Aid suspension by donors is an embarrassment-HH

United Party for National Development (UPND) President, Hakainde Hichilema says the action taken by the UK government and other donor countries to suspend aid to Zambia over corruption and fraud in government ministries is an embarrassment.

Mr. Hichilema says the suspension of aid to programmes such as the social cash transfer will affect the poorest of the poor, and not the government officials driving land cruisers costing millions of dollars.

He has told QTV news in a statement that the action by the donors puts the PF government on the spotlight.

Mr. Hichilema says it is difficult for President Lungu and his Ministers to fight corruption because they are allegedly direct beneficiaries.

He states that what is more heart-breaking is the plunder of donor money meant for the old, women and children who have no other means of survival.

Mr. Hichilema says it is high time the PF Leadership resigned.

Meanwhile the opposition UPND has demanded for an independent investigation of corruption in all government institutions.

Party Spokesperson Charles Kakoma says there is rampant corruption in all government ministries and parastatals, and that the UPND demands a thorough independent investigation and forensic audit.

He says the statement issued Presidential spokesperson Amos Chanda simply confirms what the UPND has been saying all along, that there is massive corruption in the administration of the social cash transfer funds.

Mr Kakoma, however, states that what is hypocritical is that all along the PF leadership has been denying this until the donors had to take action by suspending aid to Zambia.

He claims the social cash transfer funds have been abused as a political tool to bribe voters in what he says are PF induced costly by-elections.

Mr Kakoma says the UPND is also aware of the abuse of funds in the ministry of general education under the school feeding programme, and the abuse of other funds in the ministry of health in the procurement of drugs, especially the essential ones such s the ARVs.

Minister of Community Development and Social Services Emerine Kabanshi has become the first victim of the social cash transfer scandal that has hit Zambia after she was fired by President His Excellency President Edgar Lungu today.

And President Edgar Lungu has also fired Zampost Post Master General Mcpeherson Chanda over the same issue.

Nyimba Member of Parliament Olipa Phiri is now the new Minister of Community Development and Social Services.

President Lungu has since ordered for the immediate clean-up of Ministry of Community Development and social Services and Ministry of Transport and Communications particularly Zampost.

The President has since met with Heads of investigative wings, Drug Enforcement Commission (DEC) and the Anti-Corruption commission to inform them of the administrative changes that he has made.

The Head of State expects the two wings to quickly constitute a speedy criminal investigation to establish whether there was criminal liability over the social cash transfer.

President Lungu has ordered the Secretary to Cabinet to ensure effective coordination among government departments.

President Lungu says he wants orderly policies and execution of pronouncements.

President Edgar Lungu has also fired Zampost Post Master General Mcpeherson Chanda over the same issue.

An audit has revealed that ZAMPOST diverted funds meant for the social-cash transfer program to purchase motor vehicles for the same project.

Zampost is said to have paid itself an advance of $4million as management fees to handle the program.

But the Audit has revealed that the funds were diverted without authority or consent especially from the cooperating partners.

The Audit also revealed that the social-cash transfer program was invaded by bogus beneficiaries in collusion with some junior civil servants.

Donors; United Kingdom, USAID, Sweden and others supporting the fund withdrew their support and threatened to freeze all donor support to government.

And President Lungu has also promoted Acting Zambia Air Force commander General David Muma to Lieutenant General and effectively appointed him as Zambia Air Force commander.

Zambia continues to record high cases of corruption

Transparency International Zambia (TIZ) says the country has continued to record high cases of corruption despite the formation of integrity committees in government departments.

TIZ Monitoring and Evaluation Officer, Tendai Nkhandu said government departments should ensure that the integrity committees are operational and contribute to a reduction in cases of bribery and other forms of corruption in the public service.He was speaking at a Zambia Bribe Payers Index (ZBPI) information sharing meeting in Chipata this morning.

Mr. Nkhandu said that Zambia’s corruption perception has continued to be bad and stressed the need to scale up efforts to fight graft. He noted that most institutions have recorded an increase in corruption cases from 8.5 in 2014 to 10 percent in 2017.
This represents an increase of 1.5 percent.

And ACC Regional Manager, Nkandu Chipinda underscored the ZBPI in the fight against corruption as it provides an empirical measurement of incidences of bribery in government departments and the private sector.

Ms. Chipinda noted that data contained in the report is valuable to the commission and other stakeholders in drawing up programmes aimed at tackling the corruption scourge as well as provide valuable input for targeted advocacy programmes.

