggest political party in Zambia the UPND.

He said for a long time now, Mr. Tayali has made unwarranted and unsubstantiated claims against Him.

“Citizens will agree with me that I have been very tolerant of him despite the many defamatory statements he had made against me for simply taking a stand on things and my political beliefs. In the latest libel, Mr. Tayali has been publishing and uttering public statements to the effect that I am responsible for the death of our beloved daughter, Vespers Shimuzhila who died in a police operation at University of Zambia”. He said.

” I am neither the Commander in Chief of the Armed Forces nor the Inspector General of Police, why Mr. Tayali wants me cited remains a matter I don’t understand”. Mr. Hichilema who was accompanied to Woodlands Police Station by his lawyers and party officials added.

He said the only motive for dragging his name into a matter that he completely has no responsibility and power to undertake is to stir up citizens resentment against me and UPND.

“We expect the Police to take action against Mr. Tayali without any delay, for justice delayed is justice denied. I equally have the constitutional protection and benefit of the law like any other individual in this country”. said Mr. Hichilema

Meanwhile, Mr. Hichilema has urged Zambians not to be diverted from the real issues affecting them.

“As a party whose central focus is development, we believe that nothing supersedes people power and this is why we say: “people power! Our power and our land”. He said

But Economic and Equity Party Leader Chilufya Tayali has urged the Police not to waste time but arrest Mr. Hichilema because he is guilty of inciting people to rise against government.

“Mr. Hichilema is guilty of the crime including the recent one where a Student even died at the University of Zambia that’s why he has even gone to the police to report me”. He said.

Mr. Tayali added that Mr. Hichilema wants to take over Government through dubious means.

Government has implored traditional leaders and civic leaders to take a leading role in stopping child marriages and exploitation of the girl child.

Justice Minister, Given Lubinda said the noticeable increase of child marriages, especially in rural areas worries government.

He said this when he graced the 27th Lukwakwa traditional ceremony of the Mbunda speaking people at Senior Chief Sikufele’s palace in Manyinga district in North-Western Province yesterday.

Mr. Lubinda said chiefs are key in unifying communities and in the preservation of culture therefore, they must take a leading role in stopping child marriages and exploitation of the girl child in their chiefdoms.

He said the dignity of a girl child should not be compromised because of initiation or culture practices if the country’s traditions are to stand the taste of time.

Mr. Lubinda said government through his ministry will soon come up with a law to protect the welfare of the girl child.

Meanwhile, Mr. Lubinda said President Edgar Lungu has always emphasized on the need for traditional leaders to work closely with government in ensuring development and peace in the nation.

He therefore, advised Senior Chief Sikufele to work in collaboration with other stakeholders in the district in resolving the succession wrangles in chief Chiyengele’s chiefdom in Kabompo district.

And speaking at the same ceremony, Lukwakwa Traditional Ceremony National Chairperson, Gregory Kangwanda commended government for embarking on a number of developmental projects in the district.

Mr. Kangwanda however, appealed for speedy pace on the construction of houses and offices for civil servants who are in dare need of accommodation.

Minister of Foreign Affairs, Joseph Malanji says Japan remains a very important partner to Zambia’s national development.

Mr. Malanji says that is why Zambia continues to strengthen its strategic partnership with the government of Japan in order to achieve inclusive and sustainable development.

The Minister said this when he delivered an intervention statement on economic transformation for inclusive growth during the Tokyo International Conference for Africa Development -TICAD- in Tokyo, Japan.

Mr. Malanji says there is need to adopt digital technologies to harness efficiency and lower the cost of doing business.

He also said promotion of science, technology and innovation is vital in contributing to economic transformation for inclusive growth.

And speaking when he held talks with Japan External Trade Organization (JETRO) Executive Vice president, Katsumi Hirano on the sidelines of the TICAD Ministerial meeting, Mr. Malanji called for more partnerships between Japanese and Zambian private sectors.

