President Edgar Lungu has denounced those perpetrating violence in the on-going campaigns for the Lusaka Mayoral elections. President Lungu said the United Party for National Development (UPND)should withdraw from the Mayoral race if they are not ready to contest.

The Head of State has stated that he will not allow elections to be postponed because of one person who is desperate to be President. President Lungu has also directed the Police to investigate cases of violence and bring culprits to book.

President Lungu was speaking during a rally in Bauleni to drum up support for PF Mayoral candidate, Miles Sampa. President Lungu urged the electorate to vote for Mr. Sampa as he is a tried and tested candidate.

And PF Secretary General, Davies Mwila also urged people to vote for Mr. Sampa so that he can represent their interests well. Also in attendance was Kanchibiya Member of Parliament, Martin Malama who has denounced perpetuators of violence and that such politicians are not fit to be in leadership.

President Edgar Lungu introduces Miles Sampa

On Thursday, President Lungu expressed disgust at the irresponsible behaviour of some opposition leaders who are going round telling their members to fight with pangas in so called self defence when there was nothing to defend themselves against as the purported violence was but a figment of the imagination of the said opposition leader.

President Lungu has urged the residents of Matero and the nation at large to examine the motives of such a leader who will gladly send other people’s children into the battle field whilst his own children were safely tacked away in schools abroad.

He stated that the so called violence that the opposition UPND leader was spoiling for was not a portion for the Zambian people who had lived in peace for the past 50 years and encouraged the citizens to continue being peaceful and guard jealously the peace that had earned the nation a good name and standing around the world, peace which had been fought for and obtained by the nation’s founding parents such as Dr Kaunda and his comrades.

And President Lungu has stated that only the PF would deliver development to Matero and Lusaka as a whole because they hold the key to the wallet.

He wondered how an opposition mayor would work when all the councillors save for one were PF stating that a vote for the opposition would be a wasted vote.

“The ones who will bring water here, bring roads and hospitals as well as schools are the PF . How can someone say things will change in Lusaka if you vote in a UPND Mayor. It defeats logic. Where will they get the money? The custodian of the money is My Minister Margaret Mwanakatwe. And the one in charge of the local government is again my Minister, Vincent Mwale. I appointed them. So which formular will the opposition use to obtain the money to develop Lusaka?” The President wondered .

And President Lungu has stated that the Patriotic Front is becoming more and more attractive as a party and government owing to the massive development that was being witnessed during its reign.

” PF is very attractive . Even those that left are now in the forefront claiming to be PF. Welcome back to the Party. We will receive you all. But a word of caution. Change your behaviour because if you don’t, we will ground you,” he said.

Voting in the Mayoral by-elections is slated for JULY 26. 2018.

Eagle-eyed ref Musako calls off Zesco-Nkana Kopala derby

ball with a Nkana striker Fred Tshimenga.
Friday night’s big Copperbelt derby showdown at Levy Mwanawasa in Ndola between hosts Zesco United and visitors Nkana was abandoned due to crowd trouble.

Two legitimate decisions by referee Wiseman Musako in the last eleven minutes raised dust in the Levy stands with Zesco and Nkana in a dead-heat at 1-1 after Ronald Kampamba put the away side ahead in the 44th minute and Lazarus Kambole equalized for the hosts in the 64th minute.

Eagle-eyed Musako’s first call came in the 79th minute when he yellow carded Nkana striker Idris Mbombo.

Mbombo was correctly cautioned for simulation after he dived when Zesco goalkeeper Jacob Banda beat him the ball and made no contact with his ex-teammate who conjured a phantom foul.

That decision didn’t go down well with the Nkana fans who rained the Levy pitch with beer glass bottles.

Musako halted proceedings for four minutes but play later resumed in the 85th minute when the dust settled after the glass was cleared plus consultations made.

However, a minute before full-time, Musako handed Nkana a justified penalty.

This is after Zesco defender Marcel Kalonda deliberately handled the ball in an aerial duel under pressure from man-of-the-moment Mbombo who could not just elude headlining the night’s drama.

Zesco players cried injustice while their supporters took some unsavoury inspiration off the Nkana fans and bombarded their own pitch with their own stock of beer bottles and action again was paused.

An air of uncertainty then swept through a smouldering but freezing Levy Stadium atmosphere for over ten minutes.

Musako then decided to call off the match to defuse any potential fall-out had play continued, and the spot-kick converted against a Zesco side who were on the verge of losing their 13 match unbeaten run.

FAZ will now decided the final verdict of this derby drama through its disciplinary committee.

Zambia U20 captain declares team ready for Burundi

3

Zambia Under-20 captain Albert Kangwanda says they are ready for the big date against Burundi on Saturday in their 2019 U20 AFCON final round, first leg qualifier at Nkoloma Stadium in Lusaka.