She encouraged public institutions to use the findings of the ZBPI to fight graft and the media to disseminate the information to the public so that all stakeholders are well informed.

Senanga General Hospital Medical Superintendent Jack Chibaka has called on the community members to help fight increasing levels of Diabetes in the district by going for routine checkups at heath centers.

Dr. Chibaka said Diabetes is a non-communicable disease but is currently gaining momentum as most people do not monitor their eating habits especially when it comes to avoiding foods that cause the disease.He said routine checks on sugar levels will help reduce the vice and that negligence over the disease can cause health complications.

The Medical Superintendent said exercises and controlling body weights is another way of preventing the disease noting that, it’s everyone’s responsibility to help fight it.Dr. Chibaka further called on people to utilise the health facilities in accessing health services as they are free.

And Member of Zambia Diabetes Association, Mutinta Nzima said diabetes is not contagious but that it can be passed on in the family.Ms. Nzima stated that people should avoid eating food that has excess fats in order to protect their health.

Meanwhile, a Diabetic Patient, Kambindama Samende urged other community members to e ensure that they conduct regular checkups and those found with the disease should follow all medical advice from health personnel in order to live long.Mr. Samemnde said he has been leaving with diabetes for over 15 years and that, this has been possible by taking medication and observing necessary healthy behaviors.

National Diabetes Association Senanga Branch in partnership with Senanga General Hospital is conducting diabetes awareness week and checkups.

Hakainde Hichilema’s move to deliberately retire Garry Nkombo as whip is politically sharp

As a young person who has criticised Hakainde Hichilema and his UPND over the years on a number of wrong decisions made by himself and his party. Today I would like to welcome the retirement of Mazabuka Central Member of Parliament Garry Nkombo as WHIP of the opposition UPND. It is indeed commendable effort that the UPND has adhered to advise to recreate the bad image and perception that they are a tribal party.

The straight laced move by Hakainde Hichilema and his UPND to deliberately retire Garry Nkombo from his 7 year position as their WHIP in parliament is a politically savvy and correct move.

I have on numerous occasions advised HH and his UPND that the situation in parliament where the two important and sensitive positions in parliament were hand given to Garry Nkombo and Jack Mwimbu was insensitive to the tribal diversity within their party’s parliamentary strongholds.

Yet again, I have on countless occasions condemned the tribal insensitivity with which one HH had approached the issue of appointing two southern province Members of Parliament namely the Mazabuka Central MP and the Monze Central MP as Whip of opposition UPND and head of opposition respectively.

The UPND has recently called the PF government as one that is practising tribalism in the recruitment of civil servants and officers. I believed it was hypocritical and cheap talk to talk tribalism when infact they seemingly were avoiding the topic when it came to their parliamentary heads Jack Mwimbu and Garry Nkombo.

It is one thing to condemn perceived tribalism but its another to fight tribalism. Because we strongly believe two wrongs cannot make a right.

The fight against regional and tribal politics requires SELFLESSNESS, and GARRY NKOMBO has should be unreservedly commended for letting go for purposes of the bigger picture. We may not see what this does, but it heals the broken spirits of any of those wounded MPs from Northwestern and Western provinces.

We may not be privy to what has necessitated this move, but we chose to see the bigger picture after all. We can only hope that the appointment of Situmbeko Musokotwane is not an appeasement to the westerners for the soon coming Mangango by election after the demise of Late Naluwa Mweene MHSRIP. Again, we had hoped that the appointment to replace Garry Nkombo should have been a democratic one among their parliamentarians themselves in the interest of a simple show of intra party democracy.

The above premise is the foundational reason for a UNITED ZAMBIA that is founded on unity, fairness, and justice. A new Zambia that is devoid of ethnic, tribal, and regional inequalities. A nation that would set a higher bar of accountability for her leaders other than tribe.

Undeniably, at the hilt of tribal and regional politics, it is moves as this that must be encouraged among political players then we can as always see every Zambian as either a brother or a sister regardless of region.

When we together confront these issues, then we can discover the beauty in our diversities as a people and as a nation.

We have to try to ameliorate disadvantages and celebrate pluralism through constant engagement and without such efforts nothing will certainly ever truly change.

It is not my intention in this post to canvass support for the UPND but to stir the hearts of the Zambia youths on the issues that matter most in any given leadership context.

It is our considered view that present day Zambia as a nation needs a reawakening of the goodness in our togetherness as a nation if we can manage the core of our diversities.