He said Zambia is steadily positioning itself to become a hub for foreign direct investment in the Southern African region.

Mr. Malanji also requested JETRO to encourage especially medium scale investors to travel to Zambia on investment and trade missions.

Meanwhile, Dr. Hirano said JETRO, which promotes mutually beneficial trade and investment relations between Japan and other nations, is optimistic that Japanese companies will greatly contribute to Zambia’s industrialization agenda.

He said Zambia’s prevailing peace and stability profile will assist his organization to encouraging more Japanese investment.

President Edgar Lungu says government will wait for an outcome of Police investigations on the riots which happened at the University of Zambia last week resulting in the death of one student.

The President said government will not speculate on the cause of the riots but will allow the Police to thoroughly investigate the matter as stated by Chief Government spokesperson Dora Siliya yesterday.

“In Bemba there is a saying, an old woman disappears in the village and the next day a Hyena defecates white hair, what does that tell you? I think Madam Siliya made a comment on behalf of government, we are waiting”, He said.

He was speaking to Journalists shortly before departure for Kampala Uganda where has gone to attend the 9th High Level Meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for the Democratic Republic of Congo and the Region slated for tomorrow 8th October 2018.

President Lungu will be among other Heads of State and government officials from the 13 signatory countries of the Framework agreement, its Guarantors’ institutions, namely the United Nations (UN), African Union (AU), the International Conference on the Great Lakes Region (ICGLR) and the Southern African Development Community (SADC).

Evelyn, the second year female student in the school of Education jumped off the third floor of her hostel on Thursday night when police fired teargas in their rooms during riots.

Health Minister Chitalu Chilufya confirmed when he visited Evelyn at the University Teaching Hospital that an agreement has been reached between government and the family to evacuate her to South Africa.

Lusaka Province Minister Bowman Lusambo says he will engage Chinese Ambassador to Zambia Li Jie through the Ministry of Foreign Affaird on the Posibility of create a China City where all Chinese nationals will be conducting their businesses in the Province.

Mr. Lusambo says the decision to create China City comes after several complaints from Zambians that the Chinese are engaging in businesses which can be done by locals such as Chicken rearing, Saloons and cooking nshima among others.

“Residents in compounds are not happy that the chinese are also engaging in small businesses and they cannot compete because they dont have money, so creating a China City will be a good idea”. He said

He said this will also be done in line with the decision to twin Lusaka Province and Sichuan Province of China in a bid to foster development.

Mr Lusambo told Journalists yesterday that this however is not meant to discriminate the chinese but create an environment for them to conduct businesses without any challenge.

At the same briefing, Mr. Lusambo directed the police to stop unneccessary road blocks in the Province as they are contributing to congestion on the roads.

“Police must only conduct snap checks for 20 or 30 minutes on undesignated check points and move on, this way we will reduce the congeation on the roads”. He said.

Mr. Lusambo said Lusaka only has three Police Check Points, one along Mumbwa road, one along the Kafue road in Chilanga and one along the Great East road after the Airport roundabout.

The Lusaka Province Minister was recently in Chengdu City of China at the invitation of the Sichuan Provincial Government.

Lands and Natural Resources Minister Jean Kapata will represent President Edgar Lungu at the United Nations Conference of the Parties, in Katowiche, Poland.

COP is an international framework, which annually brings together various signatories to various international agreements on Climate Change where parties negotiate international climate policy.

Heads of State and government from several African countries have already confirmed their participation.

“Despite the high level nature of this meeting, President Lungu has respectfully passed this very important assignment on to his Minister in order to observe austerity measures”, said Zambia’s ambassador to Germany Anthony Mukwita.

Ambassador Mukwita, who is also accredited to Poland on a non-residential basis, said the President continues to delegate high-level assignments to his Vice President Inonge Wina and other Ministers sending a message across the whole of government of the need to observe high levels of financial prudence.