The defending champions seek their first home win in the qualifiers that will put them one foot into next year’s tournament in Niger.

Zambia eliminated Rwanda in the second round in May winning 2-0 away on May 12 in Kigali and drawing 1-1 in Lusaka on May 19 to advance to the final stage after enjoying a first round bye.

“As players we are very much confident. We are working together as a team and hopefully in tomorrow’s game we will give the fans a goal,” Kangwanda said.

“We expect Burundi to come in strong but with the spirit that we have in the team, we are ready to take them on and kill them from here.”

Burundi are unbeaten in the qualifiers with three wins and a draw after toiling from the first round where they beat Ethiopia home and away before dispatching Sudan that started with a 1-1 home result and later winning 2-0 away to secure their decider date against Zambia.

Meanwhile, Kangwanda said they are also hoping to overcome visitors’ physical presence that has raised eyebrows in the build-up to the game.

“Football is not about the appearance, football is about intelligence,” the Zambia captain and midfielder said.

“They can come as giants but the boys believe in themselves and we are ready to take them on.”

The final leg will be played on July 21 at Ngozi with the winner over both legs clinching the ticket to next February’s finals.

Government is behind high interest rates in Zambia-Prof Saasa

15

Government’s activities in the money market have been cited as the main reason why interest rates are high in Zambia despite the downwards movement in the benchmark lending rate.

Economist Oliver Saasa said that by offering attractive treasury bills government has made itself the main player in the market and thereby overcrowding the private sector.

Professor Saasa said that it was the reason why commercial banks would rather lend to the Central Bank than to the private sector whose risk of paying back loans is high.

Professor Saasa told QTV News by telephone that the implication of this overcrowding of the private sector is that the average private sector player cannot service their loan, leading to non performing loans becoming too high as is the case currently in the country.

Professor Saasa said that this explained why commercial banks have also become reluctant to lend to the private sector operators on the market other than the government.

Professor Saasa said that commercial banks need to upscale the interest rates to make sure that in an event of defaulting, they do not make losses when they lend to an average private sector operator, adding that it was therefore not an excuse for commercials banks to refuse to reduce interest rates as they have to hedge themselves against macroeconomic fundamentals.

Manufacturers urged to use simplified language on pesticide usage

1

A Professor in Human Geography at the Lund University in Sweden says low literacy levels among small holder women farmers in Zambia is an obstacle to comprehension on pesticide usage.

Agnes Andersson Djurfeldt who is also the team leader of the Afrint group, an interdisciplinary group of researchers engaging researchers from nine research institutions in Africa has since called on pesticide manufacturers to use simplified explanation on pesticides.

Professor Djurfeldt challenged manufacturers to consider using graphics to enable women with low literacy levels comprehend instructions on how to use pesticides and other agro chemicals.

She explained that her group’s experience in Mkushi district in Central Province revealed that women are interested in farming but they need to be helped with ease to understand materials to enable them apply required chemicals correctly.

And Professor Djurfeldt has called for a cordial working relations between agro dealers and financial institutions to support women farmers.

She explained that cooperation between financial institutions and agro dealers will enable women access credit thereby improve agricultural production.

Professor Djurfeldt said this in Lusaka during the three day Sustainable Agricultural Intensification Research and Learning in Africa-SAIRLA Third International Learning Alliance meeting which closed yesterday.

Afrint group uses panel data from 4000 households in sub-Saharan Africa to study changes in rural livelihoods in more than hundred villages across nine countries from 2002 onwards.

The group has done qualitative field work at individual, household and village level mainly in Ghana, Kenya, Malawi, Nigeria and Zambia.

Meanwhile, the International Institute for Environment and Development-IIED has called for increased funding towards land improvement especially among poor farmers.

Barbara Adolph a Principal Researcher in IIEDs Natural Resources research group in the United Kingdom says for farmers to increase yields there should be adequate funding towards land improvement.

IIED is a policy and action research organisation promoting sustainable development and linking local priorities to global challenges.

President Edgar Lungu has today visited COMESA market which was gutted by fire last night.

And the President has directed Lusaka Province Minister Bowman Lusambo to work with Local Government Minister Vincent Mwale and the Lusaka City Council to find an alternative trading place for the traders where they can operate from temporarily.

President Lungu said he is devastated with the development as it has affected many traders as well as families.

And the Head of State said he was also deeply saddened by the death of a Tanzanian female trader whose life was lost in the inferno as she was trying to rescue her merchandise.

He stated that government will do everything possible to find out what caused the inferno at the market so that such incidences could be prevented in future.

The President also noted that the fires that have gutted some markets lately is a lesson to government to ensure that markets which will be constructed are fire proof and easily accessible.

President Lungu said this would help to put off the fire in a shortest possible time in case of such incidences in future.

He noted that the fire brigade department put in a lot of efforts to put off the fire but had difficulties to have access inside the market which made the whole process take some time.

