It is regrettable for President Lungu to defend China at expense of citizens-Shimunza

Movement for National Transformation (MNT) President, Daniel Shimunza is shocked that President Edgar Lungu during his address to parliament last week, laughed off concerns by citizens regarding the domination of China in the Zambian economy.

He told Q-news that his party regrets that the head of state defended the Chinese at the expense citizens.

And Mr. Shimunza says President Lungu’s statement on corruption lacked merit and amounts to rhetoric.

During his parliamentary address ,President Lungu said Zambia would choose its own friends on its own terms and that does not mean appeasing anyone with unjustified enemity with others. He said our friendship with China is mutual, and no amount of reckless propaganda will deter us from entrenching this relationship for the common good of our people.
He implored the country to ignore the misleading headlines that seek to malign Zambia’s relationship with China by mischaracterizing the economic cooperation to mean colonialism. He said China does not have that record; neither does it seek a horse and rider relationship with Zambia.

Sampa launches Music Festival to celebrate country’s heritage

Lusaka Mayor Miles Sampa has launched the Lusaka Music Festival to celebrate the country’s artistic heritage.

Speaking during the official launch, Mr. Sampa said the Music Festival will be a uniting factor for people across the city and will be characterized by songs and dances.

The Mayor explained that the music festival will celebrate Lusaka’s role in the independence struggle as well as artistic heritage and will be held annually on the first Saturday after Independence Day.

He added that only Zambian music will be played and danced to in an effort to recognize the different Zambian musicians that the country has.

Mr. Sampa said the festival will feature artists from all genres and all generations as a celebration of Lusaka in its totality.

He said the event is budgeted at about K300, 000 which will be channeled towards empowering vulnerable children in society with different artistic skills such as singing, dancing and playing musical instruments.

Mr. Sampa noted that the move to empower vulnerable children will contribute to breaking the cycle of poverty as well as having a responsible citizenry.

The Mayor has since called on people in the city to embrace the initiative and join in celebrating the country’s artistic heritage.

Chipolopolo makes modest move on FIFA Rankings

Chipolopolo have made a marginal shift up the latest FIFA Rankings released on Thursday.

Zambia moved just one place from 76 to 75 for the month of September.

This is after they drew 1-1 away to Namibia in a 2019 AFCON Group K qualifier on September 8 in Windhoek and a 1-0 friendly win over hosts Gabon on September 11 in Libreville what were Chipolopolo’s first games since June.

Gabon and Namibia are 87 and 116 respectively on the FIFA Rankings.

Chipolopolo are currently 16th on the CAF Rankings with South Africa just above them at number 73 while Uganda are below them at number 83.

The CAF Top 10 on the FIFA Rankings comprises of Tunisia (23), Senegal (25), DR Congo (40), Morocco (45), Nigeria (48), Cameroon (50), Ghana (54),Burkina Faso (56), Mali(63) and Egypt (64).

Meanwhile, Chipolopolo’s next Group K qualifier opponents Guinea Bissau on October 10 in Lusaka and on October 13 away in Bissau are at 121 in the World.

United States Ambassador to Zambia, Daniel Foote has said that law enforcement agencies should bring to book all those cited for corruption.

Reacting to President Edgar Lungu’s address during the official opening of the 3rd session of the 12th national assembly where he indicated that fighting corruption is top on his Administration’s agenda; Mr Foote says President Lungu has clearly shown his commitment towards the fight against corruption.

He says the law enforcers must investigate and persecute those that are engaging in corrupt activities regardless of their positions in government and their party affiliation.

And the US envoy has noted the expansion of the media to rural areas through digital television.

Mr. Foote hopes that this will be followed by the enactment of the access to information bill.

Mushimba warns of action against those abusing the use of online platforms

Communications minister Brian Mushimba has warned those in the habit of abusing Information Communication Technology (ICT) platforms that they will face the full wrath of the law.

Mr. Mushimba says the digital society that government has embarked on is meant to be used for creation of jobs and wealth, and not to promote anarchy in the country.

He has directed the Zambia Information and Communications Technology Authority (ZICTA) to invest more in changing the mindset of ICT users to ensure they use the platforms for the development of the country.