During a meeting of Ambassadors in Warsaw, the Polish capital in June, the Foreign Affairs Minister Mr. Jacek Czaputowicz extended a high-level invitation to Presidents to attend the meeting in order to add to the importance they attach to issues of climate change.

In accordance with a decision of the 22nd Session of the Conference of the Parties to the Climate Convention (COP22) in Marrakesh in November 2016, the successive climate summit will be held in Poland. Poland was selected to host this event within the framework of the Eastern European Group (EEG).

Poland will hold the Presidency of the Climate Convention for the third time having hosted them in both 2008 and in 2013. The 2018 COP24 takes place from the 3rd to the 14th of December.

“As an embassy, one of the activities we are currently engaged in is preparations for the arrival of the Minister and her team which includes coordinating issues of accommodation and transportation with our colleagues in Lusaka and service providers in Poland”, said Ambassador Mukwita in a statement issued by Kellys Kaunda, the first Secretary for Press and Public Relations at the Zambian Embassy in Berlin Germany.

Mr. Mutati said this last night during the Pre-Expo Cocktail party held for invited investors at Lake Chilla Lodge in Mbala.

He revealed that already, from the calculations he had with Provincial Minster Brian Mundubile, practical commitment from the 40 invited investors has exceeded US$ 200 million.

Mr. Mutati who was guest of honour at the Cocktail party has announced that prio to the Northern Province Investment Expo scheduled for November 2018, another event to whip up the appetite for more investor attraction will be held soon to further compel more interest in the development journey that has started adding that this years’ November Expo will exceed any other Expo that has been done and yet to be done anywhere in the country.

“The province is committed to expanding the investment base and encouraged the business community to consider ploughing their money in the area.
The province is rich in various unique products such as Kasama Coffee, Kasama Sugar even Buka fish, the area also stands out as the only place where the First War ended on the continent of Africa”. He said

The occasion was also attended by his Tourism and Arts counterpart Charles Banda who earlier in the day officially launched the Mahogany Air flight to Mbala, at Samora Machel Air Base where he said Government’s vision is to ensure that Zambia becomes a major tourism destination of choice.

Mr. Banda also launched the Kasama flight at Kasama Airport before proceeding to Mbala.

And Mr. Mundubile said his administration looked at three key areas which are agriculture, tourism and the Mpulungu harbour which has since received US$100 million of investment from the Industrial Development Corporation.

“The three areas are already bearing fruits as investors have already shown tremendous responses through the pledged construction of the five star hotel at Kasaba Bay and the presence of Mansa Chilli which is constructing three operational hubs in the province”. Said Mr. Mundubile.

The investors that were present are Zambia Industrial and Commercial Bank, Choppies Limited, Zambian Breweries, Musika Development Initiative, SEEDCO, Indaba Agricultural Policy Research Institute (IAPRI), Citizens Economic Empowerment Commission (CEEC), Zamtel and Atlasmara among others.

Patriotic Front Secretary General Davies Mwila says the ruling party will not re-adopt non performing Members of Parliament to recontest the 2021 general elections on its ticket.

And Mr. Mwila has with immediate effect lifted all suspensions meted on some party officials in Muchinga Province.

He was speaking in Chinsali District of Muchinga Province when he officially flagged off the PF intra-party elections in the province.

“Members of Parliament who have not performed to the expectation of the party will not be re-adopted to recontest their seats in the 2021 general elections. The people elected you Members of Parliament to deliver development by effectively representing your constituencies by voicing out their concerns and help in crafting solutions and as a party that is committed to development, we shall not re-adopt any MP who has failed to deliver,” explained Mr. Mwila.

Meanwhile, Mr. Mwila has taken a swipe at individuals who are undermining sitting Members of Parliament and has warned individuals who are want to aspire for parliamentary positions to accord sitting MPs space to perform their functions without any disruption or duress.

“Iam aware that there are some individuals who are undermining sitting MPs in order to decampaign them. These confusions are being spearheaded by individuals who are aspiring to take over as MPs in named constituencies in the next general elections.