Comesa market has about 1,500 shops out of which 80% of it has been gutted by fire and by 11:00hrs today, the fire brigade department was still trying to put off the remains of the fire.

President Lungu also took time to visit the ongoing construction works at Simon Mwewa market to have first hand information on the progress of the works

CHINESE investors should not come to Zambia to sell chickens, salaula and take over other small businesses meant for Zambians, says Justice Minister Given Lubinda.

And Mr Lubinda said Government was aware of some Chinese who had continued to stay in Zambia even after their residence permits have expired which compromised the bilateral relations between the two nations.

He was speaking when the Chinese ambassador to Zambia, Mr Li Jie paid a courtesy call on him at the ministry.

“Investors should come to provide jobs and build the economy beyond what the Zambian people can do, and not come to Zambia to sell chickens and roast maize,” Mr Lubinda said.

He said the two countries had enjoyed great bilateral relations spanning decades, but that there was need for the people to engage at personal level other than just as states.

And Mr Lubinda said his office had received numerous complaints over the quality of products imported from China.

“There is need to maintain quality economic existence in terms of goods and services between our two countries by encouraging genuine products to enhance the cooperation,” Mr Lubinda said.

And the Chinese ambassador hailed the bilateral relations between the two nations, which he said had extended to all sectors of the economy including infrastructure development through its numerous companies engaged in construction.

Mr Li assured the Justice Minister of continued cooperation and support from China on various development programmes across all sectors.

The minister also pledged to continue consultations with the Chinese government on the ongoing legal reforms process.

MPs vote down the Vice President on Motion to adjourn sine die

9

Dora Siliya minister of Infornation and Broadcasting in Parliament with UPND members of Parliament

Members of Parliament this morning rejected the motion moved by Vice President Inonge Wina for the house to adjourn sine die upon completion of all business on the order paper and all matters arising there from.

Mazabuka of Parliament Gary Nkombo opposed the motion suggesting that the house should instead proceed with business and adjourn on Tuesday.

In his debate, Mr. Nkombo argued that one of the documents on the order paper was bulky to be considered today especially that it was only made available to members yesterday.

He contended that if members were to debate the 234 pages document which they have not read, it may take them until tomorrow 03:00hrs to complete the business.

It was at this point that the speaker Patrick Matibini put the question to the members of parliament with those against the adjournment being in the majority.

Government will wait for the investigative wings to ascertain the cause of the fire-Wina

Vice President Inonge Wina has said that government will wait for the investigative wings to ascertain the cause of the fire which gutted COMESA Market in Lusaka last night before making any statements.

A Tanzanian woman who was trading at the market died from suffocation as she tried to retrieve her goods.

Ms Wina has told parliament during the vice president’s question time that it’s too early to predict the outcome of the findings the investigations.

Ms Wina said that it’s only after the police have determined the extent of the damage and the cause of the fire, will government inform the public of the findings.

Bailout talks with Zambia remain suspended-IMF

45

IMF Spokesman Gerry Rice
IMF Spokesman Gerry Rice

The International Monetary Fund has maintained discussions on a possible Fund-supported program with Zambia remains suspended.

The IMF says the talks remain frozen because the Zambian government’s borrowing plans compromised the country’s debt sustainability.

This is according to a statement by IMF Spokesman Gerry Rice during a news conference at the IMF Headquarters in Washington, D.C.

Mr Rice’s statement throws cold water on the Zambian government’s latest moves to reactive the IMF talks after key officials claimed that the talks are back on track.

On Thursday, Secretary to the Treasury Fredson Yamba said a team of officials from the IMF is expected in Zambia next week to continue the consultative process for a bailout package.

Mr Yamba said the IMF officials’ visit to Zambia follows the successful submission of data which the global lender requested for and that the meeting is expected to reconcile figures between the two parties and find the best way forward.

But Mr Rice said there are no pending talks over an IMF bailout package for Zambia.

“Reports that the government has provided the IMF with all the information needed for the purposes of reengaging with the program. Zambia hopes the program can be taken to IMF’s Board in September. Basically the question is: what’s the status? Is that true? To which I can say, again, on Zambia, discussions on a possible Fund-supported program have been suspended because the authority’s borrowing plans compromised the country’s debt sustainability and, in our view, undermine its macroeconomic stability,” Mr Rice said.

Mr. Rice added, “So on June 14, 2018, they authorities indeed announced a set of measures aimed at addressing these debt sustainability concerns. The Fund has not yet received the specifics of the authority’s new debt plans, nor the revised budget numbers, that include the impact of the recently-announced consolidation measures.”

“Therefore, it’s premature to discuss the appropriateness, the fitness, for any potential reengagement regarding a program discussion, which is consistent with the statement we had issued earlier this year.”