Mr. Mushimba said this in a speech read for him, by the Ministry’s Permanent Secretary Misheck Lungu.

This was at the Zambia ICT talent development Summit and Huawei ICT competition launch ceremony in Lusaka today.

And Chinese Ambassador to Zambia Ambassador, Li Jie said China has committed itself to helping Zambia develop the ICT sector as it has a lot of potential for development.

Meanwhile, Deputy Secretary to Cabinet Martine Mtonga who is also Smart Zambia National Coordinator, appealed to Zambians to appreciate government’s investment in the sector by taking it seriously.

Information and Technology Association of Zambia President Alick Siankumo said there is need to pay attention to ICT as one sector that can spur economic development.

And Huawei Zambia Country Director Martin Zhong called for continued investment in the sector for a better Zambia.

President Edgar Lungu is this Friday, expected on the Copperbelt, to launch the 449 Million Dollar, Kafulafuta Water Supply System Project.

The Project is aimed at improving water supply in Ndola, Luanshya, Mpongwe and Masaiti Districts, with 6 hundred and 78 thousand beneficiaries, once complete.

Ministry of Water Development, Sanitation and Environment Protection Public Relations Officer, Amos Zulu disclosed this to ZNBC News in Lusaka.

Mr. Zulu said the project is in line with the Vision 2030 of having 100 percent access to clean and safe water and 90 percent adequate sanitation.

He says the Kafulafuta Water Supply System Project will include the construction of the multi-purpose dam, transmission pipe lines, treatment plants, water distribution network, storage reservoirs and installation of water meters.

The Project which is being undertaken by China National Complete Engineering Corporation will be completed in 2021.

Finance Minister Margaret Mwanakatwe says government has not defaulted on any of its external commitments and does not intend to do so.

Ms Mwanakatwe says government is much alive to the serious repercussions on the economy if it defaults on the debts.

She explained that measures are being put in place to ensure loan agreements are not abrogated.

Mrs. Mwanakarwe was speaking during a ministerial statement in Parliament this afternoon.

She also clarified that government has not pledged any public asset as collateral on borrowings contrary to speculations in the media.

Meanwhile, Mrs. Mwanakatwe said Government has designed a Eurobond redemption strategy that will establish an optimal plan for redeeming all bonds and that once approved by cabinet the strategy will be made public.

Below is the full statement to Parliament

Mr. Speaker, I wish to thank you for giving me this opportunity to brief the house on the country’s debt situation.

Sir, let me commence my address this afternoon by sharing with the honourable members the status of Zambia’s debt stock as at end june 2018, which was the last reporting quarter.

• The stock of external debt was us$ 9.37 billion. This represents 34.7% of gdp and was below the internationally agreed threshold of 40%;

• The stock of domestic debt, in form of government securities, was k51.86 billion. This represents 19.2 % of gdp. Kindly note that there is no threshold defined internationally on domestic debt;

However, the threshold for the combination of domestic and external debt is 56% of gdp. Against this threshold, Zambia’s combined ratio was 53.9% of gdp;

• The stock of arrears stood at k13.9 billion or 5.1% of gdp; and,

• The total stock of guarantees were us$1.2 billion or 4.4% of gdp.

Sir, I would like to assure the house and the nation that government takes seriously, issues of debt sustainability. As a practical step towards ensuring that we are sustainable, government conducts annual debt sustainability analysis (dsa) exercises to gauge the carrying capacity as relates to economic parameters such as gdp growth, reserves and debt servicing capacity. The dsa gives us an indication of the level of debt that is desirable to ensure that growth is not impaired and the drive towards poverty reduction remains unabated.

Mr. Speaker, the last such exercise was undertaken by the government in the first quarter of this year. Upon the outcome of the dsa, the government announced a number of austerity measures to mitigate against perceived risks associated with the debt going forward. The measures will address these risks and ensure continued sustainability through fiscal consolidation.

Sir, I would like to assure honourable members that the government has not defaulted on any of its external commitments and does not intend to do so. We are very much alive to the serious repercussions of any default, on the economy and on other borrowings we have made through cross default clauses contained in financing agreements. It is our undertaking that we abide by the provisions in our loan agreements by ensuring that we do not abrogate the provisions of our constitution that ranks borrowing as a priority constitutional call on our revenues.