He said the party shall not hesistate to flush out anyone who goes against violence.

And Mr. Mwila has laughed off individuals who claim that it is wrong for PF cadres and officials to discuss policy matters reminding them that the PF is the party in government and that without the party there can never be a government.

” The government we have today is a PF government. This government was formed by the PF. The policies that this government is implementing are PF policies as prescribed in the PF manifesto. So to claim that PF cadres and officials have no right to comment on policy matters is laughable to say the least”. He said

University of Zambia students yesterday chased Higher Education Minister Prof. Nkandu Luo from the House of Mourning of late studentVespers Shimuzhila.

Ms. Shimuzhila died during a police operations at the institution on Thursday due to suffocation after police fired teargas in her room.

The students accused Prof. Luo of being irresponsible and neglecting the education sector.

The angry students charged that it was mockery of the highest order Prof. Luo to attend the funeral when she did not visit students at the time they needed their meal allowances and alive.

Meanwhile, main opposition leader Hakainde Hichilema was warmly welcomed when he visited the funeral house.

Mr Hichilema also visited students who were brutalized by Police and are nursing wounds in hospital.

He said the loss of life is entirely a PF affair and it was going to be avoided had meal allowances been paid to the students in time.

“Zambia does not need guns to eradicate poverty and this is why for us we say no matter how the corrupt few take advantage of our over 17 million suffering brothers and sisters, people power will override the few and then we shall walk with heads up as proud Zambians,” Mr Hichilema said.

“We say no to the PF killing of our citizens and economy. They will try to smear this death all sorts of useless, irresponsible statements but we state, this death was needless.”

Sometime this year, an investment group based in Europe organised a one-hour conference call, connecting me to 80 other global investors. The questions were about Zambia in relation to the economy, the IMF, the external and domestic debts and the fiscal regime governing the mining sector. The topic on mining (for which I was upfront I had limited expertise) consumed over 40 minutes and I concluded there were thousands of individual investors all over the world (Zambians excluded) who had built financial fortunes by owning shares in copper mining companies operating in Zambia.

These fund managers had hindsight about what the Zambian government was planning to do: a change in the mining sector regulatory environment. In summary, I told them mining companies had lost the opportunity to pre-empt any such measures by failing to proactively and predictably support government revenues. Public sentiment in favour of increased taxes for the mines was growing; civil society organisations and opposition political parties were part of this sentiment.

One investor calling from Canada lamented, ‘Does government realise that it will be shooting the goose that lays the golden egg? Mining is a long term investment- it takes no less than 10 years to get your money back- and those who put the money want a commitment the fiscal regime will not change after the investment has been done.’

GOVERNMENT RAN OUT OF PATIENCE

The recently announced tax policies affecting the mining industry signal Government’s loss of patience on lack of transparency by mining companies. The figures sitting with government show that even the mineral royalty taxes get paid back through deductions on income (MRTs get deducted before profits are declared). Auditing the mining sector is in itself a very intricate exercise due to what others term, ‘creative accounting’. From what is imported to what is exported, there is little transparency and government always finds itself chasing the wind; refunding more than it is collecting while at the same time, losing out on what should be taxed because some of the companies under-value exports. Given these factors, government is well justified to introduce a broader range of taxes.

MINING COMPANIES MAY HAVE A POINT

The mining companies, through the Chamber of Mines, have quickly come out to warn the new measures will collapse the economy. Perhaps they have a point. One of the big mining companies, currently detached from its original parent company, owes suppliers and other creditors between US $800-US $900 million. It has been surviving on importing copper ore from a neighbouring country and the new tax regime will most likely ground this company to a halt; and this liability would most likely be the responsibility of government.
Another company that has been sinking shafts to be the top single copper mining company in the world is most likely going to be in red. Mining is about growth of output and we know that nearly all smelters are operating below capacity because of low production. Some of the mining companies, such as First Quantum Minerals, currently producing nearly 50 percent of copper, may feel let down by what those fund managers called, ‘an unstable fiscal regime for the mining sector’.