Finally my appeal to the youths, is that when we delve into a new political season that affords us Zambians the opportunity to vote for our political leaders, the youth must aspire to vote and support those candidates who emphasize those issues that unite us as a nation; while voting out those candidates who do the opposite. A leader who clearly understands the united front of leadership is the leader that will make Zambia great again.

Former Foreign Affairs Minister Harry Kalaba who resigned his position in January this year alleging “swelling” official corruption says the decision by western donors to cut funding to Zambia vindicates him.

On Monday, the UK’s Development Ministry said on its website that it earmarked 48m British Pounds in aid for Zambia in the 2017-2018 fiscal year.
Mr. Kalaba said the decision by Britain and other western donors to pull the plug on Zambia proves that there was a problem.

“I feel vindicated. The very first time I resigned ad when I spoke people felt that I was speaking politics,” said Kalaba who is also Bahati PF Member of Parliament.

“But now the foreign community is saying what I said when I resigned. What is sad is that the innocent souls will suffer,” he said.

Lee Habasonda, a political analyst at the University of Zambia, said the withdrawal of the funding would hurt the poor in Zambia at a time when the country is struggling to manage its debt.

“We hope that the government will take quick remedial measures to ensure that the funding is resumed,” Mr. Habasonda said.

South Africa’s top court legalises private use of cannabis

South Africa’s highest court has legalised the private use of marijuana, upholding a lower court’s ruling that found the criminalisation of cannabis was unconstitutional.

In delivering the Constitutional Court’s unanimous verdict, Deputy Chief Justice Raymond Zondo on Tuesday declared the law banning marijuana use in private by adults “is unconstitutional and therefore invalid”.

“It will not be a criminal offence for an adult person to use or be in possession of cannabis in private for his or her personal consumption,” he said in Johannesburg.

The court also ordered parliament to draft new laws within 24 months to reflect the order.

However, the judgement did not specify the amount that can be used by an adult in private use.

Activists, including members of the Rastafarian movement and traditional healers, greeted the ruling with loud applause.

Outside, pro-cannabis campaigners lit pipes and rolled joints to celebrate the news, filling the air with the distinctive aroma of marijuana.

“I’m happy I won’t be getting any more criminal records for possession,” Ruaan Wilson, 29, told AFP before pausing for a puff.

“Now, we can get police to focus on real drugs and thugs,” he added.

A court in Western Cape had ruled in March 2017 that a ban on cannabis use by adults at home was unconstitutional, a move that effectively decriminalised it in the province, which includes Cape Town.

But the ministers of justice, police, health and trade challenged that finding, arguing that there was “objective proof of the harmful effects of cannabis”.

Activists have held marches over the years to demand that the law be changed to allow people to smoke “weed”, which is called “dagga” in South Africa.

But opponents fear crime connected to drug abuse and users graduating to harder drugs.

They also cite medical research which suggests a link between heavy use of marijuana and psychotic disorders such as schizophrenia.

The country’s Medical Research Council has already launched trials to help guarantee quality, consistency and standards, according to local media.

“We have used cannabis to treat anxiety, colic in children and as an antiseptic in secret for many years,” said Phephsile Maseko, of the Traditional Healers Organisation.

“Now we will be able to develop the plant even further.”

Previously, possessing, growing or using marijuana for personal use – even in small quantities – exposed users to fines of up to hundreds of dollars as well as jail time. Penalties for selling it were far higher.

Solwezi City Council to repossess all undeveloped plots in the District

The Solwezi Municipal Council is next month expected to repossess all undeveloped plots in the district.

Assistant Public Relations Manager Esther Chirwa said effective October 17th 2018, the local authority will repossess all plots without offer letters, those not registered, as well as plots that have not been paid for by the owners.

In a statement availed to ZANIS in Solwezi today, Ms Chirwa said the repossessed plots will be recommended to other persons for offer and titling.

She warned that the council will also demolish buildings and structures that have been built without permission from the planning authority in line with section 49 of the urban and Regional act No. 3 of 2015.

Ms Chirwa said it is only after the issuance of the offer letter granted by the council that a developer should commence construction.

She said the move is also in line with the Ministry of Lands and Natural Resources circular no. 1 of 1985 part B No. vii, which prohibits the council from permitting any intending developer to occupy any stand until they have first received the letter of offer, paid lease fees and obtained permission from the planning authority.

And Ms Chirwa has since appealed to residents with plots that have no certificate of title to process and submit for onward council recommendations to the Ministry of Lands and Natural Resources for allocation and issuance of certificates of title.