Mr. Speaker, the past few days have seen high levels of public interest regarding the purported ceding of some strategic assets owned by the republic to foreign creditors. Let me take this opportunity to inform the house and the nation that government has not pledged any public asset as collateral on borrowings it has undertaken.
As the shareholding minister in state owned enterprises under the powers vested in me by cap 349 of the laws of Zambia [minister of finance – incorporation act], and in my capacity as minister in charge of loan contraction and debt servicing as stipulated in the loans and guarantees authorization act and the public finance act, I wish to emphasise that:

1.        There has been no debt default by the republic of Zambia on debt obligations to the chinese government or to other lenders;

2.       THE Loan at the Kenneth Kaunda international airport [KKIA] is still being disbursed by the lenders. In this regard, we have not yet started repaying the loan because the new airport terminal is still under construction;

3.       Zesco Loans from chinese lenders relate to the extension project for the kariba north bank power station and the kafue gorge lower power station construction project, which two stations are independent of Zesco. Zesco only holds shareholding interest in the two power stations through separate special purpose establishments. Loan repayments for the kariba north bank extension project are duly on course while loan repayments for the kafue gorge lower power project have not commenced because the station is still under construction;

4.      With regard to the digital migration programme, a loan was obtained from china to ensure that the programme is implemented in the country. Government is servicing the loan and is on course with debt servicing. Zambia national broadcasting corporation (ZNBC) was never offered as collateral for the loan. Instead, ZNBC and star times of china created an independent special purpose vehicle called top star to implement the digital migration programme; and,

5.       FOR All other loans that have been contracted from the chinese government, the security on the loans is in form of insurance taken from sinosure. For loans contracted by state owned enterprises, an insurance from sinosure and guarantee from the government are in place. Debt service for those that are due is on course.

In view of this, it is clear that no collateral in the form of public assets has been provided for borrowings and none of the sovereign guarantees has been called upon by the creditors. Therefore, the takeover of any asset by another government is neither practical nor feasible.

Through you Mr. Speaker, the nation is informed that there has never been any discussion related to a debt/asset swap between the Zambian government and any of its creditors, china inclusive.

Mr. Speaker, let me now address the issue of refinancing of the eurobond that has equally raised interest. The government has a full view on handling of the bonds and is committed to the repayment of its liabilities. We are thus cognisant of the need for a structured redemption plan that will ensure transparency and smooth processes for handling the redemption of the eurobonds.

In this regard, the government has defined a eurobond redemption strategy (ers) that will establish an optimal plan for redeeming our bonds. Once approved by cabinet, the strategy will be made public.

Sir, the eurobond refinancing strategy gives an array of options that involve debt buy backs and refinancing options. I must point out that refinancing is a market practice that is not peculiar to Zambia and is consistent with the need for Zambia to have an instrument in the international capital markets that can be used to signal risk for the private sector.

Mr. Speaker, as we are undertaking these asset and liability management processes we are cognisant of the need for the country to maintain a stable macroeconomic environment, credible debt data, fiscal sustainability and a favourable credit rating. This is what will assure achievement of lower interest costs and longer maturities on the bonds.

The measures I announced in july 2018 are meant to ensure that we continue to achieve these objectives.

May I emphasise that any refinancing exercise will follow best market practice and will involve the consultation of bond holders with the investors getting full value of their investments.

Mr. Speaker, I would like to further inform this august house that the ministry of finance has now set a standard to be making reports on debt figures public, on a quarterly basis. This is meant to keep citizens and other interested stakeholders abreast of the developments on this topical issue that has attracted so much attention and interest. The quarterly releases are also meant to reassure and give those that are inclined towards skepticism an opportunity to benefit from facts that would satisfy their doubts, thereby fore-storing speculation.

Sir, let me conclude by mentioning that in order to address future misconceptions about Zambia’s external debt position, the ministry of finance has embarked on strengthening its reporting and communication policies to ensure that public debt information is availed to the public in a timely and credible manner.

Mr. Speaker, I will periodically be briefing the house on issues regarding debt sustainability.