Tanzanian female trader dies in COMESA Market inferno

34

A Tanzanian female trader has died in the fire that swept through Lusaka’s COMESA market.

The trader identified as Kissa wison Mwakasiyah, a resident of Kanyama died due to suffocation after she attempted to salvage some goods from her shop as the fire was raging.

Both Local Government Minister Vincent Mwale and UTH Spokesperson Natalie Mashikolo confirmed the development separately.

In a ministerial statement to Parliament, Mr Mwale disclosed that over 1,500 stores at COMESA have been affected, representing 80 percent of the market.

Mr Mwale said fire started around 19:30 Hours and that the Fire Brigade was only informed around 20:30 Hours.

He said the cause of the inferno is yet to be established.

Mr Mwale refuted some reports suggesting that Ms. Mwakasiyah died after fire broke out as he was sleeping in her store.

But some sources at COMESA have disclosed that the deceased died as she was attempting to retrieve about K16,000 she had left in the store.

Other sources said Ms. Mwakasiyah is not the only victim as there is another lady who is in UTH nursing serious wounds.

And the UTH has confirmed receiving the body of the deceased around 23:00 Hours.

UTH Spokesperson Natalie Mashikolo said the hospital recorded a Brought In Dead case around 23:00 hours after suffering severe burns from the inferno.

“Her body is currently lying in UTH mortuary and has been identified by her relatives,” Ms. Mashikolo said.

400+ tonnes daily production is achievable at KCM

KCM CEO Deshnee Naidoo with senior staff KCM Head Office in Chingola

Konkola Copper Mines (KCM) Chief Executive Officer Deshnee Naidoo has promised to work hard with her team to re-establish KCM’s reputation as one of the world’s leading producers of copper.

Ms Naidoo who is also Vedanta Africa Base Metals CEO under which KCM falls said the target of producing the 400 plus tonnes of copper is achievable.

She was speaking in Chingola where she addressed employees during the launch of the Safe 400+ tonnes Campaign, an initiative introduced to push copper production to a minimum of 400 tonnes per day in a safe manner.

KCM’s production is on an upward trajectory, averaging 350 tonnes per day in June.

“The numbers show that the 400+ tonnes target is achievable. The management team has initiated this campaign to bring in new energy and give the momentum another push. The 400+ tonnes figure is what KCM needs in order to break-even and start making money. “KCM has a worldwide reputation for having one of the best copper ore bodies. We also have a reputation for having some of the best people in the industry. We have to produce at the level that this asset was designed to produce,” Ms Naidoo said.

She said change had dawned at KCM in terms of production and urged the workforce to pull together safely towards the target of 400 tonnes per day.

She said as a starting point, there is need for KCM to pull together towards the Safe 400+ tonnes number, thereby showing the world that KCM is a serious business.

Ms Naidoo emphasised that safety was the highest priority in the production value chain, adding that she could and would shut down a mining area or processing plant if the safety of employees was under threat.

“The first thing on my mind, as a priority for KCM, is safety. We cannot have production if it does not come safely. When there is a fatality, it hurts and devastates. We do not want production if it is not safe. We are so committed to this objective that we will stop production if needed, to make that clear,” she said.

Ms Naidoo assured the team that she would build up on the good work done on safety at KCM up to now. The company has also planned a bonus scheme for employees and other recognitions as part of the employee incentives during the campaign.

This is according to a statement by KCM Manager Public Relations and Communications Shapi Shachinda.

Choppies free to import GMO foods

The National Biosafety Authority has granted chain store Choppies Superstores a permit to import products that may contain Genetically Modified Organisms.

This was after the chain store made an application for the importation of products that are made from or may contain GMOS in May this year.

Among the products the chain store will import and place on the market include instant choppies porridge, chilli beef flavored soup, oxtail flavored soup, chakalaka flavored soup, brown onion soup and choppies corn flakes.

The NBA Board, during their last meeting held on Friday July 6, 2018, approved the application for a permit to import products that may contain GMOS by choppies superstores following a recommendation from the Scientific Advisory Committee (SAC).

The SAC, after conducting a risk assessment, found that the products that choppies superstores sought to import did not contain toxins and allergens that might cause harm to the humans, animals and the environment.

In April this year, the NBA accompanied by officials from the Ministry of Health, Lusaka City Council and the police swung into action and pounced on the unsuspecting lake road and Ibex Choppies Superstores confiscating food products worth over K21, 000 which were brought in the country and placed on the market without obtaining approval from the authority.

The chain store was also directed to withdraw all products containing GMOS from the shelves across the country that were being sold without prior approval from the authority.

Meanwhile, the NBA has issued 23 permits since 2015 to various companies for the importation and or placing on the market of products that may contain GMOS.

The import permits are valid for 5 years while permits for placing on the market range between three to six months to ensure compliance and prevent companies from contravening the law.