And speaking in an interview with ZANIS today, Catholic Commission for Justice and Peace (CCJP), North-western province Coordinator, John Kalusa said many people are un-informed about the process involving obtaining land titles.

Mr Kalusa said the procedure used to obtain certificate of title is lengthy and involves payment of fees such as survey fees which are not cheap.

He noted that it is only when people are informed about the right procedure of obtaining certificates of title, can one know the importance of having title deeds.

Mistrust between owners of media houses and Government needs to be resolved-Dora Siliya

Minister of Information, Dora Siliya has said that there is need to resolve issues that have resulted in an atmosphere of mistrust between owners of media houses and Government.

Ms. Siliya has dispelled assertions that Government is not concerned about Zambian players in the Media Industry and that it is only inclined to Chinese Star Times.

She has stated that it is Government’s responsibility to carry everyone in the Media Industry, especially the business entities as these do not exist for themselves.

The Minister said this when she met owners of Media Houses at her office in Lusaka today to discuss a number of issues affecting the Industry.

Ms. Siliya has explained that there are a number of issues that have to be resolved such as whether there are enough frequencies to carry everyone, particularly on the Top Star platform.

She has also said there have been issues with revenue collection especially for pay television stations and also whether Government will continue with free-to-air stations.

Ms. Siliya has further said there have been concerns about the carriage fees by ZICTA and whether most private television stations will be able to manage the fees.

She has noted that the immediate issues have had to do with Top Star and whether it is here to support small businesses.

Ms. Siliya has told owners of Media Houses that the bigger picture is to begin to think about the future of the Media Industry and identify the real opportunities available for the Industry.

CSOs Partnership with National Assembly Will Bring Parliament Closer To The People-SACCORD

The Southern African Centre For the Constructive Resolution of Disputes (SACCORD) says the publication of the partnership guidlines between National Assembly and the Civil Society Organisations will help bring parliament closer to the people.

Commenting on the launch of the publication for partnership guidelines by Speaker of the National Assembly Patrick Matibin on Monday, SACCORD Executive Director Boniface Cheembe said the guidelines was a missing link between the two partners saying the legislative wing of government has now officially recognised CSOs as partners.

Cheembe expressed opportunism that the guidelines will help smoothen the follow of information between the National Assembly and the CSOs.

“As SACCORD we welcome and congratulate the national assembly of zambia for finally publishing the guidelines for partnership between the National Assembly and the Civil Society Organisations (CSOs).

“The publication which in our view is a milestone for the Legislative arm of our government is something that is the first of its kind and officially speaks to the recognised partnership between the national assembly of Zambia and csos and clearly this has been the missing link were the partnership of the two stakeholders are concerned. That being the case and going forward as saccord we expect that we shell be able to see much more information between the two stakeholders,” Cheembe said.

He added “We also hope and expect that the guidlines will assist in helping Parliament bring close to the people by ensuring that various Bills that are being discussed or debated for example in parliament will also be undertaken at a local level so that the people in various parts of the country through the constituency offices. We hope people will be able to recieve information about the Bills and make inputs at the lowest level and that inputs will forwarded to Lusaka and ultimately ensure that there is greater participation of citizens from all over the country.

“We happy happy the guidlines have been launched and believe that they will help bring parpliament closer to the people and also open parliament as we endeavour to ensure that there is greater participation of our citizens in the docracy and governance affaires of their country.”

South Africa President Cyril Ramaphosa has sent a message of condolence to his Zambian counterpart President Edgar Lungu, following the death of 11 Zambian nationals in a bus accident that took place on Monday, outside Mookgopong, in Limpopo province.

Mr. Ramaphosa said the thoughts of the South African people are with the people of Zambia, particularly the families that have lost their loved ones.
He also wished all the injured victims a speedy recovery.

South African law enforcement agencies are investigating the cause of the accident.
“Working with Zambian authorities through their High Commission in Pretoria, the South African government will provide assistance to the injured and the families of all the deceased,” a statement from the Presidency said.

“Fraternal relations between South Africa and Zambia were cemented when the African National Congress (ANC) established its headquarters in Lusaka during the struggle for liberation. This led to the existing deep and solid bonds of friendship between the peoples of South Africa and Zambia, “the statement added.

And now Sweden cuts funding to Zambia after Social Cash Transfer scandal

Sweden has confirmed that it is also freezing funding to Zambia over suspected misuse of funds within Social Cash Transfer programme in Zambia.