Civil Society for Poverty Reduction welcomes the firing of Emerine Kabanshi

The Civil Society for Poverty Reduction (CSPR) has commended President Edgar Lungu for relieving Community Development and Social Services Minister Emerine Kabanshi of her duties.

CSPR Executive Director Patrick Nshindano says the move by the President is key towards addressing the revelations of alleged abuse of donor funds meant for the vulnerable and poor people in the country.

Mr. Nshindano told ZANIS in an interview in Lusaka today, that the corruption allegations against and the consequent freezing of donor aid to Zambia will negatively affect the most vulnerable people in the country.

He explained that many poor people in the country depend on the social cash transfer scheme which they received bi-monthly for their livelihood, and having it frozen by donor aid means hunger for the vulnerable in society.

He explained that many vulnerable people are on the social cash transfer scheme, adding that this is why withdrawing of funding will also affect
the country’s determination to reduce poverty through its various aspirational targets that have been put in place.

And Mr. Nshindano has called for strict measures to be undertaken towards curbing corrupt activities in the country, adding that issues of accountability must be observed at all levels to avoid such happenings.

He expressed concern that it had to take the head of state to institute investigations on the alleged mishandling of donor resources in the civil service.

He further called on the law enforcement agencies to thoroughly investigate the matter and ensure that all erring officers are brought to book and prosecuted accordingly to serve as a deterrent measure to would be offenders.

Meanwhile, Mr. Nshindano also notes that the alleged abuse will further put a strain on the government’s fiscal policy as government will now have to cover up by scouting for resources to fund programmes under the social protection for the vulnerable in society.

President Lungu has given Secretary to Cabinet Roland Msiska, seven days, to take decisive action towards curbing all malpractices in the administration of the Social Cash Transfer programme.

Tobacco Board of Zambia (TBZ) Executive Officer James Kasongo says he would rather have reduced Tobacco production with a well-structured marketing system as opposed to an increased production that benefits only few individuals.

Speaking at the official opening of the stakeholders meeting in Lusaka yesterday, the TBZ CEO says his efforts to restructure the Tobacco industry in the country will not be frustrated by anyone.

He re-echoes that it is sad that some people in the industry are doing everything possible to frustrate his organisations’ efforts and that of government to restructure the Tobacco industry.

“I have mentioned this before and I mention it again now, as Chief Executive, I am not moved at all. We better off!

“For example this year by putting things together with the farmers, production has increased from 23-30 million Kilogrammes but am ready and prepared if this is what it means to have 1 million Kilogrammes of Tobacco next as long as it is produced in an orderly well organised marketing system and where all the stakeholders in the Tobacco value chain get equitable profits,” he said.

He has also revealed that in quest of changing the operations and bringing sanity, the Board has engaged a specialist to capture data that will help in farmer Registration and their specific locations.

“In this case, what I am trying to emphasis is that whether the merchants come or not, it doesn’t move me as Chief Executive. What I am targeting is to work with the government to ensure that we have a conducive working environment were all entrepreneurs that work in the marketing system in the Tobacco industry in this country starting with the small scale farmer, the commercial farmer and everyone else, the merchants themselves and floor managers operate in an environment that is stable.

Meanwhile, government says it expects all players in the industry to observe laid down procedures and not do things outside the legal stipulation.

Speaking on behalf of Agriculture Minister Michael Katambo, Acting Director in the Department of Agriculture Alick Daka also called on all farmers that have not remitted levies to do so through the Tobacco Board of Zambia.

The Minister has further directed that children should not be used in the cultivation and farming of Tobacco.

“Tobacco has been recognised as lucrative and quick win cash crop in the agriculture sector. According to the research finding in Zambia Tobacco is seven and half times more profitable per hectare than maize production and fourteen times more profitable than Cotton production, a clear indication that Tobacco has great potential contribute to the growth of the economy through employment and wealth creation,” he notes.

And giving a vote of thanks on behalf of fellow Farmers, Given Mungomba urged government to help them find the market in China stating that the Chinese are the biggest consumers of Tobacco in the world.

He asked Republican President Edgar Lungu to send a delegation to China for the purpose of finding a market for the Tobacco farmers in the country.