WHAT WILL BE THE LIKELY IMPACT?

Reading from that statement by the Chamber of Mines, most mines will retreat into a ‘survival mode’: halting expansion projects, restructuring staff (with potential political implications), reducing production, resulting into ‘reduced revenues’ to government. It means the projected revenue in the 2019 budget may not actually be realised. This is what the mining companies meant in their statement. They foresee reduced declarations to government in terms of mineral royalty taxes (due to reduced production levels), and by doing so, they believe it will hurt government where it matters.

My projection is that as the actual impact of the new tax regime becomes real by April, 2019, Government and mining companies will come together to the table. However, all this depends on how well prepared authorities are to counter the manoeuvres (some of them genuine) by mining companies to ‘arm-twist government’ into submission. It also means the Zambia Revenue Authority will need to be capacitated in many ways to engage productively with mining companies, whose position is clear: they will pay less!

RECOMMENDED ROADMAP

Government will need to consider the bigger picture governing the mining industry. The suspended development agreements have not been replaced. Development agreements are crucial in attracting quality investments in the mining sector. The development agreements will be two sided: on one hand agreeing on a fiscal regime that guarantees returns for investors in the long term and on the other hand, a commitment by mining companies to support government programmes through transparent and sustained payment of various taxes and other. The late President Michael Sata once put together a team of technocrats headed by the late Pious Maambo to review the entire mining industry and am sure their report offers a perfect roadmap.

The budget is currently under discussion in parliament. There is sufficient time to fully interrogate the new tax regime so that come January, all potential booby-traps would have been removed. What would be disastrous is to end up with reduced tax revenues from the mining sector.

Brian Mwila scores debut goals in Austria

Brian MwilaChipolopolo striker Brian Mwila scored his debut goals for ailing Altach on Saturday to help the Austrian club to its second league win of the season.

Third from bottom Altach beat visiting 24-time champions Austria Vienna 2-0.

The nomadic Zambian striker who joined Altach from Buildcon in August , scored in the 55th and 68th minutes before he was substituted in the 75th minute after dispatching the fourth placed side to their fourth league defeat of the season.

Mwila, who is not part of Chipolopolo’s 2019 AFCON Group K doubleheader qualifier against Guinea Bissau, has made five competitive team appearances since he arrived in Austria a month ago.

Meanwhile, his called-up compatriots Enock Mwepu and Paton Daka are expected to be in action on Sunday for defending champions and leaders RB Salzburg’s away date against mid-table side Sturm Graz.

Napsa Stars escape relegation

Napsa Stars will be playing in the FAZ Super Division for an eighth successive season next term after beating the drop on Saturday.

A 1-0 home win over demoted newcomers Kabwe Youth Soccer Academy at Nkoloma Stadium in Lusaka saw Napsa reach the 42 -point threshold they needed to beat the drop after spending almost the entire season in the bottom four.

Austin Banda’s 7th minute goal at Nkoloma confirmed Napsa’s Super Division status dating back to 2012 when they ended their twelve-year hiatus from top flight football.

“It was a very sweet victory because this is the game that has sealed the deal for us to survive relegation with a game to spare; we are very safe now and are in a good position. It was good team work by everyone,” Napsa coach Mohammed Fathy said.

The Egyptian-born coach, who became Napsa’s third trainer of the 2018 season, lost just two out of 18 games in charge, eight of them wins, after the Lusaka side picked up just one league win prior to his arrival in June.

14th placed Napsa have 42 points two more than Nakambala Leopards who beat Lumwana Radiants 1-0 away on Saturday to send the latter into the drop zone to occupy the final demotion slot on 38 points.

Above Lumwana are 16th placed National Assembly on 39 points whom they have replaced at number 17 after the latter beat demoted Nchanga Rangers 4-1 in Lusaka on the same date.