Sweden through its development arm SIDA is freezing support along with Finland, Great Britain and Ireland.

A statement from the Swedish Foreign Ministry said Sweden supports cash transfers to the poorest and most vulnerable in Zambia through the Social Cash Transfer programme.

It said increasing evidence suggests that a cash transfer is an effective means to combating poverty.

“The poor and vulnerable get increased possibilities to make economic decisions over, for instance, minor investments in their household or towards increased productivity in their farming, buying more nutritious food or to pay for school fees. A high proportion of the beneficiaries are women,” it observed.

It added, “After strong suspicions concerning misuse of funds within the social cash transfers, SIDA and the other donors have frozen the use of funds. Problems within the programme were discovered during the spring of 2018, but not until August were there suspicions of misuse of funds.”

The Swedish Foreign Affairs Ministry noted that the Zambian Office of the Auditor General is making an investigation into the matter and that SIDA is carefully following the developments.

“There are not yet any reports on the amount suspected to have been misused. The agreement between Sweden and the Government of Zambia on support to the Social Cash Transfer programme, covers a total of 165 MSEK for the years 2016-2018. Out of these 130 MSEK has been disbursed up until now.”
It says corruption is a societal problem that hampers development and makes it more difficult to combat poverty.

“SIDA works actively to detect corruption, acts on all suspicions of corruption of misuse within our contributions and supports anti-corruption in our cooperation countries,” it says.

President Lungu orders quick Social Cash Transfer probe

President Edgar Lungu has given Secretary to Cabinet Roland Msiska, seven days, to take decisive action towards curbing all malpractices in the administration of the Social Cash Transfer (SCT) programme.

President Lungu has further directed Minister of Community Development Emerine Kabanshi and her Finance counterpart Margaret Mwanakatwe to continue their engagements with donors.

He has further directed them to assure donors of the remedial measures that government has been undertaking since the reported cases of misuse, earlier this year.

The President has further regretted that that the comprehensive report on the administration of the social cash transfer funds ordered four months ago, was only availed to him on September 14, 2018.

Reports indicate that a total of K43,819,164 accounts as an outstanding balance owing to beneficiaries in Luapula, Northern, North-western, Muchinga, Western and Copperbelt provinces respectively.

The Head of State has since directed that all remaining actions and remedial measures be availed to him within one week.

“I want a speedy and decisive investigation into the matter, to establish the status of the disbursement of the Social Cash Transfer programme,” the President said.

“Wherever cases of abuse requiring criminal investigations may arise, such cases must be reported to relevant agencies and where administrative action is required, I want to see prompt action taken,” he added.

President Lungu has also raised concern over the reported breach in the administering of the Social Cash Transfer, saying the perpetrators are disadvantaging the vulnerable who society who depend on this vital safety net.

And President Lungu says he is as frustrated as the donors funding the programme because the main aim of the project is to ensure that the plight of the vulnerable in society is met.

On September 5th, 2018, the Secretary to Cabinet led a government delegation to a meeting with donors, where measures being undertaken to address the problems encountered in the SCT programme were shared.

Zesco face bogey side Nkwazi

Zesco United’s quest to maintain their eight-point lead faces a massive test on Wednesday when they visit nemesis Nkwazi at Edwin Emboela stadium in Lusaka.

Nkwazi may be 10th on the log but have been a stubborn customer for Zesco over the years despite the latter even beating the Lusaka side 2-0 in the first leg this season at Levy Mwanawasa Stadium in Ndola.

Zesco have not beaten Nkwazi away in their last seven meetings since the Policemen bounced back to the top flight in 2015.

All three wins have come at home in Ndola but Nkwazi have left Levy Stadium with one of their two victories over the six-time FAZ Super Division champions during the last three seasons.

And so Zesco must dig deep on Wednesday at Edwin Embolea where they drew 1-1 last November.

Furthermore, Zesco trace their last away win at Nkwazi to 2010 when they beat their hosts 3-1.

With five games left, Zesco lead on 73 points while Nkana are second on 65 points tied with Green Buffaloes.

Meanwhile, a draw will not be a good result with in-form Nkana taking the short trip up the road to Chingola to face second from bottom Nchanga Rangers whom they beat 2-0 in the first leg in June.

However,Nchanga will be a bit relieved to hear that their tormentor in the first leg Idris Mbombo ,who scored a brace in that 2-0 win for Nkana in Kitwe, is still sidelined with a head injury he sustained at training last week that saw him also miss the 3-0 home win over Nakambala Leopards last Sunday.