Mr. Mungomba who is a former Deputy Minister in the Ministry of Science and Technology also called on government to follow up the 2% levy remitted by Tobacco farmers at the point of sale.

He said whoever was holding on to the money should pay government because that was a contribution from the farmers to government and not to the Tobacco merchants.

Zamtel connects Ngabwe

State owned telecommunications company Zamtel on Wednesday commissioned a new communication tower at Iwonde in Ngabwe in the Central Province.
In April 2013, late President Michael Sata declared Ngabwe a district but the area has had communication challenges.

Located about 170km from Kabwe, the new site is the first ever Zamtel communication tower in the area and will connect thousands of people in the new district.

The Iwonde communication tower is one of the 1009 new sites that the Government of Zambia through Zamtel is rolling out across the country as part of the Phase II of the GRZ Communication Tower Project.

Speaking at the launch event, Zamtel Chief Executive Officer Sydney Mupeta stressed that his company is committed to providing world class communication solutions to all parts of the country.

Mr. Mupeta said launching of the Ngabwe site is a fulfillment of Zamtel’s commitment to connecting all citizens of Zambia.

He said so far, 318 new Zamtel towers have been constructed and 195 new sites have been commissioned in different parts of the country.

Mr. Mupeta pledged that by the end of the project in 2020, Zamtel would have delivered blanket coverage of the Zamtel network across the country.
“We consider Central Province as a one of the key and strategic markets and we will do everything possible to bring reliable communication infrastructure that will support the growth potential of this Province. As Zamtel, we believe in the bright future of this province and we are committed to partnering with the local administration in order to spur economic growth,” Mr. Mupeta said.

He assured customers that Zamtel will continue to invest in infrastructure rollout and upgrades that will bring about a more robust and resilient network.

And Ngabwe District Commissioner Mrs. Melody Phiri commended Zamtel for taking communication services to some of the country’s remotest areas.

Mrs. Phiri said communication is an enabler for development adding that access to communication services will go a long way in improving the delivery of social services to the people of Ngabwe.

“The farmers in this area will now easily communicate with potential buyers outside this region and thereby giving them power to determine the prices of their produce and also enable them check weather related information on their phones,” Mrs Phiri said.

Ministry of Education in massive corruption scandal-Africa Confidential

London based and globally respected journal Africa Confidential has reported that a massive fraud has taken place at the Ministry of Education, bigger than the Social Cash Transfer theft.

It says the total amount embezzled is not yet known but sources in the investigation say it is on a far greater scale than the other frauds uncovered.

Africa Confidential’s is reporting that massive fraud has taken place in the Ministry of Education after a manipulation of the internal payments and procurement system.

It further reports that a government-led audit has been taking place in secret.

It says this is another reason for the UK government’s decision to suspend bilateral aid to Zambia.

The publication also reports that the Zambian Government has purchased two military transport aircraft for over $95 million using a commercial loan even after pledging to austerity measures in June this year.

It says Zambia also contracted provisional loans for Israeli electronics worth $400 million.

Bonds crash as donors cut funding

Cuts in aid payments are compounding the debt crisis as the government loses credibility after bogus denials

President Edgar Lungu’s sacking of Minister of Community Development and Social Services Emerine Kabashi at the centre of the row over the fraud in payments for the country’s poorest families – will do nothing to lessen the deepening crisis in the country.

A bigger corruption scandal in the education ministry involving potentially tens of millions of dollars is under investigation, we hear.

Officials, requesting anonymity, have told Africa Confidential that President Lungu was informed about six months ago about corruption in the system of payments – known as social cash transfers (SCTs) – to hundreds of thousands of poor people.

Kabanshi, with the support of Lungu, had overruled civil servants who had wanted to end the Zampost contract, our sources say.

Contradictory government statements, sometimes demonstrably false, and revelations of wasteful spending and of hugely over-priced contracts have hit major companies’ investment plans (AC Vol 59 No 18, Graft worsens cash squeeze).

The yields on US$1 billion Zambian-issued Eurobonds nearly hit 18% over 18 and 19 September as government denials of any debt crisis or bad relations with donors took their toll of investor confidence.

Since we reported on 14 September that Zampost, the agency contracted to deliver the SCTs, had misappropriated US$4.7 million from them, more details have emerged.

On 18 September Lungu issued a statement claiming that he had already ordered an enquiry into the transfer system.

This report, he said, had come into his hands on 14 September – the same day Africa Confidential published its report on the fraud and its costs, later confirmed as accurate by the government.

The statement added that the President wanted ‘a speedy and decisive investigation’.

In fact, Lungu and senior officials had known about the fraud for several months Donors had already voiced their concerns to the government after of discoveries by the Auditor-General.

The government’s failure to act despite knowing about the Zampost fraud exacerbated Britain’s anger over the fraud, and the UK demanded $4 mn. in payments from the Department for International Development be returned.

Britain’s actions remained secret until Africa Confidential’s report, and Information Minister Dora Siliya denied that any suspension of aid had taken place.

Then, in a tweet, British High Commissioner Fergus Cochrane-Dyet confirmed the aid been suspended, publicly contradicting the minister’s version of events.

Lungu has not commented on Africa Confidential’s reports that massive fraud has taken place in the Ministry of Education after a manipulation of the internal payments and procurements system. A government-led audit has been taking place in secret.

This is another reason for DfID’s suspension of bilateral aid. The total amount embezzled is not yet known but sources in the investigation say it is on a far greater scale than the other frauds uncovered.

The row over the departmental frauds has drawn attention to the debt crisis, about which government officials are also in denial. 

Africa Confidential has reported that some $489 mn. had been set aside for debt repayment in the first half of 2018, but a government statement claimed this was false, citing $342 mn. as the true figure (AC Vol 59 No 18, Bonds, bills and ever bigger debts).

The government figure, however, only included interest, not interest plus repayments of principal, which was the figure we used.

In June, the government promised to cut public spending and stop new borrowing.

The government currently estimates its foreign debt at $9.3 bn.

However, project loans with Chinese companies not included in that figure total as much as $5 bn., many of them governed by contracts that do not allow government to hold up disbursements.

After the June pledge, however, came the news of Zambia’s purchase of two military transport aircraft for over $95 mn. with a commercial loan.
Zambia also contracted provisional loans for Israeli electronics worth $400 mn.

One of the most serious payments shortfalls is hitting drugs suppliers to the health ministry, to which donors have also suspended payments.
Because of government non-payment, ‘health kits’, packages of essential and commonly-prescribed drugs which are distributed to the remote countryside, have all but disappeared from view, said a senior doctor.

Hospitals and doctors’ surgeries suffer a chronic shortage of supplies.

Nkana close gap after Zesco frustrated at Nkwazi

Zesco United’s lead has been cut from eight to six points after they were held away by their nemesis Nkwazi on Wednesday.

The leaders and defending champions failed to breach 11th placed Nkwazi to finish 0-0 away at Edwin Embolea Stadium in Lusaka and are still without league win against the Policemen on the road since 2010.

Zesco have 74 points with four games left to play but are looking in their rear view mirror where Nkana are now a strong second following a 2-0 away win over second from bottom Nchanga Rangers in Chingola.

Shadreck Malambo and Walter Bwalya scored in the 2nd and 65th minutes to see Nkana rise to 68 points.

Green Buffaloes tumbled from third to fourth after they lost 1-0 at home to Kabwe Warriors, exchanging places with Green Eagles on goal difference on 65 points who drew 1-1 at home in Choma with National Assembly.

Shepolopolo brace for COSAFA semi’s grudge match against Cameroon

Shepolopolo are cautious as they prepare to face Cameroon on Thursday in the semifinals of the COSAFA Women’s Cup in Port Elizabeth, South Africa.

This will be a repeat of Saturday’s Group B match in which Zambia edged guest side Cameroon 1-0.

“It is not an easy game looking at Cameroon we beat them 1-0. That game is gone and we are focusing on the next game,” Banda said.

“This is a new chapter for us. We just have to concentrate, work together and we have to win the game,” she said.

Zambia reached the semifinals with a perfect record after winning all their group matches without conceding a goal.

“It was not easy to progress to the semi-finals,” Banda said.

Zambia finished third at last year’s tournament in Zimbabwe.

Meanwhile, hosts South Africa faces the other guest side Uganda in another semifinal match on Thursday.
